A medicinal toothpaste based on an atomized extract obtained out of sulfurous mud of Nicolina Iassy (a natural organic-mineral complex) has been formulated and physico-chemically characterized. The optimal formula has been chosen corresponding to following parameters: aspect, colour, taste, smell; weight/tube (65 g +/- 5%); Dentine Abrasion Value (D. A. V.) = 30; pH = 6.95-7.42; foaming capability of foam, in minutes = 0.40-0.60; residue on the sieve (g% = 0.09); heavy metals content; abrasive substances; g% = 32-37 at least; sodium chloride g% = 0.30 at least; firmness time = 30 sec. Also it have been effectuated rheological measurements and dynamic viscosity. The medicinal toothpaste Pell-Nicole presents a plastic behaviour with thixotropic character, which confers a good stability in time, an adequate firmness and comparable properties with others marketed products. The therapeutical effects have been tested, such as the antimicrobial and anti-inflammatory actions. The medicinal dentifrice toothpaste Pell-Nicole is recommended for gum affections, superficial chronic inflammatory forms, deep paradontopathies, as well as for a proper dental hygiene. PMID:9455367

    Courtenay, W J

    2000-09-01

It has long been known that Nicole Oresme was a master of arts and a student in theology at Paris by 1348. A recently discovered papal letter of provision granting Oresme an expectation of a benefice establishes that he was already a regent master in arts by 1342. The text of the letter as copied in the papal registers also mentions those persons mandated to help implement the provision, thus revealing part of Oresme's early patronage network, which included an important regent master of theology from Normandy and a bachelor of theology who had been summoned to Avignon in 1340 along with Nicolas of Autrecourt. This earlier dating of Oresme's arts degree places him at Paris during the crisis over William of Ockham's natural philosophy. PMID:11143787

  16. The Schoen Affair

    NASA Astrophysics Data System (ADS)

    Reich, Eugenie Samuel

    2010-03-01

The Schoen Affair was a series of groundbreaking fraudulent claims in the fields of organic, plastic and molecular electronics. The Affair was exposed in 2002 and perpetrated by Jan Hendrik Schoen, a researcher at Bell Laboratories in New Jersey. In this talk, I draw on interviews with 125 scientists, emails by Schoen and colleagues, reviews of the fraudulent papers, and analyses of the fake data to illuminate Schoen's motive and modus operandi. I focus particularly on how Schoen first began to fake data as a graduate student, and how he progressed to make fraudulent claims that appeared plausible to managers at Bell Labs and other colleagues. I also describe how his claims were handled by the journals, mostly with respect to the actions of editors and reviewers at the journals Nature and Science.

  18. A Kantian argument for a duty to donate one's own organs. A reply to Nicole Gerrand.

    PubMed

    Merle, J C

    2000-01-01

Nicole Gerrand is right to criticize Munzer for not connecting a person's dignity to the "capacity to exhibit humanity by acting rationally." However, connecting these does not mean that they are one and the same concept. Gerrand fails to make two distinctions that are decisive in the context of Kant's ethics. First, she does not distinguish between vital organs, integral organs and mere "accumulations", each of which requires a specific moral argument. Second, she does not distinguish between human rational nature in itself, or the capacity to have free will, and the possibility of action rationally, or freedom of choice. Having drawn these distinctions, I argue that Kant's own principles fully allow certain kinds of organ transplants such as blood, skin and marrow transplants from living bodies as well as the transplantation of both vital organs and essential organs from fresh corpses. In fact, Kant's own moral principles should make of these an enforceable duty of right. Unlike Gerrand, then, I think that the question of whether or not donors should be paid--and the patient should pay--is a key issue even in a Kantian context. PMID:11758595

  19. Revolution in Detection Affairs

    SciTech Connect

    Stern W.

    2013-11-02

The detection of nuclear or radioactive materials for homeland or national security purposes is inherently difficult. This is one reason detection efforts must be seen as just one part of an overall nuclear defense strategy which includes, inter alia, material security, detection, interdiction, consequence management and recovery. Nevertheless, one could argue that there has been a revolution in detection affairs in the past several decades as the innovative application of new technology has changed the character and conduct of detection operations. This revolution will likely be most effectively reinforced in the coming decades with the networking of detectors and innovative application of anomaly detection algorithms.

  15. Revolution in nuclear detection affairs

    SciTech Connect

    Stern, Warren M.

    2014-05-09

The detection of nuclear or radioactive materials for homeland or national security purposes is inherently difficult. This is one reason detection efforts must be seen as just one part of an overall nuclear defense strategy which includes, inter alia, material security, detection, interdiction, consequence management and recovery. Nevertheless, one could argue that there has been a revolution in detection affairs in the past several decades as the innovative application of new technology has changed the character and conduct of detection operations. This revolution will likely be most effectively reinforced in the coming decades with the networking of detectors and innovative application of anomaly detection algorithms.

  1. Reflections after the Diane affair.

    PubMed

Kant, A; van Puijenbroek, E; van Hunsel, F

    2014-09-01

The Pharmacovigilance Centre Lareb received 621 reports of possible adverse drugs reactions on Diane-35® . Of all reports, 388 were received after media attention. Of the 309 reports of thromboembolic adverse drugs reactions, 18 cases were fatal. In 31 cases the thromboembolic adverse drugs reaction was initially not recognized as such. The analysis and the turmoil of the 'Diane affair' gave rise to the following reflections: Reflection 1. Continuous awareness and attention of risk of medicines is needed, also for known risks, for timely recognition of adverse drugs reactions. Reflection 2. Reporting side effects should be part of the professional attitude. Reports play a pivotal role in the detection of new adverse drugs reactions and the conditions under which known adverse drugs reactions occur. Reflection 3. Improvement of adequate use of drugs. Pharmacovigilance not only has the aim to improve knowledge on risk of medicines, but also the aim of getting this knowledge into Health Care practice. PMID:24909698

The discussion can then address other impressions of what happened in Prague. What were the negative and positive outcomes of the Pluto Affair? What can we learn from this experience?

    PubMed

    Otte, Andreas

    2014-01-01

This paper presents new measurements of a bronze cast from the right hand of the famous Italian violin virtuoso Nicolò Paganini (1782-1840). These are compared to anthropometric standard values. In addition, detailed dorsal and palmar views of the cast are shown. With a middle finger length of 75 mm, the palm width is 60 mm and the hand length 152 mm, which is significantly below the 5% percentile of today's standard values. Also the finger length index (0.55), the ratio of finger length to palm length (0.98) and the ratio of finger length to palm width (1.25) are significantly above normal limits. Hence, Paganini had abnormal hand measurements with a very small palm and relatively "long" fingers. This remarkable constellation, among others, could have been advantageous for his amazing skills as a violinist. PMID:25004620

    PubMed

Annibaldi, Anna; Illuminati, Silvia; Truzzi, Cristina; Scarponi, Giuseppe

    2011-12-01

The study reports for the first time on the heavy metal contamination of the waters surrounding a shipwreck lying on the sea floor. Square wave anodic stripping voltammetry has been used for a survey of the total and dissolved Cd, Pb and Cu contents of the seawater at the site of the sinking of the Nicole M/V (Coastal Adriatic Sea, Italy). Results show that the hulk has a considerable impact as regards all three metals in the bottom water, especially for the particulate fraction concentrations, which increased by factors of ≈ 9 (Cd), ≈ 3 (Pb) and ≈ 5 (Cu). The contaminated plume extended downstream for about 2 miles. Much lower contamination was observed for dissolved bottom concentrations; nevertheless Pb (0.56 ± 0.03 nmol/L) is higher than the Italian legal limits established for 2015 and Cd (0.23 ± 0.03 nmol/L) is very close the limit of Cd will be exceeded if the hulk is not removed. It is the thesis of this article that the processing of a utility company's regulation-related work, the supporting tasks and the manner in which they are completed, can and does have a significant impact on the final results or work product of the regulatory affairs function, including even, potentially, the action of the regulatory agency. The article is therefore full of practical pointers on how the interface with the regulatory authority can best be organized, managed, and carried through to the attainment of optimum results for the utility. 2 references.

  17. Nicole Oresme's 'On Seeing the Stars (De visione stellarum)': A critical edition of Oresme's treatise on optics and atmospheric refraction, with an introduction, commentary, and English translation

    NASA Astrophysics Data System (ADS)

    Burton, Danny Ethus

    2000-10-01

In the middle of the fourteenth century, the renowned natural philosopher Nicole Oresme composed a treatise entitled: De visione stellarum (= On Seeing the Stars). This text appears to be the earliest separate treatise devoted to the study of atmospheric refraction and its deeper implications. A major portion of this dissertation is the formulation of the first critical edition and English translation of this work. Accompanying this edition is a commentary explicating its major themes as well as arguments in support of Oresme's authorship. The fundamental question Oresme's De visione attempts to answer is: Utrum stelle videantur ubi sint - ``Are the stars really where they seem to be?'' Using perspectivist optics, Oresme ultimately answered that they are not. Further, he concluded not only the stars but almost nothing is seen where it truly is, calling all visual sense data into doubt. The De visione builds upon the foundations laid by the great perspectivists such as Ptolemy, Alhazen, Bacon, and Witelo on atmospheric optics, but it also goes further. This dissertation argues that one of the more profound scientific discoveries by Oresme is the following. Two centuries before the Scientific Revolution, Oresme proposed the qualitatively correct solution to the problem of atmospheric refraction, that light travels along a curve through a medium of uniformly varying density, and he arrived at this solution using infinitesimals. This solution at this solution using infinitesimals. This solution had even escaped the great 17th century scholar of optics and astronomy, Johannes Kepler, and up to now, the credit for its first discovery has been given to Robert Hooke and its mathematical resolution to Isaac Newton. Oresme's argument concerning the curvature of light is a major milestone in the history of optics and astronomy that was previously unknown to modern scholarship. And it further confirms that Oresme was one of the most innovative scientists of the pre

    SciTech Connect

    Darcy, G.R.

    1984-03-29

The working relationship between government and business has often been adversarial, especially during periods of major business reform movements. A positive approach to public affairs by business leaders, emphasizing cooperation with all levels of government, is suggested in this article as one means of improving the business regulatory environment. The author describes a progressive public affairs program with a broad socioeconomic focus undertaken by one utility. Developed over more than a decade, the program incorporates public affairs as part of every manager's responsibilities. Highlighted are the structure of the present public affairs department and the scope of its activities.

  1. Social theory and current affairs: a framework for intellectual engagement.

    PubMed

    Stones, Rob

    2014-06-01

The paper aims to facilitate more adequate critical engagement with current affairs events by journalists, and with current affairs texts by audiences. It draws on social theory to provide the intellectual resources to enable this. The academic ambition is for the framework to be adopted and developed by social thinkers in producing exemplary critical readings of news and current affairs texts. To this end it is offered as a research paradigm. The paper situates its argument in relation to the wider literature in media and cultural studies, acknowledging the subtle skills required to appreciate the relative autonomy of texts. However, it draws attention to the lack of an adequate perspective with which to assess the frames, representations, and judgments within news and current affairs texts. To address this lacuna it proposes the conception of a social-theoretical frame, based on a number of meta-theoretical approaches, designed to provide audiences with a systematic means of addressing the status and adequacy of individual texts. Social theoretical frames can reveal the shortcomings of media framing of the contextual fields within which news and current affairs events take place. Two illustrative case studies are used to indicate the value and potential of the approach: the analysis of a short newspaper report of the return of protesters to Cairo's Tahrir Square in 2011, and a critique of four current affairs reports from various genres on the political turmoil in Thailand leading up to the clashes of May 2010. Over the years, I've daydreamed about stealing a Vermeer, a Picasso, or Rembrandt. It tickles me, as much as watching the reboot of The Thomas Crown Affair. Why is it, do you suppose, so much fun to think about stealing a world renowned piece off the wall of a major metropolitan museum? Is it the romantic thoughts of getting away with it, walking past infrared detectors, and pressure sensors ala Indiana Jones with the sack of sand to remove the idol without triggering the security system? Is it the idea of snatching items with such fantastic prices, where the romance of possessing an item of such value is less intoxicating than selling it to a private collector for it to never be seen again? I suspect others share my daydreams as they watch theater or hear of a brazen daylight heist at museums around the world, or from private collections. Though when reality sets in, the mind of the security professional kicks in. How could one do it, why would one do it, what should you do once it's done? The main issue a thief confronts when acquiring unique goods is how to process or fence them. They become very difficult to sell because they are one-of-a-kind, easy to identify, and could lead to the people involved with the theft. The whole issue of museum security takes up an ironic twist when one considers the secretive British street artist 'Banksy'. Banksy has made a name for himself by brazenly putting up interesting pieces of art in broad daylight (though many critics don't consider his work to be art) on building walls, rooftops, or even museums. I bring him up for a interesting take on what may become a trend in museum security. In March of 2005, Banksy snuck a piece of his called 'Vandalized Oil Painting' into the Brooklyn Museum's Great Historical Painting Wing, plus 3 other pieces into major museums in New York. Within several days, 2 paintings had been torn down, but 2 stayed up much longer. In his home country of the UK, a unauthorized piece he created and placed

    PubMed

    1987-08-01

Radon 222 and its radioactive decay products can enter buildings and, through inhalation, expose the inhabitants' pulmonary tissues to ionizing radiation. Studies of radon levels in the United States indicate that variations of 100-fold or greater exist among private dwellings. In one region, 55% of homes had levels exceeding 4 pCi/L (0.15 Bq/L), which is the guidance level recommended by the US Environmental Protection Agency. Ventilation and tightness of construction are important determinants of radon levels. In some instances, fans or heat exchangers can reduce excessive concentrations, but in others more elaborate remedial measures may be required. Physicians may obtain information about radon through Environmental Protection Agency regional offices and state radiation control programs. The risk of radiogenic cancer is believed to increase with exposure to ionizing radiation. According to some estimates, concentrations of radon decay products in US homes could be responsible for several thousand cases of lung cancer per year. Studies of radon levels in representative buildings and guidelines are needed to ensure safe, effective, and cost-effective countermeasures. Architects, contractors, designers, building code administrators, health physicists, and biomedical investigators can help with solutions. PMID:3612990

Geo-ontology, a kind of domain ontology, is used to make the knowledge, information and data of concerned geographical science in the abstract to form a series of single object or entity with common cognition. These single object or entity can compose a specific system in some certain way and can be disposed on conception and given specific definition at the same time. Ultimately, these above-mentioned worked results can be expressed in some manners of formalization. The main aim of constructing geo-ontology is to get the knowledge of the domain of geography, and provide the commonly approbatory vocabularies in the domain, as well as give the definite definition about these geographical vocabularies and mutual relations between them in the mode of formalization at different hiberarchy. Consequently, the modeling tool of conception model of describing geographic Information System at the hiberarchy of semantic meaning and knowledge can be provided to solve the semantic conception of information exchange in geographical space and make them possess the comparatively possible characters of accuracy, maturity and universality, etc. In fact, some experiments have been made to validate geo-ontology. During the course of studying, Geo-ontology oriented to flood can be described and constructed by making the method based on geo-spatial affairs to serve the governmental departments at all levels to deal with flood. Thereinto, intelligent retrieve and service based on geoontology of disaster are main functions known from the traditional manner by using keywords. For instance, the function of dealing with disaster information based on geo-ontology can be provided when a supposed flood happened in a certain city. The correlative officers can input some words, such as "city name, flood", which have been realized semantic label, to get the information they needed when they browse different websites. The information, including basic geographical information and flood distributing

Furthermore, although the risk of malignancy is rare, even the most experienced operator cannot replace the histological analysis to exclude malignancy or premalignant lesions. Such small symptomatic and asymptomatic totally or partially intracavitary myomas may be treated effectively and safety in office setting. The aim of this paper is to describe the currently available hysteroscopic techniques to treat myomas <1.5 cm also with a minimal intramural component without anaesthesia or analgesia in ambulatory setting reducing patient's discomfort. The monorchiid digenean Ancylocoelium typicum Nicoll, 1912, a parasite of the horse mackerel Trachurus trachurus (Carangidae), was essentially known from two descriptions based, respectively, on one and three specimens. It is redescribed and figured in detail based on numerous specimens from the rectum of three Trachurus spp. off Corsica in the western Mediterranean. It is compared with the type-species of the genus Lasiotocus Looss in Odhner, 1911, L. mulli (Stossich, 1883), for which new illustrations are provided, and, although they are easily distinguishable, they are not considered distinct at the generic level. The new combination Lasiotocus typicus is formed. It is also compared with the type-species of Chrisomon Manter & Pritchard, 1961, C. tropicus (Manter, 1940), for which new illustrations of the type-specimen are provided, and is found to be distinguishable, but not at the generic level. Chrisomon is, therefore, synonymised with Lasiotocus and the new combination L. tropicus is formed. It is not clear whether all nominal species of Chrisomon are also congeneric with Lasiotocus species. PMID:15084831

Regulatory requirements are part of the process of drug discovery and drug development. It acts at every developmental stage. Regulatory affairs works to establish an effective and uniform balance between voluntary and regulatory compliance and agency responsiveness to consumer needs. It evaluates and coordinates all proposed legal actions to ascertain compliance with regulatory policy. The ontology presented for regulatory affairs and drug research and development gives us the possibility to correlate information from different levels and to discover new relationships between the legal aspects. In addition, the transparency of the information is affected by the inability of existing integration strategies to organize and apply the available knowledge to the range of real scientific and business issue in critical safety and regulatory applications. Therefore, the semantic technologies based on ontologies make the knowledge reusable by several applications across business, from discovery to corporate affairs. PMID:23277001

Despite the ubiquity and critical importance of science and technology in international affairs, their role receives insufficient attention in traditional international relations curricula. There is little literature on how the relations between science, technology, economics, politics, law and culture should be taught in an international context. Since it is impossible even for scientists to master all the branches of natural science and engineering that affect public policy, the learning goals of students whose primary training is in the social sciences should be to get some grounding in the natural sciences or engineering, to master basic policy skills, to understand the basic concepts that link science and technology to their broader context, and to gain a respect for the scientific and technological dimensions of the broader issues they are addressing. They also need to cultivate a fearless determination to master what they need to know in order to address policy issues, an open-minded but skeptical attitude towards the views of dueling experts, regardless of whether they agree with their politics, and (for American students) a world-view that goes beyond a strictly U.S. perspective on international events. The Georgetown University program in Science, Technology and International Affairs (STIA) is a unique, multi-disciplinary undergraduate liberal arts program that embodies this approach and could be an example that other institutions of higher learning might adapt to their own requirements. 1994-03-01

To provide closer coordination between the Public Affairs Division and environmental restoration management and technical staff, the Fernald Environmental Restoration Management Corporation (FERMCO) matrixed Public Affairs staffers as counselors to project teams within FERMCO. Close coordination between technical staff and public affairs staff is essential for effective public communication in a public participation, environmental risk communication environment. Two-way symmetrical communication (public participation) represents a paradigm shift for public affairs staff who have developed skills primarily in a public information (asymmetrical communication) environment. While there has been much focus in the literature and workshops on management changes needed to support a public participation environment, less attention has been paid to identifying and developing the skills needed by public affairs professionals to support public participation. To support the new counseling role of public affairs staffers, FERMCO used a public affairs training consultant to design and deliver a workshop to initiate development of the skills needed for the public affairs counseling role. This paper describes FERMCO`s matrixed counseling program and the training to develop public affairs counseling skills for the public participation environment.

    PubMed

    Ferris, L E; Singer, P A; Naylor, C D

    2004-02-01

The Toronto experience suggests that there may be several general lessons for academic health sciences complexes to learn from the Olivieri/Apotex affair (OAA) regarding the ethics, independence, and integrity of clinical research sponsored by for profit enterprises. From a local perspective, the OAA occurred when there already was a focus on the complex and changing relationships among the University of Toronto, its medical school, the fully affiliated teaching hospitals, and off campus faculty because of intertwined interests and responsibilities. The OAA became a catalyst that accelerated various systemic reforms, particularly concerning academic/industry relations. In this article, the evolving governance framework for the Toronto academic health sciences complex is reviewed and these policy and process reforms discussed. These reforms have created collaborative activity among research ethics boards and contract research offices of the partner institutions, and allowed the joint university/hospital ethics centre to play a role in governance and policy, while respecting the missions and mandates of the involved institutions. Although few of the policies are dramatically innovative, what is arguably novel is the elaboration of an overarching governance framework that aims to move ethics to a central focus in the academic complex. Time alone will tell how sustainable and effective these changes are. PMID:14872067

    1995-12-01

Female genital mutilation is the medically unnecessary modification of female genitalia. Female genital mutilation typically occurs at about 7 years of age, but mutilated women suffer severe medical complications throughout their adult lives. Female genital mutilation most frequently occurs in Africa, the Middle East, and Muslim parts of Indonesia and Malaysia, and it is generally part of a ceremonial induction into adult society. Recent political and economic problems in these regions, however, have increased the numbers of students and refugees to the United States. Consequently, US physicians are treating an increasing number of mutilated patients. The Council on Scientific Affairs recommends that US physicians join the World Health Organization, the World Medical Association, and other major health care organizations in opposing all forms of medically unnecessary surgical modification of the female genitalia.
