  18. Educational support agencies in some European countries

    NASA Astrophysics Data System (ADS)

    Braaksma, J.; Heinink, A. L.

    1993-05-01

Economic and social constraints in the '50s and '60s resulted in an increasing interest in educational matters. As a response it was felt that a more professional and scientific approach in education was needed. Thus the educational specialist entered the labour market and institutional frameworks for educational support developed. Despite the common societal context, each country acquired its own unique educational support system. It will be argued that national pecularities in educational support systems are related to educational traditions. In order to clarify this, educational support agencies in some European countries are defined in terms of: the institutional level at which educational support agencies operate; and the functions and roles of support agencies in the education systems concerned.

    SciTech Connect

    Vitkus, T.J.; Bright, T.L.; Roberts, S.A.

    1997-10-01

At the request of the U.S. Nuclear Regulatory Commission`s (NRC`s) Headquarters Office, the Environmental Survey and Site Assessment Program (ESSAP) of the Oak Ridge Institute for Science and Education (ORISE) compared the documented procedures that the U.S. Environmental Protection Agency (EPA) and ESSAP use for collecting environmental samples. The project objectives were to review both organizations` procedures applicable to collecting various sample matrices, compare the procedures for similarities and differences, and then to evaluate the reason for any identified procedural differences and their potential impact on ESSAP`s sample data quality. The procedures reviewed included those for sampling surface and subsurface soil, surface and groundwater, vegetation, air, and removable surface contamination. ESSAP obtained copies of relevant EPA documents and reviewed and prepared a tabulated summary of each applicable procedure. The methods for collecting and handling each type of sample were evaluated for differences, and where these were identified, the significance and effect of the differences on analytical quality were determined. The results of the comparison showed that, overall, the procedures and methods that EPA and ESSAP use for sample collection are very similar. The number of minor differences noted were the result of restrictions or procedures necessary to ensure sample integrity and prevent the introduction of interfering compounds when samples are to be analyzed for chemical parameters. For most radio nuclide analyses, these additional procedures are not necessary. Another item noted was EPA`s inclusion of steps that reduce the potential for sample cross-contamination by preparing (dressing) a location prior to collecting a sample or removing a portion of a sample prior to containerization.

  7. Mapping Concepts of Agency in Educational Contexts.

    PubMed

Matusov, Eugene; von Duyke, Katherine; Kayumova, Shakhnoza

    2016-09-01

The purpose of this conceptual paper is to explore and map the "espoused theories" (Argyris and Schön 1978) of agency used in educational contexts. More precisely, we limit the focus on the normative view of student agency assumed within dominant school practices, desired by educational practitioners, leaving out non-normative emerging agencies such as student agency of resistance. Agency is a "tricky" concept, and often scholars who use the concept of agency do not define or operationalize it (e.g., Archer 2000). One reason is that there is no consensus among scholars about the notion of agency, especially when applied to educational contexts (Hitlin and Elder Sociological Theory, 25 (2), 170-191, 2007). Moreover, the recent neoliberal framing of individuals' agency as fully autonomous, flexible, and self-entrepreneur is adding the dilemma of agency manipulation in the sphere of education (Gershon 2011; Sidorkin 2004). To tackle this dilemma in educational contexts, we suggest to further interrogating the normative notion of agency in all its modes and develop a more nuanced conceptualization. We hope that such conceptualization would produce an understanding of the diverse manifestations and definitions of agency within a human ideal, educational content, behaviors, and social settings. We observed diverse uses of the normative term "agency" in educational discourse. We examined the term as used by researchers and practitioners. We also looked at the different ways it has been used in philosophical discussions of education, political framing of the civic role of schooling, disciplinary policy statements, school mission statements, and in everyday common use. It is worthy to note that our categorization of the use and meaning of the normative term "agency" depends on the scholars' epistemological paradigmatic assumptions, socio-political and historical situatedness, and ontological projects being translated into diverse scholarships of education. As a result of

A series of steps should be taken to encourage the development of a collegial spirit among faculty and students across the major health professions. As costs of education become distinct from those of service and research, certain organizational steps will become apparent, such as: 1) developing separate postgraduate and undergraduate medical schools; and 2) forming a regional educational network to respond to the workforce demands of the region. ASP, AAS, APS, and AAPT advocate that scientists should be engaged and acknowledged for successfully engaging in astronomy and physics education research and the scholarship of teaching because these efforts serve to improve pedagogical techniques and the evaluation of teaching. However, scientists have had the opportunity to pursue formal training in how to meaningfully engage in astronomy education research as an important scholarly endeavor. This special interest session for college and university physics and astronomy faculty, post-docs, and graduate students provided a forum to discuss the motivations, strategies, methodology, and publication routes for improving astronomy education through conducting rigorous science education research. Topics for discussion targeted the value of various education research questions, strengths and weaknesses of several different research design methodologies, strategies to successfully obtain Institutional Review Board approval to conduct education research on human subjects, and become more aware of how education research articles are created for publication in journals such as the Astronomy Education Review.

  15. What is `Agency'? Perspectives in Science Education Research

    NASA Astrophysics Data System (ADS)

    Arnold, Jenny; Clarke, David John

    2014-03-01

The contemporary interest in researching student agency in science education reflects concerns about the relevance of schooling and a shift in science education towards understanding learning in science as a complex social activity. The purpose of this article is to identify problems confronting the science education community in the development of this new research agenda and to argue that there is a need for research in science education that attends to agency as a social practice. Despite increasing interest in student agency in educational research, the term 'agency' has lacked explicit operationalisation and, across the varied approaches, such as critical ethnography, ethnographies of communication, discourse analysis and symbolic interactionism, there has been a lack of coherence in its research usage. There has also been argument concerning the validity of the use of the term 'agency' in science education research. This article attempts to structure the variety of definitions of 'student agency' in science education research, identifies problems in the research related to assigning intentionality to research participants and argues that agency is a kind of discursive practice. The article also draws attention to the need for researchers to be explicit in the assumptions they rely upon in their interpretations of social worlds. Drawing upon the discursive turn in the social sciences, a definition of agency is provided, that accommodates the discursive practices of both individuals and the various functional social groups from whose activities classroom practice is constituted. The article contributes to building a focused research agenda concerned with understanding and promoting student agency in science.

  19. Exploring the utility of institutional theory in analysing international health agency stasis and change.

    PubMed

    Gómez, Eduardo J

    2013-10-01

Of recent interest is the capacity of international health agencies to adapt to changes in the global health environment and country needs. Yet, little is known about the potential benefits of using social science institutional theory, such as path dependency and institutional change theory, to explain why some international agencies, such as the WHO and the Global Fund to Fight AIDS, Tuberculosis and Malaria, fail to adapt, whereas others, such as the World Bank and UNAIDS, have. This article suggests that these institutional theories can help to better understand these differences in international agency adaptive capacity, while highlighting new areas of policy research and analysis. Murmansk is in the most northern European part of Russia and has problems with a higher educational system and with preparation of some necessary specialists for organizations of our region. They are consequencies of social and economical changes in the Russian society. But it gives a chance to revalue our system of higher education and a role of society and academical institutes in the process of education. During several years the Russian government supports a program ``Integration of basic science and higher school'' which has an aim to unite efforts of educational and academical organizations for to solve some educational and scientific problems of higher school using a potential of academical society. We decided to use the support of our government for solving of the part of our problems. In 1999 we had offered to organize a regional scientific student conference devoted to natural-science problems of the Arctic region and the project was supported. The first experience of the conference was obtained during the May 2000 when in Murmansk it was conducted the 1st regional scientific student conference devoted to physics and methods investigation of high-latitude atmosphere. This is an edited transcript of a plenary lecture delivered at the Annual Scientific Meeting of the Royal Australasian College of Surgeons in May 1996. The author argues that undergraduate curricula in Australia have evolved away from exposing students to rigorous surgical basic sciences. In order to fill the gap left between undergraduate teaching and the Part I examinations, he argues that the College should become an educational institution by developing objectives and providing resources that enable candidates to learn not only what is pertinent to surgical basic training but also how to learn it and why. The call is for the College to take a leading role in education of surgical trainees. PMID:9322714

  9. [Health education in the French Regional Health Agencies in 2012: observations and analysis].

    PubMed

Baudier, François; Destaing, Lara; Michaud, Claude

    2013-01-01

This paper examines the role of health education in the French Agences régionales de santé (ARS, Regional Health Agencies) in 2012. A survey was conducted among public health managers working in the ARS. Most of the participants reported that health education plays an important role in their agency, notably through their regional health plan and the activities of the organizations responsible for promoting democracy in health care. This is also true of the links with the Institut national de prévention et d'education pour la santé (INPES, the National Institute for Health Prevention and Education) and the network of Instances régionales d'éducation et de promotion de la santé (IREPS, the Regional Authorities for Health Education and Promotion). However, the answers to the open-ended questions and the results of the interviews suggest that these results must be interpreted with caution. The study focuses on a number of factors that must be taken into account when considering the results of the quantitative analysis. These factors include: the subjective (or interpretive) dimension of the term "health education" emphasized by many of the participants (a term involving an emphasis on either health promotion or preventive medicine); the limited emphasis on health education in the ARS (beyond therapeutic patient education) compared to other issues such as health monitoring and security, health care and medico-social problems; the limited resources allocated to health education and the bleak budget outlook; the relationships with the main operators; and the need to develop, promote and apply knowledge of good practice. Finally, the study shows that the role of health education is dependent on individuals' willingness to promote it and, in particular, on the commitment of ARS managers. PMID:24313069

    SciTech Connect

    Not Available

    1989-04-01

The EPA has studied and evaluated the problems associated with managing hazardous wastes generated by educational institutions. This report is factual in nature. EPA was not directed by the law to develop recommendations for regulatory or statutory changes. The report identifies the statutory and regulatory requirements for educational institutions to manage hazardous waste, examines current hazardous-waste-management practices at such institutions, identifies the hazardous-waste-management problems encountered by them, and concludes by identifying possible ways for educational institutions to improve hazardous-waste management. The report primarily focuses on hazardous waste generated by universities, colleges, high schools, and vocational schools. The findings of the report can also apply to waste generated at facilities providing adult education and programs of education of less than 2 years' duration, because factors affecting the management of such waste would be similar for all levels and categories of educational institutions.

    USGS Publications Warehouse

    Kopaska-Merkel, D. C.

    2001-01-01

The educational role of state geological surveys is increasing yet state funding for this role is commonly lacking. Staff members of the Geological Survey of Alabama/State Oil and Gas Board of Alabama have developed and implemented a succesful Outside Funding Model to support educational outreach programs. Staff members created an informal organization within the agency and raised money specifically for educational outreach. The primary vehicles for fund raising are an annual charity golf tournament, sales of t-shirts and field-trip guidebooks, and small grants awarded by a variety of organizations. The money raised is used to fund a wide variety of educational activities that would not be possible otherwise. The Alabama Outside Funding Model could be duplicated by surveys or similar agencies in other states.

  9. The institutional context of multicultural education: what is your institutional curriculum?

    PubMed

    Murray-García, Jann L; García, Jorge A

    2008-07-01

Recently revised accreditation standards require medical schools and residency training programs to integrate multicultural training into their curricula. Most multicultural training models concern the educational outcomes of individual trainees who have received digestible "units" of multicultural education or "cultural competence" training designed for trainees' individual consumption. Few have taken a critical perspective on how an individual trainee must learn, change his or her behavior, and sustain that behavioral change within a specific institutional context. The authors discuss the educational impact of one's institutional learning environment--the institution's ethos, teachers, modeling, policies, and processes--on the multicultural education of physician trainees. A usable conceptual model is offered with which educators can identify those dimensions of one's "institutional curriculum" that may enhance or obstruct trainees' optimal learning and behavior change regarding issues of multiculturalism in medicine. Comparisons are drawn to the recent medical literature concerning professionalism education and the hidden curriculum. Distinctions are drawn between overlapping areas of planned, received, intended, and unintended learning and values, as communicated from faculty, attendings, and residents to students. Ways of maximizing ideal learning and minimizing unintended consequences are discussed. The goal is for medical educators to be able to ask, What is the institutional curriculum of my training program regarding issues of race, difference, etc? What elements of that institutional curriculum can be recaptured and reclaimed as consistent with and supportive of tenets of excellent patient care for all? PMID:18580080

Interprofessional health education has received increased attention from educators and health care institutions over the past decades. In the Institute of Medicine's The Future of Nursing: Leading Change, Advancing Health report, the necessity of nursing professionals becoming full partners with other health care professionals is described. In 2011, a group of faculty members in northeast Indiana formed an interprofessional education (IPE) consortium, which included faculty from several universities. The members were from a larger community group who met monthly and realized they shared a common interest in developing an IPE program. The purpose of this article is to describe the unique interprofessional and multi-institutional educational series that has been offered as a result of the collaborative efforts of this consortium. The initiative is continuous and now enters the second phase of the IPE learning series. This initiative may help others make the necessary changes in health care education. PMID:24971733

In lieu of periodic accreditation site visits of programs and institutions, the NAS requires active, ongoing oversight by the sponsoring institutions (SIs) to maintain accreditation readiness and program quality. Methods: The Ochsner Health System Graduate Medical Education Committee (GMEC) has instituted a process that provides a structured, process-driven improvement approach at the program level, using a Program Evaluation Committee to review key performance data and construct an annual program evaluation for each accredited residency. The Ochsner GMEC evaluates the aggregate program data and creates an Annual Institutional Review (AIR) document that provides direction and focus for ongoing program improvement. This descriptive article reviews the 2014 process and various metrics collected and analyzed to demonstrate the program review and institutional oversight provided by the Ochsner graduate medical education (GME) enterprise. Results: The 2014 AIR provided an overview of performance and quality of the Ochsner GME program for the 2013-2014 academic year with particular attention to program outcomes; resident supervision, responsibilities, evaluation, and compliance with duty‐hour standards; results of the ACGME survey of residents and core faculty; and resident participation in patient safety and quality activities and curriculum. The GMEC identified other relevant institutional performance indicators that are incorporated into the AIR and reflect SI engagement in and contribution to program performance at the individual program and institutional levels. Conclusion: The Ochsner GME office and its program directors are faced with the ever-increasing challenges of today's healthcare environment as well as escalating institutional and program accreditation requirements. 19. BURNOUT SYNDROME AMONG EDUCATORS IN PRE-SCHOOL INSTITUTIONS

    PubMed Central

Hozo, Endica Radic; Sucic, Goran; Zaja, Ivan

    2015-01-01

Introduction: The occurrence of burnout syndrome (BS) has been recognized in many professions (pilots, firefighters, police officers, doctors…) that during their work are subjected to high levels of stress. For educators in preschool institutions stress level is very high thus creating the possibility of developing BS. Material and methods: For this research is selected preschool institution – kindergarten „Radost” (Joy) in Split, in which by use of questionnaires (modified scale by Freudenberger and modified scales by Girdin, Everly and Dusek) during 2014 among educators (100 respondents) is conducted a survey regarding the frequency of burnout syndrome. Research results: According to questionnaires by Girdin, Everly and Dusek there is no statistically significant difference between the number of educators who feel good and those that are under significant stress (χ2=1.04; p=0.307). According to questionnaire by Freudenberg educators are classified into 3 categories and distribution of educators by the groups is almost uniform (χ2=2.76; p=0.250), which means that one third of a teacher is in good condition, a third is in the risk area for burn-out syndrome, while one third are candidates for development of this syndrome. Comparing a teacher in good condition compared to other (at risk and those who are candidates for the burn-out syndrome) is up to 1.5 times higher in those who are at risk and the candidates for development of this syndrome than in others (χ2=4.5; p=0.033). Conclusion: The occurrence of burnout syndrome is very high for the group of educators (half of the educators!) in pre-school institutions which should be taken into account by the institutions management. For this purpose, it is necessary to organize regular medical check-ups with particular reference to burnout syndrome with signs of the syndrome to prevent its further development. PMID:26889099

Conductive education, which was developed at the Petö Institute in Budapest, has been publicised incorrectly as a method of treatment for children with cerebral palsy. From the results of information given and our own observations during a week's visit to the institute we conclude that a minority of carefully selected children with cerebral palsy and spina bifida, who have a relatively good prognosis, are educated at the institute; the education is carried out with appropriate medical, surgical, and orthotic intervention; and the children probably function better as a result of the intensive programme than do similar children in Britain in areas where therapy is scarce. They seem to achieve, however, what we would expect similar children in Britain to do when facilities are adequate. Though our findings do not therefore justify using public funds to refer children to the institute, some (self selected) families benefit from a visit, particularly from the positive attitudes of the staff. The role of the conductor and the integration of programmes into a classroom setting have much to recommend them, and conductive education, if successfully transferred to Britain, might be beneficial to a wider range of children than in Hungary. 2012-01-01

Large scale multiple venue institutions face problems when delivering educations to their healthcare staff. The present study is aimed at evaluating the feasibility of relying on e-learning for at least part of the training of the Salvatore Maugeri Foundation healthcare staff. The paper reports the results of the delivery of e-learning courses to the personnel during a span of time of 7 months in order to assess the attitude to online courses attendance, the proportion between administered online education and administered traditional education, the economic sustainability of the online education delivery process. 37% of the total healthcare staff have attended online courses and 46% of nurses have proved to be the very active. The ratio between total number of credits and total number of courses for online and traditional education are respectively 18268/5 and 20354/96. These results point out that eLearning is not at all a niche tool used (or usable) by a limited number of people. Economic sustainability, assessed via personnel work hour saving, has been demonstrated. When distance learning is appropriate, online education is an effective, sustainable, well accepted mean to support and promote healthcare staff's education in a large scale institution. However, as a developing country, there are numerous challenges in promoting space education to students and teachers. In this paper, we assessed the recent activities done by the PSSEP and demonstrate their effectiveness. In addition, we will expound on the social, political and logistical challenges of promoting space education in an archipelago such as the Philippines. We will also present the preliminary feedback and assessment of the Space Science Program (SSP), a pilot program which teaches space science as a separate subject in the basic educational system from kindergarten to high school. We will also discuss the various teaching strategies we utilized in the SSP that can be adopted depending on the needs and capabilities of the host school. Finally, we discuss the challenges of instituting a formal astronomy and space science course and the issues that needs to be addressed for an effective and sustainable program and how it can be utilized to develop a space-capable workforce for a future Philippine Space Agency.

One of the many products of Miriam's career was an international network of medical educators. She knew we would learn from each other and gain access to the perspectives, resources, and experiences that such a community brings. More importantly, Miriam understood the need for shared values, support, encouragement, and a sense of global citizenship that can come only from an international network of colleagues and friends. The FAIMER Institute, described in this paper, is a formalization and extension of Miriam's work and we hope it will be as successful as she was. The FAIMER Institute is a two-year fellowship program designed for medical school faculty from developing countries who have the potential to improve medical education. The first year consists of two residential sessions in the US before and after an intersession of distance learning and implementation of an educational project at the participant's home institution. The second year, completed from the Fellow's home country, involves co-mentoring a new Fellow and active engagement in the Institute's Internet discussion group. The program is designed to teach educational methods and leadership skills, as well as to develop strong professional bonds with other medical educators around the world. Preliminary data concerning the efficacy of the program have been encouraging. Fellows' perceptions of their knowledge, skills and attitudes show significant improvement. These self-assessments are supported by the outcomes, which indicate considerable scholarship as well as academic and administrative advancement. There have also been changes in the nature of the professional networks of these medical educators, which enhance their ability to undertake more complex projects in an innovative fashion. Finally, plans for the future focus on conducting regional Institutes in South Asia, sub-Saharan Africa and South America with the goal of fostering the creation of networks of medical educators. The current model will

Interdisciplinary courses among students in occupational therapy, physical therapy, and speech-language pathology are important for addressing teamwork, communication, and understanding of professional roles, especially in pre-service training for early intervention and school-based practice where collaboration is essential. Although interprofessional education (IPE) as a part of higher education in the health sciences has been strongly encouraged, IPE courses are difficult to schedule and implement. This article discusses the challenges of developing and delivering two IPE courses in an online format, specifically the innovation that addresses logistics, time factors, and social presence for the IPE courses across two institutions. 2004-07-01

Indonesia has seen several recent attempts to devolve control over the curriculum to the local level. Rather than catalogue all of the problems encountered in the course of their implementation, the present contribution focuses on a single reform, the Local Content Curriculum (LCC). Analysis of local responses to this reform provides insights into the state's influence on the actions and attitudes of Indonesian educators not previously detailed in research on educational decentralisation. These insights into the implementation of the LCC expand the understanding of the tangible effects of educational reform on actual learning institutions and pupils as well as inform about the central government's real ability to effect change in schools. The study also shows how the lethargy of local actors is bound to deeply engrained views about the role of Indonesian teachers in school, in the society and in the state.

Demura, Kosei; Tani, Masashi; Hattori, Yoichi

Yumekobo, which can be translated as “Factory for Dreams and Ideas” , has been attracting the attention of reform-minded educators in Japanese universities. The major function of Yumekobo is to support a student project called the Yumekobo project. It resembles an extra-curricular club activity as at other universities; however, the Yumekobo project is not only an extra-curricular activity but also a symbol of the educational philosophy of Kanazawa Institute of Technology. Students in the Yumekobo project are encouraged to develop a good character, which includes independence, creativity, morality, cooperation, and internationalism. In this paper, an overview of the Yumekobo project is given, and its characteristics are described. Further, its educational effects are discussed based on an analysis of student questionnaires conducted from 2002 to 2005.

Revised accreditation standards for dental and dental hygiene education programs have increased emphasis on faculty development that can improve teaching and learning, foster curricular change including use of teaching and learning technologies, and enhance retention and satisfaction of faculty. The American Dental Education Association (ADEA) and Academy for Academic Leadership (AAL) established the Institute for Allied Health Educators (IAHE) in 2007 to address faculty development needs for allied dental and allied health educators. In 2009, it was transitioned to an online program, which resulted in increased enrollment and diversity of participants. After seven years, a comprehensive program evaluation was warranted. The authors developed an online questionnaire based on Kirkpatrick's four-level model of training evaluation; for this study, levels one (satisfaction), two (knowledge and skill acquisition), and three (behavior change) were examined. Of the 400 program participants invited to take part in the study, a 38% response rate was achieved, with the majority indicating full-time faculty status. Nearly all (95-97%) of the respondents agreed or strongly agreed the program contributed to their teaching effectiveness, and 88-96% agreed or strongly agreed it enhanced their knowledge of educational concepts and strategies. In addition, 83% agreed or strongly agreed the program helped them develop new skills and confidence with technology, with 69% agreeing or strongly agreeing that it helped them incorporate technology into their own educational setting. Nearly 90% were highly positive or positive in their overall assessment of the program; 95% indicated they would recommend it to a colleague; and 80% agreed or strongly agreed they had discussed what they learned with faculty colleagues at their home institutions who had not attended the program. Positive findings from this evaluation provide evidence that the IAHE has been able to meet its goals. PMID:25941140
