The use of NASA high altitude aerial photography of south eastern Arizona to develop a natural resources information system for Federal lands is discussed. The data are to be used by local, State, and Federal agencies in connection with geologic mapping projects, water resources investigations, and land use studies to determine the alignment of a proposed major aqueduct. In addition, the data are used to confirm land ownership boundaries, detect changes in land use, and legislative reappointment mapping. Other applications include mapping vegetive cover, evaluation of changes in wildlife habitat, location of deer kills, and as a base for recording telemetry data from radio-collared big game animals.

For more than 80 years, the Federal-State Cooperative Program in North Carolina has been an effective partnership that provides timely water information for all levels of government. The cooperative program has raised awareness of State and local water problems and issues and has enhanced transfer and exchange of scientific information. The U.S. Geological Survey (USGS) conducts statewide water-resources investigations in North Carolina that include hydrologic data collection, applied research studies, and other interpretive studies. These programs are funded through cooperative agreements with the North Carolina Departments of Environment, Health, and Natural Resources; Human Resources; and Transportation, as well as more than a dozen city and county governmental agencies. The USGS also conducts special studies and data-collection programs for Federal agencies, including the Department of Defense, the U.S. Soil Conservation Service, the Tennessee Valley Authority, and the U.S. Environmental Protection Agency that contribute to North Carolina's water information data base. Highlights of selected programs are presented to show the scope of USGS activities in North Carolina and their usefulness in addressing water-resource problems. The reviewed programs include the statewide data-collection program, estuarine studies, the National Water-Quality Assessment program, military installation restoration program, and groundwater flow model-development program in the Coastal Plain and Piedmont provinces.

Decision-making contexts involving Earth observations in federal and state government agencies

National and international organizations are placing greater emphasis on the societal and economic benefits that can be derived from applications of Earth observations, yet improvements are needed to connect to the decision processes that produce actions with direct societal benefits. The Consortium for the Valuation of Applications Benefits Linked with Earth Science (VALUABLES), a cooperative agreement between Resources for the Future (RFF) and the National Aeronautics and Space Administration (NASA), has the goal of advancing methods for the valuation and communication of the applied benefits linked with Earth observations. One of the Consortium's activities is a set of Policy Briefs that document the use of Earth observations for decision making in federal and state government agencies. In developing these Policy Briefs, we pay special attention to documenting the entire information value chain associated with the use of Earth observations in government decision making, namely (a) the specific data product, modeling capability, or information system used by the agency, (b) the decision context that employs the Earth observation information and translates it into an agency action, (c) the outcomes that are realized as a result of the action, and (d) the beneficiaries associated with the outcomes of the decision. Two key examples include the use of satellite data for informing the US Drought Monitor (USDM), which is used to determine the eligibility of agricultural communities for drought disaster assistance programs housed at the US Department of Agriculture (USDA), and the use of satellite data by the Florida Department of Environmental Protection to develop numeric nutrient water quality standards and monitoring methods for chlorophyll-a, which is codified in Florida state code (62-302.532).

Since 2001, the United States government has spent substantial resources on preparing the nation against a bioterrorist attack. Earlier articles in this series have analyzed civilian biodefense funding by the federal government for fiscal years (FY) 2001 through proposed funding for FY2012. This article updates those figures with budgeted amounts for FY2013, specifically analyzing the budgets and allocations for civilian biodefense at the Departments of Health and Human Services, Defense, Homeland Security, Agriculture, Commerce, and State; the Environmental Protection Agency; and the National Science Foundation. As in previous years, our analysis indicates that the majority (>90%) of the "biodefense" programs included in the FY2013 budget have both biodefense and non-biodefense goals and applications-that is, programs to improve infectious disease research, public health and hospital preparedness, and disaster response more broadly. Programs that focus solely on biodefense represent a small proportion (<10%) of our analysis, as the federal agencies continue to prioritize all-hazards preparedness. For FY2013, the federal budget for programs focused solely on civilian biodefense totals $574.2 million, and the budget for programs with multiple goals and applications, including biodefense, is $4.96 billion, for an overall total of $5.54 billion.

White-nose syndrome (WNS) is a disease responsible for unprecedented mortality in hibernating bats in the northeastern U.S. This previously unrecognized disease has spread very rapidly since its discovery in January 2007, and poses a considerable threat to hibernating bats throughout North America. As WNS spreads, the challenges for understanding and managing the disease continue to increase. Given the escalating complexity of these challenges, a highly coordinated effort is required for State, Federal, and Tribal wildlife agencies, and private partners to respond effectively to WNS and conserve species of bats. The primary purpose is to provide a tool for personnel in Federal agencies to evaluate the viability of potential photovoltaic applications. A second objective is to provide descriptions of various photovoltaic systems installed by different Federal agencies under the Federal Photovoltaic Utilization Program so that other agencies may consider similar applications. A third objective is to share lessons learned to enable more effective procurement, design, installation, and operation of future photovoltaic systems. The intent is not to provide a complete handbook, but rather to provide a guide for Federal agency personnel with additional information incorporated by references. The steps to be followed in selecting, procuring, and installing a photovoltaic application are given.

Since 2001, the United States government has spent substantial resources on preparing the nation against a bioterrorist attack. Earlier articles in this series have analyzed civilian biodefense funding by the federal government for fiscal years (FY) 2001 through proposed funding for FY2011. This article updates those figures with budgeted amounts for FY2012, specifically analyzing the budgets and allocations for biodefense at the Departments of Health and Human Services, Defense, Homeland Security, Agriculture, Commerce, and State; the Environmental Protection Agency; and the National Science Foundation. This article also includes an updated assessment of the proportion of biodefense funding provided for programs that address multiple scientific, public health, healthcare, national security, and international security issues in addition to biodefense. The FY2012 federal budget for civilian biodefense totals $6.42 billion. Of that total, $5.78 billion (90%) is budgeted for programs that have both biodefense and nonbiodefense goals and applications, and $637.6 million (10%) is budgeted for programs that have objectives solely related to biodefense.

Concern about the decreasing number of students entering undergraduate geoscience programs has been chronic and, at times, acute over the past three decades. Despite dwindling populations of undergraduate majors, graduate programs have remained relatively robust, bolstered by international students. With Increasing competition for graduate students by universities in Europe, Japan, Australia, and some developing countries, and with procedural challenges faced by international students seeking entry into the United States and its universities, this supply source is threatened. For corporations operating on a global scale, the opportunity to employ students from and trained in the regions in which they operate is generally a plus. For U.S. universities that have traditionally supplied this workforce, the changing situation poses challenges, but also opportunities for creative international partnerships. Federal government science agencies face more challenges than opportunities in meeting workforce needs under both present and changing education conditions. Restrictions on hiring non-U.S. citizens into the permanent workforce have been a long-standing issue for federal agencies. Exceptions are granted only where they can document the absence of eligible U.S.-citizen candidates. The U.S. Geological Survey has been successful in doing this in its Mendenhall Postdoctoral Research Fellowship Program, but there has been no solution to the broader limitation. Under current and forecast workforce recruitment conditions, creativity, such as that evidenced by the Mendenhall program,will be necessary if federal agencies are to draw from the increasingly international geoscience talent pool. With fewer U.S. citizens in U.S. geoscience graduate programs and a growing number of advanced-degreed scientists coming from universities outside the U.S., the need for changes in federal hiring policies is heightened. Advance directives in home health and hospice agencies: United States, 2007.

This report provides nationally representative data on policies, storage, and implementation of advance directives (ADs) in home health and hospice (HHH) agencies in the United States using the National Home and Hospice Care Survey. Federally mandated ADs policies were followed in >93% of all agencies. Nearly all agencies stored ADs in a file at the agency, but only half stored them at the patient's residence. Nearly all agencies informed staff about the AD, but only 77% and 72% of home health agencies informed the attending physician and next-of-kin, respectively. Home health and hospice agencies are nearly universally compliant with ADs policies that are required in order to receive Medicare and Medicaid payments, but have much lower rates of adoption of ADs policies beyond federally mandated minimums.

Federal agencies have worked to develop scientific integrity policies to promote the use of scientific and technical information in policymaking, reduce special-interest influences, and increase transparency. Following recent allegations of agency misconduct, these policies are now more important than ever. In addition to setting standards, scientific integrity policies also provide avenues for whistleblowers to complain about perceived violations. While these policies have their shortcomings (which may differ by agency), they are also one of the better available options for upholding principles of scientific integrity within the federal government. A legal perspective will be offered on what sorts of issues might rise to the threshold to make an official complaint, and the process of actually making a complaint. Other legal avenues for complaining about scientific integrity violations will also be discussed, such as complaints filed with the U.S. Office of Special Counsel or an agency's Office of Inspector General, and bringing the matter to federal court.

The US Opioid Crisis: Current Federal and State Legal Issues.

The United States is in the midst of a devastating opioid misuse epidemic leading to over 33,000 deaths per year from both prescription and illegal opioids. Roughly half of these deaths are attributable to prescription opioids. Federal and state governments have only recently begun to grasp the magnitude of this public health crisis. In 2016, the Centers for Disease Control and Prevention released their Guidelines for Prescribing Opioids for Chronic Pain. While not comprehensive in scope, these guidelines attempt to control and regulate opioid prescribing. Other federal agencies involved with the federal regulatory effort include the Food and Drug Administration (FDA), the Drug Enforcement Agency (DEA), and the Department of Justice. Each federal agency has a unique role in helping to stem the burgeoning opioid misuse epidemic. The DEA, working with the Department of Justice, has enforcement power to prosecute pill mills and physicians for illegal prescribing. The DEA could also implement use of prescription drug monitoring programs (PDMPs), currently administered at the state level, and use of electronic prescribing for schedule II and III medications. The FDA has authority to approve new and safer formulations of immediate- and long-acting opioid medications. More importantly, the FDA can also ask pharmaceutical companies to cease manufacturing a drug. Additionally, state agencies play a critical role in reducing overdose deaths, protecting the public safety, and promoting the medically appropriate treatment of pain. One of the states' primary roles is the regulation of practice of medicine and the insurance industry within their borders. Utilizing this authority, states can both educate physicians about the dangers of opioids and make physician licensure dependent on registering and using PDMPs when prescribing controlled substances. How IRBs relate to federal agencies, and the implications of these relationships, have received little, if any, systematic study. I interviewed 46 IRB chairs, directors, administrators, and members, contacting the leadership of 60 U.S. IRBs (every fourth one in the list of the top 240 institutions by NIH funding), interviewing IRB leaders from 34 (response rate=55%). IRBs describe complex direct and indirect relationships with federal agencies that affect IRBs through audits, guidance documents, and other communications, and can generate problems and challenges. Researchers often blame IRBs for frustrations, but IRBs often serve as the "local face" of federal regulations and agencies and are "stuck in the middle." These data have critical implications for policy, practice, and research.

Stem cell policy in the United States is an amalgam of federal and state policies. The scientific development of human pluripotent embryonic stem cells (ESCs) triggered a contentious national stem cell policy debate during the administration of President George W. Bush. The Bush "compromise" that allowed federal funding to study only a very limited number of ESC derived cell lines did not satisfy either the researchers or the patient advocates who saw great medical potential being stifled. Neither more restrictive legislation nor expansion of federal funding proved politically possible and the federal impasse opened the door for a variety of state-based experiments. In 2004, California became the largest and most influential state venture into stem cell research by passing "Prop 71," a voter initiative that created a new stem cell agency and funded it with $3 billion. Several states followed suit with similar programs to protect the right of investigators to do stem cell research and in some cases to invest state funding in such projects. Other states devised legislation to restrict stem cell research and in five states, criminal penalties were included. Thus, the US stem cell policy is a patchwork of multiple, often conflicting, state and federal policies. © 2016 American Society of Law, Medicine & Ethics.

The goals of this study are to estimate federal maternal and child health (MCH) expenditures and identify their sources. This analysis is intended to provide a broad view of MCH funding appropriations and a basis for discussion of whether funds could be better utilized for the benefit of the population served. Data on federal maternal and child health expenditures for fiscal year (FY) 2006 were derived from examining federal legislation, department/agency budgets, and various web-based program documents posted by federal agencies. Based on selected criteria, we identified programs targeting children under 21 or pregnant/parenting women within the United States. The funding levels of agency programs for maternal and child health activities were determined and the programs briefly summarized. The identifiable funding for maternal and child health programs in FY 2006 approached $57.5 billion dollars. Funding sources for maternal and child health were concentrated within the U.S. Department of Health and Human Services, but spread across several different agencies within the department and in the Departments of Defense, Education, Agriculture, Housing and Urban Development, and the Environmental Protection Agency. Multiple agencies and offices often funded related activities, without evidence of a common underlying strategy. Federal maternal and child health funding mechanisms may lead to a fragmentation in maternal and child health activities. The funding and service delivery apparatus would benefit from an integrative MCH infrastructure approach to pediatric research, service delivery, and data collection/access that incorporates life-course and social/environmental determinants perspectives.

Since 2001, the United States government has spent substantial resources on preparing the nation against a bioterrorist attack. Earlier articles in this series analyzed civilian biodefense funding by the federal government for fiscal years (FY) 2001 through 2009. This article updates those figures with budgeted amounts for FY2010, specifically analyzing the budgets and allocations for biodefense at the Departments of Health and Human Services, Defense, Homeland Security, Agriculture, and State; the Environmental Protection Agency; and the National Science Foundation. This year's article also provides an assessment of the proportion of the biodefense budget that serves multiple programmatic goals and benefits, including research into infectious disease pathogenesis and immunology, public health planning and preparedness, and disaster response efforts. The FY2010 federal budget for civilian biodefense totals $6.05 billion. Of that total, $4.96 billion is budgeted for programs that serve multiple goals and provide manifold benefits.

Energy Conservation Measure (ECM) project selection is made difficult given real-world constraints, limited resources to implement savings retrofits, various suppliers in the market and project financing alternatives. Many of these energy efficient retrofit projects should be viewed as a series of investments with annual returns for these traditionally risk-averse agencies. Given a list of ECMs available, federal, state and local agencies must determine how to implement projects at lowest costs. The most common methods of implementation planning are suboptimal relative to cost. Federal, state and local agencies can obtain greater returns on their energy conservation investment over traditional methods, regardless of the implementing organization. This dissertation outlines several approaches to improve the traditional energy conservations models. . Any public buildings in regions with similar energy conservation goals in the United States or internationally can also benefit greatly from this research. Additionally, many private owners of buildings are under mandates to conserve energy e.g., Local Law 85 of the New York City Energy Conservation Code requires any building, public or private, to meet the most current energy code for any alteration or renovation. Thus, both public and private stakeholders can benefit from this research. . The research in this dissertation advances and presents models that decision-makers can use to optimize the selection of ECM projects with respect to the total cost of implementation. A practical application of a two-level mathematical program with equilibrium constraints (MPEC) improves the current best practice for agencies concerned with making the most cost-effective selection leveraging energy services companies or utilities. The two-level model maximizes savings to the agency and profit to the energy services companies (Chapter 2). The U.S. Geological Survey Federal-State Cooperative Water Resources Program is a partnership between the Geological Survey and State and local agencies for the collection of the hydrologic information needed for the continuing determination and evaluation of the quantity, quality, and use of the Nation 's water resources. The Cooperative Program has served the Nation for more than 80 years, and in 1981 more than 800 State and local agencies have cooperative programs with the Geological Survey with total funding over $80 million. The process of project selection in the Cooperative Water Resources Program is a mutual effort in which Geological Survey represents national interests, including the needs of other Federal agencies, and the cooperator represents State and local interests. The result is a balanced program that involves careful evaluation of needs, priorities, and resources. The cost sharing ratio of 50-50 is examined and determined to be the best ratio to effectively assess the Nation 's water resources. Headwater stream ecosystems are vulnerable to numerous threats associated with climate and land use change. In the northeastern US, many headwater stream species (e.g., brook trout and stream salamanders) are of special conservation concern and may be vulnerable to climate change influences, such as changes in stream temperature and streamflow. Federal land management agencies (e.g., US Fish and Wildlife Service, National Park Service, USDA Forest Service, Bureau of Land Management and Department of Defense) are required to adopt policies that respond to climate change and may have longer-term institutional support to enforce such policies compared to state, local, non-governmental, or private land managers. However, federal agencies largely make management decisions in regards to headwater stream ecosystems independently. This fragmentation of management resources and responsibilities across the landscape may significantly impede the efficiency and effectiveness of conservation actions, and higher degrees of collaboration may be required to achieve conservation goals. This project seeks to provide an example of cooperative landscape decision-making to address the conservation of headwater stream ecosystems. We identified shared and contrasting objectives of each federal agency and potential collaboration opportunities that may increase efficient and effective management of headwater stream ecosystems in two northeastern US watersheds. These workshops provided useful insights into the adaptive capacity of federal institutions to address threats to headwater stream ecosystems. Our ultimate goal is to provide a decision-making framework and analysis that addresses large-scale conservation threats across multiple stakeholders, as a demonstration of cooperative landscape conservation for aquatic ecosystems. Additionally, we aim to provide new scientific knowledge and a regional perspective to resource managers to help inform local management decisions.

Highlights of the 1983 Federal-state cooperative water resources program

The U.S. Geological Survey Federal-State Cooperative Water Resources Program in fiscal year 1983 continued to concentrate on investigations of highest priority to the Nation. Hydrologic data collection and interpretive studies were underway in every State, Puerto Rico, and several U.S. territories with focus on such current concerns as ground-water contamination, floods, impacts of toxic wastes, acid precipitation, and stream quality. During the year, this 50-50 matching program was carried out in working partnership with more than 800 State, regional, and local agencies. Joint funding from all sources totaled approximately $92 million. Details of the program are mutually negotiated at the working level by representatives of the Survey and representatives of the cooperating agencies. The pooling of interests results in a balanced effort that directs combined resources to hydrologic investigations having the most significance to both parties. A few of the highlights for FY 1983, and how the program is developed with other agencies are described. (USGS)

The emergency department (ED) visit provides an opportunity to impact the health of the public throughout the entire spectrum of care, from prevention to treatment. As the federal government has a vested interest in funding research and providing programmatic opportunities that promote the health of the public, emergency medicine (EM) is prime to develop a research agenda to advance the field. EM researchers need to be aware of federal funding opportunities, which entails an understanding of the organizational structure of the federal agencies that fund medical research, and the rules and regulations governing applications for grants. Additionally, there are numerous funding streams outside of the National Institutes of Health (NIH; the primary federal health research agency). EM researchers should seek funding from agencies according to each agency's mission and aims. Finally, while funds from the Department of Health and Human Services (HHS) are an important source of support for EM research, we need to look beyond traditional sources and appeal to other agencies with a vested interest in promoting public health in EDs. EM requires a broad skill set from a multitude of medical disciplines, and conducting research in the field will require looking for funding opportunities in a variety of traditional and not so traditional places within and without the federal government. The following is the discussion of a moderated session at the 2009 Academic Emergency Medicine consensus conference that included panel discussants from the National Institutes of Mental Health, Drug Abuse, and Alcoholism and Alcohol Abuse and the Centers for Disease Control and Prevention (CDC). The United States has a complex governmental public health system. Agencies at the federal, state, and local levels all contribute to the protection and promotion of the population's health. Whether the modern public health system is well situated to deliver essential public health services, however, is an open question. In some part, its readiness relates to how agencies are funded and to what ends. A mix of Federalism, home rule, and happenstance has contributed to a siloed funding system in the United States, whereby health agencies are given particular dollars for particular tasks. Little discretionary funding remains. Furthermore, tracking how much is spent, by whom, and on what is notoriously challenging. This review both outlines the challenges associated with estimating public health spending and explains the known sources of funding that are used to estimate and demonstrate the value of public health spending.

Local public health agencies are funded federal, state, and local revenue sources. There is a common belief that increases from one source will be offset by decreases in others, as when a local agency might decide it must increase taxes in response to lowered federal or state funding. This study tests this belief through a cross-sectional study using data from Missouri local public health agencies, and finds, instead, that money begets money. Local agencies that receive more from federal and state sources also raise more at the local level. Given the particular effectiveness of local funding in improving agency performance, these findings that nonlocal revenues are amplified at the local level, help make the case for higher public health funding from federal and state levels.

The Federal-State Cooperative Program is a part- nership between the U.S. Geological Survey and State and local agencies. It provides a balanced approach to the study and resolution of water- related problems and to acquiring hydrologic data. The principal program objectives are to: (1) collect, on a systematic basis, data needed for the continuing determination and evaluation of the quantity, quality, and use of the Nation's water resources, and (2) appraise the availa- bility and the physical, chemical, and biological characteristics of surface and ground water through analytical and interpretive investi- gations. During fiscal year 1993, hydrologic data collection, interpretive investigations, and research were conducted by Geological Survey personnel in offices in every State, Puerto Rico, and in several territories in cooperation with about 1,100 local, State, and regional agencies. In fiscal year 1993, Federal funding of $63.5 million was matched by cooperating agencies, which also provided almost $23 million unmatched for a total program of about $150 million. This amounted to nearly 40 percent of the total funds for Geological Survey water- resources activities. This report presents examples of current (1993) investigations. It also provides updated information on Cooperative Program investigations related to agricultural activities.

The Federal-State Cooperative Program is a partnership between the U.S. Geological Survey and State and local agencies. It provides a balanced approach to the study and resolution of water-related problems and to acquiring hydrologic data. The principal program objectives are to: (1) collect, on a systematic basis, data needed for the continuing determination and evaluation of the quantity, quality, and use of the Nation's water resources, and (2) appraise the availability and the physical, chemical, and biological characteristics of surface and ground water through analytical and interpretive investigations. During fiscal year 1988, hydrologic data collection, interpretive investigations, and research were conducted by Geological Survey personnel in offices in every State, Puerto Rico, and several territories in cooperation with more than 1,000 local, State, and regional agencies. In fiscal year 1988, Federal funding of almost $60 million was matched by cooperating agencies, who also provided approximately $6 million unmatched for a total program of about $126 million. This amounted to more than 40 percent of the total funds for Geological Survey water-resources activities. This report presents examples of current (1988) investigations. It also lists about 250 water-resources investigations related to agricultural activities that the Geological Survey conducted from 1970 to 1988.

Federal funding of $55.3 million was matched by cooperating agencies; cooperators also provided $4.6 million unmatched, for a program total of about $115 million. The Cooperative Program accounted for almost 45% of the FY 1987 obligations of the Geological Survey 's Water Resources Division. The principal areas of emphasis during the year included groundwater contamination, stream quality, water supply and demand, and hydrologic hazards. Information is presented on program functions and priorities. Data collection activities are also described as is work related to water resources contamination. The U.S. Geological Survey 's Federal-State Cooperative Water Resources Program has been in operation for 91 years as of fiscal year (FY) 1986. Hydrologic data collection and interpretive investigations are underway in every State, Puerto Rico, and several territories in cooperation with more than 900 State, regional and local agencies. Federal funds amounted to $49.8 million in this 50-50 matching activity. Total funding was about $106 million, which included $6.9 million furnished by cooperating agencies on an unmatched basis. The Cooperative Program comprised more than 40% of the overall FY 1986 budget of the Survey 's Water Resources Division. The areas of principal emphasis during the year included groundwater contamination, stream quality, water supply and demand, and hydrologic hazards. Information is presented on program priorities and investigations implemented under the merit proposal process. The status of water use information activities, which are being carried out in 48 states and Puerto Rico is reviewed briefly. Standard methods for collecting the data are being developed.
