In addition, in this final rule the Department is seeking comments on certain revised definitions found in section 33.20. This rule complies with the requirement in the Defense Production Act Reauthorization of 2009 (Pub. L. 111-67) to issue final rules establishing standards and procedures by which the priorities and allocations authority is used to promote the national defense, under both emergency and nonemergency conditions, and is part of a multi-agency effort that forms the Federal Priorities and Allocations System.

This paper focuses on the difficulties of projecting fiscal impacts to public safety agencies from the proposed high-level nuclear waste repository at Yucca Mountain, Nevada. The efforts made by Clark County Nevada, to develop a fiscal model of impacts for public safety agencies are described in this paper. Some of the difficulties in constructing a fiscal model of impacts for the entire 24 year high-level nuclear waste transportation shipping campaign are identified, and a refined methodology is provided to accomplish this task. The staff of youth development programs perform a delicate balancing act between supporting youth agency and exercising necessary authority. To understand this balancing in daily practice, we interviewed 25 experienced (M = 14 years) leaders of arts, leadership, and technology programs for high-school-aged youth. We obtained accounts of when, how, and why they gave advice, set limits, and "supported youth when disagreeing." Qualitative analysis found surprising similarities across leaders. They used authority to give advice and set limits, but did so with reasoned restraint. Maximizing youth's opportunities to learn from experience was central in their decision making. They described employing authority in intentional ways aimed at helping youth's work succeed, strengthening youth's agency, and building skills for agency (e.g., critical thinking, "clarifying intent"). © 2015 The Authors. The Delaware River Port Authority, whose mission is to manage, plan and construct transportation facilities and provide transportation services to maximize the safe and efficient movement of people and freight within the Delaware River Valley, located in southwestern Pennsylvania and southern New Jersey, is a self-financing, bi-state Authority, formed by a compact between the Commonwealth of Pennsylvania and the State of New Jersey and approved by the Congress of the United States. The Delaware River Port Authority is firmly committed to the strategic and integrated use of advanced transportation technology to improve traffic flow, operational efficiency and safety on DRPA's four bridges. To this end, the Delaware River Port Authority has initiated a program, appropriately named 'Smart Bridges.' The Delaware River Port Authority has recognized that this type of program is essential to the advancement of the DRPA's mission as an efficient, customer- friendly transportation and regional development agency. Under the Smart Bridges program the Delaware River Port Authority is introducing new technology into its aging infrastructure and transportation systems to ensure that the facilities continue to serve the region into the 21st century and beyond. Initiatives introduced under this program include EZ Pass, video surveillance systems, computerized traffic control systems and partnering with local universities to investigate the application of various innovative technologies to assist in the maintenance of the bridge facilities.

In Egypt the national regulations for safe transport of radioactive materials (RAM) are based on the International Atomic Energy Agency (IAEA) regulations. In addition, regulations for the safe transport of these materials through the Suez Canal (SC) were laid down by the Egyptian Atomic Energy Authority (EAEA) and the Suez Canal Authority (SCA). They are continuously updated to meet the increased knowledge and the gained experience. The technical and protective measures taken during transport of RAM through SC are mentioned. Assessment of the impact of transporting radioactive materials through the Suez Canal using the INTERTRAN computer code was carried out in cooperation with IAEA. The transported activities and empty containers, the number of vessels carrying RAM through the canal from 1963 to 1991 and their nationalities are also discussed. The protective measures are mentioned.A review of the present situation of the radioactive wastes storage facilities at the Atomic Energy site at Inshas is given along with the regulation for safe transportation and disposal of radioactive wastes

AMEC NNC, under contract to the UK Environment Agency, recovered a number of redundant aircraft hatches from an insecure location in North Wales. The Environment Agency instigated emergency action under the Radioactive Substances Act 1993 (RSA93), to recover the hatches. Section 30(1) of RSA93 gives the Environment Agency powers to dispose of radioactive waste where it is unlikely the waste will be lawfully disposed of. Funding for this project was provided by the UK Government, within the Surplus Source Disposal Programme. The Environment Agency worked closely with partner regulatory organisations including the Health and Safety Executive (HSE), the Department formore » Transport (DfT) and the Local Authority to ensure the safe packaging, removal and transport of the material to a part-shielded store pending final disposal. The project comprised a number of technical difficulties that needed to be overcome. These included poor existing characterisation of the waste, insecure premises requiring daily lock-down, construction of a temporary containment facility with associated filtered extract and the inclement weather. AMEC NNC's initial risk assessment identified the likelihood of high levels of loose, airborne radiological material. In order to provide adequate protection for personnel, and to prevent the spread of any radioactive contamination, the decision was made to implement radiological containment and to equip contractors with appropriate RPE (Respiratory Protective Equipment). Accurate characterisation of the radiological nature of the material was a crucial objective within the project. This was in order to correctly identify the Proper Shipping Name for consignment for transport, and to ensure that suitable transport containers were used. The packaged wastes were then transported to a secure location for temporary storage prior to final disposal. An innovative route was identified for processing of this material. In this paper we connect open-ended development, authority, agency, and motivation through (1) an analysis of the demands of existing in a complex world and (2) environmental appraisal in terms of affordance content and the complexity to select appropriate behavior. We do this by identifying a coherent core from a wide range of contributing fields. Open-ended development is a structured three-step process in which the agent first learns to master the body and then aims to make the mind into a reliable tool. Preconditioned on success in step two, step three aims to effectively co-create an optimal living environment. We argue that these steps correspond to right-left-right hemispheric dominance, where the left hemisphere specializes in control and the right hemisphere in exploration. Control (e.g., problem solving) requires a closed and stable world that must be maintained by external authorities or, in step three, by the right hemisphere acting as internal authority. The three-step progression therefore corresponds to increasing autonomy and agency. Depending on how we appraise the environment, we formulate four qualitatively different motivational states: submission, control, exploration, and consolidation. Each of these four motivational states has associated reward signals of which the last three—successful control, discovery of novelty, and establishing new relations—form an open-ended development loop that, the more it is executed, helps the agent to become progressively more agentic and more able to co-create a pleasant-to-live-in world. We conclude that for autonomy to arise, the agent must exist in a (broad) transition region between order and disorder in which both danger and opportunity (and with that open-ended development and motivation) are defined. The authors explored the effects of linguistic agency and point of view on narrative force. Participants (N = 499) were randomly assigned to read one version of an article about colon cancer, defined by a 2 (disease agency: cancer, human) × 2 (temporal agency: death, human) × 2 (point of view: first person, third person) between-subjects design. Disease agency language assigned agency to cancer (e.g., "Cancer developed in me") or to humans (e.g., "I developed cancer"). Temporal agency language described death as approaching humans (e.g., "as death closes in on patients) or as being approached by humans (e.g., "as patients close in on death"). The narrative was presented from the first-person singular or third-person plural viewpoint. Participants then completed a questionnaire measuring threat perceptions, efficacy, transportation, and other study variables. Language assigning agency to humans rather than to cancer elevated susceptibility beliefs. Death-approach language led to greater fear than human-approach language without impacting efficacy perceptions. Human-approach language was rated more persuasive than death-approach language, but only in first-person point-of-view narratives. Transportation and identification were positively associated with ratings of threat severity and susceptibility, fear, efficacy, behavioral intentions, and message persuasiveness. Implications for message design are discussed.

The majority of transports of radioactive materials are carried out in packages which don't need a package design approval by a competent authority. Low-active radioactive materials are transported in such packages e.g. in the medical and pharmaceutical industry and in the nuclear industry as well. Decommissioning of NPP's leads to a strong demand for packages to transport low and middle active radioactive waste. According to IAEA regulations the 'non-competent authority approved package types' are the Excepted Packages and the Industrial Packages of Type IP-1, IP-2 and IP-3 and packages of Type A. For these types of packages an assessment bymore » the competent authority is required for the quality assurance measures for the design, manufacture, testing, documentation, use, maintenance and inspection (IAEA SSR 6, Chap. 306). In general a compliance audit of the manufacturer of the packaging is required during this assessment procedure. Their regulatory level in the IAEA regulations is not comparable with the 'regulatory density' for packages requiring competent authority package design approval. Practices in different countries lead to different approaches within the assessment of the quality assurance measures in the management system as well as in the quality assurance program of a special package design. To use the package or packaging in a safe manner and in compliance with the regulations a management system for each phase of the life of the package or packaging is necessary. The Portland Special Needs Transportation Demonstration, the LIFT, is a project in which Tri-Met (the regional transit authority), in coordination with local social service agencies, provides door-to-door transportation service to eligible handicapped and elderly clients on an advance-reservation basis. Eligibility for the LIFT service was based upon a functional (rather than clinical) definition of transportation handicap - a person was considered eligible for the service if they had difficulty performing certain functions that were necessary in riding a fixed-route bus, e.g., reading directions, standing for more than 10 minutes, moving in crowds, etc. A fleet of 15 lift-equipped buses ismore » operated by Tri-Met, supplemented by transportation provided through a Tri-Met contract with local private providers, i.e., taxis. Fares are $3.00 per trip for agency-affiliated passengers, with the $3.00 paid by the sponsoring agency, and $.50 per trip for eligible general passengers, with the fare paid by the passenger. This report covers the two years of the demonstration, from December 1976 to December 1978. During this time, the LIFT project experienced gradual but steady growth in terms of client registration and trips delivered. As of December 1978 the Lift system was providing 370 trips per day; 18% of these trips were by LIFT-sponsored taxis and 17% of all trips were taken by persons using a wheelchair. High-speed civil transport issues and technology program

A strawman program plan is presented, consisting of technology developments and demonstrations required to support the construction of a high-speed civil transport. The plan includes a compilation of technology issues related to the development of a transport. The issues represent technical areas in which research and development are required to allow airframe manufacturers to pursue an HSCT development. The vast majority of technical issues presented require flight demonstrated and validated solutions before a transport development will be undertaken by the industry. The author believes that NASA is the agency best suited to address flight demonstration issues in a concentrated effort. The new Integrated Test Facility at NASA Dryden Flight Research Facility is considered ideally suited to the task of supporting ground validations of proof-of-concept and prototype system demonstrations before night demonstrations. An elaborate ground hardware-in-the-loop (iron bird) simulation supported in this facility provides a viable alternative to developing an expensive fill-scale prototype transport technology demonstrator. Drygen's SR-71 assets, modified appropriately, are a suitable test-bed for supporting flight demonstrations and validations of certain transport technology solutions. A subscale, manned or unmanned flight demonstrator is suitable for flight validation of transport technology solutions, if appropriate structural similarity relationships can be established. The author contends that developing a full-scale prototype transport technology demonstrator is the best alternative to ensuring that a positive decision to develop a transport is reached by the United States aerospace industry.

The designation of a disease as "rare" is associated with some substantial benefits for companies involved in new drug development, including expedited review by regulatory authorities and relaxed criteria for reimbursement. How "rare disease" is defined therefore has major financial implications, both for pharmaceutical companies and for insurers or public drug reimbursement programs. All existing definitions are based, somewhat arbitrarily, on disease incidence or prevalence. What is proposed here is a functional definition of rare based on an assessment of the feasibility of measuring the efficacy of a new treatment in conventional randomized controlled trials, to inform regulatory authorities and funding agencies charged with assessing new therapies being considered for public funding. It involves a five-step process, involving significant negotiations between patient advocacy groups, pharmaceutical companies, physicians, and public drug reimbursement programs, designed to establish the feasibility of carrying out a randomized controlled trial with sufficient statistical power to show a clinically significant treatment effect. The steps are as follows: 1) identification of a specific disease, including appropriate genetic definition; 2) identification of clinically relevant outcomes to evaluate efficacy; 3) establishment of the inherent variability of measurements of clinically relevant outcomes; 4) calculation of the sample size required to assess the efficacy of a new treatment with acceptable statistical power; and 5) estimation of the difficulty of recruiting an adequate sample size given the estimated prevalence or incidence of the disorder in the population and the inclusion criteria to be used. The U.S. Department of Transportation (U.S. DOT) and ICF International have been working to develop tools and resources to help state departments of transportation (DOTs) and metropolitan planning organizations (MPOs) prepare for the impacts of climate change. U.S. DOT recently released a set of climate change and extreme weather tools for state DOTs and MPOs that address key challenges they have faced in increasing their climate change resilience. The tools were developed under the U.S. DOT Gulf Coast Study, Phase 2. The CMIP Climate Data Processing Tool provides an easy way for users to gather and process downscaled climate model data at the local level, and "translates" that data into information relevant to transportation engineers and planners. The Vulnerability Assessment Scoring Tool (VAST), provides a step-by-step approach for users to assess their vulnerability to climate change in a transparent, cost-effective way. The Transportation Climate Change Sensitivity Matrix provides detailed information on how 11 different climate stressors may affect transportation infrastructure and operations. These tools significantly advance the state of the practice for transportation agencies to respond to climate change impacts, and beta-versions have been used successfully by several state DOTs and MPOs. This presentation will focus on these tools, examples of how they can be applied within transportation agencies, and opportunities to apply the lessons learned from the tools—or even the tools themselves—beyond the transportation sector, including as part of the national Climate Resilience Toolkit.

The National Highway Traffic Safety Administration (NHTSA) released draft recommendations in 2010 on the safe transport of children in ground ambulances. The purpose of this study was to assess awareness of these guidelines among emergency medical service (EMS) agencies and to identify implementation barriers. We conducted a cross-sectional, anonymous online survey of 911-responding, ground transport EMS agencies in Texas. Demographics, modes of transport based on case scenarios, and barriers to implementation were assessed. Of 62 eligible EMS agencies that took the survey, 35.7% were aware of the NHTSA guidelines, 62.5% agreed they would improve safety, and 41.1% planned to implement them. Seventy-five percent of EMS agencies used the ideal or acceptable alternative to transport children requiring continuous monitoring, and 69.5% chose ideal or acceptable alternatives for children requiring spinal immobilization. The ideal or acceptable alternative was not chosen for children who were not injured or ill (93.2%), ill or injured but not requiring continuous monitoring (53.3%), and situations when multiple patients required transport (57.6%). The main requirements for implementation were provider education, ambulance interior modifications, new guidelines in the EMS agency, and purchase of new equipment. Few EMS agencies are aware of the NHTSA guidelines on safe transport of children in ground ambulances. Although most agencies appropriately transport children who require monitoring, interventions, or spinal immobilization, they use inappropriate means to transport children in situations with multiple patients, lack of injury or illness, or lack of need for monitoring.
