  20. Bayesian Bigot? Statistical Discrimination, Stereotypes, and Employer Decision Making

    PubMed Central

    Pager, Devah; Karafin, Diana

    2010-01-01

Much of the debate over the underlying causes of discrimination centers on the rationality of employer decision making. Economic models of statistical discrimination emphasize the cognitive utility of group estimates as a means of dealing with the problems of uncertainty. Sociological and social-psychological models, by contrast, question the accuracy of group-level attributions. Although mean differences may exist between groups on productivity-related characteristics, these differences are often inflated in their application, leading to much larger differences in individual evaluations than would be warranted by actual group-level trait distributions. In this study, the authors examine the nature of employer attitudes about black and white workers and the extent to which these views are calibrated against their direct experiences with workers from each group. They use data from fifty-five in-depth interviews with hiring managers to explore employers’ group-level attributions and their direct observations to develop a model of attitude formation and employer learning. PubMed Central

Wiatrowski, William; Harvey, Holly; Levit, Katharine R.

    2002-01-01

Employer-sponsored health insurance accounts for almost one-third of all health care spending. As health care cost growth accelerates affecting the availability of employer-sponsored insurance and depth of coverage, the importance of timely and accurate information for measuring and monitoring these changes and formulating policy options increases. Identifying a growing gap between the need for and availability of data to inform policy on employment-related health insurance issues, the Office of Management and Budget (OMB) established a committee of Federal agency representatives to evaluate and advise data collection efforts. This article reports on the committee's current efforts, focusing on evaluation of results from the Medical Expenditure Panel Survey-Insurance Component (MEPS-IC) and the National Compensation Survey (NCS). 2. A statistical technique for determining rainfall over land employing Nimbus-6 ESMR measurements

    NASA Technical Reports Server (NTRS)

    Rodgers, E.; Siddalingaiah, H.; Chang, A. T. C.; Wilheit, T. T.

    1978-01-01

At 37 GHz, the frequency at which the Nimbus 6 Electrically Scanning Microwave Radiometer (ESMR 6) measures upwelling radiance, it was shown theoretically that the atmospheric scattering and the relative independence on electromagnetic polarization of the radiances emerging from hydrometers make it possible to monitor remotely active rainfall over land. In order to verify experimentally these theoretical findings and to develop an algorithm to monitor rainfall over land, the digitized ESMR 6 measurements were examined statistically. Horizontally and vertically polarized brightness temperature pairs (TH, TV) from ESMR 6 were sampled for areas of rainfall over land as determined from the rain recording stations and the WSR 57 radar, and areas of wet and dry ground (whose thermodynamic temperatures were greater than 5 C) over the Southeastern United States. These three categories of brightness temperatures were found to be significantly different in the sense that the chances that the mean vectors of any two populations coincided were less than 1 in 100.

    NASA Technical Reports Server (NTRS)

    Rodgers, E.; Chang, A. T. C.; Wilheit, T.; Siddalingaiah, H.

    1978-01-01

Statistical analysis is performed by first sampling three categories of Nimbus 6 ESMR brightness temperatures (representing rain over land, wet land surfaces without rain, and dry land surfaces), then testing these populations for uniqueness. A classification algorithm to delineate rain over land is developed. It is found that synoptic-scale rainfall over land, where surface thermodynamic temperatures are greater than 5 C and the vegetation is bereft of dew, can indeed be delineated despite the large ESMR-6 instantaneous field of view. However, some ambiguity exists in distinguishing between rainfall areas and wet land surfaces.

  19. Cosmic statistics of statistics

    NASA Astrophysics Data System (ADS)

Szapudi, István; Colombi, Stéphane; Bernardeau, Francis

    1999-12-01

The errors on statistics measured in finite galaxy catalogues are exhaustively investigated. The theory of errors on factorial moments by Szapudi & Colombi is applied to cumulants via a series expansion method. All results are subsequently extended to the weakly non-linear regime. Together with previous investigations this yields an analytic theory of the errors for moments and connected moments of counts in cells from highly non-linear to weakly non-linear scales. For non-linear functions of unbiased estimators, such as the cumulants, the phenomenon of cosmic bias is identified and computed. Since it is subdued by the cosmic errors in the range of applicability of the theory, correction for it is inconsequential. In addition, the method of Colombi, Szapudi & Szalay concerning sampling effects is generalized, adapting the theory for inhomogeneous galaxy catalogues. While previous work focused on the variance only, the present article calculates the cross-correlations between moments and connected moments as well for a statistically complete description. The final analytic formulae representing the full theory are explicit but somewhat complicated. Therefore we have made available a fortran program capable of calculating the described quantities numerically (for further details e-mail SC at colombi@iap.fr). An important special case is the evaluation of the errors on the two-point correlation function, for which this should be more accurate than any method put forward previously. This tool will be immensely useful in the future for assessing the precision of measurements from existing catalogues, as well as aiding the design of new galaxy surveys. To illustrate the applicability of the results and to explore the numerical aspects of the theory qualitatively and quantitatively, the errors and cross-correlations are predicted under a wide range of assumptions for the future Sloan Digital Sky Survey. The principal results concerning the cumulants ξ, Q3 and Q4 is that

Human capital is more and more the key factor of economic growth and competitiveness in the information age and knowledge economy. But due to a still fragmented employment market compounded by the enlargement of the EU, the human resources are not effectively exchanged and deployed. The business innovation of SEEMP1 develops a vision of an Employment Mediation Marketplace (EMM) for market transparency and effic ient mediation. Its technological innovation provides a federated marketplace of employment agencies through a peer-to-peer network of employment data and mediation services. In other words, the solution under development is a de-fragmentation of the employment market by a web-based collaborative network. The SEEMP-enabled employment marketplace will strengthen the social organization of public employment administration, maximize the business turnover of private employment agencies, improve citizens' productivity and welfare, and increase the competitiveness and performance of business.

George, Barbara Jane; Sobus, Jon R; Phelps, Lara P; Rashleigh, Brenda; Simmons, Jane Ellen; Hines, Ronald N

    2015-05-01

Considerable concern has been raised regarding research reproducibility both within and outside the scientific community. Several factors possibly contribute to a lack of reproducibility, including a failure to adequately employ statistical considerations during study design, bias in sample selection or subject recruitment, errors in developing data inclusion/exclusion criteria, and flawed statistical analysis. To address some of these issues, several publishers have developed checklists that authors must complete. Others have either enhanced statistical expertise on existing editorial boards, or formed distinct statistics editorial boards. Although the U.S. Environmental Protection Agency, Office of Research and Development, already has a strong Quality Assurance Program, an initiative was undertaken to further strengthen statistics consideration and other factors in study design and also to ensure these same factors are evaluated during the review and approval of study protocols. To raise awareness of the importance of statistical issues and provide a forum for robust discussion, a Community of Practice for Statistics was formed in January 2014. In addition, three working groups were established to develop a series of questions or criteria that should be considered when designing or reviewing experimental, observational, or modeling focused research. This article describes the process used to develop these study design guidance documents, their contents, how they are being employed by the Agency's research enterprise, and expected benefits to Agency science. The process and guidance documents presented here may be of utility for any research enterprise interested in enhancing the reproducibility of its science. PMID:25795653

This paper presents a review of problems related to statistical database systems, which are wide-spread in various fields of activity. Statistical databases (SDB) are referred to as databases that consist of data and are used for statistical analysis. Topics under consideration are: SDB peculiarities, properties of data models adequate for SDB requirements, metadata functions, null-value problems, SDB compromise protection problems, stored data compression techniques, and statistical data representation means. Also examined is whether the present Database Management Systems (DBMS) satisfy the SDB requirements. Some actual research directions in SDB systems are considered.

This paper is based on an analysis of questionnaires sent to the health ministries of Member States of WHO asking for information about the extent, nature, and scope of morbidity statistical information. It is clear that most countries collect some statistics of morbidity and many countries collect extensive data. However, few countries relate their collection to the needs of health administrators for information, and many countries collect statistics principally for publication in annual volumes which may appear anything up to 3 years after the year to which they refer. The desiderata of morbidity statistics may be summarized as reliability, representativeness, and relevance to current health problems. PMID:5306722

Similar studies had been done worldwide by Epsey (1975, 1976, 1977) and Whitmire (1978). From the statistics, it was deduced that electrical resistivity, magnetic, seismic, radiometric, gravity, airborne and ground magnetic survey methods are the main geophysical techniques used which resulted in the discovery of some of the natural resources (oil, gas, minerals and groundwater) buried a few kilometers below the Nigerian soil. Airborne and ground magnetic surveys have been carried out by at least two government agencies, namely: the Geological Survey of Nigeria and Nigerian Steel Council. The compilation also reveals that a greater part of geophysical and drilling activities of operating oil companies is currently concentrated in the sedimentary basins, mainly the oil-rich Niger Delta and near offshore areas. From the available statistics, at least three companies, the National Steel Council, the Geological Survey of Nigeria, and Kano State Water Resources Engineering and Construction Agency have employed geophysical methods for engineering.

Statistical science provides important techniques for decision making in a large variety of fields of human endeavor mainly through statistical practice. According to Deming (1965), ``Statistical practice is mostly a collaborative venture between (professional) statisticians and experts in subject-matter (area).`` The professional statistician must be properly trained in areas of statistical science most suited to the discipline in which the applications are made. Due to a large variety of applications. The education of a professional statistician by universities can only be very general. Higher education provides the theoretical basis of statistical science whereas the specific expertise needed by the professional statistician is given by the application areas. In this paper, the authors review the approach of academic programs which are geared towards applications and discuss some of the innovative strategies for preparing statisticians as consultants in industry and business. A survey (census) of statisticians at the national laboratories of the US Department of Energy was made to assess their training by universities and to get a broad view of additional training which has brought them to their present professional status. A particular interest is the extent to which employers have contributed to the training of statisticians. A few recommendations are made which may serve to improve the future training of statisticians for applied collaborative work by universities and employers.

Statistical Physics bridges the properties of a macroscopic system and the microscopic behavior of its constituting particles, otherwise impossible due to the giant magnitude of Avogadro's number. Numerous systems of today's key technologies - such as semiconductors or lasers - are macroscopic quantum objects; only statistical physics allows for understanding their fundamentals. Therefore, this graduate text also focuses on particular applications such as the properties of electrons in solids with applications, and radiation thermodynamics and the greenhouse effect.

This article describes the process used to develop these study design guidance documents, their contents, how they are being employed by the Agency’s research enterprise, and expected benefits to Agency science. The process and guidance documents presented here may be of utility for any research enterprise interested in enhancing the reproducibility of its science. PMID:25795653

    NASA Astrophysics Data System (ADS)

    Kardar, Mehran

    2006-06-01

While many scientists are familiar with fractals, fewer are familiar with the concepts of scale-invariance and universality which underly the ubiquity of their shapes. These properties may emerge from the collective behaviour of simple fundamental constituents, and are studied using statistical field theories. Based on lectures for a course in statistical mechanics taught by Professor Kardar at Massachusetts Institute of Technology, this textbook demonstrates how such theories are formulated and studied. Perturbation theory, exact solutions, renormalization groups, and other tools are employed to demonstrate the emergence of scale invariance and universality, and the non-equilibrium dynamics of interfaces and directed paths in random media are discussed. Ideal for advanced graduate courses in statistical physics, it contains an integrated set of problems, with solutions to selected problems at the end of the book. A complete set of solutions is available to lecturers on a password protected website at www.cambridge.org/9780521873413. Based on lecture notes from a course on Statistical Mechanics taught by the author at MIT Contains 65 exercises, with solutions to selected problems Features a thorough introduction to the methods of Statistical Field theory Ideal for graduate courses in Statistical Physics

    NASA Astrophysics Data System (ADS)

    Goodman, J. W.

This book is based on the thesis that some training in the area of statistical optics should be included as a standard part of any advanced optics curriculum. Random variables are discussed, taking into account definitions of probability and random variables, distribution functions and density functions, an extension to two or more random variables, statistical averages, transformations of random variables, sums of real random variables, Gaussian random variables, complex-valued random variables, and random phasor sums. Other subjects examined are related to random processes, some first-order properties of light waves, the coherence of optical waves, some problems involving high-order coherence, effects of partial coherence on imaging systems, imaging in the presence of randomly inhomogeneous media, and fundamental limits in photoelectric detection of light. Attention is given to deterministic versus statistical phenomena and models, the Fourier transform, and the fourth-order moment of the spectrum of a detected speckle image.

    1982-01-01

The vocational rehabilitation process is viewed as having two dominant work-related components: the actual work-training experience and employability skills. The paper argues that both components are critical and must be integrated. The major role of the vocational rehabilitation agency is viewed as that of provider of employability (or job-seeking) skills programs. These programs consist of: (1) employability skills courses, (2) work performance demand standard setting, and (3) on-the-job rotational task schemes. Actual work skills can only be provided in the "real world" of work. Centralized work-training programs are viewed as creating inappropriate socialization and only moderately transferable skills. Over the past few decades, there has been an increase in prevalence of children with autism spectrum disorders (ASD), and those children are now becoming young adults in need of competitive integrated employment (CIE). Customized employment (CE) is one pathway to employment that has been successful for other individuals with developmental disabilities (DD), though research has been very limited on the effectiveness with individuals with ASD. This paper provides a retrospective review of 64 individuals with ASD who came to our program from 2009 to 2014 for supported employment services as referred by the state vocational rehabilitation services agency. Employment specialists engaged in situational assessment, discovery, job development, customized job descriptions, on-site training and support, positive behavioral supports, and job retention techniques. The employment specialists were responsible for tracking their actual time spent working directly with or for the jobseeker with autism spectrum disorders (ASD). All vocational rehabilitation clients with ASD served during this time successfully secured CIE, and maintained their employment with ongoing supports, with intensity of support time decreasing over time. The majority (63/64, 98.4%) of individuals successfully secured CIE through the use of supported employment, in 72 unique employment positions. Of the majority of the individuals who secured employment, 77% (50) individuals indicated that they had never worked before and additional 18% (12) reported having short intermittent histories of employment. Despite this lack of employment experience, in all cases the jobseeker directed the job search and ultimately the job selection. PMID:26855048

  3. A new approach in measuring graduate employability skills

    NASA Astrophysics Data System (ADS)

Zakaria, Mohd Hafiz; Yatim, Bidin; Ismail, Suzilah

    2014-06-01

Globalization makes graduate recruitment for an organization becomes more complex because employers believe that a holistic workforce is the key success of an organization. Currently, although graduates are said to possess specific skills but they still lack of employability skills, and this lead to increment of training cost either by government or even employers. Therefore, graduate level of employability skills should be evaluated before entering work market. In this study, a valid and reliable instrument embedding a new approach of measuring employability skills was developed using Situational Judgment Test (SJT). The instrument comprises of twelve (12) items measuring communication skill, professional ethics and morality, entrepreneurial skill, critical thinking in problem solving and personal quality. Instrument's validity was achieved through expert opinion and the reliability (in terms of stability) was based on the Chi-Square for homogeneity test. Generally, the instrument is beneficial to graduates, employers, government agencies, university, and workforce recruitment agencies when evaluating the level of employability skills.

Our results provide weak evidence that obese workers are more likely to be unemployed or tend to be more segregated in self-employment jobs than their non-obese counterparts. We also find difficult to detect statistically significant relationships between obesity and wages. As previously reported in the literature, the associations between obesity, unemployment and wages seem to be different for men and women. Moreover, heterogeneity is also found across countries. Such heterogeneity can be somewhat explained by some labor market institutions, such as collective bargaining coverage and employer-provided health insurance. PMID:19548553

  17. Statistical Methods in Cosmology

    NASA Astrophysics Data System (ADS)

    Verde, L.

    2010-03-01

The advent of large data-set in cosmology has meant that in the past 10 or 20 years our knowledge and understanding of the Universe has changed not only quantitatively but also, and most importantly, qualitatively. Cosmologists rely on data where a host of useful information is enclosed, but is encoded in a non-trivial way. The challenges in extracting this information must be overcome to make the most of a large experimental effort. Even after having converged to a standard cosmological model (the LCDM model) we should keep in mind that this model is described by 10 or more physical parameters and if we want to study deviations from it, the number of parameters is even larger. Dealing with such a high dimensional parameter space and finding parameters constraints is a challenge on itself. Cosmologists want to be able to compare and combine different data sets both for testing for possible disagreements (which could indicate new physics) and for improving parameter determinations. Finally, cosmologists in many cases want to find out, before actually doing the experiment, how much one would be able to learn from it. For all these reasons, sophisiticated statistical techniques are being employed in cosmology, and it has become crucial to know some statistical background to understand recent literature in the field. I will introduce some statistical tools that any cosmologist should know about in order to be able to understand recently published results from the analysis of cosmological data sets. I will not present a complete and rigorous introduction to statistics as there are several good books which are reported in the references. The reader should refer to those.

  13. [Comment on] Statistical discrimination

    NASA Astrophysics Data System (ADS)

    Chinn, Douglas

In the December 8, 1981, issue of Eos, a news item reported the conclusion of a National Research Council study that sexual discrimination against women with Ph.D.'s exists in the field of geophysics. Basically, the item reported that even when allowances are made for motherhood the percentage of female Ph.D.'s holding high university and corporate positions is significantly lower than the percentage of male Ph.D.'s holding the same types of positions. The sexual discrimination conclusion, based only on these statistics, assumes that there are no basic psychological differences between men and women that might cause different populations in the employment group studied. Therefore, the reasoning goes, after taking into account possible effects from differences related to anatomy, such as women stopping their careers in order to bear and raise children, the statistical distributions of positions held by male and female Ph.D.'s ought to be very similar to one another. Any significant differences between the distributions must be caused primarily by sexual discrimination.

In this study, the relationship between agency, communion, and the active, passive, and revenge forms of entitlement is examined. Results indicate that active entitlement was positively related to agency, negatively to communion (Study 1), and unrelated to unmitigated agency and communion (Study 2). Passive entitlement was positively related to communion (in regular and unmitigated forms) and negatively related to agency (in both forms). Revenge entitlement was positively related to agency (unmitigated and regular), and negatively related to both regular and unmitigated communal orientations. Detected relationships were independent from self-esteem (Study 1). The findings are discussed in relation to distinctions between narcissistic and healthy entitlement, and within the context of the three-dimensional model of entitlement. PMID:25594535

This paper reviews various published reports from surveys on employer opinion, perception of needs, and trends with regard to healthcare benefits; the consumer perspective regarding healthcare is also discussed. Surveys indicate that businesses want continuous evidence that high-quality healthcare can positively impact company profits. Employers and labor unions are demanding more cost-effective healthcare. At both employer and consumer levels, greater patient education is needed, as well as traditional educational media. Direct-to-consumer advertising and use of the World Wide Web are increasingly important in enabling consumers to participate more fully in their own lipid-related decision-making. Finally, the transition of lipid-lowering drugs to over-the-counter accessibility has great implications with respect to issues of patient preferences and willingness to pay in the evolving healthcare environment. Groups in the United States, such as the National Committee on Quality Assurance and the Foundation for Accountability, are setting standards and beginning to assess both process and outcomes in patient care. Further collaborative efforts are needed that raise standards of care and stimulate more cost-effective healthcare. The pharmacoeconomics and outcomes data gathered will, one hopes, also demonstrate to global businesses the positive financial impact of high-quality healthcare and appropriate lipid therapy. 13. Statistics of the Bureau Veritas

    NASA Technical Reports Server (NTRS)

    Volmerange, Andre

    1932-01-01

Statistics are indispensable factors for the amelioration of safety. Through the reconciliation of accidents which may appear isolated to interested parties, they permit tracking of typical causes of accidents; conversely, they can prevent, after a serious accident due to some fortuitous cause, the taking of incautious measures under the pressure of public opinion, which always inclines to gauge the gravity of the causes by that of the results. Lastly, they permit appraisal of the efficacy of rules in force. We should add that statistics provide an agency of prevention for future accidents. A careful inspection of all signs of malfunction of material quite often prevents the occurrence of an accident. In this respect, many pilot's report, perfectly normal in every way as far as operation is concerned, can reveal much more interesting technical data than an accident, although it does not diminish the importance of statistics. Therefore, from the inception of its aeronautical service, at the end of 1922, the Bureau Veritas has kept annual statistics of all accidents which occurred in French civil aviation. In order to correctly perform their proper function, the statistics must be exact and sufficiently explicit and complete. To be exact, they must bear on all pertinent events, and on these alone. It is a matter then, first of all, defining the accident in such a way that no sinister detail bearing on the definition may escape control. The consideration of accidents to personnel only has appeared too limited. One of the essential qualities of statistics is to permit the taking of averages and in consequence to apply them ot a sufficiently large number; such is happily not the case in accidents to personnel.

  14. Temporary agency work, migration and the crisis in Greece: labour market segmentation intensified

    PubMed Central

    2016-01-01

This article focuses on the under-researched temporary agency employment in Greece. It shows that the development of the temporary employment agency sector has gone hand in hand with the flow of undocumented and exploitable migrant labour in Greece over the past 25 years, reflecting the segmentation of the Greek labour market along ethnic lines. Using empirical research evidence on the operation of temporary employment agencies in the Greek hospitality and health care sectors, the article highlights the precarious or even illicit nature of agency employment in a context in which labour outsourcing and flexible employment are promoted by policy-makers. Last but not least, it suggests that the segmented landscape of the Greek labour market has become more complex during the economic crisis, with more and more Greeks drawn to agency-mediated precarious employment. 16. Employment discrimination: procedures for handling complaints--Equal Employment Opportunity Commission. Proposed rule.

    PubMed

    1981-04-17

This proposed rule sets forth procedures for the handling of complaints of employment discrimination which are filed with Federal fund granting agencies under Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972 and other provisions of Federal law which prohibit discrimination on grounds of race, color, religion, age, sex or national origin in programs or activities receiving Federal financial assistance. The regulations allow the fund granting agency to refer complaints to the Equal Employment Opportunity Commission (EEOC). For complaints covered both by Title VII of the Civil Rights Act of 1964, as amended, or other statutes within EEOC's jurisdiction and by Title VI of the Civil Rights Act or Title IX, the regulations contemplate that most complaints of individual acts of discrimination will be referred to EEOC for investigation and conciliation, while most complaints of systemic discrimination will be retained by the fund granting agency. Employment discrimination complaints which are not covered by Title VI or Title IX will be transferred to EEOC. This proposed rule is not a "major rule" as defined by Section 1(b) of Executive Order 12291. PMID:10250889

    2006-02-15

The weak turbulence theory as commonly found in the literature employs electrostatic approximation and is applicable to unmagnetized plasmas only. To this date, fully electromagnetic generalization of the existing weak turbulence theory based upon statistical mechanical approach remains largely incomplete. Instead, electromagnetic effects are incorporated into the weak turbulence formalism by means of the semiclassical approach. The present paper reformulates the fully electromagnetic weak turbulence theory from classical statistical mechanical (i.e., the Klimontovich) approach.

    1991-01-01

In analogy to the polygene determined morphological features, the DNA-fingerprint is also not suitable for statistical processing. Statements about the individuality are merely speculative. Frequencies of genes cannot be found, since it is impossible to determine which combinations of bands belong to one gene locus. Hence the DNA fingerprint enables the recognition of exclusions from paternity; it does not, however, allow a statistical analysis, no matter which method be employed. PMID:1685896
