    EPA has announced final revisions to the National Contingency Plan (NCP), which lays the ground rules for how EPA and other federal agencies, states and private parties clean up hazardous wastes sites and discharges of oil. The new NCP serves to strengthen key areas of the Superfound implementation process as recommended in EPA Administrator William Reily's so called 90-day Management Review in June 1989. The management review emphasized technologies development, public involvement, and realistic goals, such as making sites safer and addressing worst sites first. The National Priorities List (NPL) is EPA's list of those sites posing the greatest danger or potential danger to human health and the environment. There are currently 1219 sites on the NPL. Other issues addressed in the new NCP include informing the public of the types of remedies that EPA has selected, or anticipates selecting; strengthening state involvement by authorizing states to conduct investigations, analyses and remedy selections at federal Superfund sites; and measuring success of site cleanups.

    The US Environmental Protection Agency on July 6 banned almost all asbestos-containing products in the United States in stages over the next seven years. The ban will apply to new product manufacture, importation and processing. It affects at least 94 percent of US production and imports, based on 1985 production-volume estimates. Virtually all asbestos-containing products will be replaced with safer alternatives. The final rule, promulgated under the Toxic Substances Control Act (section 6) bans, manufacturing, importing and processing of most US asbestos products in three stages, beginning with certain products on Sept. 1, 1990, and with others on the same date in 1993 and 1996. Corresponding bans on distribution will occur in 1992 and 1997. A primary factor in determining the stage at which a category of products should be banned was the agency's projection of the availability of a safe substitute for each asbestos product. Exposure to asbestos, a fibrous mineral, has been linked to a number of fatal diseases, including lung cancer, mesothelioma (a cancer of the chest and abdominal linings), gastro-intestinal cancer and asbestosis. It also is associated with a variety of other diseases. Controlling the risks posed by asbestos exposure has been especially troublesome because asbestos fibers are odorless, typically minute in size, easily suspended in air and extremely durable. Humans often are exposed unknowingly to asbestos fibers with little means of protection.

    1. Contest rules The European Space Agency (ESA) is launching a public competition to find the most suitable names for its four Cluster II space weather satellites. The quartet, which are currently known as flight models 5, 6, 7 and 8, are scheduled for launch from Baikonur Space Centre in Kazakhstan in June and July 2000. Professor Roger Bonnet, ESA Director of Science Programme, announced the competition for the first time to the European Delegations on the occasion of the Science Programme Committee (SPC) meeting held in Paris on 21-22 February 2000. The competition is open to people of all the ESA member states (*). Each entry should include a set of FOUR names (places, people, or things from history, mythology, or fiction, but NOT living persons). Contestants should also describe in a few sentences why their chosen names would be appropriate for the four Cluster II satellites. The winners will be those which are considered most suitable and relevant for the Cluster II mission. The names must not have been used before on space missions by ESA, other space organizations or individual countries. One winning entry per country will be selected to go to the Finals of the competition. The prize for each national winner will be an invitation to attend the first Cluster II launch event in mid-June 2000 with their family (4 persons) in a 3-day trip (including excursions to tourist sites) to one of these ESA establishments: ESRIN (near Rome, Italy): winners from France, Ireland, United Kingdom, Belgium. VILSPA (near Madrid, Spain): winners from The Netherlands, Norway, Sweden, Finland. ESTEC (near Amsterdam, The Netherlands): winners from Germany, Denmark, Switzerland, Austria.     In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

    The U.S. EPA Regional Oxidant Model (ROM) and NEROS data base are described. The model incorporates a comprehensive description of the physical and chemical processes thought to be important to tropospheric O3 production on 1000-km scales. The data base employed for the first application of the ROM was collected during the summers of 1979 and 1980 in the Northeast U.S. It contains meteorological and air-quality data from regular monitoring networks and from enhanced networks or special field-project measurements during that period. The evaluation procedure that will be used to determine the ROM performance on this data base is outlined. A number of episodes will be simulated from the period July 23 through August 16, 1980, for which performance statistics will be developed. The evaluation of any given day within an episode will proceed in two distinct stages. The first stage will focus on model performance for an individual model realization, irrespective of all other realizations. Model realizations for a given day are functions of the possible flow fields that existed for the day. The second stage will attempt to evaluate model performance using the full probabilistic abilities of the ROM that consider all realizations concurrently. The focus of the evaluation will be on O3. The exact pathway through the evaluation study will be determined by the resources available at the time.

    The U.S. Environmental Protection Agency (EPA) Method 1694 for the determination of pharmaceuticals in water recently brought a new challenge for treatment utilities, where pharmaceuticals have been reported in the drinking water of 41-million Americans. This proposed methodology, designed to address this important issue, consists of solid-phase extraction (SPE) followed by liquid chromatography-mass spectrometry (LC/MS-MS) using triple quadrupole. Under the guidelines of Method 1694, a multi-residue method was developed, validated, and applied to wastewater, surface water and drinking water samples for the analysis of 70 pharmaceuticals. Four distinct chromatographic gradients and LC conditions were used according to the polarity and extraction of the different pharmaceuticals. Positive and negative ion electrospray were used with two MRM transitions (a quantifier and a qualifier ion for each compound), which adds extra confirmation not included in the original Method 1694. Finally, we verify, for the first time, EPA Method 1694 on water samples collected in several locations in Colorado, where positive identifications for several pharmaceuticals were found. This study is a valuable indicator of the potential of LC/MS-MS for routine quantitative multi-residue analysis of pharmaceuticals in drinking water and wastewater samples and will make monitoring studies much easier to develop for water utilities across the US, who are currently seeking guidance on analytical methods for pharmaceuticals in their water supplies.

    This document announces the conclusions of the EPA evaluation of the 'Super-Mag Fuel Extender' device under provisions of Section 511 of the Motor Vehicle Information and Cost Savings Act. On December 10, 1980, the EPA received a written request from the Metropolitan Denver District Attorney's Office of Consumer Fraud and Economic Crime to test at least one 'cow magnet' type of fuel economy device. Following a survey of devices being marketed, the Metropolitan Denver District Attorney's Office selected the 'Super-Mag' device as typical of its category and on April 13, 1981 provided EPA with units for testing. The EPA evaluation of the device using three vehicles showed neither fuel economy nor exhaust emissions were affected by the installation of the 'Super-Mag' device. In addition, any differences between baseline test results and results from tests with the device installed were within the range of normal test variability.

    The basis for the school asbestos hazard program of the Environmental Protection Agency (EPA) is reviewed. Risk of disease following asbestos exposure is discussed. For industrial exposures, lung cancer risks cluster between 1 and 10 percent per fiber year per milliliter. For mesothelioma, estimates range from 0.01 to 0.06 percent. For nonoccupational exposure, lung cancer risks range from 2 to 40 per million exposed persons. Mesothelioma risks range from 2 to 100 per million. The indirect quantitative risk assessment of EPA for asbestos associated cancers due to exposures at schools in early life is discussed. As of May, 1982, approximately 8,600 schools contain friable asbestos and approximately 2 to 6 million students and 100,000 to 300,000 teachers, administrators, and other staff are potentially exposed to airborne asbestos in these schools.

    The EPA Airborne Spectral Photometric Environmental Collection Technology (ASPECT) Program provides airborne ortho-rectified imagery, video, chemical and now radiological information directly to emergency response personnel via a commercial satellite link onboard the aircraft. EPA initiated the ASPECT Gamma Emergency Mapper GEM Project in 2008 to improve its airborne gamma-screening and mapping capability for monitoring any ground-based gamma contamination. This paper will provide an overview of the system, which can be configured to carry six 2"x4"x16" NaI(Tl) detectors and two 3"x3" LaBr3(Ce) detectors or eight 2"x4"x16" NaI(Tl) detectors. The paper will provide an overview of the analysis of gamma radiation spectra, system limitations, and emergency response applications.

    The U.S. Environmental Protection Agency (EPA) Endocrine Disruptor Screening Program (EDSP) currently relies on an initial screening battery (Tier 1) consisting of five in vitro and six in vivo assays to evaluate a chemical's potential to interact with the endocrine system. Chemical companies may request test waivers based on Other Scientifically Relevant Information (OSRI) that is functionally equivalent to data gathered in the screening battery or that provides information on a potential endocrine effect. Respondents for 47 of the first 67 chemicals evaluated in the EDSP submitted OSRI in lieu of some or all Tier 1 tests, seeking 412 waivers, of which EPA granted only 93. For 20 of the 47 chemicals, EPA denied all OSRI and required the entire Tier 1 battery. Often, the OSRI accepted was either identical to data generated by the Tier 1 assay or indicated a positive result. Although identified as potential sources of OSRI in EPA guidance, Part 158 guideline studies for pesticide registration were seldom accepted by EPA. The 93 waivers reduced animal use by at least 3325 animals. We estimate 27,731 animals were used in the actual Tier 1 tests, with additional animals being used in preparation for testing. Even with EPA's shift toward applying 21st-century toxicology tools to screening of endocrine disruptors in the future, acceptance of OSRI will remain a primary means for avoiding duplicative testing and reducing use of animals in the EDSP. Therefore, it is essential that EPA develop a consistent and transparent basis for accepting OSRI.

    The U.S. EPA's particulate research and development program, divided between an in-house laboratory effort and extramural work at various research institutes, makes use of electrostatics in most of the work associated with stack or ducted emissions. Research facilities which offer a large degree of flexibility and capability are described. Significant work currently underway, making use of electrostatics, includes: (1) smooth large-diameter discharge electrodes (9-10 mm), that have been evaluated in 1/3- and 10-MW pilot units; (2) the multistage electrostatic precipitator (ESP), consisting of several two-stage ESPs in series, each using cold-pipe prechargers and collectors with large diameter electrodes; (3) the E-SOX process, combining the multistage ESP with a spray dryer in an existing ESP, for simultaneous SO2 and fly ash removal (including injections of soda ash and lime slurry droplets); and (4) electrostatically augmented fabric filtration with fly ash (including spray drying by-product material).

    The Uranium Mill Tailings Remedial Action (UMTRA) Project involves stabilizing 24 inactive uranium mill tailings piles in 10 states. Remedial work must meet standards established by the US Environmental Protection Agency (EPA). Remedial action must be designed and constructed to prevent dispersion of the tailings and other contaminated materials, and must prevent the inadvertent use of the tailings by man. This report is prepared primarily for distribution to parties involved in the UMTRA Project, including the US Nuclear Regulatory Commission (NRC), and states and tribes. It is intended to record the work done by the DOE since publication of the proposed EPA groundwater protection standards, and to show how the DOE has attempted to respond and react in a positive way to the new requirements that result from the proposed standards. This report discusses the groundwater compliance strategies now being defined and implemented by the DOE, and details the changes in disposal cell designs that result from studies to evaluate ways to facilitate compliance with the proposed EPA groundwater protection standards. This report also serves to record the technical advances, planning, and progress made on the UMTRA Project since the appearance of the proposed EPA groundwater protection standards. Carl attained his first degree in physics at Cornell University before studying for his PhD at Harvard.     Computational toxicology combines data from high-throughput test methods, chemical structure analyses and other biological domains (e.g., genes, proteins, cells, tissues) with the goals of predicting and understanding the underlying mechanistic causes of chemical toxicity and for predicting toxicity of new chemicals and products. A key feature of such approaches is their reliance on knowledge extracted from large collections of data and data sets in computable formats. The U.S. Environmental Protection Agency (EPA) has developed a large data resource called ACToR (Aggregated Computational Toxicology Resource) to support these data-intensive efforts. ACToR comprises four main repositories: core ACToR (chemical identifiers and structures, and summary data on hazard, exposure, use, and other domains), ToxRefDB (Toxicity Reference Database, a compilation of detailed in vivo toxicity data from guideline studies), ExpoCastDB (detailed human exposure data from observational studies of selected chemicals), and ToxCastDB (data from high-throughput screening programs, including links to underlying biological information related to genes and pathways). The EPA DSSTox (Distributed Structure-Searchable Toxicity) program provides expert-reviewed chemical structures and associated information for these and other high-interest public inventories. Overall, the ACToR system contains information on about 400,000 chemicals from 1100 different sources. The entire system is built using open source tools and is freely available to download. This review describes the organization of the data repository and provides selected examples of use cases.

    An easy-to-use indoor-air-quality (IAQ) model is described. It is multi-compartmented and based on a well-mixed mixing model. Sources and sinks are allowed in each compartment. A menu-driven fill-in-the-form user interface controls program flow and is used to obtain data from the user. On-screen graphical output is provided. The model estimates the effects of heating, ventilation, and air conditioning (HVAC), air cleaning, room-to-room air movement, and natural ventilation on pollutant concentrations. Experiments conducted in the EPA test house using moth crystal cakes for model verification are described. The agreement between small chamber emission factors, model predictions, and test house data is very good. Predicted weight loss of the moth crystal cakes was within 5% of the measured weight loss. Predicted room concentrations of p-dichlorobenzene are within 20% of the measured values. Future directions for model development and experimental studies are discussed.

Undergraduate participation in research is generally acknowledged to be one of the most effective ways for students to learn and appreciate chemistry. Key to a meaningful research experience is the advising and counseling a student can receive from leaders in chemical research. Application Details Emeritus faculty who maintain active research programs in the chemical sciences may apply for one of a limited number of awards that will allow undergraduates to do research under their guidance. Successful applicants, who are expected to be closely engaged in a mentoring relationship with the students, will receive grants of 10,000 annually for two years (20,000 total) for undergraduate stipends and modest research support. In approximately three pages, applicants should describe their ongoing research and the nature of the participation by undergraduates in the research activity. The role of the applicant as mentor should be clearly outlined. The application should also contain a curriculum vitae of no more than five pages that includes representative publications; a letter of support from the department chair that also commits appropriate space and facilities for the undergraduate participants; and a letter of support from a colleague (preferably from outside the department) who is familiar with the applicant's research and teaching.       The Wave Propagation Laboratory (WPL) participated in the Environmental Protection Agency's Complex Terrain Model Development Project, whose objective is development of numerical air-quality models valid in complex terrain. Particular attention was given to impaction of elevated plumes on high terrain during stable (nocturnal) conditions. WPL operated a plume-mapping lidar, acoustic sounders (some with Doppler capability), sonic anemometers, a tethered sonde, and crosswind optical anemometers. Measurements were usually displayed in real time for experimental guidance and later processed with quality assurance for quantitative analysis. A synopsis of data acquisition and archiving is given for each experiment, including a review of the results of scientific analyses already completed.

Eight sets of particulate-loaded filters were provided to SwRI by the sponsor. The filters were soxhlet-extracted in methylene chloride, and the extracts were dried and weighed. The organic extracts were analyzed using the Ames bioassay at Southwest Foundation for Biomedical Research (SFBR), formerly Southwest Foundation for Research and Education. The data were analyzed using linear and non-linear regression methods.

    As part of an ongoing effort to reform and restructure the US Environmental Protection Agency`s (EPAS) Superfund program, the EPA Administrator on October 21, 1991, announced several key programmatic reforms. These reforms are a result of the Superfund 30-Day Task Force Report (30-Day Study, EPA 1991a), an effort carried out by EPAs office of Solid Waste and Emergency Response (OSWER). The EPA OSWER oversees environmental cleanup activities under a number of statutory authorities, including the Comprehensive Environmental response, Compensation, and Liability Act (CERCLA, also known as Superfund). CERCLA and its implementing regulation, the National Contingency Plan (NCP), establish a regulatory framework to govern the cleanup of existing, and often abandoned, hazardous waste sites. The purposes of this report are to (1) review the background and recommendations of EPNs 30-Day Study, (2) identify and discuss the initiatives from the 30-Day Study that may impact DOE`s environmental restoration mission, (3) report on EPAs progress in implementing the selected priority initiatives, and (4) describe potentially related DOE activities.

It also announces the implementation of temporary moratoria on the enrollment of new Medicare Part B non-emergency ground ambulance suppliers and Medicare HHAs, subunits, and branch locations in Florida, Illinois, Michigan, Texas, Pennsylvania, and New Jersey on a statewide basis.   15. U.S. federal budget requests for science agencies on the rise

    The Clinton Administration has proposed some significant increases for U.S. federal science agencies for fiscal year 2000. Last weeks issue of Eos provided an overview of the federal budget request and reported on some specific agencies NASA, the National Oceanic and Atmospheric Administration, and part of the National Science Foundation (NSF).In this issue, Eos continues its review of agency budgets, including the Department of Energy (DOE), Department of the Interior (DOI),the Environmental Protection Agency (EPA), and other accounts within NSEDOE has been besieged over the past year with reports concerning potential national security breaches. When Energy Secretary Bill Richardson announced the agency budget request in February, he tried to change that recent public image of the agency. Based on news stories last year, some people may think that the department is solely a national security agency, he said. But the fact is that the Department of Energy is at its heart a science agency.

    The evaluation of the POWERFuel Extender System was conducted upon the application of the manufacturer. The device is claimed to improve fuel economy and driveability and to reduce exhaust emissions and required engine maintenance. The device is classified by EPA as a vapor-air bleed device. EPA fully considered all of the information submitted by the applicant. The evaluation of the POWERFuel Extender System was based on that information and on EPA's experience with other similar devices. Although, in theory, the introduction of alcohol and water could have a favorable effect on an engine's cleaniness, power and maintenance requirements and could even allow some vehicles to use lower octane fuel, data were not submitted to substantiate that the POWERFuel Extender System could cause these benefits.

    The 1986 U.S. EPA document Air Quality Criteria for Lead (EPA-600/8-83/028 aF-dF) evaluated in detail the latest scientific information concerning sources, routes, and levels of lead (Pb) exposure and associated health effects and potential risks. An Addendum (1986) to that document focuses on additional, newer studies concerning the effects of lead on cardiovascular function and on early physical and neurobehavioral development. The present Supplement to the above materials evaluates further still newer information emerging in the published literature concerning (1) lead effects on blood pressure and other cardiovascular endpoints and (2) the effects of lead exposure during pregnancy or early postnatally on birth outcomes and/or the neonatal physical and neuropsychological development of affected children. The evaluations contained in the Supplement and the 1986 Criteria Document and Addendum are to serve as scientific inputs to decisionmaking with regard to review and revision, as appropriate, of the National Ambient Air Quality Standards (NAAQS) for Lead.

    The EPA Draft Document on EMF and Cancers grew out of an earlier effort by EPA to track biological effects literature relative to radio-frequency (RF) exposure. Scope of the document was broadened to include extremely low frequency electric and magnetic fields prior to an announcement in 1986 that EPA would formally review the whole area of non-ionizing radiation. An extensive survey of the relevant bioeffects and epidemiologic literature was carried out, and writing on the document began in earnest on the document sometime in 1989. In its draft form, the document reviewed the literature on mechanisms of Interaction between electromagnetic fields and biological tissue, EMF epidemiologic studies, supporting evidence for carcinogenicity and research needs. In the early summer of 1990, a draft of the document was reviewed by some 22 individuals within the EPA and other government agencies. It was also sent out for external review to an additional 9 qualified scientists who had worked in the area and were familiar with EMF-related literature in epidemiology, biology, and physics. Many of the comments sent to EPA from this first review, prior to release of the draft for public comment, were strikingly similar to those resulting from the second (public) review process. Thus, it appears that much of the controversy that was later associated with the document could have been avoided had the authors been diligent in following the recommendations of the initial set of reviewers.

    The paper summarizes EPA's environmental assessment testing program for synthetic fuels technology, with emphasis on the Kosovo source test and evaluation program. The Kosovo program included: (a) field tests to characterize process waste streams that would be input to control technologies in U.S. synfuels plants, (b) characterization of fugitive emissions, and (c) characterization of components in the ambient air and correlation of those components with source-characterization data.
