To quantify or estimate the environmental and radiological impacts from man-made sources of radioactive effluents, certain dose assessment procedures were developed by various government and regulatory agencies. Some of these procedures encourage the use of computer simulations (models) to calculate air dispersion, environmental transport, and subsequent human exposure to radioactivity. Such assessment procedures are frequently used to demonstrate compliance with Department of Energy (DOE) and US Environmental Protection Agency (USEPA) regulations. Knowledge of the density and distribution of the population surrounding a source is an essential component in assessing the impacts from radioactive effluents. Also, as an aid to calculatingmore » the dose to a given population, agricultural data relevant to the dose assessment procedure (or computer model) are often required. This report provides such population and agricultural data for the area surrounding Los Alamos National Laboratory.« less

In 2009, in execution of "workplace health protection pact" (DPCM 17.12.2007), has been defined the National Plan for prevention in agriculture and forestry, whose first three-year program ended in 2012. The ratification of Sustainable Development Goals (SDGs) by all member countries of the United Nations demonstrates the determination of the international community in moving towards a sustainable future. To enable and encourage accountability, independent and transparent measurements of national sustainability efforts are essential. Among all sectors, agriculture is fundamental to all three pillars of sustainability, namely environment, society, and economy. However, the definition of a sustainable agriculture and the feasibility of measuring it remain elusive, in part because it encompasses both biophysical and socio-economic components that are still poorly integrated. Therefore, we have been developing a Sustainable Agriculture Matrix (SAM) on a national scale in order to measure country-level performance in agriculture. First proposed by Swaminathan for agricultural research and policy in 1990s, SAM is a collection of indicators measuring sustainable agriculture from environmental, social, and economic dimensions. The environmental dimension evaluates various impacts of agricultural production on the environment, such as water consumption and nutrient pollution. The economic dimension quantifies the costs and benefits for major stakeholders involved in agricultural production, including government, industry, farmers, and consumers. The social dimension considers three major aspects: 1) social welfare (e.g., hunger and poverty rate, nutritional quality, demography of rural community); 2) equity over sectors, space, and gender (e.g., access to resources/services and opportunities, distribution of income, land ownership and tenure rights); 3) systemic risk (e.g., fragility of the global agricultural production and trade system, resilience of a farm or a country to market and natural shocks). Translating the illustrative concepts into measureable indicators will not only provide an independent and transparent measurement of national performance in the

Over the past 25 years, the North Carolina Departments of Labor, Agriculture and Consumer Services, and Health and Human Services have worked with farmers, farmworkers, commodity and trade associations, universities, and cooperative extension agents to develop programs to decrease the occurrence of injuries and illnesses among agricultural workers and their families. The Bureau of Agricultural Safety and Health in the North Carolina Department of Labor helped craft the Migrant Housing Act, created the Gold Star program, and developed numerous projects promoting rural highway safety and farm safety. The Structural Pest Control & Pesticides Division in the North Carolina Department of Agriculture & Consumer Services administers programs funded by the Pesticide Environmental Trust Fund (PETF), including the Pesticide Container Recycling Program, Pesticide Disposal Assistance Program (PDAP), and Soil Fumigation Training. The Occupational and Environmental Epidemiology Branch (OEEB) in the North Carolina Department of Health and Human Services developed public health surveillance programs for pesticide incidents and carbon monoxide poisoning. These projects, programs, and policies demonstrate the work that North Carolina state agencies are doing to improve the health of agricultural workers and their families.

Riverine threat indices to assess watershed condition and identify primary management capacity of agriculture natural resource management agencies.

Managers can improve conservation of lotic systems over large geographies if they have tools to assess total watershed conditions for individual stream segments and can identify segments where conservation practices are most likely to be successful (i.e., primary management capacity). The goal of this research was to develop a suite of threat indices to help agriculture resource management agencies select and prioritize watersheds across Missouri River basin in which to implement agriculture conservation practices. We quantified watershed percentages or densities of 17 threat metrics that represent major sources of ecological stress to stream communities into five threat indices: agriculture, urban, point-source pollution, infrastructure, and all non-agriculture threats. We identified stream segments where agriculture management agencies had primary management capacity. Agriculture watershed condition differed by ecoregion and considerable local variation was observed among stream segments in ecoregions of high agriculture threats. Stream segments with high non-agriculture threats were most concentrated near urban areas, but showed high local variability. 60 % of stream segments in the basin were classified as under U.S. Department of Agriculture's Natural Resources Conservation Service (NRCS) primary management capacity and most segments were in regions of high agricultural threats. NRCS primary management capacity was locally variable which highlights the importance of assessing total watershed condition for multiple threats. Our threat indices can be used by agriculture resource management agencies to prioritize conservation actions and investments based on: (a) relative severity of all threats, (b) relative severity of agricultural threats, and (c) and degree of primary management capacity.

Merging remote sensing data and national agricultural statistics to model change in irrigated agriculture

Over 22 million hectares (ha) of U.S. croplands are irrigated. Irrigation is an intensified agricultural land use that increases crop yields and the practice affects water and energy cycles at, above, and below the land surface. Until recently, there has been a scarcity of geospatially detailed information about irrigation that is comprehensive, consistent, and timely to support studies tying agricultural land use change to aquifer water use and other factors. This study shows evidence for a recent overall net expansion of 522 thousand ha across the U.S. (2.33%) and 519 thousand ha (8.7%) in irrigated cropped area across the High Plains Aquifer (HPA) from 2002 to 2007. In fact, over 97% of the net national expansion in irrigated agriculture overlays the HPA. We employed a modeling approach implemented at two time intervals (2002 and 2007) for mapping irrigated agriculture across the conterminous U.S. (CONUS). We utilized U.S. Department of Agriculture (USDA) county statistics, satellite imagery, and a national land cover map in the model. The model output, called the Moderate Resolution Imaging Spectroradiometer (MODIS) Irrigated Agriculture Dataset for the U.S. (MIrAD-US), was then used to reveal relatively detailed spatial patterns of irrigation change across the nation and the HPA. Causes for the irrigation increase in the HPA are complex, but factors include crop commodity price increases, the corn ethanol industry, and government policies related to water use. Impacts of more irrigation may include shifts in local and regional climate, further groundwater depletion, and increasing crop yields and farm income.

Capitalizing on Federal Agencies' Intentions To Protect Youth Working in Agriculture.

Nearly 750,000 youth work on farms across the United States. The U.S. Department of Labor's (U.S. DOL) Fair Labor Standards Act (FLSA) Hazardous Occupations Orders for Agriculture (HOOA) applies to approximately 37% of these youth. The HOOA regulations had not been updated since their inception in the late 1960s and the early 1970s. An attempt by U.S. DOL to update the regulations in 2011 was met with fierce opposition by the agricultural community, and the proposed updated regulations were withdrawn. One impactful outcome of these two events was a rededication by USDA and the farm community to address agricultural youth farm safety through education rather than through regulation. An agriculturally based National Steering Committee has developed consensus Belief Statements and Guiding Principles to proactively influence agricultural youth safety. In this case, USDA was clearly a 'sphere of influence' for youth agricultural safety.

Remote sensing data are vital to understanding the physical world and to answering many of its needs and problems. The United States Geological Survey's (USGS) Remote Sensing Technologies (RST) Project, working with its partners, is proud to sponsor the annual Joint Agency Commercial Imagery Evaluation (JACIE) Workshop to help understand the quality and usefulness of remote sensing data. The JACIE program was formed in 2001 to leverage U.S. Federal agency resources for the characterization of commercial remote sensing data. These agencies sponsor and co-chair JACIE: U.S. Geological Survey (USGS) National Aeronautics and Space Administration (NASA) National Geospatial-Intelligence Agency (NGA) U.S. Department of Agriculture (USDA) JACIE is an effort to coordinate data assessments between the participating agencies and partners and communicate the knowledge and results of the quality and utility of the remotely sensed data available for government and private use.

Toward a national core course in agricultural medicine and curriculum in agricultural safety and health: the "building capacity" consensus process.

ABSTRACT The agricultural industry poses specific hazards and risks to its workers. Since the 1970s, the University of Iowa has been establishing programs to educate rural health care and safety professionals who in turn provide education and occupational health and safety services to farm families and farm workers. This program has been well established in the state of Iowa as a program of Iowa's Center for Agricultural Safety and Health (I-CASH). However, the National 1989 Agriculture at Risk Report indicated there was a great need for agricultural medicine training beyond Iowa's borders. In order to help meet this need, Building Capacity: A National Resource of Agricultural Medicine Professionals was initiated as a project of the National Institute for Occupational Safety and Health (NIOSH)-funded Great Plains Center for Agricultural Health in 2006. Before the first phase of this project, a consensus process was conducted with a group of safety and health professionals to determine topics and learning objectives for the course. Over 300 students attended and matriculated the agricultural medicine course during first phase of the project (2007-2010). Beginning the second phase of the project (2012-2016), an expanded advisory committee (38 internationally recognized health and safety professionals) was convened to review the progress of the first phase, make recommendations for revisions to the required topics and competencies, and discuss updates to the second edition of the course textbook (Agricultural Medicine: Occupational and Environmental Health for the Health Professions). A formal consensus process was held and included an online survey and also a face-to-face meeting. The group was charged with the responsibility of developing the next version of this course by establishing best practices and setting an agenda with the long-term goal of developing a national course in agricultural medicine.

Agricultural land use is one of the most important influences on water quality at national and regional scales. Although there is great diversity in the character of agricultural land, variations follow regional patterns that are influenced by environmental setting and economics. These regional patterns can be characterized by the distribution of crops. A new approach to classifying and mapping agricultural land use for national water-quality assessment was developed by combining information on general land-use distribution with information on crop patterns from agricultural census data. Separate classification systems were developed for row crops and for orchards, vineyards, and nurseries. These two general categories of agricultural land are distinguished from each other in the land-use classification system used in the U.S. Geological Survey national Land Use and Land Cover database. Classification of cropland was based on the areal extent of crops harvested. The acreage of each crop in each county was divided by total row-crop area or total orchard, vineyard, and nursery area, as appropriate, thus normalizing the crop data and making the classification independent of total cropland area. The classification system was developed using simple percentage criteria to define combinations of 1 to 3 crops that account for 50 percent or more or harvested acreage in a county. The classification system consists of 21 level I categories and 46 level II subcategories for row crops, and 26 level I categories and 19 level II subcategories for orchards, vineyards, and nurseries. All counties in the United States with reported harvested acreage are classified in these categories. The distribution of agricultural land within each county, however, must be evaluated on the basis of general land-use data. This can be done at the national scale using 'Major Land Uses of the United States,' at the regional scale using data from the national Land Use and Land Cover database, or at

Industrial food animal production (IFAP) operations adversely impact environmental public health through air, water, and soil contamination. We sought to determine how state permitting and agriculture agencies respond to these public health concerns. We conducted semi-structured qualitative interviews with staff at 12 state agencies in seven states, which were chosen based on high numbers or rapid increase of IFAP operations. The interviews served to gather information regarding agency involvement in regulating IFAP operations, the frequency and type of contacts received about public health concerns, how the agency responds to such contacts, and barriers to additional involvement. Permitting and agriculture agencies' responses to health-based IFAP concerns are constrained by significant barriers including narrow regulations, a lack of public health expertise within the agencies, and limited resources. State agencies with jurisdiction over IFAP operations are unable to adequately address relevant public health concerns due to multiple factors. Combining these results with previously published findings on barriers facing local and state health departments in the same states reveals significant gaps between these agencies regarding public health and IFAP. There is a clear need for regulations to protect public health and for public health professionals to provide complementary expertise to agencies responsible for regulating IFAP operations.

Agricultural soil greenhouse gas emissions: a review of national inventory methods.

Parties to the United Nations Framework Convention on Climate Change (UNFCCC) are required to submit national greenhouse gas (GHG) inventories, together with information on methods used in estimating their emissions. Currently agricultural activities contribute a significant portion (approximately 20%) of global anthropogenic GHG emissions, and agricultural soils have been identified as one of the main GHG source categories within the agricultural sector. However, compared to many other GHG sources, inventory methods for soils are relatively more complex and have been implemented only to varying degrees among member countries. This review summarizes and evaluates the methods used by Annex 1 countries in estimating CO2 and N2O emissions in agricultural soils. While most countries utilize the Intergovernmental Panel on Climate Change (IPCC) default methodology, several Annex 1 countries are developing more advanced methods that are tailored for specific country circumstances. Based on the latest national inventory reporting, about 56% of the Annex 1 countries use IPCC Tier 1 methods, about 26% use Tier 2 methods, and about 18% do not estimate or report N2O emissions from agricultural soils. More than 65% of the countries do not report CO2 emissions from the cultivation of mineral soils, organic soils, or liming, and only a handful of countries have used country-specific, Tier 3 methods. Tier 3 methods usually involve process-based models and detailed, geographically specific activity data. Such methods can provide more robust, accurate estimates of emissions and removals but require greater diligence in documentation, transparency, and uncertainty assessment to ensure comparability between countries. Availability of detailed, spatially explicit activity data is a major constraint to implementing higher tiered methods in many countries.

The Chief Medical Officer for England has published a strategy for health protection and announced the formation of a new body, the Health Protection Agency, to deal with the threats to health from infectious disease, chemicals, toxins and radiation hazards. This reflects international recognition of the need to combat threats to health from the likes of tuberculosis, HIV, influenza, anti-microbial resistance, chemical accidents and bio-terrorism, and the risks to health associated with increased movements of people, animals and goods, climate change and industrialisation. The strategy will strengthen surveillance and response linking contributions from clinical specialities with public health, microbiology, toxicology and radiation science within the health protection family. The Agency will be formed by combining a number of national and specialist public bodies and personnel delivering local protection services. The strategy represents a unique opportunity to strengthen local and national structures and develop a world-class health protection service. Detailed plans are being developed by the Department of Health with a variety of stakeholders for the launch of the Agency in 2003. A number of challenges will have to be met including developing and training the workforce in health protection, providing career structures for public health scientists and nurses, strengthening electronic communications and developing health protection networks within broader public health structures. Health protection should now be recognised as a sub-speciality of public health.

Facilitating the implementation of clinical technology in healthcare: what role does a national agency play?

Accelerating the implementation of new technology in healthcare is typically complex and multi-faceted. One strategy is to charge a national agency with the responsibility for facilitating implementation. This study examines the role of such an agency in the English National Health Service. In particular, it compares two different facilitation strategies employed by the agency to support the implementation of insulin pump therapy. The research involved an empirical case study of four healthcare organisations receiving different levels of facilitation from the national agency: two received active hands-on facilitation; one was the intended recipient of a more passive, web-based facilitation strategy; the other implemented the technology without any external facilitation. The primary method of data collection was semi-structured qualitative interviews with key individuals involved in implementation. The integrated-PARIHS framework was applied as a conceptual lens to analyse the data. The two sites that received active facilitation from an Implementation Manager in the national agency made positive progress in implementing the technology. In both sites there was a high level of initial receptiveness to implementation. This was similar to a site that had successfully introduced insulin pump therapy without facilitation support from the national agency. By contrast, a site that did not have direct contact with the national agency made little progress with implementation, despite the availability of a web-based implementation resource. Clinicians expressed differences of opinion around the value and effectiveness of the technology and contextual barriers related to funding for implementation persisted. The national agency's intended roll out strategy using passive web-based facilitation appeared to have little impact. When favourable conditions exist, in terms of agreement around the value of the technology, clinician receptiveness and motivation to change, active

Psychologists have been an integral part of national security agencies since World War I, when psychological science helped in personnel selection. A robust infrastructure supporting wider applications of psychology to military and intelligence problems developed further during World War II and the years following, primarily in the areas of testing, human factors, perception, and the decision sciences. The main purpose of this study was to investigate the agency problem presented by the global budget system followed by hospitals in Taiwan. In this study, we examine empirically the interaction between the principal: Bureau of National Health Insurance (BNHI) and agency: medical service providers (hospitals); we also describe actual medical service provider and hospital governance conditions from a agency theory perspective. This study identified a positive correlation between aversion to agency hazard (self-interest behavior, asymmetric information, and risk hedging) and agency problem risks (disregard of medical ethics, pursuit of extra-contract profit, disregard of professionalism, and cost orientation). Agency costs refer to BNHI auditing and monitoring expenditures used to prevent hospitals from deviating from NHI policy goals. This study also found agency costs negatively moderate the relationship between agency hazards and agency problems The main contribution of this study is its use of agency theory to clarify agency problems and several potential factors caused by the NHI system. This study also contributes to the field of health policy study by clarifying the nature and importance of agency problems in the health care sector. Copyright © 2014 Elsevier Ireland Ltd. The constraints facing health education include: the fragmentation and dispersal of health-educational services among different agencies and personnel; lack of policy guidelines; ineffectively organized and inefficiently managed health education systems; poor hierarchical status and inadequacy of resources. To resolve these constraints, national health education systems in health agencies should be developed on the basis of stipulated guidelines that could ensure their viability, efficiency and effectiveness. A study at the African Regional Health Education Centre, Ibadan, Nigeria, has yielded thirty synthesized guidelines. The "guidelines" were empirically tested as an evaluation tool by assessing the operational and organizational status of Oyo State Health Education Unit, Ibadan, Nigeria. These guidelines are adaptable to local conditions to enhance the re-organization, re-orientation and consolidation of health education in national health agencies.

Assessing Advanced Airway Management Performance in a National Cohort of Emergency Medical Services Agencies.

Although often the focus of quality improvement efforts, emergency medical services (EMS) advanced airway management performance has few national comparisons, nor are there many assessments with benchmarks accounting for differences in agency volume or patient mix. We seek to assess variations in advanced airway management and conventional intubation performance in a national cohort of EMS agencies. We used EMS data from ESO Solutions, a national EMS electronic health record system. We identified EMS emergency responses with attempted advanced airway management (conventional intubation, rapid sequence intubation, sedation-assisted intubation, supraglottic airway insertion, and cricothyroidotomy). We also separately examined cases with initial conventional intubation. We determined EMS agency risk-standardized advanced airway management and initial conventional intubation success rates by using mixed-effects regression models, fitting agency as a random intercept, adjusting for patient age, sex, race, cardiac arrest, or trauma status, and use of rapid sequence or sedation-assisted intubation, and accounting for reliability variations from EMS agency airway volume. We assessed changes in agency advanced airway management and initial conventional intubation performance rank after risk and reliability adjustment. We also identified high and low performers (reliability-adjusted and risk-standardized success confidence intervals falling outside the mean). During 2011 to 2015, 550 EMS agencies performed 57,209 advanced airway management procedures. Among 401 EMS agencies with greater than or equal to 10 advanced airway management procedures, there were a total of 56,636 procedures. Median reliability-adjusted and risk-standardized EMS agency advanced airway management success was 92.9% (interquartile range 90.1% to 94.8%; minimum 58.2%; maximum 99.0%). This paper is an introduction to the following series of papers that report on in-depth investigations that have been conducted at five agricultural study areas across the United States in order to gain insights into how environmental processes and agricultural practices interact to determine the transport and fate of agricultural chemicals in the environment. These are the first study areas in an ongoing national study. The study areas were selected, based on the combination of cropping patterns and hydrologic setting, as representative of nationally important agricultural settings to form a basis for extrapolation to unstudied areas. The holistic, watershed-scale study design that involves multiple environmental compartments and that employs both field observations and simulation modeling is presented. This paper introduces the overall study design and presents an overview of the hydrology of the five study areas. The European Space Agency (ESA) has twenty Member States with a variety of strategic priorities and governance structures regarding their space activities. A number of countries engage in space activities exclusively though ESA, while others have also their own national space programme. Some consider ESA as their prime space agency and others have additionally their own national agency with respective programmes. The main objective of this paper is to provide an up-to date overview and a holistic assessment of strategic priorities and the national space governance structures in 20 ESA Member States. This analysis and assessment has been conducted by analysing the Member States public documents, information provided at ESA workshop on this topic and though unstructured interviews. The paper is structured to include two main elements: priorities and trends in national space strategies and space governance in ESA Member States. The first part of this paper focuses on the content and analysis of the national space strategies and indicates the main priorities and trends in Member States. The priorities are categorised with regards to technology domains, the role of space in the areas of sustainability and the motivators that boost engagement in space. These vary from one Member State to another and include with different levels of engagement in technology domains amongst others: science and exploration, navigation, Earth observation, human space flight, launchers, telecommunications, and integrated applications. Member States allocate a different role of space as enabling tool adding to the advancement of sustainability areas including: security, resources, environment and climate change, transport and communication, energy, and knowledge and education. The motivators motivating reasoning which enhances or hinders space engagement also differs. Agricultural health and safety: incorporating the worker perspective.

This commentary offers a worker's perspective on agricultural health and safety and describes (1) the historical exemption of agriculture from regulatory oversight and barriers encountered due to lack of regulations and poor enforcement of the existing standards; (2) the effect of immigration status on worker protections; and (3) the basic desire for economic survival and how this impacts worker health and safety. The commentary describes two models to reduce hazards at work that illustrate how workers' perspectives can be incorporated successfully at the policy level and during the intervention development process and puts forth recommendations for employers, researchers, and funding agencies to facilitate the integration of workers' perspectives into occupational health and safety in agriculture. Ultimately, improved worker protection requires systemic policy and regulatory changes as well as strong enforcement of existing regulations. This commentary summarizes the presentation, "Ground View: Perspectives of Hired Workers," at the Agricultural Safety and Health Council of America/National Institute for Occupational Safety and Health conference, "Be Safe, Be Profitable: Protecting Workers in Agriculture," January 27-28, 2010, Dallas/Fort Worth, Texas.

Are streams in agricultural and urban areas contaminated by pesticides?

To answer this question, a study of pesticides in streams in a small agricultural area and a small urban area in Colorado was conducted in 1993 by the U.S. Geological Survey (USGS) as part of the National Water-Quality Assessment (NAWQA) program. The results indicate that pesticides are present in streams, and both agricultural and urban areas are probable sources of the contamination. In the agricultural area, 30 pesticides were detected and in the urban area, 26 pesticides were detected at least once during the thirteen month study. In the agricultural area, the herbicides alachlor (two samples) and cyanazine (four samples) and the insecticide diazinon (one sample) were the only pesticides that exceeded the U.S. Environmental Protection Agency's maximum contaminant levels (MCLs) or health advisory levels (HALs) for drinking water. No pesticides exceeded MCLs or HALs in the urban area.

Academia-intelligence agency collaborations are on the rise for a variety of reasons. These can take many forms, one of which is in the classroom, using students to stand in for intelligence analysts. Classrooms, however, are ethically complex spaces, with students considered vulnerable populations, and become even more complex when layering multiple goals, activities, tools, and stakeholders over those traditionally present. This does not necessarily mean one must shy away from academia-intelligence agency partnerships in classrooms, but that these must be conducted carefully and reflexively. This paper hopes to contribute to this conversation by describing one purposeful classroom encounter that occurred between a professor, students, and intelligence practitioners in the fall of 2015 at North Carolina State University: an experiment conducted as part of a graduate-level political science class that involved students working with a prototype analytic technology, a type of participatory sensing/self-tracking device, developed by the National Security Agency. This experiment opened up the following questions that this paper will explore: What social, ethical, and pedagogical considerations arise with the deployment of a prototype intelligence technology in the college classroom, and how can they be addressed? How can academia-intelligence agency collaboration in the classroom be conducted in ways that provide benefits to all parties, while minimizing disruptions and negative consequences? This paper will discuss the experimental findings in the context of ethical perspectives involved in values in design and participatory/self-tracking data practices, and discuss lessons learned for the ethics of future academia-intelligence agency partnerships in the classroom.

Closing yield gaps within existing croplands, and thereby avoiding further habitat conversions, is a prominently and controversially discussed strategy to meet the rising demand for agricultural products, while minimizing biodiversity impacts. The agricultural intensification associated with such a strategy poses additional threats to biodiversity within agricultural landscapes. The uneven spatial distribution of both yield gaps and biodiversity provides opportunities for reconciling agricultural intensification and biodiversity conservation through spatially optimized intensification. Here, we integrate distribution and habitat information for almost 20,000 vertebrate species with land-cover and land-use datasets. We estimate that projected agricultural intensification between 2000 and 2040 would reduce the global biodiversity value of agricultural lands by 11%, relative to 2000. Contrasting these projections with spatial land-use optimization scenarios reveals that 88% of projected biodiversity loss could be avoided through globally coordinated land-use planning, implying huge efficiency gains through international cooperation. However, global-scale optimization also implies a highly uneven distribution of costs and benefits, resulting in distinct "winners and losers" in terms of national economic development, food security, food sovereignty or conservation. Given conflicting national interests and lacking effective governance mechanisms to guarantee equitable compensation of losers, multinational land-use optimization seems politically unlikely. In turn, 61% of projected biodiversity loss could be avoided through nationally focused optimization, and 33% through optimization within just 10 countries. Targeted efforts to improve the capacity for integrated land-use planning for sustainable intensification especially in these countries, including the strengthening of institutions that can arbitrate subnational land-use conflicts, may offer an effective, yet

From LACIE to GEOGLAM: Integrating Earth Observations into Operational Agricultural Monitoring Systems

Earth observation data, owing to their synoptic, timely and repetitive coverage, have long been recognized as an indispensible tool for agricultural monitoring at local to global scales. Research and development over the past several decades in the field of agricultural remote sensing has led to considerable capacity for crop monitoring within the current operational monitoring systems. These systems are relied upon nationally and internationally to provide crop outlooks and production forecasts as the growing season progresses. This talk will discuss the legacy and current state of operational agricultural monitoring using earth observations. In the US, the National Aeronautics and Space Administration (NASA) and the US Department of Agriculture (USDA) have been collaborating to monitor global agriculture from space since the 1970s. In 1974, the USDA, NASA and National Oceanic and Atmospheric Administration (NOAA) initiated the Large Area Crop Inventory Experiment (LACIE) which demonstrated that earth observations could provide vital information on crop production, with unprecedented accuracy and timeliness, prior to harvest. This experiment spurred many agencies and researchers around the world to further develop and evaluate remote sensing technologies for timely, large area, crop monitoring. The USDA and NASA continue to closely collaborate. More recently they jointly initiated the Global Agricultural Monitoring Project (GLAM) to enhance the agricultural monitoring and the crop-production estimation capabilities of the USDA Foreign Agricultural Service by using the new generation of NASA satellite observations including from MODIS and the Visible Infrared Imaging Radiometer Suite (VIIRS) instruments. Internationally, in response to the growing calls for improved agricultural information, the Group on Earth Observations (partnership of governments and international organizations) developed the Global Agricultural Monitoring (GEOGLAM) initiative which was adopted

Measurement of Women's Agency in Egypt: A National Validation Study.

Despite widespread assumptions about women's empowerment and agency in the Arab Middle East, psychometric research of these constructs is limited. Using national data from 6214 married women ages 16-49 who took part in the 2006 Egypt Labor Market Panel Survey, we applied factor analysis to explore and then to test the factor structure of women's agency. We then used multiple indicator multiple cause structural equations models to test for differential item functioning (DIF) by women's age at first marriage, a potential resource for women's agency. Our results confirm that women's agency in Egypt is multi-dimensional and comprised of their (1) influence in family decisions, including those reserved for men, (2) freedom of movement in public spaces, and (3) attitudes about gender, specifically violence against wives. These dimensions confirm those explored previously in selected rural areas of Egypt and South Asia. Yet, three items showed significant uniform DIF by women's categorical age at first marriage, with and without a control for women's age in years. Models adjusting for DIF and women's age in years showed that women's older age at first marriage was positively associated with the factor means for family decision-making and gender-violence attitudes, but not freedom of movement. Our findings reveal the value of our analytical strategy for research on the dimensions and determinants of women's agency. Our approach offers a promising model to discern "hierarchies of evidence" for social policies and programs to enhance women's empowerment.

Timely, reliable information on crop conditions, and prospects at the subnational scale, is critical for making informed policy and agricultural decisions for ensuring food security, particularly for the most vulnerable countries. However, such information is often incomplete or lacking. As such, the Crop Monitor for Early Warning (CM for EW) was developed with the goal to reduce uncertainty and strengthen decision support by providing actionable information on a monthly basis to national, regional and global food security agencies through timely consensus assessments of crop conditions. This information is especially critical in recent years, given the extreme weather conditions impacting food supplies including the most recent El Nino event. This initiative brings together the main international food security monitoring agencies and organizations to develop monthly crop assessments based on satellite observations, meteorological information, field observations and ground reports, which reflect an international consensus. This activity grew out of the successful Crop Monitor for the G20 Agricultural Market Information System (AMIS), which provides operational monthly crop assessments of the main producing countries of the world. The CM for EW was launched in February 2016 and has already become a trusted source of information internationally and regionally. Its assessments have been featured in a large number of news articles, reports, and press releases, including a joint statement by the USAID's FEWS NET, UN World Food Program, European Commission Joint Research Center, and the UN Food and Agriculture Organziation, on the devastating impacts of the southern African drought due to El Nino. One of the main priorities for this activity going forward is to expand its partnership with regional and national monitoring agencies, and strengthen capacity for national crop condition assessments.

We present an overview of USDA Agricultural Research Service (ARS) computer models and databases related to pest-management science, emphasizing current developments in environmental risk assessment and management simulation models. The ARS has a unique national interdisciplinary team of researchers in surface and sub-surface hydrology, soil and plant science, systems analysis and pesticide science, who have networked to develop empirical and mechanistic computer models describing the behavior of pests, pest responses to controls and the environmental impact of pest-control methods. Historically, much of this work has been in support of production agriculture and in support of the conservation programs of our 'action agency' sister, the Natural Resources Conservation Service (formerly the Soil Conservation Service). Because we are a public agency, our software/database products are generally offered without cost, unless they are developed in cooperation with a private-sector cooperator. Because ARS is a basic and applied research organization, with development of new science as our highest priority, these products tend to be offered on an 'as-is' basis with limited user support except for cooperating R&D relationship with other scientists. However, rapid changes in the technology for information analysis and communication continually challenge our way of doing business.

Accurate and timely information on agriculture, particularly in many countries dominated by complex smallholder, subsistence agricultural systems is often difficult to obtain or not available. This includes up-to-date information during the growing season on crop type, crop area and crop condition such as developmental stage, damage from pests and diseases, drought or flooding. These data are critical for government decision making on production forecasts, planning for commodity market transactions, food aid delivery, responding to disease outbreaks and for implementing agricultural extension and development efforts. In Tanzania we have been working closely with the National Food Security Division (NFSD) at the Ministry of Agriculture, Livestock and Fisheries (MALF) on designing and implementing an advanced agricultural monitoring system, utilizing satellite remote sensing, smart phone and internet technologies. Together with our local implementing partner, the Sokoine University of Agriculture we trained a large number of agricultural extension agents in different regions of Tanzania to deliver field data in near-realtime. Using our collaborative internet portal (Crop Monitor) the team of analysts compiles pertinent information on current crop and weather conditions from throughout the country in a standardized, consistent manner. Using the portal traditionally collected data are combined with electronically collected field data and MODIS satellite image time series from GLAM East-Africa (Global Agricultural Monitoring System, customized for stakeholders in East Africa). The main outcome of this work has been the compilation of the National Food Security Bulletin for Tanzania with plans for a public release and the intention for it to become the main avenue to dispense current updates and analysis on agriculture in the country. The same information is also a potential contribution to the international Early Warning Crop Monitor, which currently covers Tanzania

Under-five mortality among mothers employed in agriculture: findings from a nationally representative sample.

Background. India accounts for 24% to all under-five mortality in the world. Residence in rural area, poverty and low levels of mother's education are known confounders of under-five mortality. Since two-thirds of India's population lives in rural areas, mothers employed in agriculture present a particularly vulnerable population in the Indian context and it is imperative that concerns of this sizeable population are addressed in order to achieve MDG4 targets of reducing U5MR to fewer than 41 per 1,000 by 2015. This study was conducted to examine factors associated with under-five mortality among mothers employed in agriculture. Methods. Data was retrieved from National Family Household Survey-3 in India (2008). The study population is comprised of a national representative sample of single children aged 0 to 59 months and born to mothers aged 15 to 49 years employed in agriculture from all 29 states of India. Univariate and Multivariate Cox PH regression analysis was used to analyse the Hazard Rates of mortality. The predictive power of child mortality among mothers employed in agriculture was assessed by calculating the area under the receiver operating characteristic (ROC) curve. Results. An increase in mothers' ages corresponds with a decrease in child mortality. Breastfeeding reduces child mortality by 70% (HR 0.30, 0.25-0.35, p = 0.001). Standard of Living reduces child mortality by 32% with high standard of living (HR 0.68, 0.52-0.89, 0.001) in comparison to low standard of living. Prenatal care (HR 0.40, 0.34-0.48, p = 0.001) and breastfeeding health nutrition education (HR 0.45, 0.31-0.66, p = 0.001) are associated significant factors for child mortality. Birth Order five is a risk factor for mortality (HR 1.49, 1.05-2.10, p = 0.04) in comparison to Birth Order one among women engaged in agriculture while the household size (6-10 members and ≥ 11 members) is significant in reducing child mortality in comparison to ≤5 members in the house. In April 2015, Consumer Affairs Agency of Japan launched a new food labeling system known as "Foods with Function Claims (FFC)." Under this system, the food industry independently evaluates scientific evidence on foods and describes their functional properties. As of May 23, 2017, 1023 FFC containing 8 fresh foods have been launched. Meanwhile, to clarify the health-promoting effects of agricultural products, National Agriculture and Food Research Organization (NARO) implemented the "Research Project on Development of Agricultural Products" and demonstrated the risk reduction of osteoporosis of β-cryptoxanthin rich Satsuma mandarins and the anti-allergic effect of the O-methylated catechin rich tea cultivar Benifuuki. These foods were subsequently released as FFC. Moreover, NARO elucidated the health-promoting effects of various functional agricultural products (β-glucan rich barley, β-conglycinin rich soybean, quercetin rich onion, etc.) and a healthy boxed lunch. This review focuses on new food labeling system or research examining functional aspects of agricultural products.

Rural extension services are designed to provide rural dwellers with information needed to further technical or social development and to solve problems. Extension agents should be fully aware of their responsibility for the advice they provide. The number of rural and agricultural development and extension agencies has multiplied greatly in the past 2 decades. Agricultural extension is the principal component of most rural development strategies. Training given to men is usually economic, while that for women is devoted to household and social functioning. Programs for women usually lag general development programs. Training of women is usually not included in agricultural extension programs, especially in countries practicing segregation of the sexes. Agricultural extension programs are generally limited to cultivation techniques and neglect transformation and storage of crops and seed preparation for increased production. Measures that could improve productivity of women's agriculture-related work are expected to be delivered through the intermediacy of their husbands, but the husbands may not appreciate the import of such messages if they are not familiar with their wives' work. Agricultural training should consider all stages of production, should be delivered to the individuals actually performing the tasks, and should be ecologically appropriate. The overall objective of agricultural extension is to increase production, but most programs do not specify who is to use the surplus or to benefit from it. The rural population or the urban population may be the prime beneficiary, or cash crops may be produced for export. Although increased production should benefit the rural population through a better food supply, in reality most extension programs are devoted to cash crops for export and are less than fully successful because of problems of crop distribution and marketing and other shortcomings. Maps for the nation: The current federal mapping establishment

The U.S. Government annually produces an estimated 53,000 new maps and charts and distributes about 160 million copies. A large number of these maps are produced under the national mapping program, a decentralized Federal/State cooperative approach to mapping the country at standard scales. Circular A-16, issued by the Office of Management and Budget in 1953 and revised in 1967, delegates the mapping responsibilities to various federal agencies. The U.S. Department of the Interior's Geological Survey is the principal federal agency responsible for implementing the national mapping program. Other major federal map producing agencies include the Departments of Agriculture, Commerce, Defense, Housing and Urban Development, and Transportation, and the Tennessee Valley Authority. To make maps and mapping information more readily available, the National Cartographic Information Center was established in 1974 and an expanded National Map Library Depository Program in 1981. The most recent of many technological advances made under the mapping program are in the areas of digital cartography and video disc and optical disc information storage systems. Future trends and changes in the federal mapping program will involve expanded information and customer service operations, further developments in the production and use of digital cartographic data, and consideration of a Federal Mapping Agency. ?? 1983.

Improve understanding of the potential occupational health impact of how agricultural jobs are organized. Exposure to low job control, high psychological demands, and high job strain were hypothesized to have greater risk for poor self-rated physical health and elevated depressive symptoms. Cross-sectional data (N = 3691) obtained using the Work Organization and Psychosocial Factors module of the US National Agricultural Workers Survey fielded in 2009-2010. More than one fifth (22.4%) of farmworkers reported fair/poor health, and 8.7% reported elevated depressive symptoms. High psychological demand was associated with increased risk of fair/poor health (odds ratio, 1.73; 95% confidence interval, 1.4 to 2.2) and elevated depressive symptoms (odds ratio, 2.6; 95% confidence interval, 1.9 to 3.8). The organization of work in field agriculture may pose risks for poor occupational health outcomes among a vulnerable worker population.

Measurement of Women’s Agency in Egypt: A National Validation Study

Despite widespread assumptions about women’s empowerment and agency in the Arab Middle East, psychometric research of these constructs is limited. Using national data from 6214 married women ages 16–49 who took part in the 2006 Egypt Labor Market Panel Survey, we applied factor analysis to explore and then to test the factor structure of women’s agency. We then used multiple indicator multiple cause structural equations models to test for differential item functioning (DIF) by women’s age at first marriage, a potential resource for women’s agency. Our results confirm that women’s agency in Egypt is multi-dimensional and comprised of their (1) influence in family decisions, including those reserved for men, (2) freedom of movement in public spaces, and (3) attitudes about gender, specifically violence against wives. These dimensions confirm those explored previously in selected rural areas of Egypt and South Asia. Yet, three items showed significant uniform DIF by women’s categorical age at first marriage, with and without a control for women’s age in years. Models adjusting for DIF and women’s age in years showed that women’s older age at first marriage was positively associated with the factor means for family decision-making and gender-violence attitudes, but not freedom of movement. Our findings reveal the value of our analytical strategy for research on the dimensions and determinants of women’s agency. Our approach offers a promising model to discern “hierarchies of evidence” for social policies and programs to enhance women’s empowerment. PMID:27597801

Since 2001, the United States government has spent substantial resources on preparing the nation against a bioterrorist attack. Earlier articles in this series have analyzed civilian biodefense funding by the federal government for fiscal years (FY) 2001 through proposed funding for FY2011. This article updates those figures with budgeted amounts for FY2012, specifically analyzing the budgets and allocations for biodefense at the Departments of Health and Human Services, Defense, Homeland Security, Agriculture, Commerce, and State; the Environmental Protection Agency; and the National Science Foundation. This article also includes an updated assessment of the proportion of biodefense funding provided for programs that address multiple scientific, public health, healthcare, national security, and international security issues in addition to biodefense. The FY2012 federal budget for civilian biodefense totals $6.42 billion. Of that total, $5.78 billion (90%) is budgeted for programs that have both biodefense and nonbiodefense goals and applications, and $637.6 million (10%) is budgeted for programs that have objectives solely related to biodefense.

The quality of raw water is problematic in France, largely polluted by nitrates and pesticides (Mueller and Helsel, Nutrients in the nation's waters-too much of a good thing? Geological Survey (U.S.), 1996; European Environment Agency, European waters-assessment of status and pressures, 2012).This type of pollution, even though not always due to agriculture (example of the catchment of Ambleville, county 95, France where the nitrate pollution is mainly due to sewers (2012)), has been largely related to the agricultural practices (Sci Total Environ 407:6034-6043, 2009).Taking note of this observation, and instead of letting it paralyze their actions, the agricultural cooperatives decided with Agrosolutions to act directly on the field with their subscribers to change the agricultural practices impacting the water and the environment.This article shows how the French agricultural cooperatives transformed the awareness of the raw water quality problem into an opportunity for the development and implementation of more precise and responsible practices, to protect their environment. They measure in order to pilot, co-construct and build the best action plans possible according to the three pillars of environment, economy and agronomy.

A session of the United Nations General Assembly was held in May and June 1978 with the objective to discuss questions related to disarmament. It was decided to consider the establishment of an international Satellite Monitoring Agency (ISMA). The arising questions were studied, and two reports were prepared concerning such a monitoring agency. One report contained preliminary conclusions on the technical, legal, and financial implications of establishing an ISMA, while the second report contained an in-depth study. It was found that from a technical point of view the project appeared possible and feasible, and that there were no provisions in the international law prohibiting the proposed activities. The present investigation has been conducted under the assumption that an ISMA will be estabished. Attention is given to the requirements for the ISMA, the space-based radar design, radar system tradeoff data, critical technologies, and system weight, cost and schedule.

Decision-making contexts involving Earth observations in federal and state government agencies

National and international organizations are placing greater emphasis on the societal and economic benefits that can be derived from applications of Earth observations, yet improvements are needed to connect to the decision processes that produce actions with direct societal benefits. The Consortium for the Valuation of Applications Benefits Linked with Earth Science (VALUABLES), a cooperative agreement between Resources for the Future (RFF) and the National Aeronautics and Space Administration (NASA), has the goal of advancing methods for the valuation and communication of the applied benefits linked with Earth observations. One of the Consortium's activities is a set of Policy Briefs that document the use of Earth observations for decision making in federal and state government agencies. In developing these Policy Briefs, we pay special attention to documenting the entire information value chain associated with the use of Earth observations in government decision making, namely (a) the specific data product, modeling capability, or information system used by the agency, (b) the decision context that employs the Earth observation information and translates it into an agency action, (c) the outcomes that are realized as a result of the action, and (d) the beneficiaries associated with the outcomes of the decision. Two key examples include the use of satellite data for informing the US Drought Monitor (USDM), which is used to determine the eligibility of agricultural communities for drought disaster assistance programs housed at the US Department of Agriculture (USDA), and the use of satellite data by the Florida Department of Environmental Protection to develop numeric nutrient water quality standards and monitoring methods for chlorophyll-a, which is codified in Florida state code (62-302.532).

Farm Bill legislation establishes different funding mechanisms managed by the National Institute of Food and Agriculture (NIFA), which have changed over the years through reauthorization. Other legislation and executive initiatives, as well as recognition by both funders, funding recipients, private organizations, and non-government organizations have stressed the need for multi-, inter-, and trans-disciplinary research and outreach. This presentation will discuss how changes to NIFA legislative authority as well as changing needs and culture in the government and the scientific research community have led to new mechanisms and strategies for types of funded projects, eligibility for NIFA funding, interagency funding, and iterative changes in direction in research solicitations. For example, limited funding for important topics has prompted a need for interagency collaborations in research funding solicitations and jointly funded projects. New legislative authorities and requirements have led to new modes of collaboration with private industry, NGOs and commodity boards along with international alliances. Unlike most funding agencies, NIFA funds education and extension or outreach projects in addition to research projects. New authorities together with increased recognition of scientific research needed to inform societal challenges has led to new thinking and greater flexibility in funding for long-term research projects and larger regional, multi-institutional and multi-national projects. This, in addition to a shifting culture among researchers and research institutions, has aided in new policies, requirements and initiatives among research institutions and government agencies involving information, data sharing and public access. Examples of new mechanisms and programs and their successes along with their drawbacks will be presented.

"Know the Earth.Show the Way." In fulfillment of its vision, the National Geospatial-Intelligence Agency (NGA) provides geospatial intelligence in all its forms and from whatever source-imagery, imagery intelligence, and geospatial data and information-to ensure the knowledge foundation for planning, decision, and action. To achieve this, NGA conducts a multi-disciplinary program of basic research in geospatial intelligence topics through grants and fellowships to the leading investigators, research universities, and colleges of the nation. This research provides the fundamental science support to NGA's applied and advanced research programs. The major components of the NGA Academic Research Program (NARP) are: - NGA University Research Initiatives (NURI): Three-year basic research grants awarded competitively to the best investigators across the US academic community.
