Guidelines for the seismic design of highway bridges are given. The guidelines are the recommendations of a team of nationally recognized experts which included consulting engineers, academicians, State highway, and Federal agency representatives from throughout the United States. The guidelines are comprehensive in nature and they embody several new concepts which are significant departures from existing design provisions. An extensive commentary documenting the basis for the guidelines and an example demonstrating their use are included. A draft of the guidelines was used to seismically redesign twenty-one bridges. A summary of the redesigns is included.

These characteristics have been developed using TomTom's commercially available street map and road grade database. Using the TomTom national road grade database, national statistics on road grade and hill distances were generated for the U.S. network of controlled access highways. These statistical distributions were then weighted using data provided by the U.S. Environmental Protection Agency for activity of medium- and heavy-dutymore » trucks on controlled access highways. Transportation system has contributed significantly to the development of human civilization; on the other hand it has an enormous impact on the ambient air quality in several ways. In this paper the air and noise pollution at selected sites along three sections of National Highway was monitored. Pakistan National Highway Authority has started a Highway Improvement program for rehabilitations and maintenance of National highways to improve the traffic flows, and would ultimately improve the air quality along highways. The ambient air quality and noise level was monitored at nine different locations along these sections of highways to quantify the air pollution. The duration of monitoring at individual location was 72 h. The most of the sampling points were near the urban or village population, schools or hospitals, in order to quantify the air pollution at most affected locations along these roads. A database consisting of information regarding the source of emission, local metrology and air quality may be created to assess the profile of air quality in the area.

Spatial data are important for interpretation of water-quality information on a regional or national scale. Geographic information systems (GIS) facilitate interpretation and integration of spatial data. The geographic information and data compiled for the conterminous United States during the National Highway Runoff Water-Quality Data and Methodology Synthesis project is described in this document, which also includes information on the structure, file types, and the geographic information in the data files. This 'geodata' directory contains two subdirectories, labeled 'gisdata' and 'gisimage.' The 'gisdata' directory contains ArcInfo coverages, ArcInfo export files, shapefiles (used in ArcView), Spatial Data Transfer Standard Topological Vector Profile format files, and meta files in subdirectories organized by file type. The 'gisimage' directory contains the GIS data in common image-file formats. The spatial geodata includes two rain-zone region maps and a map of national ecosystems originally published by the U.S. Environmental Protection Agency; regional estimates of mean annual streamflow, and water hardness published by the Federal Highway Administration; and mean monthly temperature, mean annual precipitation, and mean monthly snowfall modified from data published by the National Climatic Data Center and made available to the public by the Oregon Climate Service at Oregon State University. These GIS files were compiled for qualitative spatial analysis of available data on a national and(or) regional scale and therefore should be considered as qualitative representations, not precise geographic location information.

The Public Health Service and the National Highway Traffic Safety Administration share the responsibility for problems related to injury prevention and control regarding the alcohol-impaired operation of motor vehicles. NHTSA activities have evolved over several decades within a general framework which emphasizes community-based systems. The National Highway Traffic Safety Administration is promoting program activities that stress community-level involvement in problems of alcohol and highway use. The public health approach to the mortality and morbidity resulting from alcohol use and motor vehicle operation entails examining and promoting those activities that address human factors. Techniques for Effective Alcohol Management (TEAM) is a cooperative effort representing sports, entertainment, insurance, vehicle manufacturer, and other organizations and agencies building community coalitions. The Centers for Disease Control is establishing research and collaborating centers to stimulate studies and exchange information on injury-related research. Alcohol countermeasures programs include training for law enforcement and legal officials, technology development efforts, and changes in laws applied to use of alcohol and other drugs. Outreach and networking activities have encouraged the initiation and coordination of community level groups active in promoting highway safety with regard to the use of alcohol. Statistical method changes are being discussed for surveillance of motor vehicle-related injuries for Health Objectives for the Nation for the Year 2000. local ecosystem were reviewed to provide information on (1) the suitability of the existing data for a quantitative national synthesis, (2) the methods available to study the effects of highway runoff on local ecosystems, and (3) the potential for adverse effects on the roadside environment and receiving waters. Although many biological studies have been done, the use of different methods and a general lack of sufficient documentation precludes a quantitative national synthesis on the basis of the existing data. The Federal Highway Administration, the U.S. Environmental Protection Agency, the U.S. Geological Survey, the Intergovernmental Task Force on Monitoring Water Quality, and the National Resources Conservation Service all have developed and documented methods for assessing the effects of contaminants on ecosystems in receiving waters. These published methods can be used to formulate a set of protocols to provide consistent information from highway-runoff studies. Review of the literature indicates (qualitatively) that highway runoff (even from highways with high traffic volume) may not usually be acutely toxic. Tissue analysis and community assessments, however, indicate effects from highway- runoff sediments near discharge points (even from sites near highways with relatively low traffic volumes). At many sites, elevated concentrations of highway-runoff constituents were measured in tissues of species associated with aquatic sediments. Community assessments also indicate decreases in the diversity and productivity of aquatic ecosystems at some sites receiving highway runoff. These results are not definitive, however, and depend on many site-specific criteria that were not sufficiently documented in most of the studies reviewed.

In the UK, the Highways Agency is responsible for operating, maintaining and improving the strategic road network in England. One focus of the Highways Agency's ongoing research into the nature and impact of highway runoff is aimed at ensuring that the Highways Agency will meet the requirements of the EU Water Framework Directive. A research programme, undertaken in partnership with the Environment Agency, is in progress to develop a better understanding of pollutants in highway runoff and their ecological impact. The paper presents the outcome of a study to: (1) monitor pollutants in highway runoff under different climate and traffic conditions; (2) develop standards to assess potential ecological risks from soluble pollutants in highway runoff; and (3) develop a model to predict pollutant concentrations in highway runoff. The model has been embedded in a design tool incorporating risk assessment procedures and receiving water standards for soluble and insoluble pollutants--the latter has been developed elsewhere in another project within the research programme. The design tool will be used to support improved guidance on where, and to what level, treatment of runoff is required for highway designers to manage the risk of ecological impact from highway runoff.

Atmospheric deposition and the processes that are involved in causing and altering atmospheric deposition in relation to highway surfaces and runoff were evaluated nationwide. Wet deposition is more easily monitored than dry deposition, and data on wet deposition are available for major elements and water properties (constituents affecting acid deposition) from the inter-agency National Atmospheric Deposition Program/ National Trends Network (NADP/NTN). Many trace constituents (metals and organic compounds) of interest in highway runoff loads, however, are not included in the NADP/NTN. Dry deposition, which constitutes a large part of total atmospheric deposition for many constituents in highway runoff loads, is difficult to monitor accurately. Dry-deposition rates are not widely available.Many of the highway-runoff investigations that have addressed atmospheric-deposition sources have had flawed investigative designs or problems with methodology. Some results may be incorrect because of reliance on time-aggregated data collected during a period of changing atmospheric emissions. None of the investigations used methods that could accurately quantify the part of highway runoff load that can be attributed to ambient atmospheric deposition. Lack of information about accurate ambient deposition rates and runoff loads was part of the problem. Samples collected to compute the rates and loads were collected without clean-sampling methods or sampler protocols, and without quality-assurance procedures that could validate the data. Massbudget calculations comparing deposition and runoff did not consider loss of deposited material during on-highway processing. Loss of deposited particles from highway travel lanes could be large, as has been determined in labeled particle studies, because of resuspension caused by turbulence from passing traffic. A comparison of personal exposure to air pollutants in different travel modes on national highways in India.

People often travel a long distance on highways to the nearest city for professional/business activities. However, relatively few publications on passenger exposure to pollutants on highways in India or elsewhere are available. The aim of this study was to examine the contribution of different travel modes to passengers' pollutant exposure for a long distance travel on a national highway in India. We measured PM 2.5 and CO exposure levels of the passengers over 200km on a national highway using two portable air monitors, EVM-7 and EPAM-5000. Personal concentration exposures and per min-, per hour-, per trip- and round trip mass exposures for three travel modes were calculated for 9 trips. Association between pollutants and weather variables were evaluated using levels Spearman correlation. ANOVA was carried out to evaluate the influence of travel mode, the timing of trips, temperature and RH on personal exposures. On an average, PM 2.5 personal concentration exposure levels were highest in the car (85.41±61.85μgm -3 ), followed by the bus (75.08±55.39μgm -3 ) and lowest in the car (ac) (54.43±34.09μgm -3 ). In contrast, CO personal exposure was highest in the car (ac) (1.81±1.3ppm). Travel mode explained the highest variability for CO (18.1%), CO 2 (9.9%), PM 2.5 (1.2%) exposures. In-city mass exposures were higher than trip averages; PM 2.5 :1.21-1.22, 1.13-1.19 and 1.03-1.28 times; CO: 1.20-1.57, 1.37-2.10 and 1.76-2.22 times for bus, car and car (ac) respectively. Traveling by car (ac) results in the lowest PM 2.5 exposures, although it exposes the passenger to high CO level. Avoiding national highways passing through cities can reduce up to 25% PM 2.5 and 50% CO mass exposures. This information can be useful for increasing environmental awareness among the passengers and for framing better pollution control strategies on highways. Copyright © 2017 Elsevier B.V. In late 2004, as part of American Coal Ash Association's (ACAA) strategic planning process, a plan was approved by its Board of Directors implementing a 'green highways' concept which emphasized use of coal combustion products (CCPs) in highways in a variety of ways including being used alone, in combination with other forms of CCPs, and combined with non ash materials. The incentives behind the developed concept were the derived advantages from beneficial technical economic and environmental impacts. Although the primary use of fly ash is concrete, other forms of CCPs could be considered for more non-traditional highway applications. For example,more » these might include soils stabilization, binders for in-place pavement recycling, use in flowable fills, aggregates, source materials for structural fills and embankments, components in manufactured soils, and for granular base courses beneath pavements. At this same time, unknown to ACCA, EPA Region 3 in Philadelphia was working with the Wetlands and Watershed Work Group, a non-profit organization involved in wetlands policy and management along with the Federal Highway Administration (FHWA) on their own Green Highways initiative. These groups were planning a conference, the 'Green Highway Forum'. This was held in College Park, Maryland at the University of Maryland, Nov 8-10 2005. At the conference a draft 'roadmap' was presented as a guide to executive level participants bringing the diverse viewpoints of many agencies and interest groups together. Off-Highway Gasoline Consuption Estimation Models Used in the Federal Highway Administration Attribution Process: 2008 Updates

This report is designed to document the analysis process and estimation models currently used by the Federal Highway Administration (FHWA) to estimate the off-highway gasoline consumption and public sector fuel consumption. An overview of the entire FHWA attribution process is provided along with specifics related to the latest update (2008) on the Off-Highway Gasoline Use Model and the Public Use of Gasoline Model. The Off-Highway Gasoline Use Model is made up of five individual modules, one for each of the off-highway categories: agricultural, industrial and commercial, construction, aviation, and marine. This 2008 update of the off-highway models was the secondmore » major update (the first model update was conducted during 2002-2003) after they were originally developed in mid-1990. The agricultural model methodology, specifically, underwent a significant revision because of changes in data availability since 2003. Some revision to the model was necessary due to removal of certain data elements used in the original estimation method. The revised agricultural model also made use of some newly available information, published by the data source agency in recent years. The other model methodologies were not drastically changed, though many data elements were updated to improve the accuracy of these models. Note that components in the Public Use of Gasoline Model were not updated in 2008. A major challenge in updating estimation methods applied by the public-use model is that they would have to rely on significant new data collection efforts. In addition, due to resource limitation, several components of the models (both off-highway and public-us models) that utilized regression modeling approaches were not recalibrated under the 2008 study. An investigation of the Environmental Protection Agency's NONROAD2005 model was also carried out under the 2008 model update. During spring 2006, talus from the toe area of a rock-block slide of about 800,000 m3 buried California State Highway 140, one of the main routes into heavily-visited Yosemite National Park, USA. Closure of the highway for 92 days caused business losses of about 4.8 million USD. The rock slide, composed of slate and phyllite, moved slowly downslope from April to June 2006, creating a fresh head scarp with 9-12 m of displacement. Movement of the main rock slide, a re-activation of an older slide, was triggered by an exceptionally wet spring 2006, following a very wet spring 2005. As of autumn 2006, most of the main slide appeared to be at rest, although rocks occasionally continued to fall from steep, fractured rock masses at the toe area of the slide. Future behavior of the slide is difficult to predict, but possible scenarios range from continued scattered rock fall to complete rapid failure of the entire mass. Although unlikely except under very destabilizing circumstances, a worst-case, rapid failure of the entire rock slide could extend across the Merced River, damming the river and creating a reservoir. As a temporary measure, traffic has been rerouted to the opposite side of the Merced River at about the same elevation as the buried section of Highway 140. A state-of-the-art monitoring system has been installed to detect movement in the steep talus slope, movement of the main slide mass, local strong ground motion from regional earthquakes, and sudden changes in stream levels, possibly indicating damming of the river by slide material. ?? 2008 Springer-Verlag.

Alcohol-impaired driving (DUI) persists as a substantial problem, yet detailed data on DUI enforcement practices are rarely collected. The present study surveyed state and local law enforcement agencies about their DUI enforcement activities. Telephone interviews were conducted with law enforcement liaisons in state highway safety offices. Officers from a nationally representative sample of municipal, county, and state law enforcement agencies were also interviewed about their agency's DUI enforcement activities, including the types of enforcement, frequency of use, and whether activities were publicized. Response rates were 100% among law enforcement liaisons, 86% among county agencies, 93% among municipal agencies, and 98% among state agencies. Based on the highway safety office survey, 38 states conducted sobriety checkpoints in 2011. Nationally, 58% of law enforcement agencies reported that they conducted or helped conduct sobriety checkpoints during 2011-12, with 14% of all agencies conducting them monthly or more frequently. The vast majority (87%) of agencies reported conducting dedicated DUI patrols. However, dedicated DUI patrols were less likely to be publicized than checkpoints. Less than a quarter of agencies reported using passive alcohol sensors to improve detection of alcohol-impaired drivers. Results show that 38 states conducted sobriety checkpoints in 2011, little changed from a previous survey in 2000. Despite evidence of effectiveness, many agencies do not conduct frequent, publicized DUI enforcement or use passive alcohol sensors. The survey suggests that there are several areas in which impaired driving enforcement could be improved: increasing the frequency of special enforcement, such as sobriety checkpoints and/or dedicated patrols; publicizing these efforts to maximize deterrent effects; and using passive alcohol sensors to improve detection of alcohol-impaired drivers. Traffic congestion and its impacts significantly affect the nation's economic performance and the public's quality of life. In most urban areas, travel demand routinely exceeds highway capacity during peak periods. In addition, events such as crashes, vehicle breakdowns, work zones, adverse weather, and suboptimal signal timing cause temporary capacity losses, often worsening the conditions on already congested highway networks. The impacts of these temporary capacity losses include delay, reduced mobility, and reduced reliability of the highway system. They can also cause drivers to re-route or reschedule trips. Prior to this study, no nationwide estimates of temporary losses of highway capacitymore » had been made by type of capacity-reducing event. Such information is vital to formulating sound public policies for the highway infrastructure and its operation. This study is an initial attempt to provide nationwide estimates of the capacity losses and delay caused by temporary capacity-reducing events. The objective of this study was to develop and implement methods for producing national-level estimates of the loss of capacity on the nation's highway facilities due to temporary phenomena as well as estimates of the impacts of such losses. The estimates produced by this study roughly indicate the magnitude of problems that are likely be addressed by the Congress during the next re-authorization of the Surface Transportation Programs. The scope of the study includes all urban and rural freeways and principal arterials in the nation's highway system for 1999. Specifically, this study attempts to quantify the extent of temporary capacity losses due to crashes, breakdowns, work zones, weather, and sub-optimal signal timing. These events can cause impacts such as capacity reduction, delays, trip rescheduling, rerouting, reduced mobility, and reduced reliability. This study focuses on the reduction of capacity and resulting delays caused by the temporary events

This paper summarizes the impact of the Loma Prieta earthquake on highway systems. City streets, urban freeways, county roads, state routes, and the national highway system were all affected. There was damage to bridges, roads, tunnels, and other highway structures. The most serious damage occurred in the cities of San Francisco and Oakland, 60 miles from the fault rupture. The cost to repair and replace highways damaged by this earthquake was $2 billion. About half of this cost was to replace the Cypress Viaduct, a long, elevated double-deck expressway that had a devastating collapse which resulted in 42 deaths and 108 injuries. The earthquake also resulted in some positive changes for highway systems. Research on bridges and earthquakes began to be funded at a much higher level. Retrofit programs were started to upgrade the seismic performance of the nation's highways. The Loma Prieta earthquake changed earthquake policy and engineering practice for highway departments not only in California, but all over the world.

In the case of highway traffic noise, propagating sound is influenced by the ground over which it travels, whether it is the pavement itself or the ground between the highway and nearby communities. Properly accounting for ground type in modeling can increase accuracy in noise impact determinations and noise abatement design. Pavement-specific effective flow resistivity values are being investigated for inclusion in the Federal Highway Administration Traffic Noise Model, which uses these values in the sound propagation algorithms and currently applies a single effective flow resistivity value to all pavement. Pavement-specific effective flow resistivity values were obtained by applying a modified version of the American National Standards Institute S1.18 standard. The data analysis process was tailored to allow for increased sensitivity and extraction of effective flow resistivity values for a broad range of pavements (sound absorptive to reflective). For porous pavements (sound absorptive), it was determined that examination of the measured data can reveal influence from an underlying structure. Use of such techniques can aid in the design of quieter pavements.

Accurate and representative sediment data are critical for assessing the potential effects of highway and urban runoff on receiving waters. The U.S. Environmental Protection Agency identified sediment as the most widespread pollutant in the Nation's rivers and streams, affecting aquatic habitat, drinking water treatment processes, and recreational uses of rivers, lakes, and estuaries. Representative sediment data are also necessary for quantifying and interpreting concentrations, loads, and effects of trace elements and organic constituents associated with highway and urban runoff. Many technical issues associated with the collecting, processing, and analyzing of samples must be addressed to produce valid (useful for intended purposes), current, complete, and technically defensible data for local, regional, and national information needs. All aspects of sediment data-collection programs need to be evaluated, and adequate quality-control data must be collected and documented so that the comparability and representativeness of data obtained for highway- and urban-runoff studies may be assessed. Collection of representative samples for the measurement of sediment in highway and urban runoff involves a number of interrelated issues. Temporal and spatial variability in runoff result from a combination of factors, including volume and intensity of precipitation, rate of snowmelt, and features of the drainage basin such as area, slope, infiltration capacity, channel roughness, and storage characteristics. In small drainage basins such as those found in many highway and urban settings, automatic samplers are often the most suitable method for collecting samples of runoff for a variety of reasons. Indirect sediment-measurement methods are also useful as supplementary and(or) surrogate means for monitoring sediment in runoff. All of these methods have limitations in addition to benefits, which must be identified and quantified to produce representative data. Methods for

Several deformation phases in tectonically active Himalayas have rendered the rock masses very complex in terms of structure, lithology and degree of metamorphism. Again, anthropogenic activities such as roads, tunnels and other civil engineering constructions have led to a state of disequilibrium which in many cases, results in failure of rock masses. National Highway-05 around Jhakri area in India is a major connecting route to the China border in the hilly terrains of the state Himachal Pradesh. It cuts through the Himalayan rocks and has a hazardous history of landslides destroying human lives and interrupting communication very frequently. As a contribution towards the mitigation process, a study has been carried out along the highway to analyse kinematic stability and qualitative estimation of rock mass condition through rock mass classification systems. The kinematic analysis shows that the rock slopes are prone to planar and wedge failure. Rock mass rating for most of the locations lies between 7 and 34, representing a poor rock mass quality (Class IV), whereas slope mass rating is more disperse and ranges from 11 to 52 for most of the slopes (Class III, IV and V).

Transportation is vital to the U.S. economy and society. As such, U.S. Presidents have repeatedly stated that the nation needs to reduce dependence on petroleum, especially for the highway transportation sector. Throughout history, highway transportation fuel transitions have been completed successfully both in United States and abroad. Other attempts have failed, as described in Appendix A: Historical Highway Fuel Transitions. Planning for a transition is critical because the changes can affect our nation's ability to compete in the world market. A transition will take many years to complete. While it is tempting to make quick decisions about the new fuel(s)more » of choice, it is preferable and necessary to analyze all the pertinent criteria to ensure that correct decisions are made. Doing so will reduce the number of changes in highway fuel(s). Obviously, changes may become necessary because of occurrences such as significant technology breakthroughs or major world events. With any and all of the possible transitions to new fuel(s), the total replacement of gasoline and diesel fuels is not expected. These conventional fuels are envisioned to coexist with the new fuel(s) for decades, while the revised fuel and vehicle infrastructures are implemented. The transition process must analyze the needs of the primary 'players,' which consist of the customers, the government, the fuel industry, and the automotive industry. To maximize the probability of future successes, the prime considerations of these groups must be addressed. Section 2 presents a succinct outline of the Checklist. Section 3 provides a brief discussion about the groupings on the Checklist.« less

Traffic safety is a major concern in the temporary one-lane, two-way highway work zones due to the increasing of construction and maintenance operations. To prevent rear-end crashes and to mitigate the severity of these crashes caused by the inattentive driving, the utilization of the Emergency Flasher Traffic Control Device (EFTCD) was under consideration by government agencies, in addition to existing temporary traffic control devices installed in the one-lane, two-way highway work zones. The EFTCD was a newly proposed traffic warning device implemented through the use of vehicles' hazard warning flashers. The primary objective of the research project was to investigate the drivers' acceptance of the proposed EFTCD by measuring the mean speed changes of vehicles with and without EFTCD and by evaluating the drivers' opinions of the EFTCD using the survey method. Field experimental results revealed that the EFTCD effectively reduced the mean vehicle speeds in the upstream of two work zones. A slow speed is more likely to reduce the severity of a crash in work zones. In addition, survey results indicated that 60% of the drivers thought the EFTCD signified a need for speed reduction and 82% of drivers recommended the implementation of the EFTCD in one-lane, two-way work zones. These results provide the necessary scientific justifications for the government agencies to decide if the EFTCD should be implemented in the one-lane, two-way highway work zones to prevent rear-end crashes and to mitigate the severity of these crashes. Dollars for lives: the effect of highway capital investments on traffic fatalities.

This study examines the effect of highway capital investments on highway fatalities. We used state-level data from the 48 contiguous states in the United States from 1968 through 2010 to estimate the effects on highway fatalities of capital expenditures and highway capital stock. We estimated these effects by controlling for a set of control variables together with state and year dummy variables and state-specific linear time trends. We found that capital expenditures and capital stock had significant and negative effects on highway fatalities. States faced with declines in gas tax revenues have already cut back drastically on spending on roads including on maintenance and capital outlay. If this trend continues, it may undermine traffic safety. While states and local governments are currently fiscally strained, it is important for them to continue investments in roadways to enhance traffic safety and, more significantly, to save lives. PLUS highway is the largest concessionary in Malaysia. The study on PLUS highway development, in order to overcome the demand for efficient road transportation, is crucial. If the highways have better interconnected network, it will help the economic activities such as trade to increase. If economic activities are increasing, the benefit will come to the people and state. In its turn, it will help the leaders to plan and conduct national development program. In this paper, network analysis approach will be used to study the in-coming traffic burden during the year of 2013. The highway network linking all the toll plazas is a dynamic network. The objective of this study is to learn and understand about highway network in terms of the in-coming traffic burden entering to each toll plazas along PLUS highway. For this purpose, the filtered network topology based on the forest of all possible minimum spanning trees is used. The in-coming traffic burden of a city is represented by the number of cars passing through the corresponding toll plaza. To interpret the filtered network, centrality measures such as degree centrality, betweenness centrality, closeness centrality, eigenvector centrality are used. An overall centrality will be proposed if those four measures are assumed to have the same role. Based on the results, some suggestions and recommendations for PLUS highway network development will be delivered to PLUS highway management.

The Chief Medical Officer for England has published a strategy for health protection and announced the formation of a new body, the Health Protection Agency, to deal with the threats to health from infectious disease, chemicals, toxins and radiation hazards. This reflects international recognition of the need to combat threats to health from the likes of tuberculosis, HIV, influenza, anti-microbial resistance, chemical accidents and bio-terrorism, and the risks to health associated with increased movements of people, animals and goods, climate change and industrialisation. The strategy will strengthen surveillance and response linking contributions from clinical specialities with public health, microbiology, toxicology and radiation science within the health protection family. The Agency will be formed by combining a number of national and specialist public bodies and personnel delivering local protection services. The strategy represents a unique opportunity to strengthen local and national structures and develop a world-class health protection service. Detailed plans are being developed by the Department of Health with a variety of stakeholders for the launch of the Agency in 2003. A number of challenges will have to be met including developing and training the workforce in health protection, providing career structures for public health scientists and nurses, strengthening electronic communications and developing health protection networks within broader public health structures. Health protection should now be recognised as a sub-speciality of public health.

Accelerating the implementation of new technology in healthcare is typically complex and multi-faceted. One strategy is to charge a national agency with the responsibility for facilitating implementation. This study examines the role of such an agency in the English National Health Service. In particular, it compares two different facilitation strategies employed by the agency to support the implementation of insulin pump therapy. The research involved an empirical case study of four healthcare organisations receiving different levels of facilitation from the national agency: two received active hands-on facilitation; one was the intended recipient of a more passive, web-based facilitation strategy; the other implemented the technology without any external facilitation. The primary method of data collection was semi-structured qualitative interviews with key individuals involved in implementation. The integrated-PARIHS framework was applied as a conceptual lens to analyse the data. The two sites that received active facilitation from an Implementation Manager in the national agency made positive progress in implementing the technology. In both sites there was a high level of initial receptiveness to implementation. This was similar to a site that had successfully introduced insulin pump therapy without facilitation support from the national agency. By contrast, a site that did not have direct contact with the national agency made little progress with implementation, despite the availability of a web-based implementation resource. Clinicians expressed differences of opinion around the value and effectiveness of the technology and contextual barriers related to funding for implementation persisted. The national agency's intended roll out strategy using passive web-based facilitation appeared to have little impact. The Qinling panda subspecies (Ailuropoda melanoleuca qinlingensis) is highly endangered with fewer than 350 individuals inhabiting the Qinling Mountains. Previous studies have indicated that giant pandas are exposed to heavy metals, and a possible source is vehicle emission. The concentrations of Cu, Zn, Mn, Pb, Cr, Ni, Cd, Hg, and As in soil samples collected from sites along a major highway bisecting the panda's habitat were analyzed to investigate whether the highway was an important source of metal contamination. There were 11 sites along a 30-km stretch of the 108th National Highway, and at each site, soil samples were taken at four distances from the highway (0, 50, 100, and 300 m) and at three soil depths (0, 5, 10 cm). Concentrations of all metals except As exceeded background levels, and concentrations of Cu, Zn, Mn, Pb, and Cd decreased significantly with increasing distance from the highway. Geo-accumulation index indicated that topsoil next to the highway was moderately contaminated with Pb and Zn, whereas topsoil up to 300 m away from the highway was extremely contaminated with Cd. The potential ecological risk index demonstrated that this area was in a high degree of ecological hazards, which were also due to serious Cd contamination. And, the hazard quotient indicated that Cd, Pb, and Mn especially Cd could pose the health risk to giant pandas. Multivariate analyses demonstrated that the highway was the main source of Cd, Pb, and Zn and also put some influence on Mn. The study has confirmed that traffic does contaminate roadside soils and poses a potential threat to the health of pandas. This should not be ignored when the conservation and management of pandas is considered.

The transportation sector includes many subcategories--for example, on-highway, off-highway, and non-highway. Use of fuel for off-highway purposes is not well documented, nor is the number of off-highway vehicles. The number of and fuel usage for on-highway and aviation, marine, and rail categories are much better documented than for off-highway land-based use. Several sources document off-highway fuel use under specific conditions--such as use by application (e.g., recreation) or by fuel type (e.g., gasoline). There is, however, no single source that documents the total fuel used off-highway and the number of vehicles that use the fuel. This report estimates the fuel usagemore » and number of vehicles/equipment for the off-highway category. No new data have been collected nor new models developed to estimate the off-highway data--this study is limited in scope to using data that already exist. In this report, unless they are being quoted from a source that uses different terminology, the terms are used as listed below. (1) ''On-highway/on-road'' includes land-based transport used on the highway system or other paved roadways. (2) ''Off-highway/off-road'' includes land-based transport not using the highway system or other paved roadways. (3) ''Non-highway/non-road'' includes other modes not traveling on highways such as aviation, marine, and rail. It should be noted that the term ''transportation'' as used in this study is not typical. Generally, ''transportation'' is understood to mean the movement of people or goods from one point to another. The main purpose of this study was to investigate the agency problem presented by the global budget system followed by hospitals in Taiwan. In this study, we examine empirically the interaction between the principal: Bureau of National Health Insurance (BNHI) and agency: medical service providers (hospitals); we also describe actual medical service provider and hospital governance conditions from a agency theory perspective. This study identified a positive correlation between aversion to agency hazard (self-interest behavior, asymmetric information, and risk hedging) and agency problem risks (disregard of medical ethics, pursuit of extra-contract profit, disregard of professionalism, and cost orientation). Agency costs refer to BNHI auditing and monitoring expenditures used to prevent hospitals from deviating from NHI policy goals. This study also found agency costs negatively moderate the relationship between agency hazards and agency problems The main contribution of this study is its use of agency theory to clarify agency problems and several potential factors caused by the NHI system. This study also contributes to the field of health policy study by clarifying the nature and importance of agency problems in the health care sector. Copyright © 2014 Elsevier Ireland Ltd. To resolve these constraints, national health education systems in health agencies should be developed on the basis of stipulated guidelines that could ensure their viability, efficiency and effectiveness. A study at the African Regional Health Education Centre, Ibadan, Nigeria, has yielded thirty synthesized guidelines. The "guidelines" were empirically tested as an evaluation tool by assessing the operational and organizational status of Oyo State Health Education Unit, Ibadan, Nigeria. These guidelines are adaptable to local conditions to enhance the re-organization, re-orientation and consolidation of health education in national health agencies.

Assessing Advanced Airway Management Performance in a National Cohort of Emergency Medical Services Agencies.

Although often the focus of quality improvement efforts, emergency medical services (EMS) advanced airway management performance has few national comparisons, nor are there many assessments with benchmarks accounting for differences in agency volume or patient mix. We seek to assess variations in advanced airway management and conventional intubation performance in a national cohort of EMS agencies. We used EMS data from ESO Solutions, a national EMS electronic health record system. We identified EMS emergency responses with attempted advanced airway management (conventional intubation, rapid sequence intubation, sedation-assisted intubation, supraglottic airway insertion, and cricothyroidotomy). We also separately examined cases with initial conventional intubation. We determined EMS agency risk-standardized advanced airway management and initial conventional intubation success rates by using mixed-effects regression models, fitting agency as a random intercept, adjusting for patient age, sex, race, cardiac arrest, or trauma status, and use of rapid sequence or sedation-assisted intubation, and accounting for reliability variations from EMS agency airway volume. We assessed changes in agency advanced airway management and initial conventional intubation performance rank after risk and reliability adjustment. We also identified high and low performers (reliability-adjusted and risk-standardized success confidence intervals falling outside the mean). During 2011 to 2015, 550 EMS agencies performed 57,209 advanced airway management procedures. Among 401 EMS agencies with greater than or equal to 10 advanced airway management procedures, there were a total of 56,636 procedures. Median reliability-adjusted and risk-standardized EMS agency advanced airway management success was 92.9% (interquartile range 90.1% to 94.8%; minimum 58.2%; maximum 99.0%). Objectives. We describe an emerging public health concern regarding silicosis in the fast-growing highway repair industry. Methods. We examined highway construction trends, silicosis surveillance case data, and environmental exposure data to evaluate the risk of silicosis among highway repair workers. We reviewed silicosis case data from the construction industry in 3 states that have silicosis registries, and we conducted environmental monitoring for silica at highway repair work sites. Results. Our findings indicate that a large population of highway workers is at risk of developing silicosis from exposure to crystalline silica. Conclusions. Exposure control methods, medical screenings, protective health standards, and safety-related contract language are necessary for preventing future occupational disease problems among highway repair workers. Highway crash occurrence is a leading cause of unnatural deaths, and highway agencies continually seek to identify engineering measures to reduce crashes and to assess the efficacy of such measures. Most past studies on the effectiveness of roadway improvements in terms of crash reduction considered all rural two-lane sections as a single category of roads. However, it may be hypothesized that the differences in the mobility and accessibility characteristics that are reflected in (and due to) the different design standards between different functional subclasses in the rural two-lane highway system can lead to differences in efficacies of safety improvements at these subclasses. This paper investigates the efficacy of roadway improvements, in terms of crash reduction, at the various subclasses of rural two-lane highways. An empirical analysis of safety performance at each of the three subclasses of rural two-lane highways was carried out using the negative binomial modeling technique. For each subclass, crash prediction models were developed separately for the three levels of crash severity: property-damage only, injury, and fatal/injury. The crash factors that were considered include lane width, shoulder width, pavement surface friction, pavement condition, and horizontal and vertical alignments. After having developed the safety performance functions, the effectiveness (in terms of the extent of crash reduction, for different levels of crash severity) of highway safety enhancements at each highway subclass were determined using the theoretical concepts established in past literature. These enhancements include widening lanes, widening shoulders, enhancing pavement surface friction, and improving the vertical or horizontal alignment. The study found that there is empirical evidence to justify the decomposition of the family of rural two-lane roads into its constituent subclasses for purposes of analyzing the effectiveness of safety enhancement projects and thus to

, the most significant factors affecting SVOC concentrations are organic carbon content and distance from sources such as highways and power plants. Petroleum hydrocarbons, oil and grease, and polycyclic aromatic hydrocarbons (PAHs) in crankcase oil and vehicle emissions are the major SVOCs detected in highway runoff and urban stormwater. The few loading factors and regression equations that were developed in the 1970's and 1980's have limited use in estimating current (1998) loads of SVOCs on a national scale. These factors and equations are based on few data and use inconsistent units, and some are independent of rainfall. Also, more cars on the road today have catalytic converters, and fuels that were used in 1998 are cleaner than when loading factors and regression equations were developed. Comparisons to water-quality and sedimentquality criteria and guidelines indicate that PAHs, phenolic compounds, and phthalates in runoff and sediment exceeded U.S. Environmental Protection Agency drinking-water and aquatic-life standards and guidelines. PAHs in stream sediments adjacent to highways have the highest potential for adverse effects on receiving streams. Few data exist on VOCs in highway runoff. VOCs were detected in precipitation adjacent to a highway in England, and chloromethane, toluene, xylenes, 1,2,4-trimethylbenzene, and 1,2,3-trichloropropane were detected in runoff from a highway in Texas. In urban stormwater, gasoline-related compounds were detected in as many as 23 percent of the samples. Land use could be the most significant factor affecting the occurrence of VOCs, with highest concentrations of VOCs found in industrial areas. Temperature is another factor affecting the occurrence and concentrations of VOCs. Urban land surfaces are the primary nonpoint source of VOCs in stormwater. However, the atmosphere is a potential source of hydrophilic VOCs in stormwater, especially during cold seasons when partitioning of VOCs from air into water i

The U.S. Environmental Protection Agency (EPA) established strict regulations for highway diesel engine exhaust emissions of particulate matter (PM) and nitrogen oxides (NOx) to aid in meeting the National Ambient Air Quality Standards. The emission standards were phased in with stringent standards for 2007 model year (MY) heavy-duty engines (HDEs), and even more stringent NOX standards for 2010 and later model years. The Health Effects Institute, in cooperation with the Coordinating Research Council, funded by government and the private sector, designed and conducted a research program, the Advanced Collaborative Emission Study (ACES), with multiple objectives, including detailed characterization of the emissions from both 2007- and 2010-compliant engines. The results from emission testing of 2007-compliant engines have already been reported in a previous publication. This paper reports the emissions testing results for three heavy-duty 2010-compliant engines intended for on-highway use. These engines were equipped with an exhaust diesel oxidation catalyst (DOC), high-efficiency catalyzed diesel particle filter (DPF), urea-based selective catalytic reduction catalyst (SCR), and ammonia slip catalyst (AMOX), and were fueled with ultra-low-sulfur diesel fuel (~6.5 ppm sulfur). Average regulated and unregulated emissions of more than 780 chemical species were characterized in engine exhaust under transient engine operation using the Federal Test Procedure cycle and a 16-hr duty cycle representing a wide dynamic range of real-world engine operation. The 2010 engines’ regulated emissions of PM, NOX, nonmethane hydrocarbons, and carbon monoxide were all well below the EPA 2010 emission standards. There is a need to assess the risk of exposure to metals via roadside dust in Vietnam where many people live along the road/highways and are constantly exposed to roadside dust. In this study, we collected dust samples at 55 locations along two major Highways in north-east Vietnam, which passed through different land use areas. Samples were sieved into three different particle sizes and analyzed for concentrations of eight metals using a X-ray fluorescence instrument. The concentrations and environmental indices (EF, I geo ) of metals were used to evaluate the degree of pollution in the samples. Among different land uses, industrial areas could be highly polluted with heavy metals in roadside dust, followed by commerce and power plants. Additionally, the traffic density probably played an important role; higher concentrations were observed in samples from Highway No. 5 where traffic is several times higher than Highway No. 18. According to the risk assessment, Cr poses the highest noncarcinogenic risk even though the health hazard index values of assessed heavy metals in this study were within the acceptable range. Our assessment also found that the risk of exposure to heavy metals through roadside dust is much higher for children than for adults.

Decision makers need viable methods for the interpretation of local, regional, and national-highway runoff and urban-stormwater data including flows, concentrations and loads of chemical constituents and sediment, potential effects on receiving waters, and the potential effectiveness of various best management practices (BMPs). Valid (useful for intended purposes), current, and technically defensible stormwater-runoff models are needed to interpret data collected in field studies, to support existing highway and urban-runoffplanning processes, to meet National Pollutant Discharge Elimination System (NPDES) requirements, and to provide methods for computation of Total Maximum Daily Loads (TMDLs) systematically and economically. Historically, conceptual, simulation, empirical, and statistical models of varying levels of detail, complexity, and uncertainty have been used to meet various data-quality objectives in the decision-making processes necessary for the planning, design, construction, and maintenance of highways and for other land-use applications. Water-quality simulation models attempt a detailed representation of the physical processes and mechanisms at a given site. Empirical and statistical regional water-quality assessment models provide a more general picture of water quality or changes in water quality over a region. All these modeling techniques share one common aspect-their predictive ability is poor without suitable site-specific data for calibration. To properly apply the correct model, one must understand the classification of variables, the unique characteristics of water-resources data, and the concept of population structure and analysis. Classifying variables being used to analyze data may determine which statistical methods are appropriate for data analysis. An understanding of the characteristics of water-resources data is necessary to evaluate the applicability of different statistical methods, to interpret the results of these techniques

The www.fueleconomy.gov website offers information such as window label fuel economy for city, highway, and combined driving for all U.S.-legal light-duty vehicles from 1984 to the present. The site is jointly maintained by the U.S. Department of Energy and the U.S. Environmental Protection Agency (EPA), and also offers a considerable amount of consumer information and advice pertaining to vehicle fuel economy and energy related issues. Included with advice pertaining to driving styles and habits is information concerning the trend that as highway cruising speed is increased, fuel economy will degrade. An effort was undertaken to quantify this conventional wisdom throughmore » analysis of dynamometer testing results for 74 vehicles at steady state speeds from 50 to 80 mph. Using this experimental data, several simple models were developed to predict individual vehicle fuel economy and its rate of change over the 50-80 mph speed range interval. The models presented require a minimal number of vehicle attributes. The simplest model requires only the EPA window label highway mpg value (based on the EPA specified estimation method for 2008 and beyond). Traffic congestion and its impacts significantly affect the nation's economic performance and the public's quality of life. In most urban areas, travel demand routinely exceeds highway capacity during peak periods. In addition, events such as crashes, vehicle breakdowns, work zones, adverse weather, railroad crossings, large trucks loading/unloading in urban areas, and other factors such as toll collection facilities and sub-optimal signal timing cause temporary capacity losses, often worsening the conditions on already congested highway networks. The impacts of these temporary capacity losses include delay, reduced mobility, and reduced reliability of the highway system. They can also cause drivers to re-routemore » or reschedule trips. Such information is vital to formulating sound public policies for the highway infrastructure and its operation. In response to this need, Oak Ridge National Laboratory, sponsored by the Federal Highway Administration (FHWA), made an initial attempt to provide nationwide estimates of the capacity losses and delay caused by temporary capacity-reducing events (Chin et al. 2002). This study, called the Temporary Loss of Capacity (TLC) study, estimated capacity loss and delay on freeways and principal arterials resulting from fatal and non-fatal crashes, vehicle breakdowns, and adverse weather, including snow, ice, and fog. In addition, it estimated capacity loss and delay caused by sub-optimal signal timing at intersections on principal arterials. It also included rough estimates of capacity loss and delay on Interstates due to highway construction and maintenance work zones. Capacity loss and delay were estimated for calendar year 1999, except for work zone estimates, which were estimated for May 2001 to May 2002 due to data availability limitations. Road runoff is recognized as a substantial nonpoint source of contamination to the aquatic environment. Highway seasonal first flushes contain particularly high concentrations of pollutants. To fully account for the toxicity potential of the runoff, the cumulative effects of the pollutants should be assessed, ideally by biological analyses. Acute toxicity tests with were used to measure the toxicity of runoff from three major highway sections in Israel for 2 yr. Highway first flushes resulted in the mortality of all tested individuals within 24 to 48 h. A first flush collected from Highway 4 (traffic volume: 81,200 cars d) remained toxic even after dilution to <5% (48 h EC <5%). Synthetic solutions with metal concentrations corresponding to highways' first flushes revealed a synergistic adverse effect on survival and a potential additive effect of nonmetal pollutants in the runoff. Because daphnids and other invertebrates constitute the base of the aquatic food chain, detrimental effects of highway runoff may propagate to higher levels of biological organization. The observed high potential of environmental contamination warrants the control of highway runoff in proximity to natural watercourses. Academia-intelligence agency collaborations are on the rise for a variety of reasons. These can take many forms, one of which is in the classroom, using students to stand in for intelligence analysts. Classrooms, however, are ethically complex spaces, with students considered vulnerable populations, and become even more complex when layering multiple goals, activities, tools, and stakeholders over those traditionally present. This does not necessarily mean one must shy away from academia-intelligence agency partnerships in classrooms, but that these must be conducted carefully and reflexively. This paper hopes to contribute to this conversation by describing one purposeful classroom encounter that occurred between a professor, students, and intelligence practitioners in the fall of 2015 at North Carolina State University: an experiment conducted as part of a graduate-level political science class that involved students working with a prototype analytic technology, a type of participatory sensing/self-tracking device, developed by the National Security Agency. This experiment opened up the following questions that this paper will explore: What social, ethical, and pedagogical considerations arise with the deployment of a prototype intelligence technology in the college classroom, and how can they be addressed? How can academia-intelligence agency collaboration in the classroom be conducted in ways that provide benefits to all parties, while minimizing disruptions and negative consequences? This paper will discuss the experimental findings in the context of ethical perspectives involved in values in design and participatory/self-tracking data practices, and discuss lessons learned for the ethics of future academia-intelligence agency partnerships in the classroom.
