Homicide is the leading cause of workplace death among small retail and service businesses in the United States. Evidence-based programs have been shown to reduce robbery and robbery-related crimes in small retail businesses; however, reaching small businesses with programs has been difficult. As small businesses typically have no corporate backing or trade affiliation, police departments have been identified as potential vehicles for program dissemination. A national sample of 300 law enforcement agencies was surveyed to identify facilitators and barriers to adoption and sustainability of an evidence-based program. The questionnaire was developed using behavioral theory concepts and administered via telephone. Preliminary findings suggest the primary facilitators to program adoption included organizational capacity factors such as staff buy-in, dedicated personnel and financial support. Competing responsibilities was the primary barrier identified by agencies. Agency size and program complexity were identified as potential predictors of program adoption. Identifying agency and program-specific characteristics that influence program adoption by law enforcement agencies will be valuable for marketing programs to agencies that have the infrastructure to support and sustain program dissemination. Understanding these factors will optimize the reach of evidence-based strategies to small businesses.

Creating a meaningful infection control program in the home care setting proved to be challenging for agency leaders of one hospital-based home healthcare agency. Challenges arose when agency leaders provided infection control (IC) data to the hospital's IC Committee. The IC Section Chief asked for national benchmark comparisons to align home healthcare reporting to that of the hospital level. At that point, it was evident that the home healthcare IC program lacked definition and structure. The purpose of this article is to share how one agency built a meaningful IC program.

To examine the extent to which child welfare agencies adopt new practices and to determine the barriers to and facilitators of adoption of new practices. Data came from telephone interviews with the directors of the 92 public child welfare agencies that constituted the probability sample for the first National Survey of Child and Adolescent Well-being (NSCAWI). In a semi-structured 40 minute interview administered by a trained Research Associate, agency directors were asked about agency demographics, knowledge of evidence-based practices, use of technical assistance and actual use of evidence-based practices.. Of the 92 agencies, 83 or 90% agreed to be interviewed. Agencies reported that the majority of staff had a BA degree (53.45%) and that they either paid for (52.6%) or provided (80.7%) continuing education. Although agencies routinely collect standardized child outcomes (90%) they much less frequently collect measures of child functioning (30.9%). Almost all agencies (94%) had started a new program or practice but only 24.8% were evidence-based and strategies used to explore new programs or practices usually involved local or state contracts. Factors that were associated with program success included internal support for the innovation (27.3%), and an existing evidence base (23.5%). Directors of child welfare agencies frequently institute new programs or practices but they are not often evidence-based. Because virtually all agencies provide some continuing education adding discussions of evidence-based programs/practices may spur adaption. Reliance on local and state colleagues to explore new programs and practices suggests that developing well informed social networks may be a way to increase the spread of evidence0based practices.

A process evaluation of a participatory supportive return to work program, aimed at workers without a (permanent) employment contract who are sick-listed due to a common mental disorder, revealed that this program was executed less successfully than similar programs evaluated in earlier studies. The program consisted of a participatory approach, integrated care and direct placement in competitive employment. Aim of this study was to get a better understanding of the execution of the program by evaluating stakeholders' perceptions. In the absence of an employer, the program was applied by the Dutch Social Security Agency, in collaboration with vocational rehabilitation agencies. Together with the sick-listed workers, these were the main stakeholders. Our research questions involved stakeholders' perceptions of the function(s) of the program, and their perceptions of barriers and facilitators for a successful execution of the program within the Dutch social security sector. Semi-structured interviews were held with five sick-listed workers, eight professionals of the Social Security Agency, and two case managers of vocational rehabilitation agencies. Interview topics were related to experiences with different components of the program. Selection of respondents was based on purposive sampling and continued until data saturation was reached. Content analysis was applied to identify patterns in the data. Two researchers developed a coding system, based on predefined topics and themes emerging from the data. Although perceived functions of some components of the program were as intended, all stakeholders stressed that the program often had not resulted in return to work. Perceived barriers for a successful execution were related to a poor collaboration between the Dutch Social Security Agency, vocational rehabilitation agencies and healthcare providers, the type of experienced (health) problems, time constraints, and limited job opportunities. Interorganizational relationships within state tobacco control networks: a social network analysis.

State tobacco control programs are implemented by networks of public and private agencies with a common goal to reduce tobacco use. The degree of a program's comprehensiveness depends on the scope of its activities and the variety of agencies involved in the network. Structural aspects of these networks could help describe the process of implementing a state's tobacco control program, but have not yet been examined. Social network analysis was used to examine the structure of five state tobacco control networks. Semi-structured interviews with key agencies collected quantitative and qualitative data on frequency of contact among network partners, money flow, relationship productivity, level of network effectiveness, and methods for improvement. Most states had hierarchical communication structures in which partner agencies had frequent contact with one or two central agencies. Lead agencies had the highest control over network communication. Networks with denser communication structures had denser productivity structures. Lead agencies had the highest financial influence within the networks, while statewide coalitions were financially influenced by others. Lead agencies had highly productive relationships with others, while agencies with narrow roles had fewer productive relationships. Statewide coalitions that received Robert Wood Johnson Foundation funding had more highly productive relationships than coalitions that did not receive the funding. Results suggest that frequent communication among network partners is related to more highly productive relationships. Results also highlight the importance of lead agencies and statewide coalitions in implementing a comprehensive state tobacco control program. Network analysis could be useful in developing process indicators for state tobacco control programs.

Students, a large percentage with disabilities, are at high risk for poor post-secondary outcomes in state agency education programs. This mixed-methods study describes the understandings of student transitions in state agency education programs from the perspectives of youth and administrators. Results indicated that: transition is more narrowly defined within alternative education programs; key strengths of transition practice are present in nontraditional schools; and the coordination barriers within this fluid inter-agency transition system are most apparent in students' frequent inter-setting transitions between nontraditional and home schools.

Vaccine-preventable diseases pose a significant risk to children in childcare. However, few regulations exist regarding childcare staff vaccination. This study aimed to assess support for a childcare agency staff mandatory vaccination policy. Surveys were distributed to staff and parents at 23 St Louis, Mo, childcare agencies during fall 2014. Staff and parents' support for a mandatory vaccination and/or agency certification program were compared using χ(2) tests. Multivariate logistic regression was conducted using a 2-level nested design and controlling for gender, race, age, and income to determine predictive models for support for a mandatory staff vaccination policy and/or agency certification program. Overall, 354 parents and staff participated (response rate, 32%). Most supported a mandatory staff vaccination policy (80.0%; n = 280) or agency certification program (81.2%; n = 285), and there were no differences between parents versus staff. Determinants of support for a mandatory policy included willingness to receive influenza vaccine annually, belief that vaccines are safe and effective, and support for the policy only if there were no costs. There is strong support for some type of childcare agency staff vaccination policy. Implementing such a policy/program should be a collaborative endeavor that addresses vaccine cost and access. Workplace violence prevention policies in home health and hospice care agencies.

Workplace violence in the home health industry is a growing concern, but little is known about the content of existing workplace violence prevention programs. The authors present the methods for this study that examined workplace violence prevention programs in a sample of 40 California home health and hospice agencies. Data was collected through surveys that were completed by the branch managers of participating facilities. Programs were scored in six different areas, including general workplace violence prevention components; management commitment and employee involvement; worksite analysis; hazard prevention and control; safety and health training; and recordkeeping and program evaluation. The results and discussion sections consider these six areas and the important gaps that were found in existing programs. For example, although most agencies offered workplace violence training, not every worker performing patient care was required to receive the training. Similarly, not all programs were written or reviewed and updated regularly. Few program differences were observed between agency characteristics, but nonetheless several striking gaps were found.

OSHA is issuing a final rule amending the Basic Program Elements to require Federal agencies to submit their occupational injury and illness recordkeeping information to the Bureau of Labor Statistics (BLS) and OSHA on an annual basis. The information, which is already required to be created and maintained by Federal agencies, will be used by BLS to aggregate injury and illness information throughout the Federal government. OSHA will use the information to identify Federal establishments with high incidence rates for targeted inspection, and assist in determining the most effective safety and health training for Federal employees. The final rule also interprets several existing basic program elements in our regulations to clarify requirements applicable to Federal agencies, amends the date when Federal agencies must submit to the Secretary of Labor their annual report on occupational safety and health programs, amends the date when the Secretary of Labor must submit to the President the annual report on Federal agency safety and health, and clarifies that Federal agencies must include uncompensated volunteers when reporting and recording occupational injuries and illnesses.

Exploring the effect of organizational culture on consumer perceptions of agency support for mental health recovery.

This research explores the impact of mental health agency culture on consumers' perceptions of agency support for their recovery. This study hypothesized that a constructive organizational culture must be present for consumers to perceive agency support for recovery. A sample of 12 mental health agencies in rural Pennsylvania participated in the research. Agency administrators completed an instrument called the recovery oriented service environment, which measured the number of recovery model program components offered by the agency. Consumers completed the recovery oriented services indicators, which taps into their perception of agency support for recovery. Direct service staff completed the organizational social context, which measured their agency's culture. Results showed that in this sample stronger consumer perceptions of agency support for recovery were correlated with higher ratings of agency constructive culture. The results suggest that agency culture is an important variable to target when implementing recovery model programming.

The report is entitled Toxic Air Pollutants: State and Local Regulatory Strategies - 1989. The 364-page report is the result of a survey of state and local air pollution control agencies, which solicited information on their programs to control air toxics. According to the survey, every state currently has a program to address emissions of air toxics. Additionally, 27 of the 40 local agencies that responded to the survey have, or are developing, air toxics programs. The strategies employed by state and local agencies vary widely, including control technology requirements, risk assessment, acceptable ambient guidelines, or a combination of thesemore » approaches. The Centers for Disease Control and Prevention (CDC), through its Diffusion of Effective Behavioral Interventions (DEBI) program, trained over 260 agencies on VOICES/VOCES between August 2003 and April 2005. ORC Macro conducted interviews with agency staff 3 months after receiving VOICES/VOCES training. This article discusses the diffusion of VOICES/VOCES; agencies' adoption, adaptation, and implementation of this intervention; and needs for ongoing proactive technical assistance (TA) for agencies to successfully integrate behavioral interventions into their programs. The vastmajority of agencies implemented VOICES/VOCES with fidelity to the core elements, and agencies successfully adapted the intervention to make it more appealing to target populations. TA is needed for interventions to be successfully adapted and implemented with fidelity to the core elements, and to ensure program sustainability. More effective interventions of short duration and minimum complexity to easily match with existing resources and conditions of agency capacity among HIV prevention providers in the community are needed.

Water resources are abundant in Marion County, Indiana, and have been developed for public and industrial supply, energy generation, irrigation, and recreation. The largest water withdrawals are from surface water, and the two largest water uses are public supply and cooling water for electrical-generating plants. Water-resources programs in the county are carried out by Federal, State and local agencies to address issues of surface and groundwater availability and quality. The programs of each agency are related to the functions and goals of the agency. Although each agency has specific information needs to fulfill its functions, sometimes these needs overlap, and there are times when the same hydrologic information benefits all. Overlapping information needs and activities create opportunities for interagency coordination and cooperation. Such cooperation could lead to a savings of dollars spent on water-resources programs and could assure an improved understanding of the water resources of the county. Representatives from four agencies-- the Indiana Department of Environmental Management, the Indiana Department of Natural Resources, the Indianapolis Department of Public Works, and the U.S. Geological Survey--met four times in 1987 to describe their own water-resources programs, to identify hydrologic-information needs, and to contact other agencies with related programs. This report presents the interagency findings and is intended to further communication among water resource agencies by identifying current programs and common needs for hydrologic information. Hydrologic information needs identified by the agency representatives include more precise methods for determining the volume of water withdrawals and for determining the volume of industrial and municipal discharges to surface water. Maps of flood-prone areas need to be updated as more of the county is developed. Improved aquifer maps of the inter-till aquifers are needed, and additional observation wells are needed in the inter-till and bedrock aquifers. Finally, immediate access to instantaneous precipitation data is needed to assess flooding potential. (USGS)

To obtain further information from members of the International Network of Agencies for Health Technology Assessment (INAHTA) on the involvement of consumers in their programs. A questionnaire for a survey was developed and sent to member agencies in November 2010. Survey responses were compared with those from an earlier survey conducted in 2005. Of the thirty-three agencies that provided responses, 67 percent involve consumers in some aspects of their health technology assessment (HTA) programs, compared with 57 percent in 2005. As in the earlier survey, most agencies reporting involvement have contact with consumer or patient organizations and a large minority also involve individual consumers. Summaries of HTA reports that are intended to be easily understood by consumers are prepared by 84 percent of the agencies, and 42 percent involve consumers in dissemination of HTA material. In both areas, there was some increase from the levels previously reported. The survey results suggest that there is a trend to increased involvement of consumers by the INAHTA agencies in their programs but that the level of involvement remains relatively limited. The manner of consumer participation varies between agencies.

A pilot program carried out in Western Canada to test remote sensing under semi-operational conditions and display its applicability to operational range management programs was described. Four agencies were involved in the program, two in Alberta and two in Manitoba. Each had different objectives and needs for remote sensing within its range management programs, and each was generally unfamiliar with remote sensing techniques and their applications. Personnel with experience and expertise in the remote sensing and range management fields worked with the agency personnel through every phase of the pilot program. Results indicate that these agencies have found remote sensing to be a cost effective tool and will begin to utilize remote sensing in their operational work during ensuing seasons.

While numerous programs aim to mediate the risks for children experiencing homelessness, there is a lack of research representing the children's and parents' perspectives in supportive housing programs. With this phenomenological qualitative study, the authors share the voices of 22 participants, including children and their families, regarding their experiences while receiving services from a homeless agency. Participating parents perceived that the program provided resources to the children that they could not provide themselves, opportunities for exposure to positive new experiences, and improved psychosocial outcomes for their children. Participants also discussed desired program changes and the responsiveness of agency staff regarding unmet needs of the children. Implications for policies and programs are discussed.

For more than 80 years, the Federal-State Cooperative Program in North Carolina has been an effective partnership that provides timely water information for all levels of government. The cooperative program has raised awareness of State and local water problems and issues and has enhanced transfer and exchange of scientific information. The U.S. Geological Survey (USGS) conducts statewide water-resources investigations in North Carolina that include hydrologic data collection, applied research studies, and other interpretive studies. These programs are funded through cooperative agreements with the North Carolina Departments of Environment, Health, and Natural Resources; Human Resources; and Transportation, as well as more than a dozen city and county governmental agencies. The USGS also conducts special studies and data-collection programs for Federal agencies, including the Department of Defense, the U.S. Soil Conservation Service, the Tennessee Valley Authority, and the U.S. Environmental Protection Agency that contribute to North Carolina's water information data base. Highlights of selected programs are presented to show the scope of USGS activities in North Carolina and their usefulness in addressing water-resource problems. The reviewed programs include the statewide data-collection program, estuarine studies, the National Water-Quality Assessment program, military installation restoration program, and groundwater flow model-development program in the Coastal Plain and Piedmont provinces.

Although the space program as a whole is a true reflection of the level of achievement in human history in the field of Science and Technology, but it is also important to note that there are numbers of communities and societies on this earth that are ignorant about this great achievement, hence leading to the continuous diverting of Potential Astronomers, Aerospace Engineers and Astrologist to other disciplines, thereby undermining the development of the space program over time. It was in view of the above that this research was conducted and came up with the under listed Suggestions/Recommendations:- 1. The European Space Agency (ESA), National Aeronautic Space Agency (NASA) and the Russian Space Agency, should be organising and sponsoring public enlightenment conferences, seminars and workshops towards creating awareness and attracting Potential Astronomers and other Space Scientist mostly in the developing countries into the space program. 2. Esteemed organisations in space programs like NASA, ESA and others should be awarding scholarships to potential space scientist that lack the financial capability to pursue studies in the field of space science from the developing countries. 3. The European Space Agency, National Aeronautic Space Agency and the Russian Space Agency, should open their offices for the development of the space program in the third world countries. I believe that if the above suggestions/recommendations are adopted and implemented it will lead to the development of the space program in general, otherwise the rate at which potential Astronomers, Aerospace Engineers and Astrologists will be diverting into other disciplines will ever remain on the increase.

SB 1082 -- Unified hazardous materials/waste program: Local implementation

California Senate Bill 1082 was signed into law in the fall of 1993 because business and industry believed there were too many hazardous materials inspectors asking the same questions, looking at the same items and requiring similar information on several variations of the same form. Industry was not happy with the large diversity of programs, each with its own inspectors, permits and fees, essentially doing what industry believed was the same inspection. SB 1082 will allow local city and county agencies to apply to the California Environmental Protection Agency to become a Certified Unified Program Agency (CUPA) or work withmore » a CUPA as a Participating Agency (PA) to manage specific program elements. The CUPA will unify six regulatory programs including hazardous waste/tiered permitting, aboveground storage tanks, underground storage tanks, business and area plans/inventory or disclosure, acutely hazardous materials/risk management prevention and Uniform Fire Code programs related to hazardous materials inventory/plan requirements. The bill requires the CUPA to (1) implement a permit consolidation program; (2) implement a single fee system with a state surcharge; (3) consolidate, coordinate and make consistent any local or regional requirements or guidance documents; and (4) implement a single unified inspection and enforcement program.« less

The authors, representing the acting Nearshore Advisory Council, have developed an implementation plan for a U.S. Nearshore Research Program based on the 2015 Future of Nearshore Processes report that was authored by the nearshore community. The objectives of the plan are to link research programs across federal agencies, NGOs, industry, and academia into an integrated national program and to increase academic and NGO participation in federal agency nearshore processes research. A primary recommendation is interagency collaboration to build a research program that will coordinate and fund U.S. nearshore processes research across three broad research themes: 1) long-term coastal evolution due to natural and anthropogenic processes; 2) extreme events; and 3) physical, biological and chemical processes impacting human and ecosystem health. The plan calls for a new program to be developed by an executive committee of federal agency leaders, NGOs, and an academic representative, created similarly to the existing NOPP program. This leadership will be established prior to the 2016 Ocean Sciences meeting and will have agreed on responsibilities and a schedule for development of the research program. To begin to understand the scope of today's U.S. coastal research investment, a survey was distributed to ten federal agency R&D program heads. Six of the ten agencies indicated that they fund coastal research, with a combined annual coastal research budget of nearly 100 million (NSF has not responded). The priority of the three research themes were ranked nearly equally and potential research support ranged from 15-19 million for each theme, with approximately 12 million as direct contribution to academic research. Beyond addressing our fundamental science questions, it is critical that the nearshore community stay organized to represent academic interests on the new executive committee. The program goal is the integration of academic, NGO, and federal agencies.
