Over the past 25 years, the North Carolina Departments of Labor, Agriculture and Consumer Services, and Health and Human Services have worked with farmers, farmworkers, commodity and trade associations, universities, and cooperative extension agents to develop programs to decrease the occurrence of injuries and illnesses among agricultural workers and their families. The Bureau of Agricultural Safety and Health in the North Carolina Department of Labor helped craft the Migrant Housing Act, created the Gold Star program, and developed numerous projects promoting rural highway safety and farm safety. The Structural Pest Control & Pesticides Division in the North Carolina Department of Agriculture & Consumer Services administers programs funded by the Pesticide Environmental Trust Fund (PETF), including the Pesticide Container Recycling Program, Pesticide Disposal Assistance Program (PDAP), and Soil Fumigation Training. The Occupational and Environmental Epidemiology Branch (OEEB) in the North Carolina Department of Health and Human Services developed public health surveillance programs for pesticide incidents and carbon monoxide poisoning. These projects, programs, and policies demonstrate the work that North Carolina state agencies are doing to improve the health of agricultural workers and their families.

Successes and challenges in a novel doctoral program in systems agriculture: a case example.
Lust, D; Topliff, D; Deotte, R
2010-01-01
A doctoral program in Systems Agriculture was initiated at West Texas A&M University, Canyon, TX, in September, 2003. The stated objective of the program was "..to prepare leaders for the agricultural industry that are trained in a multidisciplinary, research-based curriculum that emphasizes a systems approach to problem solving". The program offers a single doctoral degree in Agriculture and accepts qualified students with a master's or professional degree in agricultural or related disciplines. Courses related to systems methodologies, leadership, agricultural economics, plant and soil science, and animal science are required. Additional program requirements include a systems research project and dissertation, leadership training, and written and oral exams. The program has exceeded enrollment and graduation targets, suggesting interest in this approach to a doctoral degree. Students have entered the program with M.S. backgrounds in education, traditional agricultural disciplines, veterinary medicine, business, and physics. Graduates have gained employment in industry, university teaching and research, government research/administration, and extension. Doctoral student projects in systems agriculture contributed to curriculum changes and to the conceptual framework adopted by a multi-state research group. Designing and teaching courses for students with diverse backgrounds has been challenging. Development of a common understanding of systems agriculture was identified by a third-party program review as an issue for faculty. Development and maintenance of program standards and administrative procedures posed additional challenges. Leadership, administrative support, and timely and continuing program assessment are suggested as necessary components for a nontraditional doctoral program.

Purdue University's Agricultural Safety and Health Program (PUASHP) has collaborated with secondary agricultural education programs, including FFA Chapters, for over 70 years to deliver and promote agricultural safety and health programming. With support from a U.S. Department of Labor Susan Harwood Program grant, PUASHP utilized a Developing a Curriculum (DACUM) process to develop, implement, and evaluate an evidence-based curriculum for use with young and beginning workers, ages 16-20, exposed to hazards associated with grain storage and handling. The primary audience was students enrolled in secondary agricultural education programs. A review of the literature identified a gap in educational resources that specifically addresses this target population. The curriculum developed was based on fatality and injury incident data mined from Purdue's Agricultural Confined Space Incident Database and input from a panel of experts. The process identified 27 learning outcomes and finalized a pool of test questions, supported by empirical evidence and confirmed by a panel of experts. An alignment process was then completed with the current national standards for secondary agricultural education programs. Seventy-two youth, ages 16-20, enrolled in secondary-school agricultural education programs, and a smaller group of post-secondary students under the age of 21 interested in working in the grain industry pilot tested the curriculum. Based on student and instructor feedback, the curriculum was refined and submitted to OSHA for approval as part of OSHA's online training resources. The curriculum was delivered to 3,665 students, ages 16-20. A total of 346 pre- and post-tests were analyzed, and the results used to confirm content validity and assess knowledge gain. Findings led to additional modifications to curriculum content, affirmed knowledge gain, and confirmed appropriateness for use with secondary agricultural education programs. The curriculum has been promoted nationally and made available for free download from www.agconfinedspaces.org . Findings further confirmed the value of delivering safety programming through established programs such as secondary agricultural education programs and FFA Chapters serving youth.

In 1976 Suffolk County initiated a farmland preservation program to manage residential growth through the public purchase of development rights on prime agricultural land. As currently envisioned, the program will acquire development rights on only about one-fourth of the agricultural land in the county. The most likely acreage for which development rights will be purchased is devoted now to land-extensive crops. On a per acre basis, these crops contribute little to gross farm receipts when compared to the more land-intensive enterprises. It also is possible that the program will increase, rather than decrease, the cost of agricultural production on themore » program acreage. Furthermore, it may encourage the development of small country estates on the land that is now in commercial agriculture. While the program may help to continue an open landscape in limited areas of eastern Suffolk County, it is unlikely that even without the program all of the agricultural land will be developed. With so little of the potentially developable land included in the program, it appears the purchase of development rights will have little effect on the county's population density. The program will result in cost savings in public services, but on a per acre basis the development rights will cost more than the present value of the most optimistic estimates of public service cost savings. Moreover, any tax savings experienced will benefit those taxpayers who live in close proximity to the preserved acreage at the expense of those who live in western Suffolk County. While it seems the program cannot be justified on an economic basis, the unique island geography limiting accessibility of alternative open space, the continuing concern about overpopulation, and the relative affluence of the residents may help explain local support for the program. The Suffolk County situation might be useful to other areas worried about controlling urban fringe growth. 24 references.« less

This article analyses the greenhouse gas (GHG) impact potential of improved management practices and technologies for smallholder agriculture promoted under a global food security development program. Under ‘business-as-usual’ development, global studies on the future of agriculture to 2050 project considerable increases in total food production and cultivated area. Conventional cropland intensification and conversion of natural vegetation typically result in increased GHG emissions and loss of carbon stocks. There is a strong need to understand the potential greenhouse gas impacts of agricultural development programs intended to achieve large-scale change, and to identify pathways of smallholder agricultural development that can achieve food security and agricultural production growth without drastic increases in GHG emissions. In an analysis of 134 crop and livestock production systems in 15 countries with reported impacts on 4.8 million ha, improved management practices and technologies by smallholder farmers significantly reduce GHG emission intensity of agricultural production, increase yields and reduce post-harvest losses, while either decreasing or only moderately increasing net GHG emissions per area. Investments in both production and post-harvest stages meaningfully reduced GHG emission intensity, contributing to low emission development. We present average impacts on net GHG emissions per hectare and GHG emission intensity, while not providing detailed statistics of GHG impacts at scale that are associated to additional uncertainties. While reported improvements in smallholder systems effectively reduce future GHG emissions compared to business-as-usual development, these contributions are insufficient to significantly reduce net GHG emission in agriculture beyond current levels, particularly if future agricultural production grows at projected rates.

Landscape Analysis of Nutrition-sensitive Agriculture Policy Development in Senegal.

Unlocking the agricultural potential of Africa offers a genuine opportunity to address malnutrition and drive development of the continent. Using Senegal as a case study, to identify gaps and opportunities to strengthen agricultural policies with nutrition-sensitive approaches. We carried out a systematic analysis of 13 policy documents that related to food production, agriculture, food security, or nutrition. Next, we collected data during a participatory analysis with 32 national stakeholders and in-depth interviews with 15 national experts of technical directorates of the different ministries that deal with agriculture and food production. The current agricultural context has various elements that are considered to enhance its nutrition sensitivity. On average, 8.3 of the 17 Food and Agriculture Organization guiding principles for agriculture programming for nutrition were included in the policies reviewed. Ensuring food security and increasing dietary diversity were considered to be the principal objectives of agricultural policies. Although there was considerable agreement that agriculture can contribute to nutrition, current agricultural programs generally do not target communities on the basis of their nutritional vulnerability. Agricultural programs were reported to have specific components to target female beneficiaries but were generally not used as delivery platforms for nutritional interventions. The findings of this study indicate the need for a coherent policy environment across the food system that aligns recommendations at the national level with local action on the ground. In addition, specific activities are needed to develop a shared understanding of nutrition and public health nutrition within the agricultural community in Senegal. © The Author(s) 2015.

[The role of national rural organization and agricultural extension services in relation to women].
Martius Von Harder, G
1985-01-01
Rural extension services are designed to provide rural dwellers with information needed to further technical or social development and to solve problems. Extension agents should be fully aware of their responsibility for the advice they provide. The number of rural and agricultural development and extension agencies has multiplied greatly in the past 2 decades. Agricultural extension is the principal component of most rural development strategies. Training given to men is usually economic, while that for women is devoted to household and social functioning. Programs for women usually lag general development programs. Training of women is usually not included in agricultural extension programs, especially in countries practicing segregation of the sexes. Agricultural extension programs are generally limited to cultivation techniques and neglect transformation and storage of crops and seed preparation for increased production. Measures that could improve productivity of women's agriculture-related work are expected to be delivered through the intermediacy of their husbands, but the husbands may not appreciate the import of such messages if they are not familiar with their wives' work. Agricultural training should consider all stages of production, should be delivered to the individuals actually performing the tasks, and should be ecologically appropriate. The overall objective of agricultural extension is to increase production, but most programs do not specify who is to use the surplus or to benefit from it. The rural population or the urban population may be the prime beneficiary, or cash crops may be produced for export. Although increased production should benefit the rural population through a better food supply, in reality most extension programs are devoted to cash crops for export and are less than fully successful because of problems of crop distribution and marketing and other shortcomings. Where men and women perform the same agricultural work, it should be possible for training sessions to be held jointly for both sexes, but cultural tabus and sexual division of labor may be such that different programs and personnel are required for men and women. There are currently numerous limitations on the inclusion of women in extension programs, including official policies against female employment and ignorance of the contribution of female agricultural work and social customs which discourage female social participation. There may be few or no women extension workers, female extension agents may try to avoid fieldwork, they may spend most of their time training women in household management, or their mobility may be strictly limited by family responsibilities.

The dynamic nature of agriculture requires repetitive resource assessments such as those from remote sensing. Until recently, the use of remote sensing in agriculture has been limited primarily to site specific investigations without large-scale evaluations. Examples of successful applications at various user levels are provided. The stage of development for applying remote sensing to many agricultural problems is assessed, and goals for planning future data characteristics for increased use in agriculture are suggested.

The place of algae in agriculture: policies for algal biomass production.
Trentacoste, Emily M; Martinez, Alice M; Zenk, Tim
2015-03-01
Algae have been used for food and nutraceuticals for thousands of years, and the large-scale cultivation of algae, or algaculture, has existed for over half a century. More recently algae have been identified and developed as renewable fuel sources, and the cultivation of algal biomass for various products is transitioning to commercial-scale systems. It is crucial during this period that institutional frameworks (i.e., policies) support and promote development and commercialization and anticipate and stimulate the evolution of the algal biomass industry as a source of renewable fuels, high value protein and carbohydrates and low-cost drugs. Large-scale cultivation of algae merges the fundamental aspects of traditional agricultural farming and aquaculture. Despite this overlap, algaculture has not yet been afforded a position within agriculture or the benefits associated with it. Various federal and state agricultural support and assistance programs are currently appropriated for crops, but their extension to algal biomass is uncertain. These programs are essential for nascent industries to encourage investment, build infrastructure, disseminate technical experience and information, and create markets. This review describes the potential agricultural policies and programs that could support algal biomass cultivation, and the barriers to the expansion of these programs to algae.
Irradiation of northwest agricultural products
NASA Astrophysics Data System (ADS)
Eakin, D. E.; Tingey, G. I.
1985-02-01
Irradiation of food for disinfestation and preservation is increasing in importance because of increasing restrictions on various chemical treatments. Irradiation treatment is of particular interest in the Northwest because of a growing supply of agricultural products and the need to develop new export markets. Several products have, or could potentially have, significant export markets if stringent insect ocntrol procedures are developed and followed. Due to the recognized potential benefits of irradiation, this program was conducted to evaluate the benefits of using irradiation on Northwest agricultural products. Commodities currently included in the program are cherries, apples, asparagus, spices, hay, and hides.

Minorities continue to be underrepresented in professional science careers. In order to make Science, Technology, Engineering, and Mathematics (STEM) careers more accessible for underrepresented minorities, informal science programs must be utilized to assist in developing interest in STEM for minority youth. In addition to developing interest in science, informal programs must help develop interpersonal skills and leadership skills of youth, which allow youth to develop discrete social behaviors while creating positive and supportive communities thus making science more practical in their lives. This study was based on the premise that introducing underrepresented youth to the agricultural and life sciences through an integrated precollege experience of leadership development with university faculty, scientist, and staff would help increase youths' interest in science, while also increasing their interest to pursue a STEM-related career. Utilizing a precollege life science experience for underrepresented minorities, known as the Ag Discovery Camp, 33 middle school aged youth were brought to the Purdue University campus to participate in an experience that integrated a leadership development program with an informal science education program in the context of agriculture. The week-long program introduced youth to fields of agriculture in engineering, plant sciences, food sciences, and entomology. The purpose of the study was to describe short-term and intermediate student outcomes in regards to participants' interests in career activities, science self-efficacy, and career intentions. Youth were not interested in agricultural activities immediately following the precollege experience. However, one year after the precollege experience, youth expressed they were more aware of agriculture and would consider agricultural careers if their first career choice did not work out for them. Results also showed that the youth who participated in the precollege experience were self-efficacious to learn science, and they were self-efficacious to learn science one year after the precollege experience. Youth reported they did not develop interpersonal and leadership skills during the precollege experience, yet they said the interpersonal and leadership skills were useful throughout the following year after the precollege experience. Participants were interested in science careers, and their career plans did not change after the precollege experience.

Fang, Jinggui; Zhu, Xudong; Wang, Chen; Shangguan, Lingfei
2016-08-01
With the development of molecular biology, some DNA-based technologies have showed great potentiality in promoting the efficiency of crop breeding program, protecting germplasm resources, improving the quality and outputs of agricultural products, and protecting the eco-environment etc., making their roles in modern agriculture more and more important. To better understand the application of DNA technologies in agriculture, and achieve the goals to promote their utilities in modern agriculture, this paper describes, in some different way, the applications of molecular markers, transgenic engineering and gene's information in agriculture. Some corresponding anticipations for their development prospects are also made.

Current and desired competency levels of secondary agricultural teachers in Pennsylvania
NASA Astrophysics Data System (ADS)
Elbert, Chanda Dehron
The purpose of this study was to identify the competencies needed by secondary agricultural teachers in the Commonwealth of Pennsylvania. Specifically, this study identified competencies needed to help make teachers more effective while working with special needs students. The objectives of the study were to: (1) determine, verify, and evaluate competencies needed by secondary teachers of agriculture to work with handicapped students enrolled in agricultural and vocational education programs; (2) determine, verify, and evaluate competencies needed by secondary teachers of agriculture to work with economically disadvantaged students enrolled in agricultural and vocational education programs; (3) determine, verify, and evaluate competencies needed by secondary teachers of agriculture to work with academically challenged students enrolled in agricultural and vocational programs; and (4) evaluate the self-perceived competency levels of secondary agricultural education teachers and their desired competency levels. A 50% simple random sample of secondary agricultural teachers from the Directory for Agricultural Education in Pennsylvania, 1999--2000 was used. The design for the study was a descriptive study. The data collection instrument used was divided into five different areas: personal characteristics, professional role and development, instructional role, knowledge statements, and student leadership and organization. Subjects were asked to rate their present and desired levels of competency in the categories using a Likert-type scale. The competency scale was as follows: 1 = not competent; 2 = slightly competent, 3 = competent; 4 = very competent; 5 = extremely competent. There were 153 questionnaires mailed to the secondary agricultural education teachers. A total of 96 teachers responded to the questionnaire. Frequencies and distributions were used to describe demographic variables. T-test and analysis of variance were used to determine relationships between nominal variables. A paired t-test was used to conduct an analysis of each competency area identified. Repeated measures were used to compare differences among categories. The data suggested that all teachers rated their desired level of competencies higher than their current competency levels. It was recommended that teachers be given the opportunity to attend additional professional development programs which will increase their knowledge base while working with special needs students.

In this research, an export coefficient based dual inexact two-stage stochastic credibility constrained programming (ECDITSCCP) model was developed through integrating an improved export coefficient model (ECM), interval linear programming (ILP), fuzzy credibility constrained programming (FCCP) and a fuzzy expected value equation within a general two stage programming (TSP) framework. The proposed ECDITSCCP model can effectively address multiple uncertainties expressed as random variables, fuzzy numbers, pure and dual intervals. Also, the model can provide a direct linkage between pre-regulated management policies and the associated economic implications. Moreover, the solutions under multiple credibility levels can be obtained for providing potential decision alternatives for decision makers. The proposed model was then applied to identify optimal land use structures for agricultural NPS pollution mitigation in a representative upstream subcatchment of the Miyun Reservoir watershed in north China. Optimal solutions of the model were successfully obtained, indicating desired land use patterns and nutrient discharge schemes to get a maximum agricultural system benefits under a limited discharge permit. Also, numerous results under multiple credibility levels could provide policy makers with several options, which could help get an appropriate balance between system benefits and pollution mitigation. The developed ECDITSCCP model can be effectively applied to addressing the uncertain information in agricultural systems and shows great applicability to the land use adjustment for agricultural NPS pollution mitigation. Nonpoint source (NPS) water pollution is one of serious environmental issues, especially within an agricultural system. This study aims to propose a robust chance-constrained fuzzy possibilistic programming (RCFPP) model for water quality management within an agricultural system, where solutions for farming area, manure/fertilizer application amount, and livestock husbandry size under different scenarios are obtained and interpreted. Through improving upon the existing fuzzy possibilistic programming, fuzzy robust programming and chance-constrained programming approaches, the RCFPP can effectively reflect the complex system features under uncertainty, where implications of water quality/quantity restrictions for achieving regional economic development objectives are studied. By delimiting the uncertain decision space through dimensional enlargement of the original fuzzy constraints, the RCFPP enhances the robustness of the optimization processes and resulting solutions. The results of the case study indicate that useful information can be obtained through the proposed RCFPP model for providing feasible decision schemes for different agricultural activities under different scenarios (combinations of different p-necessity and p(i) levels). A p-necessity level represents the certainty or necessity degree of the imprecise objective function, while a p(i) level means the probabilities at which the constraints will be violated. A desire to acquire high agricultural income would decrease the certainty degree of the event that maximization of the objective be satisfied, and potentially violate water management standards; willingness to accept low agricultural income will run into the risk of potential system failure. The decision variables under combined p-necessity and p(i) levels were useful for the decision makers to justify and/or adjust the decision schemes for the agricultural activities through incorporation of their implicit knowledge. The results also suggest that this developed approach is applicable to many practical problems where fuzzy and probabilistic distribution information simultaneously exist.
How development programs can affect fertility: the case of Bangladesh.
Robey, B
1988-09-01
Improving living standards and increasing productivity in developing countries may result in fertility reduction. In Bangladesh, government policy stresses rural development and fertility reduction. Programs that raise women's status reduce fertility. Educational level is inversely correlated to childbearing. Women aged 25-29 with a Secondary School Certificate have 2.4 children, versus 4.0 for those with no education. Employment also decreases fertility. Thus, improving the educational and employment status of women could have major effects on fertility. Studying the Bangladesh Rural Social Services program revealed that community organization efforts and self-help programs for economic and social improvement also decrease fertility. Rural electrification programs, which have been emphasized in development planning, contribute to changing attitudes and behavior of residents of these regions. In addition to electrification, improved transportation and communications should enhance the spread of information to rural areas. Agricultural development programs, such as the Comilla development program, have not affected fertility. This is attributed to the concentration of benefits to a few farms, with the majority becoming poorer. Unless agricultural development benefits are widely distributed, there will probably be little effect on fertility. Thus, the development programs most likely to affect fertility are those which emphasize female education and employment, open rural areas to information and ideas, and are open to a whole community.

Analysis to develop a program for energy-integrated farm systems
NASA Astrophysics Data System (ADS)
Eakin, D. E.; Clark, M. A.; Inaba, L. K.; Johnson, K. I.
1981-09-01
A program to use renewable energy resources and possibly develop decentralization of energy systems for agriculture is discussed. The program's objective is determined by: (1) an analysis of the technologies that could be utilized to transform renewable farm resources to energy by the year 2000, (2) the quantity of renewable farm resources that are available, and (3) current energy-use patterns. Individual research, development, and demonstration projects are fit into a national program of energy-integrated farm systems on the basis of market need, conversion potential, technological opportunities, and acceptability. Quantification of these factors for the purpose of establishing program guidelines is conducted using the following four precepts: (1) market need is identified by current use of energy for agricultural production; (2) conversion potential is determined by the availability of renewable resources; and (3) technological opportunities are determined by the state-of-the-art methods, techniques, and processes that can convert renewable resources into farm energy.
More a plowshare than a sword: the legacy of US Cold War agricultural diplomacy.
McGlade, Jacqueline
2009-01-01
Recently, agriculture has assumed an elevated role in world diplomacy due to pressing issues like international poverty relief, changing environmental conditions, farm trade imbalances, rising food prices, and the diversion of crops into bio-fuel production. Consequently, agricultural interests and production have become increasingly entwined with the politics of national protectionism and identity, domestic security, and the preservation of trading advantage in developed and developing countries alike. This study examines the current impasse in world agricultural negotiations as an outgrowth of US foreign aid and trade policymaking as it evolved during the Cold War. In particular, it chronicles the historic shift in US foreign policy away from "give-away" food aid and surplus sales and toward the championing of global agricultural redevelopment under such programs as the Marshall Plan and PL 480, the Food for Peace program. As more a plowshare than a sword, the American Cold War push for worldwide agricultural modernization led many countries to experience new levels of food self-efficiency and export capabilities. Along with production parity, however, has come escalating levels of trade competition and national protectionism, which challenges again the achievement of world agricultural stability and prosperity.

Per capita food availability in the developing world has increased by 20% since the early 1960s, according to the Food and Agriculture Organization, and today the world has twice as many people but 150 million fewer hungry people than in 1960. The world agricultural system has not done too bad a job over the past 35 years. It is likely that global agricultural production will continue to at least match growth in food demand over the next decade, assuming no major weather anomalies. Continued support of the Consultative Group for International Agricultural Research and programs involving U.S. universities is important to sharing knowledge about agriculture with colleagues in the developing world. This paper explores the reasons for providing agricultural development assistance, the benefits to the United States that come from doing so, and the special challenges facing the world over the next few decades.

ABSTRACT The University of Iowa began training health care professionals to care for farmers' occupational health needs since 1974. In order to geographically expand this training to practicing health and safety professionals, the "Building Capacity: A National Resource of Agricultural Medicine Professionals" program was developed and launched in 2006. The model began in 1987 as a program of Iowa's Center for Agricultural Safety and Health. In 2006, with funding from the National Institute for Occupational Safety and Health (NIOSH), Great Plains Center for Agricultural Health (GPCAH), the program was expanded beyond the Iowa borders. The principal component of the program, the 40-hour course, Agricultural Medicine: Occupational and Environmental Health for Rural Health Professionals-the Core Course (AMCC) is now being offered to health and safety professionals in nine states in the United States, in Australia, and a modified version presented in Turkey. An initial paper evaluated the first phase of the program, years 2007-2010. This paper compares the first phase (2007-2010) with the second phase (2011-2013), which has involved over 500 health and safety professionals. This paper also describes evaluation of the course and changes resulting from the evaluation. Finally, this paper describes best practices for operating this program and makes recommendations for future courses, as well as other trainings within the field.

As the complexity of the world's agricultural industry increases, more timely and more accurate world-wide agricultural information is required to support production and marketing decisions, policy formulation, and technology development. The Inventory Technology Development Project of the AgRISTARS Program has developed new automated technology that uses data sets acquired by spaceborne remote sensors. Research has emphasized the development of multistage, multisensor sampling and estimation techniques for use in global environments where reliable ground observations are not available. Continuing education in physical rehabilitation and health issues of agricultural workers.
Wilhite, Carla S; Jaco, Linda
2014-01-01
Limited attention has been devoted to the cultural and practice competencies needed by occupational therapy and physical therapy professionals who provide services to farming families impacted by chronic health or disability issues. Agricultural occupational safety and health should represent a continuum of services responsive to individuals, families, and agricultural communities across a life span and range of health status changes. Physical rehabilitation professionals have a key role in impacting an agricultural producer's sense of self-efficacy and capacities for returning to agricultural living and work. However, demonstration of competency is essential in providing person-centered rehabilitation services of assessment, evaluation, treatment planning, interventions, referrals, and discharge issues. The paper highlights methods utilized by a state AgrAbility program and a former National AgrAbility Project to develop a model of continuing education programming for occupational and physical therapists that evaluate and treat agricultural workers after acute injury or exacerbation of chronic health conditions.

In this research, an export coefficient based inexact fuzzy bi-level multi-objective programming (EC-IFBLMOP) model was developed through integrating export coefficient model (ECM), interval parameter programming (IPP) and fuzzy parameter programming (FPP) within a bi-level multi-objective programming framework. The proposed EC-IFBLMOP model can effectively deal with the multiple uncertainties expressed as discrete intervals and fuzzy membership functions. Also, the complexities in agricultural systems, such as the cooperation and gaming relationship between the decision makers at different levels, can be fully considered in the model. The developed model was then applied to identify the optimal land use patterns and BMP implementing levels for agricultural nonpoint source (NPS) pollution management in a subcatchment in the upper stream watershed of the Miyun Reservoir in north China. The results of the model showed that the desired optimal land use patterns and implementing levels of best management of practices (BMPs) would be obtained. It is the gaming result between the upper- and lower-level decision makers, when the allowable discharge amounts of NPS pollutants were limited. Moreover, results corresponding to different decision scenarios could provide a set of decision alternatives for the upper- and lower-level decision makers to identify the most appropriate management strategy. The model has a good applicability and can be effectively utilized for agricultural NPS pollution management.

ABSTRACT The agricultural industry poses specific hazards and risks to its workers. Since the 1970s, the University of Iowa has been establishing programs to educate rural health care and safety professionals who in turn provide education and occupational health and safety services to farm families and farm workers. This program has been well established in the state of Iowa as a program of Iowa's Center for Agricultural Safety and Health (I-CASH). However, the National 1989 Agriculture at Risk Report indicated there was a great need for agricultural medicine training beyond Iowa's borders. In order to help meet this need, Building Capacity: A National Resource of Agricultural Medicine Professionals was initiated as a project of the National Institute for Occupational Safety and Health (NIOSH)-funded Great Plains Center for Agricultural Health in 2006. Before the first phase of this project, a consensus process was conducted with a group of safety and health professionals to determine topics and learning objectives for the course. Over 300 students attended and matriculated the agricultural medicine course during first phase of the project (2007-2010). Beginning the second phase of the project (2012-2016), an expanded advisory committee (38 internationally recognized health and safety professionals) was convened to review the progress of the first phase, make recommendations for revisions to the required topics and competencies, and discuss updates to the second edition of the course textbook (Agricultural Medicine: Occupational and Environmental Health for the Health Professions). A formal consensus process was held and included an online survey and also a face-to-face meeting. The group was charged with the responsibility of developing the next version of this course by establishing best practices and setting an agenda with the long-term goal of developing a national course in agricultural medicine.

Mosquito abatement programs in Midwestern communities frequently exist within landscapes dominated by agriculture. Although separately managed, both agricultural pests and mosquitoes are targeted by similar classes of insecticides. As a result, there is the potential for unintended insecticide exposure to mosquito populations from agricultural pest management. To determine the impact that agricultural management practices have on mosquito insecticide susceptibility we compared the mortality of Aedes vexans (Meigen; Diptera: Culicidae) between populations sampled from locations with and without mosquito abatement in South Dakota, a region dominated by agricultural production. Collection locations were either within towns with mosquito abatement programs (n = 2; Brookings and Sioux Falls, SD) or located > 16 km from towns with mosquito abatement programs (n = 2; areas near Harrold and Willow Lake, SD). WHO bioassays were used to test susceptibly of adults to differing insecticide classes relative to their respective controls; 1) an organochlorine (dieldrin 4%), 2) an organophosphate (malathion 5%), and 3) a pyrethroid (lambda-cyhalothrin 0.05%). Corrected mortality did not significantly differ between locations with or without abatement; however, when locations were analized by proportion of developed land within the surrounding landscape pyrethroid mortality was significantly lower where crop production dominated the surrounding landscape and mosquito abatement was present. These data suggest that agricultural pest management may incidentally contribute to reduced mosquito susceptibility where overlap between agricultural pest management and mosquito abatement exists. Decoupling insecticide classes used by both agricultural and public health pest management programs may be necessary to ensure continued efficacy of pest management tools.

The countries of the world's humid tropical regions lack the soil fertility necessary for high agricultural productivity. A recently developed agricultural technology that increases soil fertility can make tropical agriculture highly productive, but the technique requires large inputs into the soil of phosphorus and other fertilizers and soil amendments. Use of fertilizers derived from phosphate rock is increasing greatly throughout the world, and fertilizer raw materials are being produced more and more frequently from phosphate rock deposits close to the areas of use. An increased understanding of the origin of phosphate rock in ancient oceans has enabled exploration geologists to target areas of potential mineral resource value and to search directly for deposits. However, because of the difficulty of prospecting for mineral deposits in forested tropical regions, phosphate rock deposits are not being explored for in the countries of the humid tropics, including most countries of the Caribbean region. As a result, the countries of the Caribbean must import phosphate rock or phosphorus fertilizer products. In the present trade market, imports of phosphate are too low for the initiation of new agricultural technology in the Caribbean and Central American region. A newly proposed program of discovery and development of undiscovered phosphate rock deposits revolves around reconnaissance studies, prospecting by core drilling, and analysis of bulk samples. The program should increase the chance of discovering economic phosphate rock deposits. The search for and evaluation of phosphate rock resources in the countries of the Caribbean region would take about 5 years and cost an average of $15 million per country. The program is designed to begin with high risk-low cost steps and end with low risk-high cost steps. A successful program could improve the foreign exchange positions of countries in the Caribbean region by adding earnings from agricultural product exports and by substituting domestically produced phosphate rock and fertilizer products for imported phosphate fertilizers. A successful program also could provide enough domestically produced phosphorus fertilizer products to allow initiation of new agricultural technology in the region and thus increase domestic food production. Finally, a new phosphorus fertilizer industry would create new jobs in the mining, chemical, and transportation industries of the Caribbean region.

Concern about food security and its effect on persistent undernutrition has increased interest in how agriculture could be used to improve nutritional outcomes in developing countries. Yet the evidence base for the impact of agricultural interventions targeted at improved nutrition is currently poor. To map the extent and nature of current and planned research on agriculture for improved nutrition in order to identify gaps where more research might be useful. The research, which was conducted from April to August 2012, involved developing a conceptual framework linking agriculture and nutrition, identifying relevant research projects and programs, devising and populating a "template" with details of the research projects in relation to the conceptual framework, classifying the projects, and conducting a gap analysis. The study identified a large number of research projects covering a broad range of themes and topics. There was a strong geographic focus on sub-Saharan Africa, and many studies were explicitly concerned with nutritional impacts on women and children. Although the study revealed a diverse and growing body of research, it also identified research gaps. Few projects consider the entire evidence chain linking agricultural input or practice to nutritional outcomes. There is comparatively little current research on indirect effects of agriculture on nutrition, or the effect of policies or governance, rather than technical interventions. Most research is focused on undernutrition and small farmer households, and few studies target consumers generally, urban populations, or nutrition-related non-communicable diseases. There is very little work on the cost-effectiveness of agricultural interventions. On the basis of these findings, we make suggestions for research investment and for broader engagement of researchers and disciplines in developing approaches to design and evaluate agricultural programs for improved nutrition.

This study with three Appalachian county agricultural education programs examined the feasibility, effectiveness, and impact of integrating a cost-effective rollover protective structure (CROPS) project into high school agricultural mechanics classes. The project aimed to (1) reduce the exposure to tractor overturn hazards in three rural counties through the installation of CROPS on seven tractors within the Cumberland Plateau in the east region; (2) increase awareness in the targeted rural communities of cost-effective ROPS designs developed by the National Institution for Occupational Safety and Health (NIOSH) to encourage ROPS installations that decrease the costs of a retrofit; (3) test the feasibility of integration of CROPS construction and installations procedures into the required agricultural mechanics classes in these agricultural education programs; and (4) explore barriers to the implementation of this project in high school agricultural education programs. Eighty-two rural students and three agricultural educators participated in assembly and installation instruction. Data included hazard exposure demographic data, knowledge and awareness of CROPS plans, and pre-post knowledge of construction and assessment of final CROPS installation. Findings demonstrated the feasibility and utility of a CROPS education program in a professionally supervised secondary educational setting. The project promoted farm safety and awareness of availability and interest in the NIOSH Cost-effective ROPS plans. Seven CROPS were constructed and installed. New curriculum and knowledge measures also resulted from the work. Lessons learned and recommendations for a phase 2 implementation and further research are included.

Economic-welfare analysis of animal disease prevention programs frequently ignore the constraints of the agricultural policy environment. Prevention programs affect producers, consumers and the government. The policy environment to a large extent determines the magnitude as well as the distribution of benefits of the program among these groups. The Swedish hog industry has been exposed to three major policy changes during the 1990-1995 period. These scenarios involve various degrees of government intervention in the agricultural sector including internal market deregulation and EU-membership. Aujeszky's disease is a virus disease with swine as the natural infection reservoir. Piglets are the most fragile and an outbreak of the disease results in symptoms such as shaking, cramps and convulsions with an increase in the mortality rate. Slaughter hogs suffer from coughing, fever and reduce their feed consumption. During the last 20-25 years the incidence of Aujeszky's disease (AD) has been increasing in Sweden. In 1989 an eradication program was undertaken. A model is developed to analyze social benefits of an eradication program given variations in agricultural policy. The model refers to the specifics of the AD-program implemented in Sweden. The expected benefits of the program are evaluated using a welfare-economic analysis applying cost-benefit analysis. Total benefits of the program are evaluated across herd and size categories and different regions. Data concerning the frequency of the virus among various categories of herds prior to enacting the program were used (Wahlström et al., 1990). In addition, data from an agricultural insurance company were used to estimate the conditional probability of an outbreak given that the herd is infected. Biological and technical parameter values were collected from a variety of sources. The results of the analysis indicate that the program is economically viable given a social rate of discount in the range of 3-5% without considering non-monetary aspects such as animal ethics. A scenario where the Swedish agricultural sector is deregulated provides the maximum benefits of the program. Consumers obtain about 50% of the benefits excluding program costs. The deregulation scenario would correspond closely to a case where a reformed Common Agricultural Policy (CAP) is applied across member countries. In the current case where Sweden is a member of the EU, the benefits are reduced mainly due to lower prices of inputs and pork.

Since 2011, the Group on Earth Observations Global Agricultural Monitoring (GEOGLAM) Initiative has been working to strengthen the international community's capacity to use Earth observation (EO) data to derive timely, accurate, and transparent information on agriculture, with the goals of reducing market volatility and promoting food security. GEOGLAM aims to develop capacity for EO-based agricultural monitoring at multiple scales, from national to regional to global. This is accomplished through training workshops, developing and transferring of best-practices, establishing networks of broad and sustainable institutional support, and designing or adapting tools and methodologies to fit localized contexts. Over the past four years, capacity development activities in the context of GEOGLAM have spanned all agriculture-containing continents, with much more work to be done, particularly in the domains of promoting access to large, computationally-costly datasets. This talk will detail GEOGLAM's experiences, challenges, and opportunities surrounding building international collaboration, ensuring institutional buy-in, and developing sustainable programs.

Adapting Certified Safe Farm to North Carolina Agriculture: An Implementation Study.
Storm, Julia F; LePrevost, Catherine E; Tutor-Marcom, Robin; Cope, W Gregory
2016-01-01
Certified Safe Farm (CSF) is a multimodal safety and health program developed and assessed through multiple controlled intervention studies in Iowa. Although developed with the intent to be broadly applicable to agriculture, CSF has not been widely implemented outside the midwestern United States. This article describes the CSF implementation process in North Carolina (NC), as piloted on a large-scale in three agriculturally diverse and productive counties of NC, and reports its effectiveness using the Reach Effectiveness Adoption Implementation Maintenance (RE-AIM) framework. Implementation involved (1) capacity building through safety and health training, (2) adaptation of components of Iowa's CSF model to NC agriculture, (3) marketing and recruitment, and (4) formative evaluation, including an online survey and focus group discussion. From 2009 to 2012, 113 farms participated in at least one component of the CSF intervention, representing a NC farm participation rate of 3.1% in the study area. A major adaptation of NC implementation was the utilization of NC Cooperative Extension as the local driver of implementation in contrast to local AgriSafe clinics in Iowa. The most innovative adaptation to CSF components was the development of a defined economic incentive in the form of a cost-share program. The RE-AIM framework was found to be useful and relevant to the field of agricultural health and safety translational research. This study provides effectiveness measures and implementation alternatives useful for those considering implementing CSF. It informs current efforts to move CSF from research to practice through the National Sustainable Model CSF Program initiative.

The corn rootworm areawide management program was implemented by USDA-ARS in 1995 at five locations across the USA. This program is based on the use of a semiochemical insecticide bait applied to maize (Zea mays L) during peak adult corn rootworm activity. Managing adult rootworms minimizes the number of eggs laid, resulting in fewer larvae available to economically damage maize roots in the following growing season. To date, rootworm populations have been significantly reduced at all participating locations and new bait products have been developed and evaluated for use in rootworm-infested areas.
