Invasive pests cause huge losses both to agricultural production systems and to the natural environment through displacing native species and decreasing biodiversity. It is now estimated that many thousand exotic insect, weed and pathogen species have been established in the USA and that these invasive species are responsible for a large portion of the $130 billion losses estimated to be caused by pests each year. The Agricultural Research Service (ARS) has responded with extensive research and action programs aimed at understanding these problems and developing new management approaches for their control. This paper provides an overview of some of the ARS research that has been conducted on invasive species over the past few years and addresses both different categories of research and some specific pest systems of high interest to the US Department of Agriculture.

This is a review of current post-harvest entomology research conducted by the Agricultural Research Service, the research branch of the US Department of Agriculture. The review covers both durable and perishable commodities. Research on biochemistry, genetics, physiology, monitoring and control of insects infesting stored grain, dried fruits and nuts, and processed commodities is reviewed. Research on development of quarantine treatments, particularly for fruit flies, is also reviewed, including research on thermal and irradiation treatments and a discussion of risk management for quarantine pests. Two areas of research are covered more extensively: a project to map the genome of the red flour beetle, Tribolium castaneum, and the use of near-infrared spectroscopy for detection of hidden infestations in grain, quantification of insect fragments in food, determination of quality in dried fruits, identification of insect species and age-grading insects. Future research directions are identified.

The Core Technologies (CT) unit, located at the Eastern Regional Research Center (ERRC), is a centralized resource of specialized instrumentation and technologies. Its objective is to provide supplementary research data processing, interpretation, analysis and consultation for a broad range of research programs approved by the Agricultural Research Service (ARS), the in-house research arm of the United States Department of Agriculture. The CT unit is comprised of four research related components: genetic analysis, proteomicsbiopolymers mass spectrometry, electron microscopy, and magnetic resonance spectroscopy (NMR). In addition, the Research Data Systems, the information pipeline of the CT, provides the means to facilitate data distribution to researchers, stakeholders, and the general public. The availability of integrated resource laboratories assures professional and dependable support to the goals of the ARS community.

Insecticide resistance has developed within many classes of pesticide, and over 500 species of insects and mites are resistant to one or more insecticides. Insecticide resistance and the consequent losses of food and fiber caused by failure to control insect and mite pests causes economic losses of several billion dollars worldwide each year. It is the goal of insect resistance management (IRM) to preserve useful pesticides by slowing, preventing or reversing development of resistance in pests. Important aspects of this goal are understanding the development of resistance and monitoring to determine ways to prevent its development. We describe programs specific to missions of the US Department of Agriculture, Agricultural Research Service, which are designed to characterize insecticide resistance in insects and mites with the goal of managing pests in an ecologically acceptable manner. Resistance management of cotton, potatoes, vegetables, melons, ornamentals, greenhouse crops, corn, stored grains, livestock, honeybees and mites, as well as management of transgenic crops are evaluated. We conclude that IRM is a vital part of stewardship of any pest management product and must be a combined effort of manufacturers, growers, consultants, extension services and grower organizations, working closely with regulators, to achieve logistically and economically feasible systems that prolong the effectiveness of all pest-control products.

Herbicide-resistant weed biotypes are an increasing problem in agriculture, with reports of resistance to almost every herbicide class at some place in the world, and the total number of resistant biotypes at over 250. Agricultural Research Service (ARS) scientists have been key players in this area since the first substantiated occurrence of these resistant biotypes in the 1970s. The most significant of their contributions is the complete unraveling of the mechanism of triazine resistance by Arntzen and colleagues, then with ARS at the University of Illinois. These studies established a high benchmark for research in this area and are a model for all studies in this area. Other ARS scientists have investigated a large number of weed biotypes with resistance to a wide range of herbicide classes and mechanisms of resistance. Collectively, these studies have been used to generate herbicide resistance-management schemes for growers, based upon the herbicide site and the potential for resistance development.

The 2012 Agricultural Census was released by the US Department of Agriculture (USDA) on May 2nd 2014; published on a quinquennial basis covering all facets of American production agriculture. The Agricultural Census is a comprehensive source of uniform published agricultural data for every state and county in the US. This is the first Agricultural Census that is disseminated with web mapping services using REST APIs. USDA developed an open GIS mashable web portal that depicts over 250 maps on Crops and Plants, Economics, Farms, Livestock and Animals, and Operators. These mapping services written in JavaScript replace the traditional static maps published as the Ag Atlas. Web users can now visualize, interact, query, and download the Agricultural Census data in a means not previously discoverable. Stakeholders will now be able to leverage this data for activities such as community planning, agribusiness location suitability analytics, availability of loans/funds, service center locations and staffing, and farm programs and policies. Additional sites serving compatible mashable USDA Big Data web services are as follows: The Food Environment Atlas, The Atlas of Rural and Small-Town America, The Farm Program Atlas, SNAP Data System, CropScape, and VegScape. All portals use a similar data organization scheme of "Categories" and "Maps" providing interactive mashable web services for agricultural stakeholders to exploit.

An areawide suppression program for codling moth (Cydia pomonella L) populations was initiated in 1995 in Washington, Oregon and California under the direction of the US Department of Agriculture, Agricultural Research Service in cooperation with Washington State University, Oregon State University and University of California, Berkeley. Mating disruption was used to reduce the pest population while reducing and eliminating the use of organophosphate insecticides. During the 5-year program, the original 1064 hectares were expanded to 8400 hectares and from 66 grower participants to more than 400 participants. The acreage under mating disruption in the three states increased from 6000 hectares in 1994 to 54000 hectares in the year 2000.

Over 125 permanent full-time scientists conduct research within the USDA Agricultural Research Service (ARS) on issues related to weeds. The research emphasis of most of these scientists involves ecology and management or biological control of weeds. Many scientists perform research on weed biology as components of their primary projects on weed control and integrated crop and soil management. Describing all ARS projects involved with weed biology is impossible, and consequently only research that falls within the following arbitrarily chosen topics is highlighted in this article: dormancy mechanisms; cell division; diversity of rangeland weeds; soil resources and rangeland weeds; poisonous rangeland plants; horticultural weeds; weed traits limiting chemical control; aquatic and semi-aquatic weeds; weed/transgenic wheat hybrids; seedbanks, seedling emergence and seedling populations; and weed seed production. Within these topics, and others not highlighted, the desire of ARS is that good information on weed biology currently translates or eventually will translate into practical advice for those who must manage weeds.

The internet is used increasingly as an effective means of disseminating information. For the past five years, the United States Department of Agriculture (USDA) Veterinary Services (VS) has published animal health information in internet-based map server applications, each oriented to a specific surveillance or outbreak response need. Using internet-based technology allows users to create dynamic, customised maps and perform basic spatial analysis without the need to buy or learn desktop geographic information systems (GIS) software. At the same time, access can be restricted to authorised users. The VS internet mapping applications to date are as follows: Equine Infectious Anemia Testing 1972-2005, National Tick Survey tick distribution maps, the Emergency Management Response System-Mapping Module for disease investigations and emergency outbreaks, and the Scrapie mapping module to assist with the control and eradication of this disease. These services were created using Environmental Systems Research Institute (ESRI)'s internet map server technology (ArcIMS). Other leading technologies for spatial data dissemination are ArcGIS Server, ArcEngine, and ArcWeb Services. VS is prototyping applications using these technologies, including the VS Atlas of Animal Health Information using ArcGIS Server technology and the Map Kiosk using ArcEngine for automating standard map production in the case of an emergency.

We present an overview of USDA Agricultural Research Service (ARS) computer models and databases related to pest-management science, emphasizing current developments in environmental risk assessment and management simulation models. The ARS has a unique national interdisciplinary team of researchers in surface and sub-surface hydrology, soil and plant science, systems analysis and pesticide science, who have networked to develop empirical and mechanistic computer models describing the behavior of pests, pest responses to controls and the environmental impact of pest-control methods. Historically, much of this work has been in support of production agriculture and in support of the conservation programs of our 'action agency' sister, the Natural Resources Conservation Service (formerly the Soil Conservation Service). Because we are a public agency, our software/database products are generally offered without cost, unless they are developed in cooperation with a private-sector cooperator. Because ARS is a basic and applied research organization, with development of new science as our highest priority, these products tend to be offered on an 'as-is' basis with limited user support except for cooperating R&D relationship with other scientists. However, rapid changes in the technology for information analysis and communication continually challenge our way of doing business.

To deal with the “last kilometer” problem during the agricultural science and technology information service, we analyzed the feasibility, necessity and advantages of WebApp applied to agricultural information service and discussed the modes of WebApp used in agricultural information service based on the requirements analysis and the function of WebApp. To overcome the existing App’s defects of difficult installation and weak compatibility between the mobile operating systems, the Beijing Agricultural Sci-tech Service Hotline WebApp was developed based on the HTML and JAVA technology. The WebApp has greater compatibility and simpler operation than the Native App, what’s more, it can be linked to the WeChat public platform making it spread easily and run directly without setup process. The WebApp was used to provide agricultural expert consulting services and agriculture information push, obtained a good preliminary application achievement. Finally, we concluded the creative application of WebApp in agricultural consulting services and prospected the development of WebApp in agricultural information service.

Research by the USDA-Agricultural Research Service (ARS) on biological control of weeds has been practiced for many years because of its inherent ecological and economic advantages. Today, it is further driven by ARS adherence to Presidential Executive Order 13112 (3 February 1999) on invasive species and to USDA-ARS policy toward developing technology in support of sustainable agriculture with reduced dependence on non-renewable petrochemical resources. This paper reports examples or case studies selected to demonstrate the traditional or classical approach for biological control programs using Old World arthropods against Tamarix spp, Melaleuca quinquenervia (Cav) ST Blake and Galium spurium L/G aparine L, and the augmentative approach with a native plant pathogen against Pueraria lobata Ohwi = P montana. The examples illustrated various conflicts of interest with endangered species and ecological complexities of arthropods with associated microbes such as nematodes.

Agricultural ecosystems provide humans with food, forage, bioenergy and pharmaceuticals and are essential to human wellbeing. These systems rely on ecosystem services provided by natural ecosystems, including pollination, biological pest control, maintenance of soil structure and fertility, nutrient cycling and hydrological services. Preliminary assessments indicate that the value of these ecosystem services to agriculture is enormous and often underappreciated. Agroecosystems also produce a variety of ecosystem services, such as regulation of soil and water quality, carbon sequestration, support for biodiversity and cultural services. Depending on management practices, agriculture can also be the source of numerous disservices, including loss of wildlife habitat, nutrient runoff, sedimentation of waterways, greenhouse gas emissions, and pesticide poisoning of humans and non-target species. The tradeoffs that may occur between provisioning services and other ecosystem services and disservices should be evaluated in terms of spatial scale, temporal scale and reversibility. As more effective methods for valuing ecosystem services become available, the potential for ‘win–win’ scenarios increases. Under all scenarios, appropriate agricultural management practices are critical to realizing the benefits of ecosystem services and reducing disservices from agricultural activities. PMID:20713396

Sustainable and resilient agricultural systems are needed to feed and fuel a growing human population. However, the current model of agricultural intensification which produces high yields has also resulted in a loss of biodiversity, ecological function, and critical ecosystem services in agricultural landscapes. A key consequence of agricultural intensification is landscape simplification, where once heterogeneous landscapes contain increasingly fewer crop and non-crop habitats. Landscape simplification exacerbates biodiversity losses which leads to reductions in ecosystem services on which agriculture depends. In recent decades, considerable research has focused on mitigating these negative impacts, primarily via management of habitats to promote biodiversity andmore » enhance services at the local scale. While it is well known that local and landscape factors interact, modifying overall landscape structure is seldom considered due to logistical constraints. Here, I propose that the loss of ecosystem services due to landscape simplification can only be addressed by a concerted effort to fundamentally redesign agricultural landscapes. Designing agricultural landscapes will require that scientists work with stakeholders to determine the mix of desired ecosystem services, evaluate current landscape structure in light of those goals, and implement targeted modifications to achieve them. I evaluate the current status of landscape design, ranging from fundamental ecological principles to resulting guidelines and socioeconomic tools. Comparative review of multifunctionality and ecosystem services in sustainable agriculture.

Two scientific communities with broad interest in sustainable agriculture independently focus on multifunctional agriculture or ecosystem services. These communities have limited interaction and exchange, and each group faces research challenges according to independently operating paradigms. This paper presents a comparative review of published research in multifunctional agriculture and ecosystem services. The motivation for this work is to improve communication, integrate experimental approaches, and propose areas of consensus and dialog for the two communities. This extensive analysis of publication trends, ideologies, and approaches enables formulation of four main conclusions. First, the two communities are closely related through their use of the term "function." However, multifunctional agriculture considers functions as agricultural activity outputs and prefers farm-centred approaches, whereas ecosystem services considers ecosystem functions in the provision of services and prefers service-centred approaches. Second, research approaches to common questions in these two communities share some similarities, and there would be great value in integrating these approaches. Third, the two communities have potential for dialog regarding the bundle of ecosystem services and the spectrum of multifunctional agriculture, or regarding land sharing and land sparing. Fourth, we propose an integrated conceptual framework that distinguishes six groups of ecosystem services and disservices in the agricultural landscape, and combines the concepts of multifunctional agriculture and ecosystem services. This integrated framework improves applications of multifunctional agriculture and ecosystem services for operational use. Future research should examine if the framework can be readily adapted for modelling specific problems in agricultural management. Copyright © 2014 Elsevier Ltd. All rights reserved.

Recent research of the Agricultural Research Service of USDA on the use of natural products to manage pests is summarized. Studies of the use of both phytochemicals and diatomaceous earth to manage insect pests are discussed. Chemically characterized compounds, such as a saponin from pepper (Capsicum frutescens L), benzaldehyde, chitosan and 2-deoxy-D-glucose are being studied as natural fungicides. Resin glycosides for pathogen resistance in sweet potato and residues of semi-tropical leguminous plants for nematode control are also under investigation. Bioassay-guided isolation of compounds with potential use as herbicides or herbicide leads is underway at several locations. New natural phytotoxin molecular target sites (asparagine synthetase and fructose-1,6-bisphosphate aldolase) have been discovered. Weed control in sweet potato and rice by allelopathy is under investigation. Molecular approaches to enhance allelopathy in sorghum are also being undertaken. The genes for polyketide synthases involved in production of pesticidal polyketide compounds in fungi are found to provide clues for pesticide discovery. Gene expression profiles in response to fungicides and herbicides are being generated as tools to understand more fully the mode of action and to rapidly determine the molecular target site of new, natural fungicides and herbicides.

The degree to which these conservation practices can restore ecosystem functions and services is not well known. This project was initiated to quantify existing ecological services derived from USDA conservation practices in the MAV as part of the USDA Conservation Effects Assessment Project, Wetlands Component (CEAP-Wetlands). The U.S. Geological Survey (USGS), in collaboration with the USDA Natural Resources Conservation Service, the USDA Farm Service Agency, the U.S. Fish and Wildlife Service, and Ducks Unlimited, collected data on soils, vegetation, nitrogen cycling, migratory birds, and amphibians from 88 different sites between 2006 and 2008. Results from restored WRP sites were compared to baseline data from active agricultural cropland (AG) to evaluate changes in ecosystem services.

Many of the most nutritionally and economically important edible insects are those that are harvested from existing agricultural systems. Current strategies of agricultural intensification focus predominantly on increasing crop yields, with no or little consideration of the repercussions this may have for the additional harvest and ecology of accompanying food insects. Yet such insects provide many valuable ecosystem services, and their sustainable management could be crucial to ensuring future food security. This review considers the multiple ecosystem services provided by edible insects in existing agricultural systems worldwide. Directly and indirectly, edible insects contribute to all four categories of ecosystem services as outlined by the Millennium Ecosystem Services definition: provisioning, regulating, maintaining, and cultural services. They are also responsible for ecosystem disservices, most notably significant crop damage. We argue that it is crucial for decision-makers to evaluate the costs and benefits of the presence of food insects in agricultural systems. We recommend that a key priority for further research is the quantification of the economic and environmental contribution of services and disservices from edible insects in agricultural systems.

The presentation will discuss the current status of the International Production Assessment Division of the USDA ForeignAgricultural Service for operational monitoring and forecasting of current crop conditions, and anticipated productionchanges to produce monthly, multi-source consensus reports on global crop conditions including the use of Earthobservations (EO) from satellite and in situ sources.United States Department of Agriculture (USDA) Foreign Agricultural Service (FAS) International Production AssessmentDivision (IPAD) deals exclusively with global crop production forecasting and agricultural analysis in support of the USDAWorld Agricultural Outlook Board (WAOB) lockup process and contributions to the World Agricultural Supply DemandEstimates (WASE) report. The Formosan subterranean termite, Coptotermes formosanus Shiraki is currently one of the most destructive pests in the USA. It is estimated to cost consumers over US dollars 1 billion annually for preventative and remedial treatment and to repair damage caused by this insect. The mission of the Formosan Subterranean Termite Research Unit of the Agricultural Research Service is to demonstrate the most effective existing termite management technologies, integrate them into effective management systems, and provide fundamental problem-solving research for long-term, safe, effective and environmentally friendly new technologies. This article describes the epidemiology of the pest and highlights the research accomplished by the Agricultural Research Service on area-wide management of the termite and fundamental research on its biology that might provide the basis for future management technologies. Fundamental areas that are receiving attention are termite detection, termite colony development, nutrition and foraging, and the search for biological control agents. Other fertile areas include understanding termite symbionts that may provide an additional target for control. Area-wide management of the termite by using population suppression rather than protection of individual structures has been successful; however, much remains to be done to provide long-term sustainable population control. An educational component of the program has provided reliable information to homeowners and pest-control operators that should help slow the spread of this organism and allow rapid intervention in those areas which it infests.

Multifunctional Agriculture: Conducting an Ecosystem Service Assessment for an Agricultural Watershed

To meet the food production demands on a finite area of land for an exponentially growing, global population, intensive agricultural management practices are being used. The implications of this these practices lead to soil degradation, loss of biodiversity, increased greenhouse gas emissions, and decreased water quality depending on the level of conservation practices implemented in a watershed. To offset these negative environmental effects, ecosystem services should be analyzed for possible economic valuation to provide incentives for good land stewardship. In this study a Multifunctional Agriculture (MFA) evaluation in a representative agricultural watershed in Iowa was performed by assessing the ecosystem services of water quality, crop/grain production, carbon sequestration, reduction in carbon dioxide emissions and biodiversity for representative land covers (e.g., corn-soybean rotation, alfalfa, oats, and Conservation Reserve Program, or CRP). The services were analyzed using a geo-spatial platform that simulated carbon dynamics with the biogeochemical model, CENTURY, as well as soil erosion/deposition and surface runoff with the Water Erosion Prediction Project (WEPP). Economic values given to the various services were based on current grain prices, water treatment costs, and hypothetical carbon storage credits. Results showed that crop/grain production for the corn-soybean rotations provided the largest service for the study site, followed by alfalfa. CRP provided the largest decrease in surface water runoff and CO2 emissions, while alfalfa provided the largest form of plant species diversity. The largest sequestration of carbon came from the corn-soybean rotation due to large amounts dead plant material being incorporated into the soil through tillage. Overall the MFA assessment can provide a framework for payment of ecosystem services supplied by agroecosystems which promote more sustainable land management practices.

Government of Indonesia has been launched the bureaucratic reform program since 2010. One of the action is conducted restructuring organization in all city governments. Department of Food Security and Agriculture in Government of Surabaya City is the result of merger from two Department, namely Bureau of Food Security and Department of Agriculture. This merger makes Department of Food Security and Agriculture to redefine their business process. The new business process is needed to be defined in order to align the new structure with the long term strategic planning of Surabaya City Government. This research aims to redefine the business process of Department of Food Security and Agriculture in Government of Surabaya City. The CIMOSA model is adopted for identifying the activities in the business process. The new business process is important for the department to allocate their resource, mainly the human resource and as the main input for the department to build their standard operating procedure.

Over the past 25 years, the North Carolina Departments of Labor, Agriculture and Consumer Services, and Health and Human Services have worked with farmers, farmworkers, commodity and trade associations, universities, and cooperative extension agents to develop programs to decrease the occurrence of injuries and illnesses among agricultural workers and their families. The Bureau of Agricultural Safety and Health in the North Carolina Department of Labor helped craft the Migrant Housing Act, created the Gold Star program, and developed numerous projects promoting rural highway safety and farm safety. The Structural Pest Control & Pesticides Division in the North Carolina Department of Agriculture & Consumer Services administers programs funded by the Pesticide Environmental Trust Fund (PETF), including the Pesticide Container Recycling Program, Pesticide Disposal Assistance Program (PDAP), and Soil Fumigation Training. The Occupational and Environmental Epidemiology Branch (OEEB) in the North Carolina Department of Health and Human Services developed public health surveillance programs for pesticide incidents and carbon monoxide poisoning. These projects, programs, and policies demonstrate the work that North Carolina state agencies are doing to improve the health of agricultural workers and their families.

The National Research Initiative (NRI) Competitive Grants Program is the U.S. Department of Agriculture's major competitive grants program and is administered by the Cooperative State Research, Education, and Extension Service (CSREES). Since its inception in 1991, the NRI has funded competitive grants in the discipline of animal reproduction. Previously, this program provided funding for a broad range of projects encompassing almost every subdiscipline in reproductive biology of farm animals, including aquatic species important to the aquaculture industry. During fiscal year 2004, the NRI Animal Reproduction Program narrowed the focus of funding priorities to the topics of infertility, basic mechanisms regulating fertility, cryopreservation of gametes, reducing the postpartum interval to conception, and sterilization methods or development of monosex populations. In response to a directive to further narrow the focus of funding priorities for fiscal year 2005 and beyond, CSREES conducted a Stakeholder Workshop on Funding Priorities in Animal Reproduction at the 37th Annual Meeting of the Society for the Study of Reproduction in Vancouver, Canada. More than 75 stakeholder scientists from a cross section of federal, public, and private institutions from across the United States participated in the workshop and provided recommendations to CSREES for future NRI-funding priorities in Animal Reproduction. The recommendations provided by stakeholders included continuing efforts to focus funding priorities into fewer high-impact areas relevant to animal agriculture and aquaculture. Recommendations also included movement back toward subdisciplines of animal reproduction that cut across all applicable species. The three funding priorities that consistently emerged as recommendations from the workshop participants were 1) gonadal function and production of gametes, 2) pituitary-hypothalamic function, and 3) embryo and conceptus development, including interaction between the

Restrictions on the use of conventional nematicides have increased the need for new methods of managing plant-parasitic nematodes. Consequently, nematode-antagonistic microbes, and active compounds produced by such organisms, are being explored as potential additions to management practices. Programs in this area at the USDA Agricultural Research Service investigate applied biocontrol agents, naturally occurring beneficial soil microbes and natural compounds. Specific research topics include use of plant growth-promoting rhizobacteria and cultural practices for management of root-knot and ring nematodes, determination of management strategies that enhance activity of naturally occurring Pasteuria species (bacterial obligate parasites of nematodes), studies on interactions between biocontrol bacteria and bacterial-feeding nematodes, and screening of microbes for compounds active against plant-parasitic nematodes. Some studies involve biocontrol agents that are active against nematodes and soil-borne plant-pathogenic fungi, or combinations of beneficial bacteria and fungi, to manage a spectrum of plant diseases or to increase efficacy over a broader range of environmental conditions. Effective methods or agents identified in the research programs are investigated as additions to existing management systems for plant-parasitic nematodes.
