This program helps ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. Currently, ETA is soliciting comments concerning the extension of the expiration date (November 30, 2012) for ETA Forms 790 and 795 to November 30, 2015, and revisions made to ETA Form 790, with respect to the collection of information on the recruitment of agricultural workers. In situations where an adequate supply of workers does not exist locally, agricultural employers must use the Agricultural and Food Processing Clearance Order, ETA Form 790, to list the job opening with the State Workforce Agency (SWA) for recruiting temporary agricultural workers. The Agricultural and Food Processing Clearance Memorandum, ETA Form 795, is used by SWAs to extend job orders beyond their jurisdictions, give notice of action on a clearance order, request additional information, amend the order, report results, and accept or reject the extended job order. No changes were made to the ETA Form 795.

The AgInjuryNews system and dataset are a news report repository and information source for agricultural safety professionals, policymakers, journalists, and law enforcement officials. AgInjuryNews was designed as a primary storage and retrieval system that allows users to: identify agricultural injury/fatality events; identify injury agents and emerging issues; provide safety messages for media in anticipation of trends; and raise awareness and knowledge of agricultural injuries and prevention strategies. Data are primarily collected through Google Alerts and a digital media subscription service. Articles are screened, reviewed, coded, and entered into the system. As of January 1, 2018, the system contained 3028 unique incidents. Of those, 650 involved youth, and 1807 were fatalities. The system also had registered 329 users from 39 countries. AgInjuryNews combines injury reports into one dataset and may be the most current and comprehensive publicly available collection of news reports on agricultural injuries and deaths. © 2018 Wiley Periodicals, Inc.

The Stimuli-Actions-Effects-Responses (SAER)-framework for exploring perceived relationships between private and public climate change adaptation in agriculture.

Empirical findings on actors' roles and responsibilities in the climate change adaptation process are rare even though cooperation between private and public actors is perceived important to foster adaptation in agriculture. We therefore developed the framework SAER (Stimuli-Actions-Effects-Responses) to investigate perceived relationships between private and public climate change adaptation in agriculture at regional scale. In particular, we explore agricultural experts' perceptions on (i) climatic and non-climatic factors stimulating private adaptation, (ii) farm adaption actions, (iii) potential on-farm and off-farm effects from adaptation, and (iv) the relationships between private and public adaptation. The SAER-framework is built on a comprehensive literature review and empirical findings from semi-structured interviews with agricultural experts from two case study regions in Austria. We find that private adaptation is perceived as incremental, systemic or transformational. It is typically stimulated by a mix of bio-physical and socio-economic on-farm and off-farm factors. Stimulating factors related to climate change are perceived of highest relevance for systemic and transformational adaptation whereas already implemented adaptation is mostly perceived to be incremental. Perceived effects of private adaptation are related to the environment, weather and climate, quality and quantity of agricultural products as well as human, social and economic resources. Our results also show that public adaptation can influence factors stimulating private adaptation as well as adaptation effects through the design and development of the legal, policy and organizational environment as well as the provision of educational, informational, financial, and technical infrastructure. Hence, facilitating existing and new collaborations between private and public actors may enable farmers to adapt effectively to climate change. Copyright © 2018 Elsevier Ltd. All rights reserved.

Investigating the role of state permitting and agriculture agencies in addressing public health concerns related to industrial food animal production.

Industrial food animal production (IFAP) operations adversely impact environmental public health through air, water, and soil contamination. We sought to determine how state permitting and agriculture agencies respond to these public health concerns. We conducted semi-structured qualitative interviews with staff at 12 state agencies in seven states, which were chosen based on high numbers or rapid increase of IFAP operations. The interviews served to gather information regarding agency involvement in regulating IFAP operations, the frequency and type of contacts received about public health concerns, how the agency responds to such contacts, and barriers to additional involvement. Permitting and agriculture agencies' responses to health-based IFAP concerns are constrained by significant barriers including narrow regulations, a lack of public health expertise within the agencies, and limited resources. State agencies with jurisdiction over IFAP operations are unable to adequately address relevant public health concerns due to multiple factors. Combining these results with previously published findings on barriers facing local and state health departments in the same states reveals significant gaps between these agencies regarding public health and IFAP. There is a clear need for regulations to protect public health and for public health professionals to provide complementary expertise to agencies responsible for regulating IFAP operations.

To deal with the “last kilometer” problem during the agricultural science and technology information service, we analyzed the feasibility, necessity and advantages of WebApp applied to agricultural information service and discussed the modes of WebApp used in agricultural information service based on the requirements analysis and the function of WebApp. To overcome the existing App’s defects of difficult installation and weak compatibility between the mobile operating systems, the Beijing Agricultural Sci-tech Service Hotline WebApp was developed based on the HTML and JAVA technology. The WebApp has greater compatibility and simpler operation than the Native App, what’s more, it can be linked to the WeChat public platform making it spread easily and run directly without setup process. The WebApp was used to provide agricultural expert consulting services and agriculture information push, obtained a good preliminary application achievement. Finally, we concluded the creative application of WebApp in agricultural consulting services and prospected the development of WebApp in agricultural information service.

The architecture and the functions of the system were introduced in the paper. The system can manage the field monitoring data of agricultural pests, deal with enquiries to provide the necessary information to farmers accessing the interactive voice response(IVR) in the system with the experts on-line or off-line, and issue the early warnings about the fruit tree pests when it is necessary according to analysis on the monitoring data about the pests of fruit trees in variety of ways including SMS, fax, voice and intersystem e-mail.The system provides a platform and a new pattern for agricultural technology extension with a high coverage rate of agricultural technology in rural regions, and it can solve the problem of agriculture information service 'last kilometer' in China. The effectiveness of the system was certified.

Sources and Uses of Weather Information for Agricultural Decision Makers.

Numerous studies have examined the importance of weather information to farmers and ranchers across the U.S. This study is focused on the kinds of weather information received by farmers and ranchers, the sources of that information, and its use in production and marketing decisions. Our results are based on a survey of 292 producers from the principal agricultural areas of Oklahoma. Producers were classified into five categories related to their source of income from crop and livestock sales.Among temperature, precipitation, relative humility, and wind speed, temperature information was most widely received. Forecast lengths of highest interest were 24-h and 5-day forecasts. Precipitation information was used by many respondents for planting and harvesting decisions. Weather data and forecasts seem to be of greater value to diversified crop and livestock operators than specialized crop and livestock, perhaps due to more frequent timing decisions. Relative humility and wind information appear to be important especially during specific times of the growing season, for example, at harvest time and time of pesticide application. Television is the primary source of weather information for more than 60% of the producers.It appears that there may be a role for both public and private entities in transforming weather data and forecasts into recommendations to crop and livestock producers. Further research is needed to determine the potential value of weather information for alternative production, marketing and livestock decisions, different categories of producers, and different geographic regions.

Will European agricultural policy for school fruit and vegetables improve public health? A review of school fruit and vegetable programmes.

For the first time, public health, particularly obesity, is being seen as a driver of EU agricultural policy. In 2007, European Ministers of Agriculture were asked to back new proposals for school fruit and vegetable programmes as part of agricultural reforms. In 2008, the European Commission conducted an impact assessment to assess the potential impact of this new proposal on health, agricultural markets, social equality and regional cohesion. A systematic review of the effectiveness of interventions to promote fruit and/or vegetable consumption in children in schools, to inform the EC policy development process. School schemes are effective at increasing both intake and knowledge. Of the 30 studies included, 70% increased fruits and vegetables (FV) intake, with none decreasing intake. Twenty-three studies had follow-up periods >1 year and provide some evidence that FV schemes can have long-term impacts on consumption. Only one study led to both increased fruit and vegetable intake and reduction in weight. One study showed that school fruit and vegetable schemes can also help to reduce inequalities in diet. Effective school programmes have used a range of approaches and been organized in ways which vary nationally depending on differences in food supply chain and education systems. EU agriculture policy for school fruits and vegetables schemes should be an effective approach with both public health and agricultural benefits. Aiming to increase FV intake amongst a new generation of consumers, it will support a range of EU policies including obesity and health inequalities.

Chinese public understanding of the use of agricultural biotechnology--a case study from Zhejiang Province of China.

This study explores the Chinese public's perceptions of, and attitudes to, agriculture and food applications of biotechnology; and investigates the effect of socio-demographic factors on attitudes. A questionnaire survey and interviews were used in an attempt to combine quantitative analysis with qualitative review. The main finding of this study is that the Chinese population has a superficial, optimistic attitude to agricultural biotechnology; and that, in accordance with public attitudes, a cautious policy, with obligatory labelling, should be adopted. The study reveals that education is the factor among socio-demographic variables with the strongest impact on public attitudes. Higher education leads to a more positive evaluation of GM (genetically modified) foods and applications of biotechnology with respect to usefulness, moral acceptability, and suitability for encouragement. In addition, public attitudinal differences depend significantly on area of residence. Compared with their more urban compatriots, members of the public in less developed areas of China have more optimistic attitudes, perceive more benefits, and are more risk tolerant in relation to GM foods and agricultural biotechnology. Finally we obtained a very high rate of "don't know" answers to our survey questions. This suggests that many people do not have settled attitudes, and correspondingly, that the overall public attitude to agricultural biotechnology and GM foods in China is at present somewhat unstable.

In 2013, National Agricultural Biotechnology Information Center (NABIC) reconstructs a molecular marker database for useful genetic resources. The web-based marker database consists of three major functional categories: map viewer, RSN marker and gene annotation. It provides 7250 marker locations, 3301 RSN marker property, 3280 molecular marker annotation information in agricultural plants. The individual molecular marker provides information such as marker name, expressed sequence tag number, gene definition and general marker information. This updated marker-based database provides useful information through a user-friendly web interface that assisted in tracing any new structures of the chromosomes and gene positional functions using specific molecular markers. Monitoring global agricultural crop conditions during the growing season and estimating potential seasonal production are critically important for market development of US. agricultural products and for global food security. The Goddard Space Flight Center Earth Sciences Data and Information Services Center Distributed Active Archive Center (GES DISC DAAC) is developing an Agricultural Information System (AIS), evolved from an existing TRMM Online Visualization and Analysis System (TOVAS), which will operationally provide satellite remote sensing data products (e.g., rainfall) and services. The data products will include crop condition and yield prediction maps, generated from a crop growth model with satellite data inputs, in collaboration with the USDA Agricultural Research Service. The AIS will enable the remote, interoperable access to distributed data, by using the GrADS-DODS Server (GDS) and by being compliant with Open GIS Consortium standards. Users will be able to download individual files, perform interactive online analysis, as well as receive operational data flows. AIS outputs will be integrated into existing operational decision support systems for global crop monitoring, such as those of the USDA Foreign Agricultural Service and the U.N. World Food Program.

The Sino-German Project between the China Agricultural University and the University of Cologne, Germany, focuses on regional agro-ecosystem modelling. One major focus of the cooperation activity is the establishment of joint rice field experiment research in Jiansanjiang, located in the Sanjiang Plain (Heilongjiang Province, north-eastern part of China), to investigate the different agricultural practices and their impact on yield and environment. An additional task is to set-up an Agricultural Environmental Information System (AEIS) for the Sanjiang Plain (SJP), which covers more than 100 000 km2. Research groups from Geography (e.g. GIS & Remote Sensing) and Plant Nutrition (e.g. Precision Agriculture) are involved in the project. The major aim of the AEIS for the SJP is to provide information about (i) agriculture in the region, (ii) the impact of agricultural practices on the environment, and (iii) simulation scenarios for sustainable strategies. Consequently, the AEIS for the SJP provides information for decision support and therefore could be regarded as a Spatial Decision Support System (SDSS), too. The investigation of agricultural and environmental issues has a spatial context, which requires the management, handling, and analysis of spatial data. The use of GIS enables the capture, storage, analysis and presentation of spatial data. Therefore, GIS is the major tool for the set-up of the AEIS for the SJP. This contribution presents the results of linking agricultural statistics with GIS to provide information about agriculture in the SJP and discusses the benefits of this method as well as the integration of methods to produce new data.

The challenge for agriculture is twofold in that local and timely weather data is not often available for producers and farmers, and it is not integrated into decision-support tools they require. Many of the traditional sources of weather information are not sufficient for agricultural applications because of the long distances between weather stations, meaning the data is not always applicable for on-farm decision making processes. The second constraint with traditional weather information is the timeliness of the data. Most delivery systems are designed on a one-hour time step, whereas many decisions in agriculture are based on minute-by-minute weather conditions. This is especially true for decisions surrounding chemical and fertilizer application and frost events. This presentation will outline how the creation of an agricultural mesonet (weather network) can enable producers and farmers with live, local weather information from weather stations installed in farm/field locations. The live weather information collected from each weather station is integrated into a web-enabled decision support tool, supporting numerous on-farm agronomic activities such as pest management, or dealing with heavy rainfall and frost events. Agronomic models can be used to assess the potential of disease pressure, enhance the farmer's abilities to time pesticide applications, or assess conditions contributing to yield and quality fluctuations. Farmers and industry stakeholders may also view quality-assured historical weather variables at any location. As Amish and Old Order and Conservative Mennonite (i.e., Plain) farmers increase their presence in the agricultural sector, it is crucial for public sector agricultural professionals to effectively work with them to mediate nonpoint source pollution and address issues like the hypoxic zone in the Gulf of Mexico. However, there is a dearth of research on how public sector agricultural professionals can better work with Plain producers on environmental management. There are also few training resources for those working with this key, yet hard to reach, population. Additionally, due to their religious doctrines, Plain communities strive to live apart from the "world" and may be discouraged from working with government entities and attending non-Plain people events. This study analyzes interview data from 23 Amish farmers in one region of Indiana and 18 public sector agricultural professionals from a variety of backgrounds and geographies in areas of the U.S. with heavy Plain populations. Public sector agricultural professionals identified some key agronomic challenges on Plain farms related to issues like poor pasture and manure management as well as socio-cultural challenges such as restrictions on electronic and phone communication. Educators should design outreach strategies that take into consideration that faith convictions and conservation concerns may vary greatly based on the specificities of the particular Plain church group. By better understanding this population and how to work with them, public sector agricultural professionals can more effectively work towards addressing environmental problems with this under-served group.

For the common problems existed in regional development and planning, we try to design a decision support system for assisting regional agricultural development and alignment as a decision-making tool for local government and decision maker. The analysis methods of forecast, comparative advantage, liner programming and statistical analysis are adopted. According to comparative advantage theory, the regional advantage can be determined by calculating and comparing yield advantage index (YAI), Scale advantage index (SAI), Complicated advantage index (CAI). Combining with GIS, agricultural data are presented as a form of graph such as area, bar and pie to uncover the principle and trend for decision-making which can't be found in data table. The agricultural sector, especially food crops and horticulture, is one of the sectors driving regional economic pillars in Aceh Utara Regency of Aceh Province. Some agricultural products and food crops that become excellent products in North Aceh regency are: rice, corn, peanuts, long beans, cassava and soybeans. The Local Government of North Aceh Regency has not been optimal in empowering and maximizing the potential of agriculture resources. One of the obstacles is caused by the North Aceh Regency Government does not have an adequate database and web information system/GIS (Geographic Information System) for data management of agricultural centre in North Aceh Regency. This research is expected to assist local government of North Aceh Regency in managing agriculture sector to realize local food independence the region in supporting national food security program. The method in this research is using waterfall method for designing and making information system by conducting sequential process starting from data collection stage, requirement analysis, design, coding, testing and implementation system. The result of this research is a web-based information system for the management of agriculture superior agricultural product centre in North Aceh. Nearly 2 million children live or work on America's farms and ranches. Despite the increasing mechanization of production agriculture in the United States, children still constitute a considerable portion of the work force on farms and ranches. When adjusted for actual work exposure time, adolescent injury rates on agricultural establishments surpass those of adults (Castillo, D. N., Landen, D. D., & Layne, L. A. (1994). American Journal of Public Health, 84, 646-649). This project, headed by two public health nurses, developed and tested an agricultural safety curriculum [Agricultural Disability Awareness and Risk Education (AgDARE)] for use in high school agriculture classes. Students who participated in AgDARE scored significantly higher in farm safety attitude and intent to change work behavior than the control group. Nanomaterials in agriculture and food are key issues of public and regulatory interest. Over the past ten years, patents for nanotechnological applications in the field of food and agriculture have become abundant. Uncertainty prevails however regarding their current development status and presence in the consumer market. Thus, the discussion on nanotechnologies in the food sector with its specific public perception of benefits and risks and the patterns of communication are becoming similar to the debate on genetically modified organisms. The food industry's silence in communication increased mistrust of consumer organisations and policy makers. The article discusses the background of the current regulatory debates, starting with the EU recommendation for defining nanomaterials, provides an overview of possible fields of application in agriculture and food industries and discusses risk assessment and the public debate on benefits and risks. Communicative recommendations are directed at researchers, the food industry and regulators in order to increase trust both in stakeholders, risk management and regulatory processes.

Given the increase in the volume of health and medical news over the past few years, the expanding population of journalists committed to feeding the public's voracious appetite for such information, and the important role of government public health organizations in producing and disseminating public health information, it is surprising that little research exists that explores the relationships among public health entities and health journalists. This article describes and analyzes similarities and differences in perceptions between journalists and information officers in public health agencies on a number of issues to reveal how public information officers and health journalists can work to build a local public health agenda free from the burden of unnecessary or inconsistent barriers. This study reports findings from a study with a 3-stage pretest and 90 interviews with state and local public health information officers and the health journalists who cover public health beats across the United States. Despite some agreement, results indicate wide disparities between these populations' identification of what the barriers to high-quality health care and information are, and a generalized absence of a "shared vision."

The very term 'Biotechnology' elicits a range of emotions, from wonder and awe to downright fear and hostility. This is especially true among non-scientists, particularly in respect of agricultural and food biotechnology. These emotions indicate just how poorly understood agricultural biotechnology is and the need for accurate, dispassionate information in the public sphere to allow a rational public debate on the actual, as opposed to the perceived, risks and benefits of agricultural biotechnology. This review considers first the current state of public knowledge on agricultural biotechnology, and then explores some of the popular misperceptions and logical inconsistencies in both Europe and North America. I then consider the problem of widespread scientific illiteracy, and the role of the popular media in instilling and perpetuating misperceptions. The impact of inappropriate efforts to provide 'balance' in a news story, and of belief systems and faith also impinges on public scientific illiteracy. Getting away from the abstract, we explore a more concrete example of the contrasting approach to agricultural biotechnology adoption between Europe and North America, in considering divergent approaches to enabling coexistence in farming practices. I then question who benefits from agricultural biotechnology. Is it only the big companies, or is it society at large--and the environment--also deriving some benefit? Finally, a crucial aspect in such a technologically complex issue, ordinary and intelligent non-scientifically trained consumers cannot be expected to learn the intricacies of the technology to enable a personal choice to support or reject biotechnology products. The only reasonable and pragmatic alternative is to place trust in someone to provide honest advice. But who, working in the public interest, is best suited to provide informed and accessible, but objective, advice to wary consumers?

This study focused on quantifying the commercial value of satellite remote sensing for agriculture. Commercial value from satellite imagery arises when improved information leads to better economic decisions. We identified five areas of application of remote sensing to agriculture where there is this potential: crop management (precision agriculture), insurance, real estate assessment, crop forecasting, and environmental monitoring. These applications can be divided between public information (crop forecasting) and those that may generate private commercial value (crop management), with both public and private information dimensions in some categories. Public information applications of remote sensing have been more successful in the past, and are likely to generate more economic value in the future. It was found that several issues have limited realization of the potential to generate private value from remote sensing in agriculture. The scale of use is small to the high cost of acquiring and interpreting large images has limited the cost effectiveness to individual farmers. Insurance, environmental monitoring, and crop management services by cooperatives or consultants may be cases overcoming this limitation. The greatest opportunities for potential commercial value from agriculture are probably in the crop forecasting area, especially where agricultural statistics services are not as well developed, since public market information benefits a broad range of economic actors, not limited to countries where forecasts are made. We estimate here the value from components of USDA's World Agricultural Supply and Demand Estimates (WASDE) forecasts for corn, indicating potential value increasing in the range of 60 to 240 million if improved satellite based information enhances those forecasts. This brief article looks at the intersection of climate, land cover/land use, and population trends in the world's most food insecure country, Ethiopia. As a result of warming in the Indian and Western Pacific oceans, Ethiopia has experienced substantial drying over the past 20 years. We intersect the spatial pattern of this drying with high resolution climatologies, maps of agricultural expansion, population data, and socioeconomic livelihoods information to suggest that the coincidence of drying and agricultural expansion in south-central Ethiopia is likely adversely affecting a densely populated region with high levels of poverty and low wage levels.

Effects of microcystin-LR and cylindrospermopsin on plant-soil systems: A review of their relevance for agricultural plant quality and public health

Toxic cyanobacterial blooms are recognized as an emerging environmental threat worldwide. Although microcystin-LR is the most frequently documented cyanotoxin, studies on cylindrospermopsin have been increasing due to the invasive nature of cylindrospermopsin-producing cyanobacteria. The number of studies regarding the effects of cyanotoxins on agricultural plants has increased in recent years, and it has been suggested that the presence of microcystin-LR and cylindrospermopsin in irrigation water may cause toxic effects in edible plants. The uptake of these cyanotoxins by agricultural plants has been shown to induce morphological and physiological changes that lead to a potential loss of productivity. There is alsomore » evidence that edible terrestrial plants can bioaccumulate cyanotoxins in their tissues in a concentration dependent-manner. Moreover, the number of consecutive cycles of watering and planting in addition to the potential persistence of microcystin-LR and cylindrospermopsin in the environment are likely to result in groundwater contamination. The use of cyanotoxin-contaminated water for agricultural purposes may therefore represent a threat to both food security and food safety. However, the deleterious effects of cyanotoxins on agricultural plants and public health seem to be dependent on the concentrations studied, which in most cases are non-environmentally relevant. Interestingly, at ecologically relevant concentrations, the productivity and nutritional quality of some agricultural plants seem not to be impaired and may even be enhanced. However, studies assessing if the potential tolerance of agricultural plants to these concentrations can result in cyanotoxin and allergen accumulation in the edible tissues are lacking. This review combines the most current information available regarding this topic with a realistic assessment of the impact of cyanobacterial toxins on agricultural plants, groundwater quality and public health. - Highlights

After several years of HIE implementation and funding, we sought to determine if any of the anticipated benefits of exchange participation were accruing to state and local public health practitioners participating in five different exchanges. Using qualitative interviews and template analyses, we identified public health efforts and activities that were improved by participation in HIE. HIE supported public health activities consistent with expectations in the literature. However, no single department realized all the potential benefits of HIE identified. These findings suggest ways to improve HIE usage in public health.

We as Health Physicists face what, at many times, appears to be a hopeless task. The task simply stated is informing the public about the risks (or lack thereof) of radiation. Unfortunately, the public has perceived radiation risks to be much greater than they actually are. An example of this problem is shown in a paper by Arthur C. Upton. Three groups of people -- the League of Women Voters, students, and Business and Professional Club members -- were asked to rank 30 sources of risk according to their contribution to the number of deaths in the United States. Notmore » surprisingly, they ranked nuclear power much higher and medical x-rays much lower than the actual values. In addition to the perception problem, we are faced with another hurdle: health physicists as communicators. Members of the Health Physics Society (HPS) found that the communication styles of most health physicists appear to be dissimilar to those of the general public. These authors administered the Myers-Briggs Type Indicator to the HPS Baltimore-Washington Chapter. This test, a standardized test for psychological type developed by Isabel Myers, ask questions that provide a quantitative measure of our natural preferences in four areas. Assume that you as a health physicist have the necessary skills to communicate information about radiation to the public. Health physicists do nothing with these tools. Most people involved in radiation protection do not get involved with public information activies. What I will attempt to do is heighten your interest in such activities. Using agricultural practices information for multiscale environmental assessment of phosphorus risk

Phosphorus (P) is an essential nutrient for plant growth. In intensively farmed areas, excessive applications of animal manure and mineral P fertilizers to soils have raised both economic and ecological concerns. P accumulation in agricultural soils leads to increased P losses to surface waterbodies contributing to eutrophication. Increasing soil P content over time in agricultural soils is often correlated with agricultural practices; in Brittany (NW France), an intensive livestock farming region, soil P content is well correlated with animal density (Lemercier et al.,2008). Thus, a better understanding of the factors controlling P distribution is required to enable environmental assessment of P risk. The aim of this study was to understand spatial distribution of extractable (Olsen method) and total P contents and its controlling factors at the catchment scale in order to predict P contents at regional scale (Brittany). Data on soil morphology, soil tests (including P status, particles size, organic carbon…) for 198 punctual positions, crops succession since 20 years, agricultural systems, field and animal manure management were obtained on a well-characterized catchment (ORE Agrhys, 10 km²). A multivariate analysis with mixed quantitative variables and factors and a digital soil mapping approach were performed to identify variables playing a significant role in soil total and extractable P contents and distribution. Spatial analysis was performed by means of the Cubist model, a decision tree-based algorithm. Different scenarios were assessed, considering various panels of predictive variables: soil data, terrain attributes derived from digital elevation model, gamma-ray spectrometry (from airborne geophysical survey) and agricultural practices information. Agricultural runoff into surface water is a problem in Australia, as it is in arguably all agriculturally active countries. While farm practices and resource management measures are employed to reduce downstream effects, they are often either technically insufficient or practically unsustainable. Therefore, consumers may still be exposed to agrichemicals whenever they turn on the tap. For rural residents surrounded by agriculture, the link between agriculture and water quality is easy to make and thus informed decisions about water consumption are possible. Urban residents, however, are removed from agricultural activity and indeed drinking water sources. Urban and rural residents were interviewed to identify perceptions of agriculture's impact on drinking water. Rural residents thought agriculture could impact their water quality and, in many cases, actively avoided it, often preferring tank to surface water sources. Urban residents generally did not perceive agriculture to pose health risks to their drinking water. Although there are more agricultural contaminants recognised in the latest Australian Drinking Water Guidelines than previously, we argue this is insufficient to enhance consumer protection. Health authorities may better serve the public by improving their proactivity and providing communities and water utilities with the capacity to effectively monitor and address agricultural runoff.

The National Agricultural Biotechnology Information Center developed an access portal to search, visualize, and share agricultural genomics data with a focus on South Korean information and resources. The portal features an agricultural biotechnology database containing a wide range of omics data from public and proprietary sources. We collected 28.4 TB of data from 162 agricultural organisms, with 10 types of omics data comprising next-generation sequencing sequence read archive, genome, gene, nucleotide, DNA chip, expressed sequence tag, interactome, protein structure, molecular marker, and single-nucleotide polymorphism datasets. Our genomic resources contain information on five animals, seven plants, and one fungus, which is accessed through a genome browser. We also developed a data submission and analysis system as a web service, with easy-to-use functions and cutting-edge algorithms, including those for handling next-generation sequencing data.

Insect Barcode Information System called as Insect Barcode Informática (IBIn) is an online database resource developed by the National Bureau of Agriculturally Important Insects, Bangalore. This database provides acquisition, storage, analysis and publication of DNA barcode records of agriculturally important insects, for researchers specifically in India and other countries. It bridges a gap in bioinformatics by integrating molecular, morphological and distribution details of agriculturally important insects. IBIn was developed using PHP/My SQL by using relational database management concept. This database is based on the client- server architecture, where many clients can access data simultaneously. IBIn is freely available on-line and is user-friendly. Information Seeking When Problem Solving: Perspectives of Public Health Professionals.

Given the many different types of professionals working in public health and their diverse roles, it is likely that their information needs, information-seeking behaviors, and problem-solving abilities differ. Although public health professionals often work in interdisciplinary teams, few studies have explored their information needs and behaviors within the context of teamwork. This study explored the relationship between Canadian public health professionals' perceptions of their problem-solving abilities and their information-seeking behaviors with a specific focus on the use of evidence in practice settings. It also explored their perceptions of collaborative information seeking and the work contexts in which they sought information. Key Canadian contacts at public health organizations helped recruit study participants through their list-servs. An electronic survey was used to gather data about (a) individual information-seeking behaviors, (b) collaborative information-seeking behaviors, (c) use of evidence in practice environments, (d) perceived problem-solving abilities, and (e) demographic characteristics. Fifty-eight public health professionals were recruited, with different roles and representing most Canadian provinces and one territory. A significant relationship was found between perceived problem-solving abilities and collaborative information-seeking behavior (r = -.44, p < .00, N = 58), but not individual information seeking. The results suggested that when public health professionals take a shared, active approach to problem solving, maintain personal control, and have confidence, they are more likely collaborate with others in seeking information to complete a work task. Administrators of public health organizations should promote collaboration by implementing effective communication and information-seeking strategies, and by providing information resources and retrieval tools. Is international agricultural research a global public good? The case of rice biofortification.

The status of international agricultural research as a global public good (GPG) has been widely accepted since the Green Revolution of the 1960s and 1970s. While the term was not used at the time of its creation, the Consultative Group on International Agricultural Research (CGIAR) system that evolved at that time has been described as a 'prime example of the promise, performance and perils of an international approach to providing GPGs'. Contemporary literature on international agricultural research as a GPG tends to support this view and focuses on how to operationalize the concept. This paper adopts a different starting point and questions this conceptualization of the CGIAR and its outputs. It questions the appropriateness of such a 'neutral' concept to a system born of the imperatives of Cold War geopolitics, and shaped by a history of attempts to secure its relevance in a changing world. This paper draws on a multi-sited, ethnographic study of a research effort highlighted by the CGIAR as an exemplar of GPG-oriented research. Behind the ubiquitous language of GPGs, 'partnership' and 'consensus', however, new forms of exclusion and restriction are emerging within everyday practice, reproducing North-South inequalities and undermining the ability of these programmes to respond to the needs of projected beneficiaries.

The Agrochemicals Division cosponsored the 13th International Union of Pure and Applied Chemistry International Congress of Pesticide Chemistry held as part of the 248th National Meeting and Exposition of the American Chemical Society in San Francisco, CA, USA, August 10-14, 2014. The topic of the Congress was Crop, Environment, and Public Health Protection; Technologies for a Changing World. Over 1000 delegates participated in the Congress with interactive scientific programming in nine major topic areas including the challenges and opportunities of agricultural biotechnology. Plenary speakers addressed global issues related to the Congress theme prior to the daily technical sessions. The plenary lecture addressing the challenges and opportunities that omic technologies provide agricultural research is presented here. The plenary lecture provided the diverse audience with information on a complex subject to stimulate research ideas and provide a glimpse of the impact of omics on agricultural research.

The quantum principles of superposition and entanglement have led to a recasting of the foundations of information and computation theory, and are especially helpful in understanding the nature of privacy. The most private information, exemplified by a quantum eraser experiment, is best regarded as existing only conditionally and temporarily-after the experiment is over no trace remains. Less private is classically-secret information-quantum information that has decohered, and thus become recoverable in principle, though not in practice, from portions of the environment. Finally there is public information, which has been replicated so thoroughly throughout the environment as to be infeasible to conceal. The Internet has caused an explosion of public information, with the beneficial side effect of making it harder for despots to rewrite the history of their misdeeds, and it is tempting to hope that all macroscopic information is permanent, making such cover-ups impossible in principle if not in practice. However, by comparing entropy flows into and out of the Earth with estimates of the planet's storage capacity, we conclude that most macroscopic information-for example the pattern of sand grains on an ancient beach-is impermanent, in the sense of becoming irrecoverable in principle from the Earth though still recorded in the Universe.

The Core Technologies (CT) unit, located at the Eastern Regional Research Center (ERRC), is a centralized resource of specialized instrumentation and technologies. Its objective is to provide supplementary research data processing, interpretation, analysis and consultation for a broad range of research programs approved by the Agricultural Research Service (ARS), the in-house research arm of the United States Department of Agriculture. The CT unit is comprised of four research related components: genetic analysis, proteomicsbiopolymers mass spectrometry, electron microscopy, and magnetic resonance spectroscopy (NMR). In addition, the Research Data Systems, the information pipeline of the CT, provides the means to facilitate data distribution to researchers, stakeholders, and the general public. The availability of integrated resource laboratories assures professional and dependable support to the goals of the ARS community.

Since the beginning of the 2000s, it has been conducted many projects such as Agricultural Sector Integrated Management Information System, Agriculture Information System, Agricultural Production Registry System and Farmer Registry System by the Turkish Ministry of Food, Agriculture and Livestock and the Turkish Statistical Institute in order to establish and manage better agricultural policy and produce better agricultural statistics in Turkey. Yet, it has not been carried out any study for the structuring of a system which can meet the requirements of different institutions and organizations that need similar agricultural data. It has been tried to meet required data only within the frame of the legal regulations from present systems. Whereas the developments in GIS (Geographical Information Systems) and standardization, and Turkey National GIS enterprise in this context necessitate to meet the demands of organizations that use the similar data commonly and to act in terms of a data model logic. In this study, 38 institutions or organization which produce and use agricultural data were detected, that and thanks to survey and interviews undertaken, their needs were tried to be determined. In this study which is financially supported by TUBITAK, it was worked out relationship between farmer, agricultural land and agricultural production data and all of the institutions and organizations in Turkey and in this context, it was worked upon the best detailed and effective possible data model. In the model design, UML which provides object-oriented design was used. In the data model, for the management of spatial data, sub-parcel data model was used. Thanks to this data model, declared and undeclared areas can be detected spatially, and thus declarations can be associated to sub-parcels. Background Public health professionals are increasingly expected to engage in evidence-informed decision making to inform practice and policy decisions. Evidence-informed decision making involves the use of research evidence along with expertise, existing public health resources, knowledge about community health issues, the local context and community, and the political climate. The National Collaborating Centre for Methods and Tools has identified a seven step process for evidence-informed decision making. Tools have been developed to support public health professionals as they work through each of these steps. This paper provides an overview of tools used in three Canadian public health departments involved in a study to develop capacity for evidence-informed decision making. Methods As part of a knowledge translation and exchange intervention, a Knowledge Broker worked with public health professionals to identify and apply tools for use with each of the steps of evidence-informed decision making. The Knowledge Broker maintained a reflective journal and interviews were conducted with a purposive sample of decision makers and public health professionals. This paper presents qualitative analysis of the perceived usefulness and usability of the tools. Results Tools were used in the health departments to assist in: question identification and clarification; searching for the best available research evidence; assessing the research evidence for quality through critical appraisal; deciphering the ‘actionable message(s)’ from the research evidence; tailoring messages to the local context to ensure their relevance and suitability; deciding whether and planning how to implement research evidence in the local context; and evaluating the effectiveness of implementation efforts. The methodology for an information campaign is discussed, detailing follow up in five stages: (1) assessment of needs: a good knowledge of behaviour patterns and the kind of information needed is the basic element to create the concept of a campaign. A pre-survey is an indispensable tool to secure this information; (2) basic scientific information: communication to the public has to be based on precise and recent scientific data; (3) comprehension of the information: communicating with the general public should be through texts that are clear and accessible to the greater part of the population; (4) production of supporting documents: each element of the campaign has to produce an impact on the person receiving the message; and (5) evaluating the impact of an information campaign. An evaluation can check whether objectives have been reached, and also correct errors and help prepare the next campaign even more professionally. These five stages are essential to set up a successful information campaign. We also give examples from our magazines Cancer-info and Smoke Buster-info. Through information public opinion can be mobilized to influence political decisions in the public health sector. One evidence for the importance of collective influence on political decision makers is our campaign to promote the total ban on tobacco advertising. As large-scale information campaigns need important financial resources it is essential to balance the cost to generate sufficient funds to finance further projects in the health sector; we discuss this matter as well as the impact on the image of the association.(ABSTRACT TRUNCATED AT 250 WORDS)

A Modernized System for Agricultural Monitoring for Food Security in Tanzania

Accurate and timely information on agriculture, particularly in many countries dominated by complex smallholder, subsistence agricultural systems is often difficult to obtain or not available. This includes up-to-date information during the growing season on crop type, crop area and crop condition such as developmental stage, damage from pests and diseases, drought or flooding. These data are critical for government decision making on production forecasts, planning for commodity market transactions, food aid delivery, responding to disease outbreaks and for implementing agricultural extension and development efforts. In Tanzania we have been working closely with the National Food Security Division (NFSD) at the Ministry of Agriculture, Livestock and Fisheries (MALF) on designing and implementing an advanced agricultural monitoring system, utilizing satellite remote sensing, smart phone and internet technologies. Together with our local implementing partner, the Sokoine University of Agriculture we trained a large number of agricultural extension agents in different regions of Tanzania to deliver field data in near-realtime. Using our collaborative internet portal (Crop Monitor) the team of analysts compiles pertinent information on current crop and weather conditions from throughout the country in a standardized, consistent manner. Using the portal traditionally collected data are combined with electronically collected field data and MODIS satellite image time series from GLAM East-Africa (Global Agricultural Monitoring System, customized for stakeholders in East Africa). The main outcome of this work has been the compilation of the National Food Security Bulletin for Tanzania with plans for a public release and the intention for it to become the main avenue to dispense current updates and analysis on agriculture in the country. The same information is also a potential contribution to the international Early Warning Crop Monitor, which currently covers Tanzania

Public disclosure of information about the quality of health plans, hospitals, and doctors continues to be controversial. The US experience of the past decade suggests that sophisticated quality measures and reporting systems that disclose information on quality have improved the process and outcomes of care in limited ways in some settings, but these efforts have not led to the "consumer choice" market envisaged. Important reasons for this failure include limited salience of objective measures to consumers, the complexity of the task of interpretation, and insufficient use of quality results by organised purchasers and insurers to inform contracting and pricing decisions. Nevertheless, public disclosure may motivate quality managers and providers to undertake changes that improve the delivery of care. Efforts to measure and report information about quality should remain public, but may be most effective if they are targeted to the needs of institutional and individual providers of care. Challenges of agricultural monitoring: integration of the Open Farm Management Information System into GEOSS and Digital Earth

From a global perspective, agriculture is the single largest user of freshwater resources, each country using an average of 70% of all its surface water supplies. An essential proportion of agricultural water is recycled back to surface water and/or groundwater. Agriculture and water pollution is therefore the subject of (inter)national legislation, such as the Clean Water Act in the United States of America, the European Water Framework Directive, and the Law of the People's Republic of China on the Prevention and Control of Water Pollution. Regular monitoring by means of sensor networks is needed in order to provide evidence of water pollution in agriculture. This paper describes the benefits of, and open issues stemming from, regular sensor monitoring provided by an Open Farm Management Information System. Emphasis is placed on descriptions of the processes and functionalities available to users, the underlying open data model, and definitions of open and lightweight application programming interfaces for the efficient management of collected (spatial) data. The presented Open Farm Management Information System has already been successfully registered under Phase 8 of the Global Earth Observation System of Systems (GEOSS) Architecture Implementation Pilot in order to support the wide variety of demands that are primarily aimed at agriculture pollution monitoring. The final part of the paper deals with the integration of the Open Farm Management Information System into the Digital Earth framework.

Helping the public find information the U.S. Government Information Locator Service (GILS)

As part of the National Information Infrastructure, the U.S. federal government is establishing a Government Information Locator Service (GILS). GILS will identify and describe public information resources throughout the federal government and provide assistance in obtaining the information. It will be decentralized and will supplement other agency and commercial information dissemination mechanisms. The public will use GILS directly or through intermediaries, including the Government Printing Office and the National Technical Information Service, as well as federal depository libraries, other public libraries, and private sector information services. Direct users will have access to a GILS Core accessible on the Internet without charge. Intermediate access may include kiosks, 800 numbers, electronic mail, bulletin boards, FAX, and offline media such as floppy disks, CD-ROM, and printed works. GILS will use network technology and the American National Standards Institute Z39.50 standard for information search and retrieval so that information can be retrieved in a variety of ways. Direct users may have access to many other major federal and nonfederal information resources, linkages to data systems, and electronic delivery of information products. An Office of Management and Budget Bulletin in 1994 will provide implementing guidance to agencies. The National Institute of Standards and Technology will also establish a Federal Information Processing Standard specifying a GILS Profile and its application for agencies establishing information locators. ?? 1994.

The 2009 Family Smoking Prevention and Tobacco Control Act (TCA) requires tobacco companies to disclose information about the harmful chemicals in their products to the U.S. Food and Drug Administration (FDA). The law requires the FDA, in turn, to communicate this information to the public "in a format that is understandable and not misleading to a lay person." But how should the FDA comply with this requirement? What does it mean for information about complex chemicals to be "understandable and not misleading to a lay person"? These questions are not easy ones to answer. Disclosures about the amount of harmful chemicals (constituents) in different tobacco products may help to inform consumers, but may also conversely prompt consumers to reach incorrect or unsupported conclusions about products' relative health risks. This paper first analyzes the FDA's legal obligation to publish tobacco constituent information so that it is "understandable and not misleading to a layperson." Second, it discusses how that legal analysis has guided scientific research examining how members of the public interpret messages regarding tobacco constituents. Lastly, this paper concludes with policy recommendations for the FDA as it considers how to comply with the law's constituent disclosure requirement while still furthering its overall objective of promoting public health.

Phenology Information Contributes to Reduce Temporal Basis Risk in Agricultural Weather Index Insurance.

Weather risks are an essential and increasingly important driver of agricultural income volatility. Agricultural insurances contribute to support farmers to cope with these risks. Among these insurances, weather index insurances (WII) are an innovative tool to cope with climatic risks in agriculture. Using WII, farmers receive an indemnification not based on actual yield reductions but are compensated based on a measured weather index, such as rainfall at a nearby weather station. The discrepancy between experienced losses and actual indemnification, basis risk, is a key challenge. In particular, specifications of WII used so far do not capture critical plant growth phases adequately. Here, we contribute to reduce basis risk by proposing novel procedures how occurrence dates and shifts of growth phases over time and space can be considered and test for their risk reducing potential. Our empirical example addresses drought risks in the critical growth phase around the anthesis stage in winter wheat production in Germany. We find spatially explicit, public and open databases of phenology reports to contribute to reduce basis risk and thus improve the attractiveness of WII. In contrast, we find growth stage modelling based on growing degree days (thermal time) not to result in significant improvements.

Behavior analysts have become increasingly concerned about inaccuracies and misconceptions in the public, educational, and professional information portraying their activities, but have done little to correct these views. The present paper has two purposes in this regard. First, the paper describes some of the conditions that have given rise to these concerns. Second, and more important, the paper surveys various procedures and programs for the dissemination of public information that may correct inaccuracies and misconceptions. Special consideration is also given to issues involving (a) the assessment of the problem, (b) the content and means of dissemination, (c) the possible contributions of behavior analysts to current misunderstandings, and (d) relationships between behavior analysts and the media. The dissemination of accurate and unbiased information constitutes an important new undertaking for behavior analysis. The future of the field may depend in part on such activity. PMID:22478623

Distributed Data Networks That Support Public Health Information Needs.

Data networks, consisting of pooled electronic health data assets from health care providers serving different patient populations, promote data sharing, population and disease monitoring, and methods to assess interventions. Better understanding of data networks, and their capacity to support public health objectives, will help foster partnerships, expand resources, and grow learning health systems. We conducted semistructured interviews with 16 key informants across the United States, identified as network stakeholders based on their respective experience in advancing health information technology and network functionality. Key informants were asked about their experience with and infrastructure used to develop data networks, including each network's utility to identify and characterize populations, usage, and sustainability. Among 11 identified data networks representing hundreds of thousands of patients, key informants described aggregated health care clinical data contributing to population health measures. Key informant interview responses were thematically grouped to illustrate how networks support public health, including (1) infrastructure and information sharing; (2) population health measures; and (3) network sustainability. Collaboration between clinical data networks and public health entities presents an opportunity to leverage infrastructure investments to support public health. Data networks can provide resources to enhance population health information and infrastructure.

The National Plan to Address Alzheimer's Disease calls for a new relationship between researchers and members of the public. This relationship is one that provides research information to patients and allows patients to provide ideas to researchers. One way to describe it is a "bidirectional translational relationship." Despite the numerous sources of online and offline information about Alzheimer's disease, there is no information source which currently provides this interaction. This article proposes the creation an Alzheimer's research information source dedicated to monitoring Alzheimer's research literature and providing user friendly, publicly accessible summaries of data written specifically for a lay audience. This information source should contain comprehensive, updated, user friendly, publicly available, reviews of Alzheimer's research and utilize existing online multimedia/social networking tools to provide information in useful formats that help patients, caregivers, and researchers learn rapidly from one another.

Social foraging with partial (public) information.

Group foragers can utilize public information to better estimate patch quality and arrive at more efficient patch-departure rules. However, acquiring such information may come at a cost; e.g. reduced search efficiency. We present a Bayesian group-foraging model in which social foragers do not require full awareness of their companions' foraging success; only of their number. In our model, patch departure is based on direct estimates of the number of remaining items. This is achieved by considering all likely combinations of initial patch-quality and group foraging-success; given the individual forager's experience within the patch. Slower rates of information-acquisition by our 'partially-aware' foragers lead them to over-utilize poor patches; more than fully-aware foragers. However, our model suggests that the ensuing loss in long-term intake-rates can be matched by a relatively low cost to the acquisition of full public information. In other words, we suggest that group-size offers sufficient information for optimal patch utilization by social foragers. We suggest, also, that our model is applicable to other situations where resources undergo 'background depletion', which is coincident but independent of the consumer's own utilization. The efficacy of Indexing and Abstracting service for effective organization, storage and retrieval of information resources for agricultural research in Ahmadu Bello University, Zaria necessitated examining the situation in Agricultural Library, Institute for Agricultural Research, Samaru. The study examines the processes, awareness and problems militating against the effective exploitation of the indexing and abstracting services in the Agricultural library established in 1975. The study was conducted ex post facto, data collected span from 2006 ñ 2010. Total sample sizes of 752 patrons and 20,236 intellectually indexed and abstracted resources were involved in the study. Data collected were subjected to descriptive and inferential statistics. The result revealed that a total of 644 articles were indexed and abstracted, 35% of these was done in 2010. Results for awareness show 452 (60.11%) to be aware in 2008. A total 584 articles were indexed and abstracted from which 167 (28.59%) was retrieved in 2006. Patrons, 270 (35.90%) attributed the poor use of the service to assumption it is a referral unit. The hypothesis testing revealed that there is significant association between articles indexed and abstracted with information consulted by patrons (?2cal,100.31>?2tab,9.488) at 5% level of probability and df, 4. In conclusion, enormous documents on Nigerian agriculture are indexed and abstracted in the unit, implying that the service is desirous and consistent. The study recommends that the unit should explore the use of modern technology, employ a permanent subject specialist, train and retrain the unit staff as well as intensify it general orientation campaigns to focus on awareness and use of the indexing and abstracting services.

Useful to Usable (U2U): Transforming climate information into usable tools to support Midwestern agricultural production

There is a close connection between weather and climate patterns and successful agricultural production. Therefore, incorporating climate information into farm management is likely to reduce the risk of economic losses and increase profitability. While weather and climate information is becoming ever more abundant and accessible, the use of such information in the agricultural community remains limited. Useful to Usable (U2U): Transforming Climate Variability and Change Information for Cereal Crop Producers is a USDA-NIFA funded research and extension project focused on improving the use of climate information for agricultural production in the Midwestern United States by developing user-driven decision tools and training resources. The U2U team is a diverse and uniquely qualified group of climatologists, crop modelers, agronomists, and social scientists from 9 Midwestern universities and two NOAA Regional Climate Centers. Together, we strive to help producers make better long-term plans on what, when and where to plant and also how to manage crops for maximum yields and minimum environmental damage. To ensure relevance and usability of U2U products, our social science team is using a number of techniques including surveys and focus groups to integrate stakeholder interests, needs, and concerns into all aspects of U2U research. It is through this coupling of physical and social science disciplines that we strive to transform existing climate information into actionable knowledge.

Evidence-based information needs of public health workers: a systematized review.

This study assessed public health workers' evidence-based information needs, based on a review of the literature using a systematic search strategy. This study is based on a thesis project conducted as part of the author's master's in public health coursework and is considered a systematized review. Four databases were searched for English-language articles published between 2005 and 2015: PubMed, Web of Science, Library Literature & Information Science Index, and Library, Information Science & Technology Abstracts (LISTA). Studies were excluded if there was no primary data collection, the population in the study was not identified as public health workers, "information" was not defined according to specific criteria, or evidence-based information and public health workers were not the major focus. Studies included in the final analysis underwent data extraction, critical appraisal using CASP and STROBE checklists, and thematic analysis. Thirty-three research studies were identified in the search, including twenty-one using quantitative methods and twelve using qualitative methods. Critical appraisal revealed many potential biases, particularly in the validity of research. Thematic analysis revealed five common themes: (1) definition of information needs, (2) current information-seeking behavior and use, (3) definition of evidence-based information, (4) barriers to information needs, and (5) public health-specific issues. Recommendations are given for how librarians can increase the use of evidence-based information in public health research, practice, and policy making. Further research using rigorous methodologies and transparent reporting practices in a wider variety of settings is needed to further evaluate public health workers' information needs.

Agricultural systems science generates knowledge that allows researchers to consider complex problems or take informed agricultural decisions. The rich history of this science exemplifies the diversity of systems and scales over which they operate and have been studied. Modeling, an essential tool in agricultural systems science, has been accomplished by scientists from a wide range of disciplines, who have contributed concepts and tools over more than six decades. As agricultural scientists now consider the "next generation" models, data, and knowledge products needed to meet the increasingly complex systems problems faced by society, it is important to take stock of this history and its lessons to ensure that we avoid re-invention and strive to consider all dimensions of associated challenges. To this end, we summarize here the history of agricultural systems modeling and identify lessons learned that can help guide the design and development of next generation of agricultural system tools and methods. A number of past events combined with overall technological progress in other fields have strongly contributed to the evolution of agricultural system modeling, including development of process-based bio-physical models of crops and livestock, statistical models based on historical observations, and economic optimization and simulation models at household and regional to global scales. Characteristics of agricultural systems models have varied widely depending on the systems involved, their scales, and the wide range of purposes that motivated their development and use by researchers in different disciplines. Recent trends in broader collaboration across institutions, across disciplines, and between the public and private sectors suggest that the stage is set for the major advances in agricultural systems science that are needed for the next generation of models, databases, knowledge products and decision support systems. Widespread use of antibiotics in human, veterinary medicine and agricultural settings has played a significant role in the emergence of resistant MRSA clones due to selection pressure. MRSA has now become established in human population as well as in various animal species. An animal associated clone, MRSA ST 398 has been reported from animal foods and also from human infections in the community as well as from the health care associated infections. Clonal relationship between strains of animal and human origins are indicators of interspecies transmission of clones. Spread of these organisms may pose a great impact on public health if animal associated strains enter into the community and health care settings. Surveillance is important to correlate the genetic changes associated with their epidemiological shift and expansion to predict its impact on public health. AgroClimate (http://agroclimate.org) is a web-based system developed to help the agricultural industry in the southeastern USA reduce risks associated with climate variability and change. It includes climate related information and dynamic application tools that interact with a climate and crop database system. Information available includes climate monitoring and forecasts combined with information about crop management practices that help increase the resiliency of the agricultural industry in the region. Recently we have included smartphone apps in the AgroClimate suite of tools, including irrigation management and crop disease alert systems. Decision support tools available in AgroClimate include: (a) Climate risk: expected (probabilistic) and historical climate information and freeze risk; (b) Crop yield risk: expected yield based on soil type, planting date, and basic management practices for selected commodities and historical county yield databases; (c) Crop diseases: disease risk monitoring and forecasting for strawberry and citrus; (d) Crop development: monitoring and forecasting of growing degree-days and chill accumulation; (e) Drought: monitoring and forecasting of selected drought indices, (f) Footprints: Carbon and water footprint calculators. The system also provides background information about the main drivers of climate variability and basic information about climate change in the Southeast USA. AgroClimate has been widely used as an educational tool by the Cooperative Extension Services in the region and also by producers. Near-Real-Time Analysis of Publicly Communicated Disaster Response Information

During a disaster situation the public will need to make critical actions regarding what to do, where to go, how to get there, and so on. The more informed the public is, the better actions they are able to make, resulting in reduced disaster impacts. The criteria for what information to provide the public needs to change depending on the specific needs of the disaster affected population. The method of dissemination also needs to match the communication channels that the public typically uses in disaster situations. This research project investigates the dynamic information needs of disaster affected populations and how information leads to actions. The purpose of the research project is to identify key indicators for measuring how well informed the public is during disasters. The indicators are limited to those which can be observed as communication is happening (i.e., in near-real-time). By doing so, the indicators can be analyzed as disaster situations unfold, deficiencies can be identified, and recommendations can be made to potentially improve communication while the response is still underway. The end goal of the research is to improve the ability of communicators to inform disaster affected communities. A classification scheme has been developed to categorize the information provided to the public during disasters. Under each category is a set of typical questions that the information should answer. These questions are the result of a best observed practice review of the information available during 11 disasters. For example, under the category 'Life Saving Response', the questions which should be answered are who is doing what (Evacuation, SAR), where and when, and the amount of the affected communities' needs being covered by these actions. Protecting public health requires the acquisition, use, and storage of extensive health-related information about individuals. The electronic accumulation and exchange of personal data promises significant public health benefits but also threatens individual privacy; breaches of privacy can lead to individual discrimination in employment, insurance, and government programs. Individuals concerned about privacy invasions may avoid clinical or public health tests, treatments, or research. Although individual privacy protections are critical, comprehensive federal privacy protections do not adequately protect public health data, and existing state privacy laws are inconsistent and fragmented. The Model State Public Health Privacy Act provides strong privacy safeguards for public health data while preserving the ability of state and local public health departments to act for the common good.

Quality of wastewater reuse in agricultural irrigation and its impact on public health.

This study is planned to perform a sanitary survey of the largest sewage treatment plant in Riyadh, KSA, fortnightly for 6 months to examine its effluent quality as an example for the growing dependence on reuse of treated municipal wastewater in agricultural irrigation purposes to cope with increasing water shortage. The biological and physico-chemical parameters of 12 wastewater samples from the plant were examined using standard methods. The physico-chemical analysis indicated that the surveyed municipal wastewater treatment plant contained some of the studied parameters, such as turbidity, total suspended solids, biochemical oxygen demand, chemical oxygen demand and residual chlorine above the maximum permissible wastewater limits set by the Saudi Standards. However, heavy metal concentrations in all samples were lower than the recommended standards. Total and faecal coliform counts were above the permissible limits indicating poor sanitation level. Fifty percent of all wastewater samples were contaminated with faecal coliforms but, surprisingly, Escherichia coli were only detected in 8.3 % of the samples. Regular monitoring and enhancement of microbial and physico-chemical parameters of the wastewater quality served by different wastewater treatment plants for reuse in agricultural irrigation is recommended to preserve the environment and public health.

The discernment of resource quality is pertinent to many daily decisions faced by animals. Public information is a critical information source that promotes quality assessments, attained by monitoring others’ performance. Here we provide the first evidence, to our knowledge, that chimpanzees (Pan troglodytes) use public information to guide resource selection. Thirty-two chimpanzees were presented with two simultaneous video demonstrations depicting a conspecific acquiring resources at a fast (resource-rich) or slow (resource-poor) rate. Subsequently, subjects selected the resource-rich site above chance expectation. As a comparison, we report evidence of public information use in young children. Investigation of public information use in primates is pertinent, as it can enhance foraging success and potentially facilitate payoff-biased social learning. PMID:24060244

Identifying populations potentially exposed to agricultural pesticides using remote sensing and a Geographic Information System

Pesticides used in agriculture may cause adverse health effects among the population living near agricultural areas. However, identifying the populations most likely to be exposed is difficult. We conducted a feasibility study to determine whether satellite imagery could be used to reconstruct historical crop patterns. We used historical Farm Service Agency records as a source of ground reference data to classify a late summer 1984 satellite image into crop species in a three-county area in south central Nebraska. Residences from a population-based epidemiologic study of non-Hodgkin lymphoma were located on the crop maps using a geographic information system (GIS). Corn, soybeans, sorghum, and alfalfa were the major crops grown in the study area. Eighty-five percent of residences could be located, and of these 22% had one of the four major crops within 500 m of the residence, an intermediate distance for the range of drift effects from pesticides applied in agriculture. We determined the proximity of residences to specific crop species and calculated crop-specific probabilities of pesticide use based on available data. This feasibility study demonstrated that remote sensing data and historical records on crop location can be used to create historical crop maps. The crop pesticides that were likely to have been applied can be estimated when information about crop-specific pesticide use is available. Using a GIS, zones of potential exposure to agricultural pesticides and proximity measures can be determined for residences in a study.

Knowledge gaps among public librarians seeking vaccination information: A qualitative study

Public libraries have been called the “first responders” to the specialized health information needs of the general public. The challenges inherent in consumer health information (CHI) service are centered around the Patron, the Librarian, the Information Resources, and the Library itself. The pilot study involved interviews with nine individual library workers in eight public libraries in four library systems: the District of Columbia, Montgomery and Prince George’s Counties in Maryland, and Fairfax County in Virginia. Library workers were asked about common consumer health information requests, the nature of their collections, and the role of public libraries in meeting these information needs. The subjects were also presented with a hypothetical scenario, and their responses suggest knowledge gaps. The findings point to the increasing necessity and importance of training and support for public librarians, as well as the importance of understanding where the medical knowledge gaps exist. Public librarians need to commit to formal evaluation of their skill sets and knowledge gaps, in order to identify areas to which libraries can devote limited resources. PMID:26550002

The need for rapid access to information to support critical decisions in public health cannot be disputed; however, development of such systems requires an understanding of the actual information needs of public health professionals. This paper reports the results of a literature review focused on the information needs of public health professionals. The authors reviewed the public health literature to answer the following questions: (1) What are the information needs of public health professionals? (2) In what ways are those needs being met? (3) What are the barriers to meeting those needs? (4) What is the role of the Internet in meeting information needs? The review was undertaken in order to develop system requirements to inform the design and development of an interactive digital knowledge management system. The goal of the system is to support the collection, management, and retrieval of public health documents, data, learning objects, and tools. The search method extended beyond traditional information resources, such as bibliographic databases, tables of contents (TOC), and bibliographies, to include information resources public health practitioners routinely use or have need to use--for example, grey literature, government reports, Internet-based publications, and meeting abstracts. Although few formal studies of information needs and information-seeking behaviors of public health professionals have been reported, the literature consistently indicated a critical need for comprehensive, coordinated, and accessible information to meet the needs of the public health workforce. Major barriers to information access include time, resource reliability, trustworthiness/credibility of information, and "information overload". Can Climate Information be relevant to decision making for Agriculture on the 1-10 year timescale? Case studies from southern Africa

Climate forecasts have been developed to assist decision making in sectors averse to, and affected by, climate risks, and agriculture is one of those. In agriculture and food security, climate information is now used on a range of timescales, from days (weather), months (seasonal outlooks) to decades (climate change scenarios). Former researchers have shown that when seasonal climate forecast information was provided to farmers prior to decision making, farmers adapted by changing their choice of planting seeds and timing or area planted. However, it is not always clear that the end-users' needs for climate information are met and there might be a large gap between information supplied and needed. It has been pointed out that even when forecasts were available, they were often not utilized by farmers and extension services because of lack of trust in the forecast or the forecasts did not reach the targeted farmers. Many studies have focused on the use of either seasonal forecasts or longer term climate change prediction, but little research has been done on the medium term, that is, 1 to 10 year future climate information. The agriculture and food system sector is one potential user of medium term information, as land use policy and cropping systems selection may fall into this time scale and may affect farmers' decision making process. Assuming that reliable information is provided and it is utilized by farmers for decision making, it might contribute to resilient farming and indeed to longer term food security. To this end, we try to determine the effect of medium term climate information on farmers' strategic decision making process. We explored the end-users' needs for climate information and especially the possible role of medium term information in agricultural system, by conducting interview surveys with farmers and agricultural experts. In the last decades, large-scale agricultural operations and food industries have increased. These operations generate numerous types of odors. The reduction of land areas available for isolation of agricultural and food processing industrial operations from the public area and the increase in sensitivity and demand of the general public for a clean and pleasant environment have forced all of these industries to control odor emissions and toxic air pollutants. To develop environmentally sound, sustainable agricultural and food industrial operations, it is necessary to integrate research that focuses on modern analytical techniques and latest sensory technology of measurement and evaluation of odor and pollution, together with a fundamental knowledge of factors that are the basic units contributing to the production of odor and pollutants. Without a clear understanding of what odor is, how to measure it, and where it originates, it will be difficult to control the odor. The present paper reviews the available information regarding odor emissions from agricultural operations and food industries by giving an overview about odor problems, odor detection and quantification, and identifying the sources and the mechanisms that contribute to the odor emissions. Finally, ways of reducing or controlling the odor problem are discussed.

In the world of high speed globalization, the search for global food and water security has failed despite being driven by aggressive agribusiness and aided all too often by so-called Green Revolution research scientists and technologists. In the process, agricultural workers, rural communities, and food production workers face significant occupational and environmental hazards. Countervailing forces to the World Trade Organization (WTO) and agribusiness food strategies are needed. Critical to these forces will be Non-Governmental Organizations (NGOs) working toward non-toxic, nondestructive, community-based agriculture informed by integrated humanistic, scientifically cautious, worker-sensitive, and ecologically located principles.

In July 1981, the Planetree Health Resource Center opened on the San Francisco campus of California Pacific Medical Center (Pacific Presbyterian Medical Center). Planetree was founded on the belief that access to information can empower people and help them face health and medical challenges. The Health Resource Center was created to provide medical library and health information resources to the general public. Over the last twelve years, Planetree has tried to develop a consumer health library collection and information service that is responsive to the needs and interests of a diverse public. In an effort to increase accessibility to the medical literature, a consumer health library classification scheme was created for the organization of library materials. Promoting information sharing for multijurisdictional public health emergency preparedness.

The objective was to assess the planning needs of emergency management and public health professionals to provide a flexible and comprehensive planning tool. This study first assessed the needs of emergency management and public health professionals via an online survey. On the basis of results of the assessment, pertinent information was collected and organized into an online resource tool. The assessment was designed to address the needs of local, state, and federal government administrators working in emergency management and public health. The online tool was designed for use by any entity that functions to promote public health in the event of an emergency. Sixty-four participants completed the assessment survey. Seven states were represented. Most participants were senior-level administrators or management-level employees and were employed in public health, emergency, or bioterrorism preparedness, or in emergency medical services. Needs assessment for preparedness tools. The results of the survey identified a need for increased access to information (especially concerning liability issues and authority to enter into agreements) and high levels of interest in the availability of an online planning tool. The majority (80.7%) of respondents indicated an ability to locate and quantify resources within their own jurisdiction but only about half (42.9%) could do the same for resources outside of their jurisdiction. Finally, 71.9% reported having no assessment tool to measure emergency capacity and limitations. Planning for cross-border and multijurisdictional emergencies depends on access to pertinent information and the feasibility of attaining such information. The creation of a comprehensive guide to multijurisdictional collaborations, with its self-assessment checklists, can easily provide such information to emergency. In addition, information sharing and increased collaboration can lead to increased utilization of emergency preparedness best practices.

This article is part of a series written for people responsible for making decisions about health policies and programmes and for those who support these decision makers. In this article, we address strategies to inform and engage the public in policy development and implementation. The importance of engaging the public (both patients and citizens) at all levels of health systems is widely recognised. They are the ultimate recipients of the desirable and undesirable impacts of public policies, and many governments and organisations have acknowledged the value of engaging them in evidence-informed policy development. The potential benefits of doing this include the establishment of policies that include their ideas and address their concerns, the improved implementation of policies, improved health services, and better health. Public engagement can also be viewed as a goal in itself by encouraging participative democracy, public accountability and transparency. We suggest three questions that can be considered with regard to public participation strategies. These are: 1. What strategies can be used when working with the mass media to inform the public about policy development and implementation? 2. What strategies can be used when working with civil society groups to inform and engage them in policy development and implementation? 3. What methods can be used to involve consumers in policy development and implementation? PMID:20018105

Salaries and compensation practices in public health, environmental, and agricultural laboratories: findings from a 2010 national survey.

The public health, environmental, and agricultural laboratory (PHEAL) workforce is a key component of the public health infrastructure. The national laboratory workforce faces an ongoing challenge of recruitment and retention of workers often related to pay and other compensation issues. To collect information on laboratory salaries and laboratory compensation practices using a national compensation survey targeting the PHEAL workforce. Seventy-three of 109 (67%) PHEAL directors in the 50 states and District of Columbia collectively employ 3723/4830 (77%) PHEAL employees in the United States. A standardized survey was developed and administered in 2010. Compensation data were compiled by job classification, geographic region, laboratory gross operating budget size, laboratory staff size, and laboratory type. Laboratory staff size ranged from 3 to 327 individuals (mean = 74 and median = 51). Median base salaries were lowest in the Southwest and South and highest in the Mountain and Pacific regions. Mean and median laboratory gross operating budgets for all participating PHEALs were $8 609 238 and $5 671 500, respectively. Extra cash compensation, used by 8 of 60 (13.3%) PHEALs, was more likely to go to a scientist-manager or scientist-supervisor. In 2010, a standardized national compensation survey of technical and scientific public health employees working in 73 PHEALs was effective in collecting previously unavailable data about laboratory salaries, laboratory budgets, and payroll practices. Laboratory salaries varied by geographic region and there was an uneven distribution of extra cash compensation among job classifications. The compensation data collected may be useful in characterizing and improving laboratory salary structures and practices to better support workforce recruitment and retention.

In order to gain a better understanding of non-agricultural pesticide use and to prepare the legislative and technical dossiers required under the Water Framework Directive, between October 2006 and March 2007, two surveys were conducted of 97 Walloon communes and 65 districts of the Walloon Ministry of Public Works and Transport (MET) (General Directorates for Motorways and Roads and for Waterway Infrastructure). The questionnaire (26 questions on six topics) was sent by e-mail or fax, with a response rate of 60 out of 97 communes and 33 out of 65 districts. This article describes the environmental aspects of the surveys (health-related aspects are the subject of separate article). The surveys have brought to light a number of good practices (including zero pesticides) and a growing awareness of environmental issues among non-agricultural users. However, bad habits, legislation infringements and a failure to follow good plant protection practice are still a problem and pose major environmental risks (in the form of water pollution from pesticides). Information, awareness-raising and training therefore remain a priority for non-agricultural users.

Food has become a prominent focus of US public health policy. The emphasis has been almost exclusively on what Americans eat, not what is grown or how it is grown. A field of research, policy, and practice activities addresses the food-health-agriculture nexus, yet the work is still often considered "alternative" to the mainstream. This article outlines the diverse ways in which agriculture affects public health. It then describes three policy issues: farm-to-school programming, sustainability recommendations in the Dietary Guidelines for Americans, and antibiotic use in animal agriculture. These issues illustrate the progress, challenges, and public health benefits of taking a food systems approach that brings together the food, agriculture, and public health fields. As agricultural scientists now consider the "next generation" models, data, and knowledge products needed to meet the increasingly complex systems problems faced by society, it is important to take stock of thismore » history and its lessons to ensure that we avoid re-invention and strive to consider all dimensions of associated challenges. To this end, we summarize here the history of agricultural systems modeling and identify lessons learned that can help guide the design and development of next generation of agricultural system tools and methods. A number of past events combined with overall technological progress in other fields have strongly contributed to the evolution of agricultural system modeling, including development of process-based bio-physical models of crops and livestock, statistical models based on historical observations, and economic optimization and simulation models at household and regional to global scales. Our objectives were to review and analyze the laws in the 50 states, the District of Columbia, and Puerto Rico that regulate the acquisition, storage, and use of public health data and to offer proposals for reform of the laws on public health information privacy. Virtually all states reported some statutory protection for governmentally maintained health data for public health information in general (49 states), communicable diseases (42 states), and sexually transmitted diseases (43 states). State statutes permitted disclosure of data for statistical purposes (42 states), contact tracing (39 states), epidemiologic investigations (22 states), and subpoena or court order (14 states). The survey revealed significant problems that affect both the development of fair and effective public health information systems and the protection of privacy. Statutes may be silent about the degree of privacy protection afforded, confer weaker privacy protection to certain kinds of information, or grant health officials broad discretion to disseminate personal information. Our proposals for law reform are based on a meeting of experts at the Carter Presidential Center under the auspices of the Centers for Disease Control and Prevention and the Council of State and Territorial Epidemiologists: (1) an independent data protection commission should be established, (2) health authorities should justify the collection of personally identifiable information, (3) subjects should be given basic information about data practices, (4) data should be held and used in accordance with fair information practices, (5) legally binding privacy and security assurances should attach to identifiable health information with significant penalties for breach of these assurances, (6) disclosure of data should be made only for purposes consistent with the original collection, and (7) secondary uses beyond those originally intended by the data collector should be permitted only with informed consent.

Contemporary animal agriculture is increasingly criticized on ethical grounds. Consequently, current policy and legislative discussions have become highly controversial as decision makers attempt to reconcile concerns about the impacts of animal production on animal welfare, the environment, and on the efficacy of antibiotics required to ensure human health with demands for abundant, affordable, safe food. Clearly, the broad implications for US animal agriculture of what appears to be a burgeoning movement relative to ethical food production must be understood by animal agriculture stakeholders. The potential effects of such developments on animal agricultural practices, corporate marketing strategies, and public perceptions of the ethics of animal production must also be clarified. To that end, it is essential to acknowledge that people's beliefs about which food production practices are appropriate are tied to diverse, latent value systems. Thus, relying solely on scientific information as a means to resolve current debates about animal agriculture is unlikely to be effective. The problem is compounded when scientific information is used inappropriately or strategically to advance a political agenda. Examples of the interface between science and ethics in regards to addressing currently contentious aspects of food animal production (animal welfare, antimicrobial use, and impacts of animal production practices on the environment) are reviewed. The roles of scientists and science in public debates about animal agricultural practices are also examined. It is suggested that scientists have a duty to contribute to the development of sound policy by providing clear and objectively presented information, by clarifying misinterpretations of science, and by recognizing the differences between presenting data vs. promoting their own value judgments in regard to how and which data should be used to establish policy.
