Environmental exposures in children may occur through many routes, including diet, air, and the ingestion of various nonfood items such as medications and household materials. This article focuses on dietary exposure, but it does highlight the importance of considering other routes of exposure when assessing exposure in children. It presents many of the findings in the two recent reports, Pesticides in the Diets of Infants and Children and Science and Judgment in Risk Assessment of the National Academy of Sciences (NAS)/National Research Council (NRC). Diet is an important source of exposure for children to potential carcinogens. The trace quantities of chemicals present on or in foodstuffs are termed residues. In addition, there are substances that children may be exposed to in air and water that should be considered in a total exposure analysis. To minimize exposure of the general population to chemical residues in food, water, and air, the U.S. government has instituted regulatory controls. These are intended to limit exposures to residues while ensuring an abundant and nutritious food supply, and safe drinking water and air. The legislative framework for these controls was established by the Congress through various local and state laws and such federal laws as the Insecticide, Fungicide, and Rodenticide Act (FIFRA), the Federal Food, Drug, and Cosmetic Act (FFDCA), the Safe Drinking Water Act (SDWA), and the Clean Air Act (CAA). This article summarizes current approaches to assessing exposure and susceptibility in children.

The Office of Air and Radiation's (OAR) Ambient Air Quality Data (Current) contains ambient air pollution data collected by EPA, other federal agencies, as well as state, local, and tribal air pollution control agencies. Its component data sets have been collected over the years from approximately 10,000 monitoring sites, of which approximately 5,000 are currently active. OAR's Office of Air Quality Planning and Standards (OAQPS) and other internal and external users, rely on this data to assess air quality, assist in Attainment/Non-Attainment designations, evaluate State Implementation Plans for Non-Attainment Areas, perform modeling for permit review analysis, and other air quality management functions. Air quality information is also used to prepare reports for Congress as mandated by the Clean Air Act. This data covers air quality data collected after 1980, when the Clean Air Act requirements for monitoring were significantly modified. Air quality data from the Agency's early years (1970s) remains available (see OAR PRIMARY DATA ASSET: Ambient Air Quality Data -- Historical), but because of technical and definitional differences the two data assets are not directly comparable. The Clean Air Act of 1970 provided initial authority for monitoring air quality for Conventional Air Pollutants (CAPs) for which EPA has promulgated National Ambient Air Quality Standards (NAAQS). In 1990 the U.S. Congress passed Title IV of the Clean Air Act Amendments, which was intended to reduce the adverse effects of acid deposition by reducing emissions of the acid precursors,sulfur dioxide (SO2) and nitrogen oxides (Nox). Passage of Title IV was a response to the findings of a decade of research performed in large part through the National Acid Precipitation Assessment Program (NAPAP), which concluded that acid deposition posed a current and future threat to vulnerable forest and aquatic ecosystems [NAPAP, 1991].Now,with reauthorization of the 1990 Clean Air Act Amendments scheduled for 2000, Congress is considering several bills that would further reduce emissions to ensure the restoration of damaged ecosystems. Title IV requires a 10 million ton per year reduction in SO2 emissions below 1980 levels by 2010 and establishes a national cap of 8.95 million tons per year on utility emissions by 2010. Atmospheric sulfur deposition began to decline in the late 1970s as a result of energy conservation and provisions of the Clean Air Act of 1980. Since implementation of Phase I of Title IV in 1995, SO2 emissions have dropped from more than 20 million tons per year in the early 1990s to 18.3 million tons in 1995 [NAPAP, 1998].Consequently, reductions in atmospheric sulfur deposition have accelerated throughout the United States since 1995.

DC-8 Quality Inspector Scott Silver signs documents while Acting Crew Chief Mike Bereda looks on prior to a DC-8 AirSAR flight in Costa Rica. AirSAR 2004 Mesoamerica is a three-week expedition by an international team of scientists that uses an all-weather imaging tool, called the Airborne Synthetic Aperture Radar (AirSAR) which is located onboard NASA's DC-8 airborne laboratory. Scientists from many parts of the world including NASA's Jet Propulsion Laboratory are combining ground research done in several areas in Central America with NASA's AirSAR technology to improve and expand on the quality of research they are able to conduct. The radar, developed by NASA's Jet Propulsion Laboratory, can penetrate clouds and also collect data at night. Its high-resolution sensors operate at multiple wavelengths and modes, allowing AirSAR to see beneath treetops, through thin sand, and dry snow pack. AirSAR's 2004 campaign is a collaboration of many U.S. and Central American institutions and scientists, including NASA; the National Science Foundation; the Smithsonian Institution; National Geographic; Conservation International; the Organization of Tropical Studies; the Central American Commission for Environment and Development; and the Inter-American Development Bank.

Section 107(d) of the Clean Air Act, as amended in 1990 (the Act), required states to identify all areas that do not meet the national ambient air quality standards (NAAQS) for ozone, and directed the Environmental Protection Agency (EPA) to designate these areas as ozone nonattainment areas. Section 181 of the Act required EPA to classify each area as a marginal, moderate, serious, severe or extreme ozone nonattainment area. EPA classified all areas that were designated as in nonattainment for ozone at the time of the enactment of the 1990 Amendments, except for certain "nonclassifiable" areas (56 FR 56694, November 6, 1991).

Large Swing Valve in the 10- by 10-Foot Supersonic Wind Tunnel

A 24-foot diameter swing valve is seen in an open position inside the new 10- by 10-Foot Supersonic Wind Tunnel at the National Advisory Committee for Aeronautics (NACA) Lewis Flight Propulsion Laboratory. The 10- by 10 was the most powerful propulsion wind tunnel in the nation. After over three years of construction the tunnel was ready to conduct its first tests in early 1956. The 10- by 10-foot tunnel was part of Congress’ Unitary Plan Act which coordinated wind tunnel construction at the NACA, Air Force, industry, and universities. The 10- by 10 was the largest of the three NACA tunnels built under the act. This large swinging valve is critical to the operation of the facility. In one position the valve seals off the tunnel exhaust, making the tunnel a closed circuit, which is used for aerodynamic testing of models. In its other position, the valve acts as a seal across the tunnel and leaves the tunnel exhaust open. This arrangement is used when engines are fired. The air going through the tunnel is taken from the atmosphere and returned to the atmosphere after one pass through the tunnel. Engines up to five feet in diameter can be tested in the 10- by 10-foot test section. Air flows up to Mach 3.5 can be fed through the test section by a 250,000-horsepower axial-flow compressor fan. The incoming air must be dehumidified and cooled so that the proper conditions are present for the test. A large air dryer with 1,890 tons of activated alumina soaks up 1.5 tons of water per minute from the air flow. A cooling apparatus equivalent to 250,000 household air conditioners is used to cool the air.

Tropospheric ozone, formed when nitrogen oxides (NOx) and volatile organic compounds (VOCs) react with sunlight, is a significant threat to the health of US National Forests. Approximately one third of ozone is absorbed by plants during the uptake of carbon dioxide. This increases the vegetation's susceptibility to drought, beetle infestation, and wildfire. Currently the US Forest Service has ground monitoring stations sparsely located across the country. This project looks specifically at the area surrounding several Class I Wilderness Areas in the Appalachian region. These areas are the highest priority for protection from air pollutants. The Forest Service must interpolate ozone concentrations for areas between these monitoring stations. Class I Wilderness Areas are designated by the Forest Service and are defined as a total 5000 acres or greater when the Clean Air Act was passed in 1977. This Act mandated that the EPA create national ambient air quality standards (NAAQS) for six major air pollutants including ground-level ozone. This project assessed the feasibility of incorporating NASA ozone data into Forest Service ozone monitoring in an effort to enhance the accuracy and precision of ozone exposure measurements in Class I Wilderness Areas and other federally managed lands in order to aid in complying with the Clean Air Act of 1977. This was accomplished by establishing a method of comparison between a preliminary data product produced at the Goddard Space Flight Center that uses OMI/MLS data to derive global tropospheric ozone measurements and Forest Service ozone monitoring station measurements. Interest in alternative motor vehicle fuels has grown tremendously over the last few years. The 1990 Clean Air Act Amendments, the National Energy Policy Act of 1992 and the California Clean Air Act are primarily responsible for this resurgence and have spurred both the motor fuels and vehicle manufacturing industries into action. For the first time, all three U.S. auto manufacturers are offering alternative fuel vehicles to the motoring public. At the same time, a small but growing alternative fuels refueling infrastructure is beginning to develop across the country. Although the recent growth in alternative motor fuels use is impressive,more » their market niche is still being defined. Environmental regulations, a key driver behind alternative fuel use, is forcing both car makers and the petroleum industry to clean up their products. As a result, alternative fuels no longer have a lock on the clean air market and will have to compete with conventional vehicles in meeting stringent future vehicle emission standards. The development of cleaner burning gasoline powered vehicles has signaled a shift in the marketing of alternative fuels. While they will continue to play a major part in the clean vehicle market, alternative fuels are increasingly recognized as a means to reduce oil imports. This new role is clearly defined in the National Energy Policy Act of 1992. The Act identifies alternative fuels as a key strategy for reducing imports of foreign oil and mandates their use for federal and state fleets, while reserving the right to require private and municipal fleet use as well.« less

High Efficiency Particulate Air filtration is an essential component of the containment and ventilation systems supporting the research and development activities at the Oak Ridge National Laboratory. High Efficiency Particulate Air filters range in size from 7.6cm (3 inch) by 10.2 cm (4 inch) cylindrical shape filters to filter array assemblies up to 2.1 m (7 feet) high by 1.5 m (5 feet) wide. Spent filters are grouped by contaminates trapped in the filter media and become one of the components in the respective waste stream. Waste minimization and pollution prevention efforts are applied for both radiological and non-radiological applications.more » Radiological applications include laboratory hoods, glove boxes, and hot cells. High Efficiency Particulate Air filters also are generated from intake or pre-filtering applications, decontamination activities, and asbestos abatement applications. ...EPA is proposing a limited approval and a limited disapproval of six revisions to the Virginia State Implementation Plan (SIP) submitted by the Commonwealth of Virginia, through the Department of Environmental Quality (VADEQ), that address regional haze for the first implementation period. These revisions address the requirements of the Clean Air Act (CAA or Act) and EPA's rules that require states to prevent any future and remedy any existing anthropogenic impairment of visibility in mandatory Class I areas (national parks and wilderness areas) caused by emissions of air pollutants from numerous sources located over a wide geographic area (also referred to as the ``regional haze program''). States are required to assure reasonable progress toward the national goal of achieving natural visibility conditions in Class I areas. EPA is proposing a limited approval of these SIP revisions to implement the regional haze requirements for Virginia on the basis that the revisions, as a whole, strengthen the Virginia SIP. Also in this action, EPA is proposing a limited disapproval of these same SIP revisions because of the deficiencies in the Commonwealth's regional haze SIP submittal arising from the remand by the U.S. Court of Appeals for the District of Columbia (DC Circuit) to EPA of the Clean Air Interstate Rule (CAIR). EPA is also proposing to approve this revision as meeting the infrastructure requirements relating to visibility protection for the 1997 8-Hour Ozone National Ambient Air Quality Standard (NAAQS) and the 1997 and 2006 fine particulate matter (PM2.5) NAAQS.

This joint Final Rule is consistent with the National Fuel Efficiency Policy announced by President Obama on May 19, 2009, responding to the country's critical need to address global climate change and to reduce oil consumption. EPA is finalizing greenhouse gas emissions standards under the Clean Air Act, and NHTSA is finalizing Corporate Average Fuel Economy standards under the Energy Policy and Conservation Act, as amended. These standards apply to passenger cars, light-duty trucks, and medium-duty passenger vehicles, covering model years 2012 through 2016, and represent a harmonized and consistent National Program. Under the National Program, automobile manufacturers will be able to build a single light-duty national fleet that satisfies all requirements under both programs while ensuring that consumers still have a full range of vehicle choices. NHTSA's final rule also constitutes the agency's Record of Decision for purposes of its National Environmental Policy Act (NEPA) analysis.

EPA announced that the Second External Review Draft of the Integrated Science Assessment (ISA) for Carbon Monoxide (CO) and related Annexes was made available for independent peer review and public review. This draft ISA document represents a concise synthesis and evaluation of the most policy-relevant science and will ultimately provide the scientific bases for EPA's decision regarding whether the current standards for CO sufficiently protect public health and the environment. Section 108(a) of the Clean Air Act directs the EPA Administrator to identify certain pollutants that “cause or contribute to air pollution which may reasonably be anticipated to endanger public health or welfare” and to issue air quality criteria for them. These air quality criteria are to “accurately reflect the latest scientific knowledge useful in indicating the kind and extent of all identifiable effects on public health or welfare which may be expected from the presence of such pollutant in the ambient air….” Under section 109 of the Act, EPA is to establish national ambient air quality standards (NAAQS) for each pollutant for which EPA has issued criteria. Section 109(d) of the Act requires periodic review and, if appropriate, revision of existing air quality criteria to reflect advances in scientific knowledge on the effects of the pollutant on public health or welfare. EPA is also to revise the NAAQS, if appropriate, based on the revised air quality criteria.

Climate policies targeting energy-related CO2 emissions, which act on a global scale over long time horizons, can result in localized, near-term reductions in both air pollution and adverse human health impacts. Focusing on China, the largest energy-using and CO2-emitting nation, we develop a cross-scale modelling approach to quantify these air quality co-benefits, and compare them to the economic costs of climate policy. We simulate the effects of an illustrative climate policy, a price on CO2 emissions. In a policy scenario consistent with China's recent pledge to reach a peak in CO2 emissions by 2030, we project that national health co-benefits from improved air quality would partially or fully offset policy costs depending on chosen health valuation. Net health co-benefits are found to rise with increasing policy stringency.

...EPA is proposing a limited approval and a limited disapproval of two revisions to the Kentucky State Implementation Plan (SIP) submitted by the Commonwealth of Kentucky through the Kentucky Energy and Environment Cabinet, Division of Air Quality (KYDAQ), on June 25, 2008, and May 28, 2010, that address regional haze for the first implementation period. These revisions address the requirements of the Clean Air Act (CAA or Act) and EPA's rules that require states to prevent any future and remedy any existing anthropogenic impairment of visibility in mandatory Class I areas (national parks and wilderness areas) caused by emissions of air pollutants from numerous sources located over a wide geographic area (also referred to as the ``regional haze program''). States are required to assure reasonable progress toward the national goal of achieving natural visibility conditions in Class I areas. EPA is proposing a limited approval of these SIP revisions to implement the regional haze requirements for Kentucky on the basis that the revisions, as a whole, strengthen the Kentucky SIP. Also in this action, EPA is proposing a limited disapproval of these same SIP revisions because of the deficiencies in the Commonwealth's regional haze SIP submittal arising from the remand by the U.S. Court of Appeals for the District of Columbia Circuit (DC Circuit) to EPA of the Clean Air Interstate Rule (CAIR).

...EPA and NHTSA, on behalf of the Department of Transportation, are issuing this joint proposal to further reduce greenhouse gas emissions and improve fuel economy for light-duty vehicles for model years 2017-2025. This proposal extends the National Program beyond the greenhouse gas and corporate average fuel economy standards set for model years 2012-2016. On May 21, 2010, President Obama issued a Presidential Memorandum requesting that NHTSA and EPA develop through notice and comment rulemaking a coordinated National Program to reduce greenhouse gas emissions of light-duty vehicles for model years 2017- 2025. This proposal, consistent with the President's request, responds to the country's critical need to address global climate change and to reduce oil consumption. NHTSA is proposing Corporate Average Fuel Economy standards under the Energy Policy and Conservation Act, as amended by the Energy Independence and Security Act, and EPA is proposing greenhouse gas emissions standards under the Clean Air Act. These standards apply to passenger cars, light-duty trucks, and medium- duty passenger vehicles, and represent a continued harmonized and consistent National Program. Under the National Program for model years 2017-2025, automobile manufacturers would be able to continue building a single light-duty national fleet that satisfies all requirements under both programs while ensuring that consumers still have a full range of vehicle choices. EPA is also proposing a minor change to the regulations applicable to MY 2012-2016, with respect to air conditioner performance and measurement of nitrous oxides.

In 1980, Congress enacted the Stevenson-Wydler Technology Innovation Act to encourage federal laboratories to `spin off' their technology to industry, universities, and state and local governments. The law reflected Congressional concern for the economic well-being of the nation and the need for the United States to maintain its technological superiority. Almost half the nation's research is conducted in federal laboratories. Other legislation, the Small Business Innovation Development Act of 1982 and the National Cooperative Research Act of 1984, was followed by the Technology Transfer Act of 1986 that strengthened and consolidated policy concerning the technology transfer responsibilities of the federal labs. The law allows the labs to directly license their patents and permits the issuance of exclusive licenses. It allows the labs to enter into cooperative research and development agreements with industry, universities, and state and local governments. It institutionalized the Federal Laboratory consortium which, to that point in time, had been a formal but largely unrecognized body. Under the provisions of the law, the United States Air Force Rome Laboratory located in Rome, New York, as the Air Force lead laboratory in photonics research entered into an agreement with the Governor of the State of New York to collaborate in photonics research and development. Subsequent to that agreement, the state established the not-for-profit New York State Photonics Development Corporation in Rome to facilitate business access to Rome Laboratory's photonics research facilities and technologies. Rome Laboratory's photonics research and development program is described in this paper. The Technology Transfer Act of 1986 is summarized, and the roles and missions of the New York State Photonics Development Corporation is explained.

...The EPA is revising the rules for implementing the 1997 8-hour ozone national ambient air quality standards (NAAQS) to address certain limited portions of the rules vacated by the U.S. Court of Appeals for the District of Columbia Circuit. This final rule assigns Clean Air Act (CAA or Act) classifications and associated state planning and control requirements to selected ozone nonattainment areas. This final rule also addresses three vacated provisions of the 1997 8-hour NAAQS--Phase 1 Implementation Rule (April 30, 2004) that provided exemptions from the anti-backsliding requirements relating to nonattainment area New Source Review (NSR), CAA section 185 penalty fees, and contingency measures, as these three requirements applied for the 1-hour standard. This rule also reinstates the 1-hour contingency measures as applicable requirements that must be retained until the area attains the 1997 8- hour ozone standard. Finally, this rule deletes an obsolete provision that stayed the EPA's authority to revoke the 1-hour ozone standard pending the Agency's issuance of a final rule that revises or reinstates its revocation authority and considers and addresses certain other issues. That rule has now been issued.

Throughout U.S. history, our nation has generally enjoyed exceptional economic growth, driven in part by transportation advancements. Looking forward 25 years, when the national highway and skyway systems are saturated, the nation faces new challenges in creating transportation-driven economic growth and wealth. To meet the national requirement for an improved air traffic management system, NASA developed the goal of tripling throughput over the next 20 years, in all weather conditions while maintaining safety. Analysis of the throughput goal has primarily focused on major airline operations, primarily through the hub and spoke system.However, many suggested concepts to increase throughput may operate outside the hub and spoke system. Examples of such concepts include the Small Aircraft Transportation System, civil tiltrotor, and improved rotorcraft. Proper assessment of the potential contribution of these technologies to the domestic air transportation system requires a modeling capability that includes the country's numerous smaller airports, acting as a fundamental component of the National Air space System, and the demand for such concepts and technologies. Under this task for NASA, the Logistics Management Institute developed higher fidelity demand models that capture the interdependence of short-haul air travel with other transportation modes and explicitly consider the costs of commercial air and other transport modes. To accomplish this work, we generated forecasts of the distribution of general aviation based aircraft and GA itinerant operations at each of nearly 3.000 airport based on changes in economic conditions and demographic trends. We also built modules that estimate the demand for travel by different modes, particularly auto, commercial air, and GA. We examined GA demand from two perspectives: top-down and bottom-up, described in detail.

...The Environmental Protection Agency (EPA) proposes to approve the Gila River Indian Community's (GRIC or the Tribe) Tribal Implementation Plan (TIP) under the Clean Air Act (CAA) to regulate air pollution within the exterior boundaries of the Tribe's reservation. The proposed TIP is one of four CAA regulatory programs that comprise the Tribe's Air Quality Management Plan (AQMP). EPA approved the Tribe for treatment in the same manner as a State (Treatment as State or TAS) for purposes of administering the AQMP and other CAA authorities on October 21, 2009. In this action we propose to act only on those portions of the AQMP that constitute a TIP containing severable elements of an implementation plan under CAA section 110(a). The proposed TIP includes general and emergency authorities, ambient air quality standards, permitting requirements for minor sources of air pollution, enforcement authorities, procedures for administrative appeals and judicial review in Tribal court, requirements for area sources of fugitive dust and fugitive particulate matter, general prohibitory rules, and source category-specific emission limitations. The purpose of the proposed TIP is to implement, maintain, and enforce the National Ambient Air Quality Standards (NAAQS) in the GRIC reservation. The intended effect of today's proposed action is to make the GRIC TIP federally enforceable.

The Department of Energy Idaho Operations Office (DOE-ID) is applying for a synthetic minor, Sitewide, air quality permit to construct (PTC) with a facility emission cap (FEC) component from the Idaho Department of Environmental Quality (DEQ) for Idaho National Laboratory (INL) to limit its potential to emit to less than major facility limits for criteria air pollutants (CAPs) and hazardous air pollutants (HAPs) regulated under the Clean Air Act. This document is supplied as an appendix to the application, Idaho National Laboratory Application for a Synthetic Minor Sitewide Air Quality Permit to Construct with a Facility Emissions Cap Component, hereaftermore » referred to as “permit application” (DOE-ID 2015). Air dispersion modeling was performed as part of the permit application process to demonstrate pollutant emissions from the INL will not cause a violation of any ambient air quality standards. This report documents the modeling methodology and results for the air dispersion impact analysis. All CAPs regulated under Section 109 of the Clean Air Act were modeled with the exception of lead (Pb) and ozone, which are not required to be modeled by DEQ. Modeling was not performed for toxic air pollutants (TAPs) as uncontrolled emissions did not exceed screening emission levels for carcinogenic and non-carcinogenic TAPs. Modeling for CAPs was performed with the EPA approved AERMOD dispersion modeling system (Version 14134) (EPA 2004a) and five years (2000-2004) of meteorological data. The meteorological data set was produced with the companion AERMET model (Version 14134) (EPA 2004b) using surface data from the Idaho Falls airport, and upper-air data from Boise International Airport supplied by DEQ. Onsite meteorological data from the Grid 3 Mesonet tower located near the center of the INL (north of INTEC) and supplied by the local National Oceanic and Atmospheric Administration (NOAA) office was used for surface wind directions and wind speeds. Surface data (i.e., land use data that defines roughness, albedo, Bowen ratio, and other parameters) were processed using the AERSURFACE utility (Version 13016) (EPA 2013). Emission sources were modeled as point sources using actual stack locations and dimensions. Emissions, flow rates and exit temperatures were based on the design operating capacity of each source. All structures close enough to produce an area of wake effect were included for all sources. For multi-tiered structures, the heights of the tiers were included or the entire building height was assumed to be equal to the height of the tallest tier. Concentrations were calculated at 1,352 receptor locations provided by DEQ. All receptors were considered for each pollutant and averaging period. Maximum modeled CAP concentrations summed with average background concentration values were presented and compared to National Ambient Air Quality Standards (NAAQS). The background concentration values used were obtained using the Washington State University’s Laboratory for Atmospheric Research North West Airquest web-based retrieval tool (http://lar.wsu.edu/nw airquest/lookup.html). The air dispersion modeling results show the maximum impacts for CAPs are less than applicable standards and demonstrate the INL will not cause a violation of any ambient air quality standards.« less

Various laws stemming from the Clean Air Act of 1970 and the Clean Air Act amendments of 1990 require air emissions modeling. Modeling is used to ensure that air emissions from new projects and from modifications to existing facilities do not exceed certain standards. For radionuclides, any new airborne release must be modeled to show that downwind receptors do not receive exposures exceeding the dose limits and to determine the requirements for emissions monitoring. For criteria and toxic pollutants, emissions usually must first exceed threshold values before modeling of downwind concentrations is required. This document was prepared to provide guidancemore » for performing environmental compliance-driven air modeling of emissions from Idaho National Engineering and Environmental Laboratory facilities. This document assumes that the user has experience in air modeling and dose and risk assessment. It is not intended to be a "cookbook," nor should all recommendations herein be construed as requirements. However, there are certain procedures that are required by law, and these are pointed out. It is also important to understand that air emissions modeling is a constantly evolving process. This document should, therefore, be reviewed periodically and revised as needed. ...EPA is proposing to approve a revision to the District of Columbia State Implementation Plan (SIP) submitted by the District of Columbia through the District Department of the Environment (DDOE) on October 27, 2011 that addresses regional haze for the first implementation period. This revision addresses the requirements of the Clean Air Act (CAA) and EPA's rules that require states to prevent any future, and remedy any existing, anthropogenic impairment of visibility in mandatory Class I areas caused by emissions of air pollutants from numerous sources located over a wide geographic area (also referred to as the ``regional haze program''). States are required to assure reasonable progress toward the national goal of achieving natural visibility conditions in Class I areas. EPA is proposing to determine that the Regional Haze plan submitted by the District of Columbia satisfies these requirements of the CAA. EPA is also proposing to approve this revision as meeting the infrastructure requirements relating to visibility protection for the 1997 8-Hour Ozone National Ambient Air Quality Standard (NAAQS) and the 1997 and 2006 fine particulate matter (PM2.5) NAAQS.

High carbon monoxide levels measured in enclosed skating rinks

Carbon monoxide (CO) levels were measured in enclosed skating rinks in the Boston area. The 1 hr National Ambient Air Quality Standard of 35 ppm was exceeded in 82% of the sampled hours. In a separate study, alveolar breath samples were taken of 12 Harvard hockey players, indicating a fivefold increase in carboxyhemoglobin levels after 93 min of exercise in air with a relatively low 25 ppm CO concentration. This paper demonstrates that exercising athletes are incurring physiologically dangerous levels of carboxyhemoglobin when performing in legal ambient air concentrations of CO-25 ppm, and concentrations of the poisonous gas in manymore » indoor skating rinks regularly exceed the national ambient standards by as much as 300%. It is suggested that the Clean Air Act should be amended to include indoor public exposure to at least the criteria pollutants of carbon monoxide, sulfur dioxide, nitrogen dioxide, and suspended particulates. The U.S. Environmental Protection Agency should require revisions in State Implementation Plans to ensure state responsibility for public air pollution exposures indoors. Finally, it is suggested that rink maintenance machinery be redesigned to reduce noxious output by shifting to electrical motors, by upgrading pollution control equipment, or by routine use of ventilation equipment.« less

Impacts of Climate Policy on Regional Air Quality, Health, and Air Quality Regulatory Procedures

Both the changing climate, and the policy implemented to address climate change can impact regional air quality. We evaluate the impacts of potential selected climate policies on modeled regional air quality with respect to national pollution standards, human health and the sensitivity of health uncertainty ranges. To assess changes in air quality due to climate policy, we couple output from a regional computable general equilibrium economic model (the US Regional Energy Policy [USREP] model), with a regional air quality model (the Comprehensive Air Quality Model with Extensions [CAMx]). USREP uses economic variables to determine how potential future U.S. climate policy would change emissions of regional pollutants (CO, VOC, NOx, SO2, NH3, black carbon, and organic carbon) from ten emissions-heavy sectors of the economy (electricity, coal, gas, crude oil, refined oil, energy intensive industry, other industry, service, agriculture, and transportation [light duty and heavy duty]). Changes in emissions are then modeled using CAMx to determine the impact on air quality in several cities in the Northeast US. We first calculate the impact of climate policy by using regulatory procedures used to show attainment with National Ambient Air Quality Standards (NAAQS) for ozone and particulate matter. Building on previous work, we compare those results with the calculated results and uncertainties associated with human health impacts due to climate policy. This work addresses a potential disconnect between NAAQS regulatory procedures and the cost/benefit analysis required for and by the Clean Air Act.
