The Joint Space Operations Center (JSpOC) at Vandenberg Air Force Base is the command and control focal point for the operational employment of worldwide joint space forces. The JSpOC focuses on planning and executing US Strategic Command's Joint Functional Component Command for Space (JFCC SPACE) mission. Through the JSpOC, the Weather Specialty Team (WST) monitors space and terrestrial weather effects, plans and assesses weather impacts on military operations, and provides reach-back support for deployed theater solar and terrestrial needs. This presentation will detail how space weather affects the JSpOC mission set and how the scientific community can enhance the WST's capabilities and effectiveness.

The Government Accounting Office found that the Navy, between 1996 and 1998, lost 3 billion in materiel in-transit. This thesis explores the benefits and cost of automatic identification and serial number tracking technologies under consideration by the Naval Supply Systems Command and the Naval Air Systems Command. Detailed cost-savings estimates are made for each aircraft type in the Navy inventory. Project and item managers of repairable components using Serial Number Tracking were surveyed as to the value of this system. It concludes that two thirds of the in-transit losses can be avoided with implementation of effective information technology-based logistics and maintenance tracking systems. Recommendations are made for specific steps and components of such an implementation. Suggestions are made for further research.

Since the 1986 Goldwater-Nichols Act directed the Chairman of the Joint Chiefs of Staff to develop doctrine for the joint employment of the armed forces, tactics, techniques, and procedures have evolved at different rates depending on the competency. Whereas the command of joint air forces is well prescribed within the structure of the air operations center and its associated leadership, command of air assets at a joint forward operating base lacks guidance. Today, the United States prosecutes an air war over Afghanistan from bases in Uzbekistan, Pakistan, and Afghanistan. Elements of the United States Army, Air Force, and Marines combine at these geographically minute locations, each bringing a certain complement of support and command and control. Evidence from operations during the 1999 air war for Kosovo at Tirana Rinas Airport in Albania suggests that when these service elements meet at the airfield for the first time, there are problems associated with local procedure. At best, time is wasted creating local joint systems to overcome the difficulties. At worst, safety and mission accomplishment are jeopardized. This thesis will address the need to develop doctrine and a jointly integrated organization to support the command and control function at a forward operating base.

A method for operating a thermoelectric generator supplying a variable-load component includes commanding the variable-load component to operate at a first output and determining a first load current and a first load voltage to the variable-load component while operating at the commanded first output. The method also includes commanding the variable-load component to operate at a second output and determining a second load current and a second load voltage to the variable-load component while operating at the commanded second output. The method includes calculating a maximum power output of the thermoelectric generator from the determined first load current and voltage and the determined second load current and voltage, and commanding the variable-load component to operate at a third output. The commanded third output is configured to draw the calculated maximum power output from the thermoelectric generator.

The United States Space Situational Awareness capability continues to be a key element in obtaining and maintaining the high ground in space. Space Situational Awareness satellites are critical enablers for integrated air, ground and sea operations, and play an essential role in fighting and winning conflicts. The United States leads the world space community in spacecraft payload systems from the component level into spacecraft and in the development of constellations of spacecraft. This position is founded upon continued government investment in research and development in space technology, which is clearly reflected in the Space Situational Awareness capabilities and the longevity of these missions. In the area of launch systems that support Space Situational Awareness, despite the recent development of small launch vehicles, the United States launch capability is dominated by unresponsive and relatively expensive launchers in the Expandable, Expendable Launch Vehicles (EELV). The EELV systems require an average of six to eight months from positioning on the launch table until liftoff. Access to space requires maintaining a robust space transportation capability, founded on a rigorous industrial and technology base. To assure access to space, the United States directed Air Force Space Command to develop the capability for operationally responsive access to space and use of space to support national security, including the ability to provide critical space capabilities in the event of a failure of launch or on-orbit capabilities. Under the Air Force Policy Directive, the Air Force will establish, organize, employ, and sustain space forces necessary to execute the mission and functions assigned including rapid response to the National Command Authorities and the conduct of military operations across the spectrum of conflict. Air Force Space Command executes the majority of spacelift operations for DoD satellites and other government and commercial agencies. The Command researched and identified a course of action that has maximized operationally responsive space for Low-Earth-Orbit Space Situational Awareness assets. On 1 Aug 06, Air Force Space Command activated the Space Development and Test Wing (SDTW) to perform development, test and evaluation of Air Force space systems and to execute advanced space deployment and demonstration projects to exploit new concepts and technologies, and rapidly migrate capabilities to the warfighter. The SDTW charged the Launch Test Squadron (LTS) to develop the operationally responsive spacelift capability for Low-Earth-Orbit Space Situational Awareness assets. The LTS created and executed a space enterprise strategy to place small payloads (1500 pounds), at low cost (less than 28M to 30M per launch), repeatable and rapidly into 100 - 255 nautical miles orbits. In doing so, the squadron provides scalable launch support services including program management support, engineering support, payload integration, and post-test evaluation for space systems. The Air Force, through the SDTW/LTS, will continue to evolve as the spacelift execution arm for Space Situational Awareness by creating small, less-expensive, repeatable and operationally responsive space launch capability.

This paper identifies and discusses specific applications of the optical transmission technology to various Command Control and Communications (C3) systems. Candidate C3 systems will first be identified and discussed briefly. These will include: 407L/485L Tactical Air Defense Systems (USAF) TAOC-85 Tactical Air Operations Central (USMC) SACDIN Strategic Air Command Digital Integrated Network (USAF) MX-C3 Missile "X" Command Control Communications Network The first tr are classified as tactical C3 systems while the latter two are classified as strategic C systems. A flight control system architecture for the NASA AirSTAR infrastructure has been designed to address the challenges associated with safe and efficient flight testing of research control laws in adverse flight conditions. The AirSTAR flight control system provides a flexible framework that enables NASA Aviation Safety Program research objectives, and includes the ability to rapidly integrate and test research control laws, emulate component or sensor failures, inject automated control surface perturbations, and provide a baseline control law for comparison to research control laws and to increase operational efficiency. The current baseline control law uses an angle of attack command augmentation system for the pitch axis and simple stability augmentation for the roll and yaw axes.

A new and integrated high performance computing software applications package called the Search and Determine Integrated Environment (SADIE) is being jointly developed and refined by the Air Force and Naval Research Laboratories (AFRL and NRL) to automatically resolve uncorrelated tracks (UCTs) and build a more complete space object catalog for improved Space Situational Awareness (SSA). The motivation for SADIE is to respond to very challenging needs identified and guidance received from Air Force Space Command (AFSPC) and other senior leaders to develop this technology to support the evolving Joint Space Operations Center (JSpOC) and Alternate Space Control Center (ASC2)-Dahlgren. The JSpOC and JMS SSA mission requirements and threads flow down from the United States Strategic Command (USSTRATCOM). The SADIE suite includes modification and integration of legacy applications and software components that include Search And Determine (SAD), Satellite Identification (SID), and Parallel Catalog (Parcat), as well as other utilities and scripts to enable end-to-end catalog building and maintenance in a parallel processing environment. SADIE is being developed to handle large catalog building challenges in all orbit regimes and includes the automatic processing of radar, fence, and optical data. Real data results are provided for the processing of Air Force Space Surveillance System fence observations and for the processing of Space Surveillance Telescope optical data.

Mexico City is the largest metropolitan area in the Americas and 1 of the largest in the world; its geographic location and uncontrolled population and industrial growth make this metropolis prone to natural and human-made disasters. Mass casualty disaster responses in Mexico City tend to have complications from multiple logistical and operational challenges. This article focuses on the experiences and lessons learned from an explosion that occurred in a government building in Mexico City and the current status of mass casualty disaster risks and response strategies in Mexico City as well as air medical evacuation, which is a critical component and was shown to be extremely useful in the evacuation of 15 critically ill and polytraumatized patients (Injury Severity Score > 15). Several components of the public and privately owned emergency medical services and health care systems among Mexico City pose serious logistical and operational complications, which finally will be addressed by a joint emergency preparedness council to unify criteria in communications, triage, and incident/disaster command post establishment. A flight control system for use in air-to-air combat simulation was designed. The input to the flight control system are commanded bank angle and angle of attack, the output are commands to the control surface actuators such that the commanded values will be achieved in near minimum time and sideslip is controlled to remain small. For the longitudinal direction, a conventional linear control system with gains scheduled as a function of dynamic pressure is employed. For the lateral direction, a novel control system, consisting of a linear portion for small bank angle errors and a bang-bang control system for large errors and error rates is employed.

The article describes the history and current state of medical support of the Air Force. On December 1, 2009 Air Force Medical Service was renamed into the service of aviation medicine of Command Air Forces, and many of the functions of medical support of the Air Force transferred to the newly formed Air Force Center of Aviation Medicine. April 29, 2011 office of Aviation Medicine of the High Command of the Air Force has stepped 95-year milestone. The changes affected all structures entrusted with the issues of medical support of the Air Force. Today, the medical service of the Air Force faces challenges--ensuring safety, the study of flight conditions and their impact on health, job performance and psychological characteristics of flight personnel.

The MATE (Modular Automatic Test Equipment) program was developed to combat the proliferation of unique, expensive ATE within the Air Force. MATE incorporates a standard management approach and a standard architecture designed to implement a cradle-to-grave approach to the acquisition of ATE and to significantly reduce the life cycle cost of weapons systems support. These standards are detailed in the MATE Guides. The MATE Guides assist both the Air Force and Industry in implementing the MATE concept, and provide the necessary tools and guidance required for successful acquisition of ATE. The guides also provide the necessary specifications for industry to build MATE-qualifiable equipment. The MATE architecture provides standards for all key interfaces of an ATE system. The MATE approach to the acquisition and management of ATE has been jointly endorsed by the commanders of Air Force Systems Command and Air Force Logistics Command as the way of doing business in the future.

Marconi Avionics is utilizing the MIL-STD-1553B LSI Chip Set in the SCADC Air Data Computer application to perform all of the required remote terminal MIL-STD-1553B protocol functions. Basic components of the RTU are the dual redundant chip set, CT3231 Transceivers, 256 x 16 RAM and a Z8002 microprocessor. Basic transfers are to/from the RAM command of the bus controller or Z8002 processor. During transfers from the processor to the RAM, the chip set busy bit is set for a period not exceeding 250 microseconds. When the transfer is complete, the busy bit is released and transfers to the data bus occur on command. The LSI Chip Set word count lines are used to locate each data word in the local memory and 4 mode codes are used in the application: reset remote terminal, transmit status word, transmitter shut-down, and override transmitter shutdown.

Flight safety of orbiting resident space objects is critical to our national interest and defense. United States Strategic Command has assigned the responsibility for Space Situational Awareness (SSA) to its Joint Functional Component Command - Space (JFCC SPACE) at Vandenberg Air Force Base. This paper will describe current SSA imperatives, new developments in SSA tools and developments in Defensive Operations. Current SSA processes are being examined to capture, and possibly improve, tasking of SSN sensors and "new" space-based sensors, "common" conjunction assessment methodology, and SSA sharing due to the growth seen over the last two years. The stand-up of a Defensive Ops Branch will highlight the need for advanced analysis and collaboration across space, weather, intelligence, and cyber specialties. New developments in SSA tools will be a description of computing hardware/software upgrades planned as well as the use of User-Defined Operating Pictures and visualization applications.

AFSC was responsible for acquiring satellite command and control systems and conducting routine satellite operations. The daily operations, consisting of satellite health and status contacts and station keeping activities, were performed for AFSC by a Mission Control Team (MCT) staffed by civilian contractors who were responsible for providing their own technically 'qualified' personnel as satellite operators. An MCT consists of five positions: mission planner, ground controller, planner analyst, orbit analyst, and ranger controller. Most of the training consisted of On-the-Job-Training (OJT) with junior personnel apprenticed to senior personnel until they could demonstrate job proficiency. With most of the satellite operators having 15 to 25 years of experience, there was minimal risk to the mission. In the mid 1980's Air Force Space Command (AFSPACOM) assumed operational responsibility for a newly established control node at Falcon AFB (FAFB) in CO. The satellites and ground system program offices (SPO's) are organized under AFSC's Space and Missiles Systems Center (SMC) to function as a systems engineering and acquisition agency for AFSPACECOM. The collection of the satellite control nodes, ground tracking stations, computer processing equipment, and connecting communications links is referred to as the Air Force Satellite Control Network (AFSCN).

Air Force test pilot Robert A. Rushworth is shown in an X-15. He was selected for the X-15 program in 1958, and made his first flight on November 4, 1960. Over the next six years, he made 34 flights in the X-15, the most of any pilot. This included a flight to an altitude of 285,000 feet, made on June 27, 1963. This flight above 50 miles qualified Rushworth for astronaut wings. On a later X-15 flight, he was awarded a Distinguished Flying Cross for successfully landing an X-15 after its nose wheel extended while flying at nearly Mach 5. He made his final X-15 flight on July 1, 1966, then returned to regular Air Force duties. These included a tour in Vietnam as an F-4 pilot, flying 189 combat missions. He also served as the Commander of the Air Force Flight Test Center at Edwards AFB, and as the Commander of the Air Force Test and Evaluation Center at Kirtland AFB. At the time of his retirement as a major general, he was Vice Commander, Aeronautical Systems Division, Air Force Systems Command, at Wright-Patterson AFB. Rushworth flew C-47s and C-46s as a transport pilot in World War II, as well as F-80Cs, F-101s, TF-102s, F-104s, F-105s, F-106s, and F-4s. He died on March 17, 1993.

The Jet Propulsion Laboratory has developed a multimission Test Telemetry and Command System (TTACS) which provides a multimission telemetry and command data system in a spacecraft test environment. TTACS reuses, in the spacecraft test environment, components of the same data system used for flight operations; no new software is developed for the spacecraft test environment. Additionally, the TTACS is transportable to any spacecraft test site, including the launch site. The TTACS is currently operational in the Galileo spacecraft testbed; it is also being provided to support the Cassini and Mars Surveyor Program projects. Minimal personnel data system training is required in the transition from pre-launch spacecraft test to post-launch flight operations since test personnel are already familiar with the data system's operation. Additionally, data system components, e.g. data display, can be reused to support spacecraft software development; and the same data system components will again be reused during the spacecraft integration and system test phases. TTACS usage also results in early availability of spacecraft data to data system development and, as a result, early data system development feedback to spacecraft system developers. The TTACS consists of a multimission spacecraft support equipment interface and components of the multimission telemetry and command software adapted for a specific project. The TTACS interfaces to the spacecraft, e.g., Command Data System (CDS), support equipment. The TTACS telemetry interface to the CDS support equipment performs serial (RS-422)-to-ethernet conversion at rates between 1 bps and 1 mbps, telemetry data blocking and header generation, guaranteed data transmission to the telemetry data system, and graphical downlink routing summary and control. The TTACS command interface to the CDS support equipment is nominally a command file transferred in non-real-time via ethernet. The CDS support equipment is responsible for metering the commands to the CDS; additionally for Galileo, TTACS includes a real-time-interface to the CDS support equipment. The TTACS provides the basic functionality of the multimission telemetry and command data system used during flight operations. TTACS telemetry capabilities include frame synchronization, Reed-Solomon decoding, packet extraction and channelization, and data storage/query. Multimission data display capabilities are also available. TTACS command capabilities include command generation verification, and storage.

Ultra-resolution visualization systems are achieved by the technique of tiling many direct or project-view displays. During the past fews years, several such systems have been built from commercial electronics components (displays, computers, image generators, networks, communication links, and software). Civil applications driving this development have independently determined that they require images at 10-100 megapixel (Mpx) resolution to enable state-of-the-art research, engineering, design, stock exchanges, flight simulators, business information and enterprise control centers, education, art and entertainment. Military applications also press the art of the possible to improve the productivity of warfighters and lower the cost of providing for the national defense. The environment in some 80% of defense applications can be addressed by ruggedization of commercial components. This paper reviews the status of ultra-resolution systems based on commercial components and describes a vision for their integration into advanced yet affordable military command centers, simulator/trainers, and, eventually, crew stations in air, land, sea and space systems.

We first provide a brief description of these peripheral components in songbirds (lungs, air sacs and respiratory muscles, vocal organ (syrinx), upper vocal tract) and then proceed to a review of the organization of central respiratory-related neurons in the spinal cord and brainstem, the latter having an organization fundamentally similar to that of the ventral respiratory group of mammals. The second half of the review describes the nature of the motor commands generated in a specialized "cortical" song control circuit and how these might engage brainstem respiratory networks to shape the temporal structure of song. We also discuss a bilaterally projecting "respiratory-thalamic" pathway that links the respiratory system to "cortical" song control nuclei. The Open Navigator Framework (ONF) was developed to provide a unified and scalable platform for user interface integration. The main objective for the framework was to raise usability of monitoring and control consoles and to provide a reuse of software components in different application areas. ONF is currently applied for the Columbus onboard crew interface, the commanding application for the Columbus Control Centre, the Columbus user facilities specialized user interfaces, the Mission Execution Crew Assistant (MECA) study and EADS Astrium internal R&D projects. ONF provides a well documented and proven middleware for GUI components (Java plugin interface, simplified concept similar to Eclipse). The overall application configuration is performed within a graphical user interface for layout and component selection. The end-user does not have to work in the underlying XML configuration files. ONF was optimized to provide harmonized user interfaces for monitoring and command consoles. The Reconfigurable Mobile System (RMS) is a highly mobile data-processing unit for military users requiring real-time access to data gathered by airborne (and other) reconnaissance data. RMS combines high-performance computation and image processing workstations with resources for command/control/communications in a single, lightweight shelter. RMS is composed of off-the-shelf components, and is easily reconfigurable to land-vehicle or shipboard versions. Mission planning, which involves an airborne sensor platform's sensor coverage, considered aircraft/sensor capabilities in conjunction with weather, terrain, and threat scenarios. RMS's man-machine interface concept facilitates user familiarization and features iron-based function selection and windowing.

The purpose of the wipe solvent project is to develop an alternative to be used by Air Force flight line and maintenance personnel for the wipe cleaning of oxygen equipment. This report provides material compatibility, liquid oxygen (LOX) mechanical impact, autogenous ignition temperature (AIT), and gauge cleaning test data for some of the currently available solvents that may be used to replace CFC-113 and methyl chloroform. It provides data from previous WSTF test programs sponsored by the Naval Sea Systems Command, the Kennedy Space Center, and other NASA programs for the purpose of assisting WP AFB in identifying the best alternative solvents for validation testing.

The Common Operational Picture (COP) capability can be defined as the ability to display on a single screen integrated views of the Recognized Maritime, Air and Ground Pictures, enriched by other tactical data, such as theater plans, assets, intelligence and logistics information. The purpose of the COP capability is to provide military forces a comprehensive view of the battle space, thereby enhancing situational awareness and the decision-making process across the military command and control spectrum. The availability of a COP capability throughout the command structure is a high priority operational requirement in NATO. A COP capability for NATO is being procured and implemented in an incremental way within the NATO Automated Information System (Bi-SC AIS) Functional Services programme under the coordination of the NATO Consultation, Command and Control Agency (NC3A) Integrated Programme Team 5 (IPT5). The NATO Initial COP (iCOP) capability project, first step of this evolutionary procurement, will provide an initial COP capability to NATO in a highly pragmatic and low-risk fashion, by using existing operational communications infrastructure and NATO systems, i.e. the NATO-Wide Integrated Command and Control Software for Air Operations (ICC), the Maritime Command and Control Information System (MCCIS), and the Joint Operations and Intelligence Information System (JOIIS), which will provide respectively the Recognized Air, Maritime and Ground Pictures. This paper gives an overview of the NATO Initial COP capability project, including its evolutionary implementation approach, and describes the technical solution selected to satisfy the urgent operational requirement in a timely and cost effective manner.

Conflict detection and resolution methods are crucial for distributed air-ground traffic management in which the crew in the cockpit, dispatchers in operation control centers and air traffic controllers in the ground-based air traffic management facilities share information and participate in the traffic flow and traffic control imctions.This paper describes a conflict detection and a conflict resolution method. The conflict detection method predicts the minimum separation and the time-to-go to the closest point of approach by assuming that both the aircraft will continue to fly at their current speeds along their current headings. The conflict resolution method described here is motivated by the proportional navigation algorithm. It generates speed and heading commands to rotate the line-of-sight either clockwise or counter-clockwise for conflict resolution. Once the aircraft achieve a positive range-rate and no further conflict is predicted, the algorithm generates heading commands to turn back the aircraft to their nominal trajectories. The speed commands are set to the optimal pre-resolution speeds. Six numerical examples are presented to demonstrate the conflict detection and resolution method.

At a special presentation in the IMAX 2 Theater in the Kennedy Space Center Visitor Complex, the Hammer Award is presented to Kennedy Space Center and the 45th Space Wing. Among the attendees in the audience are (center) Center Director Roy D. Bridges Jr., flanked by (at left) Commander of the 45th Space Wing Brig. Gen. F. Randall Starbuck and (at right) Commander of the Air Force Space Command General Richard B. Myers. Standing second from right is NASA Administrator Daniel S. Goldin. At the far right is Morley Winograd, director of the National Partnership for Reinventing Government, who presented the award. The Hammer Award is Vice President Al Gore's special recognition of teams of federal employees who have made significant contributions in support of the principles of the National Partnership for Reinventing Government. This Hammer Award acknowledges the accomplishments of a joint NASA and Air Force team that established the Joint Base Operations and Support Contract (J- BOSC) Source Evaluation Board (SEB). Ed Gormel and Chris Fairey, co-chairs of the SEB, accepted the awards for the SEB. The team developed and implemented the acquisition strategy for establishing a single set of base operations and support service requirements for KSC, Cape Canaveral Air Station and Patrick Air Force Base.
