Regional and local authorities have the obligation to design air quality plans and assess their impacts when concentration levels exceed the limit values. Because these limit values cover both short- (day) and long-term (year) effects, air quality plans also follow these two formats. In this work, we propose a methodology to analyze modeled air quality forecast results, looking at emission reduction for different sectors (residential, transport, agriculture, etc.) with the aim of supporting policy makers in assessing the impact of short-term action plans. Regarding PM 10 , results highlight the diversity of responses across European cities, in terms of magnitude and type that raises the necessity of designing area-specific air quality plans. Action plans extended from 1 to 3 days (i.e., emissions reductions applied for 24 and 72 h, respectively) point to the added value of trans-city coordinated actions. The largest benefits are seen in central Europe (Vienna, Prague) while major cities (e.g., Paris) already solve a large part of the problem on their own. Eastern Europe would particularly benefit from plans based on emission reduction in the residential sectors; while in northern cities, agriculture seems to be the key sector on which to focus attention. Transport is playing a key role in most cities whereas the impact of industry is limited to a few cities in south-eastern Europe. For NO 2 , short-term action plans focusing on traffic emission reductions are efficient in all cities. This is due to the local character of this type of pollution. It is important, however, to stress that these results remain dependent on the selected months available for this study.

...EPA is approving in part and disapproving in part state implementation plan (SIP) revisions submitted by California to provide for attainment of the 1997 fine particulate matter (PM2.5) national ambient air quality standards in the Los Angeles-South Coast area (South Coast). These SIP revisions are the South Coast 2007 Air Quality Management Plan (South Coast 2007 AQMP) (revised 2011) and South Coast-related provisions of the 2007 State Strategy (revised 2009 and 2011). EPA is approving the emissions inventory; reasonably available control measures/reasonably available control technology demonstration; the reasonable further progress and attainment demonstrations and associated air quality modeling; and the transportation conformity motor vehicle emissions budgets. EPA is also granting California's request to extend the attainment deadline for the South Coast to April 5, 2015 and approving commitments to measures and reductions by the South Coast Air Quality Management District and the California Air Resources Board. Finally, we are disapproving the SIP's contingency measures and issuing a protective finding under 40 CFR 93.120(a)(3), and we are rejecting the assignment of 10 tons per day (tpd) of nitrogen oxide (NOX) reductions to the federal government.

Ambient Air Quality Data Inventory
The Office of Air and Radiation's (OAR) Ambient Air Quality Data (Current) contains ambient air pollution data collected by EPA, other federal agencies, as well as state, local, and tribal air pollution control agencies. Its component data sets have been collected over the years from approximately 10,000 monitoring sites, of which approximately 5,000 are currently active. OAR's Office of Air Quality Planning and Standards (OAQPS) and other internal and external users, rely on this data to assess air quality, assist in Attainment/Non-Attainment designations, evaluate State Implementation Plans for Non-Attainment Areas, perform modeling for permit review analysis, and other air quality management functions. Air quality information is also used to prepare reports for Congress as mandated by the Clean Air Act. This data covers air quality data collected after 1980, when the Clean Air Act requirements for monitoring were significantly modified. Air quality data from the Agency's early years (1970s) remains available (see OAR PRIMARY DATA ASSET: Ambient Air Quality Data -- Historical), but because of technical and definitional differences the two data assets are not directly comparable. The Clean Air Act of 1970 provided initial authority for monitoring air quality for Conventional Air Pollutants (CAPs) for which EPA has promulgated National Ambient Air Quality Standards (NAAQS). A very high population and corresponding high number of vehicles in the Seoul Metropolitan Area (SMA) are aggravating the air quality of this region. The Korean government continues to make concerted efforts to improve air quality. One of the major policies that the Ministry of Environment of Korea enforced is "The Special Act for Improvement of Air Quality in SMA" and "The 1st Air Quality Management Plan of SMA". Mobile Source emission controls are an important part of the policy. Thus, it is timely to evaluate the air quality improvement due to the controls. Therefore, we performed a quantitative analysis of the difference in air quality using the Community Multiscale Air Quality (CMAQ) model and December, 2011 was set as the target period to capture the impact of the above control plans. We considered four fuel-type vehicle emission scenarios and compared the air quality improvement differences between them. The scenarios are as follows: no-control, gasoline vehicle control only, diesel vehicle control only, and control of both; utilizing the revised mobile source emissions from the Clean Air Policy Support System (CAPSS), which is the national emission inventory reflecting current policy.In order to improve the accuracy of the modeling data, we developed new temporal allocation coefficients based on traffic volume observation data and spatially reallocated the mobile source emissions using vehicle flow survey data. Furthermore, we calculated the PM10 and PM2.5 emissions of gasoline vehicles which is omitted in CAPSS.The results of the air quality modeling shows that vehicle control plans for both gasoline and diesel lead to a decrease of 0.65ppb~8.75ppb and 0.02㎍/㎥~7.09㎍/㎥ in NO2 and PM10 monthly average concentrations, respectively. The ends of uncertainty: Air quality science and planning in Central California

Air quality planning in Central California is complicated and controversial despite millions of dollars invested to improve scientific understanding. This research describes and critiques the use of photochemical air quality simulation modeling studies in planning to attain standards for ground-level ozone in the San Francisco Bay Area and the San Joaquin Valley during the 1990's. Data are gathered through documents and interviews with planners, modelers, and policy-makers at public agencies and with representatives from the regulated and environmental communities. Interactions amongst organizations are diagramed to identify significant nodes of interaction. Dominant policy coalitions are described through narratives distinguished by theirmore » uses of and responses to uncertainty, their exposures to risks, and their responses to the principles of conservatism, civil duty, and caution. Policy narratives are delineated using aggregated respondent statements to describe and understand advocacy coalitions. I found that models impacted the planning process significantly, but were used not purely for their scientific capabilities. Modeling results provided justification for decisions based on other constraints and political considerations. Uncertainties were utilized opportunistically by stakeholders instead of managed explicitly. Ultimately, the process supported the partisan views of those in control of the modeling. Based on these findings, as well as a review of model uncertainty analysis capabilities, I recommend modifying the planning process to allow for the development and incorporation of uncertainty information, while addressing the need for inclusive and meaningful public participation. By documenting an actual air quality planning process these findings provide insights about the potential for using new scientific information and understanding to achieve environmental goals, most notably the analysis of uncertainties in modeling applications. The present research proposes the local urban air quality management plan which combines two different modelling approaches (hybrid model) and possesses an improved predictive ability including the 'probabilistic exceedances over norms' and their 'frequency of occurrences' and so termed, herein, as episodic-urban air quality management plan ( e-UAQMP). The e-UAQMP deals with the consequences of 'extreme' concentrations of pollutant, mainly occurring at urban 'hotspots' e.g. traffic junctions, intersections and signalized roadways and are also influenced by complexities of traffic generated 'wake' effects. The e-UAQMP (based on probabilistic approach), also acts as an efficient preventive measure to predict the 'probability of exceedances' so as to prepare a successful policy responses in relation to the protection of urban environment as well as disseminating information to its sensitive 'receptors'. The e-UAQMP may be tailored to the requirements of the local area for the policy implementation programmes. The importance of such policy-making framework in the context of current air pollution 'episodes' in urban environments is discussed. The hybrid model that is based on both deterministic and stochastic based approaches predicting the 'average' as well as 'extreme' concentration distribution of air pollutants together in form of probability has been used at two air quality control regions (AQCRs) in the Delhi city, India, in formulating and executing the e-UAQMP— first, the income tax office (ITO), one of the busiest signalized traffic intersection and second, the Sirifort, one of the busiest signalized roadways.

This proposed determination of attainment is based upon complete, quality- assured and certified ambient air monitoring data for the 2007-2009 period showing that the Area has attained the 1997 annual PM2.5 NAAQS, and data available to date for 2010 in EPA's Air Quality System (AQS) database that show the area continues to attain. Regardless of its intent and purposes, the first decade of the Local Air Quality Management (LAQM) framework had little or no effect in reducing traffic-related air pollution in the UK. Apart from the impact of increased traffic volumes, the major factor attributed to this failure is that of policy disconnect between the process of diagnosing air pollution and its management, thereby limiting the capability of local authorities to control traffic-related sources of air pollution. Integrating air quality management into the Local Transport Plan (LTP) process therefore presents opportunities for enabling political will, funding and joined-up policy approach to reduce this limitation. However, despite the increased access to resources for air quality measures within the LTP process, there are local institutional, political and funding constraints which reduce the impact of these policy interventions on air quality management. This paper illustrate the policy implementation gaps between central government policy intentions and the local government process by providing evidence of the deprioritisation of air quality management compared to the other shared priorities in the LTP process. We draw conclusions on the policy and practice of integrating air quality management into transport planning. The evidence thereby indicate the need for a policy shift from a solely localised hotspot management approach, in which the LAQM framework operates, to a more holistic management of vehicular emissions within wider spatial administrative areas. These revisions were proposed in the Federal Register on February 22, 2013 and concern construction and modification of stationary sources of air pollution within each District. We are approving local rules that regulate these emission sources under the Clean Air Act as amended in 1990 (CAA). Final approval of these rules makes the rules federally enforceable and corrects program deficiencies identified in a previous EPA rulemaking (76 FR 44809, July 27, 2011). EPA is also making a technical amendment to the Code of Federal Regulations (CFR) to reflect this previous rulemaking, which removed an obsolete provision from the California SIP.

Potential Impact of the National Plan for Future Electric Power Supply on Air Quality in Korea

Korean Ministry of Trade, Industry and Energy (MOTIE) announced the national plan for Korea's future electric power supply (2013 - 2027) in 2013. According to the plan, the national demand for electricity will be increased by 60% compared to that of 2010 and primary energy sources for electric generation will still lean on the fossil fuels such as petroleum, LNG, and coal, which would be a potential threat to air quality of Korea. This study focused on two subjects: (1) How the spatial distribution of the primary air pollutant's emissions (i.e., NOx, SOx, CO, PM) will be changed and (2) How the primary emission changes will influence on the national ambient air quality including ozone in 2027. We used GEOS-Chem model simulation with modification of Korean emissions inventory (Clean Air Policy Support System (CAPSS)) to simulate the current and future air quality in Korea. The national total emissions of CO, NOx, SOx, PM in year 2027 will be increased by 3%, 8%, 13%, 2%, respectively compared to 2010 and there are additional concern that the future location of the power plants will be closer to the Seoul Metropolitan Area (SMA), where there are approximately 20 million population vulnerable to the potentially worsened air quality. While there are slight increase of concentration of CO, NOx, SOx, and PM in 2027, the O3 concentration is expected to be similar to the level of 2010. Those results may imply the characteristics of air pollution in East Asia such as potentially severe O3 titration and poorer O3/CO or O3/NOx ratio. Furthermore, we will discuss on the impact of transboundary pollution transport from China in the future, which is one of the large factors to control the air quality of Korea.

The EPA is considering a number of amendments to the transportation control plan which it promulgated Nov. 8, 1973 for the Metropolitan Boston Intrastate Air Quality Control Region. Included in the proposed amendments is a revised regulation for reduction of commuter travel which would include students and employees. ...EPA is proposing to approve revisions to the Texas State Implementation Plan (SIP) that establish the public participation requirements for air quality permits. EPA proposes to find that these revisions to the Texas SIP comply with the Federal Clean Air Act (the Act or CAA) and EPA regulations and are consistent with EPA policies. Texas submitted the public participation provisions in four separate revisions to the SIP on July 22, 1998; October 25, 1999; July 2, 2010; and March 11, 2011. EPA is proposing this action under section 110 and parts C and D of the Clean Air Act (the Act).
