Sports aviation is a special category of general aviation characterized by diverse aircraft types and a predominantly recreational flight operation. A general comparison of aircraft accidents within sports aviation is missing, but should guide future research. A comparison of accidents in sports aviation was made using 2118 records from the National Transportation Safety Board for the period 1982-2007. In addition, the available denominator data from the Federal Aviation Administration were used to interpret the data. The highest number of accidents was found with gliders (N = 991), but the highest relative number of fatal accidents came from ultra-light (45%) and gyroplane operations (40%), which are homebuilt more often than other aircraft types. The most common cause of accident in sports aviation was in-flight planning and decision-making (N = 200, 9.4%). The most frequent occurrences were hard landings and undershoots, of which the numbers differ significantly from one aircraft type to the other. Homebuilt aircraft are at particular risk in sports aviation. Although denominator data remain problematic for motorized sports aviation, these aircraft show a high proportion of homebuilt aircraft and, more importantly, a higher relative number of fatal accidents.

The present study was designed to systematize the causes underlying the development of chronic sensorineural impairment of hearing in the aircraft personnel engaged in commercial aviation of the Russian Federation. A detailed clinical and audiological picture of chronic sensorineural loss of hearing in the aircraft personnel is presented with special reference to the criteria accepted in the civil aviationfor the evaluation of professional suitability and occupational selection in terms of hearing conditions. The study has demonstrated the paramount importance of the aviation medical expertise for the flight safety control in civil aviation. We analyzed the results of the audiological examination of the aircraft personnel suffering from chronic sensorineural impairment of hearing and proposed the algorithm for the rehabilitation of such subjects taking into consideration the stage of the chronic process.

Simulations of a terminal area traffic-management system incorporating automated scheduling and time-control (four-dimensional) techniques conducted at NASA Ames Research Center jointly with the Federal Aviation Administration, have shown that efficient procedures can be developed for handling a mix of 4D-equipped and conventionally equipped aircraft. A crucial role in this system is played by an ATC host computer algorithm, referred to as a speed advisory, that allows controllers to maintain accurate time schedules of the conventionally equipped aircraft in the traffic mix. Results are of the most recent simulations in which two important special cases were investigated. First, the effects of a speed advisory on touchdown time scheduling are examined, when unequipped aircraft are constrained to follow fuel-optimized profiles in the near-terminal area, and rescheduling procedures are developed to handle missed approaches of 4D-equipped aircraft. Various performance measures, including controller opinion, are used to evaluate the effectiveness of the procedures.

This manual prescribes the NASA mission management aircraft program and provides policies and criteria for the safe and economical operation, maintenance, and inspection of NASA mission management aircraft. The operation of NASA mission management aircraft is based on the concept that safety has the highest priority. Operations involving unwarranted risks will not be tolerated. NASA mission management aircraft will be designated by the Associate Administrator for Management Systems and Facilities. NASA mission management aircraft are public aircraft as defined by the Federal Aviation Act of 1958. Maintenance standards, as a minimum, will meet those required for retention of Federal Aviation Administration (FAA) airworthiness certification. Federal Aviation Regulation Part 91, Subparts A and B, will apply except when requirements of this manual are more restrictive.

Hydrogen enrichment for aircraft piston engines is under study in a new NASA program. The objective of the program is to determine the feasibility of inflight injection of hydrogen in general aviation aircraft engines to reduce fuel consumption and to lower emission levels. A catalytic hydrogen generator will be incorporated as part of the air induction system of a Lycoming turbocharged engine and will generate hydrogen by breaking down small amounts of the aviation gasoline used in the normal propulsion system. This hydrogen will then be mixed with gasoline and compressed air from the turbocharger before entering the engine combustion chamber. The special properties of the hydrogen-enriched gasoline allow the engine to operate at ultralean fuel/air ratios, resulting in higher efficiencies and hence less fuel consumption. This paper summarizes the results of a systems analysis study. Calculations assuming a Beech Duke aircraft indicate that fuel savings on the order of 20% are possible. An estimate of the potential for the utilization of hydrogen enrichment to control exhaust emissions indicates that it may be possible to meet the 1979 Federal emission standards.

This is a report on the state of the art methodology and on questions that arise while one is preparing to use aircraft in a biotelemetry study. In general the first step in preparing to mount an antenna on an aircraft is to consult with a certified aircraft mechanic. Aircraft certification is discussed to provide background information concerning the role of the Federal Aviation Administration (FAA) in regulating the use of biotelemetry antennas on aircraft. However, approval of any specific design of antenna mount rests with local FAA authority. Airplane and helicopter antenna attachments are described. Performance of the receiving antenna system is discussed with emphasis on how variables as aircraft type and antenna configuration may influence reception. The side-looking vs. front-looking antenna configuration and the VHF vs. HF frequency band are generally recommended for most aerial tracking studies. Characteristics of receivers, transmitters, and antennas that might influence tracking are discussed. Specific topics such as calibration of receivers and transmitter quality control are considered. Suggestions in preparing for and conducting tracking flights that will improve overall efficiency and safety are presented. Search techniques, including procedures for conducting large and specific area surveys as well as methods to improve and evaluate search efficiency, are discussed. A concluding section considers special topics such as low-level operations and the use of helicopters. Diagrams of antenna mounts, equipment check-off lists, and antenna test procedures are included as appendices.

A Grounded Theory Study of Aircraft Maintenance Technician Decision-Making

Aircraft maintenance technician decision-making and actions have resulted in aircraft system errors causing aircraft incidents and accidents. Aircraft accident investigators and researchers examined the factors that influence aircraft maintenance technician errors and categorized the types of errors in an attempt to prevent similar occurrences. New aircraft technology introduced to improve aviation safety and efficiency incur failures that have no information contained in the aircraft maintenance manuals. According to the Federal Aviation Administration, aircraft maintenance technicians must use only approved aircraft maintenance documents to repair, modify, and service aircraft. This qualitative research used a grounded theory approach to explore the decision-making processes and actions taken by aircraft maintenance technicians when confronted with an aircraft problem not contained in the aircraft maintenance manuals. The target population for the research was Federal Aviation Administration licensed aircraft and power plant mechanics from across the United States. Nonprobability purposeful sampling was used to obtain aircraft maintenance technicians with the experience sought in the study problem. The sample population recruitment yielded 19 participants for eight focus group sessions to obtain opinions, perceptions, and experiences related to the study problem. All data collected was entered into the Atlas ti qualitative analysis software. The emergence of Aircraft Maintenance Technician decision-making themes regarding Aircraft Maintenance Manual content, Aircraft Maintenance Technician experience, and legal implications of not following Aircraft Maintenance Manuals surfaced. Conclusions from this study suggest Aircraft Maintenance Technician decision-making were influenced by experience, gaps in the Aircraft Maintenance Manuals, reliance on others, realizing the impact of decisions concerning aircraft airworthiness, management pressures, and legal concerns related to decision-making. Recommendations included an in-depth systematic review of the Aircraft Maintenance Manuals, development of a Federal Aviation Administration approved standardized Aircraft Maintenance Technician decision-making flow diagram, and implementation of risk based decision-making training. The benefit of this study is to save the airline industry revenue by preventing poor decision-making practices that result in inefficient maintenance actions and aircraft incidents and accidents.

Defining the Collision Avoidance Region for DAA Systems

Unmanned aircraft systems (UAS) will be required to equip with a detect-­-and-­-avoid (DAA) system in order to satisfy the federal aviation regulations to maintain well clear of other aircraft, some of which may be equipped with a Traffic Collision Avoidance System (TCAS) to mitigate the possibility of mid-­-air collisions. As such, the minimum operational performance standards (MOPS) for UAS DAA systems are being designed with TCAS interoperability in mind by a group of industry, government, and academic institutions named RTCA Special Committee-228 (SC-228). This document will discuss the development of the spatial-­-temporal volume known as the collision avoidance region in which the DAA system is not allowed to provide vertical guidance to maintain or regain DAA well clear that could conflict with resolution advisories (RAs) issued by the intruder aircraft's TCAS system. Three collision avoidance region definition candidates were developed based on the existing TCAS RA and DAA alerting definitions. They were evaluated against each other in terms of their interoperability with TCAS RAs and DAA alerts in an unmitigated factorial encounter analysis of 1.3 million simulated pairs.

For decades Federal and State agencies have been collecting aerial photographs of various film types and scales over parts of the United States. More recently, worldwide Earth resources data acquired by orbiting satellites have inundated the remote sensing community. Determining the types of remotely sensed data that are publicly available can be confusing to the land-resource manager, planner, and scientist. This paper is a summary of the more commonly used types of remotely sensed data (aircraft and satellite) and their public availability. Special emphasis is placed on the National High-Altitude Photography (NHAP) program and future remote-sensing satellites.

Skidding causes many traffic accidents. Streets and highways with skid-resisting surfaces reduce the incidence of such accidents. In fact, resurfacing roads to improve skid resistance is now required by federal law. Skid resistance is measured by road testing with specially equipped skid trailers. A project underway at NASA-Langley may considerably reduce the cost of skid trailers, thus making them more widely available to highway departments. For testing the skid resistance of aircraft runways, Langley engineers developed a relatively inexpensive test vehicle and a "pulsed braking" technique that is now being applied experimentally to road testing. The vehicle is a standard automobile modified to incorporate instrumentation, special test tires and valves, and a trailing fifth wheel for monitoring distance and velocity. The instrumentation includes a low-cost meter, a set of accelerometers that sense motion changes, and a chart recorder.

For improved safety in and around the ARM SGP CART site, the ARM Program recently purchased and installed an aircraft detection radar system at the central facility near Lamont, Oklahoma. The new system will enhance safety measures already in place at the central facility. The SGP CART site, especially the central facility, houses several instruments employing laser technology. These instruments are designed to be eye-safe and are not a hazard to personnel at the site or pilots of low-flying aircraft over the site. However, some of the specialized equipment brought to the central facility by visiting scientists during scheduled intensivemore » observation periods (IOPs) might use higher-power laser beams that point skyward to make measurements of clouds or aerosols in the atmosphere. If these beams were to strike the eye of a person in an aircraft flying above the instrument, damage to the person's eyesight could result. During IOPs, CART site personnel have obtained Federal Aviation Administration (FAA) approval to temporarily close the airspace directly over the central facility and keep aircraft from flying into the path of the instrument's laser beam. Information about the blocked airspace is easily transmitted to commercial aircraft, but that does not guarantee that the airspace remains completely plane-free. For this reason, during IOPs in which non-eye-safe lasers were in use in the past, ARM technicians watched for low-flying aircraft in and around the airspace over the central facility. If the technicians spotted such an aircraft, they would manually trigger a safety shutter to block the laser beam's path skyward until the plane had cleared the area.« less

Air Shipment of Spent Nuclear Fuel from Romania to Russia

Romania successfully completed the world’s first air shipment of spent nuclear fuel transported in Type B(U) casks under existing international laws and without shipment license special exceptions when the last Romanian highly enriched uranium (HEU) spent nuclear fuel was transported to the Russian Federation in June 2009. This air shipment required the design, fabrication, and licensing of special 20 foot freight containers and cask tiedown supports to transport the eighteen TUK 19 shipping casks on a Russian commercial cargo aircraft. The new equipment was certified for transport by road, rail, water, and air to provide multi modal transport capabilities formore » shipping research reactor spent fuel. The equipment design, safety analyses, and fabrication were performed in the Russian Federation and transport licenses were issued by both the Russian and Romanian regulatory authorities. The spent fuel was transported by truck from the VVR S research reactor to the Bucharest airport, flown by commercial cargo aircraft to the airport at Yekaterinburg, Russia, and then transported by truck to the final destination in a secure nuclear facility at Chelyabinsk, Russia. This shipment of 23.7 kg of HEU was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in close cooperation with the Rosatom State Atomic Energy Corporation and the International Atomic Energy Agency, and was managed in Romania by the National Commission for Nuclear Activities Control (CNCAN). The National Aeronautics and Space Administration Unmanned Aircraft Systems Integration in the National Airspace System Project has conducted a series of flight tests intended to support the reduction of barriers that prevent unmanned aircraft from flying without the required waivers from the Federal Aviation Administration. The 2015 Flight Test Series 3, supported two separate test configurations. The first configuration investigated the timing of Detect and Avoid alerting thresholds using a radar equipped unmanned vehicle and multiple live intruders flown at varying encounter geometries. The second configuration included a surrogate unmanned vehicle (flown from a ground control station, with a safety pilot on board) flying a mission in a virtual air traffic control airspace sector using research pilot displays and Detect and Avoid advisories to maintain separation from live and virtual aircraft. The test was conducted over an eight-week span within the R-2508 Special Use Airspace. Over 200 encounters were flown for the first configuration, and although the second configuration was cancelled after three data collection flights, Flight Test 3 proved to be invaluable for the purposes of planning, managing, and execution of this type of integrated flight test.

“POLECAT” is the acronym for a mission to polar stratospheric clouds, lee waves, chemistry, aerosols and transport. It constitutes a lead project of the German ozone research program sponsored by the Federal Ministry of Education and Research (BMBF). It focusses on the investigation of polar stratospheric clouds (PSCs) in the northern hemisphere with special emphasis on mesoscale effects, in particular lee waves, and their effects on polar stratospheric chemistry. The project comprises two phases. Phase 1 will support laboratory studies on PSC microphysics and heterogeneous chemistry, modelling studies on all scales, and selected field experiments concerning particle measurements as well as characterization of the direct chemical products of heterogeneous reactions. Phase 2 will cover a mission of the high-altitude aircraft Strato-2C, used for flights along streamlines across orographically perturbed regions for direct investigation of PSC effects. This paper presents some preparatory work for the upcoming project and, hence, concentrates on modelling studies including the planning strategies for the future aircraft missions.

New Tools Being Developed for Engine- Airframe Blade-Out Structural Simulations

One of the primary concerns of aircraft structure designers is the accurate simulation of the blade-out event. This is required for the aircraft to pass Federal Aviation Administration (FAA) certification and to ensure that the aircraft is safe for operation. Typically, the most severe blade-out occurs when a first-stage fan blade in a high-bypass gas turbine engine is released. Structural loading results from both the impact of the blade onto the containment ring and the subsequent instantaneous unbalance of the rotating components. Reliable simulations of blade-out are required to ensure structural integrity during flight as well as to guarantee successful blade-out certification testing. The loads generated by these analyses are critical to the design teams for several components of the airplane structures including the engine, nacelle, strut, and wing, as well as the aircraft fuselage. Currently, a collection of simulation tools is used for aircraft structural design. Detailed high-fidelity simulation tools are used to capture the structural loads resulting from blade loss, and then these loads are used as input into an overall system model that includes complete structural models of both the engines and the airframe. The detailed simulation (shown in the figure) includes the time-dependent trajectory of the lost blade and its interactions with the containment structure, and the system simulation includes the lost blade loadings and the interactions between the rotating turbomachinery and the remaining aircraft structural components. General-purpose finite element structural analysis codes are typically used, and special provisions are made to include transient effects from the blade loss and rotational effects resulting from the engine s turbomachinery. To develop and validate these new tools with test data, the NASA Glenn Research Center has teamed with GE Aircraft Engines, Pratt & Whitney, Boeing Commercial Aircraft, Rolls-Royce, and MSC.Software.

Federal Aviation Administration will certainly require the Heavy Lift Rotorcraft to be operated under Category A performance and operations requirements. Because of the weight, no operation will be allowed except Category A according to FAA Part 29.1(c). A repeatable flight profile must be developed and executed to ensure that the aircraft can be safely landed or flown away depending on its location on the flight profile. This means that there will be no Height-Velocity testing required as is currently required for Part 29 Category B. Since all the configurations shown to date are different than existing rotorcraft, each type would have to develop their individual requirements under existing special conditions FAA Part 21.17(b). This means the FAA will take the opportunity to negotiate additional requirements or change requirements to ensure safety. For example, since the tiltrotor did not fit normal rotorcraft category, new rules were negotiated between the applicant and the FAA. As a result of this negotiation, performance requirements for Category A were increased. The rules were written in terms of guaranteed performance instead of Category A requirements. Detailed discussion will follow later. The proposed tiltrotor would likely follow along with the current tiltrotor rules with the possibility of increase Category A performance requirements. Compounding with addition of wing and auxiliary thrust to both the tandem and coaxial rotor would result in new special condition aircraft. To my knowledge, no compound tandem or compound coaxial rotor has ever been certified by FAA.

Due to the changed task spectrum of the German Federal Armed Forces with participation in international deployments for UN and NATO the concept of Aeromedical Evacuation (MedEvac) gained a new quality for the Air Force as well as for the Medical Corps. The transport of mostly severely injured or critically ill patients requires both, medical equipment which has to be permanently adapted to the national standard, and qualified intensive-care-personnel. At present, the aircrafts used for such deployments are four C-160 Transall, one CL-601 Challenger and two Airbus A310, which, if necessary, can be equipped with one or more intensive-care "patient transportation units" (PTU). Contrary to the two other aircrafts, the CL-601 Challenger is only equipped for the intensive-care transport of one individual patient. The PTU corresponds to the technical equipment of the intensive care unit of a level-1-trauma centre and ensures an intensive-care therapy on highest level also during longer transportation. The work with this equipment, the characteristics of the long-distance air transport and the special situation of the military deployment causes special demands on the qualifications of the assigned personnel. Primarily planned for the repatriation of injured or ill soldiers, in the mean time, this concept is also essential for the medevac of civilian victims after mass casualties worldwide.
