  16. Changes in use of county public health services following implementation of Alabama's immigration law.

    Several states have enacted legislation restricting undocumented immigrants' access to publicly funded health benefits not protected by federal law. Using electronic health records from 140,856 county health department visits, we assessed the monthly change in Latino patients' visits compared to non-Latinos 12 months before and after implementation of Alabama's immigration law. We used ICD-9 diagnosis codes to determine whether visits included services exempt under the law: immunizations, testing and treatment for sexually transmitted infections (STIs) and communicable diseases, and family planning. Differences between groups in the mean percent change were assessed with t-tests. Among children younger than 18 years, there were no significant differences by ethnicity. Visits among Latino adults decreased by 28% for communicable diseases, 25% for STIs, and 13% for family planning; this was significantly different from changes among non-Latino adults (p <.05). State-level legislation may reduce immigrants' access to protected benefits, which could adversely affect the broader public's health.

    A detailed description is given of the laws and programs of the State of Alabama governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview.     Academic medical libraries have a responsibility to inform library users regarding retracted publications. Many have created policies and procedures that identify flawed journal articles. A questionnaire was sent to the 129 academic medical libraries in the United States and Canada to find out how many had policies and procedures for identifying retracted publications. Of the returned questionnaires, 59% had no policy and no practice for calling the attention of the library user to retracted publications. Forty-one percent of the libraries called attention to retractions with or without a formal policy for doing so. Several responding libraries included their policy statement with the survey. The increasing number of academic medical libraries that realize the importance of having policies and practices in place highlights the necessity for this procedure.

    In October 1998, the National Library of Medicine (NLM) launched a pilot project to learn about the role of public libraries in providing health information to the public and to generate information that would assist NLM and the National Network of Libraries of Medicine (NN/LM) in learning how best to work with public libraries in the future. Three regional medical libraries (RMLs), eight resource libraries, and forty-one public libraries or library systems from nine states and the District of Columbia were selected for participation. The pilot project included an evaluation component that was carried out in parallel with project implementation. The evaluation ran through September 1999. The results of the evaluation indicated that participating public librarians were enthusiastic about the training and information materials provided as part of the project and that many public libraries used the materials and conducted their own outreach to local communities and groups. Most libraries applied the modest funds to purchase additional Internet-accessible computers and/or upgrade their health-reference materials. However, few of the participating public libraries had health information centers (although health information was perceived as a top-ten or top-five topic of interest to patrons). Also, the project generated only minimal usage of NLM's consumer health database, known as MEDLINEplus, from the premises of the monitored libraries (patron usage from home or office locations was not tracked). The evaluation results suggested a balanced follow-up by NLM and the NN/LM, with a few carefully selected national activities, complemented by a package of targeted activities that, as of January 2000, are being planned, developed, or implemented. The results also highlighted the importance of building an evaluation component into projects like this one from the outset, to assure that objectives were met and that evaluative information was available on a timely basis, as was

    The idea of the therapeutic landscape has been widely used to describe the relationship between place and improvements in mental health. This paper uses data from a qualitative study conducted with people with mental health problems to outline the role of the public library as a therapeutic landscape. It situates the public library as a space that is simultaneously familiar and welcoming, comforting and calming, and empowering. Further, the paper reflects on the impact of proposed library closures in light of these previously hidden benefits, thinking about the library's role as an environment and not as a service provider.

    This study bridges a gap between public library and emergency management policy versus practice by examining the role of public libraries in the community resource network for disaster recovery. Specifically, this study identifies the opportunities and challenges for public libraries to fulfill their role as a FEMA-designated essential community organization and enhance community resilience. The results indicate there are several opportunities for libraries to enhance community resilience by offering technology resources and assistance; providing office, meeting, and community living room space; serving as the last redundant communication channel and a repository for community information and disaster narratives; and adapting or expanding services already offered to meet the changing needs of the community. However, libraries also face challenges in enhancing community resilience, including the temptation to overcommit library capacity and staff capability beyond the library mission and a lack of long-term disaster plans and collaboration with emergency managers and government officials. Implications for library and emergency management practice and crisis research are discussed.

    NASA Spacelink is a comprehensive electronic data base of NASA and other source educational and informational materials. This service originates at Marshall Space Flight Center (MSFC) in Huntsville, Alabama. This is an education service of NASA Headquarters, through the MSFC Education Office, that first began in February of 1988. The new NASA Spacelink Public Electronic Library was the result of a study conducted to investigate an upgrade or redesign of the original NASA Spacelink. The UNIX Operating System was chosen to be the host operating system for the new NASA Spacelink Public Electronic Library. The UNIX system was selected for this project because of the strengths built into the embedded communication system and for its simple and direct file handling capabilities. The host hardware of the new system is a Sun Microsystems SPARCserver 1000 computer system. The configuration has four 50-MHz SuperSPARC processors with 128 megabytes of shared memory; three SB800 serial ports allowing 24 cable links for phone communications; 4.1 gigabytes of on-line disk storage; and ten (10) CD-ROM drives. Communications devices on the system are sufficient to support the expected number of users through the Internet, the local dial services, long distance dial services; the MSFC PABX, and the NPSS (NASA Packet Switching System) and 1-800 access service for the registered teachers.

With this prospectus, public libraries should consider creating a consumer health collection to assist the public in their health care needs. Using neighborhood demographic information can inform the collection development librarians as to the dominant age groups, sex, and races within the neighborhood. With this information, appropriate consumer health materials may be assembled in the public library. METHODS: In order to visualize the demographics of a neighborhood, the computer program ArcView GIS (geographic information systems) was used to create maps for specified areas. The neighborhood data was taken from the U.S. Census Department's annual census and library addresses were accumulated through a free database. After downloading the census block information from http://www.census.gov/geo/www/tiger/ the data was manipulated with ArcView GIS and queried to produce maps displaying the requested neighborhood demographics to view in respect to libraries. RESULTS: ArcView GIS produced maps displaying public libraries and requested demographics. After viewing the maps the collection development librarian can see exactly what populations are served by the library and adjust the library's collection accordingly.     A massive open online course, or MOOC, is an noncredit education activity that delivers learning content to anyone with access to the Internet. Individual courses are generally free of charge, while a certificate can have small costs. The University of Wisconsin-Madison has exploring the use of MOOC as part of its Wisconsin Idea. In the 2015, a series of MOOCs focusing on the environment were offered via Coursera. One of those MOOCS was "Changing Weather and Climate of the Great Lakes Region." This 4-week course features a new season each week through short lectures and activities covering Great Lakes weather, observed changes in the climate, and societal impacts of climate change. (https://www.coursera.org/course/greatlakesclimate) The MOOC conveyed information from NOAA's National Weather Service (NWS) Weather-Ready Nation initiative as well as findings from the recent National Climate Assessment and the Wisconsin Initiative on Climate Change Impacts (WICCI). The course was organized by members of the Department of Atmospheric and Oceanic Sciences and the Cooperative Institute for Meteorological Satellite Studies; material included discussion, videos for lectures as well as guest lecturers. There were also weekly visits by the course team to 21 public libraries throughout the state of WI. The library collaboration as facilitated by WiLS (Wisconsin Library Services - wils.org), who organized the application and selection process. The public libraries hosted local residents and course instructors in discussions of course content in the context of their communities as well as strategies to mitigate the climate change impacts. This presentation will discuss the public library discussions experience and the our evaluation of the impact of including a face-to-face component in the MOOC activity on engagement and learning.

    In much the same way that the field of artificial intelligence produced a cult which fervently believed that computers would soon think like human beings, the existence of electronic books has resurrected the paperless society as a utopian vision to some, an apocalyptic horror to others. In this essay we have attempted to provide realistic notions of what digital libraries are likely to become if they are a popular success. E-books are capable of subsuming most of the media we use today and have the potential for added functionality by being interactive. The environmental impact of having millions more computers will be offset to some degree, perhaps even exceeded, by the fact that televisions, stereos, VCR's, CD players, newspapers, magazines, and books will become part of the computer system or be made redundant. On the whole, large-scale use of digital libraries is likely to be a winning proposition. Whether or not this comes to pass depends on the directions taken by today's researchers and software developers. By involving the public, the effort being put into digital libraries can be leveraged into something which is big enough to make a real change for the better. If digital libraries remain the exclusive property of government, universities, and large research firms, then large parts of the world will remain without digital libraries for years to come, just as they have remained without digital phone service for far too long. If software companies try to scuttle the project by patenting crucial algorithms and using proprietary data formats, all of us will suffer. Let us reverse the errors of the past and create a truly open digital library system.

  12. Determining the Publication Impact of a Digital Library

    We attempt to assess the publication impact of a digital library (DL) of aerospace scientific and technical information (STI). The Langley Technical Report Server (LTRS) is a digital library of over 1,400 electronic publications authored by NASA Langley Research Center personnel or contractors and has been available in its current World Wide Web (WWW) form since 1994. In this study, we examine calendar year 1997 usage statistics of LTRS and the Center for AeroSpace Information (CASI), a facility that archives and distributes hard copies of NASA and aerospace information. We also perform a citation analysis on some of the top publications distributed by LTRS. We find that although LTRS distributes over 71,000 copies of publications (compared with an estimated 24,000 copies from CASI), citation analysis indicates that LTRS has almost no measurable publication impact. We discuss the caveats of our investigation, speculate on possible different models of usage facilitated by DLs , and suggest retrieval analysis as a complementary metric to citation analysis. While our investigation failed to establish a relationship between LTRS and increased citations and raises at least as many questions as it answers, we hope it will serve as a invitation to, and guide for, further research in the use of DLs.

    Despite the advent of the electronic age and the wide dissemination of information of all kinds via the Internet, the specialized library can and will become an active pole in the knowledge-based society. By exploiting their scientific authority and consequent validation of information accuracy, libraries can build a bridge between science and the public. The "Declaration Concerning the Evolving Role of Libraries in Research Centres" (2007) describes a moment of great impetus in the professional activity of librarians but is also a cry of alarm for the unique situation of the libraries in research centres. This presentation will consider the theoretical context of this point of view and focus on libraries in main European research centres.     A partnership between the Specialist Health Promotion Service of NHS Tayside and Dundee City Council developed a project, 'Discover Health', to bring health information to the public. The two main formats used were traditional leaflets and Internet access via the People's Network, both available in public libraries. The steering group for the project was made up of staff from both organisations. The NHS side secured the funding; the Council side provided the accommodation and information and communication technologies. The partnership worked well, and the project is continuing, with expansion in the pipeline for other areas within Tayside. The various aspects of the functioning of the partnership are discussed. A literature review of similar initiatives is included.

    The focus of this paper is on an understanding of social exclusion/inclusion: the concept and how a specific public library service, namely the City of Swan Public Library service, has responded to this social issue. The terms social inclusion/exclusion are explored and clarified from an international, Western Australian State Government, and public library perspective. This is followed by a brief overview of Western Australia as an Australian state, and how public libraries operate based on a partnership with the State Library of Western Australia and Local Government. The City of Swan Public Libraries are described in some depth and also portrayed in their local setting namely the City of Swan, a city of extensive growth that offers a unique environment of both rural and urban areas. The concept of social inclusion is then applied to the City of Swan Public Library service and how the library service addresses social inclusion within its physical environment, policies, operations, future planning, programmes and services. This includes the results of a Library Non-user Survey that was conducted in 2001. The aims of this survey were to: ascertain why non-users within the City of Swan do not make use of the library facilities; explore why past members were not using the library services; examine the effectiveness of library promotions; and investigate the access to and usage of the Internet. The paper concludes with a list of the potential social conditions of which public libraries need to be aware in their strategic planning activities so that community members are not excluded from participating and accessing the public library service.

    This article examines the development of the St George's Hospital Medical School Library public health information service. Begun in 1997 as a pilot project to support Public Health Specialist Registrars in South Thames West, it is now an established part of postgraduate training in the region. An outline of the service is described, including the evolution of the post of Public Health Librarian. Issues influencing the development of the service, and the establishment of the Librarian as part of the public health network are discussed. This is a transferable model of public health information provision, which as a centralized resource makes best use of available funding. As a LIS model it is an effective and efficient way of maximizing resources, and delivering a service to a specialist user group that is spread across a wide geographical area. PMID:11260291

    This article is only the second in the Dissertations into Practice series to highlight the role of public libraries in health information. It is the result of an investigation into the provision of health information in East Sussex Library and Information Service, which formed the basis of Anneliese Ingham's dissertation for her MA in Information Studies at the University of Brighton. At the time Anneliese was doing her research, the service was experimenting with different ways of providing healthcare information at one of its main libraries, and they were interested in the impact of this. The provision of health information to the public is one of my own research interests, and I was Anneliese's dissertation supervisor. I thought she produced a very good piece of work, and the results she highlights in this article are applicable to all public library authorities. Anneliese graduated with an MA in 2012 and worked for East Sussex Library and Information Service, which she joined whilst she was still studying. AM.

    As incorporated in Healthy People 2010 objectives, data and information systems and a skilled workforce are 2 of the critical components of the public health infrastructure. The National Library of Medicine (NLM) and the National Network of Libraries of Medicine (NN/LM) are important resources for improving Internet access and providing related training to the public health workforce and to those in training for public health careers. The NLM and the NN/LM have joined forces with the Centers for Disease Control and Prevention, the Health Resources and Services Administration, the Association of State and Territorial Health Officials, the National Association of County and City Health Officials, and the Public Health Foundation. The goal of this collaboration is to improve electronic resources useful in public health practice and increase awareness of them, to train public health professionals to use electronic information services, and to help public health agencies obtain the equipment and Internet connections needed to use these services effectively. The databases, outreach programs, and connection grants available to public health professionals from the NLM, and the training and ongoing support available from the NN/LM for accessing these programs and services, are described.
