The State of Alaska's early experience with institutionalization of health impact assessment.

Many nations routinely include health impact assessments (HIA) in public policy decisions. Institutionalization of HIA formally integrates health considerations into a governmental decision-making process. We describe an example of institutionalization in the United States through Alaska's early experience with institutionalization of HIA. HIA arose from a series of health conferences in the 1970s that affirmed the importance of "health for all." A number of key milestones eventually defined HIA as a unique field of impact assessment. There are several approaches to institutionalization, and one common approach in the United States is through the National Environmental Policy Act (NEPA). NEPA formed the basis for the earliest HIAs in Alaska. Early HIAs in Alaska led to conferences, working groups, a state guidance document and the institutionalization of a HIA program within the Department of Health and Social Services in 2010. A medical epidemiologist staffs the program, which utilizes contractors to meet rising demand for HIA. The HIA program has sustainable funding from the state budget and from the state's natural resource permitting process. The HIA document is the main deliverable, but the program performs other tasks, including fieldwork and technical reviews. The HIA program works closely with a host of collaborative partners. Alaska's institutionalized HIA program benefits from sustainable funding that promotes continuous quality improvement and involves the program in the entire life cycle of a development project. The program structure adapts well to variations in workflow and supports a host of quality control activities. Currently, the program focuses on HIAs for natural resource development projects.

Metabolic syndrome occurs commonly in the United States. The purpose of this study was to measure the prevalence of metabolic syndrome among American Indian and Alaska Native people. We measured the prevalence rates of metabolic syndrome, as defined by the National Cholesterol Education Program, among four groups of American Indian and Alaska Native people aged 20 years and older. One group was from the southwestern United States (Navajo Nation), and three groups resided within Alaska. Prevalence rates were age-adjusted to the U.S. adult 2000 population and compared to rates for U.S. whites (National Health and Nutrition Examination Survey [NHANES] 1988-1994). Among participants from the southwestern United States, metabolic syndrome was found among 43.2% of men and 47.3% of women. Among Alaska Native people, metabolic syndrome was found among 26.5% of men and 31.2% of women. In Alaska, the prevalence rate varied by region, ranging among men from 18.9% (western Alaska) to 35.1% (southeast), and among women from 22.0% (western Alaska) to 38.4 % (southeast). Compared to U.S. whites, American Indian/Alaska Native men and women from all regions except western Alaska were more likely to have metabolic syndrome; men in western Alaska were less likely to have metabolic syndrome than U.S. whites, and the prevalence among women in western Alaska was similar to that of U.S. whites. The prevalence rate of metabolic syndrome varies widely among different American Indian and Alaska Native populations. Differences paralleled differences in the prevalence rates of diabetes.

Scientific infrastructure to support atmospheric science and aerosol science for the Department of Energy's Atmospheric Radiation Measurement programs at Barrow, Alaska.The Atmospheric Radiation Measurement (ARM) Program's located at Barrow, Alaska is a U.S. Department of Energy (DOE) site. The site provides a scientific infrastructure and data archives for the international Arctic research community. The infrastructure at Barrow has been in place since 1998, with many improvements since then. Barrow instruments include: scanning precipitation Radar-cloud radar, Doppler Lidar, Eddy correlation flux systems, Ceilometer, Manual and state-of-art automatic Balloon sounding systems, Atmospheric Emitted Radiance Interferometer (AERI), Micro-pulse Lidar (MPL), Millimeter cloud radar, High Spectral Resolution Lidar (HSRL) along with all the standard metrological measurements. Data from these instruments is placed in the ARM data archives and are available to the international research community. This poster will discuss what instruments are at Barrow and the challenges of maintaining these instruments in an Arctic site.

Alaska Energy Inventory Project: Consolidating Alaska's Energy Resources

Alaska has considerable energy resources distributed throughout the state including conventional oil, gas, and coal, and unconventional coalbed and shalebed methane, gas hydrates, geothermal, wind, hydro, and biomass. While much of the known large oil and gas resources are concentrated on the North Slope and in the Cook Inlet regions, the other potential sources of energy are dispersed across a varied landscape from frozen tundra to coastal settings. Despite the presence of these potential energy sources, rural Alaska is mostly dependent upon diesel fuel for both electrical power generation and space heating needs. At considerable cost, large quantities of diesel fuel are transported to more than 150 roadless communities by barge or airplane and stored in large bulk fuel tank farms for winter months when electricity and heat are at peak demands. Recent increases in the price of oil have severely impacted the price of energy throughout Alaska, and especially hard hit are rural communities and remote mines that are off the road system and isolated from integrated electrical power grids. Even though the state has significant conventional gas resources in restricted areas, few communities are located near enough to these resources to directly use natural gas to meet their energy needs. To address this problem, the Alaska Energy Inventory project will (1) inventory and compile all available Alaska energy resource data suitable for electrical power generation and space heating needs including natural gas, coal, coalbed and shalebed methane, gas hydrates, geothermal, wind, hydro, and biomass and (2) identify locations or regions where the most economic energy resource or combination of energy resources can be developed to meet local needs. This data will be accessible through a user-friendly web-based interactive map, based on the Alaska Department of Natural Resources, Land Records Information Section's (LRIS) Alaska Mapper, Google Earth, and Terrago Technologies' Geo

The Alaska radiometric age file of the Branch of Alaskan Geology is a computer-based compilation of radiometric dates from the state of Alaska and the western parts of the Yukon Territory and British Columbia. More than 1800 age determinations from over 250 references have been entered in the file. References date back to 1958 and include both published and unpublished sources. The file is the outgrowth of an original radiometric age file compiled by Don Grybeck and students at the University of Alaska-Fairbanks (Turner and others, 1975).

Alaska’s volcanoes, like its abundant glaciers, charismatic wildlife, and wild expanses inspire and ignite scientific curiosity and generate an ever-growing source of questions for students in Alaska and throughout the world. Alaska is home to more than 140 volcanoes, which have been active over the last 2 million years. About 90 of these volcanoes have been active within the last 10,000 years and more than 50 of these have been active since about 1700. The volcanoes in Alaska make up well over three-quarters of volcanoes in the United States that have erupted in the last 200 years. In fact, Alaska’s volcanoes erupt so frequently that it is almost guaranteed that an Alaskan will experience a volcanic eruption in his or her lifetime, and it is likely they will experience more than one. It is hard to imagine a better place for students to explore active volcanism and to understand volcanic hazards, phenomena, and global impacts. Previously developed teachers’ guidebooks with an emphasis on the volcanoes in Hawaii Volcanoes National Park (Mattox, 1994) and Mount Rainier National Park in the Cascade Range (Driedger and others, 2005) provide place-based resources and activities for use in other volcanic regions in the United States. Along the lines of this tradition, this guidebook serves to provide locally relevant and useful resources and activities for the exploration of numerous and truly unique volcanic landscapes in Alaska. This guidebook provides supplemental teaching materials to be used by Alaskan students who will be inspired to become educated and prepared for inevitable future volcanic activity in Alaska. The lessons and activities in this guidebook are meant to supplement and enhance existing science content already being taught in grade levels 6–12. Correlations with Alaska State Science Standards and Grade Level Expectations adopted by the Alaska State Department of Education and Early Development (2006) for grades six through eleven are listed at

Introduction: This study analyzed self-reported tobacco use among American Indian and Alaska Native (AI/AN) people enrolled in the Education and Research Towards Health Study in Alaska (n = 3,821) and the Southwest United States (n = 7,505) from 2004 to 2006. Methods: Participants (7,060 women and 4,266 men) completed a computer-assisted self-administered questionnaire on cigarette and smokeless tobacco (ST) use. Results: Current use of cigarettes was considerably higher in Alaska than in the Southwest United States (32% vs. 8%). Current ST use was also more common in Alaska than in the Southwest United States (18% vs. 8%). Additionally, smoking was more common among men, younger age, those who were not married, and who only spoke English at home, while ST use was more common among men, those with lower educational attainment and those who spoke an AI/AN language at home (p < .01). Compared with the U.S. general population, AI/AN people living in Alaska were more likely and those living in the Southwest United States were less likely to be current smokers. Rates of ST use, including homemade ST, in both regions were much higher than the U.S. general population. Discussion: Tobacco use among AI/AN people in the Southwest United States, who have a tradition of ceremonial tobacco use, was far lower than among Alaska Native people, who do not have a tribal tradition. Research on the ecology and status of polar bear populations in Alaska has continued since 1967. Research was a joint U.S. Fish and Wildlife Service/Alaska Department of Fish and Game effort until passage of the Marine Mammal Protection Act in 1972, and has been largely a Federal effort since then. In 1985, Alaskan polar beer research continues to be carried out by the Research Division of the U.S. Fish and Wildlife Service (DOI). A recent reorganization removed authority for ecological research in Alaska from the Denver Wildlife Research Center, and vested it with the newly created Alaska Office of Fish and Wildlife Research. This new research office is the center for Federal fish and Wildlife related research throughout the state of Alaska and in its coastal waters.Although the responsibility for polar bear research lies with the U.S. Fish and Wildlife Service, numerous other organizations and agencies deserve mention for their cooperation and support of the ongoing research. These include: the U.S. National Oceanic and Atmospheric Administration (DOC), The U.S. Minerals Management Service (DOI), The Canadian Wildlife Service, The Northwest Territories Wildlife Service, the Yukon Wildlife Service, Dome Petroleum Ltd, Gulf Canada, and the Alaska Department of Fish and game.

Introduction One of the most spectacular physiographic images of the conterminous United States, and the first to have been produced digitally, is that by Thelin and Pike (USGS I-2206, 1991). The image is remarkable for its crispness of detail and for the natural appearance of the artificial land surface. Our goal has been to produce a shaded-relief image of Alaska that has the same look and feel as the Thelin and Pike image. The Alaskan image could have been produced at the same scale as its lower 48 counterpart (1:3,500,000). But by insetting the Aleutian Islands into the Gulf of Alaska, we were able to print the Alaska map at a larger scale (1:2,500,000) and about the same physical size as the Thelin and Pike image. Benefits of the 1:2,500,000 scale are (1) greater resolution of topographic features and (2) ease of reference to the U.S. Geological Survey (USGS) (1987) Alaska Map E and the statewide geologic map (Beikman, 1980), which are both 1:2,500,000 scale. Manually drawn, shaded-relief images of Alaska's land surface have long been available (for example, Department of the Interior, 1909; Raisz, 1948). The topography depicted on these early maps is mainly schematic. Maps showing topographic contours were first available for the entire State in 1953 (USGS, 1:250,000) (J.H. Renewable energy and sustainable communities: Alaska's wind generator experience.

In 1984, the Alaska Department of Commerce and Economic Development (DCED) issued the State's first inventory/economic assessment of wind generators, documenting installed wind generator capacity and the economics of replacing diesel-fuel-generated electricity. Alaska's wind generation capacity had grown from hundreds of installed kilowatts to over 15.3 megawatts (MW) by January 2012. This article reviews data and conclusions presented in "Alaska's Wind Energy Systems; Inventory and Economic Assessment" (1). (Alaska Department of Commerce and Economic Development, S. Konkel, 1984). It provides a foundation and baseline for understanding the development of this renewable energy source. Today's technologies have evolved at an astonishing pace; a typical generator in an Alaska wind farm now is likely rated at 1.5-MW capacity, compared to the single-kilowatt (kW) machines present in 1984. Installed capacity has mushroomed, illustrated by Unalakleet's 600-kW wind farm dwarfing the original three 10-kW machines included in the 1984 inventory. Kodiak Electric had three 1.5-MW turbines installed at Pillar Mountain in 2009, with three additional turbines of 4.5-MW capacity installed in 2012. Utilities now actively plan for wind generation and compete for state funding. State of Alaska energy policy provides the context for energy project decision-making. Substantial renewable energy fund (REF) awards--$202,000,000 to date for 227 REF projects in the first 5 cycles of funding--along with numerous energy conservation programs--are now in place. Increasing investment in wind is driven by multiple factors. Stakeholders have interests both in public policy and meeting private investment objectives. Wind generator investors should consider project economics and potential impacts of energy decisions on human health. Dental caries in rural Alaska Native children--Alaska, 2008.

In April 2008, the Arctic Investigations Program (AIP) of CDC was informed by the Alaska Department of Health and Social Services (DHSS) of a large number of Alaska Native (AN) children living in a remote region of Alaska who required full mouth dental rehabilitations (FMDRs), including extractions and/or restorations of multiple carious teeth performed under general anesthesia. In this remote region, approximately 400 FMDRs were performed in AN children aged <6 years in 2007; the region has approximately 600 births per year. Dental caries can cause pain, which can affect children's normal growth and development. AIP and Alaska DHSS conducted an investigation of dental caries and associated risk factors among children in the remote region. A convenience sample of children aged 4-15 years in five villages (two with fluoridated water and three without) was examined to estimate dental caries prevalence and severity. Risk factor information was obtained by interviewing parents. Among children aged 4-5 years and 12-15 years who were evaluated, 87% and 91%, respectively, had dental caries, compared with 35% and 51% of U.S. children in those age groups. Among children from the Alaska villages, those aged 4-5 years had a mean of 7.3 dental caries, and those aged 12-15 years had a mean of 5.0, compared with 1.6 and 1.8 dental caries in same-aged U.S. children. Of the multiple factors assessed, lack of water fluoridation and soda pop consumption were significantly associated with dental caries severity. Collaborations between tribal, state, and federal agencies to provide effective preventive interventions, such as water fluoridation of villages with suitable water systems and provision of fluoride varnishes, should be encouraged.

The Department of Energy (Department) has proposed selling the Alaska Power Administration (APA) to the state of Alaska and local utility purchasers. In early 1992 Congress received the Department`s current proposed sale legislation. The objective of this audit was to determine whether the terms of the proposed sale of APA would protect the financial interests of the US taxpayers. The audit showed that issues raised by the General Accounting Office (GAO) as late as 1990 and in prior years remain relevant to the current consideration of the sale of APA. Further, we found that a decision had been made tomore » dispose of APA without following the requirements of the Property Act. We pointed out to the Department in informal conversations that the proposed sale appeared subject to the provisions of the Property Act. Subsequently, the Department modified its draft legislative proposal to include language designed to exclude the sale from the requirements of the Property Act. Due to divergent opinions regarding the proposed sale of APA, we believe the Department should fully inform the Congress, during its deliberative process, as to the issues raised above.« less

Analysis of state of vehicular scars on Arctic Tundra, Alaska

Identification on ERTS images of severe vehicular scars in the northern Alaska tundra suggests that, if such scars are of an intensity or have spread to a dimension such that they can be resolved by ERTS sensors (20 meters), they can be identified and their state monitored by the use of ERTS images. Field review of the state of vehicular scars in the Umiat area indicates that all are revegetating at varying rates and are approaching a stable state.

The U.S. Geological Survey (USGS) has developed a 16-year time series of vegetation condition information for the conterminous United States and Alaska using 1 km Advanced Very High Resolution Radiometer (AVHRR) data. The AVHRR data have been processed using consistent methods that account for radiometric variability due to calibration uncertainty, the effects of the atmosphere on surface radiometric measurements obtained from wide field-of-view observations, and the geometric registration accuracy. The conterminous United States and Alaska data sets have an atmospheric correction for water vapor, ozone, and Rayleigh scattering and include a cloud mask derived using the Clouds from AVHRR (CLAVR) algorithm. In comparison with other AVHRR time series data sets, the conterminous United States and Alaska data are processed using similar techniques. The primary difference is that the conterminous United States and Alaska data are at 1 km resolution, while others are at 8 km resolution. The time series consists of weekly and biweekly maximum normalized difference vegetation index (NDVI) composites.

Background In 1984, the Alaska Department of Commerce and Economic Development (DCED) issued the State's first inventory/economic assessment of wind generators, documenting installed wind generator capacity and the economics of replacing diesel-fuel-generated electricity. Alaska's wind generation capacity had grown from hundreds of installed kilowatts to over 15.3 megawatts (MW) by January 2012. Method This article reviews data and conclusions presented in “Alaska's Wind Energy Systems; Inventory and Economic Assessment” (1). (Alaska Department of Commerce and Economic Development, S. Konkel, 1984). It provides a foundation and baseline for understanding the development of this renewable energy source. Results Today's technologies have evolved at an astonishing pace; a typical generator in an Alaska wind farm now is likely rated at 1.5-MW capacity, compared to the single-kilowatt (kW) machines present in 1984. Installed capacity has mushroomed, illustrated by Unalakleet's 600-kW wind farm dwarfing the original three 10-kW machines included in the 1984 inventory. Kodiak Electric had three 1.5-MW turbines installed at Pillar Mountain in 2009, with three additional turbines of 4.5-MW capacity installed in 2012. Utilities now actively plan for wind generation and compete for state funding. Discussion State of Alaska energy policy provides the context for energy project decision-making. Substantial renewable energy fund (REF) awards – $202,000,000 to date for 227 REF projects in the first 5 cycles of funding – along with numerous energy conservation programs – are now in place. Increasing investment in wind is driven by multiple factors. Stakeholders have interests both in public policy and meeting private investment objectives. Wind generator investors should consider project economics and potential impacts of energy decisions on human health. The Department of Energy (Department) has proposed selling the Alaska Power Administration (APA) to the state of Alaska and local utility purchasers. In early 1992 Congress received the Department's current proposed sale legislation. The objective of this audit was to determine whether the terms of the proposed sale of APA would protect the financial interests of the US taxpayers. The audit showed that issues raised by the General Accounting Office (GAO) as late as 1990 and in prior years remain relevant to the current consideration of the sale of APA. Further, we found that a decision had been made tomore » dispose of APA without following the requirements of the Property Act. We pointed out to the Department in informal conversations that the proposed sale appeared subject to the provisions of the Property Act. Subsequently, the Department modified its draft legislative proposal to include language designed to exclude the sale from the requirements of the Property Act. Due to divergent opinions regarding the proposed sale of APA, we believe the Department should fully inform the Congress, during its deliberative process, as to the issues raised above.« less

The U.S. Department of Energy (DOE), through its scientific user facility, the Atmospheric Radiation Measurement (ARM) Climate Research Facility, provides scientific infrastructure and data to the international Arctic research community via its research sites located on the North Slope of Alaska. The DOE ARM Program has operated an atmospheric measurement facility in Barrow, Alaska, since 1998. Major upgrades to this facility, including scanning radars, were added in 2010. Facilities and infrastructure to support operations of unmanned aerial systems for science missions in the Arctic and North Slope of Alaska were established at Oliktok Point Alaska in 2013. Tethered instrumented balloons will be used in the near future to make measurements of clouds in the boundary layer including mixed-phase clouds. The Atmospheric Radiation Measurement (ARM) Climate Research Facility is implementing "mega-sites" at the Southern Great Plains and North Slope of Alaska sites. Two workshops were held to gather input from the scientific community on these mega-sites. The NSA workshop was held September 10 and 11 in the Washington DC area. The workshops included discussions of additional profiling remote sensors, detailed measurements of the land-atmosphere interface, aerial operations to link the Barrow and Oliktok sites, unmanned aerial system measurements, and routine large eddy simulation model runs. The "mega-sites" represent a significant new scientific and infrastructure investment by DOE Office of Science, Office of Biological and Environmental Research. This poster will present information on plans for a North Slope "Megasite" as well as new opportunities for members of the arctic research community to make atmospheric measurements using unmanned aerial systems or tethered balloons in conjunction with the DOE ARM facilities on the North Slope of Alaska.

Steam plume from the 2006 eruption of Augustine volcano in Cook Inlet, Alaska. Explosive ash-producing eruptions from Alaska's 40+ historically active volcanoes pose hazards to aviation, including commercial aircraft flying the busy North Pacific routes between North America and Asia. The Alaska Volcano Observatory (AVO) monitors these volcanoes to provide forecasts of eruptive activity. AVO is a joint program of the U.S. Geological Survey (USGS), the Geophysical Institute of the University of Alaska Fairbanks (UAFGI), and the State of Alaska Division of Geological and Geophysical Surveys (ADGGS). The Alaskan landscape is changing, both in terms of effects of human activities as a consequence of increased population, social and economic development and their effects on the local and broad landscape; and those effects that accompany naturally occurring hazards such as volcanic eruptions, earthquakes, and tsunamis. Some of the most prevalent changes, however, are those resulting from a changing climate, with both near term and potential upcoming effects expected to continue into the future. Alaska's average annual statewide temperatures have increased by nearly 4°F from 1949 to 2005, with significant spatial variability due to the large latitudinal and longitudinal expanse of the State. Increases in mean annual temperature have been greatest in the interior region, and smallest in the State's southwest coastal regions. In general, however, trends point toward increases in both minimum temperatures, and in fewer extreme cold days. Trends in precipitation are somewhat similar to those in temperature, but with more variability. On the whole, Alaska saw a 10-percent increase in precipitation from 1949 to 2005, with the greatest increases recorded in winter. The National Climate Assessment has designated two well-established scenarios developed by the Intergovernmental Panel on Climate Change (Nakicenovic and others, 2001) as a minimum set that technical and author teams considered as context in preparing portions of this assessment. These two scenarios are referred to as the Special Report on Emissions Scenarios A2 and B1 scenarios, which assume either a continuation of recent trends in fossil fuel use (A2) or a vigorous global effort to reduce fossil fuel use (B1). Temperature increases from 4 to 22°F are predicted (to 2070-2099) depending on which emissions scenario (A2 or B1) is used with the least warming in southeast Alaska and the greatest in the northwest. This report presents reconnaissance geochemical data for a cooperative study in the Fortymile Mining District, east-central Alaska, initiated in 1997. This study has been funded by the U.S. Geological Survey (USGS) Mineral Resources Program. Cooperative funds were provided from various State of Alaska sources through the Alaska Department of Natural Resources. Results presented here represent the initial reconnaissance phase for this multidisciplinary cooperative study. In this phase, 239 sediment samples from the Eagle 3? Quadrangle of east-central Alaska, which had been collected and analyzed for the U.S. Department of Energy's National Uranium Resource Evaluation program (NURE) of the 1970's (Hoffman and Buttleman, 1996; Smith, 1997), are reanalyzed by newer analytical methods that are more sensitive, accurate, and precise (Arbogast, 1996; Taggart, 2002). The main objectives for the reanalysis of these samples were to establish lower limits of determination for some elements and to confirm the NURE data as a reliable predictive reconnaissance tool for future studies in Alaska's Eagle 3? Quadrangle. This study has wide implications for using the archived NURE samples and data throughout Alaska for future studies.

Arctic Observing Networks are essential to meet growing policy, social, commercial, and scientific needs. Calibrated, high-quality arctic geophysical datasets that span ten years or longer are especially important for climate studies, climate model initializations and validations, and for related climate policy activities. For example, atmospheric data and derived atmospheric forcing estimates are critical for sea-ice simulations. International requirements for well-coordinated, long-term, and sustained Arctic Observing Networks and easily-accessible data sets collected by those networks have been recognized by many high-level workshops and reports (Arctic Council Meetings and workshops, National Research Council reports, NSF workshops and others). The recent Sustaining Arctic Observation Network (SAON) initiative sponsored a series of workshops to "develop a set of recommendations on how to achieve long-term Arctic-wide observing activities that provide free, open, and timely access to high-quality data that will realize pan-Arctic and global value-added services and provide societal benefits." Repeated site surveys and aerial photographs at 26 stream crossings along the trans-Alaska pipeline system (TAPS) route during the period 1969-74 provide chronologie records of channel changes that predate pipeline-related construction at the sites. The 1974 surveys and photographs show some of the channel changes wrought by construction of the haul road from the Yukon River to Prudhoe Bay and by construction of camps and working pads all along the pipeline route. No pipeline crossings were constructed before 1975. These records of channel changes together with flood and icing measurements are part of the United States Department of the lnterior's continuing surveillance program to document the hydrologic aspects of the trans-Alaska pipeline and its environmental impacts.

From the Terminal, crude oil is loaded onto tankers and is transported to export markets or to three major locations along the U.S. West Coast: Anacortes-Ferndale area (Washington), San Francisco Bay area, and Los Angeles area. North Slope of Alaska production has decreased about 75% since the 1980s, which has reduced utilization of TAPS.

This volume continues the annual series of U.S. Geological Survey (USGS) reports on geologic investigations in Alaska. Since 1975, when the first of these collections of short papers appeared under the title "The United States Geological Survey in Alaska: Accomplishments during 1975," the series has been published as USGS circulars. This bulletin departs from the circular style, in part to provide a more flexible format for longer reports with more depth of content, better documentation, and broader scope than is possible for circular articles.The 13 papers in this bulletin represent a sampling of research activities carried out in Alaska by the USGS over the past few years. The topics addressed range from mineral resource studies (including natural gas) and geochemistry, Quaternary geology, basic stratigraphic and structural problems, and the use of computer graphics in geologic map preparation, to the application of geochronology to regional tectonic problems. Geographic areas represented are numbered on figure 1 and include the North Slope (1) and Brooks Range (2, 3) of Arctic Alaska, Seward Peninsula (4), interior Alaska (5-9), and remote locations of the Alaska Peninsula (10, 11) and southeast Alaska (12, 13).Two bibliographies following the reports of investigations list (1) reports about Alaska in USGS publications released in 1988 and (2) reports about Alaska by USGS authors in publications outside the USGS in 1988. This report provides a high-level examination of the potential economics of solar energy in rural Alaska across a geographically diverse sample of remote Alaska Native villages throughout the state. It analyzes at a high level what combination of diesel fuel prices, solar resource quality, and photovoltaic (PV) system costs could lead to an economically competitive moderate-scale PV installation at a remote village. The goal of this analysis is to provide a baseline economic assessment to highlight the possible economic opportunities for solar PV in rural Alaska for both the public and private sectors.

Alaska, the least explored of all United States regions, is estimated to contain approximately 40% of total U.S. undiscovered, technically recoverable oil and natural-gas resources, based on the most recent U.S. Department of the Interior (U.S. Geological Survey and Minerals Management Service) estimates. Northern Alaska, including the North Slope and adjacent Beaufort and Chukchi continental shelves, holds the lion's share of the total Alaskan endowment of more than 30 billion barrels (4.8 billion m3) of oil and natural-gas liquids plus nearly 200 trillion cubic feet (5.7 trillion m3) of natural gas. This geologically complex region includes prospective strata within passive-margin, rift, and foreland-basin sequences. Multiple source-rock zones have charged several regionally extensive petroleum systems. Extensional and compressional structures provide ample structural objectives. In addition, recent emphasis on stratigraphic traps has demonstrated significant resource potential in shelf and turbidite systems in Jurassic to Tertiary strata. Despite robust potential, northern Alaska remains a risky exploration frontier - a nexus of geologic complexity, harsh economic conditions, and volatile policy issues. Its role as a major petroleum province in this century will depend on continued technological innovations, not only in exploration and drilling operations, but also in development of huge, currently unmarketable natural-gas resources. Ultimately, policy decisions will determine whether exploration of arctic Alaska will proceed.

This Long-Term Surveillance and Maintenance Plan describes how the U.S. Department of Energy (DOE) intends to fulfill its mission to maintain protection of human health and the environment at the Amchitka, Alaska, Site1. Three underground nuclear tests were conducted on Amchitka Island. The U.S. Department of Defense, in conjunction with the U.S. Atomic Energy Commission (AEC), conducted the first nuclear test (Long Shot) to provide data that would improve the United States' capability of detecting underground nuclear explosions. The second nuclear test (Milrow) was a weapons-related test conducted by AEC as a means to study the feasibility of detonating amore » much larger device. The final nuclear test (Cannikin), the largest United States underground test, was a weapons-related test. Surface disturbances associated with these tests have been remediated. However, radioactivity remains deep below the surface, contained in and around the test cavities, for which no feasible remediation technology has been identified. In 2006, the groundwater model (Hassan et al. 2002) was updated using 2005 data collected by the Consortium for Risk Evaluation with Stakeholder Participation. Model simulation results indicate there is no breakthrough or seepage of radionuclides into the marine environment within 2,000 years. The Amchitka conceptual model is reasonable; the flow and transport simulation is based on the best available information and data. The simulation results are a quantitative prediction supported by the best available science and technology. This Long-Term Surveillance and Maintenance Plan is an additional step intended for the protection of human health and the environment. This presentation will summarize the Cargo Airships for Northern Operations workshop that was held August 24-25, 2011. This workshop co-sponsored by NASA ARC and the Alaska State Department of Transportation was initiated by interest from Alaska Lt. Governor Mead Treadwell for assistance in investigating the potential benefits of proposed cargo airships for the Alaskan economy and societal needs. The workshop provided a brief background on the technology and operational aspects of conventional airships and hybrids followed by presentations on issues affecting cargo airship operations such as weather management, insurance, regulations, crew duty/rest rules, and available support infrastructures. Speakers representing potential cargo airship users from Alaskan State and commercial organizations presented the needs they felt could be met by cargo airship services. Presenters from Canadian private and military interests also detailed applications and missions that cargo airships could provide to remote regions of Canada. Cost drivers of cargo airship operations were also addressed and tools for modeling and analyzing operational factors and costs affecting cargo airship operations were discussed. Four breakout sessions were held which allowed workshop participants to contribute inputs to four topic areas: Business Approaches and Strategies (financing incentives public/private partnerships etc) for Airship Development and Operation, Design, Development, Production Challenges, and Possible Solutions, Regulatory, Certification, Legal, and Insurance Issues, and Operational Issues, Customer Requirements, and Airship Requirements. A follow on to the 2011 cargo airship workshop is being planned for July 31 August 2, 2012. A status update on this second workshop will also be presented.

During the past 5 years, the U.S. Geological Survey's (USGS) Earth Resources Observation Systems (EROS) Data Center Field Office in Anchorage, Alaska has worked cooperatively with Federal and State resource management agencies to produce land-cover and terrain maps for 245 million acres of Alaska. The need for current land-cover information in Alaska comes principally from the mandates of the Alaska National Interest Lands Conservation Act (ANILCA), December 1980, which requires major land management agencies to prepare comprehensive management plans. The land-cover mapping projects integrate digital Landsat data, terrain data, aerial photographs, and field data. The resultant land-cover and terrain maps and associated data bases are used for resource assessment, management, and planning by many Alaskan agencies including the U.S. Fish and Wildlife Service, U.S. Forest Service, Bureau of Land Management, and Alaska Department of Natural Resources. Applications addressed through use of the digital land-cover and terrain data bases range from comprehensive refuge planning to multiphased sampling procedures designed to inventory vegetation statewide. The land-cover mapping programs in Alaska demonstrate the operational utility of digital Landsat data and have resulted in a new land-cover mapping program by the USGS National Mapping Division to compile 1:250,000-scale land-cover maps in Alaska using a common statewide land-cover map legend.

This map shows the generalized geology of Alaska, which helps us to understand where potential mineral deposits and energy resources might be found, define ecosystems, and ultimately, teach us about the earth history of the State. Rock units are grouped in very broad categories on the basis of age and general rock type. A much more detailed and fully referenced presentation of the geology of Alaska is available in the Geologic Map of Alaska (http://dx.doi.org/10.3133/sim3340). This product represents the simplification of thousands of individual rock units into just 39 broad groups. Even with this generalization, the sheer complexity of Alaskan geology remains evident.

The feasibility of using LANDSAT digital data in conjunction with topographic data to delineate commercial forests by stand size and crown closure in the Tanana River basin of Alaska was tested. A modified clustering approach using two LANDSAT dates to generate an initial forest type classification was then refined with topographic data. To further demonstrate the ability of remotely sensed data in a fire protection planning framework, the timber type data were subsequently integrated with terrain information to generate a fire hazard map of the study area. This map provides valuable assistance in initial attack planning, determining equipment accessibility, and fire growth modeling. The resulting data sets were incorporated into the Alaska Department of Natural Resources geographic information system for subsequent utilization.

The need for affordable energy sources is acute in rural communities of Alaska where costly diesel fuel must be delivered by barge or plane for power generation. Additionally, the transport, transfer, and storage of fuel pose great difficulty in these regions. Although small-scale energy development in remote Arctic locations presents unique challenges, identifying and developing economic, local sources of energy remains a high priority for state and local government. Many areas in rural Alaska contain widespread coal resources that may contain significant amounts of coalbed methane (CBM) that, when extracted, could be used for power generation. However, in many of these areas, little is known concerning the properties that control CBM occurrence and production, including coal bed geometry, coalbed gas content and saturation, reservoir permeability and pressure, and water chemistry. Therefore, drilling and testing to collect these data are required to accurately assess the viability of CBM as a potential energy source in most locations. In 2004, the U.S. Geological Survey (USGS) and Bureau of Land Management (BLM), in cooperation with the U.S. Department of Energy (DOE), the Alaska Department of Geological and Geophysical Surveys (DGGS), the University of Alaska Fairbanks (UAF), the Doyon Native Corporation, and the village of Fort Yukon, organized and funded the drilling of a well at Fort Yukon, Alaska to test coal beds for CBM developmental potential. Fort Yukon is a town of about 600 people and is composed mostly of Gwich'in Athabascan Native Americans. It is located near the center of the Yukon Flats Basin, approximately 145 mi northeast of Fairbanks.

The National Uranium Resource Evaluation (NURE) program was initiated in 1973 with a primary goal of identifying uranium resources in the United States. The airborne program's main purpose was to collect radiometric data of the conterminous United States and Alaska. Magnetic data were also collected. After the program ended, most of the data were given to the U.S. Geological Survey (USGS). All areas were flown at about 400 feet above ground, the optimum height for collecting radiometric data, and the line spacing varied from 3 to 6 mile intervals. A few selected quadrangles or parts of quadrangles were flown at 1- or 2-mile line spacing. About forty smaller areas were targeted and flown at 0.25-mile to 1 mile line spacing.

Introduction: This map and associated digital databases are the result of a compilation and reinterpretation of published and unpublished 1:250,000- and limited 1:125,000- and 1:63,360-scale mapping. The map area covers approximately 416,000 sq km (134,000 sq mi) and encompasses 25 1:250,000-scale quadrangles in central Alaska. The compilation was done as part of the U.S. Geological Survey National Surveys and Analysis project, whose goal is nationwide assemble geologic, geochemical, geophysical, and other data. This map is an early product of an effort that will eventually encompass all of Alaska, and is the result of an agreement with the Alaska Department of Natural Resources, Division of Oil And Gas, to provide data on interior basins in Alaska. A paper version of the three map sheets has been published as USGS Open-File Report 98-133. Two geophysical maps that cover the identical area have been published earlier: 'Bouguer gravity map of Interior Alaska' (Meyer and others, 1996); and 'Merged aeromagnetic map of Interior Alaska' (Meyer and Saltus, 1995). These two publications are supplied in the 'geophys' directory of this report.

Increasing insect reactions in Alaska: is this related to changing climate?

In 2006, Fairbanks, AK, reported its first cases of fatal anaphylaxis as a result of Hymenoptera stings concurrent with an increase in insect reactions observed throughout the state. This study was designed to determine whether Alaska medical visits for insect reactions have increased. We conducted a retrospective review of three independent patient databases in Alaska to identify trends of patients seeking medical care for adverse reactions after insect-related events. For each database, an insect reaction was defined as a claim for the International Classification of Diseases, Ninth Edition (ICD-9), codes E9053, E906.4, and 989.5. Increases in insect reactions in each region were compared with temperature changes in the same region. Each database revealed a statistically significant trend in patients seeking care for insect reactions. Fairbanks Memorial Hospital Emergency Department reported a fourfold increase in patients in 2006 compared with previous years (1992-2005). The Allergy, Asthma, and Immunology Center of Alaska reported a threefold increase in patients from 1999 to 2002 to 2003 to 2007. A retrospective review of the Alaska Medicaid database from 1999 to 2006 showed increases in medical claims for insect reactions among all regions, with the largest percentage of increases occurring in the most northern areas. Increases in insect reactions in Alaska have occurred after increases in annual and winter temperatures, and these findings may be causally related.

It must have been in a fit of idealism, à la Jimmy Stewart, that I applied to be a Jefferson Science Fellow (JSF) at the U.S. Department of State in the summer of 2004. The flyer was appealing, offering an opportunity to become "directly involved with the State Department, applying current knowledge of science and technology in support of the development of U.S. international policy. The Jefferson Science Fellowships enable academic scientists and engineers to act as consultants to the State Department on matters of science, technology, and engineering as they affect foreign policy."My own science—elating to ozone depletion, climate change, and aviation environmental impacts—often has been at the science-policy interface. As a result, I have attended governmental and intergovernmental meetings, particularly the international assessments on climate change and ozone depletion. I had even come to know the State Department team on climate negotiations, although I had never been inside the State Department. The appeal of working on the inside of negotiations within the United Nations Framework Convention on Climate Change was strong—if only to find out what an 'interlocutor' was.

Production in Alaska has been sluggish in recent years, with activity in the Prudhoe Bay region in the North Slope on a steady decline. Alaska North Slope (ANS) production topped out in 1988 at 2.037 MMbo/d, with 1.6 MMbo/d from Prudhoe Bay. This year operators expect to produce 788 Mbo/d from Prudhoe Bay, falling to 739 Mbo/d next year. ANS production as a whole should reach 1.3 MMbo/d this year, sliding to 1.29 MMbo/d in 1998. USGS US topo maps for Alaska

In July 2013, the USGS National Geospatial Program began producing new topographic maps for Alaska, providing a new map series for the state known as US Topo. Prior to the start of US Topo map production in Alaska, the most detailed statewide USGS topographic maps were 15-minute 1:63,360-scale maps, with their original production often dating back nearly fifty years. The new 7.5-minute digital maps are created at 1:25,000 map scale, and show greatly increased topographic detail when compared to the older maps. The map scale and data specifications were selected based on significant outreach to various map user groups in Alaska. This multi-year mapping initiative will vastly enhance the base topographic maps for Alaska and is possible because of improvements to key digital map datasets in the state. The new maps and data are beneficial in high priority applications such as safety, planning, research and resource management. New mapping will support science applications throughout the state and provide updated maps for parks, recreation lands and villages.

From May 1993 to May 1995, the U.S. Geological Survey in cooperation with the Alaska Department of Natural Resources, Division of Mining and Water Management collected data on ground-water and surface-water elevations, stream discharge, and ground-water quality in the Alaska Railroad Industrial area in Fairbanks, Alaska. The data- collection efforts were coordinated with environmental efforts being made in the study area by the Alaska Railroad Corporation. These data were collected as part of an effort to characterize the hydrogeology of the Alaska Railroad Industrial area and to define the extent of petroleum hydrocarbons in the area. Ground-water data were collected at 52 observation wells, surface-water data at 12 sites, stream discharge data at 9 sites, and chemical water-quality data at 32 observation wells.

On most days, relentless rivers of clouds wash over Alaska, obscuring most of the state’s 6,640 miles (10,690 kilometers) of coastline and 586,000 square miles (1,518,000 square kilometers) of land. The south coast of Alaska even has the dubious distinction of being the cloudiest region of the United States, with some locations averaging more than 340 cloudy days per year. That was certainly not the case on June 17, 2013, the date that the Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA’s Terra satellite acquired this rare, nearly cloud-free view of the state. The absence of clouds exposed a striking tapestry of water, ice, land, forests, and even wildfires. Snow-covered mountains such as the Alaska Range and Chugach Mountains were visible in southern Alaska, while the arc of mountains that make up the Brooks Range dominated the northern part of the state. The Yukon River—the longest in Alaska and the third longest in the United States—wound its way through the green boreal forests that inhabit the interior of the state. Plumes of sediment and glacial dust poured into the Gulf of Alaska from the Copper River. And Iliamna Lake, the largest in Alaska, was ice free. The same ridge of high pressure that cleared Alaska’s skies also brought stifling temperatures to many areas accustomed to chilly June days. Talkeetna, a town about 100 miles north of Anchorage, saw temperatures reach 96°F (36°C) on June 17. Other towns in southern Alaska set all-time record highs, including Cordova, Valez, and Seward. The operational National Water Model (NWM), implemented in August 2016, is an instantiation of the Weather Research and Forecasting hydrological extension package (WRF-Hydro). Currently, the NWM only covers the contiguous United States, but will be expanded to include an Alaska domain in the future. It is well known that Alaska presents several hydrological modeling challenges, including unique arctic/sub-arctic hydrological processes not observed elsewhere in the United States and a severe lack of in-situ observations for model initialization. This project sets up an experimental version of WRF-Hydro in Alaska mimicking the NWM to gauge the ability of WRF-Hydro to represent hydrological processes in Alaska and identify model calibration challenges. Recent and upcoming launches of hydrology-focused NASA satellite missions such as the Soil Moisture Active Passive (SMAP) and Surface Water Ocean Topography (SWOT) expand the spatial and temporal coverage of observations in Alaska, so this study also lays the groundwork for assimilating these NASA datasets into WRF-Hydro in the future.

Alaska, the largest State within the United States, and mainly located north of latitude 60°, is an important part of the Circum-Arctic region. Alaska is a richly endowed region with a long and complex geologic history. The mining history is short by world standards but nevertheless there are a number of world-class deposits in Alaska, of which Red Dog and Pebble are among the largest of their respective types in the world. Alaska is a collection of geologic terranes or regions having distinct histories, most of which were tectonically assembled in the period from 400 million years to 50 million years ago (late Paleozoic through early Tertiary). They now occur as numerous fault-bounded blocks in the northernmost part of the North American Cordillera on the western margin of the Laurentian craton. These terranes are comprised of rocks ranging in age from Paleoproterozoic to Recent.

Estimated Alaska coal resources are largely in Cretaceous and Tertiary rocks distributed in three major provinces. Northern Alaska-Slope, Central Alaska-Nenana, and Southern Alaska-Cook Inlet. Cretaceous resources, predominantly bituminous coal and lignite, are in the Northern Alaska-Slope coal province. Most of the Tertiary resources, mainly lignite to subbituminous coal with minor amounts of bituminous and semianthracite coals, are in the other two provinces. The combined measured, indicated, inferred, and hypothetical coal resources in the three areas are estimated to be 5,526 billion short tons (5,012 billion metric tons), which constitutes about 87 percent of Alaska's coal and surpasses the total coal resources of the conterminous United States by 40 percent. Coal mining has been intermittent in the Central Alaskan-Nenana and Southern Alaska-Cook Inlet coal provinces, with only a small fraction of the identified coal resource having been produced from some dozen underground and strip mines in these two provinces. Alaskan coal resources have a lower sulfur content (averaging 0.3 percent) than most coals in the conterminous United States are within or below the minimum sulfur value mandated by the 1990 Clean Air Act amendments. The identified resources are near existing and planned infrastructure to promote development, transportation, and marketing of this low-sulfur coal. The relatively short distances to countries in the west Pacific Rim make them more exportable to these countries than to the lower 48 States of the United States. Another untapped but potential resource of large magnitude is coalbed methane, which has been estimated to total 1,000 trillion cubic feet (28 trillion cubic meters) by T.N. Methodology and Estimates of Scour at Selected Bridge Sites in Alaska

The U.S. Geological Survey estimated scour depths at 325 bridges in Alaska as part of a cooperative agreement with the Alaska Department of Transportation and Public Facilities. The department selected these sites from approximately 806 State-owned bridges as potentially susceptible to scour during extreme floods. Pier scour and contraction scour were computed for the selected bridges by using methods recommended by the Federal Highway Administration. The U.S. Geological Survey used a four-step procedure to estimate scour: (1) Compute magnitudes of the 100- and 500-year floods. (2) Determine cross-section geometry and hydraulic properties for each bridge site. (3) Compute the water-surface profile for the 100- and 500-year floods. (4) Compute contraction and pier scour. This procedure is unique because the cross sections were developed from existing data on file to make a quantitative estimate of scour. This screening method has the advantage of providing scour depths and bed elevations for comparison with bridge-foundation elevations without the time and expense of a field survey. Four examples of bridge-scour analyses are summarized in the appendix.

Stable Isotopic Constraints on the Geographic Sources of Marijuana in Alaska

Marijuana in Alaska can have numerous sources. Confiscated plants are known to originate either from within the state (e.g., Fairbanks and the Matanuska-Susitna Valley) or from numerous areas outside the state (e.g., Latin America, Canada and the contiguous United States). Latin America reportedly supplies a large percentage of the marijuana currently distributed in the lower 48 states of the U.S.A. However, in more remote areas of the country such as Fairbanks, Alaska, the supply proportions from different geographic areas are not well known. This is due to an insufficient ability to trace source regions from which confiscated marijuana was originally grown. As such, we have analyzed multiple stable isotopes (C, N, O and H) preserved in marijuana samples to identify the likely geographic source from which the marijuana originated (Drug Enforcement Agency license # RW0324551). These samples were confiscated in Fairbanks, Alaska and supplied to us by the University of Alaska Fairbanks (UAF) Police Department. Among 36 marijuana plant samples, we found an unexpectedly large range in the stable carbon isotope compositions (‰13C = -62.2‰ to -24.4‰), with twelve of the 36 samples exhibiting exceedingly low δ13C (-36.1‰ to -62.2‰) relative to typical δ13C of other C3 plants. Interior growing conditions (e.g., hydroponics and/or greenhouses) and a variety of CO2 sources (e.g., CO2 from tanks and fermentation CO2 generators) frequently supplied to growing marijuana to improve yields may account for these exceptionally low δ13C values. Stable oxygen and hydrogen isotope compositions (δ18O and δD vs. V-SMOW) of the marijuana samples were found to range from 10.0‰ to 27.6‰ and -197.1‰ to -134.9‰ respectively. The large range of values suggests that the samples originated from multiple sources ranging from low to high latitudes. δ15N of the marijuana samples also exhibited a large range (-7.0‰ to 14.8‰). Geography of Alaska Lake Districts: Identification, Description, and Analysis of Lake-Rich Regions of a Diverse and Dynamic State

Lakes are abundant landforms and important ecosystems in Alaska, but are unevenly distributed on the landscape with expansive lake-poor regions and several lake-rich regions. Such lake-rich areas are termed lake districts and have landscape characteristics that can be considered distinctive in similar respects to mountain ranges. In this report, we explore the nature of lake-rich areas by quantitatively identifying Alaska's lake districts, describing and comparing their physical characteristics, and analyzing how Alaska lake districts are naturally organized and correspond to climatic and geophysical characteristics, as well as studied and managed by people. We use a digital dataset (National Hydrography Dataset) of lakes greater than 1 hectare, which includes 409,040 individual lakes and represents 3.3 percent of the land-surface area of Alaska. The selection criteria we used to identify lake districts were (1) a lake area (termed limnetic ratio, in percent) greater than the mean for the State, and (2) a lake density (number of lakes per unit area) greater than the mean for the State using a pixel size scaled to the area of interest and number of lakes in the census. Pixels meeting these criteria were grouped and delineated and all groups greater than 1,000 square kilometers were identified as Alaska's lake districts. These lake districts were described according to lake size-frequency metrics, elevation distributions, geology, climate, and ecoregions to better understand their similarities and differences. We also looked at where lake research and relevant ecological monitoring has occurred in Alaska relative to lake districts and how lake district lands and waters are currently managed. We identified and delineated 20 lake districts in Alaska representing 16 percent of the State, but including 65 percent of lakes and 75 percent of lake area. It is a supplement to the existing U.S. Offshore Wind Resource Assessment, which evaluated the offshore wind resource for all other U.S. states. Together, these reports provide the foundation for the nation's offshore wind value proposition. Both studies were developed by the National Renewable Energy Laboratory. The analysis presented herein represents the first quantitative evidence of the offshore wind energy potential of Alaska. During 1993, the Alaska Volcano Observatory (AVO) responded to episodes of eruptive activity or false alarms at nine volcanic centers in the state of Alaska. Additionally, as part of a formal role in KVERT (the Kamchatkan Volcano Eruption Response Team), AVO staff also responded to eruptions on the Kamchatka Peninsula, details of which are summarized in Miller and Kurianov (1993). In 1993, AVO maintained seismic instrumentation networks on four volcanoes of the Cook Inlet region--Spurr, Redoubt, Iliamna, and Augustine--and two stations at Dutton Volcano near King Cove on the Alaska Peninsula. Other routine elements of AVO's volcano monitoring program in Alaska include periodic airborne measurement of volcanic SO2 and CO2 at Cook Inlet volcanoes (Doukas, 1995) and maintenance of a lightning detection system in Cook Inlet (Paskievitch and others, 1995).

On most days, relentless rivers of clouds wash over Alaska, obscuring most of the state’s 6,640 miles (10,690 kilometers) of coastline and 586,000 square miles (1,518,000 square kilometers) of land. The south coast of Alaska even has the dubious distinction of being the cloudiest region of the United States, with some locations averaging more than 340 cloudy days per year. That was certainly not the case on June 17, 2013, the date that the Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA’s Terra satellite acquired this rare, nearly cloud-free view of the state. The absence of clouds exposed a striking tapestry of water, ice, land, forests, and even wildfires. Snow-covered mountains such as the Alaska Range and Chugach Mountains were visible in southern Alaska, while the arc of mountains that make up the Brooks Range dominated the northern part of the state. The Yukon River—the longest in Alaska and the third longest in the United States—wound its way through the green boreal forests that inhabit the interior of the state. Plumes of sediment and glacial dust poured into the Gulf of Alaska from the Copper River. And Iliamna Lake, the largest in Alaska, was ice free. The same ridge of high pressure that cleared Alaska’s skies also brought stifling temperatures to many areas accustomed to chilly June days. Talkeetna, a town about 100 miles north of Anchorage, saw temperatures reach 96°F (36°C) on June 17. Other towns in southern Alaska set all-time record highs, including Cordova, Valez, and Seward. This presentation describes the overall program goals and current status of broad scale, statewide orthoimagery and digital elevation model (DEM) projects currently underway in Alaska. As context, it will also describe the history and successes of previous statewide Alaska mapping efforts over the preceding 75 years. A new statewide orthomosaic imagery baselayer at 1:24,000 NMAS accuracy (12.2-meters CE90) is nearing completion. The entire state (1.56 million square kilometers) has been imaged with the SPOT 5 satellite, and a 2.5-meter spatial resolution, multi-spectral, nearly cloud-free, pan-sharpened orthoimage will be produced by mid-2015. A second major project is collection of an improved accuracy DEM statewide. Airborne interferometric synthetic aperture radar (IfSAR) data has been collected for about half of the state of Alaska and completion of the rest of the state is anticipated within a few years. A 5-meter post spacing, 20-foot contour interval accuracy equivalent (3-meter vertical LE90) DEM and radar backscatter intensity image is being delivered. Historic projects to be described include the 1950's USGS Alaska topographic mapping program, one of the largest and most pioneering, challenging, and successful ever undertaken in North America. These historic and current mapping programs have served as both a baselayer framework and as feedstock for science for virtually every geologic, geophysical, and terrestrial natural science project in the state.

This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Alaska Army National Guard property known as Camp Carroll Training Center, located on the Fort Richardson Army facility near Anchorage, Alaska. Preliminary assessments of federal facilities are being conducted to compile the information necessary for the completion of preremedial activities and to provide a basis for establishing, corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, types and quantities ofmore » hazardous substances used, the nature and amounts of wastes generated or stored at the facility, and potential pathways by which contamination could affect public health and the environment. The primary environmentally significant operations (ESOs) associated with the property are (1) the Alaska Air National Guard storage area behind Building S57112 (Organizational Maintenance Shop [OMS] 6); (2) the state of Alaska maintenance facility and the soil/tar-type spill north of the state of Alaska maintenance facility; (3) the waste storage area adjacent to OMS 6; (4) the contaminated area from leaking underground storage tanks (USTs) and the oil-water separator; and (5) soil staining in the parking area at the Camp Carroll Headquarters Building. Camp Carroll appears to be in excellent condition from an environmental standpoint, and current practices are satisfactory. Argonne recommends that the Alaska Department of Military Affairs consider remediation of soil contamination associated with all storage areas, as well as reviewing the practices of other residents of the facility. Argonne also recommends that the current methods of storing waste material behind Building S57112 (OMS 6) be reviewed for alternatives.« less

This map is a product of the USGS Digital Geologic Maps of Northern Alaska project, which captures in digital format quadrangles across the entire width of northern Alaska. Sources include geologic maps previously published in hardcopy format and recent updates and revisions based on field mapping by the Alaska Department of Natural Resources, Division of Geological and Geophysical Surveys and Division of Oil and Gas, and the U.S. Geological Survey. The author has identified the following significant results. The project was an attempt to integrate ERTS-1 data into teaching introductory, specialized, and graduate courses in the Department of Geology, University of Alaska. This data was to be utilized principally through a specially selected, high quality collection of black and white, and color 9.5 mosaics of the State of Alaska. In completing these tasks, the data accumulated has proved highly useful in a variety of ways including: (1) discussions of the uses and availability of ERTS imagery; (2) as a medium for talking about and showing various areas of Alaska; (3) in discussing geology in general; and (4) as an aid in doing research and as possible research topics themselves. Use of ERTS-1 imagery in geology proved highly successful and its use is now an integral part of many courses.

Objective: Reports about infectious disease (ID) hospitalization rates among American Indian/Alaska Native (AI/AN) persons have been constrained by data limited to the tribal health care system and by comparisons with the general US population. We used a merged state database to determine ID hospitalization rates in Alaska. Methods: We combined 2010 and 2011 hospital discharge data from the Indian Health Service and the Alaska State Inpatient Database. We used the merged data set to calculate average annual age-adjusted and age-specific ID hospitalization rates for AI/AN and non-AI/AN persons in Alaska. We stratified the ID hospitalization rates by sex, age, and ID diagnosis. Results: ID diagnoses accounted for 19% (6501 of 34 160) of AI/AN hospitalizations, compared with 12% (7397 of 62 059) of non-AI/AN hospitalizations. The average annual age-adjusted hospitalization rate was >3 times higher for AI/AN persons (2697 per 100 000 population) than for non-AI/AN persons (730 per 100 000 population; rate ratio = 3.7, P < .001). Lower respiratory tract infection (LRTI), which occurred in 38% (2486 of 6501) of AI/AN persons, was the most common reason for ID hospitalization. AI/AN persons were significantly more likely than non-AI/AN persons to be hospitalized for LRTI (rate ratio = 5.2, P < .001). Conclusions: A substantial disparity in ID hospitalization rates exists between AI/AN and non-AI/AN persons, and the most common reason for ID hospitalization among AI/AN persons was LRTI. Public health programs and policies that address the risk factors for LRTI are likely to benefit AI/AN persons. PMID:28005485

South-central Alaska lakes are a valuable natural resource and provide a variety of recreational opportunities to the public. Lakeside development has increased significantly in the past 10 years and several south-central Alaskan lakes have documented pollution problems. Cultural eutrophication, the process by which man-induced nutrient loading to a lake results in large increases in biological productivity, can also produce noxious algae blooms, dissolved oxygen depletion at depth, reduced water transparency, and fish kills. The potential for cultural eutrophication of south-central Alaska lakes prompted the U.S. Geological Survey (USGS) Water Resources Division and the Alaska Department of Natural Resources-Division of Geological and Geophysical Surveys (ADGGS) to provide lake researchers, managers, and the public with this index of published historical and current limnological references. research opportunities for Russian and American students. AVO was a three-way partnership of the federal and state geological surveys and the state university from the start. This was not a flowering of ecumenism but was rather at the insistence of the Alaska congressional delegation. Such shared enterprises are not managerially convenient, but they do bring a diversity of roles, thinking, and expertise that would not otherwise be possible. Through AVO, the USGS performs its federally mandated role in natural hazard mitigation and draws on expertise available from its network of volcano observatories. The Alaska Division of Geological and Geophysical Surveys performs a similar role at the state level and, in the tradition of state surveys, provides important public communications, state data base, and mapping functions. The University of Alaska Fairbanks brought seismological, remote sensing, geodetic, petrological, and physical volcanological expertise, and uniquely within US academia was able to engage students directly in volcano observatory activities. Although this "model" cannot be adopted in total elsewhere, it has served to point the USGS Volcano Hazards Program in a direction of greater openness and inclusiveness.

The objective of the High frequency Active Auroral Research Program (HAARP) Education Outreach is to enhance the science education opportunities in the Copper Valley region in Alaska. In the process, we also educate local residents about HAARP and its research. Funded jointly by US Air Force and Navy, HAARP is located at Gakona Alaska, a very rural region of central Alaska with a predominantly Native population. The main instrument at HAARP is a vertically directed, phased array RF transmitter which is primarily an ionospheric research tool, however, its geophysical research applications range from terrestrial to near-space. Research is conducted at HAARP in collaboration with scientists and institutions world-wide. The HAARP Education Outreach Program, run through the University of Alaska Geophysical Institute has been active for over six years and in that time has become an integral part of science education in the Copper Valley for residents of all ages. HAARP education outreach efforts are through direct involvement in local schools in the Copper River School District (CRSD) and the Prince William Sound Community College (PWSCC), as well as public lectures and workshops, and intern and student research programs. These outreach efforts require cooperation and coordination between the CRSD, PWSCC, the University of Alaska Fairbanks Physics Department and the NSF sponsored Alaska Native Science & Engineering Program (ANSEP) and HAARP researchers. The HAARP Outreach program also works with other organizations promoting science education in the region, such as the National Park Service (Wrangell- St. Elias National Park) and the Wrangell Institute for Science and Environment (WISE) a newly formed regional non-profit organization. We work closely with teachers in the schools, adapting to their needs and the particular scientific topic they are covering at the time. Gravity anomalies provide fundamental geophysical information about Earth structure and dynamics. To increase geologic and geodynamic understanding of Alaska, the U.S. Geological Survey (USGS) has collected and processed Alaska gravity data for the past 50 years. This report introduces and describes an integrated, State-wide gravity database and provides accompanying gravity calculation tools to assist in its application. Additional information includes gravity base station descriptions and digital scans of historical USGS reports. The gravity calculation tools enable the user to reduce new gravity data in a consistent manner for combination with the existing database. This database has sufficient resolution to define the regional gravity anomalies of Alaska. Interpretation of regional gravity anomalies in parts of the State are hampered by the lack of local isostatic compensation in both southern and northern Alaska. However, when filtered appropriately, the Alaska gravity data show regional features having geologic significance. These features include gravity lows caused by low-density rocks of Cenozoic basins, flysch belts, and felsic intrusions, as well as many gravity highs associated with high-density mafic and ultramafic complexes.

Despite residing in a state with 75% of North American earthquakes and three of the top 15 ever recorded, most Alaskans have limited knowledge about the science of earthquakes. To many, earthquakes are just part of everyday life, and to others, they are barely noticed until a large event happens, and often ignored even then. Alaskans are rugged, resilient people with both strong independence and tight community bonds. Rural villages in Alaska, most of which are inaccessible by road, are underrepresented in outreach efforts. Their remote locations and difficulty of access make outreach fiscally challenging. Teacher retention and small student bodies limit exposure to science and hinder student success in college. The arrival of EarthScope's Transportable Array, the 50th anniversary of the Great Alaska Earthquake, targeted projects with large outreach components, and increased community interest in earthquake knowledge have provided opportunities to spread information across Alaska. We have found that performing hands-on demonstrations, identifying seismological relevance toward career opportunities in Alaska (such as natural resource exploration), and engaging residents through place-based experience have increased the public's interest and awareness of our active home.

Terrorism preparedness in state health departments--United States, 2001-2003.

The anthrax attacks in fall 2001 highlighted the role of infectious disease (ID) epidemiologists in terrorism preparedness and response. Beginning in 2002, state health departments (SHDs) received approximately 1 billion dollars in new federal funding to prepare for and respond to terrorism, infectious disease outbreaks, and other public health threats and emergencies. This funding is being used in part to improve epidemiologic and surveillance capabilities. To determine how states have used a portion of their new funding to increase ID epidemiology capacity, the Iowa Department of Public Health's Center for Acute Disease Epidemiology and the Iowa State University Department of Microbiology conducted two surveys of U.S. state epidemiologists during September 2000-August 2001 and October 2002-June 2003. This report summarizes the results of these surveys, which determined that although the number of SHD epidemiology workers assigned to ID and terrorism preparedness increased by 132%, concerns remained regarding the ability of SHDs to hire qualified personnel. These findings underscore the need to develop additional and more diverse training venues for current and future ID epidemiologists.

NWS Alaska Sea Ice Program: Operations, Customer Support & Challenges

The National Weather Service's Alaska Sea Ice Program is designed to service customers and partners operating and planning operations within Alaska waters. The Alaska Sea Ice Program offers daily sea ice and sea surface temperature analysis products. The program also delivers a five day sea ice forecast 3 times each week, provides a 3 month sea ice outlook at the end of each month, and has staff available to respond to sea ice related information inquiries. These analysis and forecast products are utilized by many entities around the state of Alaska and nationally for safety of navigation and community strategic planning. The list of current customers stem from academia and research institutions, to local state and federal agencies, to resupply barges, to coastal subsistence hunters, to gold dredgers, to fisheries, to the general public. Due to a longer sea ice free season over recent years, activity in the waters around Alaska has increased. This has led to a rise in decision support services from the Alaska Sea Ice Program. The ASIP is in constant contact with the National Ice Center as well as the United States Coast Guard (USCG) for safety of navigation. In the past, the ASIP provided briefings to the USCG when in support of search and rescue efforts. Currently, not only does that support remain, but our team is also briefing on sea ice outlooks into the next few months. As traffic in the Arctic increases, the ASIP will be called upon to provide more and more services on varying time scales to meet customer needs. This talk will address the many facets of the current Alaska Sea Ice Program as well as delve into what we see as the future of the ASIP.

North to Alaska: Evidence for conveyor belt transport of Dungeness crab larvae along the west coast of the United States and Canada

We propose and evaluate the hypothesis that Dungeness crab (Cancer magister) larvae from the northwestern coast of the United States and Canada can be transported northward to southeastern Alaska. Larvae collected in southeastern Alaska during May and June 1997–2004 had abundances and stages that varied seasonally, interannually, and spatially. An unexpected presence of late-stage larvae in spring raises a question regarding their origin, and the most plausible explanation is that they hatched off the northern Washington and British Columbia coasts and were transported to southeastern Alaska. Buoy drift tracks support the hypothesis that larvae released off the northern Washington and British Columbia coasts during the peak hatching season can be physically transported to southeastern Alaska, arriving as late-stage larvae in May and June, when local larvae are only beginning to hatch. A northward spring progression of monthly mean 7°C SST isotherms and phytoplankton blooms provide further evidence that environmental conditions are conducive for larval growth and metabolism during the transport period. The proposed larval transport suggests possible unidirectional gene flow between southern and northern populations of Dungeness crabs in southeastern Alaska.

This document is being prepared to document that a No Further Action Decision (NFAD) document is appropriate for the Hg-1 site at Shemya Air Force Base (AFB), Alaska, under the Air Force Installation Restoration Program (IRP). The IRP is a Department of Defense (DOD) program established to identify and remediate hazardous waste problems on DOD property that result from past practices. All concentrations of contaminants found in Area Hg-1 are below regulatory action levels for PCBs (40 CFR 761) and mercury (55 FR 30798) or below detection levels for dioxin/furans. United States Geological Survey projects in Alaska include a wide range of topics of economic and scientific interest. Studies in 1976 include economic geology, regional geology, stratigraphy, environmental geology, engineering geology, hydrology, and marine geology. Discussions of the findings or, in some instances, narratives of the course of the investigations are grouped in eight subdivisions corresponding to the six major onshore geographic regions, the offshore projects, and projects that are statewide in scope. Locations of the study areas are shown. In addition, many reports and maps covering various aspects of the geology and mineral and water resources of the State were published. GeoFORCE Alaska, A Successful Summer Exploring Alaska's Geology

Thirty years old this summer, RAHI, the Rural Alaska Honors Institute is a statewide, six-week, summer college-preparatory bridge program at the University of Alaska Fairbanks for Alaska Native and rural high school juniors and seniors. This summer, in collaboration with the University of Texas Austin, the Rural Alaska Honors Institute launched a new program, GeoFORCE Alaska. This outreach initiative is designed to increase the number and diversity of students pursuing STEM degree programs and entering the future high-tech workforce. It uses Earth science to entice kids to get excited about dinosaurs, volcanoes and earthquakes, and includes physics, chemistry, math, biology and other sciences. Students were recruited from the Alaska's Arctic North Slope schools, in 8th grade to begin the annual program of approximately 8 days, the summer before their 9th grade year and then remain in the program for all four years of high school. They must maintain a B or better grade average and participate in all GeoFORCE events. The culmination is an exciting field event each summer. Over the four-year period, events will include trips to Fairbanks and Anchorage, Arizona, Oregon and the Appalachians. All trips focus on Earth science and include a 100+ page guidebook, with tests every night culminating with a final exam. GeoFORCE Alaska was begun by the University of Alaska Fairbanks in partnership with the University of Texas at Austin, which has had tremendous success with GeoFORCE Texas. GeoFORCE Alaska is managed by UAF's long-standing Rural Alaska Honors Institute, that has been successfully providing intense STEM educational opportunities for Alaskan high school students for over 30 years. The program will add a new cohort of 9th graders each year for the next four years. By the summer of 2015, GeoFORCE Alaska is targeting a capacity of 160 students in grades 9th through 12th. Assess risk of preterm birth associated with diabetes mellitus (DM) among American Indian and Alaska Natives (AI/AN), a population with increased risk of DM and preterm birth, and examine whether this association differed by state of residence. We used surveillance data from the Pregnancy Risk Assessment Monitoring System from 12,400 AI/AN respondents with singleton births in Alaska, Minnesota, Nebraska, New Mexico, Oklahoma, Oregon, Utah, and Washington from 2004-2011. We conducted multivariable logistic regression models to estimate the odds ratio adjusted for maternal age and prepregnancy BMI with all observations and then stratified by state. DM was reported in 5.92 % of the study population and preterm birth occurred in 8.95 % of births. Women with DM had 1.92 times higher odds of having a preterm birth than women without DM [95 % confidence interval (CI) 1.21-2.78]. After stratifying on state, women with DM in Nebraska had the greatest odds of preterm birth [aOR 6.63, (95 % CI 3.80-11.6)] while women in Alaska saw a protective effect from DM [aOR 0.17, (95 % CI 0.07-0.42)] compared to women without DM. Overall, AI/AN women with DM had significantly greater odds of preterm birth compared to AI/AN women without DM across states. Substantial differences in this association between states calls for increased public health efforts in high-risk areas as well as further research to assess whether differences are attributable to diagnosis, reporting, tribal, healthcare or lifestyle factors.

Development and Calibration of Two-Dimensional Hydrodynamic Model of the Tanana River near Tok, Alaska

Bathymetric and hydraulic data were collected by the U.S. Geological Survey on the Tanana River in proximity to Alaska Department of Transportation and Public Facilities' bridge number 505 at mile 80.5 of the Alaska Highway. Data were collected from August 7-9, 2002, over an approximate 5,000- foot reach of the river. These data were combined with topographic data provided by Alaska Department of Transportation and Public Facilities to generate a two-dimensional hydrodynamic model. The hydrodynamic model was calibrated with water-surface elevations, flow velocities, and flow directions collected at a discharge of 25,600 cubic feet per second. The calibrated model was then used for a simulation of the 100-year recurrence interval discharge of 51,900 cubic feet per second. The existing bridge piers were removed from the model geometry in a second simulation to model the hydraulic conditions in the channel without the piers' influence. The water-surface elevations, flow velocities, and flow directions from these simulations can be used to evaluate the influence of the piers on flow hydraulics and will assist the Alaska Department of Transportation and Public Facilities in the design of a replacement bridge.

Geospatial analysis identifies critical mineral-resource potential in Alaska

Alaska consists of more than 663,000 square miles (1,717,000 square kilometers) of land—more than a sixth of the total area of the United States—and large tracts of it have not been systematically studied or sampled for mineral-resource potential. Many regions of the State are known to have significant mineral-resource potential, and there are currently six operating mines in the State along with numerous active mineral exploration projects. The U.S. Geological Survey and the Alaska Division of Geological & Geophysical Surveys have developed a new geospatial tool that integrates and analyzes publicly available databases of geologic information and estimates the mineral-resource potential for critical minerals, which was recently used to evaluate Alaska. The results of the analyses highlight areas that have known mineral deposits and also reveal areas that were not previously considered to be prospective for these deposit types. These results will inform land management decisions by Federal, State, and private landholders, and will also help guide future exploration activities and scientific investigations in Alaska.

Revisiting Notable Earthquakes and Seismic Patterns of the Past Decade in Alaska

Alaska, the most seismically active region of the United States, has produced five earthquakes with magnitudes greater than seven since 2005. The 2007 M7.2 and 2013 M7.0 Andreanof Islands earthquakes were representative of the most common source of significant seismic activity in the region, the Alaska-Aleutian megathrust. The 2013 M7.5 Craig earthquake, a strike-slip event on the Queen-Charlotte fault, occurred along the transform plate boundary in southeast Alaska. The largest earthquake of the past decade, the 2014 M7.9 Little Sitkin event in the western Aleutians, occurred at an intermediate depth and ruptured along a gently dipping fault through nearly the entire thickness of the subducted Pacific plate. Along with these major earthquakes, the Alaska Earthquake Center reported over 250,000 seismic events in the state over the last decade, and its earthquake catalog surpassed 500,000 events in mid-2015. Improvements in monitoring networks and processing techniques allowed an unprecedented glimpse into earthquake patterns in Alaska. Some notable recent earthquake sequences include the 2008 Kasatochi eruption, the 2006-2008 M6+ crustal earthquakes in the central and western Aleutians, the 2010 and 2015 Bering Sea earthquakes, the 2014 Noatak swarm, and the 2014 Minto earthquake sequence. In 2013, the Earthscope USArray project made its way into Alaska. There are now almost 40 new Transportable Array stations in Alaska along with over 20 upgraded sites. This project is changing the earthquake-monitoring scene in Alaska, lowering magnitude of completeness across large, newly instrumented parts of the state.
