The Argonne National Laboratory's Flow Induced Vibration Program, currently residing in the Laboratory's Components Technology Division is discussed. Throughout its existence, the overall objective of the program was to develop and apply new and/or improved methods of analysis and testing for the design evaluation of nuclear reactor plant components and heat exchange equipment from the standpoint of flow induced vibration. Historically, the majority of the program activities were funded by the US Atomic Energy Commission, the Energy Research and Development Administration, and the Department of Energy. Current DOE funding is from the Breeder Mechanical Component Development Division, Office of Breeder Technology Projects; Energy Conversion and Utilization Technology Program, Office of Energy Systems Research; and Division of Engineering, Mathematical and Geosciences, office of Basic Energy Sciences. Testing of Clinch River Breeder Reactor upper plenum components was funded by the Clinch River Breeder Reactor Plant Project Office. Work was also performed under contract with Foster Wheeler, General Electric, Duke Power Company, US Nuclear Regulatory Commission, and Westinghouse.

Law enforcement is a stressful occupation associated with significant health problems. To date, most studies have focused on one specific factor or one domain of risk factors (e.g., organizational, personal). However, it is more likely that specific combinations of risk factors are differentially health relevant and further, depend on the area of police work. A self-selected group of officers from the criminal, community, and emergency division (N = 84) of a Swiss state police department answered questionnaires assessing personal and organizational risk factors as well as mental and physical health indicators. In general, few differences were observed across divisions in terms of risk factors or health indicators. Cluster analysis of all risk factors established a high-risk and a low-risk cluster with significant links to all mental health outcomes. Risk cluster-by-division interactions revealed that, in the high-risk cluster, Emergency officers reported fewer physical symptoms, while community officers reported more posttraumatic stress symptoms. Criminal officers in the high-risk cluster tended to perceived more stress. Finally, perceived stress did not mediate the relationship between risk clusters and posttraumatic stress symptoms. In summary, our results support the notion that police officers are a heterogeneous population in terms of processes linking risk factors and health indicators. This heterogeneity thereby appeared to be more dependent on personal factors and individuals' perception of their own work conditions than division-specific work environments. Our findings further suggest that stress-reduction interventions that do not target job-relevant sources of stress may only show limited effectiveness in reducing health risks associated with police work. Information seeking for making evidence-informed decisions: a social network analysis on the staff of a public health department in Canada.

Social network analysis is an approach to study the interactions and exchange of resources among people. It can help understanding the underlying structural and behavioral complexities that influence the process of capacity building towards evidence-informed decision making. A social network analysis was conducted to understand if and how the staff of a public health department in Ontario turn to peers to get help incorporating research evidence into practice. The staff were invited to respond to an online questionnaire inquiring about information seeking behavior, identification of colleague expertise, and friendship status. Three networks were developed based on the 170 participants. Overall shape, key indices, the most central people and brokers, and their characteristics were identified. The network analysis showed a low density and localized information-seeking network. Inter-personal connections were mainly clustered by organizational divisions; and people tended to limit information-seeking connections to a handful of peers in their division. However, recognition of expertise and friendship networks showed more cross-divisional connections. Members of the office of the Medical Officer of Health were located at the heart of the department, bridging across divisions. A small group of professional consultants and middle managers were the most-central staff in the network, also connecting their divisions to the center of the information-seeking network. In each division, there were some locally central staff, mainly practitioners, who connected their neighboring peers; but they were not necessarily connected to other experts or managers. The methods of social network analysis were useful in providing a systems approach to understand how knowledge might flow in an organization. The findings of this study can be used to identify early adopters of knowledge translation interventions, forming Communities of Practice, and potential internal knowledge brokers.

The laboratories for analytical chemistry within the Geologic Division of the U.S. Geological Survey are administered by the Office of Mineral Resources. The laboratory analysts provide analytical support to those programs of the Geologic Division that require chemical information and conduct basic research in analytical and geochemical areas vital to the furtherance of Division program goals. Laboratories for research and geochemical analysis are maintained at the three major centers in Reston, Virginia, Denver, Colorado, and Menlo Park, California. The Division has an expertise in a broad spectrum of analytical techniques, and the analytical research is designed to advance the state of the art of existing techniques and to develop new methods of analysis in response to special problems in geochemical analysis. The geochemical research and analytical results are applied to the solution of fundamental geochemical problems relating to the origin of mineral deposits and fossil fuels, as well as to studies relating to the distribution of elements in varied geologic systems, the mechanisms by which they are transported, and their impact on the environment.

Information seeking for making evidence-informed decisions: a social network analysis on the staff of a public health department in Canada

Background Social network analysis is an approach to study the interactions and exchange of resources among people. It can help understanding the underlying structural and behavioral complexities that influence the process of capacity building towards evidence-informed decision making. A social network analysis was conducted to understand if and how the staff of a public health department in Ontario turn to peers to get help incorporating research evidence into practice. Methods The staff were invited to respond to an online questionnaire inquiring about information seeking behavior, identification of colleague expertise, and friendship status. Three networks were developed based on the 170 participants. Overall shape, key indices, the most central people and brokers, and their characteristics were identified. Results The network analysis showed a low density and localized information-seeking network. Inter-personal connections were mainly clustered by organizational divisions; and people tended to limit information-seeking connections to a handful of peers in their division. However, recognition of expertise and friendship networks showed more cross-divisional connections. Members of the office of the Medical Officer of Health were located at the heart of the department, bridging across divisions. A small group of professional consultants and middle managers were the most-central staff in the network, also connecting their divisions to the center of the information-seeking network. In each division, there were some locally central staff, mainly practitioners, who connected their neighboring peers; but they were not necessarily connected to other experts or managers. Conclusions The methods of social network analysis were useful in providing a systems approach to understand how knowledge might flow in an organization. The findings of this study can be used to identify early adopters of knowledge translation interventions, forming Communities of Practice, and potential internal knowledge brokers. PMID:22591757

The potential effects on state energy programs of a reduction in the financial assistance available through the state and local assistance programs and the distribution of those effects are assessed. The assessment is based on a survey of nine state energy offices (SEOs), which were selected on the basis of state support of energy programs weighted by state energy consumption. The nine SEOs surveyed were the Arizona Energy Office, Arkansas Department of Energy, California Energy Commission, Florida Governor's Energy Office, Illinois Institute of Natural Resources, Minnesota Energy Agency, New Jersey Department of Energy, South Carolina Governor's Division of Energy Resources, and Washington State Energy Office.

Dennis Grounds recently finished a one-year assignment at NASA Headquarters in the Office of Bioastronautics as the Acting Flight Program Manager He has returned to Johnson Space Center (JSC), where he is Director of the International Space Station Bioastronautics Research Program Office with the NASA Life Sciences Projects Division. Under his management, the Human Research Facility (HRF) was developed to support a broad range of scientific investigations pertaining to human adaptation to the spaceflight environment and issues of human space exploration. The HRF rack was developed to international standards in order to be compatible with payloads developed anywhere in the world, thereby streamlining the process of getting payloads on the Space Station. Grounds has worked with NASA for more than 15 years. Prior to joining ISS, he worked with General Electric as a manager of payloads and analysis in support of the NASA Life Science Projects Division at JSC. ASK spoke with Grounds in Washington, D.C., during his Headquarters assignment.

Standardization of grant and contract awardee names has been an area of concern since the development of the Department`s Procurement and Assistance Data System (PADS). A joint effort was begun in 1983 by the Office of Scientific and Technical Information (OSTI) and the Office of Procurement and Assistance Management/Information Systems and Analysis Division to develop a means for providing uniformity of awardee names. A survey of 227 North York Public Health Department (NYPHD) staff provided their perspective on the organizational structure. They perceived that (a) the departmental and divisional organizational structures are effective for program delivery, (b) the Central Resources structure and divisional and departmental reporting structures are moderately effective for program delivery, (c) the decentralized office structure is an advantage for service delivery but less so for administration and intra-division and inter-division communication, (d) the mandatory program structure involves low to moderate interdisciplinary teamwork and moderately impacts service delivery, (e) intra-division and management-staff communication are fair but inter-division and office communication are between poor and fair, (f) education, research, and service are moderately integrated, and (g) the divisional and departmental work atmospheres are a little positive. Management perceived greater participation in program planning, more frequent communication with other divisions, a number of education and research opportunities from various divisions/units, and more management recognition than front line staff did.

The three-year grant for which this final report is required extends from 2011 to 2015, including a one-year, no-cost extension. But this is just the latest in a long series of grants from the Division of Materials Sciences of DOE and its predecessor offices and agencies. These include contracts or grants from: the Metallurgy Branch of the U.S. Atomic Energy Commission (from the late 1960s to the mid-1970s), the Materials Science Program of the U.S. Energy Research and Development Administration (from the mid- to late- 1970s), and the Division of Materials Science of the Office of Basic Energy Sciences ofmore » the U.S. Department of Energy (from the early 1980s to the present time). Taken all together, these offices have provided nearly continuous support for our research for nearly 50 years. As we have said on many occasions, this research support has been the best we have ever had, by far. As we look back on the nearly five decades of support from the Division of Materials Sciences and the predecessor offices, we find that the continuity of support that we have enjoyed has allowed us to be most productive and terms of papers published, doctoral students graduated and influence on the field of materials science. This report will, of course, cover the three-year period of the present grant, in summary form, but will also make reference to the output that resulted from support of previous grants from the Division of Materials Sciences and its predecessor offices.« less

Lead from the center. How to manage divisions dynamically.

Conventional wisdom holds that a company's divisions should be given almost total autonomy--especially under conditions of uncertainty--because they are closer to emerging technologies, customers, and competitors than corporate headquarters could ever be. But research from Michael Raynor and Joseph Bower suggests that the corporate office should be more, not less, directive in turbulent markets. Rapid changes in an industry make it difficult to predict where and when synergies among divisions might emerge. With so many possibilities and such uncertainty, companies can't afford to sacrifice their ability to flexibly execute business strategy. Corporate headquarters must play an active role in defining the scope of division-level strategy, the authors say, so that divisions do not act in ways that undermine opportunities to collaborate in the future. But neither can companies afford to sacrifice the competitiveness of their divisions as stand-alone businesses. In creating corporate-level strategic flexibility, a corporate office must balance the need for divisional autonomy now with the potential need for cooperation in the future. Through an examination of four corporations--Sprint, WPP, Teradyne, and Viacom--the authors challenge traditional approaches to diversification in which a company's divisions are either related (they share resources and collaborate) or unrelated (they compete for resources and operate as stand-alone businesses). They argue that companies should adopt a dynamic approach to cooperation among divisions, enabling varying degrees of relatedness between divisions depending on strategic circumstances. The authors offer four tactics to help executives manage divisions dynamically.

Before 2012, Commission 34 was identical to Division VI. The organization and executive officers of the Division and the Commission were the same. At the 2012 General Assembly (GA) in Beijing, the IAU reformed the divisional structure and the previous Division VI which Commission 34 was under was combined with Div VII to form Division H: Interstellar Matter and Local Universe. Ewine van Dishoeck was named by the IAU executive committee as the President of the new Division. Our questioning focuses on the role played by the gendered division of labour and by the collective organisation of work in strategies deployed by workers in order to reconcile professional and private lives. How does work organisation facilitate schedule management so as to fit in with workers' domestic lives by offering the possibility of work activity accommodations? A comparison of two stress management studies allowed us to examine the strategies used to manage professional and private schedules. One study focused on nurses in a female environment and one study looked at police officers or a male environment recently incorporating women into the work group. In the hospital sector, management resorts to curtailing leave in order to overcome staff shortages and ensure the quality of health care; however, the female environment facilitates collective regulation to adapt work schedules. These management imposed organisational constraints are especially difficult for female staff due to their roles in the domestic sphere. It is more difficult for women to adapt work schedules in the predominantly male police officer environment. Police ask supervisors for timetable changes more frequently following the introduction of women to the group. The strategies to reconcile professional and private lives depend on division of labour and collective regulation.

The results here shown are part of an action-research that aimed to elaborate, apply and evaluate a pilot project for contributing to the mental health of Rio de Janeiro police officers. This research comprises both quantitative and qualitative approaches in an ex-ante and ex-post evaluation pattern. The subjects of this research were 148 police officers serving in a special division of the city of Rio de Janeiro Police Department (76 were placed in the Experimental Group and 72 in the Control Group, according to certain variables). The article focuses on the results of the assessment made through standardized scales of self-esteem (Rosenberg Scale), quality of life (WHOQOL-Bref), and is complemented with a qualitative assessment using Content Analysis. The results show that interventions aimed at producing emotional support for police officers with emphasis on Quality of Life and Self-Esteem are possible and useful.

Liberals and conservatives disagree about obeying authorities, with conservatives holding the more positive views. We suggest that reactions to conservative authorities, rather than to obedience itself, are responsible for the division. Past findings that conservatives favor obedience uniformly confounded obedience with conservative authorities. We break down obedience to authority into its constituent parts to test the divisiveness of each part. The concepts of obedience (Study 1) and authority (Study 2) recruited inferences of conservative authorities, conflating results of simple, seemingly face valid tests of their divisiveness. These results establish necessary features of a valid test, to which Study 3 conforms. Conservatives have the more positive moral views of obedience only when the authorities are conservative (e.g., commanding officers); liberals do when the authorities are liberal (e.g., environmentalists). The two camps agree about obeying ideologically neutral authorities (e.g., office managers).
