This proposed determination of attainment is based upon complete, quality- assured and certified ambient air monitoring data for the 2007-2009 period showing that the Area has attained the 1997 annual PM2.5 NAAQS, and data available to date for 2010 in EPA's Air Quality System (AQS) database that show the area continues to attain. If EPA finalizes this proposed determination of attainment, the requirements for the Area to submit attainment demonstrations and associated reasonably available control measures (RACM), a reasonable further progress (RFP) plan, contingency measures, and other planning State Implementation Plan (SIP) revisions related to attainment of the standard shall be suspended for so long as the Area continues to attain the annual PM2.5 NAAQS. Second, EPA is also proposing to determine, based on quality-assured and certified monitoring data for the 2007-2009 monitoring period, that the Area has attained the 1997 annual PM2.5 NAAQS by its applicable attainment date of April 5, 2010.

First, EPA is making a determination that the Philadelphia Area has attained the 1997 annual PM2.5 national ambient air quality standard (NAAQS) by its attainment date of April 5, 2010. This determination is based upon quality assured and certified ambient air monitoring data that show the area monitored attainment of the 1997 annual PM2.5 NAAQS for the 2007-2009 monitoring period. Second, EPA is making a clean data determination, finding that the Philadelphia Area has attained the 1997 PM2.5 NAAQS, based on quality assured and certified ambient air monitoring data for the 2007-2009 and 2008-2010 monitoring periods. In accordance with EPA's applicable PM2.5 implementation rule, this determination suspends the requirement for the Philadelphia Area to submit an attainment demonstration, reasonably available control measures/reasonably available control technology (RACM/RACT), a reasonable further progress (RFP) plan, and contingency measures related to attainment of the 1997 annual PM2.5 NAAQS for so long as the area continues to attain the 1997 annual PM2.5 NAAQS. These actions are being taken under the Clean Air Act (CAA).

    ...EPA is taking final action to approve a request submitted on December 18, 2009, and supplemented on December 22, 2010, from the State of North Carolina, through the North Carolina Department of Environment and Natural Resources (NC DENR), Division of Air Quality (DAQ), to redesignate the Greensboro-Winston-Salem-High Point fine particulate matter (PM2.5) nonattainment area (hereafter the ``Greensboro Area'' or ``Area'') to attainment for the 1997 Annual PM2.5 National Ambient Air Quality Standards (NAAQS). The Greensboro Area is comprised of Davidson and Guilford Counties in their entireties. EPA's approval of the redesignation request is based on the determination that the State of North Carolina has met the criteria for redesignation to attainment set forth in the Clean Air Act (CAA or Act), including the determination that the Greensboro Area has attained the 1997 Annual PM2.5 NAAQS by its applicable attainment date of April 5, 2010. Additionally, EPA is approving a revision to the North Carolina State Implementation Plan (SIP) to include the 1997 Annual PM2.5 maintenance plan for the Greensboro Area that contains the new 2011 and 2021 motor vehicle emission budgets (MVEBs) for nitrogen oxides (NOX) and PM2.5 for both Davidson and Guilford Counties. This action also approves the emissions inventory submitted with the maintenance plan. Further, EPA is correcting a typographical error for the citation associated with a previous adequacy finding the Agency made for the NOX and PM2.5 MVEBs for both Davidson and Guilford Counties.

    The present study aimed to investigate and compare the enzymatic production of endophytic bacteria isolated from healthy and brittle leaf disease affected date palm leaves (pectinase, cellulase, lipase, and amylase). The findings revealed that the enzymatic products from the bacterial isolates of healthy date palm leaves were primarily 33% amylolytic enzyme, 33 % cellulase, 25 % pectinase, and 25 % lipase. The isolates from brittle leaf disease date palm leaves, on the other hand, were noted to produce 16 % amylolytic enzyme, 20 % cellulose, 50 % pectinase, and 50 % lipase. The effects of temperature and pH on amylase, pectinase, and cellulose activities were investigated. The Bacillus subtilis JN934392 strain isolated from healthy date palm leaves produced higher levels of amylase activity at pH 7. A Box Behnken Design (BBD) was employed to optimize amylase extraction. Maximal activity was observed at pH and temperature ranges of pH 6-6.5 and 37-39 °C, respectively. Under those conditions, amylase activity was noted to be attained 9.37 U/ml. The results showed that the enzyme was able to maintain more than 50 % of its activity over a temperature range of 50-80 °C, with an optimum at 70 °C. This bacterial amylase showed high activity compared to other bacteria, which provides support for its promising candidacy for future industrial application.

    The author has identified the following significant results. Analysis of 1972 single-date coverage indicated that a complete crop classification was not attainable at the test sites. Good multi-date coverage during 1973 indicates that many of the problems encountered in 1972 will be minimized. In addition, the compilation of springtime imagery covering the entire state of Iowa has added a new dimension to interpretation of Iowa's natural resources. EPA's approval of the redesignation request is based on the determination that the State of North Carolina has met the criteria for redesignation to attainment set forth in the Clean Air Act (CAA or Act), including the determination that the Hickory Area has attained the 1997 Annual PM2.5 NAAQS by its applicable attainment date of April 5, 2010. Additionally, EPA is approving a revision to the North Carolina State Implementation Plan (SIP) to include the 1997 Annual PM2.5 maintenance plan for the Hickory Area that contains the new motor vehicle emission budgets (MVEBs) for nitrogen oxides (NOX) for the years 2011 and 2021 for Catawba County and the mobile insignificance determination for direct PM2.5 for the Hickory Area. This action also approves the emissions inventory submitted with the maintenance plan.     Materials with zero/near zero thermal expansion coefficients are technologically important for applications in thermal management and engineering. To date, this class of materials can only be produced by chemical routes, either by changing chemical compositions or by composting materials with positive and negative thermal expansion. Here, we report for the first time a physical route to achieve near zero thermal expansion through application of pressure. In the stability field of tetragonal PbTiO3 we observed pressure-induced reversals between thermal contraction and expansion between ambient pressure and 0.9 GPa. This hybrid behavior leads to a mathematically infinite number of crossover points in the pressure-volume-temperature space and near-zero thermal expansion coefficients comparable to or even smaller than those attained by chemical routes. The observed pressures for this unusual phenomenon are within a small range of 0.1-0.9 GPa, potentially feasible for designing stress-engineered materials, such as thin films and nano-crystals, for thermal management applications.

In general, rapid heavy metals adsorption kinetics for Co range: 25–100 mg/L was observed, accomplishing 77–97% adsorption within 15 min, finally, attaining equilibrium in 360 min. Linear and non-linear isotherm studies revealed Langmuir model applicability for Cd(II) and Pb(II) adsorption, while Freundlich model was fitted to Zn(II) and Cu(II) adsorption. Maximum monolayer adsorption capacities (qm) for Cd(II), Pb(II), Cu(II), and Zn(II) obtained by non-linear isotherm model at 298 K were 212.1, 133.5, 194.4, and 111 mg/g, respectively. Kinetics modeling parameters showed the applicability of pseudo-second-order model. The activation energy (Ea) magnitude revealed physical nature of adsorption. Maximum elution of Cu(II) (81.6%), Zn(II) (70.1%), Pb(II) (96%), and Cd(II) (78.2%) were observed with 0.1 M HCl. Thermogravimetric analysis of DPAC showed a total weight loss (in two-stages) of 28.3%. Infra-red spectral analysis showed the presence of carboxyl and hydroxyl groups over DPAC surface.   4. The application of Goal Management Training to aspects of financial management in individuals with traumatic brain injury.

    Executive functions encompass planning, problem-solving and self-monitoring abilities, abilities that are implicit in goal attainment and often compromised in individuals with traumatic brain injury (TBI). Goal Management Training (GMT) is a theoretically based rehabilitation protocol that was developed to improve goal-directed behaviour. To date, there is evidence to support the efficacy of GMT in healthy older adults and in one previously high functioning individual with acquired brain injury. However, there is no evidence that, in individuals with TBI and severe cognitive impairments, GMT leads to sustained improvement on everyday tasks requiring planning and organisation. The current study was conducted to explore the efficacy of GMT in helping individuals with TBI to improve aspects of their day-to-day financial management. Four participants with severe TBI completed a modified GMT module. Outcomes were assessed using Goal Attainment Scaling. Five control participants were also recruited as a comparison group for the Multiple Errands Task which was used to measure generalisation. The outcomes in each case were variable. Overall the results showed that the structured GMT intervention assisted some TBI individuals to improve their performance on financial management tasks, with evidence of generalisation in some cases.

    Purpose The Scottish school leavers cohort provides population-wide prospective follow-up of local authority secondary school leavers in Scotland through linkage of comprehensive education data with hospital and mortality records. It considers educational attainment as a proxy for socioeconomic position in young adulthood and enables the study of associations and causal relationships between educational attainment and health outcomes in young adulthood. Participants Education data for 284 621 individuals who left a local authority secondary school during 2006/2007–2010/2011 were linked with birth, death and hospital records, including general/acute and mental health inpatient and day case records. Individuals were followed up from date of school leaving until September 2012. Age range during follow-up was 15 years to 24 years. Findings to date Education data included all formal school qualifications attained by date of school leaving; sociodemographic information; indicators of student needs, educational or non-educational support received and special school unit attendance; attendance, absence and exclusions over time and school leaver destination. Area-based measures of school and home deprivation were provided. Health data included dates of admission/discharge from hospital; principal/secondary diagnoses; maternal-related, birth-related and baby-related variables and, where relevant, date and cause of death. This paper presents crude rates for all-cause and cause-specific deaths and general/acute and psychiatric hospital admissions as well as birth outcomes for children of female cohort members. Future plans This study is the first in Scotland to link education and health data for the population of local authority secondary school leavers and provides access to a large, representative cohort with the ability to study rare health outcomes. There is the potential to study health outcomes over the life course through linkage with future hospital and death records for cohort members. The cohort may also be expanded by adding data from future school leavers. There is scope for linkage to the Prescribing Information System and the Scottish Primary Care Information Resource.   11. A Comparison of the Performance Capabilities of Radioisotope Energy Conversion Systems, Betavoltaic Cells, and other Nuclear Batteries

    In this paper we compare the potential performance capabilities of several types of nuclear batteries to the Radioisotope Thermocouple Generators (RTG's) currently in use. There have been theoretical evaluations of, and some experimental testing of, several types of nuclear batteries including Radioisotope Energy Conversion Systems (RECS), Direct Energy Conversion (DEC) systems, and Betavoltaic Power Cells (BPC's). It has been theoretically shown, and to some extent experimentally demonstrated, that RECS, capacitive DEC systems, and possibly BPC's are all potentially capable of efficiencies well above the 9% maximum efficiency demonstrated to date in RTG's customized for deep space probe applications. Even thoughmore » RTG's have proven their reliability and have respectable power to mass ratios, it is desirable to attain efficiencies of at least 25% in typical applications. High fuel efficiency is needed to minimize the quantities of radioisotopic or nuclear fuels in the systems, to maximize power to mass ratios, and to minimize housing requirements. It has been shown that RECS can attain electric power generation efficiencies greater than 18% for devices which use Sr-90 fuel and where the accompanying material is less than roughly twice the mass of the Sr-90 fuel. Other radioisotopic fuels such as Pu-238 or Kr-85 can also be placed into RECS in order to attain efficiencies over 18%. With the likely exception of one fuel investigated by the authors, all of the promising candidates for RECS fuels can attain electric power to mass ratios greater than 15 W kg{sup -1}. It has been claimed recently [1] that the efficiency of tritium-fueled BPC's can be as high as 25%. While this is impressive and tritium has the benefit of being a 'soft' radioisotopic fuel, the silicon wafer that holds the tritium would have to be considerably more massive than the tritium contained within it and immediately adjacent to the wafer. Considering realistic mass requirements for the presence of silicon in the bulk of the wafer, a tritium cell would thus be limited to power to mass ratios <3 W kg{sup -1}. Even RECS designs with more energetic fuels and higher shielding burdens can attain >3 W kg{sup -1} and efficiencies exceeding 20%. Capacitive DEC systems can also offer significant benefits. With larger fuel quantities and larger dimensions, DEC systems can attain power efficiencies >50%. For small nuclear batteries of low or medium power, RECS appear highly desirable since the efficiency of a RECS does not vary with the amount of fuel present nor does it vary with temperature to any significant degree.     Natural fiber reinforced polymer composites are being used frequently for variety of engineering applications due to many of their advantages like ease of availability, low density, low production cost and good mechanical properties but natural fibers are more or less hydrophilic in nature. Therefore, an investigation has been carried out to make better utilization of a class of natural fiber that is date palm stem fiber, for making a wide range of products. Attempts have been made in this research work to study the effect of fiber loading on the physical, mechanical and water absorption behaviour of treated and untreated short fiber based epoxy composites. Composites of various compositions of different amounts of fiber loading are fabricated by simple hand lay-up technique. It has been observed that there is a significant effect of surface treatment of fibers on the overall properties of composites. Further enhancement of properties with lower water absorption rate was attained with glass fiber-epoxy based hybrid composites.

    Geochronology using 187Re-187Os is applicable to limited rock and mineral matrices, but one valuable application is the determination of depositional ages for organic-rich clastic sedimentary rocks like black shales. Clastic sedimentary rocks, in most cases, do not yield depositional ages using other radioactive isotope methods, but host much of Earth's fossil record upon which the relative geological timescale is based. As such, Re-Os dating of black shales has potentially wide application in timescale calibration studies and basin analysis, if sufficiently high precision and accuracy could be achieved. This goal requires detailed, systematic studies and evaluation of factors like standard compound stoichiometry, geologic effects, and the 187Re decay constant. Ongoing studies have resulted in an improved understanding of the abilities, limitations and systematics of the Re-Os geochronometer in black shales. First-order knowledge of the effects of processes like hydrocarbon maturation and low-grade metamorphism is now established. Hydrocarbon maturation does not impact the ability of the Re-Os geochronometer to determine depositional ages from black shales. The Re-Os age determined for the Exshaw Fm of western Canada is accurate within 2σ analytical uncertainty of the known age of the unit (U-Pb monazite from ash, conodont biostratigraphy). This suggests that the large improvement in precision attained for Re-Os dating of black shales by Cohen et al (ESPL 1999) over the pioneering work of Ravizza & Turekian (GCA 1989), relates to advances in analytical methodologies and sampling strategies, rather than a lack of disturbance by hydrocarbon maturation. We have found that a significant reduction in isochron scatter can be achieved by using an alternate dissolution medium, which preferentially attacks organic matter in which Re and Os are largely concentrated. This likely results from a more limited release of detrital Os and Re held in silicate materials during dissolution, compared with the inverse aqua regia medium used for Carius tube analysis. Using these "organic-selective" dissolution techniques, precise depositional ages have now been obtained from samples with very low TOC contents ( ˜0.5%), meaning that a greater range of clastic sedimentary rocks is amenable for Re-Os age dating. Well-fitted Re-Os isochrons of plausible geological age have also been determined from low-TOC shales subjected to chlorite-grade regional metamorphism. These results further illustrate the wide, but currently underutilized, potential of the Re-Os geochronometer in shales. The precision of age data attainable by the Re-Os system directly from black shales can be better than +/- 1% uncertainty (2σ , derived from isochron regression analysis), and the derived ages are demonstrably accurate.
