Psychosocial assistance after environmental accidents: a policy perspective.

There is a substantial body of literature on psychosocial impacts of chemical and nuclear accidents. Less attention, however, has been focused on the program and policy issues that are connected with efforts to provide psychosocial assistance to the victims of such accidents. Because psychosocial assistance efforts are certain to be an essential part of the response to future environmental emergencies, it is vital that relevant program and policy issues by more fully considered. This article discusses the highly complex nature of contamination situations and highlights some of the key policy issues that are associated with the provision of psychosocial services after environmental accidents. One issue concerns the potential for assistance efforts to become objects of conflict. In the context of the intense controversy typically associated with chemical or nuclear accidents, and with debates over the causation of illness usually at the center of environmental accidents, psychosocial assistance services may themselves become contested terrain. Other significant program and policy issues include determining how to interface with citizen self-help and other voluntary groups, addressing the problem of stigma, and deciding how to facilitate stakeholder participation in the shaping of service provision. This article offers a series of policy proposals that may help smooth the way for psychosocial assistance programs in future environmental emergencies. PMID:9467082

This report provides an update on an earlier assessment of environmentally assisted fatigue for light water reactor (LWR) materials under extended service conditions. This report is a deliverable under the work package for environmentally assisted fatigue in the Light Water Reactor Sustainability (LWRS) program. The overall objective of this LWRS project is to assess the degradation by environmentally assisted cracking/fatigue of LWR materials such as various alloy base metals and their welds used in reactor coolant system piping. This study assessed the value of technical assistance provided by state health department expert advisors and by the staff of the National Association of Chronic Disease Directors (NACDD) to community groups that participated in the Action Communities for Health, Innovation, and Environmental Change (ACHIEVE) Program, a CDC-funded health promotion program. We analyzed quantitative and qualitative data reported by community project coordinators to assess the nature and value of technical assistance provided by expert advisors and NACDD staff and the usefulness of ACHIEVE resources in the development and implementation of community action plans. A grounded theory approach was used to analyze and categorize phrases in text data provided by community coordinators. Open coding placed conceptual labels on text phrases. Frequency distributions of the quantitative data are described and discussed. The most valuable technical assistance and program support resources were those determined to be in the interpersonal domain (ie, interactions with state expert advisors, NACDD staff, and peer-to-peer support). The most valuable technical assistance events were action institutes, coaches' meetings, webinars, and technical assistance conference calls. This analysis suggests that ACHIEVE communities valued the management and training assistance provided by expert advisors and NACDD staff. State health department expert advisors provided technical guidance and support, including such skills or knowledge-based services as best-practice strategies, review and discussion of community assessment data, sustainability planning, and identification of possible funding opportunities. NACDD staff led development and implementation of technical assistance events.

The sustainable business development program in Portland (OR) is known as BEST. BEST stands for Businesses for an Environmentally Sustainable Tomorrow. Introduction This study assessed the value of technical assistance provided by state health department expert advisors and by the staff of the National Association of Chronic Disease Directors (NACDD) to community groups that participated in the Action Communities for Health, Innovation, and Environmental Change (ACHIEVE) Program, a CDC-funded health promotion program. Methods We analyzed quantitative and qualitative data reported by community project coordinators to assess the nature and value of technical assistance provided by expert advisors and NACDD staff and the usefulness of ACHIEVE resources in the development and implementation of community action plans. A grounded theory approach was used to analyze and categorize phrases in text data provided by community coordinators. Open coding placed conceptual labels on text phrases. Frequency distributions of the quantitative data are described and discussed. Results The most valuable technical assistance and program support resources were those determined to be in the interpersonal domain (ie, interactions with state expert advisors, NACDD staff, and peer-to-peer support). The most valuable technical assistance events were action institutes, coaches’ meetings, webinars, and technical assistance conference calls. Conclusion This analysis suggests that ACHIEVE communities valued the management and training assistance provided by expert advisors and NACDD staff. State health department expert advisors provided technical guidance and support, including such skills or knowledge-based services as best-practice strategies, review and discussion of community assessment data, sustainability planning, and identification of possible funding opportunities. NACDD staff led development and implementation of technical assistance events. PMID:24157078

In the early 1990s, the U.S. Environmental Protection Agency (U.S. EPA) started a grant program to assist communities redevelop brownfields, which are abandoned or underutilized sites that have real or perceived contamination. In addition to determining if the communities receiving the grants were the most distressed cities in the United States, we also evaluate the U.S. EPA program in terms of environmental justice at the macro scale. Using 1990 U.S. Census of Housing and Population data and a matched-cities methodology, we compared the brownfields pilot cities to other communities in the United States. We found that regardless of intent, the U.S. EPA program is environmentally just by disproportionately awarding grants to the most economically distressed cities. This report highlights a model of environmental management that appears to work in the current political and economic context of Pakistan. The model focuses on energy conservation. This evaluation examines how the U.S. Agency for International Development (A.I.D.) has assisted Pakistan in using market forces to promote the adoption of energy conservation practices and technologies. The central operating hypothesis of the evaluation is that the adoption of energy conservation practices and technologies responds to market incentives. This paper presents an overview of the Galileo Project's environmental test and analysis program during the spacecraft development phase - October 1978 through launch in October 1989. After describing the top-level objectives of the program, summaries of-the approach, requirements, and margins are provided. Examples of assembly- and system-level test results are given for both the pre-1986 (direct mission) testing and the post-1986 (Venus-Earth-Earth gravity assist mission) testing, including dynamic, thermal, electromagnetic compatibility (EMC), and magnetic. The approaches and results for verifying by analysis that the requirements of certain environments (e.g., radiation, micrometeoroids, and single event upsets) are satisfied are presented. The National Early Care and Education Learning Collaboratives Project (ECELC) aims to improve best practices in early care and education (ECE) programs in topic areas of the Nutrition and Physical Activity Self-Assessment in Child Care (NAP SACC). Technical assistance is a component of the ECELC, yet its effect on outcomes is unclear. Beyond dose and duration of technical assistance, limited research exists on characteristics of technical assistance that contribute to outcomes. The objective of this study was to identify and describe technical assistance characteristics and explore associations with NAP SACC outcomes. We collected data from 10 collaboratives comprising 84 ECE programs in 2 states in 2015-2016. The objective of technical assistance was to support programs in improving best practices. Technical assistance was provided to programs via on-site, telephone, or email and was tailored to program needs. We used a mixed-methods design to examine associations between technical assistance and NAP SACC outcomes. We used multiple regression analysis to assess quantitative data and qualitative comparative analysis to determine necessary and sufficient technical assistance conditions supporting NAP SACC outcomes. We also conducted a document review to describe technical assistance that referred conditions identified by the qualitative comparative analysis. Regression analyses detected an inverse relationship between changes in NAP SACC scores and hours of technical assistance. No clear pattern emerged in the qualitative comparative analysis, leaving no necessary and sufficient conditions. However, the qualitative comparative analysis identified feedback as a potentially important component of technical assistance, whereas resource sharing and frequent email were characteristics that seemed to reduce the likelihood of improved outcomes. Email and resource sharing were considered primarily general information rather than tailored technical assistance. Technical assistance may be used in programs and made adaptable to program needs. The inclusion and evaluation of technical assistance, especially tailored approaches, is warranted for environmental interventions, including ECE settings.

Some of the history and special features of the US population assistance program administered by USAID are recounted. Future predictions are also made for funding and new directions for the US population assistance program and environmental issues. The topics addressed were part of a talk given in 1992 at a meeting of the Council on Population Education held in Tokyo. Credit is given to Japan for its contribution to family planning (FP) efforts by setting an example of reducing population size within a decade and providing financial support internationally. Japan's example so impressed General William H. Draper, Jr. that he worked for the establishment of the USAID and the UN Population Fund, and funding for the International Planned Parenthood Federation. He encouraged Japanese officials to provide support for international population and (FP) programs. Currently, the US provides $350 million in population assistance. Encouragement was given for Japan to increase its international commitment of $80 million and to contribute to the Johns Hopkins University William H. Draper, Jr., fellowship fund for graduate students from developing countries to study modern health communication. The special features of the US population assistance program were identified as follows: 1) high funding levels, 2) availability of FP services, 3) adequate contraceptive supplies, 4) availability of professional population staff, and 5) an emphasis on data and evaluation. The single most important element of the USAID program is the reliance on private, nongovernmental organizations (NGOs), which can establish flexible, independent, innovative and cost- effective programs. Predictions for the future were that the US Congress would expand overseas population assistance. Domestic policy will have priority, and the future will depend on who occupies the key policy positions at the State Department and USAID. THere will be more emphasis on free political elections, on humanitarian issues, and on environmental issues. New directions will be to increase funding, reduce restrictions on population assistance, increase support for NGOs, expand FP communication programs, improve the quality of FP services, increase distribution of condoms, and increase coordination among donors. The latest researches use software technology (OLDP, object location detection programs) to turn a commercial high-technology product, i.e. a battery-free wireless mouse, into a high performance/precise object location detector to detect whether or not an object has been placed in the designated location. The preferred environmental stimulation is also incorporated to assist those patients in need of occupational activities in performing simple occupational activities to acquire their preferred environmental stimulation. The result of the experiment shows that both participants have been able to control their preferred environmental stimulation by actively performing occupational activities. This study is going to extend the aforementioned researches by using battery-free wireless mice to assist patients in performing more complicated occupational activities. The ABAB design has been adopted for experiments, and the result shows that during intervention phrases, the occupational activities of both participants are significantly improved. Purpose and Objectives The National Early Care and Education Learning Collaboratives Project (ECELC) aims to improve best practices in early care and education (ECE) programs in topic areas of the Nutrition and Physical Activity Self-Assessment in Child Care (NAP SACC). Technical assistance is a component of the ECELC, yet its effect on outcomes is unclear. Beyond dose and duration of technical assistance, limited research exists on characteristics of technical assistance that contribute to outcomes. The objective of this study was to identify and describe technical assistance characteristics and explore associations with NAP SACC outcomes. Intervention Approach We collected data from 10 collaboratives comprising 84 ECE programs in 2 states in 2015–2016. The objective of technical assistance was to support programs in improving best practices. Technical assistance was provided to programs via on-site, telephone, or email and was tailored to program needs. Evaluation Methods We used a mixed-methods design to examine associations between technical assistance and NAP SACC outcomes. We used multiple regression analysis to assess quantitative data and qualitative comparative analysis to determine necessary and sufficient technical assistance conditions supporting NAP SACC outcomes. We also conducted a document review to describe technical assistance that referred conditions identified by the qualitative comparative analysis. Results Regression analyses detected an inverse relationship between changes in NAP SACC scores and hours of technical assistance. No clear pattern emerged in the qualitative comparative analysis, leaving no necessary and sufficient conditions. However, the qualitative comparative analysis identified feedback as a potentially important component of technical assistance, whereas resource sharing and frequent email were characteristics that seemed to reduce the likelihood of improved outcomes. Email and resource sharing were considered primarily general information rather than tailored technical assistance. Implications for Public Health Technical assistance may be used in programs and made adaptable to program needs. The inclusion and evaluation of technical assistance, especially tailored approaches, is warranted for environmental interventions, including ECE settings. PMID:29704371

The problems of environmental imbalance arising from rapid urbanization and other dramatic changes in land use are considered. These overall problems translate into working level problems of establishing the validity of various sensor-data combinations that will best obtain the regional land use and environmental information. The Habitability & Environmental Factors and Space Medicine Divisions have developed the Space Flight Human System Standard (SFHSS) (NASA-STD-3001) to replace NASA-STD-3000 as a new NASA standard for all human spaceflight programs. The SFHSS is composed of 2 volumes. Volume 1, Crew Health, contains medical levels of care, permissible exposure limits, and fitness for duty criteria, and permissible outcome limits as a means of defining successful operating criteria for the human system. Volume 2, Habitability and Environmental Health, contains environmental, habitability and human factors standards. Development of the Human Integration Design Handbook (HIDH), a companion to the standard, is currently under construction and entails the update and revision of NASA-STD-3000 data. This new handbook will, in the fashion of NASA STD-3000, assist engineers and designers in appropriately applying habitability, environmental and human factors principles to spacecraft design. Organized in a chapter-module-element structure, the HIDH will provide the guidance for the development of requirements, design considerations, lessons learned, example solutions, background research, and assist in the identification of gaps and research needs in the disciplines. Subject matter experts have been and continue to be solicited to participate in the update of the chapters. The purpose is to build the HIDH with the best and latest data, and provide a broad representation from experts in industry, academia, the military and the space program. The handbook and the two standards volumes work together in a unique way to achieve the required level of human-system interface. All new NASA programs will be required to meet Volumes 1 and 2. Volume 2 presents human interface goals in broad, non-verifiable standards. Volume 2 also requires that each new development program prepare a set of program-specific human factors requirements. These program-specific human and environmental factors requirements must be verifiable and tailored to assure the new system meets the Volume 2 standards. Programs will use the HIDH to write their verifiable program-specific requirements.

This funding instrument replaces DOE Assistance Instrument Number DE-FC02-98CH10902. EBP is an integrated, multidisciplinary scientific research program, employing a range of research initiatives to identify, study and resolve environmental health risks. These initiatives are consistent with the MUSC role as a comprehensive state-supported health sciences institution and with the nation's need for new and better approaches to the solution of a complex and expansive array of environment-related health problems. Themore » intrinsic capabilities of a comprehensive health sciences institution enable MUSC to be a national resource for the scientific investigation of environmental health issues. The regulatory approach of the Illinois Environmental Protection Agency (EPA) is discussed in this paper. Three areas receive emphasis: (1) the changing relations between the US EPA and the states, (2) the new emphasis on pollution prevention techniques, and (3) a new environmental amnesty project. Budgetary considerations, performance partnerships, and nonregulatory compliance assistance are briefly outlined in relation to these topics. This is the second annual update of the environmental development plan (EDP) for transportation programs. It has been prepared as a cooperative effort of the Assistant Secretaries for Conservation and Solar Energy (ASCS) Office of Transportation Programs (CS/TP) and the Environment (ASEV) Office of Environmental Assessments. EDPs identify the ecosystem, resource, physical environment, health, safety, socioeconomic, and environmental control concerns associated with DOE programs. The programs include the research, development, demonstration, and assessment (RDD and A) of 14 transportation technologies and several strategy implementation projects. This EDP update presents a research and assessment plan for resolving any potentially adverse environmentalmore » concerns arising from these programs. The EDP process provides a framework for: incorporating environmental concerns into CS/TP planning and decision processes early to ensure they are assigned the same importance as technological, fiscal, and institutional concerns in decision making; resolving environmental concerns concurrently with energy technology and strategy development; and providing a research schedule that mitigates adverse environmental effects through sound technological design or policy analysis. This EDP also describes the status of each environmental concern and the plan for its resolution. Much of ongoing DOE reseirch and technology development is aimed at resolving concerns identified in this EDP. Each EDP is intended to be so comprehensive that no concerns escape notice. Care is taken to include any CS/TP action that may eventually require an Environmental Impact Statement. The activities conducted in support of the Environmental Control and Life Support Team during December 7, 1987 through September 30, 1988 are summarized. The majority of the ongoing support has focused on the ECLSS area. Through a series of initial meetings with the ECLSS team and technical literature review, an initial list of critical topics was developed. Subtasks were then identified or additional related tasks received as action items from the ECLSS group meetings. Although most of the efforts focused on providing MSFC personnel with information regarding specific questions and problems related to ECLSS issues, other efforts regarding identifying an ECLSS Medical Support Team and constructing data bases of technical information were also initiated and completed. The specific tasks are as follows: (1) Provide support to the mechanical design and integration of test systems as related to microbiological concerns; (2) Assist with design of Human Subjects Test Protocols; (3) Interpretation and recommendations pertaining to air/water quality requirements; (4) Assist in determining the design specifications required as related to the Technical Demonstration Program; (5) Develop a data base of all microorganisms recovered from previous subsystem testing; (6) Estimates of health risk of individual microbes to test subjects; (7) Assist with setting limits for safety of test subjects; (8) Health monitoring of test subjects; (9) Assist in the preparation of test plans; (10) Assist in the development of a QA/QC program to assure the validity, accuracy and precision of the analyses; and (11) Assist in developing test plans required for future man in the loop testing.

Demonstrate the role of environment as a predictor of child health. The children's health exposure analysis resource (CHEAR) assists the Environmental influences on child health outcomes (ECHO) program in understanding the time sensitive and dynamic nature of perinatal and childhood environment on developmental trajectories by providing a central infrastructure for the analysis of biological samples from the ECHO cohort awards. CHEAR will assist ECHO cohorts in defining the critical or sensitive period for effects associated with environmental exposures. Effective incorporation of these principles into multiple existing cohorts requires extensive multidisciplinary expertise, creativity, and flexibility. The pursuit of life course - informed research within the CHEAR/ECHO structure represents a shift in focus from single exposure inquiries to one that addresses multiple environmental risk factors linked through shared vulnerabilities. CHEAR provides ECHO both targeted analyses of inorganic and organic toxicants, nutrients, and social-stress markers and untargeted analyses to assess the exposome and discovery of exposure-outcome relationships. Utilization of CHEAR as a single site for characterization of environmental exposures within the ECHO cohorts will not only support the investigation of the influence of environment on children's health but also support the harmonization of data across the disparate cohorts that comprise ECHO.

The Environmental Assurance Program sets forth standards to ensure that all flight hardware is compatible with the environments that will be encountered during a spacecraft mission. It outlines the design, test and analysis, and risk control standards for the mission and certifies that it will survive in any external or self-induced environments that the spacecraft may experience. The Environmental Requirements Document (ERD) is the most important document in the Environmental Assurance Program, providing the design and test requirements for the project's flight system, subsystems, assemblies, and instruments. This summer's project was to assist Environmental Requirements Engineers (ERE's) in completing the Environmental Assurance Program Summary Report for both the Juno Project and Mars Science Laboratory (MSL) Project. The Summary Report is a document summarizing the environmental tests and analyses of each spacecraft at both the assembly and system level. It compiles a source of all relevant information such as waivers and Problem/Failure Reports (PFRs) into a single report for easy reference of how well the spacecraft met the requirements of the project.

Universitas Indonesia in cooperation with American Red Cross and Indonesian Red Cross have been assisting green open space revitalisation program in 7 locations in Bogor Regency (2016-2017). The program was held under The Urban Disaster Risk Reduction Greater Jakarta Project; an initiative program from American Red Cross Indonesia. This project was not only improving the existing green open space quality, but also creating one adapted from public land. The revitalization project figures what happened on daily basis on the existing land, proposing new programming facilities, community-based construction, monitoring and handing over. This paper discovers the meaning of a green space for the community, whether the community aware of its benefit on human health or environmental sustainability. The research question is does the community aware of green open space benefit for human health or environmental sustainability? Or both? The original data from the community was gathered and grouped based on its relevance with environmental quality and public health.

AARP conducted a 2.5-year social-marketing campaign to improve physical activity levels among older adults in Richmond, Virginia and Madison, Wisconsin. This article presents formative evaluation findings from the campaign's policy/environmental change component. Evaluation data were abstracted from technical-assistance documentation and telephone interviews. Results include 11 policy and 14 environmental changes attained or in-process by campaign closure. Differences between the cities' results are explained through differences in program implementation (e.g., types of changes planned, formalization of partnerships). Project teams took less time deciding to pursue policy change than environmental change; however, planning the policy activities took longer than planning environmental-change activities. Recommendations for future policy/environmental change interventions focus on the selection of strategies; planning for administrative resources; formalizing partnerships to ensure sustainability of impact; ensuring training and technical assistance; and documenting progress. Similar intervention results may be attainable with a multi-year timeframe, adequate part-time coordination, and committed volunteers.

This report on drilling in the Antarctic has been prepared by the U.S. National Science Foundation (NSF) to assist principal investigators and others in complying with the National Environmental Policy Act (NEPA) and the Antarctic Treaty of 1961. Implementing regulations for NEPA are spelled out in 40 CFR 1500-1508. Environmental protection under the Antarctic Treaty is addressed in the Protocol on Environmental Protection to the Antarctic Treaty (hereafter referred to as the Protocol), which was adopted by 26 countries in 1991. In the United States, responsibility for compliance with these requirements rests with the NSF Office of Polar Programs (OPP),more » which manages the U.S. Antarctic Program (USAP). The USAP recognizes the potentially profound impacts that its presence and activities can have on the antarctic environment. In its extensive support of operations and research in Antarctica, the USAP uses all practical means to foster and maintain natural conditions while supporting scientific endeavors in a safe and healthful manner. Reducing human impacts on the antarctic environment is a major goal of the USAP. The USAP`s operating philosophy is based on broad yet reasonable and practical assumptions concerning environmental protection. The USAP maintains three year-round stations on the continent to support scientific research. Research and associated support operations at these stations and camps sometimes involve drilling into ice, soil, or ocean sediments. In order to comply with NEPA and the Protocol, it is necessary for principal investigators and others to assess the environmental effects of drilling. This report has been prepared to assist in this process by describing various drilling technologies currently available for use in Antarctica, generally characterizing the potential environmental impacts associated with these drilling techniques, and identifying possible mitigation measures to reduce impacts.« less

In May 2002, the United States Department of Energy (DOE) signed Assistance Instrument Number DE-FC09-02CH11109 with the Medical University of South Carolina (MUSC) to support the Environmental Biosciences Program (EBP). This funding instrument replaces DOE Assistance Instrument Number DE-FC02-98CH10902. EBP is an integrated, multidisciplinary scientific research program, employing a range of research initiatives to identify, study and resolve environmental health risks. These initiatives are consistent with the MUSC role as a comprehensive state-supported health sciences institution and with the nation's need for new and better approaches to the solution of a complex and expansive array of environment-related health problems. Themore » intrinsic capabilities of a comprehensive health sciences institution enable MUSC to be a national resource for the scientific investigation of environmental health issues. EBPs success as a nationally prominent research program is due, in part, to its ability to task-organize scientific expertise from multiple disciplines in addressing these complex problems Current research projects have focused EBP talent and resources on providing the scientific basis for risk-based standards, risk-based decision making and the accelerated clean-up of widespread environmental hazards. These hazards include trichloroethylene and low-dose ionizing radiation. Work on the trichloroethylene research projects has been slowed as a result of funding uncertainties. The impact of these funding uncertainties has been discussed with the DOE. Plans for restructuring the performance schedule of the trichloroethylene projects have been submitted to the department. A project is also being conducted in the use of geographical information system technology to analyze population health risks related to environmental hazards as a tool for risk-based decision-making. In May 2002, the United States Department of Energy (DOE) signed Assistance Instrument Number DE-FC09-02CH11109 with the Medical University of South Carolina (MUSC) to support the Environmental Biosciences Program (EBP). This funding instrument replaces DOE Assistance Instrument Number DE-FC02-98CH10902. EBP is an integrated, multidisciplinary scientific research program, employing a range of research initiatives to identify, study and resolve environmental health risks. These initiatives are consistent with the MUSC role as a comprehensive state-supported health sciences institution and with the nation's need for new and better approaches to the solution of a complex and expansive array of environment-related health problems. Themore » intrinsic capabilities of a comprehensive health sciences institution enable MUSC to be a national resource for the scientific investigation of environmental health issues. EBPs success as a nationally prominent research program is due, in part, to its ability to task-organize scientific expertise from multiple disciplines in addressing these complex problems. Current research projects have focused EBP talent and resources on providing the scientific basis for risk-based standards, risk-based decision making and the accelerated clean-up of widespread environmental hazards. These hazards include trichloroethylene and low-dose ionizing radiation. Work on the trichloroethylene research projects has been slowed as a result of funding uncertainties. The impact of these funding uncertainties has been discussed with the DOE. Plans for restructuring the performance schedule of the trichloroethylene projects have been submitted to the department. A project is also being conducted in the use of geographical information system technology to analyze population health risks related to environmental hazards as a tool for risk-based decision-making. This study designed, implemented, and evaluated an environmental education hypermedia program for use in a residential environmental education facility. The purpose of the study was to ascertain whether a hypermedia program could increase student knowledge and positive attitudes toward the environment and environmental education. A student/computer interface, based on the theory of social cognition, was developed to direct student interactions with the computer. A quasi-experimental research design was used. Students were randomly assigned to either the experimental or control group. The experimental group used the hypermedia program to learn about the topic of energy. The control group received the same conceptual information from a teacher/naturalist. An Environmental Awareness Quiz was administered to measure differences in the students' cognitive understanding of energy issues. Students participated in one on one interviews to discuss their attitudes toward the lesson and the overall environmental education experience. Additionally, members of the experimental group were tape recorded while they used the hypermedia program. These tapes were analyzed to identify aspects of the hypermedia program that promoted student learning. The findings of this study suggest that computers, and hypermedia programs, can be integrated into residential environmental education facilities, and can assist environmental educators in meeting their goals for students. The study found that the hypermedia program was as effective as the teacher/naturalist for teaching about environmental education material. Students who used the computer reported more positive attitudes toward the lesson on energy, and thought that they had learned more than the control group. Students in the control group stated that they did not learn as much as the computer group. The majority of students had positive attitudes toward the inclusion of computers in the camp setting, and stated that they were a good way to learn about environmental education material. This study also identified lack of social skills as a barrier to social cognition among mixed gender groups using the computer program.

This report describes the environmental surveillance program at the Colonie Interim Storage Site (CISS) and provides the results for 1992. The site is located in eastern New York State, approximately 6.4 km (4.0 mi) northwest of downtown Albany. From 1958 to 1984, National Lead (NL) Industries used the facility to manufacture various components from depleted and enriched uranium natural thorium. Environmental monitoring of CISS began in 1984 when Congress added, the site to the US Department of Energy`s (DOE) Formerly Utilized Sites Remedial Action Program (FUSRAP). FUSRAP is a program established to identify and decontaminate or otherwise control sites wheremore » residual radioactive materials remain from the early years of the nation`s atomic energy program or from commercial operations causing conditions that Congress has authorized DOE to remedy. The environmental surveillance program at CISS includes sampling networks for external gamma radiation exposure and for thorium-232 and total uranium concentrations in surface water, sediment, and groundwater. Several chemical parameters are also measured in groundwater, including total metals, volatile organics, and water quality parameters. This surveillance program assists in fulfilling the DOE policy of measuring and monitoring effluents from DOE activities and calculating hypothetical doses. Results are compared with applicable Environmental Protection Agency (EPA) and New York State Department of Environmental Conservation (NYSDEC) standards, DOE derived concentration guides (DCGs), dose limits, and other DOE requirements.« less
