Evaluating managed care's special telecommunications needs.
Harrison, P; Schenk, D
1993-11-01
Right now, managed care is a vast cosmic soup. But whether its ultimate form is the result of a bureaucratic big bang or a series of small industry explosions, one thing seems clear: telecommunications is the framework upon which managed care will be built. Managed care's primary players--purchasers, providers and payors--have already discovered the unifying power of telecommunications within their respective worlds. However, as the three worlds collide, an entirely new set of special telecommunications needs arises. And most of these needs can be distilled into three basic requirements: bigger networks, faster networks and smarter networks.

A study of current world telecommunications and a projection of the future
NASA Astrophysics Data System (ADS)
Karageorgis, Costas
1992-09-01
Telecommunications today are important factors in economic and social progress. The last decades of the 20th century and the early years of the 21st have been characterized as the Information Age. Telecommunications, the movement of information through distances, is absolutely critical to the economic and military survival of nations. This thesis is an attempt to predict the future of telecommunications, by studying and analyzing the past and present. First it examines the meaning of telecommunications today and some basics of information transmission. The current status of telecommunications is then presented, by examining the regional profiles as they are divided by the International Telecommunications Union. A number of statistical studies are given, which present a thorough picture of current world telecommunications. In an effort to predict future industry trends, the competition among the three largest telecommunications markets, U.S.A., Japan and the European Community, is also considered by looking at their present telecommunications industry, the efforts they make to improve their technology, and their plans for future investment. Finally, some major technological trends including BISDN, the use of fiber technology in the communications loop, and the use of solitons are examined. The new Metropolitan Area Network Protocol, FDDI-2 is also reviewed.

The Information SuperHighway, Email, The Internet, FTP, BBS, Modems, : all buzz words which are becoming more and more routine in our daily life. Confusing terminology? Hopefully it won`t be in a few minutes, all you need is to have a handle on a few basic concepts and terms and you will be on-line with the rest of the ``telecommunication experts.`` These terms all refer to some type or aspect of tools associated with a range of computer-based communication software and hardware. They are in fact far less complex than the instruments we use on a day to day basismore » as microscopist`s and microanalyst`s. The key is for each of us to know what each is and how to make use of the wealth of information which they can make available to us for the asking. Basically all of these items relate to mechanisms and protocols by which we as scientists can easily exchange information rapidly and efficiently to colleagues in the office down the hall, or half-way around the world using computers and various communications media. The purpose of this tutorial/paper is to outline and demonstrate the basic ideas of some of the major information systems available to all of us today. For the sake of simplicity we will break this presentation down into two distinct (but as we shall see later connected) areas: telecommunications over conventional phone lines, and telecommunications by computer networks.« less

Technological requirements of teleneuropathological systems.
Szymaś, J
2000-01-01
Teleneuropathology is the practice of conducting remote neuropathological examinations with the use of telecommunication links. Because of a limited number of expert neuropathologists, some, especially smaller departments have the equipment to conduct the examination but do not have a specialist who would be able to evaluate material from the central nervous system. In case of teleneuropathology, a neuropathologist examines tissue fragments taken during an operation by means of a telemicroscope connected with the computer through a telecommunications network. It enables the neuropathologist to operate the microscope and camera remotely. Two basic systems exist for performing remote neuropathological examination: static and dynamic. Both have different needs in medical, computing and telecommunication aspect. Depending on the type of service the public telephone network, the integrated services digital network, or optical fibre should be used. Conditionally Internet can be used as a link for teleneuropathological system. However, for the newest developments in teleneuropathology such as teleconference and remote operation on robotized microscope only transmission over the integrated service digital network, which guarantees high speed of transmission gives a possibility to communicate. Because images are basic information element in teleneuropathological systems the high capacity of acquisition, processing, storing, transmission, and visualization equipment is necessary. The farther development of telecommunication as well as standardization of recording and transmission procedures of pictorial data is necessary.

We present experimental and numerical results showing the generation and breakup of the Peregrine soliton in standard telecommunications fiber. The impact of nonideal initial conditions is studied through direct cutback measurements of the longitudinal evolution of the emerging soliton dynamics and is shown to be associated with the splitting of the Peregrine soliton into two subpulses, with each subpulse itself exhibiting Peregrine soliton characteristics. Experimental results are in good agreement with simulations.

Space Telecommunications Radio System (STRS) Architecture Standard provides a NASA standard for software-defined radio. STRS is being demonstrated in the Space Communications and Navigation (SCaN) Testbed formerly known as Communications, Navigation and Networking Configurable Testbed (CoNNeCT). Ground station radios communicating the SCaN testbed are also being written to comply with the STRS architecture. The STRS Architecture Tutorial Overview presents a general introduction to the STRS architecture standard developed at the NASA Glenn Research Center (GRC), addresses frequently asked questions, and clarifies methods of implementing the standard. The STRS architecture should be used as a base for many of NASA s future telecommunications technologies. The presentation will provide a basic understanding of STRS.

The purpose of this study was to describe high school science teachers' perceptions of telecommunications. The data were collected through open-ended ethnographic interviews with 24 high school science teachers from five different high schools in a single suburban school district who had been in an emerging telecommunications-rich environment for two and one-half years. The interview protocol was adapted from Honey and Henriquez (1993), with the Concerns-Based Adoption Model (CBAM) (Bailey & Palsha, 1992) providing a conceptual framework for data analysis. For this study, the emerging telecommunications-rich environment included a district-wide infrastructure that had been in place for two and one-half years that included a secure district-wide Intranet, 24 network connections in each classroom, full Internet access from the network, four computers per classroom, and a variety of formal and informal professional development opportunities for teachers. Categories of results discussed include: (a) teacher's profession use of telecommuunications; (b) teachers' perceptions of student's use of telecommunications; (c) teachers' perceptions of barriers to the implementation of telecommunications; (d) teachers' perceptions of supporting conditions for the implementation of telecommunications; (e) teachers' perceptions of the effect of telecommunications on high school science instruction; (f) teachers' perceptions of the effect of telecommunications on student's learning in high school science; and (g) the demographic variables of the sex of the teacher, years of teaching experience, school assignment within the district, course assignment(s), and academic preparation. Implications discussed include: (a) telecommunications can be implemented successfully in a variety of high school science classrooms with adequate infrastructure support and sufficient professional development opportunities, including in classes taught by females and teachers who were not previously computer experts; (b) confirmation of the basic tenets of the CBAM model; (c) the need for a model that addresses nonstatic innovations; (d) the need for a model that addresses concerns of teachers who choose not to implement telecommunications; (e) the need for new assessment strategies; (f) informal professional development, teachers teaching other teachers, is essential in implementing telecommunications; (g) the pressure that telecommunications places upon the science curriculum; and (h) space and safety concerns associated with telecommunications in the science laboratory space.

The implementation of broadcasting satellite service for the Western Hemisphere was planned. Broadcasting satellites transmit television programs and other information services from Earth orbit to home or office antennas. At the request of the Senate Appropriations Subcommittee on Commerce, Justice, State and the Judiciary, GAO reviewed conference results as compared to established conference objectives and examined the interagency coordination of U.S. participation in this international conference. The United States basically achieved its two most important conference objectives: adopting a technically and procedurally flexible plan for broadcasting satellite service and obtaining a sufficient allocation of satellite orbit slots and frequencies to meet domestic needs. The U.S. was unable, however, to obtain agreement on adopting a maximum signal power level for satellites. The Department of State could improve its preparation, internal coordination, and administrative support for future international conferences and recommends actions to the Secretary of State to improve its international telecommunications activities.

In order to establish a regulatory framework for a given technology important to society, the government must make decisions in the face of existing unknowingness. In the last decade, health risks originating from electromagnetic fields of mobile telecommunication transmitting stations and devices have become a regulation policy issue in Germany. This article investigates the role of the government and the Federal Office for Radiation Protection in regard to policy-making by analysing publications and Federal Parliament reports, hearings and debates. The government and Federal Parliament perceived the research situation in 2001 as insufficient in the absence of hard evidence for health impairment. Against this background, the government struck a compromise with mobile telecommunication network operators, who did not want to integrate stricter limit values for transmission stations as precautionary measures. The network operators' voluntary self-commitment included financing half the budget of the German Mobile Telecommunication Research Programme (2002-2008) under the lead management of the Federal Office for Radiation Protection, which concluded that it was not required to change the position taken in 2001. The results of this programme provided the basis to continue the agreement of that year. With regard to health issues and all the other interests involved, this agreement was an acceptable and remarkably stable compromise.

Securing the Global Airspace System Via Identity-Based Security
NASA Technical Reports Server (NTRS)
Ivancic, William D.
2015-01-01
Current telecommunications systems have very good security architectures that include authentication and authorization as well as accounting. These three features enable an edge system to obtain access into a radio communication network, request specific Quality-of-Service (QoS) requirements and ensure proper billing for service. Furthermore, the links are secure. Widely used telecommunication technologies are Long Term Evolution (LTE) and Worldwide Interoperability for Microwave Access (WiMAX) This paper provides a system-level view of network-centric operations for the global airspace system and the problems and issues with deploying new technologies into the system. The paper then focuses on applying the basic security architectures of commercial telecommunication systems and deployment of federated Authentication, Authorization and Accounting systems to provide a scalable, evolvable reliable and maintainable solution to enable a globally deployable identity-based secure airspace system.

ESA is preparing the most powerful telecommunications satellite
NASA Astrophysics Data System (ADS)
Langereux, P.
1982-01-01
The L-Sat Program is currently being undertaken by ESA with a goal towards providing a series of large telecommunications satellites for direct television broadcasting beginning in 1986. The basic satellite design is that of a multipurpose platform capable of supporting a variety of telecommunications and direct broadcasting missions with a payload mass greater than 500 kg and powers of over 2.5 kW in eclipse and 7 kW in sunlight. The satellite, intended for launch with Ariane 4, consists of a three-axis stabilized platform with a large flexible solar array and an integrated propulsion system. The first experimental satellite of the program, L-Sat 1, will be launched into geosynchronous orbit over 19 deg W carrying payloads for direct television broadcasting in Italy, business services, telecommunications between 20 and 30 GHz, and radio propagation experiments at 12, 20 and 30 GHz. Studies have shown L-Sat type satellites to have a market potential of up to 40 satellites by the year 2000, and have indicated potential missions in direct broadcasting to Canada, and Switzerland and Luxembourg.
Spacecraft telecommunications system mass estimates
NASA Technical Reports Server (NTRS)
Yuen, J. H.; Sakamoto, L. L.
1988-01-01
Mass is the most important limiting parameter for present-day planetary spacecraft design, In fact, the entire design can be characterized by mass. The more efficient the design of the spacecraft, the less mass will be required. The communications system is an essential and integral part of planetary spacecraft. A study is presented of the mass attributable to the communications system for spacecraft designs used in recent missions in an attempt to help guide future design considerations and research and development efforts. The basic approach is to examine the spacecraft by subsystem and allocate a portion of each subsystem to telecommunications. Conceptually, this is to divide the spacecraft into two parts, telecommunications and nontelecommunications. In this way, it is clear what the mass attributable to the communications system is. The percentage of mass is calculated using the actual masses of the spacecraft parts, except in the case of CRAF. In that case, estimated masses are used since the spacecraft was not yet built. The results show that the portion of the spacecraft attributable to telecommunications is substantial. The mass fraction for Voyager, Galileo, and CRAF (Mariner Mark 2) is 34, 19, and 18 percent, respectively. The large reduction of telecommunications mass from Voyager to Galileo is mainly due to the use of a deployable antenna instead of the solid antenna on Voyager.

Perceived health risks from electromagnetic fields in mobile telecommunication and from UV radiation in tanning have become regulation issues in Germany during the last decade. Health risk messages from government expert bodies and the main stakeholders in these areas as well as subsequent consumer protection policy making are investigated. Publications and websites of government expert bodies and the main stakeholders as well as debates in Federal Parliament were analysed to compare argumentation patterns and parliamentary decision-making processes. In both areas, the public received competing health risk messages from the industries and their critics. As a government expert body, the Federal Office for Radiation Protection (BfS) held the view that alleged health risks from electromagnetic telecommunication were not proven, and propagated the precautionary principle. This opinion did not endanger the agreement of 2001 between the government and mobile telecommunication operators. After the failure to obtain voluntary commitment from the tanning industry, by contrast, the BfS recommended stricter consumer protection legislation, which was subsequently implemented. The BfS was in a key position to demand the prerogative of interpretation concerning mutually excluding health risk messages and to provide the argumentation which led the way to non-ionic radiation health protection measures.
Slot-grating flat lens for telecom wavelengths.
Pugh, Jonathan R; Stokes, Jamie L; Lopez-Garcia, Martin; Gan, Choon-How; Nash, Geoff R; Rarity, John G; Cryan, Martin J
2014-07-01
We present a stand-alone beam-focusing flat lens for use in the telecommunications wavelength range. Light incident on the back surface of the lens propagates through a subwavelength aperture and is heavily diffracted on exit and partially couples into a surface plasmon polariton and a surface wave propagating along the surface of the lens. Interference between the diffracted wave and re-emission from a grating patterned on the surface produces a highly collimated beam. We show for the first time a geometry at which a lens of this type can be used at telecommunication wavelengths (λ=1.55 μm) and identify the light coupling and re-emission mechanisms involved. Measured beam profile results at varying incident wavelengths show excellent agreement with Lumerical FDTD simulation results.

Conducting optical coatings for the visible light range are commonly made of Indium Tin Oxide (ITO), but ITO is unsuitable for near-infrared telecommunications wavelengths because it can become absorptive after extended illumination. In this paper we show an alternative approach which uses conventional coating materials to create either non-conducting or conducting antireflection (AR) coatings that are effective over a fairly broad spectral region ( lambdalong/lambdashort approximately 1.40) and also usable for a wide range of angles of incidence (0-38 masculine, or 0-55 masculine) in the telecom wavelength range. Not only is the transmittance of windows treated with such coatings quite high, but they can be made to have extreme polarization independence (low polarization dependent loss values). A number of such coating designs are presented in the paper. A prototype of one of the conducting AR coating designs was fabricated and the measurements were found to be in reasonable agreement with the calculated performance. Such AR coatings should be of interest for telecommunication applications and especially for anti-static hermetic packaging of MEMS devices such as optical switches.

The distribution of continuous variable (CV) Einstein-Podolsky-Rosen (EPR)-entangled beams at a telecommunication wavelength of 1550 nm over single-mode fibers is investigated. EPR-entangled beams with quantum entanglement of 8.3 dB are generated using a single nondegenerate optical parametric amplifier based on a type-II periodically poled KTiOPO 4 crystal. When one beam of the generated EPR-entangled beams is distributed over 20 km of single-mode fiber, 1.02 dB quantum entanglement can still be measured. The degradation of CV quantum entanglement in a noisy fiber channel is theoretically analyzed considering the effect of depolarized guided acoustic wave Brillouin scattering in optical fibers. The theoretical prediction is in good agreement with the experimental results.

Telemedicine includes all medical activities involved in diagnosis, therapeutics or social medicine undertaken by an electronic transfer medium. This technique requires the transmission of visual and acoustic information over long distances and does not require the specialist to be personally present at the requested consultation. In the last few years, the digital data transmission, e.g., ISDN (ISDN (Integrated Service Digital Network), has become available and has facilitated the use of telecommunication. Recently, the real-time transmission of acoustic and visual signals will be improved by use of asynchronous transfer mode (ATM). Advanced telecommunication applications in minimally invasive ENT surgery are experimental in most cases. We can distinguish three different telesurgical developments: surgical teleconsultation, surgical teleassistance, and surgical telemanipulation. The different applications and transmission media are explained and discussed.
A multihop key agreement scheme for wireless ad hoc networks based on channel characteristics.

A number of key agreement schemes based on wireless channel characteristics have been proposed recently. However, previous key agreement schemes require that two nodes which need to agree on a key are within the communication range of each other. Hence, they are not suitable for multihop wireless networks, in which nodes do not always have direct connections with each other. In this paper, we first propose a basic multihop key agreement scheme for wireless ad hoc networks. The proposed basic scheme is resistant to external eavesdroppers. Nevertheless, this basic scheme is not secure when there exist internal eavesdroppers or Man-in-the-Middle (MITM) adversaries. In order to cope with these adversaries, we propose an improved multihop key agreement scheme. We show that the improved scheme is secure against internal eavesdroppers and MITM adversaries in a single path. Both performance analysis and simulation results demonstrate that the improved scheme is efficient. Consequently, the improved key agreement scheme is suitable for multihop wireless ad hoc networks.

Restructuring the US telecommunications industry - Impact on innovation
NASA Technical Reports Server (NTRS)
Agnew, C. E.; Romeo, A. A.
1981-01-01
The Communications Act of 1934, which regulates the United States telecommunications industry, is becoming less able to deal with the changes brought by modern technology. Therefore, proposals are being made to restructure the industry. Breaking up AT&T into smaller firms would have only minor effects, since its ratio of R and D to sales has been near the median for large telephone companies. Restructuring AT&T into subsidiaries dealing at arms' length might cause a reordering of priorities toward more directly marketable and useful products, but too extensive a break-up could endanger Bell Labs' commitment to basic research. Regulation leads a firm to ignore true social value of possible products, expand into low profit markets, and favor capital-intensive over labor-intensive innovation. If regulatory lag occurs, a firm will produce cost-reducing innovation in order to increase its profit.

New federal standards for the protection of sensitive data now make it possible to ensure the authenticity, integrity and confidentiality of digital products, and non-repudiation of digital telecommunications. Under review and comment since 1991, the new Federal standards were confirmed this year and provide standard means for the protection of voice and data communications from accidental and wilful abuse. The standards are initially tailored to protect only `sensitive-but-unclassified' (SBU) data in compliance with the Computer Security Act of 1987. These data represent the majority of transactions in electronic commerce, including sensitive procurement information, trade secrets, financial data, product definitions, and company-proprietary information classified as `intellectual property.' Harmonization of the new standards with international requirements is in progress. In the United States, the confirmation of the basic standards marks the beginning of a long-range program to assure discretionary and mandatory access controls to digital resources. Upwards compatibility into the classified domain with multi-level security is a core requirement of the National Information Infrastructure. In this report we review the powerful capabilities of standard Public-Key-Cryptology, the availability of commercial and Federal products for data protection, and make recommendations for their cost-effective use to assure reliable telecommunications and process controls.

Disdrometer measurements and radar reflectivity measurements were injected into a computer program to estimate the path attenuation of the signal. Predicted attenuations when compared with the directly measured ones showed generally good correlation on a case by case basis and very good agreement statistically. The utility of using radar in conjunction with disdrometer measurements for predicting fade events and long term fade distributions associated with earth-satellite telecommunications is demonstrated.

Recent advances in electronic and automotive industries as well as in wireless telecommunication technologies have drawn a new picture where each vehicle became “fully networked”. Multiple stake-holders (network operators, drivers, car manufacturers, service providers, etc.) will participate in this emerging market, which could grow following various models. To free the market from technical constraints, it is important to return to the basics of the Internet, i.e., providing embarked devices with a fully operational Internet connectivity (IPv6).

The roll out of various public health programmes involving mass administration of medicines calls for the deployment of responsive pharmacovigilance systems to permit identification of signals of rare or even common adverse reactions. In developing countries in Africa, these systems are mostly absent and their performance under any circumstance is difficult to predict given the known shortage of human, financial and technical resources. Nevertheless, the importance of such systems in all countries is not in doubt, and research to identify problems, with the aim of offering pragmatic solutions, is urgently needed. To examine the impact of training and monitoring of healthcare workers, making supervisory visits and the availability of telecommunication and transport facilities on the implementation of a pharmacovigilance system in Mozambique. This was a descriptive study enumerating the lessons learnt and challenges faced in implementing a spontaneous reporting system in two rural districts of Mozambique - Namaacha and Matutuíne - where remote location, poor telecommunication services and a low level of education of health professionals are ongoing challenges. A 'yellow card' system for spontaneous reporting of adverse drug reactions (ADRs) was instituted following training of health workers in the selected districts. Thirty-five health professionals (3 medical doctors, 2 technicians, 24 nurses, 4 basic healthcare agents and 2 pharmacy agents) in these districts were trained to diagnose, treat and report ADRs to all medicines using a standardized yellow card system. There were routine site visits to identify and clarify any problems in filling in and sending the forms. One focal person was identified in each district to facilitate communication between the health professionals and the National Pharmacovigilance Unit (NPU). The report form was assessed for quality and causality. The availability of telecommunications and transport was assessed. Fourteen months after the first training, 67 ADR reports involving 74 adverse events were received by the NPU involving 25 separate drugs, 16 of which were causally (certainly, probably or possibly) linked to the reaction. Most reported ADRs were dermatological reactions (83.1%). Antimalarial drugs (chloroquine, amodiaquine, quinine, artesunate and sulfadoxine/pyrimethamine) were mentioned in 33 (50.8%) of the reports. There were 14 reactions classified as serious and no fatal reactions were reported. There were differences in telecommunications and transport facilities between the districts that might have contributed to the different number of reports. Health professionals of all levels of education (including basic training) from rural areas could contribute to ADR spontaneous reporting systems. Training, quality-assurance visits and the ongoing presence of focal persons can promote reporting and improve the quality of reports submitted.

User-Perceived Reliability of M-for-N (M: N) Shared Protection Systems
NASA Astrophysics Data System (ADS)
Ozaki, Hirokazu; Kara, Atsushi; Cheng, Zixue
In this paper we investigate the reliability of general type shared protection systems i.e. M for N (M: N) that can typically be applied to various telecommunication network devices. We focus on the reliability that is perceived by an end user of one of N units. We assume that any failed unit is instantly replaced by one of the M units (if available). We describe the effectiveness of such a protection system in a quantitative manner. The mathematical analysis gives the closed-form solution of the availability, the recursive computing algorithm of the MTTFF (Mean Time to First Failure) and the MTTF (Mean Time to Failure) perceived by an arbitrary end user. We also show that, under a certain condition, the probability distribution of TTFF (Time to First Failure) can be approximated by a simple exponential distribution. The analysis provides useful information for the analysis and the design of not only the telecommunication network devices but also other general shared protection systems that are subject to service level agreements (SLA) involving user-perceived reliability measures.

Basic or extended urine sampling to analyse urine production?

2017-09-01
Frequency volume charts are valuable tools to objectify urine production in patients with nocturia, enuresis or nocturnal incontinence. Analyses of daytime and nighttime urine (=basic collection) or analyses of urine samples collected every 3 h (=extended collection) extend this evaluation by describing circadian patterns of water and solute diuresis (=renal function profiles). To assess intra-individual correlation and agreement between renal function profiles provided using basic and extended urine collections, and using two extended urine collections. To create a short-form of the extended collection. This prospective observational study was executed at Ghent University Hospital, Belgium. Study participation was open for anyone visiting the hospital. Participants collected one basic and two extended 24-h urine collections. Urinary levels of osmolality, sodium and creatinine were determined. There was a moderate to strong correlation between results of basic and extended urinalyses. Comparing both extended urinalyses showed a moderate correlation between the eight individual samples and a weak to strong correlation between the mean daytime and nighttime values of renal functions. Different samples could be considered as most representative for mean daytime values, while all samples collected between 03 and 05am showed the highest agreement with mean nighttime values of renal function. Since there is a good correlation and agreement between basic and extended urine collections to study the mechanisms underlying urine production, the choice of urine sampling method to evaluate urine production depends on the purpose. A nighttime-only urine sample collected between 03 and 05am may be the most practical approach. © 2017 Wiley Periodicals, Inc.
A compact, low-loss, tunable phase shifter on defect mitigated dielectrics up to 40 GHz

Orloff, Nathan; Long, Christian; Lu, Xifeng; Nair, Hari; Dawley, Natalie; Schlom, Darrell; Booth, James
With the emergence of the internet-of-things and increased connectivity of modern commerce, consumers have driven demand for wireless spectrum beyond current capacity and infrastructure capabilities. One way the telecommunications industry is addressing this problem is by pushing front-end electronics to higher frequencies, introducing carrier aggregation schemes, and developing spectrum-sharing techniques. Some of these solutions require frequency agile components that are vastly different from what is in today's marketplace. Perhaps the most basic and ubiquitous component in front-end electronics is the phase shifter. Phase shifters are particularly important for compact beam-forming antennas that may soon appear in commercial technology. Here, we demonstrate a compact, tunable phase shifter with very low insertion loss up to 40 GHz on a defect mitigated tunable dielectric. We demonstrate performance compared to barium-doped strontium titanate phase shifters. Such phase shifters could potentially meet the stringent size and performance characteristics demanded by telecommunications industry, readily facilitating massive multiple-input multiple-output antennas in the next-generation of mobile handsets.

In the current work the issues of staffing high-tech sectors of Russian industry are considered in the context of global geopolitical instability, the comparative analysis of the age structure of domestic companies with the leading Western industrial organizations was conducted, "growth points" of human resources development were defined. For the purpose of informational and telecommunicational implementation in the educational process the analysis of normative-legal documents regulating the requirements to the electronic educational environment and distance learning technologies is presented. The basic models of distance learning technologies and remote resources as part of teaching materials are used. Taking into account the specifics and requirements of industrial enterprises a number of tools and methodology of e-learning based on the identified needs of the industrial sector were offered. The basis of the proposed model is built on one-parameter model through a three-tier learning: kindergarten - secondary - higher education (professional) where the lifecycle of parameter is a list of the industrial enterprises demands to the educational process.
Radio Wave Propagation Handbook for Communication on and Around Mars

2002-01-01
This handbook examines the effects of the Martian environment on radio wave propagation on Mars and in the space near the planet. The environmental effects include these from the Martian atmosphere, ionosphere, global dust storms, aerosols, clouds, and geomorphologic features. Relevant Martian environmental parameters were extracted from the measurements of Mars missions during the past 30 years, especially from Mars Pathfinder and Mars Global Surveyor. The results derived from measurements and analyses have been reviewed through an extensive literature search. The updated parameters have been theoretically analyzed to study their effects on radio propagation. This handbook also provides basic information about the entire telecommunications environment on and around Mars for propagation researchers, system engineers, and link analysts. Based on these original analyses, some important recommendations have been made, including the use of the Martian ionosphere as a reflector for Mars global or trans-horizon communication between future Martian colonies, reducing dust storm scattering effects, etc. These results have extended our wave propagation knowledge to a planet other than Earth; and the tables, models, and graphics included in this handbook will benefit telecommunication system engineers and scientific researchers.

Complex optical quantum states based on entangled photons are essential for investigations of fundamental physics and are the heart of applications in quantum information science. Recently, integrated photonics has become a leading platform for the compact, cost-efficient, and stable generation and processing of optical quantum states. However, onchip sources are currently limited to basic two-dimensional (qubit) two-photon states, whereas scaling the state complexity requires access to states composed of several (<2) photons and/or exhibiting high photon dimensionality. Here we show that the use of integrated frequency combs (on-chip light sources with a broad spectrum of evenly-spaced frequency modes) based on high-Q nonlinear microring resonators can provide solutions for such scalable complex quantum state sources. In particular, by using spontaneous four-wave mixing within the resonators, we demonstrate the generation of bi- and multi-photon entangled qubit states over a broad comb of channels spanning the S, C, and L telecommunications bands, and control these states coherently to perform quantum interference measurements and state tomography. Furthermore, we demonstrate the on-chip generation of entangled high-dimensional (quDit) states, where the photons are created in a coherent superposition of multiple pure frequency modes. Specifically, we confirm the realization of a quantum system with at least one hundred dimensions. Moreover, using off-the-shelf telecommunications components, we introduce a platform for the coherent manipulation and control of frequencyentangled quDit states. Our results suggest that microcavity-based entangled photon state generation and the coherent control of states using accessible telecommunications infrastructure introduce a powerful and scalable platform for quantum information science.
Research on an estimation method of DOA for wireless location based on TD-SCDMA

2004-03-01
To meet the urgent need of personal communication and hign-speed data services, the standardization and products development for International Mobile Telecommunication-2000 (IMT-2000) have become a hot point in wordwide. The wireless location for mobile terminals has been an important research project. Unlike GPS which is located by 24 artificial satellities, it is based on the base-station of wireless cell network, and the research and development of it are correlative with IMT-2000. While the standard for the third generation mobile telecommunication (3G)-TD-SCDMA, which is proposed by China and the intellective property right of which is possessed by Chinese, is adopted by ITU-T at the first time, the research for wireless location based on TD-SCDMA has theoretic meaning, applied value and marketable foreground. First, the basic principle and method for wireless location, i.e. Direction of Angle(DOA), Time of Arrival(TOA) or Time Difference of Arrival(TDOA), hybridized location(TOA/DOA,TDOA/DOA,TDOA/DOA),etc. is introduced in the paper. So the research of DOA is very important in wireless location. Next, Main estimation methods of DOA for wireless location, i.e. ESPRIT, MUSIC, WSF, Min-norm, etc. are researched in the paper. In the end, the performances of DOA estimation for wireless location based on mobile telecommunication network are analyzed by the research of theory and simulation experiment and the contrast algorithms between and Cramer-Rao Bound. Its research results aren't only propitious to the choice of algorithms for wireless location, but also to the realization of new service of wireless location .

Mobile satellite telecommunications systems have undergone an enormous evolution in the last decades, with the interest in having advanced telecommunications services available on demand, anywhere and at any time, leading to incredible advances. The demand for braodband data is therefore rapidly gathering pace, but current solutions are finding it increasingly difficult to combine large bandwidth with ubiquitous coverage, reliability and portability. The BGAN (Broadband Global Area Network) system, designed to operate with the Inmarsat-4 satellites, provides breakthrough services that meet all of these requirements. It will enable broadband connection on the move, delivering all the key tools of the modern office. Recognising the great impact that Inmarsat's BGAN system will have on the European satellite communications industry, and the benefits that it will bring to a wide range of European industries, in 2003 ESA initiated the "BGAN Extension" project. Its primary goals are to provide the full range of BGAN services to truly mobile platforms, operating in aeronautical, vehicular and maritime environments, and to introduce a multicast service capability. The project is supported by the ARTES Programme which establishes a collaboration agreement between ESA, Inmarsat and a group of key industrial and academic institutions which includes EMS, Logica, Nera and the University of Surrey (UK).

Medical facilities may struggle to maintain effective communications during a major disaster. Natural and man-made disasters threaten connectivity by degrading or crippling Internet, cellular/mobile, and landline telephone services across wide areas. Communications among staff, between facilities, and to resources outside the disaster area may be lost for an extended time. A prototype communications system created by the National Library of Medicine (NLM) provides basic communication services that ensure essential connectivity in the face of widespread infrastructure loss. It leverages Amateur Radio to provide resilient email service to local users, enabling them to reach intact communications networks outside the disaster zone. Because Amateur Radio is inexpensive, always available, and sufficiently independent of terrestrial telecommunications infrastructure, it has often augmented telecommunications capabilities of medical facilities. NLM’s solution is unique in that it provides end-user to end-user direct email communications, without requiring the intervention of a radio operator in the handling of the messages. Medical staff can exchange email among themselves and with others outside the communications blackout zone. The technology is portable, deployable on short notice, and can be powered in a variety of ways to adapt to the crisis’ circumstances. PMID:28944749
Interference with a quantum dot single-photon source and a laser at telecom wavelength

The interference of photons emitted by dissimilar sources is an essential requirement for a wide range of photonic quantum information applications. Many of these applications are in quantum communications and need to operate at standard telecommunication wavelengths to minimize the impact of photon losses and be compatible with existing infrastructure. Here, we demonstrate for the first time the quantum interference of telecom-wavelength photons from an InAs/GaAs quantum dot single-photon source and a laser; an important step towards such applications. The results are in good agreement with a theoretical model, indicating a high degree of indistinguishability for the interfering photons.
