Two-dimensional phase separated structures of block copolymers on solids

The fundamental, yet unsolved question in block copolymer (BCP) thin films is the self-organization process of BCPs at the solid-polymer melt interface. We here focus on the self-organization processes of cylinder-forming polystyrene-block-poly (4-vinylpyridine) diblock copolymer and lamellar-forming poly (styrene-block-butadiene-block-styrene) triblock copolymer on Si substrates as model systems. In order to reveal the buried interfacial structures, the following experimental protocols were utilized: the BCP monolayer films were annealed under vacuum at T>Tg of the blocks (to equilibrate the melts); vitrification of the annealed BCP films via rapid quench to room temperature; subsequent intensive solvent leaching (to remove unadsorbed chains) with chloroform, a non-selective good solvent for the blocks. The strongly bound BCP layers were then characterized by using atomic force microscopy, scanning electron microscopy, grazing incidence small angle X-ray scattering, and X-ray reflectivity. The results showed that both blocks lie flat on the substrate, forming the two-dimensional, randomly phase-separated structure irrespective of their microdomain structures and interfacial energetics. A microscale vortex laser is a new type of coherent light source with small footprint that can directly generate vector vortex beams. However, a microscale laser with controlled topological charge, which is crucial for virtually any of its application, is still unrevealed. Here we present a microscale vortex laser with controlled topological charge. The vortex laser eigenmode was synthesized in a metamaterial engineered non-Hermitian micro-ring cavity system at exceptional point. We also show that the vortex laser cavity can operate at exceptional point stably to lase under optical pumping. The microscale vortex laser with controlled topological charge can serve as a unique and general building block for next-generation photonic integrated circuits and coherent vortex beam sources. The method we used here can be employed to generate lasing eigenmode with other complex functionalities. Nanowires, nanofibers and nanotubes have been widely used as the building blocks in micro/nano-electromechanical systems, energy harvesting or storage devices, and small-scaled measurement equipment. We report that the surface effects of these nanobeams have a great impact on their deflection and internal forces. A simply supported nanobeam is taken as an example. For the displacement and shear force of the nanobeam, its dangerous sections are different from those predicted by the conventional beam theory, but for the bending moment, the dangerous section is the same. Moreover, the values of these three quantities for the nanobeam are all distinct from those calculated from the conventional beam model. These analyses shed new light on the stiffness and strength check of nanobeams, which are beneficial to engineer new-types of nano-materials and nano-devices. Small-grants programs are more likely to be successful when they are tailored to the needs of individual communities, led by organizations that have established reputations with the community, fully supported by the lead community organization, and engage local partners that complement the skills and resources of the lead organization. An evaluation of a small-grants program, Grants for Healthy Youth, found that grantees developed unique approaches to improving their community nutrition environments, gained experience and skills in program development, built partnerships, and received recognition for their project work. Grantees faced some common barriers, especially with program evaluation. Small-grants programs can be an effective way to improve community nutrition environments, but granting agencies need to provide effective technical assistance to communities throughout the process.

This block grant covers the activities of three research groups at STScI: search for cold molecular hydrogen in the galaxy; dust characterization in circumstellar shells around evolved massive stars; and the relationship between dust absorption and emission in galaxies. We proposed to group the efforts and resources available to several approved ISO projects in order to more efficiently deal with the data reduction and analysis. We give a brief description of primary objectives and scope of each project, along with the final status of the project as of the expiration date of the grant. Owing to many delays on the part of the ISO Project, the calibrated data was received very late, which resulted in significant delays in deriving the results. In addition, for one of the components of this project, the ISO data was finally determined to be of too low a quality to be useful.

We have recently developed a vectorized Thomas solver for quasi-block tridiagonal linear algebraic equation systems using Streaming SIMD Extensions (SSE) and Advanced Vector Extensions (AVX) in operations on dense blocks [D. Barnaś and L. K. Bieniasz, Int. J. Comput. Meth., accepted]. The acceleration caused by vectorization was observed for large block sizes, but was less satisfactory for small blocks. In this communication we report on another version of the solver, optimized for small blocks of size up to four rows and/or columns.

What Would Block Grants or Limits on Per Capita Spending Mean for Medicaid?

Issue: President-elect Trump and some in Congress have called for establishing absolute limits on the federal government’s spending on Medicaid, not only for the population covered through the Affordable Care Act’s eligibility expansion but for the program overall. Such a change would effectively reverse a 50-year trend of expanding Medicaid in order to protect the most vulnerable Americans. Goal: To explore the two most common proposals for reengineering federal funding of Medicaid: block grants that set limits on total annual spending regardless of enrollment, and caps that limit average spending per enrollee. Methods: Review of existing policy proposals and other documents. Key findings and conclusions: Current proposals for dramatically reducing federal spending on Medicaid would achieve this goal by creating fixed-funding formulas divorced from the actual costs of providing care. As such, they would create funding gaps for states to either absorb or, more likely, offset through new limits placed on their programs. As a result, block-granting Medicaid or instituting "per capita caps" would most likely reduce the number of Americans eligible for Medicaid and narrow coverage for remaining enrollees. The latter approach would, however, allow for population growth, though its desirability to the new president and Congress is unclear. The full extent of funding and benefit reductions is as yet unknown.

This paper describes the transformation of the Title V Maternal and Child Health (MCH) Services Block Grant. The Maternal and Child Health Bureau of the Health Resources and Services Administration led a 21-month visioning process to engage input from MCH stakeholders and other national, state and local MCH leaders, families and other partners to improve, innovate, and transform the Title V MCH Services Block Grant. The process has helped inform the development of a new grant guidance for the next 5-year cycle beginning in fiscal year 2016. The triple aims of the transformation are to reduce burden, maintain flexibility, and increase accountability. State reporting burden is reduced by aligning and streamlining the needs assessment, annual report and application, reducing the number of forms States have to fill out, eliminating Health Systems Capacity Indicators, and prepopulating the annual report and application with State data using national data sources. State flexibility is maintained through the needs assessment process whereby State needs and priorities drive the selection of National Performance Measures and State-specific Performance Measures, and the development of State Action Plan and Evidence-based/informed Strategy Measures. Accountability is increased through the new three-tiered performance measurement framework, which will help States tell a more coherent and compelling story about the impact of Title V on the health of the Nation's mothers, children, and families. The ultimate success of the transformation will be measured by how much the transformed Title V program moves the needle in MCH in the States and for the Nation.

Evaluating small-body landing hazards due to blocks

Introduction: Landed missions represent a vital stage of spacecraft exploration of planetary bodies. Landed science allows for a wide variety of measurements essential to unraveling the origin and evolution of a body that are not possible remotely, including but not limited to compositional measurements, microscopic grain characterization, and the physical properties of the regolith. To date, two spacecraft have performed soft landings on the surface of a small body. In 2001, the Near Earth Asteroid Rendezvous (NEAR) mission performed a controlled descent and landing on (433) Eros following the completion of its mission [1]; in 2005, the Hayabusa spacecraft performed two touch-and-go maneuvers at (25143) Itokawa [2]. Both landings were preceded by rendezvous spacecraft reconnaissance, which enabled selection of a safe landing site. Three current missions have plans to land on small bodies (Rosetta, Hayabusa 2, and OSIRIS-REx); several other mission concepts also include small-body landings. Small-body landers need to land at sites having slopes and block abundances within spacecraft design limits. Due to the small scale of the potential hazards, it can be difficult or impossible to fully characterize a landing surface before the arrival of the spacecraft at the body. Although a rendezvous mission phase can provide global reconnaissance from which a landing site can be chosen, reasonable a priori assurance that a safe landing site exists is needed to validate the design approach for the spacecraft. Method: Many robotic spacecraft have landed safely on the Moon and Mars. Images of these landing sites, as well as more recent, extremely high-resolution orbital datasets, have enabled the comparison of orbital block observations to the smaller blocks that pose hazards to landers. Analyses of the Surveyor [3], Viking 1 and 2, Mars Pathfinder, Phoenix, Spirit, Opportunity, and Curiosity landing sites [4--8] have indicated that for a reasonable difference in size (a factor of several to ten), the size-frequency distribution of blocks can be modeled, allowing extrapolation from large block distributions to estimate small block densities. From that estimate, the probability of a lander encountering hazardous blocks can be calculated for a given lander design. Such calculations are used routinely to vet candidate sites for Mars landers [5--8]. Application to Small Bodies: To determine whether a similar approach will work for small bodies, we must determine if the large and small block populations can be linked. To do so, we analyze the comprehensive block datasets for the intermediate-sized Eros [9,10] and the small Itokawa [11,12]. Global and local block size-frequency distributions for Eros and Itokawa have power-law slopes on the order of -3 and match reasonably well between larger block sizes (from lower-resolution images) and smaller block sizes (from higher-resolution images). Although absolute block densities differ regionally on each asteroid, the slopes match reasonably well between Itokawa and Eros, with the geologic implications of this result discussed in [10]. For Eros and Itokawa, the approach of extending the size-frequency distribution from large, tens-of-meter-sized blocks down to small, tens-of-centimeter-sized blocks using a power-law fit to the large population yields reasonable estimates of small block populations. It is important to note that geologic context matters for the absolute block density --- if the global counts include multiple geologic settings, they will not directly extend to local areas containing only one setting [10]. A small number of high-resolution images of Phobos are sufficient for measuring blocks. These images are concentrated in the area outside of Stickney crater, which is thought to be the source of most of the observed blocks [13]. Block counts by Thomas et al. [13] suggest a power-law slope similar to those of Eros [9] and Itokawa global counts, with the absolute density of blocks similar to that of global Eros. Because blocks tend to be more numerous proximal to large, young craters (e.g., Stickney on Phobos, Shoemaker on Eros), the block density across most of Phobos is likely to be lower than that observed in the available high-resolution images. We suggest that a power-law extrapolation of Eros or Phobos large-block distributions provides upper limits for assessing the block landing hazards faced by a Phobos lander.

Improved performance of near UV light-emitting diodes with a composition-graded p-AlGaN irregular sawtooth electron-blocking layer

We investigate the performances of the near-ultraviolet (about 350 nm-360 nm) light-emitting diodes (LEDs) each with specifically designed irregular sawtooth electron blocking layer (EBL) by using the APSYS simulation program. The internal quantum efficiencies (IQEs), light output powers, carrier concentrations in the quantum wells, energy-band diagrams, and electrostatic fields are analyzed carefully. The results indicate that the LEDs with composition-graded p-Al x Ga1-x N irregular sawtooth EBLs have better performances than their counterparts with stationary component p-AlGaN EBLs. The improvements can be attributed to the improved polarization field in EBL and active region as well as the alleviation of band bending in the EBL/p-AlGaN interface, which results in less electron leakage and better hole injection efficiency, thus reducing efficiency droop and enhancing the radiative recombination rate. Federal funding for basic scientific research is the cornerstone of societal progress, economy, health and well-being. There is a direct relationship between financial investment in science and a nation's scientific discoveries, making it a priority for governments to distribute public funding appropriately in support of the best science. However, research grant proposal success rate and funding level can be skewed toward certain groups of applicants, and such skew may be driven by systemic bias arising during grant proposal evaluation and scoring. Policies to best redress this problem are not well established. Here, we show that funding success and grant amounts for applications to Canada's Natural Sciences and Engineering Research Council (NSERC) Discovery Grant program (2011-2014) are consistently lower for applicants from small institutions. This pattern persists across applicant experience levels, is consistent among three criteria used to score grant proposals, and therefore is interpreted as representing systemic bias targeting applicants from small institutions. When current funding success rates are projected forward, forecasts reveal that future science funding at small schools in Canada will decline precipitously in the next decade, if skews are left uncorrected. We show that a recently-adopted pilot program to bolster success by lowering standards for select applicants from small institutions will not erase funding skew, nor will several other post-evaluation corrective measures. Rather, to support objective and robust review of grant applications, it is necessary for research councils to address evaluation skew directly, by adopting procedures such as blind review of research proposals and bibliometric assessment of performance. Such measures will be important in restoring confidence in the objectivity and fairness of science funding decisions. Likewise, small institutions can improve their research success by more strongly supporting productive researchers and developing competitive graduate programming opportunities.

The quadratus lumborum (QL) block facilitates the administration of anaesthesia to the anterior abdominal wall. The use of ultrasound (US) improves the accuracy of the QL block and reduces the risk of adverse events. Electromyography (EMG) in combination with US for muscle plane blocks has not been described previously. We postulated that the addition of EMG-guided needle positioning might assist the execution of this block. The influence of state-level policy environments on the activation of the Medicaid SBIRT reimbursement codes.

To examine how institutional constraints, comprising federal actions and states' substance abuse policy environments, influence states' decisions to activate Medicaid reimbursement codes for screening and brief intervention for risky substance use in the United States. A discrete-time duration model was used to estimate the effect of institutional constraints on the likelihood of activating the Medicaid reimbursement codes. Primary constraints included federal Screening, Brief Intervention and Referral to Treatment (SBIRT) grant funding, substance abuse priority, economic climate, political climate and interstate diffusion. Study data came from publicly available secondary data sources. Federal SBIRT grant funding did not affect significantly the likelihood of activation (P = 0.628). A $1 increase in per-capita block grant funding was associated with a 10-percentage point reduction in the likelihood of activation (P = 0.003) and a $1 increase in per-capita state substance use disorder expenditures was associated with a 2-percentage point increase in the likelihood of activation (P = 0.004). States with enacted parity laws (P = 0.016) and a Democratic-controlled state government were also more likely to activate the codes. In the United States, the determinants of state activation of Medicaid Screening, Brief Intervention and Referral to Treatment (SBIRT) reimbursement codes are complex, and include more than financial considerations. Federal block grant funding is a strong disincentive to activating the SBIRT reimbursement codes, while more direct federal SBIRT grant funding has no detectable effects. © 2017 Society for the Study of Addiction.

It's Money! Real-World Grant Experience through a Student-Run, Peer-Reviewed Program

Grantsmanship is an integral component of surviving and thriving in academic science, especially in the current funding climate. Therefore, any additional opportunities to write, read, and review grants during graduate school may have lasting benefits on one's career. We present here our experience with a small, student-run grant program at Georgetown University Medical Center. Founded in 2010, this program has several goals: 1) to give graduate students an opportunity to conduct small, independent research projects; 2) to encourage graduate students to write grants early and often; and 3) to give graduate students an opportunity to review grants. In the 3 yr since the program's start, 28 applications have been submitted, 13 of which were funded for a total of $40,000. From funded grants, students have produced abstracts and manuscripts, generated data to support subsequent grant proposals, and made new professional contacts with collaborators. Above and beyond financial support, this program provided both applicants and reviewers an opportunity to improve their writing skills, professional development, and understanding of the grants process, as reflected in the outcome measures presented. With a small commitment of time and funding, other institutions could implement a program like this to the benefit of their graduate students. PMID:24006391

Theory of Passive Polymer Translocation Through Amphiphilic Membranes

We propose a theoretical framework for examining the translocation of flexible polymers through amphiphilic membranes: A generic model for monomer-membrane interactions is formulated and the Edwards equation is employed for calculating the free energy landscape of a polymer in a membrane environment. By the example of homopolymers it is demonstrated that polymer adsorption and the symmetry of conformations with respect to the membrane's mid-plane trigger passive polymer translocation in a narrow window of polymer hydrophobicity. We demonstrate that globular conformations can be taken into account by means of a screening of the external potential, which leads to excellent agreement of predicted translocation times with dynamic lattice Monte Carlo (MC) simulations. The work opens a theoretical road-map on how to design translocating flexible polymers by referring to universal phenomena only: adsorption and conformational symmetry. As confirmed by MC simulations on amphiphilic polymers, promising candidates of translocating polymers in practice are short-block amphiphilic copolymers, which in the limit of small block sizes resemble homopolymers on a coarse grained level. Modeling tsunamis induced by retrogressive submarine landslides

Enormous submarine landslides having volumes up to thousands of km3 and long run-out may cause tsunamis with widespread effects. Clay-rich landslides, such as Trænadjupet and Storegga offshore Norway commonly involve retrogressive mass and momentum release mechanisms that affect the tsunami generation. Therefore, such landslides may involve a large amount of smaller blocks. As a consequence, the failure mechanisms and release rate of the individual blocks are of importance for the tsunami generation. Previous attempts to model the tsunami generation due to retrogressive landslides are few, and limited to idealized conditions. Here, we review the basic effects of retrogression on tsunamigenesis in simple geometries. To this end, two different methods are employed for the landslide motion, a series block with pre-scribed time lags and kinematics, and a dynamic retrogressive model where the inter-block time lag is determined by the model. The effect of parameters such as time lag on wave-height, wave-length, and dispersion are discussed. Finally, we discuss how the retrogressive effects may have influenced the tsunamis due to large landslides such as the Storegga slide. Color Image Classification Using Block Matching and Learning

In this paper, we propose block matching and learning for color image classification. In our method, training images are partitioned into small blocks. Given a test image, it is also partitioned into small blocks, and mean-blocks corresponding to each test block are calculated with neighbor training blocks. Our method classifies a test image into the class that has the shortest total sum of distances between mean blocks and test ones. We also propose a learning method for reducing memory requirement. Experimental results show that our classification outperforms other classifiers such as support vector machine with bag of keypoints.

Insights into Inverse Materials Design from Phase Transitions in Shape Space

In designing new materials for synthesis, the inverse materials design approach posits that, given a structure, we can predict a building block optimized for self- assembly. How does that building block change as pressure is varied to maintain the same crystal structure? We address this question for entropically stabilized colloidal crystals by working in a generalized statistical thermodynamic ensemble where an alchemical potential variable is fixed and its conjugate variable, particle shape, is allowed to fluctuate. We show that there are multiple regions of shape behavior and phase transitions in shape space between these regions. Furthermore, while past literature has looked towards packing arguments for proposing shape-filling candidate building blocks for structure formation, we show that even at very high pressures, a structure will attain lowest free energy by modifying these space-filling shapes.
