Aims The US Veterans Health Administration [Veterans Affairs (VA)] used performance measures and electronic clinical reminders to implement brief intervention for unhealthy alcohol use. We evaluated whether documented brief intervention was associated with subsequent changes in drinking during early implementation. Design Observational, retrospective cohort study using secondary clinical and administrative data. Setting Thirty VA facilities. Participants Outpatients who screened positive for unhealthy alcohol use [Alcohol Use Disorders Identification Test Consumption (AUDIT-C ≥ 5)] in the 6 months after the brief intervention performance measure (n = 22 214) and had follow-up screening 9–15 months later (n = 6210; 28%). Measurements Multi-level logistic regression estimated the adjusted prevalence of resolution of unhealthy alcohol use (follow-up AUDIT-C <5 with ≥2 point reduction) for patients with and without documented brief intervention (documented advice to reduce or abstain from drinking). Findings Among 6210 patients with follow-up alcohol screening, 1751 (28%) had brief intervention and 2922 (47%) resolved unhealthy alcohol use at follow-up. Patients with documented brief intervention were older and more likely to have other substance use disorders, mental health conditions, poor health and more severe unhealthy alcohol use than those without (P-values < 0.05). Adjusted prevalences of resolution were 47% [95% confidence interval (CI) = 42–52%] and 48% (95% CI = 42–54%) for patients with and without documented brief intervention, respectively (P = 0.50). Conclusions During early implementation of brief intervention in the US Veterans Health Administration, documented brief intervention was not associated with subsequent changes in drinking among outpatients with unhealthy alcohol use and repeat alcohol screening. Objective Unhealthy alcohol use is particularly risky for patients living with HIV (PLWH). Brief interventions reduce drinking among patients with unhealthy alcohol use, but whether its receipt in routine outpatient settings is associated with reduced drinking among PLWH with unhealthy alcohol use is unknown. We assessed whether PLWH who screened positive for unhealthy alcohol use were more likely to resolve unhealthy drinking one year later if they had brief alcohol intervention (BI) documented in their electronic health record in a national sample of PLWH from the Veterans Health Administration. Methods Secondary VA clinical and administrative data from the electronic medical record (EMR) were used to identify all positive alcohol screens (AUDIT-C score ≥ 5) documented among PLWH (10/01/09-5/30/13) followed by another alcohol screen documented 9–15 months later. Unadjusted and adjusted Poisson regression models assessed the association between brief intervention (advice to reduce drinking or abstain documented in EMR) and resolution of unhealthy alcohol use (follow-up AUDIT-C <5 with ≥ 2 point reduction). Results Overall 2,101 PLWH with unhealthy drinking (10/01/09-5/30/13) had repeat alcohol screens 9–15 months later. Of those, 77% had brief intervention documented after their first screen, and 61% resolved unhealthy alcohol use at follow-up. Documented brief intervention was not associated with resolution [Adjusted incidence rate ratio 0.96, (95% CI 0.90–1.02)]. Conclusions Documented brief intervention was not associated with resolving unhealthy alcohol use at follow-up screening among VA PLWH with unhealthy alcohol use. Effective methods of resolving unhealthy alcohol use in this vulnerable population are needed. PMID:28554608

Over time the collection has grown to hundreds of thousands of unstructured documents in many formats contained in one or more of several different shared drives or SharePoint sites, with perhaps five percent of the collection still existing in print format. Low bone mineral density (BMD) in HIV-infected individuals has been documented in an increasing number of studies. However, it is not clear whether it is the infection itself or the treatment that causes bone impairment. Microindentation measures bone material strength (Bone Material Strength index) directly. We recruited 85 patients, 50 infected with HIV and 35 controls. Median Bone Material Strength index was 84.5 (interquartile range 83-87) in HIV-infected patients and 90 (88.5-93) in controls (P < 0.001). No significant differences in BMD between cases and controls at any of the sites examined (total hip, femoral neck, and lumbar spine). HIV infection is associated with bone damage, independently of BMD.

This document was originally conceived as a description of the radium studies that took place at Argonne National Laboratory. It soon became evident, however, that to document the widespread use of radium, a brief review of the application of radium in medicine and in the US dial painting industry is required. Further, because the Argonne studies were not the only such efforts, brief overviews of the other radium programs are included. Even so, much material has been omitted. The extensive references included will allow the interested reader to find additional information. The effects of internally deposited radium in humans have been studied in this country for more than 75 years. Some 2,400 subjects have had their body contents of radium measured, and a majority of them have been followed for most of their adult lives, to understand and quantify the effects of radium. Many more individuals acquired radium internally but were never measured. Some of this group have been located and followed until death; in these cases the cause of death is known without a body content measurement. As a consequence of the efforts made to locate, measure, and follow exposed individuals, a great deal of information about the effects of radium is available. Nevertheless, great gaps remain in the knowledge of radium toxicity. The Argonne study is the largest every undertaken of the effects on humans of an internally deposited radioelement, in which the insult has been quantitated by actual measurements of the retained radioisotope. The Machine Tool Task Force, (MTTF) surveyed the state of the art of machine tool technology for material removal for two and one-half years. This overview gives a brief summary of the approach, specific subjects covered, principal conclusions and some of the key recommendations aimed at improving the technology and advancing the productivity of machine tools. The Task Force consisted of 123 experts from the US and other countries. Their findings are documented in a five-volume report, Technology of Machine Tools.

Marshall Space Flight Center, National Aeronautics and Space Administration, on 18 July 1963. The briefing and this document are intended to present the general status of the NERVA (Nuclear Engine for Rocket Vehicle Application) nuclear rocket development, the characteristics of certain operational NERVA-class engines, and appropriate technical and schedule information. Some of the information presented herein is preliminary in nature and will be subject to further verification, checking and analysis during the remainder of the study program. In addition, more detailed information will be prepared in many areas for inclusion in a final summary report. This work has been performed by REON, a division of Aerojet-General Corporation under Subcontract 74-10039 from the Lockheed Missiles and Space Company. The presentation and this document have been prepared in partial fulfillment of the provisions of the subcontract. From the inception of the NERVA program in July 1961, the stated emphasis has centered around the demonstration of the ability of a nuclear rocket to perform safely and reliably in the space environment, with the understanding that the assignment of a mission (or missions) would place undue emphasis on performance and operational flexibility. However, all were aware that the ultimate justification for the development program must lie in the application of the nuclear propulsion system to the national space objectives.

This report provides the professional community with information on current and planned spacecraft activity (including both free-flying spacecraft and Shuttle-attached payloads) for a broad range of scientific disciplines. Forensic Analysis of a Contact Lens in a Murder Case.

Contact lenses have had rare relevance in trials and/or investigations. After 5 years of burial, orbital remnants were retrieved from an exhumed body and subsequently identified as a key piece of material evidence in a murder trial. The exhumed case materials were evaluated under laboratory conditions and were determined to be contact lens remnants. Contact lens fracture and burial simulation studies were performed to provide additional corroboration of the physical findings of the exhumed contact lens remnants. This material evidence was instrumental in providing factual proof refuting the defendant's testimony in the murder trial. A brief history of contact lens composition and use is provided for understanding the methods and observational results. This forensic case study represents the first published documentation of a contact lens from an exhumed body being used in a murder investigation and establishes an operational procedure for future forensic contact lens examinations. © 2016 American Academy of Forensic Sciences.

Textile composite materials have good potential for constructing composite structures where the effects of three-dimensional stresses are critical or geometric complexity is a manufacturing concern. There is a recent interest in advancing competence within Langley Research Center for modeling the degradation of mechanical properties of textile composites. In an initial effort, two critical areas are identified to pursue: (1) Construction of internal geometry of textile composites, and (2) Rate-independent continuum damage mechanics. Improving access to skilled attendance at delivery: a policy brief for Uganda.

This study describes the process of production, findings for a policy brief on Increasing Access to Skilled Birth Attendance, and subsequent use of the report by policy makers and others from the health sector in Uganda. The methods used to prepare the policy brief use the SUPPORT Tools for evidence-informed health policy making. The problem that this evidence brief addresses was identified through an explicit priority setting process involving policy makers and other stakeholders, further clarification with key informant interviews of relevant policy makers, and review of relevant documents. A working group of national stakeholder representatives and external reviewers commented on and contributed to successive drafts of the report. Research describing the problem, policy options, and implementation considerations was identified by reviewing government documents, routinely collected data, electronic literature searches, contact with key informants, and reviewing the reference lists of relevant documents that were retrieved. The proportion of pregnant women delivering from public and private non-profit facilities was low at 34 percent in 2008/09. The three policy options discussed in the report could be adopted independently or complementary to the other to increase access to skilled care. The Ministry of Health in deliberating to provide intrapartum care at first level health facilities from the second level of care, requested for research evidence to support these decisions. Maternal waiting shelters and working with the private-for-profit sector to facilitate deliveries in health facilities are promising complementary interventions that have been piloted in both the public and private health sector. A combination of strategies is needed to effectively implement the proposed options as discussed further in this article. The policy brief report was used as a background document for two stakeholder dialogue meetings involving members of parliament, policy makers, health managers, researchers, civil society, professional organizations, and the media.

This paper describes NASA-HDBK-4002, "Avoiding Problems Caused by Spacecraft On-Orbit Internal Charging Effects". The handbook includes a description of internal charging and why it is of concern to spacecraft designers. It also suggests how to determine when a project needs to consider internal spacecraft charging, it contains an electron penetration depth chart, rationale for a critical electron flux criterion, a worst-case geosynchronous electron plasma spectrum, general design guidelines, quantitative design guidelines, and a typical materials characteristics list. Appendices include a listing of some environment codes, electron transport codes, a discussion of geostationary electron plasma environments, a brief description of electron beam and other materials tests, and transient susceptibility tests. The handbook will be in the web page, hftp://standards.nasa.gov. A prior document, NASA TP2361 "Design Guidelines for Assessing and controlling Spacecraft Charging Effects", 1984, is in use to describe mitigation techniques for the effects of surface charging of satellites in space plasma environments. HDBK-4002 is meant to complement 2361 and together, the pair of documents describe both cause and mitigation designs for problems caused by energetic space plasmas.

Some of these discussions have resulted in the acceptance of certain modifications in the material set out in Report 19 and these modifications are incorporated in the current report. In addition, there has been some expansion and rearrangement of the material in the earlier report. In point of fact, less than 25% of the contract value was able to be expended due to technical delays and programmatic funding cuts. Also, contracting difficulties with the SSC Lab and financial burdens at Los Alamos totally stopped progress on the subject subcontract during the whole of FY94. This was a great blow to me and the HTES, Inc. technical staff. Despite the negative influences over the years, significant progress was made in materials properties quantification and development of essential research and development documentation. Healthcare costs are rising, mostly because of increased prescription drug use, chiefly as the result of direct-to-consumer drug ads on television, newspapers, and magazines. However, the FDA's requirement for a brief summary in direct-to-consumer drug ads has produced summaries that are ineffective because they are illegible and unreadable, create information overload, and require literacy skills not possessed by most consumers. If the FDA wants brief summaries to be in a patient-friendly format, it should provide document design templates and plain language examples. Unless brief summaries are written so that they can be understood by the average patient, they should be overhauled or done away with.

Performance measures for brief alcohol interventions (BIs) are currently based on provider documentation of BI. In particular, BI documented with clinical decision support in an electronic medical record (EMR) could appear identical irrespective of the quality of BI provided. We hypothesized that differences in how BI was implemented across health systems could lead to differences in the proportion of documented BI recalled and reported by patients across health systems. Male outpatients with unhealthy alcohol use identified by confidential satisfaction surveys (2009-2012) were assessed for whether they reported receiving BI in the past year (patient-reported BI) and whether they had BI documented in the EMR during the same period (documented BI). We evaluated and compared the prevalence of documented BI to patient-reported BI across 21 VA networks to determine whether documented BI had a variable association with patient-reported BI across the networks. Of 9896 eligible male outpatients with unhealthy alcohol use, 59.0% (95% CI 57.4-60.5%) reported BI (50.4-64.9% across networks) and 37.4% (95% CI 36.0-38.9%) had BI documented in the EMR (28.0-44.2% across networks). Overall, 72.9% (95% CI 70.8-75.5%) of patients with documented BI also reported BI. The association between documented BI and patient-reported BI did not vary across VA networks in adjusted logistic regression models. Performance measures of BI that rely on provider documentation in EMRs appear comparable to patient report for comparing care across VA networks. Published by Elsevier Ireland Ltd.

The current report summarizes work performed throughout the scientific community and DOE complex as reported in the open literature and DOE-sponsored reports to evaluate the Cs+ ion exchange (CIX) characteristics of SRF resin. King (2007) completed a similar literature review in support of material selection for the Small Column Ion Exchange (SCIX) project. Josephson et al. (2010) and Sams et al. (2009) provided a similar brief review of SRF CIX for the near-tank Cs+ removal (NTCR) project. Thorson (2008a) documented the basis for recommending SRF over SuperLigTM 644 as the primary CIX resin in the WTP. The current review expandsmore » on previous work, summarizes additional work completed to date, and provides a broad view of the literature without focusing on a specific column system. Although the focus of the current review is the SRF resin, many cited references include multiple materials such as the non-spherical GGRF and SuperLigTM 644 organic resins and crystalline silicotitanate (CST) IONSIVTM IE-911, a non-elutable inorganic material. RGG is a program designed to aid in modeling and meshing of complex/large hexagonal and rectilinear reactor cores. RGG uses Argonne’s SIGMA interfaces, Qt and VTK to produce an intuitive user interface. By integrating a 3D view of the reactor with the meshing tools and combining them into one user interface, RGG streamlines the task of preparing a simulation mesh and enables real-time feedback that reduces accidental scripting mistakes that could waste hours of meshing.more » RGG interfaces with MeshKit tools to consolidate the meshing process, meaning that going from model to mesh is as easy as a button click. This report is designed to explain RGG v 2.0 interface and provide users with the knowledge and skills to pilot RGG successfully. The creation of lunar simulants requires a very broad range of specialized knowledge and information. This document covers several topic areas relevant to lithology, mineralogy, and processing of feedstock materials that are necessary components of the NASA lunar simulant effort. The naming schemes used for both terrestrial and lunar igneous rocks are discussed. The conflict between the International Union of Geological Sciences standard and lunar geology is noted. The rock types known as impactites are introduced. The discussion of lithology is followed by a brief synopsis of pyroxene, plagioclase, and olivine, which are the major mineral constituents of the lunar crust. The remainder of the text addresses processing of materials, particularly the need for separation of feedstock minerals. To illustrate this need, the text includes descriptions of two norite feedstocks for lunar simulants: the Stillwater Complex in Montana, United States, and the Bushveld Complex in South Africa. Magnetic mineral separations, completed by Hazen Research, Inc. and Eriez Manufacturing Co. for the simulant task, are discussed.

Here, the aim of this study is to present several approaches that have been used to model the behavior of radioactive materials (specifically Pu) in contaminated wounds. We also review some attempts by the health physics community to validate and revise the National Council on Radiation Protection and Measurements (NCRP) 156 biokinetic model for wounds, and present some general recommendations based on the review. Modeling of intake via the wound pathway is complicated because of a large array of wound characteristics (e.g. solubility and chemistry of the material, type and depth of the tissue injury, anatomical location of injury). Moreover,more » because a majority of the documented wound cases in humans are medically treated (excised or treated with chelation), the data to develop biokinetic models for unperturbed wound exposures are limited. Since the NCRP wound model was largely developed from animal data, it is important to continue to validate and improve the model using human data whenever plausible.« less

A policy brief is a document that summarizes research to inform policy. In a brief and succinct way, it defines a policy problem, presents a synthesis of relevant evidence, identifies possible courses of action and makes recommendations or key points. The objective of this note is to describe the methodology used to produce a policy brief for communicating public health research. This note is based on the model presented by Eugene Bardach in addition to the authors' own experiences. We describe six steps: 1) identifying the audience; 2) defining the problem; 3) gathering information and evidence; 4) consideration of policy alternatives; 5) projecting results and designing recommendations; and 6) telling the story. We make a case for the use of policy briefs as a part of an overall communications strategy for research that aims to bring together research teams and stakeholders. Copyright © 2017 SESPAS. The National Institute for Health and Care Excellence (NICE) Medical Technologies Evaluation Programme (MTEP) promotes the adoption of innovative diagnostic and therapeutic technologies into National Health Service (NHS) clinical practice through the publication of guidance and briefing documents. Since the inception of the programme in 2009, there have been 7 medical technologiesguidance, 3 diagnostics guidance and 23 medtechinnovation briefing documents published that are relevant to the heart and circulation. Medical technologies guidance is published by NICE for selected single technologies if they offer plausible additional benefits to patients and the healthcare system. Diagnostic guidance is published for diagnostic technologies if they have the potential to improve health outcomes, but if their introduction may be associated with an increase in overall cost to the NHS. This review provides reference to all of the guidance and briefing medical technology documents that NICE has published that are relevant to the heart and circulation and reflect on their diverse recommendations. The interaction of MTEP with other NICE programmes is integral to its effectiveness and the means by which consistency is ensured across the different NICE programmes is described. In search of colonial El Niño events and a brief history of meteorology in Ecuador

This study shows a brief overview of the development of meteorology in Ecuador from historical documentation of climatic events in the Colonial era through to modern data collection. In the colonial era (16th century-1824), historical documents of rogation ceremonies and municipal proceedings, from the Quito area, provide a rich source of climate information, including El Niño events. Our preliminary findings show that very few of the historically documented catastrophes and other marked environmental events in Quito match known El Niño episodes. Independently, the first meteorological data was collected in Ecuador (beginning with La Condamine in 1738), followed by the earliest attempts to build a national meteorological network in the 1860's, linked closely to President Gabriel García Moreno and the Jesuits. The 1925 El Niño phenomenon was the first important meteorological episode recorded with scientific instrumentation in Ecuador, with newspapers providing complementary archives about the extreme impact of this event.

Demand-side energy efficiency (efficiency) represents a low-cost opportunity to reduce electricity consumption and demand and provide a wide range of non-energy benefits, including avoiding air pollution. Efficiency-related energy and non-energy impacts are determined and documented by implementing evaluation, measurement and verification (EM&V) systems. This technical brief describes efficiency EM&V coordination strategies that Western states can consider taking on together, outlines EM&V-related products that might be appropriate for multistate coordination, and identifies some implications of coordination. Coordinating efficiency EM&V activities can save both time and costs for state agencies and stakeholders engaged in efficiency activities and can be particularly beneficial formore » multiple states served by the same utility. First, the brief summarizes basic information on efficiency, its myriad potential benefits and EM&V for assessing those benefits. Second, the brief introduces the concept of multistate EM&V coordination in the context of assessing such benefits, including achievement of state and federal goals to reduce air pollutants.1 Next, the brief presents three coordination strategy options for efficiency EM&V: information clearinghouse/exchange, EM&V product development, and a regional energy efficiency tracking system platform. The brief then describes five regional EM&V products that could be developed on a multistate basis: EM&V reporting formats, database of consistent deemed electricity savings values, glossary of definitions and concepts, efficiency EM&V methodologies, and EM&V professional standards or accreditation processes. Finally, the brief discusses options for next steps that Western states can take to consider multistate coordination on efficiency EM&V. Appendices provide background information on efficiency and EM&V, as well as definitions and suggested resources on the covered topics. Understanding and Counteracting Fatigue in Flight Crews

The materials included in the collection of documents describe the research of the NASA Ames Fatigue Countermeasures Group (FCG), which examines the extent to which fatigue, sleep loss, and circadian disruption affect flight-crew performance. The group was formed in 1980 in response to a Congressional request to examine a possible safety problem of uncertain magnitude due to transmeridian flying and a potential problem due to fatigue in association with various factors found in air-transport operations and was originally called the Fatigue/Jet Lag Program. The goals of the FCG are: (1) the development and evaluation of strategies for mitigating the effects of sleepiness and circadian disruption on pilot performance levels; (2) the identification and evaluation of objective approaches for the prediction of alertness changes in flight crews; and (3) the transfer and application of research results to the operational field via classes, workshops, and safety briefings. Some of the countermeasure approaches that have been identified to be scientifically valid and operationally relevant are brief naps (less than 40 min) in the cockpit seat and 7-min activity breaks, which include postural changes and ambulation. Although a video-based alertness monitor based on slow eyelid closure shows promise in other operational environments, research by the FCG has demonstrated that in its current form at the time of this reporting, it is not feasible to implement it in the cockpit. Efforts also focus on documenting the impact of untreated fatigue on various types of flight operations. For example, the FCG recently completed a major investigation into the effects of ultra-long-range flights (20 continuous hours in duration) on the alertness and performance of pilots in order to establish a baseline set of parameters against which the effectiveness of new ultra-long-range fatigue remedies can be judged.

Advancing palliative care in the Uganda health system: an evidence-based policy brief.

This paper describes the development and findings for a policy brief on "Advancing the Integration of Palliative Care into the National Health System" and the subsequent use of this report. Key stakeholders involved with palliative care helped identify the problem and potential policy solutions to scale up these services within the health system. A working group of national stakeholder representatives and external reviewers commented on and contributed to successive drafts of the report. Research describing the problem, policy options and implementation considerations was identified by reviewing government documents, routinely collected data, electronic literature searches, contact with key informants, and reviewing the reference lists of relevant documents that were retrieved. The palliative burden is not only high but increasing due to the rise in population and life expectancy. A few options for holistic, supportive care include: Home-based care increases chances of a peaceful death for the terminally ill surrounded by their loved ones; supporting informal caregivers improves their quality of life and discharge planning reduces unscheduled admissions and has the potential to free up capacity for acute care services. A combination of strategies is needed to effectively implement the proposed options as discussed further in this article. The policy brief report was used as a background document for two stakeholder dialogues whose main outcome was that a comprehensive national palliative care policy should be instituted to include all the options, which need to be integrated within the public health system. A draft policy is now in process.

As a science that studies celestial objects situated at vast distances from us, astronomy deals with few things that can be touched directly. And yet, astronomy has many tangible things—scientific instruments, observatories, and log books, for example—which link the past to the present. There is little question about maintaining things still valuable for scientific research purposes, but why should we care about documenting and preserving the old and obsolete? One answer is that material things, when closely examined, enhance our knowledge of astronomy’s history in ways that written texts alone cannot do. A second answer is that learning about the past helps us live critically in the present. In brief case studies, this talk will find meaning in objects that are extraordinary or commonplace. These will include a sundial, an almanac, telescopes, clocks, a rotating desk, photographic plates, and fly spankers.

Peridynamics is a nonlocal formulation of continuum mechanics. The discrete peridynamic model has the same computational structure as a molecular dynamic model. This document details the implementation of a discrete peridynamic model within the LAMMPS molecular dynamic code. This document provides a brief overview of the peridynamic model of a continuum, then discusses how the peridynamic model is discretized, and overviews the LAMMPS implementation. A nontrivial example problem is also included.

This article addresses the study of document typology in the personal archives of scientists and its importance in the history of science studies and for the archivist's work. A brief history is presented of diplomatic to typological information, emphasizing that identifying document production activity as essential for its classification. The article illustrates personal archive characteristics as regards the diversity of documental types and, in particular, those belonging to physicists. Furthermore, it presents five examples of documental types found in the archives of physicists as examples of research in progress. It also highlights the elaboration of a glossary of different documental kinds and types found in the private archives of Museum of Astronomy and Related Sciences in Rio de Janeiro.

The relationship between substance use, mental health disorders, and delinquency among youth is well documented. What has received far less attention from researchers is the relationship between these issues among truant youth, in spite of studies that document truants are a population at-risk for negative outcomes. The present study bridges this gap by (1) examining psychosocial functioning and delinquency among truants, and (2) assessing the efficacy of a Brief Intervention (BI) in reducing delinquent behavior over time. To meet these objectives, data were collected from 183 truant youth enrolled in an ongoing NIDA-funded BI project. Informed by a developmental damage perspective, a structural equation model was formulated and estimated. Interim results provide overall support for the model, and suggest the BI may be a promising, innovative intervention for truant youth. Service delivery implications and directions for future analyses are discussed. PMID:23914129

Tobacco documents research has developed into a thriving academic enterprise since its inception in 1995. The technology supporting tobacco documents archiving, searching and retrieval has improved greatly since that time, and consequently tobacco documents researchers have considerably more access to resources than was the case when researchers had to travel to physical archives and/or electronically search poorly and incompletely indexed documents. The authors of the papers presented in this supplement all followed the same basic research methodology. Rather than leave the reader of the supplement to read the same discussion of methods in each individual paper, presented here is an overview of the methods all authors followed. In the individual articles that follow in this supplement, the authors present the additional methodological information specific to their topics. The 4MOST Facility is a high-multiplex, wide-field, brief-fed spectrograph system for the ESO VISTA telescope. It aims to create a world-class spectroscopic survey facility unique in its combination of wide-field multiplex, spectral resolution, spectral coverage, and sensitivity. At the end of 2014, after a successful concept optimization design phase, 4MOST entered into its Preliminary Design Phase. Here we present the process and tools adopted during the Preliminary Design Phase to define the subsystems specifications, coordinate the interface control documents and draft the system verification procedures.

Adaptive harvest management for the Svalbard population of pink-footed geese: briefing summary

The African-Eurasian Waterbird Agreement (AEWA; http://www.unep-aewa.org/) calls for means to manage populations which cause conflicts with certain human economic activities. The Svalbard population of the pink-footed goose has been selected as the first test case for such an international species management plan to be developed. This document describes progress to date on the development of an adaptive harvest management (AHM) strategy for maintaining pink-footed goose abundance near their target level by providing for sustainable harvasts in Norway and Denmark. This briefing supplements material provided in the Progress Summary distributed to the International Working Group on February 1, 2013. We emphasize that peer review is an essential aspect of the process of developing and implementing an AHM program for pink-footed geese, and we will continue to solicit reviews by the International Working Group and their staff, as well as scientists not engaged in this effort. We wish to make the Working Group aware the the following two manuscripts have been submitted recently to refereed journals and are available upon request from the senior authors: Jensen, G.H., J. The first meeting of the Behavioral Health and Performance (BHP) Standing Review Panel (SRP) was held in Houston, TX on November 1-3, 2009. Our task was to assess the Integrated Research Plan (IRP) related to the fields covered in the SRP charge (see section VIII). Having considered and discussed the extensive materials distributed prior to the meeting, and the highly informative briefings by the NASA BHP Human Research Program (HRP) personnel during the site visit, the SRP agreed that the IRP is comprehensive and was developed carefully. Question and answer periods with the presenters were particularly productive and helpful to the SRP. As the successful transfer of NASA-developed technology is a stated mission of NASA, the documentation of such transfer is vital in support of the program. The purpose of this report is to document technology transfer, i.e. 'spinoffs', from the U.S. Space Shuttle Program to the commercial sector. These spinoffs have their origin in the many scientific and engineering fields associated with the shuttle program and, as such, span many diverse commercial applications. These applications include, but are not limited to, consumer products, medicine, industrial productivity, manufacturing technology, public safety, resources management, materials processing, transportation, energy, computer technology, construction, and environmental applications. To aide to the generation of this technology spinoff list, significant effort was made to establish numerous and complementary sources of information. The primary sources of information used in compiling this list include: the NASA 'Spinoff' publication, NASA Tech Briefs, the Marshall Space Flight Center (MSFC) Technology Utilization (TU) Office, the NASA Center for Aerospace Information (CASI), the NASA COSMIC Software Center, and MSFC laboratory and contractor personnel. A complete listing of resources may be found in the bibliography of this report. Additionally, effort was made to insure that the obtained information was placed in electronic database form to insure that the subsequent updating would be feasible with minimal effort.

To study whether providing house staff with a brief lecture and handout about proper documentation could improve billing at an academic rheumatology clinic. The authors created an educational sheet about documentation and billing after a review of the common documentation omissions responsible for down coding (Appendix, Supplemental Digital Content 1, available at: http://links.lww.com/RHU/A8). Beginning in November of 2006, the house staff were provided with this sheet and a brief lecture regarding how outpatient evaluation and management levels of service are coded. The results of clinic billing from January 1, 2006 to October 31, 2006 and November 1, 2006 to August 31, 2007 were obtained from the physician billing office. The authors compared the average level of service, by appointment type, in the prepost comparison periods using the student t test. There was a significant improvement in the level of service billed for new visits (P < 0.001), consults (P < 0.001), and return visits (P < 0.001) after November 1, 2006. The percentage of patients evaluated for the first time who were billed as consults improved from 15% to 78% (P < 0.001 by chi2). These changes resulted in $34,342 of additional billing during the postintervention period. A simple strategy for educating the house staff about proper documentation of the history, physical examination, and clinical decision making resulted in a significant improvement in an academic rheumatology division's outpatient billing.

Finding effective and efficient options for training mental health professionals to assess and manage suicide risk is a high priority. To test whether an innovative, brief workshop can improve provider knowledge, confidence, and written risk assessment in a multidisciplinary sample of ambulatory and acute services professionals and trainees. We conducted a pre/post evaluation of a 3 h workshop designed to improve clinical competence in suicide risk assessment by using visual concept mapping, medical records documentation, and site-specific crisis response options. Participants (N = 338 diverse mental health professionals) completed pre- and postworkshop questionnaires measuring their knowledge and confidence. Before and after the workshop, participants completed documentation for a clinical vignette. Trained coders rated the quality of risk assessment formulation before and after training. Participants' knowledge, confidence, and objectively-rated documentation skills improved significantly (p < .001), with large effect sizes. Participants' expectation of their ability to transfer workshop content to their clinical practice was high (mean = 4.10 on 1-5 scale). Commitment to Living is a promising, innovative, and efficient curriculum for educating practicing clinicians to assess and respond to suicide risk. Well-designed, brief, suicide risk management programs can improve clinicians' knowledge, confidence, and skill.

The geophysical investigations identified in this document were conducted by the Westinghouse Hanford Company (WHC) Surface Geophysics Team, Geophysics Group, between October, 1991 and December, 1993. The investigations supported 100-Area activities for the Resource Conservation and Recovery Act of 1976 (RCRA) and the Comprehensive Environmental Response, Compensations and Liability Act of 1980 (CERCLA). The primary intent of this document is to provide a general map location and the associated document number for investigations that have been conducted as of December, 1993. The results of the individual investigations are not included here. The results of all of these investigations have been previously reported individually in WHC supporting documents. The investigations conducted during Fiscal Year (FY) 1992 are summarized in a single WHC document, WHC-SD-EN-TI-204, Rev. O. A brief summary of some of the successful applications of geophysics in the 100-Areas is included.

The Emergency Operation Center (EOC) is a site from which NASA LaRC Emergency Preparedness Officials exercise control and direction in an emergency. Research was conducted in order to determine what makes an effective EOC. Specifically information concerning the various types of equipment and communication capability that an efficient EOC should contain (i.e., computers, software, telephone systems, radio systems, etc.) was documented. This study aimed to assess the validity and reliability of World Health Organization Quality of Life Instrument (WHOQOL)-brief and SF-36 in patients with coronary artery disease (CAD). Considering that depression is known to be associated with bad outcomes in CAD and it is highly associated with poor Quality of Life (QOL), we tested the correlation between WHOQOL and SF-36 and an instrument to screen depressive symptoms. It is a cross-sectional survey conducted in 103 patients with documented CAD. QOL was measured through WHOQOL-brief and SF-36 and depressive symptoms were assessed by the Beck Depression Inventory (BDI). To evaluate convergent validity, the correlations between both QOL assessment instruments were examined; discriminant validity was assessed through BDI and QOL instruments correlations. Coefficient Cronbach's alpha was used to test reliability. Percentages of floor and ceiling effects were higher in SF-36 scores than the WHOQOL-brief ones. Although WHOQOL-brief showed a maximum of 1% of floor effect and 9% of ceiling effect, SF-36 presented 40 and 32%, respectively. Internal consistency reliability ranged from 0.65 to 0.85 for the WHOQOL-brief and 0.57 to 0.89 for the SF-36. Correlations between subscales of WHOQOL-brief and BDI ranged from -0.74 to -0.61 and correlations between subscales of SF-36 and BDI ranged from -0.68 to -0.26. SF-36 and WHOQOL-brief seem to be valid and consistent QOL measures in patients with CAD. Researchers should define the aims of their studies before choosing which instrument to use, because they appear to measure different constructs of QOL.

In this brief review, the importance of nanotechnology in developing novel magnetic energy storage materials is discussed. The discussion covers recent patents on permanent magnetic materials and especially covers processing of permanent magnets (rare-earth and rare-earth free magnets), importance of rare-earth permanent magnets and necessity of rare-earth free permanent magnets. Magnetic energy storage materials are those magnetic materials which exhibit very high energy product (BH)max (where B is the magnetic induction in Gauss (G) whereas H is the applied magnetic field in Oersted (Oe)). (BH)max is the direct measure of the ability of a magnetic material to store energy. In this context, processing of magnetic energy storage composite materials constituted by soft and hard magnetic materials played a predominant role in achieving high (BH)max values due to the exchange coupling phenomenon between the soft and hard magnetic phases within the composite. Magnetic energy storage composites are normally composed of rare-earth magnetic materials as well as rare-earth free magnetic materials. Nanotechnology's influence on the enhancement of energy product due to the exchange coupling phenomenon is of great prominence and therefore discussed in this review. Beginning with OSTA-1 in November 1981 and ending with Neurolab in March 1998, a total of 36 Shuttle missions carried various Spacelab components such as the Spacelab module, pallet, instrument pointing system, or mission peculiar experiment support structure. The experiments carried out during these flights included astrophysics, solar physics, plasma physics, atmospheric science, Earth observations, and a wide range of microgravity experiments in life sciences, biotechnology, materials science, and fluid physics which includes combustion and critical point phenomena. In all, some 764 experiments were conducted by investigators from the U.S., Europe, and Japan. The purpose of this Spacelab Science Results Study is to document the contributions made in each of the major research areas by giving a brief synopsis of the more significant experiments and an extensive list of the publications that were produced. We have also endeavored to show how these results impacted the existing body of knowledge, where they have spawned new fields, and if appropriate, where the knowledge they produced has been applied.

Reports, communications and other materials of the European Commission and other relevant European bodies are screened for their implications for health care, primarily on the national health system level. The paper provides a brief overview of EU history and its main institutions, followed by an analysis of health (care)-related provisions in the EU's main legal documents--its treaties. The impact of the EU actions on health protection is considered with regard to both actions in the field of public health and health protection requirements in its policies. In the public health area, information systems that are now being developed are discussed, followed by an outline of health protection requirements in EU policies that can have an impact on health systems. These policies are then analysed using the political factions model. Finally an attempt is made to predict future developments, stressing the need for a far-reaching synchronization of national systems.

In recent years acid deposition has become a serious concern internationally. Scientific literature has documented the acidification of numerous lakes and streams in North America and Scandinavia resulting in the depletion or total loss of fisheries and other aquatic biota. Liming represents the only common corrective practice aimed specifically at remediating an affected acid receptor. This report reviews a range of liming technologies and liming materials, as well as the effect of surface-water liming on water quality and aquatic biota. As background to the liming discussion, the hydrologic cycle and the factors that make surface waters sensitive to acid depositionmore » are also discussed. Finally, a brief review of some of the liming projects that have been conducted, or are currently in operation is presented, giving special emphasis to mitigation efforts in Maryland. Liming has been effectively used to counteract surface-water acidification in parts of Scandinavia, Canada, and the U.S. To date, liming has generally been shown to improve physical and chemical conditions and enhance the biological recovery of aquatic ecosystems affected by acidification.« less
