Blessed with a strong US. economy the Clinton Administration on February 7 released a fiscal year 2001 federal budget request totaling a whopping $1,835 billion. Most of the funding request is slated for big ticket items including Social Security defense spending, Medicaid, Medicare, and paying down the federal debt. However, within the 19% of the budget that funds non-defense discretionary programs,science agencies receive fairly healthy increases.The National Science Foundation (NSF) budget request would increase NSF funding by 17.3% $675 million and bring the total budget request to $4.6 billion. This includes significant increases for several initiatives: biocomplexity in the environment, information technology research, nanoscale science and engineering, and 21st century workforce. Among the major Earth science projects are launching the Earthscope initiative which includes the US Array and San Andreas Fault Observatory at Depth (SAFOD) and the National Ecological Observatory Network (NEON).

At one of the two most important hearings on the National Science Foundation's budget request for FY 1992, held April 24, there was little to suggest that the Senate VA, HUD, and Independent Agencies subcommittee—chaired by Barbara Mikulski (D-Md.)—will make any dramatic changes in the agency's allotment.NSF director Walter Massey reviewed the foundation's budget request, up 17.5% over this year's, but he provoked little discussion about the portions for research and related activities. The overall goal of this project, as originally proposed, was to optimize the formulation of a novel solvent as a critical enabler for the cost-effective, energy-efficient, environmentally-friendly capture of CO{sub 2} at coal-fired utility plants. Aqueous blends of concentrated piperazine (PZ) with other compounds had been shown to exhibit high rates of CO{sub 2} absorption, low regeneration energy, and other desirable performance characteristics during an earlier 5-year development program conducted by B&W. The specific objective of this project was to identify PZ-based solvent formulations that globally optimize the performance of coal-fired power plants equipped with CO{sub 2} scrubbing systems. Whilemore » previous solvent development studies have tended to focus on energy consumption and absorber size, important issues to be sure, the current work seeks to explore, understand, and optimize solvent formulation across the full gamut of issues related to commercial application of the technology: capital and operating costs, operability, reliability, environmental, health and safety (EH&S), etc. Work on the project was intended to be performed under four budget periods. The objective of the work in the first budget period has been to identify several candidate formulations of a concentrated PZ-based solvent for detailed characterization and evaluation. Work in the second budget period would generate reliable and comprehensive property and performance data for the identified formulations. Work in the third budget period would quantify the expected performance of the selected formulations in a commercial CO{sub 2} scrubbing process. Finally, work in the fourth budget period would provide a final technology feasibility study and a preliminary technology EH&S assessment. Due to other business priorities, however, B&W has requested that this project be terminated at the end of the first budget period. This document therefore serves as the final report for this project. It is the first volume of the two-volume final report and summarizes Budget Period 1 accomplishments under Tasks 1-5 of the project, including the selection of four solvent formulations for further study.« less

A comparison of three methods of setting prescribing budgets, using data derived from defined daily dose analyses of historic patterns of use.

BACKGROUND: Prescribing matters (particularly budget setting and research into prescribing variation between doctors) have been handicapped by the absence of credible measures of the volume of drugs prescribed. AIM: To use the defined daily dose (DDD) method to study variation in the volume and cost of drugs prescribed across the seven main British National Formulary (BNF) chapters with a view to comparing different methods of setting prescribing budgets. METHOD: Study of one year of prescribing statistics from all 129 general practices in Lothian, covering 808,059 patients: analyses of prescribing statistics for 1995 to define volume and cost/volume of prescribing for one year for 10 groups of practices defined by the age and deprivation status of their patients, for seven BNF chapters; creation of prescribing budgets for 1996 for each individual practice based on the use of target volume and cost statistics; comparison of 1996 DDD-based budgets with those set using the conventional historical approach; and comparison of DDD-based budgets with budgets set using a capitation-based formula derived from local cost/patient information. RESULTS: The volume of drugs prescribed was affected by the age structure of the practices in BNF Chapters 1 (gastrointestinal), 2 (cardiovascular), and 6 (endocrine), and by deprivation structure for BNF Chapters 3 (respiratory) and 4 (central nervous system). Costs per DDD in the major BNF chapters were largely independent of age, deprivation structure, or fundholding status. Capitation and DDD-based budgets were similar to each other, but both differed substantially from historic budgets. One practice in seven gained or lost more than 100,000 Pounds per annum using DDD or capitation budgets compared with historic budgets. The DDD-based budget, but not the capitation-based budget, can be used to set volume-specific prescribing targets. CONCLUSIONS: DDD-based and capitation-based prescribing budgets can be set using a simple explanatory model and generalizable methods. In this study, both differed substantially from historic budgets. DDD budgets could be created to accommodate new prescribing strategies and raised or lowered to reflect local intentions to alter overall prescribing volume or cost targets. We recommend that future work on setting budgets and researching prescribing variations should be based on DDD statistics. PMID:10024703

The majority of the appropriations bills for the U.S. federal budget for fiscal year 2002 have been signed by President George W. Bush, and the overall outlook for science looks good. A number of science agencies received healthy increases that are above the figures proposed by the Bush administration earlier this year.The appropriations bill for Veterans Affairs, Housing and Urban Development and Independent Agencies (H.R. 2620) is one of the most important, as it funds both NASA and the National Science Foundation (NSF). Signed into law by the president on November 26, the “VA-HUD” bill provides NASA with a budget of $14.8 billion. This is an increase of $540 million, or 3.8%, above FY01 levels, and 1.9% above the administration's request of $14.51 billion. The increment for NSF's $4.79-billion budget for FY02 is $372.5 million, an increase of 8.4% above the previous year's funding. This amount is $319 million more than the agency requested. The Bush administration requested an increase of only 1.3%.

The NASA budget request has been restructured in FY 1995 into four appropriations: human space flight; science, aeronautics, and technology; mission support; and inspector general. The human space flight appropriations provides funding for NASA's human space flight activities. This includes the on-orbit infrastructure (space station and Spacelab), transportation capability (space shuttle program, including operations, program support, and performance and safety upgrades), and the Russian cooperation program, which includes the flight activities associated with the cooperative research flights to the Russian Mir space station. These activities are funded in the following budget line items: space station, Russian cooperation, space shuttle, and payload utilization and operations. The science, aeronautics, and technology appropriations provides funding for the research and development activities of NASA. This includes funds to extend our knowledge of the earth, its space environment, and the universe and to invest in new technologies, particularly in aeronautics, to ensure the future competitiveness of the nation. These objectives are achieved through the following elements: space science, life and microgravity sciences and applications, mission to planet earth, aeronautical research and technology, advanced concepts and technology, launch services, mission communication services, and academic programs.

This article is designed to introduce the techniques used to convert traditionally maintained department budgets to baseline budgets. This entails identifying key activities, evaluating for value-added, and implementing continuous improvement opportunities. Baseline Budgeting for Continuous Improvement was created as a result of a newly named company president's request to implement zero-based budgeting. The president was frustrated with the mind-set of the organization, namely, "Next year's budget should be 10 to 15 percent more than this year's spending." Zero-based budgeting was not the answer, but combining the principles of activity-based costing and the Just-in-Time philosophy of eliminating waste and continuous improvement did provide a solution to the problem.
