When action against doping began, sport itself was, as a rule, responsible for anti-doping measures and governments often had only a subsidiary function. However, due to doping scandals or doping allegations, the formation of independent anti-doping organisations (NADOs) was already discussed in the 1990s in some countries as guarantors for clean sports. In the course of the doping scandal at the Tour de France in 1998 and the systematic intervention of the French state, the World Anti-Doping Agency (WADA) was founded 1999 at an international level. In the following years, the WADA-model was often copied at a national level and a multitude of independent NADOs came into being. NADOs play a key role worldwide in combating doping. Their influence in developing an international anti-doping policy and implementing it in the form of standards and regulations is today, however, low; they are not directly represented in the decision-making bodies of the WADA. This should be changed with regard to elaborating the new World Anti-Doping Programme for 2014.

In the fall of 2015, the Joint Staff J7 (JS J7) sponsored the Bold Quest (BQ) 15.2 event and conducted planning and coordination to combine this event into a joint event with the Army Warfighting Assessment (AWA) 16.1 sponsored by the U.S. Army. This multipurpose event combined a Joint/Coalition exercise (JS J7) with components of testing, training, and experimentation required by the Army. In support of Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)) System of Systems Engineering and Integration (SoSE&I), Always On-On Demand (AO-OD) used a system of systems (SoS) engineering approach to develop a live, virtual, constructive distributed environment (LVC-DE) to support risk mitigation utilizing this complex and challenging exercise environment for a system preparing to enter limited user test (LUT). AO-OD executed a requirements-based SoS engineering process starting with user needs and objectives from Army Integrated Air and Missile Defense (AIAMD), Patriot units, Coalition Intelligence, Surveillance and Reconnaissance (CISR), Focused End State 4 (FES4) Mission Command (MC) Interoperability with Unified Action Partners (UAP), and Mission Partner Environment (MPE) Integration and Training, Tactics and Procedures (TTP) assessment. The SoS engineering process decomposed the common operational, analytical, and technical requirements, while utilizing the Institute of Electrical and Electronics Engineers (IEEE) Distributed Simulation Engineering and Execution Process (DSEEP) to provide structured accountability for the integration and execution of the AO-OD LVC-DE. As a result of this process implementation, AO-OD successfully planned for, prepared, and executed a distributed simulation support environment that responsively satisfied user needs and objectives, demonstrating the viability of an LVC-DE environment to support multiple user objectives and support risk mitigation activities for systems in the acquisition process.

Resumen Introducción La impulsividad es un rasgo de personalidad multidimensional relacionado con el control del comportamiento y las emociones. Está presente de manera diversa en los trastornos de la conducta alimentaria, particularmente, en la bulimia nerviosa (BN). Aunque la relación entre la impulsividad y BN ha sido objeto de numerosas investigaciones, en la actualidad se desconocen los sustratos neurobiológicos de esta relación. Objetivos Discutir críticamente la evidencia que sugiere que las alteraciones en los sistemas neuronales relacio-nados con las funciones ejecutivas, con la formación de preferencias y con la regulación de los estados emocionales sirven como base para el rasgo de personalidad impulsiva, así como su estado en subgrupos de pacientes con BN. Métodos Búsqueda selectiva de la literatura relevante. Resultados y conclusiones Esta discusión ilustra la complejidad de la relación entre la impulsividad y BN, donde la impulsividad actúa como un factor de vulnerabilidad que puede sensibilizar al sujeto con BN a estados emocionales negativos, durante los cuales modifica el impacto de estímulos internos y externos sobre el comportamiento y su regulación, favoreciendo así patrones de comportamiento maladaptativos e inflexibles. Introdução: A morte fetal tardia é um acontecimento que se mantém na prática diária, apesar de protocolos de vigilância pré-natal e intraparto. Objectivo: Análise dos factores que contribuíram para a causa principal ou condições associadas a morte fetal tardia num período de 10 anos Métodos: Coorte retrospectiva de 208 gestações tardias simples, cujo parto em unidade terciária de cuidados perinatais resultou no nascimento de um nado morto, num período de dez anos. Através de consulta de processo clínico foram analisados dados clínicos, laboratoriais e resultados de estudo anatomo-patológico feto-placentário. Resultados: A incidência de morte fetal tardia foi de 3,5 por cada 1000 nascimentos. Não foram encontradas quaisquer tendências na incidência de MF tardia ao longo do tempo de estudo. Em 12 (5,8%) casos a morte fetal foi um acontecimento intraparto e 72 (35%) eram gestações de termo. Em 14% a gravidez não foi vigiada. A IG média de diagnóstico foi 34 semanas. A principal causa de morte associou-se a patologia fetal, tendo sido identificados factores fetais em 59 casos, destes 25% foram considerados leves para a idade gestacional. Em 24.5% dos casos a causa de morte foi inexplicada. Identificaram-se factores de risco materno em 21% dos casos, a patologia hipertensiva foi frequente e foi associada a idade gestacional precoce (p = 0,028). Conclusões: Não houve oscilações na incidência de morte fetal tardia ao longo dos dez anos avaliados. A incidência foi de 3,5‰, idêntica à descrita em países desenvolvidos. Cerca de um quarto das mortes fetais foram inexplicadas. A patologia materna mais frequente foi a hipertensão crónica.
In many cases, tornadoes are accompanied or involved by lightning discharges and are thought to be com- posed of uncharged and charged components different from each other in terms of velocity, vorticity, heli- city, and appearance (shape and luminosity). Their visible dark portion may correspond to uncharged tor- nadoes, while luminous or bright part may involve charged tornadoes with return strokes. Usually, un- charged tornadoes have been considered to be ascending hot streams of thermohydrodynamic origin. This is the conventional theory of tornadoes, based on hydrodynamics (HD) or thermohydrodynamics (THD) but does not consider electrical effects that are really significant in tornadic thunderstorms..It has been shown, however, that a new electrohydrodynamics (EHD) established and developed over the last more than a decade is applicable to tornadic thunderstorms with lightning. This paper summarizes such an EHD approach and proposes the methods of tornado destruction based on EHD. Space charge and electric field configurations in tornadic thunderstorms are considered to be quadrupole-like, taking into account the cloud-charge images onto the ground. Accordingly, dynamics of particles and EHD flows in an electric quadrupole forming an electric cusp and mirror can straightly apply to those circumstances. When the gas pressure is below the breakdown threshold, there occur helical motion of particles, not only charged but also even uncharged, and/or vortex generation. While for gases whose pressure is beyond the breakdown threshold, the following basic processes succeed one after another. When the grain is uncharged, a dis- charge channel is formed towards each pole as a result of X-type reconnection. For a negatively or posi- tively charged grain, I-type reconnection occurs between the grain and positive or negative poles, respect- ively. For uncharged two grains, O-type reconnection between both grains could be involved in addition to X-type between each pole
