  14. The Potential Impact of a "No-Buy" List on Youth Exposure to Alcohol Advertising on Cable Television.

    The purpose of this study was to outline a method to improve alcohol industry compliance with its self-regulatory advertising placement guidelines on television with the goal of reducing youth exposure to noncompliant advertisements. Data were sourced from Nielsen (The Nielsen Company, New York, NY) for all alcohol advertisements on television in the United States for 2005-2012. A "no-buy" list, that is a list of cable television programs and networks to be avoided when purchasing alcohol advertising, was devised using three criteria: avoid placements on programs that were noncompliant in the past (serially noncompliant), avoid placements on networks at times of day when youth make up a high proportion of the audience (high-risk network dayparts), and use a "guardbanded" (or more restrictive) composition guideline when placing ads on low-rated programs (low rated). Youth were exposed to 15.1 billion noncompliant advertising impressions from 2005 to 2012, mostly on cable television. Together, the three no-buy list criteria accounted for 99% of 12.9 billion noncompliant advertising exposures on cable television for youth ages 2-20 years. When we evaluated the no-buy list criteria sequentially and mutually exclusively, serially noncompliant ads accounted for 67% of noncompliant exposure, high-risk network-daypart ads accounted for 26%, and low-rated ads accounted for 7%. These findings suggest that the prospective use of the no-buy list criteria when purchasing alcohol advertising could eliminate most noncompliant advertising exposures and could be incorporated into standard post-audit procedures that are widely used by the alcohol industry in assessing exposure to television advertising.

  16. The Potential Impact of a “No-Buy” List on Youth Exposure to Alcohol Advertising on Cable Television

    Objective: The purpose of this study was to outline a method to improve alcohol industry compliance with its self-regulatory advertising placement guidelines on television with the goal of reducing youth exposure to noncompliant advertisements. Method: Data were sourced from Nielsen (The Nielsen Company, New York, NY) for all alcohol advertisements on television in the United States for 2005–2012. A “no-buy” list, that is a list of cable television programs and networks to be avoided when purchasing alcohol advertising, was devised using three criteria: avoid placements on programs that were noncompliant in the past (serially noncompliant), avoid placements on networks at times of day when youth make up a high proportion of the audience (high-risk network dayparts), and use a “guardbanded” (or more restrictive) composition guideline when placing ads on low-rated programs (low rated). Results: Youth were exposed to 15.1 billion noncompliant advertising impressions from 2005 to 2012, mostly on cable television. Together, the three no-buy list criteria accounted for 99% of 12.9 billion noncompliant advertising exposures on cable television for youth ages 2–20 years. When we evaluated the no-buy list criteria sequentially and mutually exclusively, serially noncompliant ads accounted for 67% of noncompliant exposure, high-risk network-daypart ads accounted for 26%, and low rated ads accounted for 7%. Conclusions: These findings suggest that the prospective use of the no-buy list criteria when purchasing alcohol advertising could eliminate most noncompliant advertising exposures and could be incorporated into standard post-audit procedures that are widely used by the alcohol industry in assessing exposure to television advertising.     The NASA Lewis Research Center supports many research facilities with many isolated buildings, including wind tunnels, test cells, and research laboratories. These facilities are all located on a 350 acre campus adjacent to the Cleveland Hopkins Airport. The function of NASA-Lewis is to do basic and applied research in all areas of aeronautics, fluid mechanics, materials and structures, space propulsion, and energy systems. These functions require a great variety of remote high speed, high volume data communications for computing and interactive graphic capabilities. In addition, new requirements for local distribution of intercenter video teleconferencing and data communications via satellite have developed. To address these and future communications requirements for the next 15 yrs, a project team was organized to design and implement a new high speed communication system that would handle both data and video information in a common lab-wide Local Area Network. The project team selected cable television broadband coaxial cable technology as the communications medium and first installation of in-ground cable began in the summer of 1980. The Lewis Information Network (LINK) became operational in August 1982 and has become the backbone of all data communications and video.

    The market demand for a multiuser computer system with interactive services was studied. Mean system work load at peak use hours was estimated and the complexity of dialog with a central computer was determined. Man machine communication by broadband cable television transmission, using digital techniques, was assumed. The end to end system is described. It is user friendly, able to handle 10,000 subscribers, and provides color television display. The central computer system architecture with remote audiovisual terminals is depicted and software is explained. Signal transmission requirements are dealt with. International availability of the test system, including sample programs, is indicated.

    The Apollo 12 astronauts brought the Surveyor III television camera back from the moon in November 1969. Chemical analyses of a portion of television cable revealed changes in the glass fabric sleeve and in the wire insulation as a result of exposure to the lunar environment. Loss of volatile constituents from the glass fabric and a discoloration of the glass occurred. The Teflon layer on the wire showed a slight discoloration and possibly a slight change in its infrared spectrum. Both the polyimide layer and the Teflon layer of the wire insulation showed changes in tensile strength and elongation.

    Walter Reed ARMY Medical Center has been serving as a Army test bed for coaxial cable-based local area networks since early 1978. This particular network, called the WRAMC Information Transfer System (WITS), carries commercial television, FM radio, closed-circuit TV and maintenance intercom audio, as well as digital data. The technology has proven successful. Broadband coaxial cable systems provide an opportunity to realize communications architectures that are flexible, highly reliable, and inexpensive. They are particularly appropriate for use in medical facilities where applications change over time and when many and varied systems are required to interact together.

Unfortunately, "infobahn" metaphors and hyperbole have obscured the fact that the the Internet is useful now and that it connects a significant fraction of the United States and the world. This article describes, without too many metaphors, the current and near-future capabilities of the Internet and provides basic information about access methods, popular services, and planned changes. In addition, the article also offers a brief introduction to "Net" culture and etiquette.
