The market demand for a multiuser computer system with interactive services was studied. Mean system work load at peak use hours was estimated and the complexity of dialog with a central computer was determined. Man machine communication by broadband cable television transmission, using digital techniques, was assumed. The end to end system is described. It is user friendly, able to handle 10,000 subscribers, and provides color television display. The central computer system architecture with remote audiovisual terminals is depicted and software is explained. Signal transmission requirements are dealt with. International availability of the test system, including sample programs, is indicated.

The technology has proven successful. Broadband coaxial cable systems provide an opportunity to realize communications architectures that are flexible, highly reliable, and inexpensive. The influence of a TV broadcasting satellite, transmitting four additional TV networks was analyzed. It is assumed that the cost of the satellite systems will be financed by the cable TV system operators. The additional TV programs increase income by attracting additional subscribers. Two economic models were established: (1) each local network is regarded as an independent economic unit with individual fees (cost price model) and (2) all networks are part of one public cable TV company with uniform fees (uniform price model). Assumptions are made for penetration as a function of subscription rates. Main results of the study are: the installation of a TV broadcasting satellite improves the economics of CTV-networks in both models; the overall coverage achievable by the uniform price model is significantly higher than that achievable by the cost price model.

A review is presented of the current television broadcasting situation in European countries, which involves a varied mix of terrestrial VHF or UHF systems and cable networks. A small market has emerged in Europe for receivers using the low-power telecommunications satellite transmission between the program providers and cable network companies. This is expected to change with the launch of medium-power pan-European telecommunication satellites (e.g. ASTRA, EUTELSAT II), which are now directly addressing the market of home reception. DBS (direct broadcast satellite) in the UK, using the D-MAC transmission standard, will offer three additional television channels, data broadcasting services, and a planned evolution to compatible forms of wide-screen, high-definition television. Comments are given on receiver and conditional access system standardization. Some views are expressed on satellite broadcasting as part of an overall broadcasting framework for the future.

The potential for congressional use of emergent telecommunications: An exploratory assessment

A study of the use of newly emerging communications technology for improving the understanding between members of Congress and their constituents was conducted. The study employed a number of specific methodologies such as interdisciplinary systems model building, technology analysis, a sample survey, and semi-structured interviews using sketches of the emergent channels. The following configurations were identified as representative of emergent channel characteristics: (1) the teleconference, (2) the videoconference, (3) the videophone, (4) cable television, (5) cable television polling, and (6) information retrieval. Analysis of the interview data resulted in an overview of the current congressional-constituent communication system and an assessment of the potential for emergent telecommunications, as perceived by congressmen and senior staff from 40 offices in the stratified judgement sample.

Video on demand is a very attractive service used for entertainment, education, and other purposes. The design of passive optical networking+Ethernet over coaxial cable accessing and a home gateway system is proposed. The network integrates the passive optical networking and Ethernet over coaxial cable to provide high dedicated bandwidth for the metropolitan video-on-demand services. Using digital video broadcasting, IP television protocol, unicasting, and broadcasting mechanisms maximizes the system throughput. The home gateway finishes radio frequency signal receiving and provides three kinds of interfaces for high-definition video, voice, and data, which achieves triple-play and wire/wireless access synchronously.

A demonstration set-up of an interactive full channel teletext (FCT) system for cable TV networks with two-way data communication possibilities was designed and realized. In FCT all image lines are used for teletext data lines. The FCT decoder was placed in the mini-star, and the FCT encoder which provides the FCT signal was placed in the local center. From the FCT signal a number of data lines are selected using an extra FCT decoder. They are placed on the image lines reserved for teletext so that a normal TV receiver equipped with a teletext decoder, can process the selected data lines. For texts not on hand in the FCT signal, a command can be sent to the local center via the data communication path. A cheap and simple system is offered in which the number of commanded pages or books is in principle unlimited, while the used waiting time and channel capacity is limited.

New service offerings and network growth and evolution create never-ending changes in the network infrastructure. Agent-based enterprise models provide a flexible mechanism for systems integration of service and support systems. Agent models also provide a mechanism to decouple interactive services from network architecture. By using the Java programming language, agents may be made safe, portable, and intelligent. This paper investigates the application of the Object Management Group's Common Object Request Brokering Architecture to the integration of a multiple services metropolitan area network.

Repeaters not needed. System works with either multimode- or single-mode fiber types. Nonmetallic fiber provides immunity to electromagnetic interference at suboptical frequencies and much less vulnerable to electronic eavesdropping and lightning strikes. The purpose of this study was to outline a method to improve alcohol industry compliance with its self-regulatory advertising placement guidelines on television with the goal of reducing youth exposure to noncompliant advertisements. Data were sourced from Nielsen (The Nielsen Company, New York, NY) for all alcohol advertisements on television in the United States for 2005-2012. A "no-buy" list, that is a list of cable television programs and networks to be avoided when purchasing alcohol advertising, was devised using three criteria: avoid placements on programs that were noncompliant in the past (serially noncompliant), avoid placements on networks at times of day when youth make up a high proportion of the audience (high-risk network dayparts), and use a "guardbanded" (or more restrictive) composition guideline when placing ads on low-rated programs (low rated). Youth were exposed to 15.1 billion noncompliant advertising impressions from 2005 to 2012, mostly on cable television. Together, the three no-buy list criteria accounted for 99% of 12.9 billion noncompliant advertising exposures on cable television for youth ages 2-20 years. When we evaluated the no-buy list criteria sequentially and mutually exclusively, serially noncompliant ads accounted for 67% of noncompliant exposure, high-risk network-daypart ads accounted for 26%, and low-rated ads accounted for 7%. These findings suggest that the prospective use of the no-buy list criteria when purchasing alcohol advertising could eliminate most noncompliant advertising exposures and could be incorporated into standard post-audit procedures that are widely used by the alcohol industry in assessing exposure to television advertising.

Interdisciplinary research in needs analysis, communications technology studies, and systems synthesis is reported. Existing and planned educational telecommunications services are studied and library utilization of telecommunications is described. Preliminary estimates are presented of ranges of utilization of educational telecommunications services for 1975 and 1985; instructional and public television, computer-aided instruction, computing resources, and information resource sharing for various educational levels and purposes. Communications technology studies include transmission schemes for still-picture television, use of Gunn effect devices, and TV receiver front ends for direct satellite reception at 12 GHz. Two major studies in the systems synthesis project concern (1) organizational and administrative aspects of a large-scale instructional satellite system to be used with schools and (2) an analysis of future development of instructional television, with emphasis on the use of video tape recorders and cable television. A communications satellite system synthesis program developed for NASA is now operational on the university IBM 360-50 computer.

Consideration of satellite-based educational networking. The characteristics and structure of networks are reviewed, and pressures within the educational establishment that are providing motivation for various types of networks are discussed. A number of studies are cited in which networking needs for educational sectors and services are defined. The current status of educational networking for educational radio and television, instructional television fixed services, inter- and intrastate educational communication networks, computer networks, cable television for education, and continuing and proposed educational experiments using NASA's Applications Technology Satellites is reviewed. Possible satellite-based educational telecommunication services and three alternatives for implementing educational satellite systems are described. Some remarks are made concerning public policy aspects of future educational satellite system development.

The Apollo 12 astronauts brought the Surveyor III television camera back from the moon in November 1969. Chemical analyses of a portion of television cable revealed changes in the glass fabric sleeve and in the wire insulation as a result of exposure to the lunar environment. Loss of volatile constituents from the glass fabric and a discoloration of the glass occurred. The Teflon layer on the wire showed a slight discoloration and possibly a slight change in its infrared spectrum. Both the polyimide layer and the Teflon layer of the wire insulation showed changes in tensile strength and elongation.
