The Women's Service Section (WSS) investigated federally controlled railroad stations and yards at the end of World War I. Few women worked in car cleaning before the war, and railroad management preferred to block women workers, especially African Americans, from gaining any kind of foothold in railroad work. African American women were the single largest group of railroad car cleaners during this period but they were routinely denied adequate facilities, including toilets, locker rooms, and dining facilities throughout the railroad system. By raising the issues of facilities, workers' rights, and public health, these women shaped federal policy and widened the agenda of the WSS to include a direct attack on segregated workplaces. This article argues that African American women car cleaners launched an industrial campaign that wove together concerns about racism, sexism, and health issues, and successfully removed barriers to women working in a predominately male industry.

The United States is experiencing an unprecedented boom in shale oil production, leading to a dramatic growth in petroleum crude oil traffic by rail. In 2014, U.S. railroads carried over 500,000 tank carloads of petroleum crude oil, up from 9500 in 2008 (a 5300% increase). In light of continual growth in crude oil by rail, there is an urgent national need to manage this emerging risk. This need has been underscored in the wake of several recent crude oil release incidents. In contrast to highway transport, which usually involves a tank trailer, a crude oil train can carry a large number of tank cars, having the potential for a large, multiple-tank-car release incident. Previous studies exclusively assumed that railroad tank car releases in the same train accident are mutually independent, thereby estimating the number of tank cars releasing given the total number of tank cars derailed based on a binomial model. This paper specifically accounts for dependent tank car releases within a train accident. We estimate the number of tank cars releasing given the number of tank cars derailed based on a generalized binomial model. The generalized binomial model provides a significantly better description for the empirical tank car accident data through our numerical case study. This research aims to provide a new methodology and new insights regarding the further development of risk management strategies for improving railroad crude oil transportation safety. KENNEDY SPACE CENTER, FLA. -- Workers oversee the placement of a solid rocket booster segment onto a railroad car at the railroad yard at NASA's Kennedy Space Center. The spent segment is part of the booster used to launch space shuttle Discovery in October. The segment will be placed on the car and covered for the long trip back to Utah. After a mission, the spent boosters are recovered, cleaned, disassembled, refurbished and reused after each launch. After hydrolasing the interior of each segment, they are placed on flatbed trucks. The individual booster segments are transferred to a railhead located at the railroad yard at NASA's Kennedy Space Center. The long train of segments is part of the twin solid rocket boosters used to launch space shuttle Discovery in October. The NASA Railroad locomotive backs up the rail cars and the segment is lowered onto the car. The locomotive will pull the train to the interchange in Titusville, where the train’s helium tank cars, a liquid oxygen tank car, and a liquid hydrogen dewar or tank car will be transferred for delivery to the SpaceX engine test complex outside McGregor, Texas. The railroad cars were needed in support of the Space Shuttle Program but currently are not in use by NASA following the completion of the program in 2011. Originally, the tankers belonged to the U.S. Bureau of Mines. At the peak of the shuttle program, there were approximately 30 cars in the fleet. About half the cars were returned to the bureau as launch activity diminished. Five tank cars are being loaned to SpaceX and repurposed to support their engine tests in Texas. Eight cars previously were shipped to California on loan to support the SpaceX Falcon 9 rocket launches from Space Launch Complex-4 on Vandenberg Air Force Base. CAPE CANAVERAL, Fla. -- A solid rocket booster, or SRB, segment from the STS-126 launch is lowered onto a rail car at the NASA Railroad yard at NASA's Kennedy Space Center. The segment will be taken to Utah. After a mission, the spent boosters are recovered, cleaned, disassembled, refurbished and reused for another launch. After the segments are hydrolased inside, they are placed on flatbed trucks and transferred to the NASA Railroad yard. The NASA Railroad locomotive backs up the rail cars and the segments are lowered onto the car. Analysis of multiple tank car releases in train accidents.

There are annually over two million carloads of hazardous materials transported by rail in the United States. The American railroads use large blocks of tank cars to transport petroleum crude oil and other flammable liquids from production to consumption sites. Being different from roadway transport of hazardous materials, a train accident can potentially result in the derailment and release of multiple tank cars, which may result in significant consequences. The prior literature predominantly assumes that the occurrence of multiple tank car releases in a train accident is a series of independent Bernoulli processes, and thus uses the binomial distribution to estimate the total number of tank car releases given the number of tank cars derailing or damaged. This paper shows that the traditional binomial model can incorrectly estimate multiple tank car release probability by magnitudes in certain circumstances, thereby significantly affecting railroad safety and risk analysis. To bridge this knowledge gap, this paper proposes a novel, alternative Correlated Binomial (CB) model that accounts for the possible correlations of multiple tank car releases in the same train. We test three distinct correlation structures in the CB model, and find that they all outperform the conventional binomial model based on empirical tank car accident data. The analysis shows that considering tank car release correlations would result in a significantly improved fit of the empirical data than otherwise. Consequently, it is prudent to consider alternative modeling techniques when analyzing the probability of multiple tank car releases in railroad accidents. Copyright © 2017 Elsevier Ltd. CAPE CANAVERAL, Fla. – A NASA Railroad train crosses the railroad’s Jay Jay Railroad Bridge north of Launch Complex 39 at NASA’s Kennedy Space Center in Florida. The train is on its way to the Florida East Coast Railway interchange in Titusville, Fla., where the train’s helium tank cars, a liquid oxygen tank car, and a liquid hydrogen dewar or tank car will be transferred for delivery to the SpaceX engine test complex outside McGregor, Texas. The helium tank cars are positioned in the front and rear of the train. The long, thin tank car in the middle was used for liquid hydrogen, followed by a much larger tank car used for liquid oxygen. CAPE CANAVERAL, Fla. – The drawbridge span of the NASA Railroad’s Jay Jay Railroad Bridge over the Indian River north of Launch Complex 39 at NASA’s Kennedy Space Center in Florida is reopened following the passage of a NASA Railroad train. The permanent configuration of the bridge is open the span is lowered only for a train to cross. The railroad cars were needed in support of the Space Shuttle Program but currently are not in use by NASA following the completion of the program in 2011. Originally, the tankers belonged to the U.S. Bureau of Mines. At the peak of the shuttle program, there were approximately 30 cars in the fleet. About half the cars were returned to the bureau as launch activity diminished. Five tank cars are being loaned to SpaceX and repurposed to support their engine tests in Texas. Eight cars previously were shipped to California on loan to support the SpaceX Falcon 9 rocket launches from Space Launch Complex-4 on Vandenberg Air Force Base. SpaceX already has three helium tank cars previously used for the shuttle program at Space Launch Complex-40 on Cape Canaveral Air Force Station in Florida. We developed a new semi-analytical source zone depletion model (SZDM) for multicomponent light nonaqueous phase liquids (LNAPLs) and incorporated this into an existing screening model for estimating cleanup times for chemical spills from railroad tank cars that previously considered only single-component LNAPLs. Results from the SZDM compare favorably to those from a three-dimensional numerical model, and from another semi-analytical model that does not consider source zone depletion. The model was used to evaluate groundwater contamination and cleanup times for four complex mixtures of concern in the railroad industry. Among the petroleum hydrocarbon mixtures considered, the cleanup time of diesel fuel was much longer than E95, gasoline, and crude oil. This is mainly due to the high fraction of low solubility components in diesel fuel. The results demonstrate that the updated screening model with the newly developed SZDM is computationally efficient, and provides valuable comparisons of cleanup times that can be used in assessing the health and financial risk associated with chemical mixture spills from railroad-tank-car accidents. © 2011, The Author(s). Increased frequency of chromosomal aberrations in railroad car painters.

The purpose of this study was to determine if exposure to paints and solvents contributes to chromosomal alterations in occupationally exposed individuals. A total of 25 male railroad and underground railroad car painters were studied. This group had a mean age of 32.7 y and a mean exposure time of 5.2 y. The results were compared with those obtained for 25 healthy (unexposed) males. The scoring of structural chromosome aberrations clearly revealed an increase in the number of all types of aberrations considered in the population of painters. This suggests that exposure to a combination of chemicals may increase genotoxicity in industrial workers.

Multiple incentives in encouraging car pool formation on a university campus

The effects of a combined token economy and reserved parking program were evaluated as a means of increasing car pooling among students on a university campus. Following a baseline period, students in two experimental parking lots were notified of the availability of reserved parking and coupons redeemable for 25 cents in merchandise for each occupant of automobiles containing two or more people. Two control lots also were monitored for a comparison of treatment effects. Results indicated variable increases in car pooling in the two experimental lots and no increase in the control lots. Removal of the 25-cent coupons from one treatment lot (reserved parking only) did not adversely affect rates of car pooling. An analysis of individual automobile occupancy rates among car poolers indicated distinct patterns of car pooling and underscored the importance of individual subject data analysis in the present situation. A cost-benefit analysis indicated that even moderately effective car pool programs can be cost-effective on both a public and personal level. PMID:16795653

CAPE CANAVERAL, Fla. – At the NASA Railroad yard at Kennedy Space Center in Florida, helium tank cars are lifted from their trucks onto flat cars in preparation for a journey to the Florida East Coast Railway interchange in Titusville, Fla., where the train’s tank cars will be transferred for delivery to the SpaceX engine test complex outside McGregor, Texas. The railroad cars were needed in support of the Space Shuttle Program but currently are not in use by NASA following the completion of the program in 2011. Originally, the tankers belonged to the U.S. Bureau of Mines. At the peak of the shuttle program, there were approximately 30 cars in the fleet. About half the cars were returned to the bureau as launch activity diminished. Five tank cars are being loaned to SpaceX and repurposed to support their engine tests in Texas. Eight cars previously were shipped to California on loan to support the SpaceX Falcon 9 rocket launches from Space Launch Complex-4 on Vandenberg Air Force Base. Simplified dynamic models were applied in a study of vibration in a high-speed railroad car. The mathematical models used were a four-degree-of-freedom model for vertical responses to vertical rail inputs and a ten-degree-of-freedom model for lateral response to lateral or rolling (cross-level) inputs from the rails. Elastic properties of the passenger car body were represented by bending and torsion of a uniform beam. Rail-to-car (truck) suspensions were modeled as spring-mass-dashpot oscillators. Lateral spring nonlinearities approximating certain complicated truck mechanisms were introduced. The models were excited by displacement and, in some cases, velocity inputs from the rails by both deterministic (including sinusoidal) and random input functions. Results were obtained both in the frequency and time domains. Solutions in the time domain for the lateral model were obtained for a wide variety of transient and random inputs generated on-line by an analog computer. Variations in one of the damping properties of the lateral car suspension gave large fluctuations in response over a range of car speeds for a given input. This damping coefficient was significant in reducing lateral car responses that were higher for nonlinear springs for three different inputs.

CAPE CANAVERAL, Fla. – A NASA Railroad train passes in front of the 525-foot-tall Vehicle Assembly Building, left, and the twin bays of the Orbiter Processing Facility, right, at NASA’s Kennedy Space Center in Florida. The train is on its way to the Florida East Coast Railway interchange in Titusville, Fla., where the train’s helium tank cars, a liquid oxygen tank car, and a liquid hydrogen dewar or tank car will be transferred for delivery to the SpaceX engine test complex outside McGregor, Texas. The railroad cars were needed in support of the Space Shuttle Program but currently are not in use by NASA following the completion of the program in 2011. Originally, the tankers belonged to the U.S. Bureau of Mines. At the peak of the shuttle program, there were approximately 30 cars in the fleet. About half the cars were returned to the bureau as launch activity diminished. Five tank cars are being loaned to SpaceX and repurposed to support their engine tests in Texas. Eight cars previously were shipped to California on loan to support the SpaceX Falcon 9 rocket launches from Space Launch Complex-4 on Vandenberg Air Force Base. SpaceX already has three helium tank cars previously used for the shuttle program at Space Launch Complex-40 on Cape Canaveral Air Force Station in Florida.
