    The United States is experiencing an unprecedented boom in shale oil production, leading to a dramatic growth in petroleum crude oil traffic by rail. In 2014, U.S. railroads carried over 500,000 tank carloads of petroleum crude oil, up from 9500 in 2008 (a 5300% increase). In light of continual growth in crude oil by rail, there is an urgent national need to manage this emerging risk. This need has been underscored in the wake of several recent crude oil release incidents. In contrast to highway transport, which usually involves a tank trailer, a crude oil train can carry a large number of tank cars, having the potential for a large, multiple-tank-car release incident. Previous studies exclusively assumed that railroad tank car releases in the same train accident are mutually independent, thereby estimating the number of tank cars releasing given the total number of tank cars derailed based on a binomial model. This paper specifically accounts for dependent tank car releases within a train accident. We estimate the number of tank cars releasing given the number of tank cars derailed based on a generalized binomial model. The generalized binomial model provides a significantly better description for the empirical tank car accident data through our numerical case study. This research aims to provide a new methodology and new insights regarding the further development of risk management strategies for improving railroad crude oil transportation safety.     The Women's Service Section (WSS) investigated federally controlled railroad stations and yards at the end of World War I. Few women worked in car cleaning before the war, and railroad management preferred to block women workers, especially African Americans, from gaining any kind of foothold in railroad work. African American women were the single largest group of railroad car cleaners during this period but they were routinely denied adequate facilities, including toilets, locker rooms, and dining facilities throughout the railroad system. By raising the issues of facilities, workers' rights, and public health, these women shaped federal policy and widened the agenda of the WSS to include a direct attack on segregated workplaces. This article argues that African American women car cleaners launched an industrial campaign that wove together concerns about racism, sexism, and health issues, and successfully removed barriers to women working in a predominately male industry.

    The purpose of this study was to determine if exposure to paints and solvents contributes to chromosomal alterations in occupationally exposed individuals. A total of 25 male railroad and underground railroad car painters were studied. This group had a mean age of 32.7 y and a mean exposure time of 5.2 y. The results were compared with those obtained for 25 healthy (unexposed) males. The scoring of structural chromosome aberrations clearly revealed an increase in the number of all types of aberrations considered in the population of painters. This suggests that exposure to a combination of chemicals may increase genotoxicity in industrial workers.

    The effects of a combined token economy and reserved parking program were evaluated as a means of increasing car pooling among students on a university campus. Following a baseline period, students in two experimental parking lots were notified of the availability of reserved parking and coupons redeemable for 25 cents in merchandise for each occupant of automobiles containing two or more people. Two control lots also were monitored for a comparison of treatment effects. Results indicated variable increases in car pooling in the two experimental lots and no increase in the control lots. Removal of the 25-cent coupons from one treatment lot (reserved parking only) did not adversely affect rates of car pooling. An analysis of individual automobile occupancy rates among car poolers indicated distinct patterns of car pooling and underscored the importance of individual subject data analysis in the present situation. A cost-benefit analysis indicated that even moderately effective car pool programs can be cost-effective on both a public and personal level. PMID:16795653

  3. NAPL source zone depletion model and its application to railroad-tank-car spills.

    We developed a new semi-analytical source zone depletion model (SZDM) for multicomponent light nonaqueous phase liquids (LNAPLs) and incorporated this into an existing screening model for estimating cleanup times for chemical spills from railroad tank cars that previously considered only single-component LNAPLs. Results from the SZDM compare favorably to those from a three-dimensional numerical model, and from another semi-analytical model that does not consider source zone depletion. The model was used to evaluate groundwater contamination and cleanup times for four complex mixtures of concern in the railroad industry. Among the petroleum hydrocarbon mixtures considered, the cleanup time of diesel fuel was much longer than E95, gasoline, and crude oil. This is mainly due to the high fraction of low solubility components in diesel fuel. The results demonstrate that the updated screening model with the newly developed SZDM is computationally efficient, and provides valuable comparisons of cleanup times that can be used in assessing the health and financial risk associated with chemical mixture spills from railroad-tank-car accidents. © 2011, The Author(s).     The behavior of car drivers at two Dutch railroad grade crossings with automatic flashing warning lights was analyzed. Car drivers were videotaped while approaching either the red flashing lights or the white flashing "safe"-signal. Approach speeds, positions, and time intervals were semiautomatically measured from videos of more than 900 drivers: 660 while confronted with the red lights and 272 while passing the white light. Of the latter group, head movements during the approach to the crossing were also registered. Red light compliance was relatively good, as no driver was observed to cross later than 6 seconds after the onset of the red lights, despite train-arrival times of well over 60 seconds. The level of red light compliance was further quantified in terms of both the deceleration and time-to-stopping-line as accepted by drivers. From a comparison with earlier research on red light compliance at signalized road intersections it appeared that red light compliance was better at railroad crossings than at road crossings. It is concluded that faulty red light compliance is not a major cause for car-train accidents and that emphasis should be placed on the ability of the present device to attract attention and to signal unambiguously. The high degree of compliance also causes unexpected driver actions, such as emergency braking and hesitations. A yellow phase may reduce these problems. Some drivers tended to proceed immediately after a train had cleared the road instead of waiting for the end of the red signal (typically some 3 to 5 seconds after the train had passed). This tendency might reveal a major cause of dramatic errors when a second train is approaching.     Simplified dynamic models were applied in a study of vibration in a high-speed railroad car. The mathematical models used were a four-degree-of-freedom model for vertical responses to vertical rail inputs and a ten-degree-of-freedom model for lateral response to lateral or rolling (cross-level) inputs from the rails. Elastic properties of the passenger car body were represented by bending and torsion of a uniform beam. Rail-to-car (truck) suspensions were modeled as spring-mass-dashpot oscillators. Lateral spring nonlinearities approximating certain complicated truck mechanisms were introduced. The models were excited by displacement and, in some cases, velocity inputs from the rails by both deterministic (including sinusoidal) and random input functions. Results were obtained both in the frequency and time domains. Solutions in the time domain for the lateral model were obtained for a wide variety of transient and random inputs generated on-line by an analog computer. Variations in one of the damping properties of the lateral car suspension gave large fluctuations in response over a range of car speeds for a given input. This damping coefficient was significant in reducing lateral car responses that were higher for nonlinear springs for three different inputs.

    CAR (Cloud Absorption Radiometer) is a multi-angular and multi-spectral airborne radiometer instrument, whose radiometric and geometric characteristics are well calibrated and adjusted before and after each flight campaign. CAR was built by NASA (National Aeronautics and Space Administration) in 1984. On 16 May 2008, a CAR flight campaign took place over the well-known calibration and validation site of Railroad Valley in Nevada (38.504 deg N, 115.692 deg W).The campaign coincided with the overpasses of several key EO (Earth Observation) satellites such as Landsat-7, Envisat and Terra. Thus, there are nearly simultaneous measurements from these satellites and the CAR airborne sensor over the same calibration site. The CAR spectral bands are close to those of most EO satellites. CAR has the ability to cover the whole range of azimuth view angles and a variety of zenith angles depending on altitude and, as a consequence, the biases seen between satellite and CAR measurements due to both unmatched spectral bands and unmatched angles can be significantly reduced. A comparison is presented here between CARs land surface reflectance (BRF or Bidirectional Reflectance Factor) with those derived from Terra/MODIS (MOD09 and MAIAC), Terra/MISR, Envisat/MERIS and Landsat-7. In this study, we utilized CAR data from low altitude flights (approx. 180 m above the surface) in order to minimize the effects of the atmosphere on these measurements and then obtain a valuable ground-truth data set of surface reflectance. Furthermore, this study shows that differences between measurements caused by surface heterogeneity can be tolerated, thanks to the high homogeneity of the study site on the one hand, and on the other hand, to the spatial sampling and the large number of CAR samples. These results demonstrate that satellite BRF measurements over this site are in good agreement with CAR with variable biases across different spectral bands.   4. Analysis of multiple tank car releases in train accidents.

    There are annually over two million carloads of hazardous materials transported by rail in the United States. The American railroads use large blocks of tank cars to transport petroleum crude oil and other flammable liquids from production to consumption sites. Being different from roadway transport of hazardous materials, a train accident can potentially result in the derailment and release of multiple tank cars, which may result in significant consequences. The prior literature predominantly assumes that the occurrence of multiple tank car releases in a train accident is a series of independent Bernoulli processes, and thus uses the binomial distribution to estimate the total number of tank car releases given the number of tank cars derailing or damaged. This paper shows that the traditional binomial model can incorrectly estimate multiple tank car release probability by magnitudes in certain circumstances, thereby significantly affecting railroad safety and risk analysis. To bridge this knowledge gap, this paper proposes a novel, alternative Correlated Binomial (CB) model that accounts for the possible correlations of multiple tank car releases in the same train. We test three distinct correlation structures in the CB model, and find that they all outperform the conventional binomial model based on empirical tank car accident data. The analysis shows that considering tank car release correlations would result in a significantly improved fit of the empirical data than otherwise. Consequently, it is prudent to consider alternative modeling techniques when analyzing the probability of multiple tank car releases in railroad accidents. Copyright © 2017 Elsevier Ltd.     The Energy Conservation Projects to benefit the railroad industry using the Norfolk Southern Company as a model for the railroad industry has five unique tasks which are in areas of importance within the rail industry, and specifically in the area of energy conservation. The NIU Engineering and Technology research team looked at five significant areas in which research and development work can provide unique solutions to the railroad industry in energy the conservation. (1) Alternate Fuels - An examination of various blends of bio-based diesel fuels for the railroad industry, using Norfolk Southern as a model for the industry. Themore » team determined that bio-diesel fuel is a suitable alternative to using straight diesel fuel, however, the cost and availability across the country varies to a great extent. (2) Utilization of fuel cells for locomotive power systems - While the application of the fuel cell has been successfully demonstrated in the passenger car, this is a very advanced topic for the railroad industry. There are many safety and power issues that the research team examined. (3) Thermal and emission reduction for current large scale diesel engines - The current locomotive system generates large amount of heat through engine cooling and heat dissipation when the traction motors are used to decelerate the train. The research team evaluated thermal management systems to efficiently deal with large thermal loads developed by the operating engines. (4) Use of Composite and Exotic Replacement Materials - Research team redesigned various components using new materials, coatings, and processes to provide the needed protection. Through design, analysis, and testing, new parts that can withstand the hostile environments were developed.     This paper presents a review of recent research investigations on the computer modelling of flexible bodies in railroad vehicle systems. The paper will also discuss the influence of the structural flexibility of various components, including the wheelset, the truck frames, tracks, pantograph/catenary systems, and car bodies, on the dynamics of railroad vehicles. While several formulations and computer techniques for modelling structural flexibility are discussed in this paper, a special attention is paid to the floating frame of reference formulation which is widely used and leads to reduced-order finite-element models for flexible bodies by employing component modes synthesis techniques. Other formulations and numerical methods such as semi-analytical approaches, absolute nodal coordinate formulation, finite-segment method, boundary elements method, and discrete elements method are also discussed. This investigation is motivated by the fact that the structural flexibility can have a significant effect on the overall dynamics of railroad vehicles, ride comfort, vibration suppression and noise level reduction, lateral stability, track response to vehicle forces, stress analysis, wheel-rail contact forces, wear and crashworthiness.

    Based on an extended Theory of Planned Behavior (TPB, Ajzen, 1985, 1991), we conducted surveys in order to explain and predict violations at a railroad crossing, among pedestrians (n=153) and car drivers (n=151). Measures were made with respect to three chronologically related railroad crossing situations that varied in risk level. The situations were described in scenarios and depicted on photographs. The participants were recruited in the suburbs of Paris, at two automated railroad crossings with four half-barriers. We found that the pedestrians had stronger crossing intentions than did car drivers, especially at the more congested crossing of the two under study. For both categories of road users, intentions and the amount of intention variance explained by the extended TPB factors decreased significantly with risk level. In the most dangerous situations, risk-taking was the most unlikely and the least predictable Self-reported past frequency of crossing against safety warning devices was the main predictor of the intention to commit this violation again, especially among males, followed by the attitude and the injunctive norm in favor the violation. Moreover, car drivers were influenced in their crossing intentions by the descriptive norm. The presence of another vehicle on the tracks when the safety warning devices were activated was perceived not as facilitating, but as an additional risk factor. The discussion addresses the importance of taking into account these determinants of violations in conceiving countermeasures. Our findings could be especially useful for conceiving risk-communication campaigns. Copyright © 2016 Elsevier Ltd. All rights reserved.

    The potential for energy savings by reducing the aerodynamic drag of rail cars is significant. A previous study of aerodynamic drag of coal cars suggests that a 25% reduction in drag of empty cars would correspond to a 5% fuel savings for a round trip [1]. Rail statistics for the United States [2] report that approximately 5.7 billion liters of diesel fuel were consumed for coal transportation in 2002, so a 5% fuel savings would total 284 million liters. This corresponds to 2% of Class I railroad fuel consumption nationwide. As part of a DOE-sponsored study, the aerodynamic drag of scale rail cars was measured in a wind tunnel. The goal of the study was to measure the drag reduction of various rail-car cover designs. The cover designs tested yielded an average drag reduction of 43% relative to empty cars corresponding to an estimated round-trip fuel savings of 9%.

    Railroad trespassers are persons on railroad property whose presence is prohibited or unlawful. Most trespassers are walking along or across railroad tracks. In 1997, fatalities to railroad trespassers became the leading cause of railroad-related deaths in the United States. In 1998, 513 persons were injured and 536 persons were killed while trespassing (Federal Railroad Administration, unpublished data, 1999). This report presents three incidents in which trespassers were injured or killed and summarizes a study of fatal and nonfatal injuries to railroad trespassers in Georgia from 1990 through 1996.

    Railroads play a key role in the transportation of hazardous materials in North America. Rail transport differs from highway transport in several aspects, an important one being that rail transport involves trains in which many railcars carrying hazardous materials travel together. By contrast to truck accidents, it is possible that a train accident may involve multiple hazardous materials cars derailing and releasing contents with consequently greater potential impact on human health, property and the environment. In this paper, a probabilistic model is developed to estimate the probability distribution of the number of tank cars releasing contents in a train derailment. Principal operational characteristics considered include train length, derailment speed, accident cause, position of the first car derailed, number and placement of tank cars in a train and tank car safety design. The effect of train speed, tank car safety design and tank car positions in a train were evaluated regarding the number of cars that release their contents in a derailment. This research provides insights regarding the circumstances affecting multiple-tank-car release incidents and potential strategies to reduce their occurrences. The model can be incorporated into a larger risk management framework to enable better local, regional and national safety management of hazardous materials transportation by rail.     Among tree nut allergens, pecan allergens remain to be identified and characterized. The objective was to demonstrate the IgE-binding ability of pecan 11S legumin and characterize its sequential IgE-binding epitopes. The 11S legumin gene was amplified from a pecan cDNA library and expressed as a fusion protein in Escherichia coli. The native 11S legumin in pecan extract was identified by mass spectrometry/mass spectrometry (MS/MS). Sequential epitopes were determined by probing the overlapping peptides with three serum pools prepared from different patients' sera. A three-dimensional model was generated using almond legumin as a template and compared with known sequential epitopes on other allergenic tree nut homologues. Of 28 patients tested by dot blot, 16 (57%) bound to 11S legumin, designated Car i 4. MS/MS sequencing of native 11S legumin identified 33 kDa acidic and 20-22 kDa basic subunits. Both pecan and walnut seed protein extracts inhibited IgE binding to recombinant Car i 4, suggesting cross-reactivity with Jug r 4. Sequential epitope mapping results of Car i 4 revealed weak, moderate, and strong reactivity of serum pools against 10, 5, and 4 peptides, respectively. Seven peptides were recognized by all three serum pools, of which two were strongly reactive. The strongly reactive peptides were located in three discrete regions of the Car i 4 acidic subunit sequence (residues 118-132, 208-219, and 238-249). Homology modeling of Car i 4 revealed significant overlapping regions shared in common with other tree nut legumins.

    As part of a series of epidemiologic studies of the mortality patterns of railroad workers, various air contaminants were measured to characterize the workers' current exposures to diesel exhaust. Nitrogen dioxide (NO2), which is a constituent of diesel exhaust, was examined as one possible marker of diesel exposure. An adaptation of the Palmes personal passive sampler was used to measure the NO2 exposures of 477 U.S. railroad workers at four railroads. The range of NO2 exposures expressed as the arithmetic average +/- two standard errors for the five career job groups were as follows: signal maintainers, 16-24 parts per billion (ppb); clerks/dispatchers/station agents, 23-43 ppb; engineers/firers, 26-38 ppb; brakers/conductors, 50-74 ppb; and locomotive shop workers, 95-127 ppb. Variations among railroads and across seasons were not significant for most job groups.
