    The TIGER/Line Files are shapefiles and related database files (.dbf) that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Block Groups (BGs) are defined before tabulation block delineation and numbering, but are clusters of blocks within the same census tract that have the same first digit of their 4-digit census block number from the same decennial census. For example, Census 2000 tabulation blocks 3001, 3002, 3003,.., 3999 within Census 2000 tract 1210.02 are also within BG 3 within that census tract. Census 2000 BGs generally contained between 600 and 3,000 people, with an optimum size of 1,500 people. Most BGs were delineated by local participants in the Census Bureau's Participant Statistical Areas Program (PSAP). The Census Bureau delineated BGs only where the PSAP participant declined to delineate BGs or where the Census Bureau could not identify any local PSAP participant. A BG usually covers a contiguous area. Each census tract contains at least one BG, and BGs are uniquely numbered within census tract. Within the standard census geographic hierarchy, BGs never cross

    Location of established and new housing structures is fundamental in the Census Bureau's planning and execution of each decennial census. Past Census address list compilation and update programs have involved sending more than 100,000 workers into the field to find and verify housing units. The 2020 Census program has introduced an imagery based In-Office Address Canvassing Interactive Review (IOAC-IR) program in an attempt to reduce the in-field workload. The human analyst driven, aerial image based IOAC-IR operation has proven to be a cost effective and accurate substitute for a large portion of the expensive in-field address canvassing operations. However, the IOAC-IR still required more than a year to complete and over 100 full-time dedicated employees. Much of the basic image analysis work done in IOAC-IR can be handled with established remote sensing and computer vision techniques. The experience gained from the Interactive Review phase of In-Office Address Canvassing has led to the development of a prototype geo-processing tool to automate much of this process for future and ongoing Address Canvassing operations. This prototype utilizes high-resolution aerial imagery and LiDAR to identify structures and compare their location to existing Census geographic information. In this presentation, we report on the comparison of this exploratory system's results to the human based IOAC-IR. The experimental image and LiDAR based change detection approach has itself led to very promising follow-on experiments utilizing very current, high repeat datasets and scalable cloud computing. We will discuss how these new techniques can be used to both aid the US Census Bureau meet its goals of identify all the housing units in the US as well as aid developing countries better identify where there population is currently distributed.

    This paper describes the organization and activities of the Center for International Research at the Bureau of the Census. There is a formal publication exchange program with other government's statistical programs. This has resulted in the Center's collection being one of the world's largest in the area of international census and demographic information. Foreign statistical publications are in three libraries, one being dedicated to the former Soviet Union and one to the Peoples Republic of China. In addition to the libraries there are two computerized data bases. The International data base is a source of demographic and socio-economic statistics for all countries of the world. The second data base is the HIV/AIDS Surveillance Data Base which contains information related to the publication and dissemination of the results of seroprevalence surveys.

    The emergence of "demographics" in the past 15 years is a vital tool for American business research and planning. Tracing demographic trends became important for businesses when traditional consumer markets splintered with the enormous changes since the 1960s in US population growth, age structure, geographic distribution, income, education, living arrangements, and life-styles. The mass of reliable, small-area demographic data needed for market estimates and projections became available with the electronic census--public release of Census Bureau census and survey data on computer tape, beginning with the 1970 census. Census Bureau tapes as well as printed reports and microfiche are now widely accessible at low cost through summary tape processing centers designated by the bureau and its 12 regional offices and State Data Center Program. Data accessibility, plummeting computer costs, and businessess' unfamiliarity with demographics spawned the private data industry. By 1984, 70 private companies were offering demographic services to business clients--customized information repackaged from public data or drawn from proprietary data bases created from such data. Critics protest the for-profit use of public data by companies able to afford expensive mainframe computer technology. Business people defend their rights to public data as taxpaying ceitzens, but they must ensure that the data are indeed used for the public good. They must also question the quality of demographic data generated by private companies. Business' demographic expertise will improve when business schools offer training in demography, as few now do, though 40 of 88 graduate-level demographic programs now include business-oriented courses. Lower cost, easier access to business demographics is growing as more census data become available on microcomputer diskettes and through on-line linkages with large data bases--from private data companies and the Census Bureau itself. A directory of private and public demographic resources is appended, including forecasting, consulting and research services available.

    A space shuttle sortie mission which can be performed inexpensively in the early shuttle era and which, if the necessary intermediate steps are accomplished provides a major technological advance for the user organization-the U.S. Bureau of Census is described. The orbital configuration created for the Urban Land Use/1980 Census mission is illustrated including sensors and ground support equipment along with the information flow for the mission. Factors discussed include: specific Census Bureau functions to be supported by the mission; hardware and flight operations necessary for implementation of the mission; and integration of the TERSSE pallet into a shuttle mission.

Geography The TIGER Line Files are feature classes and related database files that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. Census tracts are small, relatively permanent statistical subdivisions of a county or equivalent entity, and were defined by local participants as part of the 2010 Census Participant Statistical Areas Program. The Census Bureau delineated the census tracts in situations where no local participant existed or where all the potential participants declined to participate. The primary purpose of census tracts is to provide a stable set of geographic units for the presentation of census data and comparison back to previous decennial censuses.     According to data from the U.S. Census Bureau (2010), the demographics of the United States will change dramatically in the next 50 years. Non-Caucasians will more than double from 116.2 million in 2012 to 241.3 million by 2060, representing 57% of the U.S. population (U.S. Census Bureau, 2010). The Asian population also is expected to double in the next five years and comprise 8% of the U.S. population (U.S. Census Bureau, 2012). The United States also is becoming an aging population. By 2060, about one in five residents will be aged 65 years and older (U.S. Census Bureau, 2012). Individuals aged 85 years and older will more than triple to 18.2 million and represent 4% of the U.S. population (U.S. Census Bureau, 2012).

Second, it contains 24 billion characters of data which describe geographic features of interest to the Census Bureau such as coastlines, hydrography, transportation networks, political boundaries, etc. Unfortunately, the large TIGER databasemore » only provides raw alphanumeric data; no utility software, graphical or otherwise, is included. On the other hand New S, a popular statistical software package by AT T, has easily operated functions that permit advanced graphics in conjunction with data analysis. New S has the ability to plot contours, lines, segments, and points. However, of special interest is the New S function map and its options. Using the map function, which requires polygons as input, census tracts can be quickly selected, plotted, shaded, etc. New S graphics combined with the TIGER database has obvious potential.     Over the past decade, considerable resources have been devoted to recruiting volunteer mentors and expanding mentoring programs. It is unclear whether these efforts have helped to counter the broader national trends of declining volunteer rates. The current study uses data from the Volunteering Supplement of the Current Population Survey (CPS), sponsored by the U.S. Census Bureau and U.S. Bureau of Labor Statistics, to explore population-level trends in mentoring over the past decade. Results suggest that mentoring rates have remained relatively stable over the past decade, but that the population of mentors has changed somewhat in terms of age, ethnicity, educational background, and region of the United States. In addition, certain sectors of the mentor population show higher rates of attrition from 1 year to the next. Findings have important implications for the development of recruitment, training, and mentor support practices within mentoring organizations, as well as policies designed to meet the needs of at-risk youth in the U.S. © Society for Community Research and Action 2017.

    The 1995 American Travel Survey (ATS) collected information from approximately 80,000 U.S. households about their long distance travel (one-way trips of 100 miles or more) during the year of 1995. It is the most comprehensive survey of where, why, and how U.S. residents travel since 1977. ATS is a joint effort by the U.S. Department of Transportation (DOT) Bureau of Transportation Statistics (BTS) and the U.S. Department of Commerce Bureau of Census (Census); BTS provided the funding and supervision of the project, and Census selected the samples, conducted interviews, and processed the data.     The U.S. Geological Survey has been actively developing digital cartographic and geographic data and standards since the early 1970's. One product is Digital Line Graph data, which offer a consistently accurate source of base category geographic information. The Bureau of the Census has combined their Dual Independent Map Encoding data with the Geological Survey's 1:100,000-scale Digital Line Graph data to prepare for the 1990 decennial census. The resulting Topologically Integrated Geographic Encoding and Referencing data offer a wealth of information. A major area of research using these data is in transportation analysis. The attributes associated with Digital Line Graphs can be used to determine the average travel times along each segment. Geographic information system functions can then be used to optimize routes through the network and to generate street name lists. Additional aspects of the subject are discussed.

    Following a critique of the 1990 decennial census procedures, we conducted a field study among low-income, inner-city residents in 1991 to examine how they conceptualized and managed the civic task of census response. Interpretations about the purpose and meaning of the census, about commitment to the task, and about connection to government, singly and together with literacy skills (e.g., reading and general literacy competence), were associated with errors that are not detectable by evaluative methodologies used regularly by the Census Bureau. The validity and reliability of census data, and possibly other self-administered survey research, will be increased by greater use of knowledge about both interpretation and literacy skills in formulating data collection procedures.

  12. National Estimates of Gross Employment and Job Flows from the Quarterly Workforce Indicators with Demographic and Industry Detail

    The Quarterly Workforce Indicators (QWI) are local labor market data produced and released every quarter by the United States Census Bureau. Unlike any other local labor market series produced in the U.S. or the rest of the world, QWI measure employment flows for workers (accession and separations), jobs (creations and destructions) and earnings for demographic subgroups (age and gender), economic industry (NAICS industry groups), detailed geography (block (experimental), county, Core-Based Statistical Area, and Workforce Investment Area), and ownership (private, all) with fully interacted publication tables. The current QWI data cover 47 states, about 98% of the private workforce in those states, and about 92% of all private employment in the entire economy. State participation is sufficiently extensive to permit us to present the first national estimates constructed from these data. We focus on worker, job, and excess (churning) reallocation rates, rather than on levels of the basic variables. This permits comparison to existing series from the Job Openings and Labor Turnover Survey and the Business Employment Dynamics Series from the Bureau of Labor Statistics (BLS). The national estimates from the QWI are an important enhancement to existing series because they include demographic and industry detail for both worker and job flow data compiled from underlying micro-data that have been integrated at the job and establishment levels by the Longitudinal Employer-Household Dynamics Program at the Census Bureau.   14. On the feasibility of linking census samples to the National Death Index for epidemiologic studies: a progress report.

    To test the feasibility of using large national probability samples provided by the US Census Bureau, a pilot project was initiated to link 230,000 Census-type records to the National Death Index (NDI). Using strict precautions to maintain the complete confidentiality of individual records, the Current Population Survey files of one month in 1973 and one month in 1978 were matched by computer to the 1979 NDI file. The basic question to be addressed was whether deaths so obtained are seriously underestimated when there is no Social Security Number (SSN) in the Census record. The search of the NDI file resulted in 5,542 matches of which about 1,800 appear to be "true positives" representing deaths, the remainder are "false positives." Of the deaths, 80 per cent would still have been detected without SSN in the Census record. The main reasons for missing deaths (false negatives) were discrepancies in the year of birth and in the given name. Assuming certain changes in the NDI matching algorithm, the 80 per cent figure could increase to 85 per cent or higher; however, this could also cause significant increases in the number of false positives. The National Heart, Lung and Blood Institute (NHLBI) and Census Bureau staff are currently developing a probabilistic method to eliminate false positives from the NDI output tape. The results of the pilot study indicate that a larger research project is clearly feasible. PMID:6625029

    Data from the memberships of large, integrated health care systems can be valuable for clinical, epidemiologic, and health services research, but a potential selection bias may threaten the inference to the population of interest. We reviewed administrative records of members of Kaiser Permanente Southern California (KPSC) in 2000 and 2010, and we compared their sociodemographic characteristics with those of the underlying population in the coverage area on the basis of US Census Bureau data. We identified 3,328,579 KPSC members in 2000 and 3,357,959 KPSC members in 2010, representing approximately 16% of the population in the coverage area. The distribution of sex and age of KPSC members appeared to be similar to the census reference population in 2000 and 2010 except with a slightly higher proportion of 40 to 64 year olds. The proportion of Hispanics/Latinos was comparable between KPSC and the census reference population (37.5% vs 38.2%, respectively, in 2000 and 45.2% vs 43.3% in 2010). However, KPSC members included more blacks (14.9% vs 7.0% in 2000 and 10.8% vs 6.5% in 2010). Neighborhood educational levels and neighborhood household incomes were generally similar between KPSC members and the census reference population, but with a marginal underrepresentation of individuals with extremely low income and high education. The membership of KPSC reflects the socioeconomic diversity of the Southern California census population, suggesting that findings from this setting may provide valid inference for clinical, epidemiologic, and health services research.

  8. Geographic Comparison of Women in Academic Obstetrics and Gynecology Department-Based Leadership Roles.

    To describe and compare geographic representation of women in obstetrics and gynecology department-based leadership roles across American Congress of Obstetricians and Gynecologists (ACOG) districts and U.S. Census Bureau regions while accounting for the proportion of women practicing in each area. We conducted a cross-sectional observational study. To more meaningfully quantify representation of women as leaders in ACOG districts and U.S. Census Bureau regions, we calculated representation ratios-the proportion of department-based leaders who were women divided by the proportion of obstetrician-gynecologists who were women. A ratio of 1.0 indicates proportionate representation and less than 1.0 indicates underrepresentation. We calculated 95% CIs to compare representation of women in leadership roles across geographic areas. The gender of major department-based leaders (chair, vice chair, division director) and educational leaders (fellowship, residency, associate residency, medical student clerkship director) was determined from websites. The proportion of department chairs who were women was highest in the West and lowest in the South Census Bureau regions. Representation ratios for women in major department-based leadership roles demonstrated underrepresentation relative to the practicing base nationally and in all four regions. Although women were underrepresented in major department-based leadership throughout the country, there was significantly higher women's representation in major department-based leadership roles in the West (ratio 0.82, 95% CI 0.68-0.99) compared with the Northeast (ratio 0.50, 95% CI 0.42-0.59) and the South (ratio 0.45, 95% CI 0.36-0.57). Similarly, in the division director role, the West (ratio 0.85, 95% CI 0.68-1.1) had significantly higher representation of women compared with the Northeast (ratio 0.50, 95% CI 0.40-0.62). Nationally, women were underrepresented as fellowship directors, proportionately represented as residency program directors, and overrepresented as medical student clerkship directors. Representation ratios of women in major department-based leadership roles, which account for the proportion of women practicing in each geographic area, suggest that women were more likely to advance to the department-based leadership roles of chair, vice chair, or division director in the western United States.

    Objective To assess reasons why survey estimates of Medicaid enrollment are 43 percent lower than raw Medicaid program enrollment counts (i.e., “Medicaid undercount”). Data Sources Linked 2000–2002 Medicaid Statistical Information System (MSIS) and the 2001–2002 Current Population Survey (CPS). Data Collection Methods Centers for Medicare and Medicaid Services provided the Census Bureau with its MSIS file. The Census Bureau linked the MSIS to the CPS data within its secure data analysis facilities. Study Design We analyzed how often Medicaid enrollees incorrectly answer the CPS health insurance item and imperfect concept alignment (e.g., inclusion in the MSIS of people who are not included in the CPS sample frame and people who were enrolled in Medicaid in more than one state during the year). Principal Findings The extent to which the Medicaid enrollee data were adjusted for imperfect concept alignment reduces the raw Medicaid undercount considerably (by 12 percentage points). However, survey response errors play an even larger role with 43 percent of Medicaid enrollees answering the CPS as though they were not enrolled and 17 percent reported being uninsured. Conclusions The CPS is widely used for health policy analysis but is a poor measure of Medicaid enrollment at any time during the year because many people who are enrolled in Medicaid fail to report it and may be incorrectly coded as being uninsured. This discrepancy should be considered when using the CPS for policy research. PMID:19187185

    Non-motorized travel (i.e. walking and bicycling) are of increasing interest to the transportation profession, especially in context with energy consumption, reducing vehicular congestion, urban development patterns, and promotion of healthier life styles. This research project aimed to identify factors impacting the amount of travel for both walk and bike trips at the Census block group or tract level, using several public and private data sources. The key survey of travel behavior is the 2009 National Household Travel Survey (NHTS) which had over 87,000 walk trips for persons 16 and over, and over 6000 bike trips for persons 16 and over.more » The NHTS, in conjunction with the Census Bureau s American Community Survey, street density measures using Census Bureau TIGER, WalkScore , Nielsen Claritas employment estimates, and several other sources were used for this study. Stepwise Logistic Regression modeling techniques as well as Discriminant Analysis were applied using the integrated data set. While the models performed reasonably well for walk trips, travel by bike was abandoned due to sparseness of data. This paper discusses data sources utilized and modeling processes conducted under this study.     Increasing demand for the limited water resources of the United States continues to put pressure on water-resource agencies to balance the competing needs of ecosystem health with municipal, agricultural, and recreational uses. In 2007, the U.S. Geological Survey (USGS) identified a National Water Census as one of six pivotal future science directions for the USGS in the following decade. The envisioned USGS National Water Census would evaluate large-scale effects of changes in land use and land cover, water use, and climate on water availability, water quality, and human and aquatic ecosystem health. The passage of the SECURE (Science and Engineering to Comprehensively Understand and Responsibly Enhance) Water Act in 2009 was a key step towards implementing the USGS National Water Census. Section 9508 of the Act authorizes a "national water availability and use assessment program" within the USGS (1) to provide a more accurate assessment of the status of the water resources of the United States; and (2) to develop the science for improved forecasts of the availability of water for future economic, energy production, and environmental uses. Initial funding for the USGS to begin working on the National Water Census came with the approval of the U.S. Department of the Interior's WaterSMART (Sustain and Manage America's Resources for Tomorrow) Initiative. The WaterSMART Initiative provides funding to the USGS, Bureau of Reclamation, and U.S. Department of Energy to achieve a sustainable water strategy to meet the Nation's water needs. WaterSMART funding also allowed the USGS to begin the national Water Availability and Use Assessment, as called for under the SECURE Water Act.

    The TIGER/Line shapefiles and related database files (.dbf) are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line shapefile is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. The American Indian/Alaska Native/Native Hawaiian (AIANNH) Areas Shapefile includes the following legal entities: federally recognized American Indian reservations and off-reservation trust land areas, state-recognized American Indian reservations, and Hawaiian home lands (HHLs). The statistical entities included are Alaska Native village statistical areas (ANVSAs), Oklahoma tribal statistical areas (OTSAs), tribal designated statistical areas (TDSAs), and state designated tribal statistical areas (SDTSAs). Joint use areas are also included in this shapefile refer to areas that are administered jointly and/or claimed by two or more American Indian tribes. The Census Bureau designates both legal and statistical joint use areas as unique geographic entities for the purpose of presenting statistical data.     The production, consumption, and applications of fluorspar are reviewed. In 1994, the U.S. exported about 45 kt of fluorspar, but, according to the U.S. Bureau of the Census, 493 kt were imported during the same period. Consumption, according to preliminary figures from the U.S. Bureau of Mines, was about 473 kt. China continued to be the main supplier of imports to the U.S. with 61 percent of the total imports. Of the 3 major fluorspar markets, hydrofluoric acid (HF), aluminum, and steel, the HF market was the only one to record an increase in consumption in 1994.
