Centralization vs. decentralization in medical school libraries.

Does the medical school library in the United States operate more commonly under the university library or the medical school administration? University-connected medical school libraries were asked to indicate (a) the source of their budgets, whether from the central library or the medical school, and (b) the responsibility for their acquisitions and cataloging. Returns received from sixtyeight of the seventy eligible institutions showed decentralization to be much the most common: 71 percent of the libraries are funded by their medical schools; 79 percent are responsible for their own acquisitions and processing. The factor most often associated with centralization of both budget and operation is public ownership. Decentralization is associated with service to one or two rather than three or more professional schools. Location of the medical school in a different city from the university is highly favorable to autonomy. Other factors associated with these trends are discussed.

1990-01-01
Prior to planning for implementing the NOTIS system, the Vanderbilt Medical Center Library had not fully cataloged its government publications, and records for these materials were not in machine-readable format. A decision was made that patrons should need to look in only one place for all library materials, including the Health and Human Services Department publications received each year from the central library's Government Documents Unit. Beginning in 1985, these publications were added to the library's database, and the entire 7,200-piece collection is now in the online catalog. Working with these publications has taught the library much about the advantages and disadvantages of cataloging government documents in an online environment. It was found that OCLC cataloging copy is eventually available for most titles, although only about 10% of the records have MeSH headings. Staff time is the major expenditure; problems are caused by documents' irregular nature, frequent format changes, and difficult authority work. Since their addition to the online catalog, documents are used more and the library has better control.

The National Library of Medicine joined forces with the Pan American Health Organization/World Health Organization, the United Nations International Strategy for Disaster Reduction, and the Regional Center of Disaster Information for Latin America and the Caribbean (CRID) to strengthen libraries and information centers in Central America and improve the availability of and access to health and disaster information in the region by developing the Central American Network for Disaster and Health Information (CANDHI). Through CRID, the program created ten disaster health information centers in medical libraries and disaster-related organizations in six countries. This project served as a catalyst for the modernization of several medical libraries in Central America. The resulting CANDHI provides much needed electronic access to public health "gray literature" on disasters, as well as access to numerous health information resources. Libraries have an exceptional place in the history, culture, education and scientific life of a nation. They collect all aspects of our linguistics and literacy, all out theoretical assumptions as well as all the results of experience and practice. The importance of a library is not mirrored only in the national and historical role and heritage, but in a more permanent, informational role, since a modern library must, above all, be an effective information system. Since a library of a university operates as a part of its matrix, it is easily shadowed by other forms of educational and scientific infrastructure. 50(th) anniversary of the Central Dental Library of the School of Dental Medicine University of Zagreb is an excellent opportunity to make a call to the institution and public to its unique and irreplaceable role.

Evolution of Scientific and Technical Information Distribution
NASA Technical Reports Server (NTRS)
Esler, Sandra; Nelson, Michael L.
1998-01-01
World Wide Web (WWW) and related information technologies are transforming the distribution of scientific and technical information (STI). We examine 11 recent, functioning digital libraries focusing on the distribution of STI publications, including journal articles, conference papers, and technical reports. We introduce 4 main categories of digital library projects: based on the architecture (distributed vs. centralized) and the contributor (traditional publisher vs. authoring individual/organization). Many digital library prototypes merely automate existing publishing practices or focus solely on the digitization of the publishing cycle output, not sampling and capturing elements of the input. Still others do not consider for distribution the large body of "gray literature." We address these deficiencies in the current model of STI exchange by suggesting methods for expanding the scope and target of digital libraries by focusing on a greater source of technical publications and using "buckets," an object-oriented construct for grouping logically related information objects, to include holdings other than technical publications.

PEM public key certificate cache server
NASA Astrophysics Data System (ADS)
Cheung, T.
1993-12-01
Privacy Enhanced Mail (PEM) provides privacy enhancement services to users of Internet electronic mail. Confidentiality, authentication, message integrity, and non-repudiation of origin are provided by applying cryptographic measures to messages transferred between end systems by the Message Transfer System. PEM supports both symmetric and asymmetric key distribution. However, the prevalent implementation uses a public key certificate-based strategy, modeled after the X.509 directory authentication framework. This scheme provides an infrastructure compatible with X.509. According to RFC 1422, public key certificates can be stored in directory servers, transmitted via non-secure message exchanges, or distributed via other means. Directory services provide a specialized distributed database for OSI applications. The directory contains information about objects and then provides structured mechanisms for accessing that information. Since directory services are not widely available now, a good approach is to manage certificates in a centralized certificate server. This document describes the detailed design of a centralized certificate cache serve. This server manages a cache of certificates and a cache of Certificate Revocation Lists (CRL's) for PEM applications. PEMapplications contact the server to obtain/store certificates and CRL's. The server software is programmed in C and ELROS. To use this server, ISODE has to be configured and installed properly. The ISODE library 'libisode.a' has to be linked together with this library because ELROS uses the transport layer functions provided by 'libisode.a.' The X.500 DAP library that is included with the ELROS distribution has to be linked in also, since the server uses the DAP library functions to communicate with directory servers.

Only for "purely scientific" institutions: the Medical Library Association's Exchange, 1898-1950s.
Connor, Jennifer J
2011-04-01
Centralized exchanges of scientific materials existed by the late nineteenth century, but they did not include medical publications. North American medical leaders therefore formed an association of institutions to run their own exchange: the Medical Library Association (MLA). After providing background to the exchange concept and the importance of institutional members for MLA, this article examines archival MLA correspondence to consider the role of its Exchange in the association's professional development before the 1950s. MLA's membership policy admitted only libraries open to the medical profession with a large number of volumes. But the correspondence of the MLA Executive Committee reveals that the committee constantly adjusted the definition of library membership: personal, public, sectarian, commercial, allied science, and the then-termed "colored" medical school libraries all were denied membership. Study of these decisions, using commercial and sectarian libraries as a focus, uncovers the primary justification for membership exclusions: a goal of operating a scientific exchange. Also, it shows that in this way, MLA shadowed policies and actions of the American Medical Association. Finally, the study suggests that the medical profession enforced its policies of exclusion through MLA, despite a proclaimed altruistic sharing of medical literature.
Medical Libraries of the Soviet Union *
Morozov, A.
1964-01-01
Medical libraries are a part of the Soviet library system. The total number of medical libraries in the country is more than 4,000, with a collection of over 42,000,000 volumes that are used by over a million readers. The State Central Medical Library occupies a special place among these libraries. It carries out the functions of a methodological, bibliographic, and coordinating center. It has a collection of over 1,000,000 units of books and periodicals. All the bibliographic work of medical libraries as well as any other work is provided to help medical institutions. Libraries prepare special bibliographies of medical literature for publication according to a plan. The libraries also conduct reference and information work. The methodological work helps to solve the most important problems that arise in libraries with reference to the specific character of their work and tasks. The chief means of rendering methodological guidance are to analyze the work of various libraries, to hold conferences, to exchange visits with libraries, to give both field and correspondence consultations, and to organize qualification courses for librarians and bibliographers. 2015-01-01
Background: The purpose of this study was to drawing a regression model of organizational climate of central libraries of Iran’s universities. Methods: This study is an applied research. The statistical population of this study consisted of 96 employees of the central libraries of Iran’s public universities selected among the 117 universities affiliated to the Ministry of Health by Stratified Sampling method (510 people). Climate Qual localized questionnaire was used as research tools. For predicting the organizational climate pattern of the libraries is used from the multivariate linear regression and track diagram. Results: of the 9 variables affecting organizational climate, 5 variables of innovation, teamwork, customer service, psychological safety and deep diversity play a major role in prediction of the organizational climate of Iran’s libraries. The results also indicate that each of these variables with different coefficient have the power to predict organizational climate but the climate score of psychological safety (0.94) plays a very crucial role in predicting the organizational climate. Track diagram showed that five variables of teamwork, customer service, psychological safety, deep diversity and innovation directly effects on the organizational climate variable that contribution of the team work from this influence is more than any other variables. Conclusions: Of the indicator of the organizational climate of climateQual, the contribution of the team work from this influence is more than any other variables that reinforcement of teamwork in academic libraries can be more effective in improving the organizational climate of this type libraries. Common Graphics Library (CGL). Volume 1: LEZ user's guide
NASA Technical Reports Server (NTRS)
Taylor, Nancy L.; Hammond, Dana P.; Hofler, Alicia S.; Miner, David L.
1988-01-01
Users are introduced to and instructed in the use of the Langley Easy (LEZ) routines of the Common Graphics Library (CGL). The LEZ routines form an application independent graphics package which enables the user community to view data quickly and easily, while providing a means of generating scientific charts conforming to the publication and/or viewgraph process. A distinct advantage for using the LEZ routines is that the underlying graphics package may be replaced or modified without requiring the users to change their application programs. The library is written in ANSI FORTRAN 77, and currently uses a CORE-based underlying graphics package, and is therefore machine independent, providing support for centralized and/or distributed computer systems.

With funding through NASA's Science Mission Directorate, the NASA @ My Library project has been working with the public library community to enhance the STEM literacy of library patrons throughout the nation. One element of the project is to disseminate a variety of materials to 75 partner libraries in order to support their implementation of hands-on, NASA related STEM activities for their patrons. These materials range from very low tech (UV beads) to high tech (a 4.5" Orion Dobsonian telescope), and include an 8" tablet. This tablet provides us with a wide range of possibilities for delivering NASA content. Besides NASA multimedia and real-time spacecraft data, the tablets can be used for interactive activities, including public apps as well as apps specifically designed for this program, such as a green screen app that incorporates NASA imagery as part of a larger storytelling activity. The tablets also include a full sensor suite (magnetometer, light sensor, accelerometer, etc.), allowing us to develop library activities that use the tablet as a measuring device - detecting magnetism in a "Meteorite or Wrong" activity, or using the light sensor as a transit device. The tablet is centrally managed and includes a "kiosk mode", allowing the libraries to use it in either a locked down or conventional mode. The management system also allows us to create a curated collection of apps and multimedia, push out updated software, and collect analytics data on how the tablet is being used. In this presentation we will discuss the library pre-survey that guided our tablet development process, as well as our lessons learned to date, including the practicality and effectiveness of deploying tablets at this scale, their ability to support NASA specific STEM efforts, and what we have learned about library usage.

This poster describes future scenarios of information infrastructures in science and other fields of research. The scenarios presented are based on practical experience resulting from interaction with research data in a research center and its library, and further enriched by the results of a baseline study of existing data repositories and data infrastructures. The baseline study was conducted as part of the project "Requirements for a multi-disciplinary research data infrastructure (Radieschen)", which is funded by the German Research Foundation (DFG). Current changes in information infrastructures pose new challenges to libraries and scientific journals, which both act as information service providers, facilitating access to digital media, support publications of research data and enable their long-term archiving. Digital media and research data open new aspects in the field of activity of libraries and scientific journals. What will a library of the future look like? Will a library purely serve as interface to data centres? Will libraries and data centres merge into a new service unit? Will a future library be the interface to academic cloud services? Scientific journals already converted from mostly print editions to print and e-journals. What type of journals will emerge in the future? Is there a role for data-centred journals? Will there be journals to publish software code to make this type of research result citable and a part of the record of science? Just as users evolve from being consumers of information into producers, the role of information service providers, such as libraries, changes from a purely supporting to a contributing role. Furthermore, the role of the library changes from a central point of access for the search of publications to an important link in the value-adding chain from author to publication. Journals for software publication might be another vision for the future in data publishing. Software forms the missing link between big data collected by experiments, monitoring or simulation. In order to verify the results presented, a paper should also report on the process of data analysis applied to the data sets stored at data centers. In this case data, software, and interpretation supplement each other as a trustworthy, reproducible presentation of research results. Another approach is suggested by researchers of the EU-funded project "Liquid Publications" (1). Instead of traditional publications the researchers propose liquid journals as evolving collections of links and material, and recommend new methods in reviewing and assessing publications. Another point of interest are workflows in data publication. The commonly used model to depict the data life cycle might look appealing but does not necessarily represent reality. The model proposed by Treloar et. al. (2) offers a better approach to depict transition of research data between different domains of use, e.g. from the group domain to the public domain. However, several questions need to be addressed, such as how to avoid the loss of contextual information during transitions between domains, and the influence of the size of the data on the workflow process. This poster aims to present different scenarios of the future - from the point of view of researchers, libraries and scientific journals and will invite for further discussion. The intention of the National Library of Medicine is to share with other libraries the products and the capabilities developed by the MEDLARS system. MEDLARS will provide bibliographic services of use to other libraries from the central system. The decentralization of the central system to permit libraries with access to computers to establish local machine retrieval systems is also indicated. The implications of such decentralization for the American medical library network and its effect on library evolution are suggested, as are the implications for international development of mechanized storage and retrieval systems. Social inclusion and the City of Swan public libraries in Western Australia.
Lockyer-Benzie, Maureena
2004-09-01
The focus of this paper is on an understanding of social exclusion/inclusion: the concept and how a specific public library service, namely the City of Swan Public Library service, has responded to this social issue. The terms social inclusion/exclusion are explored and clarified from an international, Western Australian State Government, and public library perspective. This is followed by a brief overview of Western Australia as an Australian state, and how public libraries operate based on a partnership with the State Library of Western Australia and Local Government. The City of Swan Public Libraries are described in some depth and also portrayed in their local setting namely the City of Swan, a city of extensive growth that offers a unique environment of both rural and urban areas. The concept of social inclusion is then applied to the City of Swan Public Library service and how the library service addresses social inclusion within its physical environment, policies, operations, future planning, programmes and services. This includes the results of a Library Non-user Survey that was conducted in 2001. The aims of this survey were to: ascertain why non-users within the City of Swan do not make use of the library facilities; explore why past members were not using the library services; examine the effectiveness of library promotions; and investigate the access to and usage of the Internet. The paper concludes with a list of the potential social conditions of which public libraries need to be aware in their strategic planning activities so that community members are not excluded from participating and accessing the public library service.

Public libraries may promote health through literacy, education and social connections. To conduct the first broad-based, quantitative exploration of health and public library patronage. Retrospective cross-sectional study. All 2925 adult patients at a general practice clinic living in a small north-eastern U.S. city were invited by mail to participate; 243 consented. Clinical variables from the medical records were combined with library usage variables from the public library patron database. The authors analysed how patient health characteristics were associated with library cardholding, average card use or recency of use. Approximately 72% of participants held a library card; 40% of these had used it within the last month. Library cardholding was not associated with patient characteristics. Higher average card use was associated with pregnancy, having youth at home and depression severity. Lack of recent library usage was associated with current smoking (P = 0.01) and drug use (P = 0.01). Among ever-smokers, moderate/high card use and card use within six months were both associated with over two times the odds of quitting smoking. Public libraries and health appear to intersect around substance abuse and depression-anxiety disorders. Moderate or higher use of public libraries is strongly associated with tobacco cessation. © 2016 Health Libraries Group.

Academic medical libraries have a responsibility to inform library users regarding retracted publications. Many have created policies and procedures that identify flawed journal articles. A questionnaire was sent to the 129 academic medical libraries in the United States and Canada to find out how many had policies and procedures for identifying retracted publications. Of the returned questionnaires, 59% had no policy and no practice for calling the attention of the library user to retracted publications. Forty-one percent of the libraries called attention to retractions with or without a formal policy for doing so. Several responding libraries included their policy statement with the survey. The increasing number of academic medical libraries that realize the importance of having policies and practices in place highlights the necessity for this procedure.

Knowledge gaps among public librarians seeking vaccination information: A qualitative study
Smith, Catherine Arnott; Hundal, Savreen; Keselman, Alla
2014-01-01
Public libraries have been called the “first responders” to the specialized health information needs of the general public. The challenges inherent in consumer health information (CHI) service are centered around the Patron, the Librarian, the Information Resources, and the Library itself. The pilot study involved interviews with nine individual library workers in eight public libraries in four library systems: the District of Columbia, Montgomery and Prince George’s Counties in Maryland, and Fairfax County in Virginia. Library workers were asked about common consumer health information requests, the nature of their collections, and the role of public libraries in meeting these information needs. The subjects were also presented with a hypothetical scenario, and their responses suggest knowledge gaps. The findings point to the increasing necessity and importance of training and support for public librarians, as well as the importance of understanding where the medical knowledge gaps exist. Public librarians need to commit to formal evaluation of their skill sets and knowledge gaps, in order to identify areas to which libraries can devote limited resources. PMID:26550002

The persistence of error: a study of retracted articles on the Internet and in personal libraries*
Davis, Philip M.
2012-01-01
Objective: To determine the accessibility of retracted articles residing on non-publisher websites and in personal libraries. Methods: Searches were performed to locate Internet copies of 1,779 retracted articles identified in MEDLINE, published between 1973 and 2010, excluding the publishers' website. Found copies were classified by article version and location. Mendeley (a bibliographic software) was searched for copies residing in personal libraries. Results: Non-publisher websites provided 321 publicly accessible copies for 289 retracted articles: 304 (95%) copies were the publisher' versions, and 13 (4%) were final manuscripts. PubMed Central had 138 (43%) copies; educational websites 94 (29%); commercial websites 24 (7%); advocacy websites 16 (5%); and institutional repositories 10 (3%). Just 15 (5%) full-article views included a retraction statement. Personal Mendeley libraries contained records for 1,340 (75%) retracted articles, shared by 3.4 users, on average. Conclusions: The benefits of decentralized access to scientific articles may come with the cost of promoting incorrect, invalid, or untrustworthy science. Automated methods to deliver status updates to readers may reduce the persistence of error in the scientific literature. PMID:22879807

We present the WiFeS Atlas of Galactic Globular cluster Spectra, a library of integrated spectra of Milky Way and Local Group globular clusters. We used the WiFeS integral field spectrograph on the Australian National University 2.3 m telescope to observe the central regions of 64 Milky Way globular clusters and 22 globular clusters hosted by the Milky Way's low-mass satellite galaxies. The spectra have wider wavelength coverage (3300-9050 Å) and higher spectral resolution (R = 6800) than existing spectral libraries of Milky Way globular clusters. By including Large and Small Magellanic Cloud star clusters, we extend the coverage of parameter space of existing libraries towards young and intermediate ages. While testing stellar population synthesis models and analysis techniques is the main aim of this library, the observations may also further our understanding of the stellar populations of Local Group globular clusters and make possible the direct comparison of extragalactic globular cluster integrated light observations with well-understood globular clusters in the Milky Way. The integrated spectra are publicly available via the project website.

In October 1998, the National Library of Medicine (NLM) launched a pilot project to learn about the role of public libraries in providing health information to the public and to generate information that would assist NLM and the National Network of Libraries of Medicine (NN/LM) in learning how best to work with public libraries in the future. Three regional medical libraries (RMLs), eight resource libraries, and forty-one public libraries or library systems from nine states and the District of Columbia were selected for participation. The pilot project included an evaluation component that was carried out in parallel with project implementation. The evaluation ran through September 1999. The results of the evaluation indicated that participating public librarians were enthusiastic about the training and information materials provided as part of the project and that many public libraries used the materials and conducted their own outreach to local communities and groups. Most libraries applied the modest funds to purchase additional Internet-accessible computers and/or upgrade their health-reference materials. However, few of the participating public libraries had health information centers (although health information was perceived as a top-ten or top-five topic of interest to patrons). Also, the project generated only minimal usage of NLM's consumer health database, known as MEDLINEplus, from the premises of the monitored libraries (patron usage from home or office locations was not tracked). The evaluation results suggested a balanced follow-up by NLM and the NN/LM, with a few carefully selected national activities, complemented by a package of targeted activities that, as of January 2000, are being planned, developed, or implemented. The results also highlighted the importance of building an evaluation component into projects like this one from the outset, to assure that objectives were met and that evaluative information was available on a timely basis, as was the case here. Associations between Public Library Use and Reading Aloud among Families with Young Children.

2016-06-01
To measure public library use in a sample of families with young children and examine associations with reading aloud. We interviewed 200 parents of 6- to 18-month-old children visiting a hospital-based pediatric clinic. We assessed public library card ownership, public library visitation, and awareness of public library programming. We assessed reading aloud using the StimQ READ questionnaire. We used multivariable logistic and linear regression to examine associations while adjusting for sociodemographic characteristics. In multivariable analysis, parents who owned a public library card had greater odds of reading aloud daily to their 6- to 18-month-old child (aOR, 2.0; 95% CI, 1.0-3.8) and higher StimQ READ scores (β = 0.9; 95% CI, 0.2-1.6). Parents who visited a public library once a month or more often had greater odds of reading aloud daily (aOR, 3.4; 95% CI, 1.8-6.7) and higher StimQ READ scores (β = 1.3; 95% CI, 0.6-2.0). Parents whose 6- to 18-month-old child had ever visited a public library did not have greater odds of reading aloud daily (aOR, 1.4; 95% CI, 0.7-2.9), but did have higher StimQ read scores (β = 1.2; 95% CI, 0.4-2.0). Parents who felt informed about available public library programs for children had greater odds of reading aloud daily (aOR, 2.5; 95% CI, 1.3-5.1) and higher StimQ READ scores (β = 1.1; 95% CI, 0.4-1.9). In this sample of families with young children, we found positive associations between public library use and reading aloud. Copyright © 2016 Elsevier Inc. All rights reserved.

Introduction Public libraries are free and accessible to all and are centers of community engagement and education, making them logical choices as partners for improving population health. Library staff members routinely assist patrons with unmet health and social needs. Methods We used a 100-question, self-administered web survey sent to all library directors listed in the Pennsylvania Library Association database (N = 621), to investigate staff interactions with library patrons to address social determinants of health. We conducted statistical comparisons of quantitative responses and a content analysis of open-ended responses. Results Respondents (N = 262) reported frequently interacting with patrons around health and social concerns — well beyond those related to literacy and education — including help with employment (94%), nutrition (70%), exercise (66%), and social welfare benefits (51%). Acute emergencies were not uncommon in Pennsylvania’s public libraries, with nearly 12% of respondents having witnessed a drug overdose at the library in the past year. Most respondents felt that their professional training left them inadequately prepared to assist patrons with health and social issues. Although at least 40% of respondents offered some health programming at their library branch, their offerings did not meet the high level of need reflected in common patron inquiries. Conclusion The challenges library staff members experience in meeting their patrons’ information needs suggest opportunities for public libraries to advance population health. Library staff members need additional training and resources and collaboration with public health and health care institutions to respond to community needs through effective, evidence-based public health programming. NASA research programs are helping humanity understand the origin and evolution of galaxies, stars, and planets, and defining the conditions necessary to support life beyond Earth. The Space Science Institute's (SSI) National Center for Interactive Learning (NCIL) was recently funded by NASA`s Science Mission Directorate (SMD) to develop and implement a project called NASA@ My Library: A National Earth and Space Science Initiative That Connects NASA, Public Libraries and Their Communities. As places that offer their services for free, public libraries have become the "public square" by providing a place where members of a community can gather for information, educational programming, and policy discussions. Libraries are developing new ways to engage their patrons in STEM learning, and NCIL's STAR Library Education Network (STAR_Net) has been supporting their efforts for the last eight years, including through a vibrant community of practice that serves both librarians and STEM professionals. Project stakeholders include public library staff, state libraries, the earth and space science education community at NASA, subject matter experts, and informal science educators. The project will leverage high-impact SMD and library events to catalyze partnerships through dissemination of SMD assets and professional development. It will also develop frameworks for public libraries to increase STEM interest pathways in their communities (with supports for reaching underserved audiences). This presentation will summarize the key activities and expected outcomes of the 5-year project.

Public libraries are located in all communities, and two thirds of adults visit one each year. Libraries give the public access to computers and the Internet, and librarians offer technical assistance for accessing information. The interests and training needs of public librarians for assisting the public in accessing health information have not been addressed. One public library/librarian in each North Carolina county was randomly selected to complete a written questionnaire to assess health-related information services and librarians' skills for providing these services. 84% of librarians (83/99) completed the questionnaire. Results indicate that librarians answer more than 10 health-related questions per week, feel moderately comfortable answering these questions, and are very interested in receiving additional training for addressing health-related questions. Creating public library/public health partnerships holds much promise for enhancing the ability of community members to access desired health information.

Opportunities and challenges for public libraries to enhance community resilience.
Veil, Shari R; Bishop, Bradley Wade
2014-04-01
This study bridges a gap between public library and emergency management policy versus practice by examining the role of public libraries in the community resource network for disaster recovery. Specifically, this study identifies the opportunities and challenges for public libraries to fulfill their role as a FEMA-designated essential community organization and enhance community resilience. The results indicate there are several opportunities for libraries to enhance community resilience by offering technology resources and assistance; providing office, meeting, and community living room space; serving as the last redundant communication channel and a repository for community information and disaster narratives; and adapting or expanding services already offered to meet the changing needs of the community. However, libraries also face challenges in enhancing community resilience, including the temptation to overcommit library capacity and staff capability beyond the library mission and a lack of long-term disaster plans and collaboration with emergency managers and government officials. Implications for library and emergency management practice and crisis research are discussed. © 2013 Society for Risk Analysis.

The consortium has several unique features: (1) it is an organization of institutions, not libraries; (2) it employs its own professional librarian who manages a central library, coordinates consortium programs, and makes regular circuit visits to all affiliated institutions; (3) the central library, where the circuit is based, is a developing community hospital library, not an established academic medical center library; and (4) it is ultimately tied to the Northwest Area Health Education Center and that organization's emerging learning resources network, which includes the Bowman Gray School of Medicine, Library, two other subregional libraries, and the libraries of all member institutions. At the end of the experimental period in 1980, member institutions voted unanimously to continue the program and assume their share of the costs. PMID:7039744

Ingham, Anneliese
2014-06-01
This article is only the second in the Dissertations into Practice series to highlight the role of public libraries in health information. It is the result of an investigation into the provision of health information in East Sussex Library and Information Service, which formed the basis of Anneliese Ingham's dissertation for her MA in Information Studies at the University of Brighton. At the time Anneliese was doing her research, the service was experimenting with different ways of providing healthcare information at one of its main libraries, and they were interested in the impact of this. The provision of health information to the public is one of my own research interests, and I was Anneliese's dissertation supervisor. I thought she produced a very good piece of work, and the results she highlights in this article are applicable to all public library authorities. Anneliese graduated with an MA in 2012 and worked for East Sussex Library and Information Service, which she joined whilst she was still studying. AM. © 2014 The authors. Public libraries are not usually included in discussions about improving population health. They are, however, well positioned to be partners in building a culture of health through programming that addresses the social determinants of health. The Healthy Library Initiative, a partnership between the University of Pennsylvania and the Free Library of Philadelphia (the public library system that serves the city), has undertaken such efforts in Philadelphia. In this article we report findings from an assessment of how ten highly subscribed programs address the social determinants of health, as well as results of interviews with community residents and library staff. Of the 5.8 million in-person Free Library visits in 2015, 500,000 included attendance at specialized programs that addressed multiple health determinants, such as housing and literacy. Library staff provided intensive support to vulnerable populations including homeless people, people with mental illness and substance use, recent immigrants, and children and families suffering from trauma. We found that public libraries are trusted institutions that have broad population reach and untapped potential to improve population health. Project HOPE—The People-to-People Health Foundation, Inc.

Comparison of Iranian National Medical Library with digital libraries of selected countries.
Zare-Farashbandi, Firoozeh; Najafi, Nayere Sadat Soleimanzade; Atashpour, Bahare
2014-01-01
The important role of information and communication technologies and their influence on methods of storing, retrieving information in digital libraries, has not only changed the meanings behind classic library activates but has also created great changes in their services. However, it seems that not all digital libraries provide their users with similar services and only some of them are successful in fulfilling their role in digital environment. The Iranian National Medical library is among those that appear to come short compared to other digital libraries around the world. By knowing the different services provided by digital libraries worldwide, one can evaluate the services provided by Iranian National Medical library. The goal of this study is a comparison between Iranian National Medical library and digital libraries of selected countries. This is an applied study and uses descriptive - survey method. The statistical population is the digital libraries around the world which were actively providing library services between October and December 2011 and were selected by using the key word "Digital Library" in Google search engine. The data-gathering tool was direct access to the websites of these digital libraries. The statistical study is descriptive and Excel software was used for data analysis and plotting of the charts. The findings showed that among the 33 digital libraries investigated worldwide, most of them provided Browse (87.87%), Search (84.84%), and Electronic information retrieval (57.57%) services. The "Help" in public services (48/48%) and "Interlibrary Loan" in traditional services (27/27%) had the highest frequency. The Iranian National Medical library provides more digital services compared to other libraries but has less classic and public services and has less than half of possible public services. Other than Iranian National Medical library, among the 33 libraries investigated, the leaders in providing different services are Library of University of California in classic services, Count Way Library of Medicine in digital services, and Library of Finland in public services. The results of this study show that among the digital libraries investigated, most provided similar public, digital, and classic services and The Iranian National Medical library has been somewhat successful in providing these services compared to other digital libraries. One can also conclude that the difference in services is at least in part due to difference in environments, information needs, and users. Iranian National Medical Library has been somewhat successful in providing library services in digital environment and needs to identify the services which are valuable to its users by identifying the users' needs and special characteristics of its environment.

The success of exoplanet characterization depends critically on a patchwork of analysis tools and spectroscopic libraries that currently require extensive development and lack a centralized support system. Due to the complexity of spectroscopic analyses and initial time commitment required to become productive, there are currently a limited number of teams that are actively advancing the field. New teams with significant expertise, but without the proper tools, face prohibitively steep hills to climb before they can contribute. As a solution, we are developing an open-source, modular data analysis package in Python and a publicly facing web interface focused primarily on atmospheric characterization of exoplanets and exoplanet transit observation planning with JWST. The foundation of these software tools and libraries exist within pockets of the exoplanet community. Our project will gather these seedling tools and grow a robust, uniform, and well maintained exoplanet characterization toolkit.
New Trends in Medical Libraries in Hospitals *
Gartland, Henry J.
1971-01-01
External and internal forces affecting medical library services are examined. Public Law 89-239, the Heart, Cancer and Stroke Amendments of 1965, and Public Law 89-291, the Medical Library Assistance Act of 1965 which was extended by Public Law 91-212 have an impact on medical libraries. The Veterans Administration relationships with primary beneficiaries of these laws are explained. Internally, effort has been expended through automation, networking, and extension of resources by amalgamation of books and audiovisuals to evolve responsive concepts with emphasis on independence through interdependence. The Veterans Administration Library Service plans and accomplishments in these areas are reviewed. PMID:4932204

2016-01-01
XNAT Central is a publicly accessible medical imaging data repository based on the XNAT open-source imaging informatics platform. It hosts a wide variety of research imaging data sets. The primary motivation for creating XNAT Central was to provide a central repository to host and provide access to a wide variety of neuroimaging data. In this capacity, XNAT Central hosts a number of data sets from research labs and investigative efforts from around the world, including the OASIS Brains imaging studies, the NUSDAST study of schizophrenia, and more. Over time, XNAT Central has expanded to include imaging data from many different fields of research, including oncology, orthopedics, cardiology, and animal studies, but continues to emphasize neuroimaging data. Through the use of XNAT's DICOM metadata extraction capabilities, XNAT Central provides a searchable repository of imaging data that can be referenced by groups, labs, or individuals working in many different areas of research. The future development of XNAT Central will be geared towards greater ease of use as a reference library of heterogeneous neuroimaging data and associated synthetic data. It will also become a tool for making data available supporting published research and academic articles. Copyright © 2015 Elsevier Inc. All rights reserved.

More than two million pairs of eclipse glasses were distributed free through public libraries in the U.S. for the solar eclipse of the Sun taking place on August 21, 2017. About 7,000 organizations, including public library branches, bookmobiles, tribal libraries, library consortia, and state libraries took part in the celestial event of the century. Many organizations received a package of free safe-viewing glasses, plus a 24-page information booklet about eclipse viewing and suggested program ideas. An educational video was also produced on how best to do public outreach programs about the eclipse. The project was supported, in part, by the Gordon and Betty Moore Foundation, with additional help from Google, NASA, the Research Corporation, and the National Science Foundation (NSF). The program was managed through the Space Science Institute's National Center for Interactive Learning as part of its STAR Library Network (STAR_Net). Resources developed by STAR_Net for this event included an Eclipse Resource Center; a newsletter for participating libraries to learn about eclipses and how to implement an effective and safe eclipse program; eclipse program activities on its STEM Activity Clearinghouse; webinars; and connections to subject matter experts from NASA's and the American Astronomical Society's volunteer networks. This presentation will provide an overview of the extensive collaboration that made this program possible as well as highlight the national impact that public libraries made in their communities.

Libraries are community-centered, free-access venues serving learners of all ages and backgrounds. Libraries also recognize the importance of science literacy and strive to include science in their programming portfolio. Scientists and educators can partner with local libraries to advance mutual goals of connecting the public to Earth and Space Science. In this interactive Special Interest Group (SIG) discussion, representatives from the NASA Science Mission Directorate (SMD) Education and Public Outreach (EPO) community's library collaborations discussed the opportunities for partnership with public and school libraries; explored the resources, events, and programs available through libraries; explored NASA science programming and professional development opportunities available for librarians; and strategized about the types of support that librarians require to plan and implement programs that use NASA data and resources. We also shared successes, lessons learned, and future opportunities for incorporating NASA science programming into library settings.
