The purpose of the Charter is to provide assistance in situations of emergencies caused by natural or technological disasters, through the combination of the space and associated ground resources of the Charter participants. The Charter was signed on June 20, 2000 by CNES and ESA, followed by the Canadian Space Agency in October 2000. The Indian Space Research Organisation (ISRO) and the National Oceanic and Atmospheric Administration (NOAA) joined the Charter in September 2001. Under the terms of the Charter immediate, free access to data provided through partners is available to authorised civil protection agencies. All Partner agencies undertake to co- operate on a voluntary basis with no exchange of funds between them. A key objective of the Charter is to establish a long-term working relationship between the civil protection community and space agencies, essential to achieve an efficient use of space technology in disaster management. Since the Charter was formally declared operational on November 1, 2000, it has been activated on average once a month for various kinds of events such as landslide, earthquake, oil spill, flood and volcanic eruption. Each operation was analysed with the relevant end-users in order to improve the efficiency of the service provided to the civil protection community, particularly in terms of response time and of delivered products. After a brief description of the Charter organisation and of its implementation procedures, this paper will focus on the evaluation of the contribution of the Charter to crisis management two years after its inception, based on an analysis of the Charter activation cases.

The purpose of the International Charter is to provide a unified system of space data acquisition and delivery for users affected by disasters, to promote co - operation between space agencies and space system operators and to allow participation in the organisation of emergency assistance or subsequent operations. The Charter which is officially in operation since November 1, 2000 was signed on June 20, 2000 by CNES (1) and ESA (2) and enlarged later on with the membership of the CSA (3) in October 2000 and of the NOAA (4) and the ISRO (5), both in September 2001. All Partner agencies undertake to co-operate on a voluntary basis with no exchange of funds between them in the event of a major natural or man-induced disaster. This paper, after a brief description of the Charter organisation and of its implementation procedures, addresses three typical cases of Charter activation and the lessons learned to date. The first example will deal with the major earthquakes in January and February 2001 in El Salvador for the benefit of the Salvadorian National Register Centre, the second concerning flooding in the North East of France early 2002 with quick delivery of flood maps to the French Civil Protection Authority and the last one will focus on the Nyiragongo volcanic eruption near the town of Goma in the Democratic Republic of Congo. Responding to catastrophic natural disasters requires information. When the flow of information on the ground is interrupted by crises such as earthquakes, landslides, volcanoes, hurricanes, and floods, satellite imagery and aerial photographs become invaluable tools in revealing post-disaster conditions and in aiding disaster response and recovery efforts. USGS is a global clearinghouse for remotely sensed disaster imagery. It is also a source of innovative products derived from satellite imagery that can provide unique overviews as well as important details about the impacts of disasters. Repeatedly, USGS and its resources have proven their worth in assisting with disaster recovery activities in the United States and abroad. USGS has a well-established role in emergency response in the United States. It works closely with the Federal Emergency Management Agency (FEMA) by providing first responders with satellite and aerial images of disaster-impacted sites and products developed from those images. The combination of the USGS image archive, coupled with its global data transfer capability and on-site science staff, was instrumental in the USGS becoming a participating agency in the International Charter Space and Major Disasters. This participation provides the USGS with access to international members and their space agencies, to information on European and other global member methodology in disaster response, and to data from satellites operated by Charter member countries. Such access enhances the USGS' ability to respond to global emergencies and to disasters that occur in the United States (US). As one example, the Charter agencies provided imagery to the US for over 4 months in response to the Gulf oil spill. The International Charter mission is to provide a unified system of space data acquisition and delivery to those affected by natural or man-made disasters. Each member space agency has committed resources to support the provisions of the Charter and thus is helping to mitigate the effects of disasters on human life and property. The International Charter has been in formal operation since November 1, 2000. An Authorized User can call a single number to request the mobilization of satellite imagery and associated ground station support of the Charter's member agencies to obtain data and information on a disaster occurrence. The International Charter is supported by Argentinean, Canadian, European, Indian, Japanese, Chinese, Brazilian, Korean, Russian and U.S. satellite operators, as well as through U.S. and foreign commercial satellite firms and consortia. These operators can provide a wide variety of imagery and information under various environmental conditions (including, in some instances, through cloud cover and darkness). The Charter works in close cooperation with the intergovernmental Group on Earth Observations (GEO), and with United Nations bodies such as the UN Office of Outer Space Affairs (UN OOSA) and the UN Institute for Training and Research (UNITAR) Operational Satellite Applications Programe (UNOSAT). Both UN OOSA and UNOSAT are authorized to request data from Charter members in response to a UN emergency. Sentinel Asia is also allowed to request activations on behalf of its member states. These organizations play an important role in maximizing the Charter's use.

In 2002, the Physician Charter on Medical Professionalism was published to provide physicians with guidance for decision making in a rapidly changing environment. Feedback from physicians indicated that they were unable to fully live up to the principles in the 2002 charter partly because of their employing or affiliated health care organizations. A multistakeholder group has developed a Charter on Professionalism for Health Care Organizations, which may provide more guidance than charters for individual disciplines, given the current structure of health care delivery systems. This article contains the Charter on Professionalism for Health Care Organizations, as well as the process and rationale for its development. For hospitals and hospital systems to effectively care for patients, maintain a healthy workforce, and improve the health of populations, they must attend to the four domains addressed by the Charter: patient partnerships, organizational culture, community partnerships, and operations and business practices. Impacting the social determinants of health will require collaboration among health care organizations, government, and communities. Transitioning to the model hospital described by the Charter will challenge historical roles and assumptions of both its leadership and staff. While the Charter is aspirational, it also outlines specific institutional behaviors that will benefit both patients and workers. The International Charter aims at providing a unified system of space data acquisition and delivery to national disaster authorities of countries affected by natural or man-made disasters. Each of the sixteen Member Agencies has committed resources to support the objectives of the Charter and thus helping to mitigate the effects of disasters on human life and property, getting critical information into the hands of the disaster responders so that they can make informed decisions in the wake of a disaster. The Charter Member Agencies work together to provide remotely sensed imagery to any requesting country that is experiencing a natural or man-made disaster. The Space Agencies contribute priority satellite taskings, archive retrievals, and map production, as well as imagery of the affected areas. The imagery is provided at no cost to the affected country and is made available for the immediate response phase of the disaster. The Charter also has agreements with Sentinel Asia to submit activation requests on behalf of its 30+ member countries and the United Nations Office of Outer Space Affairs (UN OOSA) and United Nations Institute for Training and Research (UNITAR)/ United Nations Operational Satellite Applications Programme (UNOSAT) to submit activations on behalf of United Nations relief agencies such as UNICEF and UNOCHA. To further expand accessibility to the Charter Member Agency resources, the Charter has implemented the Universal Access initiative, which allows any country's disaster management authority to submit an application, attend a brief training session, and after successful completion, become an Authorized User able to submit activation requests without assistance from Member Agencies. The data provided by the Charter is used for many purposes including damage assessments, reference maps, evacuation route planning, search and rescue operations, decision maker briefings, scientific evaluations, and other response activities.

Evaluating patterns and drivers of spatial change in the recreational guided fishing sector in Alaska

Understanding the impacts of recreational fishing on habitats and species, as well as the social and ecological importance of place to anglers, requires information on the spatial distribution of fishing activities. This study documented long-term changes in core fishing areas of a major recreational fishery in Alaska and identified biological, regulatory, social, and economic drivers of spatial fishing patterns by charter operators. Using participatory mapping and in-person interviews, we characterized the spatial footprint of 46 charter operators in the communities of Sitka and Homer since the 1990s. The spatial footprint differed between Homer and Sitka respondents, with Homer operators consistently using larger areas for Pacific halibut than Sitka operators. Homer and Sitka showed opposite trends in core fishing location area over time, with an overall decrease in Homer and an overall increase in Sitka. For both Sitka and Homer respondents, the range of areas fished was greater for Pacific halibut than for rockfish/lingcod or Pacific salmon. Spatial patterns were qualitatively different between businesses specializing in single species trips and those that operated multispecies trips and between businesses with one vessel and those with multiple vessels. In Homer, the most frequently cited reasons for changes in the location and/or extent of fishing were changes in trip type and the price of fuel, while in Sitka, the most frequently cited reasons for spatial shifts were changes to Pacific halibut regulations and gaining experience or exploring new locations. The diversity of charter fishing strategies in Alaska may allow individual charter operators to respond differently to perturbations and thus maintain resilience of the industry as a whole to social, environmental, and regulatory change. The International Charter 'Space and Major Disaster', now entering its 5th year of operation, has been activated nearly 80 times to provide space-based data and information in response to natural disasters. The disasters ranged from volcanic eruption in Columbia, floods in Europe, Argentina, Sudan to earthquakes in Iran, from landslides in Philippines to the tragic tsunami in Asia, all resulting in major loss of life and property. The Charter provided imagery and the related information were found to be useful in disaster relief and assessment. Since July 1st 2003, a framework cooperation agreement has been allowing United Nations organizations involved in disaster response to request activation of the Charter.The purpose of the Charter is to provide assistance in situations of emergencies caused by natural and technological disasters by pooling together the space and associated ground resources of the Charter participants, which are currently the European (ESA), French (CNES), Canadian (CSA), Indian (ISRO), American (NOAA), Argentinean (CONAE) and Japanese (JAXA) space organizations.This paper will point out some of the best cases of Charter activation for different disasters leading to change detection imagery and damage assessment products which could be used for disaster reduction in close co-ordination with the end users after the crisis period.

Responding to catastrophic natural disasters requires information. When the flow of information on the ground is interrupted by crises such as earthquakes, landslides, volcanoes, hurricanes, and floods, satellite imagery and aerial photographs become invaluable tools in revealing post-disaster conditions and in aiding disaster response and recovery efforts. USGS is a global clearinghouse for remotely sensed disaster imagery. It is also a source of innovative products derived from satellite imagery that can provide unique overviews as well as important details about the impacts of disasters. Repeatedly, USGS and its resources have proven their worth in assisting with disaster recovery activities in the United States and abroad. USGS has a well-established role in emergency response in the United States. It works closely with the Federal Emergency Management Agency (FEMA) by providing first responders with satellite and aerial images of disaster-impacted sites and products developed from those images. FEMA’s partnership with the USGS began in 1999 when the agency established USGS as its executive agent for the acquisition and coordination of aerial and satellite remote sensing data. Understanding the terrain affords FEMA the vital perspective needed to effectively respond to the devastation many disasters leave behind. The combination of the USGS image archive, coupled with its global data transfer capability and on-site science staff, was instrumental in the USGS becoming a participating agency in the International Charter Space and Major Disasters. This participation provides the USGS with access to international members space agencies, to information on their methodology in disaster response, and to data from the satellites they operate. Such access enhances the USGS’ ability to respond to global emergencies and to disasters that occur in the United States (US). As one example, the Charter agencies provided over 75 images to the US in support of Hurricane Katrina. The International Charter mission is to provide a unified system of space data acquisition and delivery to those affected by natural or man-made disasters. Each member space agency has committed resources to support the provisions of the Charter and thus is helping to mitigate the effects of disasters on human life and property. The International Charter has been in formal operation since November 1, 2000. An Authorized User calls a single number to request the mobilization of satellite imagery and associated ground station support of the Charter’s member agencies to obtain data and information on a disaster occurrence. The International Charter is supported by Argentinean, Canadian, European, Indian, Japanese, Chinese, and U.S. satellite operators, as well as through U.S. and foreign commercial satellite firms. These operators can provide a wide variety of imagery and information under various environmental conditions. The Charter works in close cooperation with the intergovernmental Group on Earth Observations (GEO), and with United Nations bodies such as the UN Office of Outer Space Affairs (UN OOSA) and the UN Institute for Training and Research (UNITAR) Operational Satellite Applications Programe (UNOSAT). These organizations play an important role in maximizing the Charter’s use with U.N. member states.

This charter establishes the International Space Station Program (ISSP) Mobile Servicing System (MSS) Systems Engineering Working Group (SEWG). The MSS SEWG is established to provide a mechanism for Systems Engineering for the end-to-end MSS function. The MSS end-to-end function includes the Space Station Remote Manipulator System (SSRMS), the Mobile Remote Servicer (MRS) Base System (MBS), Robotic Work Station (RWS), Special Purpose Dexterous Manipulator (SPDM), Video Signal Converters (VSC), and Operations Control Software (OCS), the Mobile Transporter (MT), and by interfaces between and among these elements, and United States On-Orbit Segment (USOS) distributed systems, and other International Space Station Elements and Payloads, (including the Power Data Grapple Fixtures (PDGFs), MSS Capture Attach System (MCAS) and the Mobile Transporter Capture Latch (MTCL)). This end-to-end function will be supported by the ISS and MSS ground segment facilities. This charter defines the scope and limits of the program authority and document control that is delegated to the SEWG and it also identifies the panel core membership and specific operating policies.

Despite some empirical findings on the usefulness of citizen's charters on awareness of rights and services, there is a dearth of literature about charter implementation and impact on health service delivery in low-income settings. To gauge the level of awareness of the Charter within Nepal's primary health-care (PHC) system, perceived impact and factors affecting Charter implementation. Using a case study design, a quantitative survey was administered to 400 participants from 22 of 39 PHC facilities in the Dang District to gauge awareness of the Charter. Additionally, qualitative interviews with 39 key informants were conducted to explore the perceived impact of the Charter and factors affecting its implementation. Few service users (15%) were aware of the existence of the Charter. Among these, a greater proportion were literate, and there were also differences according to ethnicity and occupational group. The Charter was usually not properly displayed and had been implemented with no prior public consultation. It contained information that provided awareness of health facility services, particularly the more educated public, but had limited potential for increasing transparency and holding service providers accountable to citizens. Proper display, consultation with stakeholders, orientation or training and educational factors, follow-up and monitoring, and provision of sanctions were all lacking, negatively influencing the implementation of the Charter. Poor implementation and low public awareness of the Charter limit its usefulness. Provision of sanctions and consultation with citizens in Charter development are needed to expand the scope of Charters from information brochures to tools for accountability. © 2017 The Authors Health Expectations Published by John Wiley & Sons Ltd.

One of the declared objectives of surgical suite management in Germany is to increase operating room (OR) efficiency by reducing tardiness of first case of the day starts. We analyzed whether the introduction of OR management tools by German hospitals in response to increasing economic pressure was successful in achieving this objective. The OR management tools we considered were the appointment of an OR manager and the development and adoption of a surgical suite governance document (OR charter). We hypothesized that tardiness of first case starts was less in ORs that have adopted one or both of these tools. Using representative 2005 survey data from 107 German anesthesiology departments, we used a Tobit model to estimate the effect of the introduction of an OR manager or OR charter on tardiness of first case starts, while controlling for hospital size and surgical suite complexity. Adoption reduced tardiness of first case starts by at least 7 minutes (mean reduction 15 minutes, 95% confidence interval (CI): 7-22 minutes, P < 0.001). Reductions in tardiness of first case starts figure prominently the objectives of surgical suite management in Germany. Our results suggest that the appointment of an OR manager or the adoption of an OR charter support this objective. For short-term decision making on the day of surgery, this reduction in tardiness may have economic implications, because it reduced overutilized OR time.

...NMFS issues regulations creating a limited access system for charter vessels in the guided sport fishery for Pacific halibut in waters of International Pacific Halibut Commission Regulatory Areas 2C (Southeast Alaska) and 3A (Central Gulf of Alaska). This limited access system limits the number of charter vessels that may participate in the guided sport fishery for halibut in these areas. NMFS will issue a charter halibut permit to a licensed charter fishing business owner based on his or her past participation in the charter halibut fishery and to a Community Quota Entity representing specific rural communities. All charter halibut permit holders are subject to limits on the number of permits they may hold and on the number of charter vessel anglers who may catch and retain halibut on permitted charter vessels. This action is necessary to achieve the approved halibut fishery management goals of the North Pacific Fishery Management Council. The intended effect is to curtail growth of fishing capacity in the guided sport fishery for halibut.

The Charter, developed through consensus building by a multisectoral, government-led task force, outlined actions to be undertaken by organizations or citizens to reduce media pressures favoring thinness. Six months after the Charter's launch, we surveyed 1003 Québec residents aged 18 years or older about their knowledge of the Charter, their willingness to adhere to it, and their perceptions of its potential. After minimal prompting, more than 35% of respondents recognized the Charter. About 33.7% were very favorable toward personally adhering to the Charter and 32.7% perceived the Charter as having high potential to sensitize people to negative consequences of disordered eating. Women showed greater likelihood and people with lesser education showed lower likelihood of spontaneous recognition. An initiative involving the creation of a body image Charter reaches a substantial portion of adults and is viewed as acceptable and potentially influential.

User involvement in the construction of a mental health charter: an exercise in communicative rationality?

This paper uses Jürgen Habermas's Theory of Communicative Action as a lens through which to examine the development of a local mental health charter. To assess whether the Charter represents the product of a communicatively rational process. RESEARCH DESIGN AND SETTING: The paper is based on an analysis of the text of the Charter, and on documentation relating to its development, including notes of discussion groups used to identify its themes. An analysis of the notes of the discussion groups against the text of the Charter shows that the Charter's themes are based broadly on the views generated in the discussion groups. However, they also draw on norms derived from wider discourses not reflected in the discussion groups, and exclude other specific local issues. The strength of feeling expressed in the discussion groups is also toned down in the language of the Charter. The development of the Charter was based on a participatory process that can be said to have contained elements of both communicative and strategic rationality. The strategic rationality involved in translating service users' views into language that would be acceptable to those working in the system can be seen as necessary for the Charter to succeed in bringing about change. In drawing also on communicatively generated norms from the wider public sphere the Charter can be seen as reflecting a form of generalized communicative rationality. The Charter represents a 'sluice' by which communicative rationality is drawn into the mental health system.

Quality charters or quality members? A control theory perspective on team charters and team performance.

Though prevalent in practice, team charters have only recently received scholarly attention. However, most of this work has been relatively devoid of theory, and consequently, key questions about why and under what conditions team charter quality affects team performance remain unanswered. To address these gaps, we draw on macro organizational control theory to propose that team charter quality serves as a team-level "behavior" control mechanism that builds task cohesion through a structured exercise. We then juxtapose team charter quality with an "input" team control mechanism that influences the emergence of task cohesion more organically: team conscientiousness. Given their redundant effects on task cohesion, we propose that the effects of team charter quality and team conscientiousness on team performance (through task cohesion) are substitutive such that team charter quality primarily impacts team performance for teams that are low (vs. high) on conscientiousness. We test and find support for our hypotheses in a sample of 239 undergraduate self-managing project teams. Our study contributes to the groups and teams literature in the following ways: first, relative to previous studies, we take a more theory-driven approach toward understanding team charters, and in doing so, uncover when and why team charter quality impacts team performance; second, we integrate two normally disparate perspectives on team effectiveness (team development and team selection) to offer a broader perspective on how teams are "built"; and third, we introduce team charter quality as a performance-enhancing mechanism for teams lower on conscientiousness.
