Austin is the only city in attainment that has chosen to join the Clean Cities program. A recent emissions inventory completed by the City`s Air Quality Program shows that the largest single contributor to Austin`s deteriorating air quality is on-road mobile sources. Implementing the Clean Cities Program is one proactive step they are taking to keep the air clean. Although Austin Clean Cities chose to be fuel neutral they have found that propane and natural gas are the natural choices for them to use. The author was asked to address the potential pitfalls in setting up a Clean Cities program,more » and 20/20 hindsight reveals that Austin had a few housekeeping chores to attend to before starting the real work. There are lots of little details necessary to get an organization like this up and running and then keeping it healthy. The adhesive mat on the floor captures soil from shoe soles, as well as particles that fall on its surface. Particulate matter has the potential to contaminate the space flight hardware being stored or processed in the clean room. The shower is part of KSC's Foreign Object Debris (FOD) control program, an important safety initiative.

The Renewable Aviation Fuels Development Center at Baylor University in Waco, Texas, was designated, in March 1996, by the US Department of Energy (US DOE) as the national coordinator of the Clean Airports Program. This program, a spin-off of the Clean Cities Program, was initiated to increase the use of alternative fuels in aviation. There are two major fuels used in aviation today, the current piston engine aviation gasoline, and the current turbine engine fuel. The environmental impact of each of these fuels is significant. Aviation Gasoline (100LL), currently used in the General Aviation piston engine fleet, contributes 100% ofmore » the emissions containing lead in the USA today. The Department of Energy's Clean Cities program was created in 1993 to reduce petroleum usage in the transportation sector. The program promotes alternative fuels such as biofuels and fuel-saving strategies such as idle reduction and fleet management through coalitions of local government, non-profit, and private actors. Few studies have evaluated the impact of the program because of its complexity that include interrelated strategies of grants, education and training and diversity of participants. This paper uses a Difference-in-Differences (DiD) approach to evaluate the effectiveness of the program between 1990 and 2010. We quantify the effectiveness of the Clean Cities program by focusing on performance measures such as air quality, number of alternative fueling stations, private vehicle occupancy and transit ridership. We find that counties that participate in the program perform better on all these measures compared to counties that did not participate. Compared to the control group, counties in the Clean Cities program experienced a reduction in days with bad air quality (3.7%), a decrease in automobile commuters (2.9%), an overall increase in transit commuters (2.1%) and had greater numbers of new alternative fueling stations (12.9). Air cleaning system response to the stress of accident conditions are being investigated. A program overview and hghlight recent results of our investigation are presented. The program includes both analytical and experimental investigations. Computer codes for predicting effects of tornados, explosions, fires, and material transport are described. The test facilities used to obtain supportive experimental data to define structural integrity and confinement effectiveness of ventilation system components are described. More than 75 percent of the U.S. population lives in urban communities where people are exposed to levels of smog or pollution that exceed the EPA (U.S. Environmental Protection Agency) safety standards. Urban air quality presents a unique problem because of a number of complex variables, including traffic congestion, energy production, and energy consumption activities, all of which can contribute to and affect air pollution and air quality in this environment. In environmental engineering, photocatalysis is an area of research whose potential for environmental clean-up is rapidly developing popularity and success. Photocatalysis, a natural chemical process, is the acceleration of a photoreaction in the presence of a catalyst. Photocatalytic agents are activated when exposed to near UV (ultraviolet) light (320-400 nm) and water. In recent years, surfaces coated with photocatalytic materials have been extensively studied because pollutants on these surfaces will degrade when the surfaces are exposed to near UV light. Building materials, such as tiles, cement, glass, and aluminum sidings, can be coated with a thin film of a photocatalyst. These coated materials can then break down organic molecules, like air pollutants and smog precursors, into environmentally friendly compounds. These surfaces also exhibit a high affinity for water when exposed to UV light. Therefore, not only are the pollutants decomposed, but this superhydrophilic nature makes the surface self-cleaning, which helps to further increase the degradation rate by allowing rain and/or water to wash byproducts away. According to the Clean Air Act, each individual state is responsible for implementing prevention and regulatory programs to control air pollution. To operate an air quality program, states must adopt and/or develop a plan and obtain approval from the EPA. Federal approval provides a means for the EPA to maintain consistency among different state programs and ensures that they comply with the requirements of the Clean Air Act.
EPA Facility Registry Service (FRS): CAMDBS
This web feature service contains location and facility identification information from EPA's Facility Registry Service (FRS) for the subset of facilities that link to the Clean Air Markets Division Business System (CAMDBS). Administered by the EPA Clean Air Markets Division, within the Office of Air and Radiation, CAMDBS supports the implementation of market-based air pollution control programs, including the Acid Rain Program and regional programs designed to reduce the transport of ozone. FRS identifies and geospatially locates facilities, sites or places subject to environmental regulations or of environmental interest. Using vigorous verification and data management procedures, FRS integrates facility data from EPA's national program systems, other federal agencies, and State and tribal master facility records and provides EPA with a centrally managed, single source of comprehensive and authoritative information on facilities. This data set contains the subset of FRS integrated facilities that link to CAMDBS facilities once the CAMDBS data has been integrated into the FRS database. ...The Environmental Protection Agency (EPA) is granting the California Air Resources Board's (CARB's) request for a waiver of Clean Air Act preemption to enforce its Advanced Clean Car (ACC) regulations. The ACC combines the control of smog and soot causing pollutants and greenhouse gas (GHG) emissions into a single coordinated package of requirements for passenger cars, light-duty trucks and medium-duty passenger vehicles (and limited requirements related to heavy-duty vehicles). The ACC program includes revisions to California's Low Emission Vehicle (LEV) program as well as its Zero Emission Vehicle (ZEV) program. By today's decision, EPA has also determined that CARB's amendments to the ZEV program as they affect 2017 and prior model years (MYs) are within the scope of previous waivers of preemption granted to California for its ZEV regulations. In the alternative, EPA's waiver of preemption for CARB's ACC regulations includes a waiver of preemption for CARB's ZEV amendments as they affect all MYs, including 2017 and prior MYs. In addition, EPA is including CARB's recently adopted ``deemed to comply'' rule for GHG emissions in today's waiver decision. This decision is issued under section 209(b) of the Clean Air Act (the ``Act''), as amended.

This paper describes a multilaboratory research program that is directed toward addressing many questions that analysts face when performing air cleaning accident consequence assessments. The program involves developing analytical tools and supportive experimental data that will be useful in making more realistic assessments of accident source terms within and up to the atmospheric boundaries of nuclear fuel cycle facilities. The types of accidents considered in this study includes fires, explosions, spills, tornadoes, criticalities, and equipment failures. The main focus of the program is developing an accident analysis handbook (AAH). We will describe the contents of the AAH, which include descriptionsmore » of selected nuclear fuel cycle facilities, process unit operations, source-term development, and accident consequence analyses. Three computer codes designed to predict gas and material propagation through facility air cleaning systems are described. These computer codes address accidents involving fires (FIRAC), explosions (EXPAC), and tornadoes (TORAC). The handbook relies on many illustrative examples to show the analyst how to approach accident consequence assessments. The Wright-Patterson Air Force Base (WPAFB), as part of the Air Force Material Command, requested that NASA Johnson Space Center (JSC) White Sands Test Facility (WSTF) conduct testing and analyses in support of the United States Air Force Wipe Solvent Development Project. The purpose of the wipe solvent project is to develop an alternative to be used by Air Force flight line and maintenance personnel for the wipe cleaning of oxygen equipment. This report provides material compatibility, liquid oxygen (LOX) mechanical impact, autogenous ignition temperature (AIT), and gauge cleaning test data for some of the currently available solvents that may be used to replace CFC-113 and methyl chloroform. It provides data from previous WSTF test programs sponsored by the Naval Sea Systems Command, the Kennedy Space Center, and other NASA programs for the purpose of assisting WP AFB in identifying the best alternative solvents for validation testing.

The majority of automobile assembly plant volatile organic compound (VOC) emissions are generated from painting operations. Typical paint operations generate more than 90 percent of the total plant emissions and, up to, 50 percent can be released by cleaning sources. Plant practices which contribute to the release of VOC emissions include the cleaning of paint lines and equipment, tanks, spray booths, floors and vehicles. Solvents continue to be the largest contributing source of VOC emissions in an automotive paint shop. To reduce overall VOC emissions, environmental regulations and guidelines were introduced under the Clean Air Act; Pollution Prevention and Wastemore » Minimization programs, Control Techniques, and special air permit conditions. The introduction of these regulations and guidelines has driven industry toward continual refinement of their present cleaning methods while pursuing new techniques and technologies. Industry has also shown a proactive approach by introducing new waterborne and powder coating paint technologies to reduce overall emissions. As new paint technologies are developed and introduced, special attention must be given to the types of materials utilized for cleaning. The development and implementation of a solvent management program allows a facility to standardize a program to properly implement materials, equipment, technologies and work practices to reduce volatile organic compound emissions, meet strict cleaning requirements posed by new paint technologies and produce a vehicle which meets the high quality standards of the customer. This paper will assess the effectiveness of a solvent management program by examining pollution prevention initiatives and data from four different painting operations.« less

Significant efforts have been made to characterize the toxicological properties of gasoline. There have been both mandatory and voluntary toxicology testing programs to generate hazard characterization data for gasoline, the refinery process streams used to blend gasoline, and individual chemical constituents found in gasoline. The Clean Air Act (CAA) (Clean Air Act, 2012: § 7401, et seq.) is the primary tool for the U.S. Environmental Protection Agency (EPA) to regulate gasoline and this supplement presents the results of the Section 211(b) Alternative Tier 2 studies required for CAA Fuel and Fuel Additive registration. Gasoline blending streams have also been evaluated by EPA under the voluntary High Production Volume (HPV) Challenge Program through which the petroleum industry provide data on over 80 refinery streams used in gasoline. Product stewardship efforts by companies and associations such as the American Petroleum Institute (API), Conservation of Clean Air and Water Europe (CONCAWE), and the Petroleum Product Stewardship Council (PPSC) have contributed a significant amount of hazard characterization data on gasoline and related substances. Norms every society has the right to get clean air to meet basic daily needs. One of the points in the goal of sustainable development goals (SDGs) in the environment sector is the guarantee of the community to achieve universal access to clean water and sanitation. The SDG High Level Panel held in 2012 calls on countries around the world to do so in 2030. EPA sets national goals for how frequently facilities should be evaluated by the authorized enforcement agency for three programs included in ECHO (Clean Air Act, Clean Water Act, and Resource Conservation and Recovery Act). EPA develops Compliance Monitoring Strategies (CMSs) to ensure that the regulated facilities across the country are evaluated for compliance on a regular basis. Information on CMSs, evaluations (such as on-site inspections), and inspection frequency goals that are defined by each program is included.

None of the provisions of this act will have as great an impact on the waste management industry as will the General Operating Permit Provisions of Title V. Collection and analysis of spacecraft cabin air samples are necessary to assess the cabin air quality with respect to crew health. Both toxicology and engineering disciplines work together to achieve an acceptably clean cabin atmosphere. Toxicology is concerned with limiting the risk to crew health from chemical sources, setting exposure limits, and analyzing air samples to determine how well these limits are met. Engineering provides the means for minimizing the contribution of the various contaminant generating sources by providing active contamination control equipment on board spacecraft and adhering to a rigorous material selection and control program during the design and construction of the spacecraft. A review of the rationale and objectives for sampling spacecraft cabin atmospheres is provided. The presently-available sampling equipment and methods are reviewed along with the analytical chemistry methods employed to determine trace contaminant concentrations. These methods are compared and assessed with respect to actual cabin air quality monitoring needs. Recommendations are presented with respect to the basic sampling program necessary to ensure an acceptably clean spacecraft cabin atmosphere. Also, rationale and recommendations for expanding the scope of the basic monitoring program are discussed.

Over the past 20 years, the U.S. Congress has passed four acts relating to clean air. The 1970 act set out a comprehensive plan for federal-state partnership to require all areas in the country to meet National Ambient Air Quality Standards. In 1977, the act was amended and expanded, both to address many of the problems encountered in the 1970 act and to reorient the law to limit significantly emissions of any sort, even if there were no currently identified health-related reasons. In 1986, the Emergency Planning and Community Right-to-know Act was passed, as an amendment to a solid waste law, in response to the desire to prevent chemical release tragedies. After 10 years of effort, Congress finally passed the 1990 Clean Air Act amendments which require a number of new programs aimed at curbing urban ozone, rural acid rain, stratospheric ozone, toxic air pollutant emissions and vehicle emissions, and establishing a new, uniform national permit system. This paper discusses some of the consequences of the various acts and suggests ways that others might learn from our 20 years of experience. Certain programs have worked quite well, while some alternatives could have improved other programs.

This paper presents a Quality Function Deployment (QFD) analysis of the final down-selected aqueous cleaners to be used on the Redesigned Solid Rocket Motor (RSRM) program. The new cleaner will replace solvent vapor degreasing. The RSRM Ozone Depleting Compound Elimination program is discontinuing the methyl chloroform vapor degreasing process and replacing it with a spray-in-air aqueous cleaning process. Previously, 15 cleaners were down-selected to two candidates by passing screening tests involving toxicity, flammability, cleaning efficiency, contaminant solubility, corrosion potential, cost, and bond strength. The two down-selected cleaners were further evaluated with more intensive testing and evaluated using QFD techniques to assess suitability for cleaning RSRM case and nozzle surfaces in preparation for adhesive bonding.

This dissertation examines Lowi's theory in light of the experience of Congress and the Environmental Protection Agency (EPA) with the requirements of the Clean Air Act to prevent the significant deterioration of air quality in areas where air was already relatively clean. The history of the program to develop and carry out these requirements, known as PSD, is described in detail from its inception in the late 1960's through EPA's final regulations in 1980. Special attention is given to the actions taken by EPA after environmental groups successfully used the courts to force EPA to develop a PSD program in 1974, how Congress responded by amending the Clean Air Act in 1977, and the difficulties these amendments and subsequent additional court reviews caused for EPA.« less

The article is devoted to the development of a hardware-software complex for monitoring and controlling the process of air purification by means of a cyclone-separator. The hardware of this complex is the Arduino platform, to which are connected pressure sensors, air velocities, dustmeters, which allow monitoring of the main parameters of the cyclone-separator. Also, a frequency converter was developed to regulate the rotation speed of an asynchronous motor necessary to correct the flow rate, the control signals of which come with Arduino. The program part of the complex is written in the form of a web application in the programming language JavaScript and inserts into CSS and HTML for the user interface. This program allows you to receive data from sensors, build dependencies in real time and control the speed of rotation of an asynchronous electric drive. The conducted experiment shows that the cleaning efficiency is 95-99.9%, while the airflow at the cyclone inlet is 16-18 m/s, and at the exit 50-70 m/s.

Further, an air press configured for carrying the semipermeable membrane therethrough is provided, and the air press has pressurized air therein. The semipermeable membrane is conveyed through the air press and is subjected to the pressurized air within the air press. The pressurized air thereby flushes the cleaning fluid through the semipermeable membrane.

Under the federal Clean Air Act's New Source Review program, many companies located in or planning to locate in areas that do not meet federal air quality standards or in the Northeast Ozone Transport Region (northern Virginia to Maine) must obtain emission reductions (called offsets) of volatile organic compounds and nitrogen oxides that are greater than the new emissions that will be released. This offset requirement allows growth in industry while protecting air quality against deterioration. Despite the federal offset requirement, a formal banking and trading program is not mandated by the Clean Air Act Amendments of 1990. Still, amore » mechanism is needed to ensure that emission reduction credits (ERCs) are available for sources to use to meet the offset requirement. Currently, Maryland does not have regulations covering the sale or transfer of ERCs from one facility to another. Maryland works with industry on a case-by-case basis to identify potential sources of ERCs and to assist in obtaining them. Then, the offset requirement and the ERCs used to meet the offsets are incorporated into individual permits using various permitting mechanisms. Desiring certainty and stability in the banking and trading process, Maryland's business community has pressed for regulations to formalize Maryland's procedures. Working over several years through a stakeholder process, Maryland has developed concepts for a trading program and a draft regulation. This paper describes Maryland's current case-by-case banking and trading procedure and traces efforts to develop a regulation to formalize the process. The paper discusses complex policy issues related to establishing a banking and trading program, describes the principal elements of Maryland's draft regulation, and summarizes elements of other states' emissions banking and trading programs.« less

Since 1992 Brookhaven National Laboratory (BNL) and Pacific Northwest Laboratory (PNL), acting on behalf of the U.S. Department of Energy, executed the first stage of the Cracow Program of Energy Conservation and Clean Fossil Fuels, called also American-Polish Program of Actions for Elimination of Low Emission Sources in Cracow. The main contractor for BNL and PNL was the Cracow Development Office (BRK). The interest in improving the condition of Cracow air results from the fact that the standard for permissible air pollution was exceeded several times in Cracow and especially within the central part of the town. Therefore, air pollutionmore » appeared one of the most important problems that faced the municipal authorities. It followed from monitoring investigations that the high level of air pollutant concentration is caused by in-home coal-fired tile stoves operated in winter seasons and by coal- and coke-fired boiler houses simulated mainly in the central part of the town. Bonding labs at both MSFC and the northern Utah production plant prepare bond test specimens which simulate or witness the production of NASA's Reusable Solid Rocket Motor (RSRM). The current process for preparing the bonding surfaces employs 1,1,1-trichloroethane vapor degreasing, which simulates the current RSRM process. Government regulations (e.g., the 1990 Amendments to the Clean Air Act) have mandated a production phase-out of a number of ozone depleting compounds (ODC) including 1,1,1-trichloroethane. In order to comply with these regulations, the RSRM Program is qualifying a spray-in-air (SIA) precision cleaning process using Brulin 1990, an aqueous blend of surfactants. Accordingly, surface preparation prior to bonding process simulation test specimens must reflect the new production cleaning process. The Bonding Lab Statistical Process Control (SPC) program monitors the progress of the lab and its capabilities, as well as certifies the bonding technicians, by periodically preparing D6AC steel tensile adhesion panels with EA-91 3NA epoxy adhesive using a standardized process. SPC methods are then used to ensure the process is statistically in control, thus producing reliable data for bonding studies, and identify any problems which might develop. Since the specimen cleaning process is being changed, new SPC limits must be established. This report summarizes side-by-side testing of D6AC steel tensile adhesion witness panels and tapered double cantilevered beams (TDCBs) using both the current baseline vapor degreasing process and a lab-scale spray-in-air process. A Proceco 26 inches Typhoon dishwasher cleaned both tensile adhesion witness panels and TDCBs in a process which simulates the new production process. The tests were performed six times during 1995, subsequent statistical analysis of the data established new upper control limits (UCL) and lower control limits (LCL). The data also demonstrated that the new process was equivalent to the vapor degreasing process.

This report provides an overview of the work conducted by the EPA cookstove laboratory research team in Fiscal Year 2016. The report describes research and activities including (1) ISO standards development, (2) capacity building for international testing and knowledge centers, (3) laboratory assessments of cookstove systems, (4) journal publications, and (5) cookstove events. The U.S. Environmental Protection Agency’s (EPA’s) cookstove laboratory research program was first developed to assist the EPA-led Partnership for Clean Indoor Air and is now part of the U.S. Government’s commitment to the Global Alliance for Clean Cookstoves (the Alliance). Goals of the program are to: (1) support the development of testing protocols and standards for cookstoves through ISO (International Organization for Standardization) TC (Technical Committee) 285: Clean Cookstoves and Clean Cooking Solutions, (2) support the development of international Regional Testing and Knowledge Centers (many sponsored by the Alliance) for scientifically evaluating and certifying cookstoves to international standards, and (3) provide an independent source of data to Alliance partners. In 1990 the U.S. Congress passed Title IV of the Clean Air Act Amendments, which was intended to reduce the adverse effects of acid deposition by reducing emissions of the acid precursors,sulfur dioxide (SO2) and nitrogen oxides (Nox). Passage of Title IV was a response to the findings of a decade of research performed in large part through the National Acid Precipitation Assessment Program (NAPAP), which concluded that acid deposition posed a current and future threat to vulnerable forest and aquatic ecosystems [NAPAP, 1991].Now,with reauthorization of the 1990 Clean Air Act Amendments scheduled for 2000, Congress is considering several bills that would further reduce emissions to ensure the restoration of damaged ecosystems. Title IV requires a 10 million ton per year reduction in SO2 emissions below 1980 levels by 2010 and establishes a national cap of 8.95 million tons per year on utility emissions by 2010. Atmospheric sulfur deposition began to decline in the late 1970s as a result of energy conservation and provisions of the Clean Air Act of 1980. Since implementation of Phase I of Title IV in 1995, SO2 emissions have dropped from more than 20 million tons per year in the early 1990s to 18.3 million tons in 1995 [NAPAP, 1998].Consequently, reductions in atmospheric sulfur deposition have accelerated throughout the United States since 1995.

...EPA is approving a state implementation plan (SIP) revision submitted by the Wisconsin Department of Natural Resources on June 7, 2012, concerning the state's vehicle inspection and maintenance (I/M) program in southeast Wisconsin. The revision amends I/M program requirements in the active control measures portion of the ozone SIP to reflect changes that have been implemented at the state level since EPA fully approved the I/M program on August 16, 2001. The submittal also includes a demonstration under section 110(l) of the Clean Air Act (CAA) addressing lost emission reductions associated with the program changes.
The Clean Air Act is the law that defines EPA's responsibilities for protecting and improving the nation's air quality and the stratospheric ozone layer. The last major change in the law, the Clean Air Act Amendments of 1990, enacted in 1990 by Congress.
Section 612(c) of the Clean Air Act (CAA) requires the Agency to publish a list of acceptable and unacceptable substitutes for ozone-depleting substances (ODS). The SNAP program does not require that substitutes be risk- free to be found acceptable.

Pure Air`s Advanced Flue Gas Desulfurization (AFGD) Clean Coal Project has completed four highly successful years of operation at NIPSCO`s Bailly Station. As part of their program, Pure Air has concluded a six-part study of system performance. This paper summarizes the results of the demonstration program, including AFGD performance on coals ranging from 2.0--2.4% sulfur. The paper highlights novel aspects of the Bailly facility, including pulverized limestone injection, air rotary sparger for oxidation, wastewater evaporation system and the production of PowerChip{reg_sign} gypsum. Operations and maintenance which have led to the facility`s notable 99.47% availability record are also discussed. EPA is amending its Protocol Gas Verification Program (PGVP) and the minimum competency requirements for air emission testing (formerly air emission testing body requirements) to improve the accuracy of emissions data. EPA is also amending other sections of the Acid Rain Program continuous emission monitoring system regulations by adding and clarifying certain recordkeeping and reporting requirements, removing the provisions pertaining to mercury monitoring and reporting, removing certain requirements associated with a class-approved alternative monitoring system, disallowing the use of a particular quality assurance option in EPA Reference Method 7E, adding two incorporation by references that were inadvertently left out of the January 24, 2008 final rule, adding two new definitions, revising certain compliance dates, and clarifying the language and applicability of certain provisions.

Decades of intervention programs that replaced traditional biomass stoves with cleaner-burning technologies have failed to meet the World Health Organization (WHO) interim indoor air quality target of 35-μg m -3 for PM 2.5 . Many attribute these results to continued use of biomass stoves and poor outdoor air quality, though the relative impacts of these factors have not been empirically quantified. We measured 496 days of real-time stove use concurrently with outdoor and indoor air pollution (PM 2.5 ) in 150 rural households in Sichuan, China. The impacts of stove use patterns and outdoor air quality on indoor PM 2.5 were quantified. We also estimated the potential avoided cardiovascular mortality in southwestern China associated with transition from traditional to clean fuel stoves using established exposure-response relationships. Mean daily indoor PM 2.5 was highest in homes using both wood and clean fuel stoves (122 μg m -3 ), followed by exclusive use of wood stoves (106 μg m -3 ) and clean fuel stoves (semi-gasifiers: 65 μg m -3 ; gas or electric: 55 μg m -3 ). Wood stoves emitted proportionally higher indoor PM 2.5 during ignition, and longer stove use was not associated with higher indoor PM 2.5 . Only 24% of days with exclusive use of clean fuel stoves met the WHO indoor air quality target, though this fraction rose to 73% after subtracting the outdoor PM 2.5 contribution. Reduced PM 2.5 exposure through exclusive use of gas or electric stoves was estimated to prevent 48,000 yearly premature deaths in southwestern China, with greater reductions if local outdoor PM 2.5 is also reduced. Clean stove and fuel interventions are not likely to reduce indoor PM 2.5 to the WHO target unless their use is exclusive and outdoor air pollution is sufficiently low, but may still offer some cardiovascular benefits. The ongoing political battle over ethanol's role in federal clean fuels programs is heating up. The Senate passed an energy bill containing additional tax credits for ethanol, and the corn growers lobby last Wednesday called on the Administration to make a decision on the alcohol's place in reformulated gasoline by August 25. In late March, the Environment Protection Agency proposed a Clean Air Act reformulated gasoline oxygenate rule based on earlier negotiations that included the enthanol industry. The industry now says the rule, which is to take effect in 1995 in the nine cities with the worst ozone pollution, wouldmore » restrict gasoline blended with ethanol due to strict volatility requirements. Four powerful senators wrote a letter to EPA Administrator WIlliam K. Reilly protesting ethanol's de facto exclusion from the clean fuels initiative, charging that the Clean Air Act is being used as a methanol mandate at the expense of ethanol'. The energy bill passed by the Senate July 30 includes an amendment by Sen. Tom Daschle (D. SD) to extend the tax exemption enjoyed ten percent by ethanol gasoline blends to lower concentrations.« less

The Supersonic Gas-Liquid Cleaning System Research Project consisted mainly of a feasibility study, including theoretical and engineering analysis, of a proof-of-concept prototype of this particular cleaning system developed by NASA-KSC. The cleaning system utilizes gas-liquid supersonic nozzles to generate high impingement velocities at the surface of the device to be cleaned. The cleaning fluid being accelerated to these high velocities may consist of any solvent or liquid, including water. Compressed air or any inert gas is used to provide the conveying medium for the liquid, as well as substantially reduce the total amount of liquid needed to perform adequate surface cleaning and cleanliness verification. This type of aqueous cleaning system is considered to be an excellent way of conducting cleaning and cleanliness verification operations as replacements for the use of CFC 113 which must be discontinued by 1995. To utilize this particular cleaning system in various cleaning applications for both the Space Program and the commercial market, it is essential that the cleaning system, especially the supersonic nozzle, be characterized for such applications. This characterization consisted of performing theoretical and engineering analysis, identifying desirable modifications/extensions to the basic concept, evaluating effects of variations in operating parameters, and optimizing hardware design for specific applications.

The Clean Air Act ({open_quotes}CAA{close_quotes}) of 1990 was in many respects a major overhaul of the previous versions of the Clean Air Act although it retained most of the preexisting major programs such as the basic National Ambient Air Quality Standards ({open_quotes}NAAQS{close_quotes}) scheme, PSD, new source performance standards, regulation of toxic air pollutants, and the like. The 1990 Act strengthened the enforcement provisions of the Act by enhancing the enforcement powers of the Environmental Protection Agency ({open_quotes}EPA{close_quotes}) of {section}113. For example, the criminal enforcement provisions of {section}113 are expanded both in the range of punishment and in the kinds ofmore » activities which are subject to criminal enforcement. Particulate emission from diesel engines is one of the most important pollutants in urban areas. As a result, particulate emission control from urban bus diesel engines using particle filter technology is being evaluated at several locations in the US. A project entitled "Clean Diesel Air Quality Demonstration Program" has been initiated by the New York City Metropolitan Transit Authority (MTA) under the supervision of New York State Department of Environmental Conservation and with active participation from Johnson Matthey, Corning, Equilon, Environment Canada and RAD Energy. Under this program, several MTA transit buses with DDC Series 50 engines were equipped with Continuously Regenerating Technology (CRTTM) particulate filter systems and have been operated with ultra low sulfur diesel (<30 ppm S) in transit service in Manhattan since February 2000. These buses were evaluated over a 9-month period for durability and maintainability of the particulate filter. In addition, an extensive emissions testing program was carried out using transient cycles on a chassis dynamometer to evaluate the emissions reductions obtained with the particle filter. In this paper, the emissions testing data from the Clean Diesel Air Quality Demonstration Program are discussed in detail.
