Throughout the 1970s and 1980s the Soviet Union sold oil shipments to the member-states of the Council of Mutual Economic Assistance (CMEA) at a fraction of the world market price (wmp). Contrary to arguments made by previous scholars that it paid a subsidy, namely the difference between the wmp and the CMEA price, either as a reward for material contributions to Soviet foreign policy objectives or as a consequence of membership in a customs union, the Soviet Union provided subsidized oil shipments as a form of economic assistance in maintaining its hegemony. Using non-parametric statistical analysis of previous scholars' data and comparative case studies based on interviews of Soviet decision-makers and on archival research, this study shows that the Soviet Union acted as a hegemon, which created a protectionist trade regime, used oil policy as means of hegemonic maintenance. The CMEA, the embodiment of values espoused in the Soviet trade regime identified as "embedded supranationalism", stood as the institutional antithesis of a customs unions, which embodied the values of the Western liberal trade regime. Soviet leaders did not use oil subsidies or trade relations in general as means of calibrating CMEA member-states' domestic or foreign policy behavior. Soviet leaders used subsidized oil as a means of supporting East European national economic development with the ultimate goal of creating politically legitimate governments thereby ensuring political stability in its cordon sanitaire with the West.

An Effective Hybrid Evolutionary Algorithm for Solving the Numerical Optimization Problems

There are many different algorithms for solving complex optimization problems. Each algorithm has been applied successfully in solving some optimization problems, but not efficiently in other problems. In this paper the Cauchy mutation and the multi-parent hybrid operator are combined to propose a hybrid evolutionary algorithm based on the communication (Mixed Evolutionary Algorithm based on Communication), hereinafter referred to as CMEA. The basic idea of the CMEA algorithm is that the initial population is divided into two subpopulations. Cauchy mutation operators and multiple paternal crossover operators are used to perform two subpopulations parallelly to evolve recursively until the downtime conditions are met. While subpopulation is reorganized, the individual is exchanged together with information. The algorithm flow is given and the performance of the algorithm is compared using a number of standard test functions. Simulation results have shown that this algorithm converges significantly faster than FEP (Fast Evolutionary Programming) algorithm, has good performance in global convergence and stability and is superior to other compared algorithms.

The Combat Methamphetamine Epidemic Act of 2005 (CMEA) requires DEA to collect from importers of ephedrine, pseudoephedrine, and phenylpropanolamine all information known to the importer on the foreign chain of distribution of the chemical from the manufacturer to the importer. This paper explores the dynamics of health and health care in Cuba during a period of severe crisis by placing it within its economic, social, and political context using a comparative historical approach. It outlines Cuban achievements in health care as a consequence of the socialist transformations since 1959, noting the full commitment by the Cuban state, the planned economy, mass participation, and a self-critical, working class perspective as crucial factors. The roles of two external factors, the U.S. economic embargo and the Council of Mutual Economic Cooperation (CMEA), are explored in shaping the Cuban society and economy, including its health care system. It is argued that the former has hindered health efforts in Cuba. The role of the latter is more complex. While the CMEA was an important source for economic growth, Cuban relations with the Soviet bloc had a damaging effect on the development of socialism in Cuba. The adoption of the Soviet model of economic development fostered bureaucracy and demoralization of Cuban workers. As such, it contributed to two internal factors that have undermined further social progress including in health care: low productivity of labor and the growth of bureaucracy. While the health care system is still consistently supported by public policy and its structure is sound, economic crisis undermines its material and moral foundations and threatens its achievements. The future of the current Cuban health care system is intertwined with the potentials for its socialist development.

Using charge modulated electroabsorption spectroscopy (CMEAS), for the first time, the energy level alignment of a polymer:fullerene bulk heterojunction photovoltaic cell is directly measured. The charge-transfer excitons generated by the sub-bandgap optical pumping are coupled with the modulating electric field and introduce subtle changes in optical absorption in the sub-bandgap region. The recently identified type VI secretion system (T6SS) of proteobacteria has been shown to promote pathogenicity, competitive advantage over competing microorganisms, and adaptation to environmental perturbation. By detailed phenotypic characterization of loss-of-function mutants, in silico, in vitro and in vivo analyses, we provide evidence that the enteric pathogen, Campylobacter jejuni, possesses a functional T6SS and that the secretion system exerts pleiotropic effects on two crucial processes--survival in a bile salt, deoxycholic acid (DCA), and host cell adherence and invasion. The expression of T6SS during initial exposure to the upper range of physiological levels of DCA (0.075%-0.2%) was detrimental to C. jejuni proliferation, whereas down-regulation or inactivation of T6SS enabled C. jejuni to resist this effect. The C. jejuni multidrug efflux transporter gene, cmeA, was significantly up-regulated during the initial exposure to DCA in the wild type C. jejuni relative to the T6SS-deficient strains, suggesting that inhibition of proliferation is the consequence of T6SS-mediated DCA influx. A sequential modulation of the efflux transporter activity and the T6SS represents, in part, an adaptive mechanism for C. jejuni to overcome this inhibitory effect, thereby ensuring its survival. C. jejuni T6SS plays important roles in host cell adhesion and invasion as T6SS inactivation resulted in a reduction of adherence to and invasion of in vitro cell lines, while over-expression of a hemolysin co-regulated protein, which encodes a secreted T6SS component, greatly enhanced these processes. When inoculated into B6.129P2-IL-10(tm1Cgn) mice, the T6SS-deficient C. jejuni strains did not effectively establish persistent colonization, indicating that T6SS contributes to colonization in vivo. Taken together, our data demonstrate the importance of bacterial T6SS in host cell adhesion, invasion, colonization and, for the first time to our knowledge, adaptation to DCA, providing new insights into the role of T6SS in C. jejuni pathogenesis.
Trends in atmospheric heavy metals abundances over the Russian part of EMEP region in 1990-2012

The European part of Russia is covered by two atmospheric environment monitoring networks established in the 1970s-1980s to monitor and evaluate anthropogenic pollution of regional/background natural environment. These are EMEP - European Monitoring and Evaluation Program of transboundary atmospheric pollutant transmission (under the UN ECE Convention on Long-Range Transboundary Air Pollution) and IBMoN - Integrated Background Monitoring Network of environmental toxic pollution (prior to 1990 under the UNEP/GEMS supervision, mostly for East European countries). IGCE laboratories operate as analytical centers for both networks. Historically, IBMoN was partly implemented at EMEP sites to support this international program with additional (optional) data. IBMoN datasets were selected for analysis of atmospheric heavy metal trends in the Russian territory of EMEP region for the last twenty three years due to more intensive operation up to now [1, 2]. Atmospheric heavy metals are collected at the remote sites with the air samples of atmospheric aerosols deposited on Petryanov's cellulose acetate filters through high-volume pumping during 24 hours. To measure lead and cadmium content, filters are transferred into the solution to determine total amounts by the Atomic Absorption Spectroscopy (AAS) with flameless atomization. Precipitation samples (collected monthly with acidic preserving) are directly injected into the AAS detection module after filtering. The sampling procedure, special processing and analytical techniques allow us to measure concentrations at substantially low levels [3, 2]. In this study we investigate the long term trends of lead and cadmium in air and precipitation at two stations, viz. Astrakhan Biosphere Reserve (46°N, 49°E) and Danki (Oka-Terrace Biosphere Reserve, 54.9°N, 37.8°E). Following the EMEP general recommendations, the evaluation was done for two continuous periods covering 1990-2001 and 2002-2012, respectively. We apply the common methodology recommended by WMO/EMEP Task Force for trend evaluation, implemented in software developed and distributed by EMEP [4]. This methodology allows approximation of apparent trends using the superposition of the exponential (main) and residual components obtained using the ad hoc trend regression model. We further use so-called reduction parameters to investigate quantitatively the nature of trends: The total over the period (Rtot) and annual average (Rave), with the latter corresponding to increasing trend at negative values. Overall, temporal tendencies of airborne cadmium and lead demonstrate similar behaviour, however on top of different average concentration levels. For both species our analysis confirms the increase in air and precipitation abundances at the regional and remote sites over the European part of Russia for the period of 2002-2012. References: 1.
