This paper identifies and discusses specific applications of the optical transmission technology to various Command Control and Communications (C3) systems. Candidate C3 systems will first be identified and discussed briefly. These will include: 407L/485L Tactical Air Defense Systems (USAF) TAOC-85 Tactical Air Operations Central (USMC) SACDIN Strategic Air Command Digital Integrated Network (USAF) MX-C3 Missile "X" Command Control Communications Network The first tr are classified as tactical C3 systems while the latter two are classified as strategic C systems. Potential optical applications will be identified along with the benefits derived. Each application will be discussed with key parameters, cost performance benefits, potential problem areas, time frame for development identified.

The NASA Advisory Council Task Force on the Shuttle-Mir rendezvous and docking convened on May 24 and 25, 1994. Based on the meetings, the Task Force made the following recommendations: at a minimum, the mission commander and payload commander for all subsequent Shuttle-Mir missions should be named at least 18 months in advance of the scheduled launch date; in order to derive early operational experience in advance of the first Mir docking mission, the primary objective of STS-63 should be Mir rendezvous and proximity operations; and if at all possible, the launch date for STS-63 should be moved forward.

A document describes a system of processes involved in planning, commanding, and monitoring operations of the rovers Spirit and Opportunity of the Mars Exploration Rover mission. The system is designed to minimize command turnaround time, given that inherent uncertainties in terrain conditions and in successful completion of planned landed spacecraft motions preclude planning of some spacecraft activities until the results of prior activities are known by the ground-based operations team. The processes are partitioned into those (designated as tactical) that must be tied to the Martian clock and those (designated strategic) that can, without loss, be completed in a more leisurely fashion. The tactical processes include assessment of downlinked data, refinement and validation of activity plans, sequencing of commands, and integration and validation of sequences. Strategic processes include communications planning and generation of long-term activity plans. The primary benefit of this partition is to enable the tactical portion of the team to focus solely on tasks that contribute directly to meeting the deadlines for commanding the rover s each sol (1 sol = 1 Martian day) - achieving a turnaround time of 18 hours or less, while facilitating strategic team interactions with other organizations that do not work on a Mars time schedule.

Large, functional, disaster exercises are expensive to plan and execute, and often are difficult to evaluate objectively. Command and control in disaster medicine organizations can benefit from objective results from disaster exercises to identify areas that must be improved. The objective of this pilot study was to examine if it is possible to use performance indicators for documentation and evaluation of medical command and control in a full-scale major incident exercise at two levels: (1) local level (scene of the incident and hospital); and (2) strategic level of command and control. Staff procedure skills also were evaluated. Trained observers were placed in each of the three command and control locations. These observers recorded and scored the performance of command and control using templates of performance indicators. The observers scored the level of performance by awarding 2, 1, or 0 points according to the template and evaluated content and timing of decisions. Results from 11 performance indicators were recorded at each template and scores greater than 11 were considered as acceptable. Prehospital command and control had the lowest score. This also was expressed by problems at the scene of the incident. The scores in management and staff skills were at the strategic level 15 and 17, respectively; and at the hospital level, 17 and 21, respectively. It is possible to use performance indicators in a full-scale, major incident exercise for evaluation of medical command and control. The results could be used to compare similar exercises and evaluate real incidents in the future.

The goal of the Full Mission Sim was to examine the effects of different command and control interfaces on UAS pilots' ability to respond to ATC commands and traffic advisories. Results suggest that higher levels of automation (i.e., waypoint-to-waypoint control interfaces) lead to longer initial response times and longer edit times. The findings demonstrate the importance of providing pilots with interfaces that facilitate their ability to get back "in the loop."

Sexual violence is of special concern in New Mexico because of the presence of large priority populations in which its prevalence is high. This article describes a 3-component approach to developing a strategic plan to prevent sexual violence in the state that consisted of an advisory group, subject matter experts, and focus groups from geographically and demographically diverse communities. Both common and community-specific themes emerged from the focus groups and were included in the strategic plan. By incorporating community needs and experiences, this approach fosters increased investment in plan implementation.

A system of programs developed to aid in the design and development of the command/response protocol between a parallel jaw end effector and the strategic planner program controlling it are presented. The system executes concurrently with the LISP controlling program to generate a graphical image of the end effector that moves in approximately real time in response to commands sent from the controlling program. Concurrent execution of the simulation program is useful for revealing flaws in the communication command structure arising from the asynchronous nature of the message traffic between the end effector and the strategic planner. Software simulation helps to minimize the number of hardware changes necessary to the microprocessor driving the end effector because of changes in the communication protocol. The simulation of other actuator devices can be easily incorporated into the system of programs by using the underlying support that was developed for the concurrent execution of the simulation process and the communication between it and the controlling program.

Biotechnology has an increasingly extensive use for military purposes. With the upcoming age of biotechnology, military operations are depending more on biotechnical methods. Judging from the evolving law of the theory of command, the command of biotechnology is feasible and inevitable. The report discusses some basic characteristics of modern theories of command, as well as the mature possibility of the command theory of military biotechnology. The evolution of the command theory is closely associated with the development of military medicine. This theory is expected to achieve successes in wars in an ultramicro, nonlethal, reversible, and merciful way and will play an important role in biotechnological identification and orientation, defense and attack, and the maintenance of fighting powers and biological monitoring. The command of military biotechnology has not become a part of the virtual military power yet, but it is an exigent strategic task to construct and perfect this theory.

Experimental Evaluation of CTAS/FMS Integration in TRACON Airspace

A CTAS/FMS integration project at Ames Research Center addresses extensions to the CTAS air traffic management concept, among them the introduction of arrival routes specially designed for the use with a Flight Management System. These FMS arrival routes shall allow for the use of the INS' lateral and vertical navigation capabilities throughout the arrival until final approach. For the use in this project CTAS controller support tools that compliment the concept have been created. These tools offer controllers access to CTAS' prediction and planning capabilities in terms of speed and route advisories. The objective is to allow for a more strategic way of controlling aircraft. Expected benefits are an increase in arrival rate and a reduction of average travel times through TRACER airspace. A real time simulation is being conducted at Ames to investigate how FMS arrivals and approach transitions - with and without the support of CTAS tools - effect the flow of arriving traffic within TRACER airspace and the controllers' task performance. Four conditions will be investigated and compared to today's technique of controlling traffic with tactical vectoring: 1. FMS arrivals and approach transitions are available for controllers to issue to equipped aircraft - traffic permitting; 2. Speed advisories that match CTAS' runway balancing and sequencing plan are displayed to Feeder controllers; 3. Approach transition advisories (e.g., location of the base turn point) are displayed to Final controllers for tactical clearances ("Turn base now"); and 4. Approach transition advisories (voice and data link) are generated by CTAS and displayed to final controllers for strategic voice clearances ("Turn base five miles after waypoint xyz") or prepared in terms of a trajectory description for strategic data link clearance. Scenarios used in the study will represent current traffic and vary in density of arriving traffic and the kind and mix of equipage of arriving aircraft. Data will be collected from experiment runs with active TRACON controllers on the final approach spacing, the aircraft's speed profiles, the controllers interaction with CTAS tools, and number and timing of pilot controllers communications under the described conditions.

Command, control, communications, and intelligence (C(3)l) for nuclear forces are essential elements in the deterrence of nuclear war. The present C(3)l) system has vulnerabilities associated with its reliability, survivability, and endurance under attack, thereby weakening deterrence by increasing the ambiguity in our capabilities. Development of a reliable and enduring C(3)l) system would reduce this ambiguity. Its reliable, positive control of nuclear forces would give the national leadership more time to assess situations, ensure discriminate retaliation, and improve our ability to manage crises in general. These capabilities could help to stop a war rapidly should one start. A reliable and enduring C(3)1) system will be needed for a long time to come, even if a freeze on strategic nuclear forces is accomplished or other arms control successes achieved. Indeed, C(3)l) may be the best source today of confidence-building measures to reduce tensions and the threat of nuclear catastrophe.

Collaborating for Climate Education WeekEarth Day Network (EDN) developed Climate Education Week toolkit, a turnkey online resource for grades K-12 that provided teachers with everything they needed to deliver lessons, activities, contests, and service learning projects that related to climate science during Climate Education Week (April 18-25). EDN assembled an Advisory Group to develop the survey, lesson plans and activities, and resources. The Advisory Group consisted of experts and partners in environmental education, including representatives from other government and non-governmental organizations working with the White House on Climate Education, as well as educators in our Educator's Network. EDN's Climate Education Week Advisory Board brought together top academics and major stakeholders in climate education throughout the development and outreach processes. The Advisory Board included representatives from the Alliance for Climate Education (ACE), The CLEAN Network, NOAA, The Department of Energy, and NASA. The representatives from the board helped to identify and streamline the most effective and necessary lesson plans, strategic themes to maintain throughout the toolkit, and avenues for increased outreach. EDN also partnered with Connect4Climate, PBS's Plum Landing, Young Voices of Climate Change, FEMA, and The Wild Center to develop content and to broaden the reach of the toolkit. Each of the seven days had a different theme that addressed a specific climate education topic, with highlighted activities and resources for elementary, middle and high school levels. The toolkit provided educators with a comprehensive view of climate change—beginning with the science, the anthropogenic causes, and societal impacts and then providing solutions, ways to take action, and the green economy transition. This online resource connected educators to a network of effective resources from our partners, all of which saw a significant uptick in their online viewership. Using the highly recognized Earth Day platform, the high level of involvement from partners and Advisory Board members, and EDN's ever-growing network, EDN had the ability to reach thousands of educators and students, and further the climate conversation.

Stratway is a strategic conflict detection and resolution program. It provides both intent-based conflict detection and conflict resolution for a single ownship in the presence of multiple traffic aircraft and weather cells defined by moving polygons. It relies on a set of heuristic search strategies to solve conflicts. These strategies are user configurable through multiple parameters. The program can be called from other programs through an application program interface (API) and can also be executed from a command line.

Information format can influence the extent to which target audiences understand and respond to risk-related information. This study examined four elements of risk information presentation format. Using printed materials, we examined target audience perceptions about: (a) reading level; (b) use of diagrams vs. text; (c) commanding versus cajoling tone; and (d) use of qualitative vs. quantitative information presented in a risk ladder. We used the risk communication topic of human health concerns related to eating noncommercial Great Lakes fish affected by chemical contaminants. Results from the comparisons of specific communication formats indicated that multiple formats are required to meet the needs of a significant percent of anglers for three of the four format types examined. Advisory text should be reviewed to ensure the reading level is geared to abilities of the target audience. For many audiences, a combination of qualitative and quantitative information, and a combination of diagrams and text may be most effective. For most audiences, a cajoling rather than commanding tone better provides them with the information they need to make a decision about fish consumption. Segmenting audiences regarding information needs and communication formats may help clarify which approaches to take with each audience.

National emergencies and strategic crises come in all forms and sizes ranging from natural disasters at one end of the scale up to and including global nuclear warfare at the other. Since the early 1960s the U.S. Government has spent billions of dollars fielding airborne command posts to ensure continuity of government and the command and control function during times of theater conventional, theater nuclear, and global nuclear warfare. Unfortunately, cost has prevented the extension of the airborne command post technology developed for these relatively unlikely events to the lower level, though much more likely to occur, crises such as natural disasters, terrorist acts, political insurgencies, etc. This thesis proposes the implementation of an economical airborne command post concept to address the wide variety of crises ignored by existing military airborne command posts. The system is known as the Quick Response Airborne Command Post (QRAC Post) and is based on the exclusive use of commercially owned and operated aircraft, and commercially available automated data processing and communications resources. The thesis addresses the QRAC Post concept at a systems level and is primarily intended to demonstrate how current technology can be exploited to economically achieve a national objective.

Embedded CLIPS for SDI BM/C3 simulation and analysis

Nichols Research Corporation is developing the BM/C3 Requirements Analysis Tool (BRAT) for the U.S. Army Strategic Defense Command. BRAT uses embedded CLIPS/Ada to model the decision making processes used by the human commander of a defense system. Embedding CLlPS/Ada in BRAT allows the user to explore the role of the human in Command and Control (C2) and the use of expert systems for automated C2. BRAT models assert facts about the current state of the system, the simulated scenario, and threat information into CLIPS/Ada. A user-defined rule set describes the decision criteria for the commander. We have extended CLIPS/Ada with user-defined functions that allow the firing of a rule to invoke a system action such as weapons release or a change in strategy. The use of embedded CLIPS/Ada will provide a powerful modeling tool for our customer at minimal cost.

The vaccine landscape has changed considerably over the last decade with many new vaccines and technological developments, unprecedented progress in reaching out to children and the development of new financing mechanisms. At the same time, there are more demands and additional expectations of national policy makers, donors and other interested parties for increased protection through immunization. The Global Immunization Vision and Strategy (GIVS), which broadens the previous scope of immunization efforts, sets a number of goals to be met by countries. The WHO has recently reviewed and adjusted both its policy making structure and processes for vaccines and immunization to include an enlarged consultation process to generate evidence-based recommendations, thereby ensuring the transparency of the decision making process and improving communications. This article describes the process of development of immunization policy recommendations at the global level and some of their impacts. It focuses on the roles and modes of operating of the Strategic Advisory Group of Experts on immunization, which is the overarching advisory group involved with the issuance of policy recommendations, monitoring and facilitating the achievement of the GIVS goals. The article also describes the process leading to the publication of WHO vaccine position papers, which provide WHO recommendations on vaccine use. WHO vaccine-related recommendations have become a necessary step in the pathway to the introduction and use of vaccines, especially in developing countries and, consequently, have a clear and significant impact.

National Security Space (NSS) presents multi-faceted S and T challenges. We must continually innovate enterprise and information management; provide decision support; develop advanced materials; enhance sensor technology; transform communication technology; develop advanced propulsion and resilient space architectures and capabilities; and enhance multiple additional S and T domains. These challenges are best met by leveraging advanced S and T research and technology development from a number of DoD agencies and civil agencies such as NASA. The authors of this paper have engaged in these activities since 2006 and over the past decade developed multiple strategic S and T relationships. This paper highlights the Office of the Space Missile Systems Center (SMC) Chief Scientist (SMC/ST) collaboration with the NASA Office of Chief Technologist (NASA OCT), which has multiple S and T activities that are relevant to NSS. In particular we discuss the development of the Technology Roadmaps that benefit both Civil Space and NSS. Our collaboration with NASA OCT has been of mutual benefit to multiple participants. Some of the other DoD components include the Defense Advanced Research Projects agency (DARPA), Air Force Research Laboratory (AFRL), Naval Research Laboratory (NRL), The USAF Office of Chief Scientist, the USAF Science Advisory Board (SAB), Space and Naval Warfare Systems Command (SPAWAR), and a number of other services and agencies. In addition, the human talent is a key enabler of advanced S and T activities; it is absolutely critical to have a strong supply of talent in the fields of Science Technology, Engineering, and Mathematics (STEM). Consequently, we continually collaborate with the USAF Institute of Technology (AFIT), other service academies and graduate schools, and other universities and colleges. This paper highlights the benefits that result from such strategic S and T partnerships and recommends a way forward that will continually build upon these achievements into the future.

Statewide efforts and partnerships were used for nursing workforce development to address the nursing shortage in Texas. A statewide strategic action plan was developed where partnerships and collaboration were the key components. One of the most important outcomes of these statewide partnerships was the passage of the Nursing Shortage Reduction Act 2001. Through this legislation, the Texas Center for Nursing Workforce Studies and its advisory committee were established. This article describes how a statewide infrastructure for nursing workforce policy and legislative and regulatory processes were further developed. An overview is provided on the contributions made by the organizations involved with these strategic partnerships. The ingredients for establishing successful, strategic partnerships are also identified. It is hoped that nursing and health care leaders striving to address the nursing shortage could consider statewide efforts such as those used in Texas to develop nursing workforce policy and legislation.

In the global nursing community, schools of nursing are increasingly developing initiatives and networks across national boundaries. This article describes the process undertaken at a school of nursing to determine its global health priorities and develop a program of global initiatives for nursing education. A series of meetings were held to determine faculty global activities and gauge interest in designing a 5-year strategic plan for the program. A volunteer Strategic Planning Work-group was convened to formalize a mission, vision, and strategic plan for the program, which were presented to, refined by, and vetted by an advisory board and the faculty at large. We recommend this process to schools committed to developing or expanding a program dedicated to global initiatives and a global perspective in educational planning. Involving stakeholders, building on current strengths, and aligning with mission and vision are essential elements for developing a meaningful program of global initiatives for nursing education. The President's Blue Ribbon Commission on Defense Management has recommended that the military should make greater use of off-the-shelf components, systems, and services (also know as Non-Developmental Items or NDI). This recommendation, if blindly implemented, could have an adverse impact on the survivability of critical command, control, and communications assets. The study evaluates how the electromagnetic pulse (EMP) survivability of a strategic, time-urgent, fixed, ground-based, Command, Control, and Communications (C3) facility would be impacted by the use of off-the-shelf C3 equipments. The study concludes that to have a quantifiable measure of confidence in the facility's EMP survivability, the piece of off-the-shelf equipment under consideration will first have to be subjected to some degree of EMP testing.

Researchers have been exploring geoengineering because Anthropogenic GHG emissions could drive the globe towards unihabitability for people, wildlife and vegetation. Potential global deployment of these technologies is inherently strategic. For example, solar radiation management to reflect more sunlight might be strategically useful during a period of time where the population completes an effort to cease emissions and carbon removal technologies might then be strategically deployed to move the atmospheric concentrations back to a safer level. Consequently, deployment of these global technologies requires the ability to think and act strategically on the part of the planet's governments. Such capacity most definitely does not exist today but it behooves scientists and engineers to be involved in thinking through how global command might develop because the way they do the research could support the development of a capacity to deploy intervention rationally -- or irrationally. Internationalizing research would get countries used to working together. Organizing the research in a step-wise manner where at each step scientists become skilled at explaining what they have learned, the quality of the information they have, what they don't know and what more they can do to reduce or handle uncertainty, etc. Such a process can increase societal confidence in being able to make wise decisions about deployment. Global capacity will also be enhanced if the sceintific establishment reinvents misssion driven research so that the programs will identify the systemic issues invovled in any proposed technology and systematically address them with research while still encouraging individual creativity. Geoengineering will diverge from climate science in that geoengineering research needs to design interventions for some publically desirable goal and investigates whether a proposed intervention will acheive desired outcomes. The effort must be a systems-engineering design problem with public engagement about the goals of intervention. The research enterprise alone cannot ensure wise global governance of climate strategy, but making the science highly tranparent and coherent in a way that ensures public interest will improve the chances for effective global climate action.

In addition to cooperative dynamic control, the system incorporates real time vision feedback, a novel programming technique, and a graphical high level user interface. By focusing on the vertical integration problem, not only these subsystems are examined, but also their interfaces and interactions. The control system implements a multi-level hierarchical structure; the techniques developed for operator input, strategic command, and cooperative dynamic control are presented. At the highest level, a mouse-based graphical user interface allows an operator to direct the activities of the system. Strategic command is provided by a table-driven finite state machine; this methodology provides a powerful yet flexible technique for managing the concurrent system interactions. The dynamic controller implements object impedance control; an extension of Nevill Hogan's impedance control concept to cooperative arm manipulation of a single object. Experimental results are presented, showing the system locating and identifying a moving object catching it, and performing a simple cooperative assembly. Results from dynamic control experiments are also presented, showing the controller's excellent dynamic trajectory tracking performance, while also permitting control of environmental contact force.

Surface operations at airports in the US are based on tactical operations, where departure aircraft primarily queue up and wait at the departure runways. NASA's Spot And Runway Departure Advisor (SARDA) tool was developed to address these inefficiencies through Air Traffic Control Tower advisories. The SARDA system is being updated to include collaborative gate hold, either tactically or strategically. This paper presents the results of the human-in-the-loop evaluation of the tactical gate hold version of SARDA in a 360 degree simulated tower setting. The simulations were conducted for the east side of the Dallas/Fort Worth airport. The new system provides gate hold, ground controller and local controller advisories based on a single scheduler. Simulations were conducted with SARDA on and off, the off case reflecting current day operations with no gate hold. Scenarios based on medium (1.2x current levels) and heavy (1.5x current levels) traffic were explored. Data collected from the simulation was analyzed for runway usage, delay for departures and arrivals, and fuel consumption. Further, Traffic Management Initiatives were introduced for a subset of the aircraft. Results indicated that runway usage did not change with the use of SARDA, i.e., there was no loss in runway throughput as compared to baseline. Taxiing delay was significantly reduced with the use of advisory by 45% in medium scenarios and 60% in heavy. Arrival delay was unaffected by the use of advisory. Total fuel consumption was also reduced by 23% in medium traffic and 33% in heavy. TMI compliance appeared unaffected by the advisory

There are more vaccines in development, against a greater number of pathogens, than ever before. A challenge with this exceptional level of activity and investment is how to select and resource the most promising approaches to have the most significant impact on public health. The WHO Product Development for Vaccines Advisory Committee (PDVAC) was established in 2014 to provide strategic advice and recommendations to WHO for vaccines in clinical development that could have a significant impact on public health in low and middle income countries. On 7-9th September 2015, PDVAC was convened for the second time, when the committee reviewed vaccine developments in 24 disease areas. Currently, Ambient Water Quality Criteria (AWQC) for aquatic life protection are derived according to the Guidelines for Derivation of Ambient Water Quality Criteria for the Protection of Aquatic Life and Their Uses, published in 1985. To ensure that AWQC are derived from the best available science, Office of Water assessed the need to update the Guidelines and identified issues that should be addressed in the revisions. In December 2002, EPA's Science Advisory Board concurred with EPA's assessment of the need to update the Guidelines as well as with the issues EPA identified to address. Updating the Guidelines is a Priority Strategic Action included in OST's Strategy for Water Quality Standards and Criteria (Next Priority Strategic Action #1). To revise existing methodology for deriving ambient water quality criteria for the protection of aquatic life.

From 2010 to 2030, the number of instrument flight rules aircraft operations handled by Federal Aviation Administration en route traffic centers is predicted to increase from approximately 39 million flights to 64 million flights. The projected growth in air transportation demand is likely to result in traffic levels that exceed the abilities of the unaided air traffic controller in managing, separating, and providing services to aircraft. Consequently, the Federal Aviation Administration, and other air navigation service providers around the world, are making several efforts to improve the capacity and throughput of existing airspaces. Ultimately, the stated goal of the Federal Aviation Administration is to triple the available capacity of the National Airspace System by 2025. In an effort to satisfy air traffic demand through the increase of airspace capacity, air navigation service providers are considering the inclusion of advisory conflict-detection and resolution systems. In a human-in-the-loop framework, advisory conflict-detection and resolution decision-support tools identify potential conflicts and propose resolution commands for the air traffic controller to verify and issue to aircraft. A number of researchers and air navigation service providers hypothesize that the inclusion of combined conflict-detection and resolution tools into air traffic control systems will reduce or transform controller workload and enable the required increases in airspace capacity. In an effort to understand the potential workload implications of introducing advisory conflict-detection and resolution tools, this thesis provides a detailed study of the conflict event process and the implementation of conflict-detection and resolution algorithms. Specifically, the research presented here examines a metric of controller taskload: how many resolution commands an air traffic controller issues under the guidance of a conflict-detection and resolution decision-support tool. The goal of the research is to understand how the formulation, capabilities, and implementation of conflict-detection and resolution tools affect the controller taskload (system demands) associated with the conflict-resolution process, and implicitly the controller workload (physical and psychological demands). Furthermore this thesis seeks to establish best practices for the design of future conflict-detection and resolution systems. To generalize conclusions on the conflict-resolution taskload and best design practices of conflict-detection and resolution systems, this thesis focuses on abstracting and parameterizing the behaviors and capabilities of the advisory tools. Ideally, this abstraction of advisory decision-support tools serves as an alternative to exhaustively designing tools, implementing them in high-fidelity simulations, and analyzing their conflict-resolution taskload. Such an approach of simulating specific conflict-detection and resolution systems limits the type of conclusions that can be drawn concerning the design of more generic algorithms. In the process of understanding conflict-detection and resolution systems, evidence in the thesis reveals that the most effective approach to reducing conflict-resolution taskload is to improve conflict-detection systems. Furthermore, studies in the this thesis indicate that there is significant exibility in the design of conflict-resolution algorithms.

This study provides an examination of approaches to United States Government (USG) resourcing interventions on a national scale that enhance psychology support capabilities in the Special Operations Forces (SOF) community. A review of Congressional legislation and resourcing trends in the form of authorizations and appropriations since 2006 demonstrates how Congress supported enhanced psychology support capabilities throughout the Armed Forces and in SOF supporting innovative command interests that address adverse affects of operations tempo behavioral effects (OTBE). The formulation of meaningful metrics to address SOF specific command interests led to a personnel tempo (PERSTEMPO) analysis in response to findings compiled by the Preservation of the Force and Families (POTFF) Task Force. The review of PERSTEMPO data at subordinate command and unit levels enhances the capability of SOF leaders to develop policy and guidance on training and operational planning that mitigates OTBE and maximizes resourcing authorizations. A major challenge faced by the DoD is in providing behavioral healthcare that meets public and legislative demands while proving suitable and sustainable at all levels of military operations: strategic, operational, and tactical. Current legislative authorizations offer a mechanism of command advocacy for resourced multi-functional program development that enhances psychology support capabilities while reinforcing SOF readiness and performance. 2012.

The deterrence of armed aggression against the United States, its vital national interests, or its allies has moved beyond the requirements of conventional force deterrence. The proliferation of nuclear, biological, and chemical (NBC) weapons requires a new strategy to ensure effective deterrence against their use by regional states that could not win in a conventional conflict with the United States. Because proliferation has expanded to a number of regional actors, a single strategy is unlikely to be sufficient in deterring states with varied motivations, and social, economic, religious, cultural, and political backgrounds. The Unified Commands-principally the Pacific, Central and Europeanmore » Commands- provide a ready-made framework in which general U.S. deterrence strategies can be tailored to each proliferant state While the Unified Commands would shape the individual deterrence strategies, the national command authority (NCA) would retain control of key decisions. This paper proposes a new departure pushback decision-support tool (DST) for airport ramp-tower controllers. It is based on NASA's Spot and Runway Departure Advisor (SARDA) collaborative decision-making concept, except with the modification that the gate releases now are controlled by tactical pushback (or gate-hold) advisories instead of strategic pre-assignments of target pushback times to individual departure flights. The proposed ramp DST relies on data exchange with the airport traffic control tower (ATCT) to coordinate pushbacks with the ATCT's flow-management intentions under current operational constraints, such as Traffic Management Initiative constraints. Airlines would benefit in reduced taxi delay and fuel burn. The concept was evaluated in a human-in-the-loop simulation experiment with current ramp-tower controllers at the Charlotte Douglas International Airport as participants. The results showed that the tool helped reduce taxi time by one minute per flight and overall departure flight fuel consumption by 10-12% without reducing runway throughput. Expect Departure Clearance Time (EDCT) conformance also was improved when advisories were provided. These benefits were attained without increasing the ramp-tower controllers' workload. Additionally, the advisories reduced the ATCT controllers' workload.
