    This report was prepared in response to a written request from the City of Vallejo, California, to the U.S. Geological Survey (USGS). By letter of October 4, 2002, the City requested that the USGS "provide advice to the City’s LNG Health and Safety Committee on its review of a potential liquid natural gas project" on the southern portion of Mare Island. The City specifically requested that the USGS advise the committee on potential hazards including fault rupture, earthquake ground motion, soil failure during earthquakes, tsunami and seiche, and landslides. The City requested that the USGS: (1) comment on these hazards, (2) describe its degree of confidence in its opinions, and (3) describe the scope of additional studies that will be needed if the City enters into an agreement with project sponsors. Advice was also requested on the selection of the safe shutdown and operating basis earthquakes as specified in the NFPA 59A standard (NFPA, 2001). This review of published reports and other publicly available information indicates that all of the hazards on which the USGS was asked to comment should be considered for the proposed project on the southern portion of Mare Island. Available information differs greatly for each of these potential hazards, and adequate understanding for design will require detailed site-specific investigations.

A variety of activities are underway that will simplify procedures and reduce paperwork, modify existing regulations to make them more workable and cost effective, and control new wastes and new processes. The purpose of this notice is to inform the public of these activities and invite comments on the general approaches being taken.

    Natural hazards (earthquakes, floods, hurricanes, landslides, meteors, space weather, tornadoes, volcanoes, and other geophysical phenomena) are an integral component of our dynamic planet. These can have disastrous effects on vulnerable communities and ecosystems. By understanding how and where hazards occur, what causes them, and what circumstances increase their severity, we can develop effective strategies to reduce their impact. In practice, mitigating hazards requires addressing issues such as real-time monitoring and prediction, emergency preparedness, public education and awareness, post-disaster recovery, engineering, construction practices, land use, and building codes. Coordinated approaches involving scientists, engineers, policy makers, builders, lenders, insurers, news media, educators, relief organizations, and the public are therefore essential to reducing the adverse effects of natural hazards.

  7. The small-scale treatability study sample exemption

    In 1981, the Environmental Protection Agency (EPA) issued an interim final rule that conditionally exempted waste samples collected solely for the purpose of monitoring or testing to determine their characteristics or composition'' from RCRA Subtitle C hazardous waste regulations. This exemption (40 CFR 261.4(d)) apples to the transportation of samples between the generator and testing laboratory, temporary storage of samples at the laboratory prior to and following testing, and storage at a laboratory for specific purposes such as an enforcement action. However, the exclusion did not include large-scale samples used in treatability studies or other testing at pilot plants ormore » other experimental facilities. As a result of comments received by the EPA subsequent to the issuance of the interim final rule, the EPA reopened the comment period on the interim final rule on September 18, 1987, and specifically requested comments on whether or not the sample exclusion should be expanded to include waste samples used in small-scale treatability studies. Almost all responders commented favorably on such a proposal. As a result, the EPA issued a final rule (53 FR 27290, July 19, 1988) conditionally exempting waste samples used in small-scale treatability studies from full regulation under Subtitle C of RCRA. The question of whether or not to extend the exclusion to larger scale as proposed by the Hazardous Waste Treatment Council was deferred until a later date.
