  20. The organization and administration of community college non-credit workforce education and training cuts

    Community colleges are struggling financially due to underfunding. Recent state budget cuts coupled with the elimination of federal stimulus money has exacerbated the issue as these funding streams had contributed to operating costs (Moltz, 2011). In response to these budget cuts, community colleges are challenged to improve, increase, and develop revenue producing programs. These factors heighten the need for community colleges to examine their non-credit workforce organizations. The community college units charged with delivering non-credit workforce education and training programs are historically ancillary to the academic divisions that deliver certificate, technical degree, and transfer degree programs. The perceptions of these units are that they are the community college's 'step child' (Grubb, Bradway, and Bell, 2002). This case study examined the organization and administration of community college non-credit workforce education and training units, utilizing observation, interviews, and document analysis. Observational data focused on the physical campus and the unit. Interviews were conducted onsite with decision-making personnel of the division units that deliver non-credit workforce education and training within each community college. Document analysis included college catalogues, program guides, marketing material, and website information. The study was grounded in the review of literature associated with the evolution of the community college, as well as the development of workforce education and training including funding, organizational structure and models, management philosophies, and effectiveness. The findings of the study report that all five units were self-contained and were organized and operated uniquely within the organization. Effectiveness was measured differently by each institution. However, two common benchmarks were revenue and student evaluations. Another outcome of this study is the perceived lack of college-wide alignment between the non-credit workforce education and training unit and the college community. With more than 54 million working adults enrolling in non-credit education through an institution of higher education (American Association of Community Colleges, 2012) the findings of this study could increase the community college's awareness of the potential in non-credit workforce education and training and thus strengthen confidence to invest more college funds and resources to increase non-credit workforce education and training.

The sample included 100 administrators, faculty, and health services staff at 100 community colleges. Participants completed a Web-based survey. Participants reported a number of alcohol and other drug (AOD) related concerns. Despite limited staff and funding dedicated to AOD, institutions are implementing a number of programs, although many are not implementing some of the programs popular at traditional 4-year colleges. They are also collaborating with a number of on- and off-campus groups. The availability of staff and funding dedicated to AOD, and the presence of residence halls, is associated with health programming and substance abuse collaborations. Results suggest that there is a need for increased research to understand the most effective AOD prevention strategies for community colleges.

These include individual-level and community-level interventions, as well as other measures (e.g., online approaches). Community-level interventions whose effects have been evaluated in college populations include programs that were developed for the community at large as well as programs aimed specifically at college students, such as A Matter of Degree, the Southwest DUI Enforcement Project, Neighborhoods Engaging With Students, the Study to Prevent Alcohol-Related Consequences, and Safer California Universities. Evaluations of these programs have found evidence of their effectiveness in reducing college drinking and related consequences.   9. Assessing Opportunities to Enhance Comprehensive Health Promotion and Wellness Programming in a State Community College System.

    BACKGROUND North Carolina has the third largest community college system in the nation and reaches residents in all 100 counties. Few studies have focused on the health of employees who work at these institutions. We assessed the current status of and interest in supporting health promotion efforts among North Carolina Community College System members. METHODS North Carolina Community College System presidents completed a brief 15-item survey assessing support for and interest in offering health promotion programs. Wellness coordinators completed a 60-item questionnaire assessing current health promotion programming and organizational, environmental, and policy supports for health promotion efforts. Onsite interviews with a sub-sample of Wellness coordinators offered insights into important implementation considerations. We examined differences by campus size with Fisher's exact test. RESULTS All 58 presidents (100%) and 51 wellness coordinators (88%) completed surveys. Ten percent of colleges offered comprehensive employee health promotion programming. Most offered physical activity (70.6%), tobacco cessation (51.0%), weight loss/management (49.0%), and/or nutrition counseling (47.1%). Larger colleges were more likely to offer programming and environmental support. Nearly all presidents (89.7%) believed it is "very" or "extremely" important to offer health promotion programs to employees, and most (84%) were interested in promoting health through a university partnership. LIMITATIONS Despite very high survey response rates from presidents and wellness coordinators at each community college, onsite interviews were only done at select campuses, limiting the generalizability and scope of conclusions derived from interview data. CONCLUSION Community colleges in North Carolina are promising settings for promoting employee health. Findings identify resources, barriers, and technical assistance that could facilitate greater adoption and implementation of programs. ©2017 by the North Carolina Institute of Medicine and The Duke Endowment.     The Center For Dark Energy Biosphere Investigations (C-DEBI), an NSF Science and Technology Center, is located in the heart of Los Angeles, surrounded by nineteen community colleges. C-DEBI recognizes the community college student as an untapped STEM resource and piloted the Community College Research Internship for Scientific Engagement (CC-RISE) in 2013. A non-residential, research-focused summer internship, the successful program expanded to UC-Santa Cruz and the Marine Biological Laboratory in 2014 and 2015, respectively. A non-residential research program gives students who are often first generation or non-traditional a stepping stone to experience the research environment while reducing transfer shock. Formal evaluation of CC-RISE indicates that in addition to providing an immersive research experience for community college students, the key components to running a successful non-residential program include weekly informal meetings to allow the students to create a cohort, as well as program aspects dedicated to professional development topics such as the transfer process and using resources at 4-year institutions to maximize success.

    To describe common facilitators, challenges, and lessons learned in 5 schools and colleges of pharmacy in establishing community pharmacy research fellowships. Five schools and colleges of pharmacy in the United States. Schools and colleges of pharmacy with existing community partnerships identified a need and ability to develop opportunities for pharmacists to engage in advanced research training. Community pharmacy fellowships, each structured as 2 years long and in combination with graduate coursework, have been established at the University of Pittsburgh, Purdue University, East Tennessee State University, University of North Carolina at Chapel Hill, and The Ohio State University. Program directors from each of the 5 community pharmacy research fellowships identified common themes pertaining to program structure, outcomes, and lessons learned to assist others planning similar programs. Common characteristics across the programs include length of training, prerequisites, graduate coursework, mentoring structure, and immersion into a pharmacist patient care practice. Common facilitators have been the existence of strong community pharmacy partnerships, creating a fellowship advisory team, and networking. A common challenge has been recruitment, with many programs experiencing at least one year without filling the fellowship position. All program graduates (n = 4) have been successful in securing pharmacy faculty positions. Five schools and colleges of pharmacy share similar experiences in implementing community pharmacy research fellowships.     Effectively recruiting and engaging community college students in STEM research experiences is an increasingly important goal of the NSF but has not historically been the primary focus of most NSF-REU Site programs. The Summer Undergraduate Research Fellowship in Earth and Environmental Sciences (SURFEES) program at Chapman University, a primarily undergraduate institution in Southern California, is the site of the first NSF-REU program in the NSF's Division of Earth Sciences that selects participants exclusively from local partnering community colleges. Building on and now running parallel with a successful internally-funded summer research program already in place and available only to Chapman undergraduates, the SURFEES program incorporates specific mentor and participant pre-experience training, pre-, mid-, and post-assessment instruments, and programming targeted to the earth and environmental sciences as well as to community college students. Perhaps most importantly, the application, selection and pairing of student participants with faculty mentors was conducted with specific goals of identifying those applicants with the greatest potential for a transformative experience while also meeting self-defined targets of under-represented minority, female, and low-income participants. Initial assessment results of the first participant cohort from summer 2014 and lessons learned for creating/adapting an NSF-REU site to involve community college students will be discussed.

    To determine the feasibility of a mobile health (mHealth), media literacy education program, Media Aware, for improving sexual health outcomes in older adolescent community college students. 184 community college students (ages 18-19) participated in the study from April-December 2015. Eight community college campuses were randomly assigned to either the intervention or a wait-list control group. Student participants from each campus completed web-based pretest and posttest questionnaires. Intervention group students received Media Aware in between questionnaires. Several intervention effects of the Media Aware program were significant, including reducing older adolescents' self-reported risky sexual behaviors; positively affecting knowledge, attitudes, normative beliefs, and intentions related to sexual health; and increasing media skepticism. Some gender differences in the findings were revealed. The results from this study suggest that Media Aware is a promising means of delivering comprehensive sexual health education to older adolescents attending community college.

    To examine an organizational level perspective of the process of adopting Web-based tailored nutrition and physical activity programs for community college students. In this qualitative study, 21 individual key informant interviews of community college student services and health center administrators were used to examine organizational-level perceptions of interest in, design characteristics of, and ways to promote health programs. A cross-classification matrix of a priori and emergent themes related to student diversity was created to describe cross-cutting patterns. Findings revealed 5 emergent themes for consideration in program development related to student diversity: (1) multiple roles played by students, (2) limited access to financial resources, (3) varied student demographics, (4) different levels of understanding, and (5) commuting to campus. Nutrition and physical activity programs for community colleges need to specifically address the diverse nature of their students to increase the potential of adoption.     Three Rivers Community College, in conjunction with CiDRA Corporation a fiber-optic telecommunication company and Middlesex Community College, offered a 12 week, 9.5 college credit Fiber Optics training program for 14 unemployed and underemployed women in central Connecticut. Classes were held at the Meriden Center of Middlesex Community College, with some laboratory activities held at CiDRA's headquarters in Wallingford. Connecticut photonics related manufacturing companies project a need to hire anywhere from 100 to 1000 new photonics workers over the next several years. Despite this incredible demand, Three Rivers Community College is the only community college to offer an associate degree program in Photonics Engineering Technology in Connecticut, and one of only two colleges in new England. Funded in part by monies targeting Non-Traditional Occupations for women through the Connecticut Department of Labor, this accelerated program enabled participants to learn industry basics, be interview ready, and earn valuable credit towards an associate degree. The goal of the training program is to provide these former waitresses, truck drivers, certified nurse aides and medical technicians an opportunity to enter the higher-paying field of fiber-optic technology. The course, designed with curriculum assistance from Connecticut companies, will provide education and training needed to qualify for an entry-level position in fiber-optic manufacturing. In addition to free tuition students enrolled in the program received all supplies needed for the course including textbooks, a scientific calculator and an optics experiment kit. Students also practiced fiber termination and splicing skills and were eligible to take the Fiber Optic Association Certification Test at the conclusion of the program. The cost for the test was also paid by the grant. Students met regularly with female employees of CiDRA who served as mentors for the 12- week program. Math and science tutoring was provided by Middlesex Community College as well as basic employability skills and job search skills. CiDRA interviewed all participants who successfully complete the program. All students will complete pre- and post-tests in Math, Photonics, and Fiber Optics in addition to receiving grades for the courses.

    Current public health and aging service agency personnel have little training in gerontology, and virtually no training in evidence-based health promotion and disease management programs for older adults. These programs are rapidly becoming the future of our community-based long-term care support system. The purpose of this project was to develop and test a model community college career technical education program, Skills for Healthy Aging Resources and Programs (SHARP), for undergraduate college students, current personnel in aging service and community organizations, and others interested in retraining. A multidisciplinary cross-sector team from disciplines of public health, sociology, gerontology and nursing developed four competency-based courses that focus on healthy aging, behavior change strategies, program management, an internship, and an option for leader training in the Chronic Disease Self-Management Program. To enhance implementation and fidelity, intensive faculty development training was provided to all instructors and community agency partners. Baseline and postprogram evaluation of competencies for faculty and students was conducted. Process evaluation for both groups focused on satisfaction with the curricula and suggestions for program improvement. SHARP has been piloted five times at two community colleges. Trainees (n = 113) were primarily community college students (n = 108) and current aging service personnel (n = 5). Statistically significant improvements in all competencies were found for both faculty and students. Process evaluation outcomes identified the needed logical and component adaptations to enhance the feasibility of program implementation, dissemination, and student satisfaction. The SHARP program provides a well-tested, evidence-based effective model for addressing workforce preparation in support of healthy aging service program expansion and delivery. © 2014 Society for Public Health Education.
