Enacted in 1937, the Federal Aid in Wildlife Restoration Act – more commonly known as the Pittman-Robertson Act – is one of the oldest and most reliable sources of funding for wildlife conservation in the United States. The result of organized support form sportsmen, fish and wildlife agencies, firearms manufacturers, conservation organizations, and even garden clubs, the PR Act created an excise tax on so-called “long guns” and ammunition used by hunters, thereby establishing the first sustainable source of revenue dedicated to conservation and land management efforts throughout the country. Later, legislators amended the PR Act to include an excise tax on pistols, revolvers, bows, arrows, and other archery equipment.

Deciphering gene regulatory networks requires the systematic identification of functional cis-acting regulatory elements. We present a suite of web-based bioinformatics tools, called GeneACT , that can rapidly detect evolutionarily conserved transcription factor binding sites or microRNA target sites that are either unique or over-represented in differentially expressed genes from DNA microarray data. GeneACT provides graphic visualization and extraction of common regulatory sequence elements in the promoters and 3'-untranslated regions that are conserved across multiple mammalian species. Mexico's wetlands support a tremendous biological diversity and provide significant natural resource benefits to local communities. Because they are also critical stopover and wintering grounds for much of North America's waterfowl and other migratory birds, Mexico has become an important participant in continental efforts to conserve these resources through the North American Wetlands Conservation Act. Funding from the Act has supported partnerships in a number of Mexico's priority wetlands to conduct data analyses and dissemination, mapping, environmental education, wetland restoration, development of sustainable economic alternatives for local people, and reserve planning and management. These partnerships, with the close involvement of Mexico's Federal Government authority, the Instituto Nacional de Ecologia, have advanced conservation in a uniquely Mexican model that differs from that employed in the United States and Canada.

This paper briefly discusses the more significant provisions of the Fish and Wildlife Coordination Act (1958). It covers pertinent aspects of legislative history, the development and current status (April 1980) of certain policies relevant to administering the Act, and other matters. It is directed primarily to practicing fish and wildlife agency field biologists, planners, and decisionmakers engaged in water resources development activities under the Act. It is not intended to be exhaustive in its treatment. The Fish and Wildlife Coordination Act provides a basic procedural framework for the orderly consideration of fish and wildlife conservation measures to be incorporated into Federal and Federally permitted or licensed water development projects. The principal provisions of the Act include: 1. a statement of Congressional purpose that fish and wildlife conservation shall receive equal consideration with other project features; 2. mandatory consultation with wildlife agencies with a view to achieving such conservation; 3. full consideration by action of the recommendations stemming from consultation; 4. authority for action agencies to implement such recommendations as they find acceptable. The FWCA in effect amends, conditions, or supplements other Federal laws and is thus closely linked in its application and interpretation. It is similarly linked to Federal planning standards and procedures. Because of this, interpretations tend to be flexible and evolve, adapting to changing situations. The following reference matrix outlines selected sections of the Fish and Wildlife Coordination Act which are of particular relevance to planners.

This field sampling plan describes sampling of the soil/liner of Lagoon 3 at the Central Facilities Area Sewage Treatment Plant. The lagoon is to be closed, and samples obtained from the soil/liner will provide information to determine if Lagoon 3 and the land application area can be closed in a manner that renders it safe to human health and the environment. Samples collected under this field sampling plan will be compared to Idaho National Laboratory background soil concentrations. If the concentrations of constituents of concern exceed the background level, they will be compared to Comprehensive Environmental Response, Compensation, and Liabilitymore » Act preliminary remediation goals and Resource Conservation and Recovery Act levels. Separating myth and reality is essential for evaluating the effectiveness of laws. Section 7 of the US Endangered Species Act (Act) directs federal agencies to help conserve threatened and endangered species, including by consulting with the US Fish and Wildlife Service (FWS) or National Marine Fisheries Service on actions the agencies authorize, fund, or carry out. Consultations ensure that actions do not violate the Act's prohibitions on "jeopardizing" listed species or "destroying or adversely modifying" these species' critical habitat. Because these prohibitions are broad, many people consider section 7 the primary tool for protecting species under the Act, whereas others believe section 7 severely impedes economic development. This decades-old controversy is driven primarily by the lack of data on implementation: past analyses are either over 25 y old or taxonomically restricted. We analyze data on all 88,290 consultations recorded by FWS from January 2008 through April 2015. In contrast to conventional wisdom about section 7 implementation, no project was stopped or extensively altered as a result of FWS finding jeopardy or adverse modification during this period. We also show that median consultation duration is far lower than the maximum allowed by the Act, and several factors drive variation in consultation duration. The results discredit many of the claims about the onerous nature of section 7 but also raise questions as to how federal agencies could apply this tool more effectively to conserve species. We build on the results to identify ways to improve the effectiveness of consultations for imperiled species conservation and increase the efficiency of consultations.
