In recent years, both domestic and foreign utilities have turned to the standardized Westinghouse AP1000 plant design in satisfying their near - and long-term - sustainable energy needs. As direct support to these actions, licensing the AP1000 design has played a significant role by providing one of the fundamental bases in clearing regulatory hurdles leading to the start of new plant construction. Within the U.S. alone, Westinghouse AP1000 licensing activities have reached unprecedented milestones with the approvals of both AP1000 Design Certification and Southern Company's combined construction permit and operating license (COL) application directly supporting the construction of two newmore » nuclear plants in Georgia. Further COL application approvals are immediately pending for an additional two AP1000 plants in South Carolina. And, across the U.S. nuclear industry spectrum, there are 10 other COL applications under regulatory review representing some 16 new plants at 10 sites. In total, these actions represent the first wave of new plant licensing under the regulatory approval process since 1978. Fundamental to the Nuclear Regulatory Commission's AP1000 Design Certification is the formal recognition of the AP1000 passive safety design through regulatory acceptance rulemaking. Through recognition and deployment of the AP1000 Design Certification, the utility licensee / operator of this reactor design are now offered an opportunity to use a simplified 'one-step' combined license process, thereby managing substantial back-end construction schedule risk from regulatory and intervention delays. Application of this regulatory philosophy represents both acceptance and encouragement of standardized reactor designs like the AP1000. With the recent AP1000 Design Certification and utility COL acceptances, the fundamental licensing processes of this philosophy have successfully proven the attainment of significant milestones with the next stage licensing actions directed towards deployment. AP1000 Design Certification and COL deployment, and management of the plant construction in accordance with the conditions within these approvals, remain as significant site and corporate responsibilities. These licensing-construction integrated activities must now focus on identifying and resolving 'as-built' departures from the standardized design as assessed against the certified AP1000 technical and licensing basis. Within this paper, significant aspects of the AP1000 U.S. licensing will be discussed, including identifying systems and processes used in ensuring compliance while deploying the standardized design. Critical licensing steps, licensing deployment actions as plant construction progresses and defining the road forward to a successful completion of licensing actions will be addressed. This paper examines two recent examples of compulsory licensing legislation: one globally embraced regime and one internationally controversial regime operating under the same WTO rules. In particular, we consider Canadian legislation and the use of compulsory licensing for HIV/AIDS drugs destined for a developing country. This is then contrasted with the conditions under which Thai authorities are pursuing compulsory licenses, the outcomes of their compulsory licenses, as well as the likely impact of the Thai policy. Finally, we construct a rubric to evaluate characteristics of a successful regime. This is used to analyze the Canadian and Thai regimes and frame the expected implications of each national policy. It is hoped that the assessment will guide changes to compulsory licensing design to ensure that legitimate regimes are embraced while illegitimate ones are disallowed.

Researchers at Pacific Northwest National Laboratory served as members of a U.S. Nuclear Regulatory Commission review team for the Florida Power & Light Company’s application for two combined construction permits and operating licenses (combined licenses or COLs) for two proposed new reactor units—Turkey Point Units 6 and 7. The review team evaluated the environmental impacts of the proposed action based on the October 29, 2014 revision of the COL application, including the Environmental Report, responses to requests for additional information, and supplemental information. As part of this effort, team members tasked with assessing the environmental effects of proposed construction andmore » operation of Units 6 and 7 at the Turkey Point site reviewed two separate modeling studies that analyzed the interaction between surface water and groundwater that would be altered by the operation of radial collector wells (RCWs) at the site. To further confirm their understanding of the groundwater hydrodynamics and to consider whether certain actions, proposed after the two earlier modeling studies were completed, would alter the earlier conclusions documented by the review team in their draft environmental impact statement (EIS; NRC 2015), a third modeling analysis was performed. The Final Environmental Impact Statement (FEIS) (Volume 1), was prepared by the Nuclear Regulatory Commission (NRC) in accordance with regulation 10 CFR Part 51, which implements the National Environmental Policy Act (NEPA), to assess the potential environmental impacts for licensing the construction and operation of a proposed gaseous centrifuge enrichment facility to be built in Claiborne Parish, Louisiana by Louisiana Energy Services, L.P. (LES). The proposed facility would have a production capacity of about 866 metric tons annually of up to 5 weight percent enriched UF{sub 6}, using a proven centrifuge technology. Included in the assessment are co on, bothmore » normal operations and potential accidents (internal and external events), and the eventual decontamination and decommissioning of the site. In order to help assure that releases from the operation of the facility and potential impacts on the public are as low as reasonably achievable, an environmental monitoring program was developed by LES to detect significant changes in the background levels of uranium around the site. Other issues addressed include the purpose and need for the facility, the alternatives to the proposed action, potential disposition of the tails, the site selection process, and environmental justice. The NRC staff concludes that the facility can be constructed and operated with small and acceptable impacts on the public and the environment, and proposes to issue a license to the applicant, Louisiana Energy Services, to authorize construction and operation of the proposed facility. The letters in this Appendix have been divided into three sections. Section One contains letters to which the NRC responded by addressing specific comments. Section Two contains the letters that concerned the communities of Forest Grove and Center Springs. Section Three is composed of letters that required no response. The US Department of Energy (DOE) has proposed the construction and operation of the Advanced Neutron Source (ANS), a 330-MW(f) reactor, at Oak Ridge National Laboratory (ORNL) to support neutron scattering and nuclear physics experiments. ANS would provide a steady-state source of neutrons that are thermalized to produce sources of hot, cold, and very coal neutrons. The use of these neutrons in ANS experiment facilities would be an essential component of national research efforts in basic materials science. Additionally, ANS capabilities would include production of transplutonium isotopes, irradiation of potential fusion and fission reactor materials, activation analysis, and production ofmore » medical and industrial isotopes such as {sup 252}Cf. Although ANS would not require licensing by the US Nuclear Regulatory Commission (NRC), DOE regards the design, construction, and operation of ANS as activities that would produce a licensable facility; that is, DOE is following the regulatory guidelines that NRC would apply if NRC were licensing the facility. Those guidelines include instructions for the preparation of an environmental report (ER), a compilation of available data and preliminary analyses regarding the environmental impacts of nuclear facility construction and operation. The ER, described and outlined in NRC Regulatory Guide 4.2, serves as a background document to facilitate the preparation of environmental impact statements (EISs). Using Regulatory Guide 4.2 as a model, this ANS ER provides analyses and information specific to the ANS site and area that can be adopted (and modified, if necessary) for the ANS EIS. The ER is being prepared in two phases. Phase 1 ER includes many of the data and analyses needed to prepare the EIS but does not include data or analyses of alternate sites or alternate technologies. The New Lyme Landfill is located near State Route 11 on Dodgeville Road in Ashtabula County, approximately 20 miles south of the City of Ashtabula, Ohio. The landfill occupies about 40 acres of a 100-acre tract. Operations began at the site in 1969, and were initially managed by two farmers. In 1971, the landfill was licensed by the State of Ohio and operations were taken over by a licensed landfill operator. According to documentation, the New Lyme Landfill received household, industrial, commercial, and institutional wastes and construction and demolition debris. However, numerous violations of the license occurred, including: open dumping;more » improper spreading and compacting of wastes; no State approval for disposal of certain industrial wastes; and excavation of trenches into the shale bedrock. In August 1978, the landfill was closed by the Ashtabula County Health Department. Documents indicate that wastes at the New Lyme Landfill site included: coal tar distillates, asbestos, coal tar, resins and resin tar, paint sludge, oils, paint lacquer thinner, peroxide, corrosive liquids, acetone, xylene, toluene, kerosene, naptha, benzene, linseed oil, mineral oil, fuel oil, chlorinated solvents, 2,4-D, and laboratory chemicals. Nuclear power has enormous potential to provide clean, safe base-load electricity to the world's growing population. Harnessing this potential in an economic and responsible manner is not without challenges. Safety remains the principal tenet of our operating fleet, which currently provides ˜20% of U.S. electricity generated. The performance of this fleet from economic and safety standpoints has improved dramatically over the past several decades. This nuclear generation also represents greater than 70% of the emission free electricity with hydroelectric power providing the majority of the remainder. There have been many lessons learned from the more than 50 years of experience with nuclear power and these have been factored into the new designs now being constructed worldwide. These new designs, which have enhanced safety compared to the operating fleet, have been simplified by employing passive safety systems and modular construction. There are applications for licenses of more than 20 new reactors under review by the U.S. Nuclear Regulatory Commission; the first of these licenses will be completed in early 2012, and the first new U.S. reactor will start operating in 2016. Yet there are still more improvements that can be made and these are being pursued to achieve an even greater deployment of nuclear power technology.

The Next Generation Nuclear Plant (NGNP) Project, initiated at Idaho National Laboratory (INL) by the U.S. Department of Energy (DOE) pursuant to provisions of the Energy Policy Act of 2005, is based on research and development activities supported by the Department of Energy Generation IV Nuclear Energy Systems Initiative. The principal objective of the NGNP Project is to support commercialization of high temperature gas-cooled reactor (HTGR) technology. The HTGR is a helium-cooled and graphite moderated reactor that can operate at temperatures much higher than those of conventional light water reactor (LWR) technologies. The NGNP will be licensed for construction andmore » operation by the Nuclear Regulatory Commission (NRC). However, not all elements of current regulations (and their related implementation guidance) can be applied to HTGR technology at this time. Certain policies established during past LWR licensing actions must be realigned to properly accommodate advanced HTGR technology. A strategy for licensing HTGR technology was developed and executed through the cooperative effort of DOE and the NRC through the NGNP Project. Donald Rhodes, left, and Clyde Greer, right, monitor the operation of the National Aeronautics and Space Administration’s (NASA) Plum Brook Reactor Facility from the control room. The 60-megawatt test reactor, NASA’s only reactor, was the eighth largest test reactor in the world. The facility was built by the Lewis Research Center in the late 1950s to study the effects of radiation on different materials that could be used to construct nuclear propulsion systems for aircraft or rockets. The reactor went critical for the first time in 1961. For the next two years, two operators were on duty 24 hours per day working on the fission process until the reactor reached its full-power level in 1963. Reactor Operators were responsible for monitoring and controlling the reactor systems. Once the reactor was running under normal operating conditions, the work was relatively uneventful. Normally the reactor was kept at a designated power level within certain limits. Occasionally the operators had to increase the power for a certain test. The shift supervisor and several different people would get together and discuss the change before boosting the power. All operators were required to maintain a Reactor Operator License from the Atomic Energy Commission. The license included six months of training, an eight-hour written exam, a four-hour walkaround, and testing on the reactor controls.

Undergraduate biology education reform aims to engage students in scientific practices such as experimental design, experimentation, and data analysis and communication. Graphs are ubiquitous in the biological sciences, and creating effective graphical representations involves quantitative and disciplinary concepts and skills. Past studies document student difficulties with graphing within the contexts of classroom or national assessments without evaluating student reasoning. Operating under the metarepresentational competence framework, we conducted think-aloud interviews to reveal differences in reasoning and graph quality between undergraduate biology students, graduate students, and professors in a pen-and-paper graphing task. All professors planned and thought about data before graph construction. When reflecting on their graphs, professors and graduate students focused on the function of graphs and experimental design, while most undergraduate students relied on intuition and data provided in the task. Most undergraduate students meticulously plotted all data with scaled axes, while professors and some graduate students transformed the data, aligned the graph with the research question, and reflected on statistics and sample size. Differences in reasoning and approaches taken in graph choice and construction corroborate and extend previous findings and provide rich targets for undergraduate and graduate instruction. © 2017 A. For the licensing of the current fleet of commercial nuclear power plants (NPPs), the Nuclear Regulatory Commission (NRC) used two key documents, NUREG-0800 and Regulatory Guide (RG) 1.70. RG 1.70 provided guidance to applicants on the contents needed in their Safety Analysis Reports (SARs) submitted as part of their application to construct or operate an NPP. This report documents the US Nuclear Regulatory Commission (NRC) staff review and safety evaluation of the Louisiana Energy Services, L.P. (LES, the applicant) application for a license to possess and use byproduct, source, and special nuclear material and to enrich natural uranium to a maximum of 5 percent U-235 by the gas centrifuge process. The plant, to be known as the Claiborne Enrichment Center (CEC), would be constructed near the town of Homer in Claiborne Parish, Louisiana. At full production in a given year, the plant will receive approximately 4,700 tonnes of feed UF{sub 6} and produce 870 tonnes ofmore » low-enriched UF{sub 6}, and 3,830 tonnes of depleted UF{sub 6} tails. Facility construction, operation, and decommissioning are expected to last 5, 30, and 7 years, respectively. The objective of the review is to evaluate the potential adverse impacts of operation of the facility on worker and public health and safety under both normal operating and accident conditions. The review also considers the management organization, administrative programs, and financial qualifications provided to assure safe design and operation of the facility. The NRC staff concludes that the applicant`s descriptions, specifications, and analyses provide an adequate basis for safety review of facility operations and that construction and operation of the facility does not pose an undue risk to public health and safety.« less

Cable operators in the U.K. enjoy unprecedented license to construct networks and operate cable TV and telecommunications services within their franchise areas. In general, operators have built hybrid-fiber-coax (HFC) networks for cable TV in parallel with fiber-copper-pair networks for telephony. The commonly used network architectures are reviewed, together with their present and future capacities. Despite this dual-technology approach, there is considerable interest in the integration of telephony services onto the HFC network and the development of new interactive services for which HFC may be more suitable than copper pairs. Certain technological and commercial developments may have considerable significance for HFC networks and their operators. These include the digitalization of TV distribution and the rising demand for high-rate digital access lines. Possible scenarios are discussed.

Self-regulating profession? Administrative discipline of "pill mill" physicians in Florida.

A relatively large number of "pill mills," in which physicians prescribed and sometimes dispensed controlled substances without medical justification, operated in Florida beginning in the mid-2000s. Investigations into these operations have resulted in the arrest and conviction of dozens of physicians for activities related to illegal trafficking in controlled substances. Using information from the federal Drug Enforcement Administration, the Florida Department of Health, and court records, we constructed a database of Florida-licensed medical doctors who had been indicted or convicted of crimes related to illegal prescribing of controlled substances in Florida during 2010-2015. We then determined whether and when physicians in this data set were temporarily or permanently barred from practicing medicine in the state. We identified 43 physicians who faced criminal action for prescribing-related crimes during the study period. Twenty-eight of these physicians had been convicted or pled guilty as of September 30, 2016, of which 25 (89%) had been permanently barred from practicing medicine in the state. Only 1 of the 25 physicians permanently lost their license before they had been convicted or pled guilty. On average, physicians did not lose their license to practice for more than 9 months (291 days) after being convicted and 587 days after being indicted of a crime directly related to illegal prescribing of controlled substances. Seventeen physicians (68%) maintained their licenses for at least 1 year after being indicted. This review suggests that the adoption of a more proactive and streamlined process may reduce the time from when physicians are indicted or convicted of illegally prescribing or dispensing controlled substances to board investigation and potential sanction, potentially reducing opioid-related adverse events in the state.
Disposition of Chicago Pile 5 (CP-5) Converter Tubes in the 10-160B Cask

This paper will focus on the unique characterization, packaging, and transportation issues associated with the disposition of the two CP-5 Converter Tube assemblies from Argonne National Laboratory. The converter tubes were constructed of combinations of HEU and alloys of zirconium, and were part of the original research facilities attached to the CP-5 reactor during operating evolutions. These assemblies were heavily irradiated during their operational lifetime, and were segregated from the balance of irradiated test specimens when the reactor was deactivated and slated for Decontamination and Demolition (D&D). In addition, the substantial contribution of fissile material to the assemblies’ inventory mademore » the potential disposition pathways extremely challenging. As a result, these items became part of Argonne’s legacy “nuclear footprint”, and were added to the Nuclear Footprint Reduction Project scope for disposition. The Project was responsible for the size reduction and characterization of these items, as well as the ultimate disposition. After negotiating a disposal pathway for these tubes, there were significant transportation issues that required a small team to overcome, in order to successfully ship these items to the Nevada National Security Site (NNSS). The Project team at Argonne, technical support from transportation specialists, licensing support from the 10-160B license owner, the Savanah River National Lab (SRNL) Packaging Certification Team (PCT, and the DOE EM-33 staff contributed to license and safety analysis report amendments that eventually authorized the shipment of the material. The paper will identify the organizations, and the specific actions, required to successfully make three “one of a kind” shipments of irradiated test specimen material. This will include the unique packaging configurations, contents modification for the cask license (via the Amendment process), criticality evaluations, and associated review and approval processes.« less

Evidence indicates that Aboriginal people are underrepresented among driver licence holders in New South Wales, which has been attributed to licensing barriers for Aboriginal people. The Driving Change program was developed to provide culturally responsive licensing services that engage Aboriginal communities and build local capacity. This paper outlines the formative evaluation of the program, including logic model construction and exploration of contextual factors. Purposive sampling was used to identify key informants (n=12) from a consultative committee of key stakeholders and program staff. Semi-structured interviews were transcribed and thematically analysed. Data from interviews informed development of the logic model. Participants demonstrated high level of support for the program and reported that it filled an important gap. The program context revealed systemic barriers to licensing that were correspondingly targeted by specific program outputs in the logic model. Addressing underlying assumptions of the program involved managing local capacity and support to strengthen implementation. This formative evaluation highlights the importance of exploring program context as a crucial first step in logic model construction. The consultation process assisted in clarifying program goals and ensuring that the program was responding to underlying systemic factors that contribute to inequitable licensing access for Aboriginal people. Community Water Systems (CWSs) are required to remove uranium from drinking water to meet EPA standards. Similarly, mining operations are required to remove uranium from their dewatering discharges to meet permitted surface water discharge limits. Ion exchange (IX) is the primary treatment strategy used by these operations, which loads uranium onto resin beads. Presently, uranium-loaded resin from CWSs and mining operations can be disposed as a waste product or processed by NRC- or Agreement State-licensed uranium recovery facilities if that licensed facility has applied for and received permission to process 'alternate feed'. The disposal of uranium-loaded resin is costly andmore » the cost to amend a uranium recovery license to accept alternate feed can be a strong disincentive to commercial uranium recovery facilities. In response to this issue, the NRC issued a Regulatory Issue Summary (RIS) to clarify the agency's policy that uranium-loaded resin from CWSs and mining operations can be processed by NRC- or Agreement State-licensed uranium recovery facilities without the need for an alternate feed license amendment when these resins are essentially the same, chemically and physically, to resins that licensed uranium recovery facilities currently use (i.e., equivalent feed). NRC staff is clarifying its current alternate feed policy to declare IX resins as equivalent feed. This clarification is necessary to alleviate a regulatory and financial burden on facilities that filter uranium using IX resin, such as CWSs and mine dewatering operations. Disposing of those resins in a licensed facility could be 40 to 50 percent of the total operations and maintenance (O and M) cost for a CWS. Allowing uranium recovery facilities to treat these resins without requiring a license amendment lowers O and M costs and captures a valuable natural resource. (authors)« less

When we install software or download software, there will show up so big mass document to state the rights and obligations, for which lots of person are not patient to read it or understand it. That would may make users feel distrust for the software. In this paper, we propose an ontology based verification for Software License Agreement. First of all, this work proposed an ontology model for domain of Software License Agreement. The domain ontology is constructed by proposed methodology according to copyright laws and 30 software license agreements. The License Ontology can act as a part of generalized copyright law knowledge model, and also can work as visualization of software licenses. Based on this proposed ontology, a software license oriented text summarization approach is proposed which performances showing that it can improve the accuracy of software licenses summarizing. Based on the summarization, the underline purpose of the software license can be explicitly explored for trust verification.

To examine the accuracy of coin-operated breath analysers installed in licensed premises in the Perth metropolitan area. Two hundred licensed premises were contacted, which resulted in the location of 36 wall-mounted, coin-operated breath analysers. One instrument was removed prior to testing. These premises were then visited and the accuracy of the instruments was tested in situ using National Association of Testing Authorities Australia (NATA) certified 0.080% and 0.100% ethanol in nitrogen gas. The instruments were installed in the licensed premises as follows: 15 in the lounge bar, 10 in the main entrance, six in the public bar, two in the passageway to the toilets, and one in the male toilets. One licensed premise provided a handheld breath instrument. All instruments were accompanied by warning and operating instructions, but only five had any educational material. Only seven of the licensed premises had staff who had received any training in the operation of the wall-mounted instruments. Half of the licensees were unaware of the servicing requirements of the instruments. The testing found that only nine (25%) of the instruments provided acceptable results. The low level of accuracy of coin-operated breath analysers in the Perth metropolitan area is alarming and users should be informed of the potential inaccuracies. This paper, however, does not rule out that some wall-mounted breath analysing instruments may provide accurate results when properly maintained.

The approach of the Social License to Operate (SLO) emerges as an important element in academic discussions and business practices related to extractive industries. It appears that in productive activities with great potential to produce economic, social and environmental impacts, conventional approaches based on legal compliance no longer sufficient to legitimize the actions of companies and engagement stakeholders. Studies highlight the need of mining activities receiving a SLO "issued" by companies stakeholders, including society, government, non-governmental organizations, media and communities. However, local communities appears as major stakeholders in governance arrangements, by virtue of its proximity to extractive areas and ability to affect the company's results. Stakeholders with unmet expectations can generate conflicts and risks to the company, the knowledge of these expectations and an awareness of company managers of the importance of Social License to Operate (SLO), can generate strategies and mitigating actions to prevent and or minimize possible conflicts. The concept of SLO arises in engineering extractive industry, when you need to respond to social challenges, beyond the usual environmental challenges, technological and management. According to Franks and Cohen (2012) there is a tendency of engineering sectors, sustainability, environmental, safety and especially in risk mappings, treat the technological issues in a neutral manner, separating the technological research projects of social influences. I want to contribute to the advancement of the debate on stakeholder engagement and adopting as focus on the company's relationship with the community, the aim of this study was to understand how a social project held by one of the largest mining companies in Brazil contributed to the process of SLO. This methodological procedure adopted was a qualitative, descriptive, and exploratory interviews with the communities located in rural areas of direct influence of the company's approach. The results show that the strategy adopted by the company contributed to the process of SLO, furthermore it is necessary adopt strong methodologies that facilitate the engagement processes of the other company's stakeholders, as well as the challenge to keep on local legitimacy earned. Construction regulations are still different in many European countries, even though the European Union directives have unified many acts for construction works and construction products in the member countries. The scheme of the construction process presented in the paper could be valid for most countries, despite of detailed regulations of legal systems. The number of construction regulations to be followed in order to get the Construction Permit in Poland is rather big, so the time between the start of the investment process and the day when the Construction Permit is issued could be several months. Only licensed professional engineers can play the role of site managers, site inspectors and designers, registered for the given construction project. Duties and responsibilities (civil liability) of these engineers are strictly defined by regulations. The obligatory inspection of construction works should be executed by the licensed site inspectors. Moreover, the works can be incidentally inspected by Authority, banks, insurance companies or designers. Foreign designers and foreign site engineers in order to be allowed by respective Authority to play official roles on Polish construction sites should present documents proving that they can do the same jobs in their countries as per regulations obligatory there.

Life extensions of nuclear power plants (NPPs) to 60 years of operation and the possibility of subsequent license renewal to 80 years have renewed interest in long-term material degradation in NPPs. Large irreplaceable sections of most nuclear generating stations are constructed from concrete, including safety-related structures such as biological shields and containment buildings; therefore, concrete degradation is being considered with particular focus on radiation-induced effects. Based on the projected neutron fluence values (E > 0.1 MeV) in the concrete biological shields of the US pressurized water reactor fleet and the currently available data on radiation effects on concrete, some decrease in mechanical properties of concrete cannot be ruled out during extended operation beyond 60 years. An expansion of the irradiated concrete database is desirable to ensure reliable risk assessment for extended operation of nuclear power plants.

This report provides an update on the design of a forced-convection sodium loop to be used for the evaluation of sodium compatibility of advanced Alloy 709 with emphasis on long term exposures of tensile, creep, fatigue, creep fatigue, and fracture toughness ASTM-size specimens in support of ASME Code qualification and NRC licensing. The report is a deliverable (Level 4) in FY17 (M4AT-17AN1602094), under the Work Package AT-17AN160209, “Sodium Compatibility” performed by Argonne National Laboratory (ANL), as part of the Advanced Materials Program for the Advanced Reactor Technology. This work package enables the development of advanced structural materials by providing corrosion,more » microstructure, and mechanical property data from the standpoint of sodium compatibility of advanced structural alloys. The first sodium loop (SMT-1) with a single tank was constructed in 2011 at ANL and has been in operation for exposure of subsize sheet specimens of advanced alloys at a single temperature. The second sodium loop with dual tanks (SMT-2) was constructed in 2013 and has been in operation for the exposure of subsize sheet specimens of advanced alloys at two different temperatures. The current loop (SMT-3) has been designed to incorporate sufficient chamber capacity to expose a large number of ASTM-size specimens to evaluate the sodium effects on tensile, creep, fatigue, creep-fatigue, and fracture toughness properties, in support of ASME Code Qualification and USNRC Licensing. The design of individual components for the third sodium loop SMT-3 is almost complete. The design also has been sent to an outside vendor for piping analysis to be in compliance with ASME Code. A purchase order has been placed with an outside vendor for the fabrication of major components such as the specimen exposure tanks. However, we have contracted with another vendor to establish the piping design in compliance with ASME design codes. The piping design was completed in FY2017 and the information is being transmitted to the tank fabricator. The SMT-3 loop will be located in Building 206 adjacent to the currently operating SMT-2 loop. In addition, we have demolished the aged power supply system in Building 206 and installed a new transformer, wiring, and power panels for the new loop. Procurement of some of the long lead items such as valves, EM pumps, EM flowmeters, etc. is in progress and will continue in FY 2018. The construction of components such as cold trap, economizers, piping arrangement etc. will be performed in the central shops at ANL. About 150 liters of sodium for the loop will be procured in early FY2018. The loop system is designed to circulate sodium through the sample tanks and the associated loop without an operator for an extended period of time. With the three sodium loops (with single-tank, dual-tank and four–tanks), materials can be tested at different sodium temperatures, and large tensile, creep, fatigue, creep-fatigue, and fracture toughness specimens can be exposed to sodium for extended periods of time and generate data on mechanical properties in support of ASME Code Qualification and USNRC Licensing of advanced Alloy 709 for use as a structural material in SFRs.« less

Millions of public and private sector dollars have been invested over recent decades to realize greater efficiency, reliability, and the inherent and passive safety offered by advanced nuclear reactor technologies. However, a major challenge in experiencing those benefits resides in the existing U.S. regulatory framework. This framework governs all commercial nuclear plant construction, operations, and safety issues and is highly large light water reactor (LWR) technology centric. Olkiluoto Island is a site in SW Finland chosen to host a deep geological repository for high-level nuclear waste generated by nuclear power plants of power companies TVO and Fortum. Posiva, a nuclear waste management organization, submitted a construction license application for the Olkiluoto repository to the Finnish government in 2012. A key component of the license application was an integrated geological, hydrological and biological description of the Olkiluoto site. After the safety case was reviewed in 2015 by the Radiation and Nuclear Safety Authority in Finland, Posiva was granted a construction license. Posiva is now preparing an updated safety case for the operating license application to be submitted in 2022, and an update of the discrete fracture network (DFN) model used for site characterization is part of that. The first step describing and modelling the network of fractures in the Olkiluoto bedrock was DFN model version 1 (2009), which presented an initial understanding of the relationships between rock fracturing and geology at the site and identified the important primary controls on fracturing. DFN model version 2 (2012) utilized new subsurface data from additional drillholes, tunnels and excavated underground facilities in ONKALO to better understand spatial variability of the geological controls on geological and hydrogeological fracture properties. DFN version 2 connected fracture geometric and hydraulic properties to distinct tectonic domains and to larger-scale hydraulically conductive fault zones. In the version 2 DFN model, geological and hydrogeological models were developed along separate parallel tracks. The version 3 (2017) DFN model for the Olkiluoto site integrates geological and hydrogeological elements into a single consistent model used for geological, rock mechanical, hydrogeological and hydrogeochemical studies. New elements in the version 3 DFN model include a stochastic description of fractures within Brittle Fault Zones (BFZ), integration of geological and hydrostructural interpretations of BFZ, greater use of 3D geological models to better constrain the spatial variability of fracturing and fractures using hydromechanical principles to account for material behavior and in-situ stresses.
