Construction regulations are still different in many European countries, even though the European Union directives have unified many acts for construction works and construction products in the member countries. The scheme of the construction process presented in the paper could be valid for most countries, despite of detailed regulations of legal systems. The number of construction regulations to be followed in order to get the Construction Permit in Poland is rather big, so the time between the start of the investment process and the day when the Construction Permit is issued could be several months. Only licensed professional engineers can play the role of site managers, site inspectors and designers, registered for the given construction project. Duties and responsibilities (civil liability) of these engineers are strictly defined by regulations. The obligatory inspection of construction works should be executed by the licensed site inspectors. Moreover, the works can be incidentally inspected by Authority, banks, insurance companies or designers. Foreign designers and foreign site engineers in order to be allowed by respective Authority to play official roles on Polish construction sites should present documents proving that they can do the same jobs in their countries as per regulations obligatory there.

Much research has focused on physical disorder in urban neighborhoods as evidence that the community does not maintain local norms and spaces. Little attention has been paid to the opposite: indicators of proactive investment in the neighborhood's upkeep. This manuscript presents a methodology that translates a database of approved building permits into an ecometric of investment by community members, establishing basic content, criteria for reliability, and construct validity. A database from Boston, MA contained 150,493 permits spanning 2.5 years, each record including the property to be modified, permit type, and date issued. Investment was operationalized as the proportion of properties in a census block group that underwent an addition or renovation, excluding larger developments involving the demolition or construction of a building. The reliability analysis found that robust measures could be generated every 6 months, and that longitudinal analysis could differentiate between trajectories across neighborhoods. The validity analysis supported two hypotheses: investment was best predicted by homeownership and median income; and maintained an independent relationship with measures of physical disorder despite controlling for demographics, implying that it captures the other end of a spectrum of neighborhood maintenance. Possible uses for the measure in research and policy are discussed.

Horizontal drilling in the Cretaceous Austin chalk trend of South Texas continues to set a fast pace. The Texas Railroad Commission has issued nearly 900 permits to drill horizontal wells in the Pearsall field area alone from 1984 through February 1991. TRC issued 1,485 permits for horizontal wells statewide during that period, including 1,285 since Jan. 1, 1990. Statewide, operators have reported completion of 685 horizontal wells. Mineral resources (especially nonmetallic construction materials) become unrecoverable due to inaccessibility caused by development. This report both describes mine sites with serious problems and draws attention to thoughtful reclamation projects for better future management. It presents information from selected sites in terms of their history, landform, design approach, and visual discernment. Corrosion of refractory silica brick and air quality issues due to particulate emissions are two important glass manufacturing issues that have been tied to sodium vapor and its transport throughout the melt tank. Knowledge of the relationship between tank operating conditions and tank atmosphere sodium levels are therefore important considerations in correcting corrosion and air quality issues. However, until recently direct quantitative measurements of sodium levels has been limited to extractive sampling methods followed by laboratory analysis. Excimer laser induced fragmentation (ELIF) fluorescence spectroscopy is a technique that permits the measurement of volatilized NaOH in high temperature environments on a timescale of less than one second. The development of this method and the construction of field-portable instrumentation for glass furnace applications are herein disclosed. The method is shown to be effective in full-scale industrial settings. Characteristics of the method are outlined, including equipment configuration, detection sensitivity, and calibration methodology.

This Lab-Directed Research and Development (LDRD) sought to develop technology that enhances scenario construction speed, entity behavior robustness, and scalability in Live-Virtual-Constructive (LVC) simulation. We investigated issues in both simulation architecture and behavior modeling. We developed path-planning technology that improves the ability to express intent in the planning task while still permitting an efficient search algorithm. An LVC simulation demonstrated how this enables 'one-click' layout of squad tactical paths, as well as dynamic re-planning for simulated squads and for real and simulated mobile robots. We identified human response latencies that can be exploited in parallel/distributed architectures. We did an experimentalmore » study to determine where parallelization would be productive in Umbra-based force-on-force (FOF) simulations. We developed and implemented a data-driven simulation composition approach that solves entity class hierarchy issues and supports assurance of simulation fairness. The purpose of this study was to assess living and workplace safety conditions of construction workers in Tehran, Iran. This cross-sectional study was conducted among 410 construction sites in a municipal area of Tehran whose municipal building permits were issued in 2011. Data on ventilation, workplace safety and hygiene were collected by direct observation and interviews with site foremen. Noise levels were estimated from 10 sound-level-meter stations in the municipality area. Lack of ventilation in the workers' rooms was abundant. Bathrooms were unhygienic and minimum requirements such as lighting and ventilation did not exist in 80% of the cases. In nearly 50% of large construction sites, sewage and garbage disposal were inappropriate. Elevator safety was poor at all sites and no measures for fall prevention were present in over 88% of active construction sites. This study showed that the mean 24-h equivalent continuous sound level Leq was over 70 dB in 80% of the sites during weekdays. The results of this study revealed poor health and safety living and working conditions of construction workers in Tehran.

To examine the relation of "shall-issue" laws, in which permits must be issued if requisite criteria are met; "may-issue" laws, which give law enforcement officials wide discretion over whether to issue concealed firearm carry permits or not; and homicide rates. We compared homicide rates in shall-issue and may-issue states and total, firearm, nonfirearm, handgun, and long-gun homicide rates in all 50 states during the 25-year period of 1991 to 2015. We included year and state fixed effects and numerous state-level factors in the analysis. Shall-issue laws were significantly associated with 6.5% higher total homicide rates, 8.6% higher firearm homicide rates, and 10.6% higher handgun homicide rates, but were not significantly associated with long-gun or nonfirearm homicide. Shall-issue laws are associated with significantly higher rates of total, firearm-related, and handgun-related homicide.

In almost all states in the United States, to carry a concealed handgun legally requires a permit from the police. Many states have changed from may-issue laws (where the local police chief has discretion about to whom to issue a license) to shall-issue laws (where the police chief must issue a permit if the applicant passes a computerized federal background check). Studies conflict on the effect on crime. None considered the situation in may-issue states when police used discretion and refused to issue a permit. We provide suggestive evidence from a December 2013 survey of police chiefs in Massachusetts' 351 cities and towns. Of the 121 responding police chiefs, a large majority favored retaining police discretion. Chiefs issued few discretionary denials - median 2 per year, citing providing false information, a history of assault (often domestic violence), a history of drug or alcohol abuse, or of mental-health issues as the most common reasons for denial.

Informal learners interested in climate issues can find a wealth of information in the print and online media related to climate and climate change. Throughout these resources, the equal use of generic terms like 'global warming' and 'climate change' suggest a level of nuance in the science that is not easy to convey in this conventional media. Perhaps more than any other discipline, climate literacy has the most potential to be enhanced via the process of cognitive construction and reconstruction, rather than simple transmission of knowledge. Constructionism suggests that meaningful learning happens most effectively if the learner is actively engaged in constructing a product in the real world rather than absorbing information passively. Recent technological innovations have introduced mobile computing devices with sufficient power to do serious data analysis. The potential of these devices to augment climate literacy by turning citizens into scientists has yet to be exploited. We introduce ClimatePad, an iPad application that permits students and public to actively browse climate datasets, construct trends, plot time series, create composite differences and view animations of real-world climate data. Interactions with the ClimatePad permits varying the starting and ending dates of trends and differences. Climate analysis maps and animations can be customized with different color palettes, enticing the user to delve into and absorb the subtleties of the regional and temporal variations of the recent climate record. Finally, user-generated climate visualizations created with ClimatePad can be emailed to friends and shared via Facebook, entraining even more active learners.

Container materials for crystal growth chambers must be carefully selected in order to prevent sample contamination. To address the issue of contamination, high purity SCN was exposed to a variety of potential chamber construction materials, e.g., metal alloys, soldering materials, and sealants, at a temperature approximately 25 K above the melting point of SCN (58°C), over periods of up to one year. Acceptability, or lack thereof, of candidate chamber materials was determined by performing periodic melting point checks of the exposed samples. Those materials which did not measurably affect the melting point of SCN over a one-year period were considered to be chemically compatible and therefore eligible for use in constructing the flight chamber. A growth chamber constructed from compatible materials (304 SS and borosilicate glass) was filled with pure SCN. A thermistor probe placed within the chamber permitted in situ measurement of the melting point and, indirectly, of the purity of the SCN. Melting point plateaus were then determined, to assess the actual chamber performance.

Making progress basically, a fundamental issue for the construction companies to get by in a highly competitive industry. From time to time, industry players are facing stiff and tough competition due to large number of players, whether existing or new players involved from various background and track record. Furthermore, the large numbers of component deciding the competitiveness of contractors, whose organization structures and governance have turned out to be more muddled. Different construction companies have their own unique criteria which may differ from one to another. The enormous amount of issues needs to bring down to manageable numbers so that measures can be identified and scrutinized to enhance competitiveness. This paper discusses the result from the critical investigation from past studies in the Asian countries, namely China, India, Thailand, Singapore and Malaysia. Several fundamental factors have been identified as CSFs in construction companies in respective country. Also highlighted a critical survey based upon various literatures written on this subject where critical success factors (CSFs) as a yardstick to gauge the relationship among CSFs in various construction companies in the Asian region. Far reaching estimation of an organization's performance and resulting input to its supervision is crucial for business change. Estimation additionally empowers organizations to be contrasted from one another on the premise of institutionalized data, permitting best practices to be distinguished and connected more widely. Different countries have their own set of critical success factors (CSFs) which may differ in term of priority and at the same time share common elements of success factor in accomplishment as a construction companies. The study, which is exploratory in nature, embraced the content investigation and inductive technique to accomplish its objectives.

Comparison of its development in selected regions is important for experts in the field of construction, mayors of the regions, the state, but especially for the inhabitants themselves. The aim of the article is to compare the number of new dwellings with building permits and completed dwellings with final building approval between selected regions by using a mathematical statistics method - “Analysis of variance”. The article also uses the tools of descriptive statistics such as a point graph, a graph of deviations from the average, basic statistical characteristics of mean and variability. Qualitative factors influencing the construction of flats as well as the causes of quantitative differences in the number of started apartments under construction and completed apartments in selected regions of Central Europe are the subjects of the article’s conclusions.

A Ministerial Resolution passed in 1989 in Kuwait amended private sector recruitment regulations to encourage the employment of Kuwaiti and other Gulf nationals. The resolution gave local labor authorities the responsibility of issuing work permits. Foreign workers can gain a work permit is 1) no Kuwaiti or Gulf nationals are available, 2) the recruitment can be justified, and 3) the foreign worker's skills conform with the business activity and needs of the enterprise seeking the permit. Workers hired without a permit will be deported at the employer's expense, and the employer will be banned from receiving any other work permits for up to 6 months. In addition, permit holders can only work for the employer who acquired the permit on their behalf. Self-employed foreign workers will receive a permit when they are associated with a local company and receive a license to work on an independent basis. Aliens who have been practicing an activity for at least 10 years, however, and are over age 30 and have recognized domicile will be issued a 3-year renewable permit. Work permits are not transferrable to another employer for 3 years from the date of issue. Government contractors, however, will receive permits for the entire duration of a project, after which time the foreign workers will be repatriated unless they are transferred to another employer working on a similar government project. The Ministry of Labour may reject an application for a work permit, its renewal, or transfer and may cancel a work permit at any time. Repatriation costs are normally paid by the employer, unless the termination was initiated on disciplinary grounds or for failure to comply with contract terms or labor regulations. In these cases, the workers will pay their own repatriation costs.

A National Pollutant Discharge Elimination System (NPDES) Permit was issued to the Savannah River Site (SRS) by the South Carolina Department of Health and Environmental Control (SCDHEC) and became effective on December 1, 2003. The new permit contained revised limits for copper and zinc derived by adjusting the South Carolina aquatic life water quality standards in accordance with dissolved metals criteria. The new copper and zinc limits are very low and may not be met consistently at Outfall H-12. The outfall has periodically exceeded the new 6 {micro}g/l (0.006 mg/L) monthly average limit and the 8 {micro}g/l (0.008 mg/L) maximummore » limit for copper and recently has begun exceeding the 100 {micro}g/l (0.100 mg/L) limit for zinc. The compliance date for Outfall H-12 is November 1, 2008. A study was conducted on this outfall and other outfalls to evaluate possible alternatives for meeting the new permit limits (Shipman and Bugher 2004). The study team recommended construction of a peat bed for treatment of the Outfall H-12 effluent. This recommendation was repeated by a second alternatives study team in 2007 (WSRC 2007). A bench-scale laboratory study demonstrated the feasibility of peat-bed treatment for Outfall H-12 effluent, with the peat demonstrating excellent removal of copper (Nelson and Specht 2005). An additional study was performed in 2006 and early 2007 using vertical-flow peat columns to investigate the influence of water retention time (contact time) on the removal of copper and zinc from the water (Nelson 2007c). Analytical results indicated that copper removal was very high at each of the three retention times tested, ranging from 99.6% removal at five and three hours to 98.8% removal at one hour. Effluent copper levels from these studies were much lower than the new compliance limit for the outfall. Most divalent metals, including zinc, were removed to below their normal reporting detection limit. The H-Area Material Disposition organization requested a larger-scale study to investigate key design and operation parameters/issues, such as the possibility of rapid plugging of the piping or clogging of the peat bed, the effectiveness of the treatment, hydraulic conductivity, etc. The resulting pilot-scale facility was constructed adjacent to Outfall H-12 with SCDHEC approval (Mullinax 2007). The pilot-scale study was performed by the Savannah River National Laboratory's (SRNL) Environmental Science and Biotechnology Directorate personnel. Since the construction and operation of the pilot-scale peat bed facility, however, a new strategy for achieving compliance of Outfall H-12 effluent with the new permit limits has been selected. This new strategy incorporates a variety of efforts including source reduction, recalculation of limits using an aquatic species that is indigenous to the area instead of a standard species, and dissolved organic carbon addition to reduce copper toxicity. Dubai's ecologic and economic complications are exacerbated by six years of accelerated expansion, a fixed top-down approach to urbanism and the construction of iconic single-phase mega-projects. With recent construction delays, project cancellations and growing landscape issues, Dubai's tower typologies have been unresponsive to changing environmental, socio-cultural and economic patterns (BBC, 2009; Gillet, 2009; Lewis, 2009). In this essay, a theory of "Big Regionalism" guides an argument for an economically and ecologically linked tower typology called the Condenser. This phased "box-to-tower" typology is part of a greater Landscape Urbanist strategy called Vertical Landscraping. Within this strategy, the Condenser's role is to densify the city, facilitating the creation of ecologic voids that order the urban region. Delineating "Big Regional" principles, the Condenser provides a time-based, global-local urban growth approach that weaves Bigness into a series of urban-regional, economic and ecological relationships, builds upon the environmental performance of the city's regional architecture and planning, promotes a continuity of Dubai's urban history, and responds to its landscape issues while condensing development. These speculations permit consideration of the overlooked opportunities embedded within Dubai's mega-projects and their long-term impact on the urban morphology.

The Environmental Protection Agency (EPA) is issuing today a Regulation Interpretation Memorandum (RIM) which provides official interpretation of the issue of whether a generator who accumulates hazardous waste pursuant to 40 CFR 262.34, may qualify for interim status after November 19, 1980. This issue arose when the requirements for submitting a Part A permit application (one of the prerequisites to qualifying for interim status) were amended on November 19, 1980. The provisions interpreted today are part of the Consolidated Permit Regulations promulgated under Subtitle C of the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act, as amended (RCRA).
