This Environmental Permit Compliance Plan is intended to assist the Memphis Light, Gas and Water Division in acquiring the necessary environmental permits for their proposed Industrial Fuel Gas Demonstration Plant in a time frame consistent with the construction schedule. Permits included are those required for installation and/or operation of gaseous, liquid and solid waste sources and disposal areas. Only those permits presently established by final regulations are described. The compliance plan describes procedures for obtaining each permit from identified federal, state and local agencies. The information needed for the permit application is presented, and the stepwise procedure to follow whenmore » filing the permit application is described. Information given in this plan was obtained by reviewing applicable laws and regulations and from telephone conversations with agency personnel on the federal, state and local levels. This Plan also presents a recommended schedule for beginning the work necessary to obtain the required environmental permits in order to begin dredging operations in October, 1980 and construction of the plant in September, 1981. Activity for several key permits should begin as soon as possible.« less

Construction regulations are still different in many European countries, even though the European Union directives have unified many acts for construction works and construction products in the member countries. The scheme of the construction process presented in the paper could be valid for most countries, despite of detailed regulations of legal systems. The number of construction regulations to be followed in order to get the Construction Permit in Poland is rather big, so the time between the start of the investment process and the day when the Construction Permit is issued could be several months. Only licensed professional engineers can play the role of site managers, site inspectors and designers, registered for the given construction project. Duties and responsibilities (civil liability) of these engineers are strictly defined by regulations. The obligatory inspection of construction works should be executed by the licensed site inspectors. Moreover, the works can be incidentally inspected by Authority, banks, insurance companies or designers. Foreign designers and foreign site engineers in order to be allowed by respective Authority to play official roles on Polish construction sites should present documents proving that they can do the same jobs in their countries as per regulations obligatory there.

This Final Technical Report is focused on the CO2 Pipeline and Storage Project. The FutureGen 2.0 CO2 Pipeline and Storage Project evolved from an initial siting and project definition effort in Phase I, into the Phase II activity consisting permitting, design development, the acquisition of land rights, facility design, and licensing and regulatory approvals. Phase II also progressed into construction packaging, construction procurement, and targeted early preparatory activities in the field. The CO2 Pipelinemore » and Storage Project accomplishments were significant, and in some cases unprecedented. The engineering, permitting, legal, stakeholder, and commercial learnings substantially advance the nation’s understanding of commercial-scale CO2 storage in deep saline aquifers. Voluminous and significant information was obtained from the drilling and the testing program of the subsurface, and sophisticated modeling was performed that held up to a wide range of scrutiny. All designs progressed to the point of securing construction contracts or comfort letters attesting to successful negotiation of all contract terms and willing execution at the appropriate time all major project elements – pipeline, surface facilities, and subsurface – as well as operations. While the physical installation of the planned facilities did not proceed in part due to insufficient time to complete the project prior to the expiration of federal funding, the project met significant objectives prior to DOE’s closeout decision. Had additional time been available, there were no known, insurmountable obstacles that would have precluded successful construction and operation of the project. Due to the suspension of the project, site restoration activities were developed and the work was accomplished. The site restoration efforts are also documented in this report. All permit applications had been submitted to all agencies for those permits or approvals required prior to the start of project construction. Most of the requisite permits were received during Phase II. This report includes information on each permitting effort. Successes and lessons learned are included in this report that will add value to the next generation of carbon storage efforts.« less

Applications in robot-aided surgery are currently based on modifications of manipulators used in industrial manufacturing processes. In this paper we describe novel rotatory kinematics for a manipulator, specially developed for deployment in robot-aided surgery. The construction of the gearing mechanism used for the positioning and orientation of a linkage point is described. Forward and inverse kinematics were calculated, and a constructive solution proposed. The gearing mechanism is based on two disk systems, each of which consists of two opposing rotatable discs. The construction was designed in such a way that the linkage point can be positioned freely anywhere within the mechanism's range of motion. The kinematics thus permits an x-y-positioning via rotating movements only. The spatial arrangement of two of such disc systems permits movements in four degrees of freedom (DOF). The construction is compact, but can be further miniaturized, is flexible and manufacturing costs are low. On the basis of this mechanical concept a new, small automated manipulator for surgical application will be developed.

The current generation of reliability analysis tools concentrates on improving the efficiency of the description and solution of the fault-handling processes and providing a solution algorithm for the full system model. The tools have improved user efficiency in these areas to the extent that the problem of constructing the fault-occurrence model is now the major analysis bottleneck. For the next generation of reliability tools, it is proposed that techniques be developed to improve the efficiency of the fault-occurrence model generation and input. Further, the goal is to provide an environment permitting a user to provide a top-down design description of the system from which a Markov reliability model is automatically constructed. Thus, the user is relieved of the tedious and error-prone process of model construction, permitting an efficient exploration of the design space, and an independent validation of the system's operation is obtained. An additional benefit of automating the model construction process is the opportunity to reduce the specialized knowledge required. Hence, the user need only be an expert in the system he is analyzing; the expertise in reliability analysis techniques is supplied.

The other side of the broken window: a methodology that translates building permits into an ecometric of investment by community members.

Much research has focused on physical disorder in urban neighborhoods as evidence that the community does not maintain local norms and spaces. Little attention has been paid to the opposite: indicators of proactive investment in the neighborhood's upkeep. This manuscript presents a methodology that translates a database of approved building permits into an ecometric of investment by community members, establishing basic content, criteria for reliability, and construct validity. A database from Boston, MA contained 150,493 permits spanning 2.5 years, each record including the property to be modified, permit type, and date issued. Investment was operationalized as the proportion of properties in a census block group that underwent an addition or renovation, excluding larger developments involving the demolition or construction of a building. The reliability analysis found that robust measures could be generated every 6 months, and that longitudinal analysis could differentiate between trajectories across neighborhoods. The validity analysis supported two hypotheses: investment was best predicted by homeownership and median income; and maintained an independent relationship with measures of physical disorder despite controlling for demographics, implying that it captures the other end of a spectrum of neighborhood maintenance. Possible uses for the measure in research and policy are discussed.

A mobile remote manipulator system has been identified as a necessary device for space station. A conceptual design for an MRMS is presented which features (1) tracks on the MRMS and guide pins only on the truss structure, (2) a push/pull drive mechanism which rotates to permit movement in four directions, and (3) spacecrane and mobile foot restraint manipulators (or arms). Operational and design features of the MRMS elements are described and illustrated. Concepts are also presented which permit rotating the operational plane of the MRMS through 90 deg. Such a system has been found to have great utility for initial space station construction, maintenance and repair, and to provide a construction capability for future station growth or large spacecraft assembly and/or servicing.

The Plate Boundary Observatory (PBO), part of the larger NSF-funded EarthScope project, will study the three- dimensional strain field resulting from active plate boundary deformation across the western United States. PBO is a large construction project involving the reconnaissance, permitting, installation, documentation, and maintenance of 875 permanent GPS stations in five years. 163 of these stations lie within the Basin and Range and Rocky Mountain Regions consisting of the states of Montana, Idaho, Nevada, Utah, Wyoming, Colorado, New Mexico, and Arizona. During the fourth year of the project, the Basin and Range and Rocky Mountain regions of PBO completed reconnaissance and nearly all permitting activities, and maintained a fast pace of station installations. The fall of 2006 and spring of 2007 were devoted to the construction of a large push of 50 stations, most located on Bureau of Land Management controlled public lands in Nevada. This transect is located along Highway 50 and will profile the extension of the Basin and Range province. The Yellowstone area, including surrounding National Parks and Forests was the target of summer 2007, during which time 10 remote stations with difficult logistics were installed. To date, construction is complete for 135 of 163 GPS stations.

The Box Cello is a middle school science club which is attempting to (1) understand the cello and (2) design a low-cost starter instrument. We can support and justify this research by adding a third goal: (3) to help supply local science classes with equipment. My policy of spending one entire day each week away from the university, out in a local school is essential to this project. This schedule also permits me to conduct lessons on optics and music in the schools. And, it permits circulation of tools and equipment. A simple calculation demonstrates the great economy achieved by combining science clubs with academic year school visits. Consider the cost of letting 10,000 students in 10 middle schools each learn about and play with a pair of "upside-down" glasses for one hour. A visit to each school for three consecutive weeks would easily permit such a circulation if only 30 pairs were constructed. Assume rhetorically, that the construction of 30 pairs of glasses were to consume the entire estimated annual budget of $100,000. The cost per student would be only ten dollars! The visits, guest lectures, and equipment loans permit informal networking (including lunch) with math, science and music teachers in 10 schools. Tidal energy represents potential for the generation of renewable, emission free, environmentally benign, and cost effective energy from tidal flows. A successful tidal energy demonstration project in Puget Sound, Washington may enable significant commercial development resulting in important benefits for the northwest region and the nation. This project promoted the United States Department of Energy's Wind and Hydropower Technologies Program's goals of advancing the commercial viability, cost-competitiveness, and market acceptance of marine hydrokinetic systems. The objective of the Puget Sound Tidal Energy Demonstration Project is to conduct in-water testing and evaluation of tidal energy technology as a first step towardmore » potential construction of a commercial-scale tidal energy power plant. The specific goal of the project phase covered by this award was to conduct all activities necessary to complete engineering design and obtain construction approvals for a pilot demonstration plant in the Admiralty Inlet region of the Puget Sound. Public Utility District No. 1 of Snohomish County (The District) accomplished the objectives of this award through four tasks: Detailed Admiralty Inlet Site Studies, Plant Design and Construction Planning, Environmental and Regulatory Activities, and Management and Reporting. Pre-Installation studies completed under this award provided invaluable data used for site selection, environmental evaluation and permitting, plant design, and construction planning. However, these data gathering efforts are not only important to the Admiralty Inlet pilot project. Lessons learned, in particular environmental data gathering methods, can be applied to future tidal energy projects in the United States and other parts of the world. The District collaborated extensively with project stakeholders to complete the tasks for this award. This included Federal, State, and local government agencies, tribal governments, environmental groups, and others. All required permit and license applications were completed and submitted under this award, including a Final License Application for a pilot hydrokinetic license from the Federal Energy Regulatory Commission. The tasks described above have brought the project through all necessary requirements to construct a tidal pilot project in Admiralty Inlet with the exception of final permit and license approvals, and the selection of a general contractor to perform project construction.« less

A pilot-scale wetland treatment system was specifically designed and constructed at Clemson University to evaluate removal of mercury, selenium, and other constituents from flue gas desulfurization (FGD) wastewater. Specific objectives of this research were: (1) to measure performance of a pilot-scale constructed wetland treatment system in terms of decreases in targeted constituents (Hg, Se and As) in the FGD wastewater from inflow to outflow; (2) to determine how the observed performance is achieved (both reactions and rates); and (3) to measure performance in terms of decreased bioavailability of these elements (i.e. toxicity of sediments in constructed wetlands and toxicity ofmore » outflow waters from the treatment system). Performance of the pilot-scale constructed wetland treatment systems was assessed using two criteria: anticipated NPDES permit levels and toxicity evaluations using two sentinel toxicity-testing organisms (Ceriodaphnia dubia and Pimephales promelas). These systems performed efficiently with varied inflow simulations of FGD wastewaters removing As, Hg, and Se concentrations below NPDES permit levels and reducing the toxicity of simulated FGD wastewater after treatment with the constructed wetland treatment systems. Sequential extraction procedures indicated that these elements (As, Hg, and Se) were bound to residual phases within sediments of these systems, which should limit their bioavailability to aquatic biota. Sediments collected from constructed wetland treatment systems were tested to observe toxicity to Hyalella azteca or Chironomus tetans. Complete survival (100%) was observed for H. azteca in all cells of the constructed wetland treatment system and C. tentans had an average of 91% survival over the three treatment cells containing sediments. Survival and growth of H. azteca and C. tentans did not differ significantly between sediments from the constructed wetland treatment system and controls. Since the sediments of the constructed wetland treatment system are repositories for As, Hg, and Se and the bioavailability of these elements decreased after deposition, the pilot-scale constructed wetland treatment system contributed significantly to mitigation of risks to aquatic life from these elements.« less

The rapid development of the drywall construction trade in the United States is described. It is estimated that some 75,000 U.S. construction workers are currently employed in this trade. The use of a variety of spackle and taping compounds is shown to be associated with significant asbestos exposure; air samples taken in the breathing zone by drywall tapers during sanding of taping compounds show fiber concentrations exceeding, by several times, the maximum level permitted by United States Government regulations. An investigation was made with a specially designed engine to determine the scavenging characteristics of a large number of inlet-port shapes and arrangements and the optimum port arrangement and timing for this particular type of engine. A special cylinder construction permitted wide variations in timing for this particular type of engine. A special cylinder construction permitted wide variations in timing as well as in shape and arrangement of both the inlet and exhaust ports. The study of the effect of port shape combinations and timings on engine performance was made using illuminating gas as a fuel. Through variations in inlet-port arrangement and port timings, the value of the scavenging efficiency was increased from an original 44 percent to approximately 67 percent with a corresponding increase in power. With the optimum port arrangement and timing determined, a large number of performance runs were made under both spark-ignition and compression-ignition operation.

Computer software such as HYDRO, based upon a comprehensive body of theoretical work, permits the hydrodynamic modeling of macromolecules in solution, which are represented to the computer interface as an assembly of spheres. The uniqueness of any satisfactory resultant model is optimized by incorporating into the modeling procedure the maximal possible number of criteria to which the bead model must conform. An algorithm (AtoB, for atoms to beads) that permits the direct construction of bead models from high resolution x-ray crystallographic or nuclear magnetic resonance data has now been formulated and tested. Models so generated then act as informed starting estimates for the subsequent iterative modeling procedure, thereby hastening the convergence to reasonable representations of solution conformation. Successful application of this algorithm to several proteins shows that predictions of hydrodynamic parameters, including those concerning solvation, can be confirmed. PMID:8994627

This report summarizes the results of the Pre-Front End Engineering Design (pre-FEED) phase of a proposed advanced oxy-combustion power generation plant to repower the existing 200 MWe Unit 4 at Ameren Energy Resources’ (AER) Meredosia Power Plant. AER has formed an alliance with Air Liquide Process and Construction, Inc. (ALPC) and Babcock & Wilcox Power Generation Group (B&W PGG) for the design, construction, and testing of the facility, and has contracted with URS Corporation (URS) for preliminary design and Owner’s engineering services. The Project employs oxy-combustion technology – combustion of coal with nearly pure oxygen and recycled flue gas (insteadmore » of air) – to capture approximately 90% of the flue gas CO2 for transport and sequestration by another Project. Plant capacity and configuration has been developed based on the B&W PGG-ALPC cool recycle process firing high-sulfur bituminous coal fuel, assuming baseload plant operation to maximize existing steam turbine capability, with limited consideration for plant redundancy and performance optimization in order to keep plant costs as low as practical. Activities and preliminary results from the pre-FEED phase addressed in this report include the following: Overall plant thermal performance; Equipment sizing and system configuration; Plant operation and control philosophy; Plant emissions and effluents; CO 2 production and recovery characteristics; Project cost estimate and economic evaluation; Integrated project engineering and construction schedule; Project risk and opportunity assessment; Development of Project permitting strategy and requirements During the Phase 2 of the Project, additional design details will be developed and the Phase 1 work products updated to support actual construction and operation of the facility in Phase 3. The La Paz County Regional Landfill is a 65 hectare (160 acre) municipal waste site located near the western border of Arizona between the cities of Parker and Quartzsite. The site is operated under a public/private partnership between the County of La Paz and Browning-Ferris Industries, Inc. (BFI). The County owns the landfill and infrastructure and BFI is responsible for facility improvements, environmental compliance, and daily operations. Following the initial permitting and construction of the first landfill cell, a value engineering review was conducted on the site design and permit requirements. Based on this review, substantial cost saving opportunities weremore » identified. In order to implement the value engineering ideas, the site permit was modified and a new Solid Waste Facilities Plan was Submitted to the Arizona Department of Environmental Quality. This paper discusses the value engineering modifications that were conducted, the revisions to the permits, and the relative cost savings that were realized. The areas addressed include the liner system design, closure design, disposal capacity, and operations plan. Through the use of alternative liners a cost savings of well over 50 percent (as compared to the original permit) will be realized over the life of the landfill.« less

It is necessary to measure the achievable resolution of any airborne sensor that is to be used for metric purposes. Laboratory calibration facilities may be inadequate or inappropriate for determining the resolution of non-photographic sensors such as optical-mechanical scanners, television imaging tubes, and linear arrays. However, large target arrays imaged in the field can be used in testing such systems. The USGS has constructed an array of resolution targets in order to permit field testing of a variety of airborne sensing systems.
