Efficient information systems support the provision of multi-disciplinary aged care and a variety of organisational purposes, including quality, funding, communication and continuity of care. Agreed minimum data sets enable accurate communication across multiple care settings. However, in aged care multiple and poorly integrated data collection frameworks are commonly used for client assessment, government reporting and funding purposes. To determine key information needs in aged care settings to improve information quality, information transfer, safety, quality and continuity of care to meet the complex needs of aged care clients. Modified Delphi methods involving five stages were employed by one aged care provider in Victoria, Australia, to establish stakeholder consensus for a derived minimum data set and address barriers to data quality. Eleven different aged care programs were identified; with five related data dictionaries, three minimum data sets, five program standards or quality frameworks. The remaining data collection frameworks related to diseases classification, funding, service activity reporting, and statistical standards and classifications. A total of 170 different data items collected across seven internal information systems were consolidated to a derived set of 60 core data items and aligned with nationally consistent data collection frameworks. Barriers to data quality related to inconsistencies in data items, staff knowledge, workflow, system access and configuration. The development an internal aged care minimum data set highlighted the critical role of primary data quality in the upstream and downstream use of client information; and presents a platform to build national consistency across the sector.

Self-organized flexible leadership promotes collective intelligence in human groups

Collective intelligence refers to the ability of groups to outperform individual decision-makers. At present, relatively little is known about the mechanisms promoting collective intelligence in natural systems. We here test a novel mechanism generating collective intelligence: self-organization according to information quality. We tested this mechanism by performing simulated predator detection experiments using human groups. By continuously tracking the personal information of all members prior to collective decisions, we found that individuals adjusted their response time during collective decisions to the accuracy of their personal information. When individuals possessed accurate personal information, they decided quickly during collective decisions providing accurate information to the other group members. By contrast, when individuals had inaccurate personal information, they waited longer, allowing them to use social information before making a decision. Individuals deciding late during collective decisions had an increased probability of changing their decision leading to increased collective accuracy. Our results thus show that groups can self-organize according to the information accuracy of their members, thereby promoting collective intelligence. Interestingly, we find that individuals flexibly acted both as leader and as follower depending on the quality of their personal information at any particular point in time. PMID:27019718

Hydrologic data collected on the Great and Denbow Heaths, Maine, include precipitation, pan evaporation, air temperatures, streamflow, groundwater levels, and water quality constituents. These data were collected for a peat bog hydrology study conducted in cooperation with the Maine Geological Survey. The data network consisted of climate information from three rain gages, an evaporation pan, and two maximum-minimum thermometers; surface water information from two continuous gaging stations and 19 partial record sites; groundwater information from an observation well equipped with a continuous recorder and 106 piezometers; and water quality information from 13 wells and seven surface water sites. Water quality constituents include: field determinations of pH, specific conductance, and temperature, and laboratory determinations of common inorganic cations and anions, trace elements, and selected organic compounds. Methods used for the collection and analyses of data included standard Survey techniques modified for the unique hydrologic environment of the study area. (Author 's abstract)

As a key element of this data collection, stream gauges yield continuous hydrologic information and document long-term trends, recording high-frequency hydrologic information over decadal to centennial time frames.

We evaluated implementation of the British Columbia AIDS Information Line during its initial 15 weeks of operation. Data collected during daily operation of the line included call frequency, caller characteristics, response patterns, caller concerns and community referrals. Information on activities and resources required to implement the AIDS Line was also assembled. The study concluded that the advertising campaign sponsored by the provincial government and other AIDS-related media events had a strong impact on the frequency of calls made to the AIDS Line. However, the effect of both advertising and media events was of relatively short duration, suggesting that utilization of an AIDS information line is dependent on continuing promotional activities. The evaluation results demonstrate the importance of continuous collection of data online utilization, to track public awareness of and response to AIDS-related issues, and to facilitate planning of public education.

NHANES is the cornerstone for national nutrition monitoring to inform nutrition and health policy. Nutritional assessment in NHANES is described with a focus on dietary data collection, analysis, and uses in nutrition monitoring. NHANES has been collecting thorough data on diet, nutritional status, and chronic disease in cross-sectional surveys with nationally representative samples since the early 1970s. Continuous data collection began in 1999 with public data release in 2-y cycles on ∼10,000 participants. In 2002, the Continuing Survey of Food Intakes by Individuals and the NHANES dietary component were merged, forming a consolidated dietary data collection known as What We Eat in America; since then, 24-h recalls have been collected on 2 d using the USDA’s Automated Multiple-Pass Method. Detailed and targeted food-frequency questionnaires have been collected in some NHANES cycles. Dietary supplement use data have been collected (in detail since 2007) so that total nutrient intakes can be described for the population. The continuous NHANES can adapt its content to address emerging public health needs and reflect federal priorities. Changes in data collection methods are made after expert input and validation/crossover studies. NHANES dietary data are used to describe intake of foods, nutrients, food groups, and dietary patterns by the US population and large sociodemographic groups to plan and evaluate nutrition programs and policies. Usual dietary intake distributions can be estimated after adjusting for day-to-day variation. NHANES remains open and flexible to incorporate improvements while maintaining data quality and providing timely data to track the nation’s nutrition and health status. In summary, NHANES collects dietary data in the context of its broad, multipurpose goals; the strengths and limitations of these data are also discussed in this review. PMID:26773020

Collective attacks and unconditional security in continuous variable quantum key distribution.

We present here an information theoretic study of Gaussian collective attacks on the continuous variable key distribution protocols based on Gaussian modulation of coherent states. These attacks, overlooked in previous security studies, give a finite advantage to the eavesdropper in the experimentally relevant lossy channel, but are not powerful enough to reduce the range of the reverse reconciliation protocols. Secret key rates are given for the ideal case where Bob performs optimal collective measurements, as well as for the realistic cases where he performs homodyne or heterodyne measurements. We also apply the generic security proof of Christiandl et al. to obtain unconditionally secure rates for these protocols.

The recent policy statement of the Medical Library Association (MLA) takes the position that scientific evidence is the basis for improving the quality of library and information sciences now and in the future. Research activity is seen as the foundation of an evolving knowledge base for the profession--a knowledge base that will set health sciences librarians apart from others in an increasingly competitive world of information service providers. The statement represents the culmination of many years of activity by association members, during which the role of research in health information practice has been debated. Over a similar time period, the quality movement, with its increasing demand for the collection and use of data, has been growing.
