The purpose of the Advanced Transportation System Studies (ATSS) Technical Area 2 (TA-2) Heavy Lift Launch Vehicle Development contract was to provide advanced launch vehicle concept definition and analysis to assist NASA in the identification of future launch vehicle requirements. The Canadian construction industry generates 30% of the total municipal solid waste deposited in landfills. Ample evidence can be found in the published literature about rework and waste generation due to ambiguity and errors in contract documents. Also, the literature quotes that disclaimer clauses in contract documents are included in the contractual agreements to prevent contractor claims, which often cause rework. Our professional practice has also noted that there are several disclaimer clauses in standard contract documents which have the potential to cause rework (and associated waste). This article illustrates a comparative study of standard contractual documents and their potential to create rework (and associated waste) in different regions of the world. The objectives of this study are (1) to analyse standard contractual documents in Canada, the USA and Australia in terms of their potential to generate rework and waste, and (2) to propose changes/amendments to the existing standard contract documents to minimise/avoid rework. In terms of construction waste management, all the reviewed standard contract documents have deficiencies. The parties that produce the contract documents include exculpatory clauses to avoid the other party's claims. This approach tends to result in rework and construction waste. The contractual agreements/contract documents should be free from errors, deficiencies, ambiguity and unfair risk transfers to minimise/avoid potential to generate rework and waste.

Cervical vestibular evoked myogenic potentials (cVEMPs) are vestibular-dependent muscle reflexes recorded from the sternocleidomastoid (SCM) muscles in humans. cVEMP amplitude is modulated by stimulus intensity and SCM muscle contraction strength, but the effect of muscle contraction is less well-documented. The effects of intensity and contraction were therefore compared in 25 normal subjects over a wide range of contractions. cVEMPs were recorded at different contraction levels while holding stimulus intensity constant and at different intensities while holding SCM contraction constant. The effect of muscle contraction on cVEMP amplitude was linear for most of the range of muscle contractions in the majority of subjects (mean R(2)=0.93), although there were some nonlinearities when the contraction was either very weak or very strong. Very weak contractions were associated with absent responses, incomplete morphology and prolonged p13 latencies. Normalization of amplitudes, by dividing the p13-n23 amplitude by the muscle contraction estimate, reduced the effect of muscle contraction, but tended to underestimate the amplitude with weak contractions. Minimum contraction levels are required for accurate interpretation of cVEMPs. These data highlight the importance of measuring SCM contraction strength when recording cVEMPs. In 2004, NASA awarded the Research, Operations, Maintenance, and Engineering (ROME) contract at NASA Langley Research Center to a team led by Jacobs Technology, Inc. A key component of the contract was the transitioning of the five large wind tunnel facilities from NASA managed and NASA or NASA/contractor workforces to fully contractor operated. The contractor would manage daily operations while NASA would continue to develop long-term strategies, make decisions regarding commitment of funds and commitment of facilities, and provide oversight of the contractor's performance. A major challenge would be the transition of knowledge of facility operations and maintenance from the incumbent civil servant workforce to the contractor workforce. While the contract has since been modified multiple times, resulting in a blended NASA/ROME workforce across the facilities, the processes developed and implemented to capture and document facility knowledge from the incumbent subject matter experts, build training and certification programs, and grow individual skills across subject areas and across facilities, are worthy of documentation. This is the purpose of this paper.

An increasing number are affiliating with physician practice management (PPM) firms that offer capital financing, expertise in utilization management, and global capitation contracts with health insurance entities. These physician organizations provide an alternative to affiliation with a hospital system and to individual physician contracting with health plans. To describe the growth, structure, and strategy of PPM organizations that coordinate medical groups in multiple markets and contract with health maintenance organizations (HMOs). Case studies, including interviews with administrative and clinical leaders, review of company documents, and analysis of documents from investment bankers, the Securities and Exchange Commission, and industry observers. Medical groups and independent practice associations (IPAs) in California and New Jersey affiliated with MedPartners, FPA Medical Management, and UniMed. Growth in number of primary care and specialty care physicians employed by and contracting with affiliated medical groups; growth in patient enrollment from commercial, Medicare, and Medicaid HMOs; growth in capitation and noncapitation revenues; structure and governance of affiliated management service organizations and professional corporations; and contracting strategies with HMOs. Between 1994 and 1996, medical groups and IPAs affiliated with 3 PPMs grew from 3787 to 25763 physicians; 65% of employed physicians provide primary care, while the majority of contracting physicians provide specialty care. Patient enrollment in HMOs grew from 285503 to 3028881. Annual capitation revenues grew from $190 million to $2.1 billion. Medical groups affiliated with PPMs are capitated for most professional, hospital, and ancillary clinical services and are increasingly delegated responsibility by HMOs for utilization management and quality assurance. Physician practice management organizations and their affiliated medical groups face the challenge of continuing rapid growth, sustaining stock values, and improving practice efficiencies while maintaining the loyalty of physicians and patients.
Neogene to recent contraction and basin inversion along the Nubia-Iberia boundary in SW Iberia

The SW of Iberia is currently undergoing compression related to the convergence between Nubia and Iberia. Multiple compressive structures, and their related seismic activity, have been documented along the diffuse Nubia-Iberia plate boundary, including the Gorringe bank west of the Gulf of Cadiz, and the Betic-Rif orogen to the east. Despite seismic activity indicating a dominant compressive stress along the Algarve margin in the Gulf of Cadiz, the structures at the origin of this seismicity remain elusive. This paper documents the contractional structures that provide linkage across the Gulf of Cadiz and play a major role in defining the present-day seismicity and bathymetry of this area. The structures described in this paper caused the Neogene inversion of the Jurassic oblique passive margin that formed between the central Atlantic and the Ligurian Tethys. This example of a partially inverted margin provides insights into the factors that condition the inversion of passive margins.

This Final Report summarizes the activities performed by Science Applications International Corporation (SAIC) under contract NAS 8-40431 "Cost and Schedule Analytical Techniques Development Contract" (CSATD) during Option Year 3 (December 1, 1997 through November 30, 1998). This Final Report is in compliance with Paragraph 5 of Section F of the contract. This CSATD contract provides technical products and deliverables in the form of parametric models, databases, methodologies, studies, and analyses to the NASA Marshall Space Flight Center's (MSFC) Engineering Cost Office (PP03) and the Program Plans and Requirements Office (PP02) and other user organizations. Detailed Monthly Reports were submitted to MSFC in accordance with the contract's Statement of Work, Section IV "Reporting and Documentation". These reports spelled out each month's specific work performed, deliverables submitted, major meetings conducted, and other pertinent information. Therefore, this Final Report will summarize these activities at a higher level. During this contract Option Year, SAIC expended 25,745 hours in the performance of tasks called out in the Statement of Work. This represents approximately 14 full-time EPs. Included are the Huntsville-based team, plus SAIC specialists in San Diego, Ames Research Center, Tampa, and Colorado Springs performing specific tasks for which they are uniquely qualified.

Large multicentre randomised controlled trials (RCTs) in the Netherlands are increasingly being impeded by major differences between local approval procedures. However, no national agenda exists as yet to improve this situation. The existence of major local differences in processing time and documentation required has been reported previously but little is known about the costs incurred and whether or not specific certifications and research contracts are mandatory. The current study evaluated these aspects of local procedures for obtaining approval of two oncological multicentre RCTs. Retrospective, descriptive. All local procedures for obtaining approval of two randomised clinical trials were evaluated: the CAIRO5 and CHARISMA trials initiated by the Dutch Colorectal Cancer Group (DCCG). We objectified time between approval by the Medical Ethics Review Committee (METC) and final approval by the Board of Directors (RvB), the type and number of documents needed, and costs charged. The median time interval between the approval by the Medical Ethics Review Committee and the approval by the Board of Directors was 90 days (range 4-312). The number of documents required per centre ranged from 6-20. The costs charged ranged from € 0-€ 1750, and amounted to € 8575 for all procedures combined. No costs were charged by the majority of the centres. The approval procedures for multicentre clinical trials in the Netherlands demonstrate major differences. Processing times, documentation required and costs are unpredictable; greater uniformity is highly desirable in this context.

Major upgrades were made in 1999 to the 6- by 9-Foot (1.8- by 2.7-m) Icing Research Tunnel (IRT) at the NASA Glenn Research Center. These included replacement of the electronic controls for the variable-speed drive motor, replacement of the heat exchanger, complete replacement and enlargement of the leg of the tunnel containing the new heat-exchanger, the addition of flow-expanding and flow-contracting turning vanes upstream and downstream of the heat exchanger, respectively, and the addition of fan outlet guide vanes (OGV's). This paper presents an overview of the construction and reactivation testing phases of the project. Important lessons learned during the technical and contract management work are documented.

In keeping with the ‘muscular wisdom hypothesis’, many studies have documented that the firing rate of the majority of motor units decreased during fatiguing isometric contractions. The present study investigated whether the application of periodic muscle vibration, which strongly activates muscle spindles, would alter the modulation of motor unit firing rate during submaximal fatiguing isometric contractions. Thirty-three motor units from the lateral head of the triceps brachii muscle were recorded from 10 subjects during a sustained isometric 20 % maximal voluntary contraction (MVC) of the elbow extensors. Vibration was interposed on the contraction for 2 s every 10 s. Twenty-two motor units were recorded from the beginning of the fatigue task. The discharge rate of the majority of motor units remained constant (12/22) or increased (4/22) with fatigue. Six motor units demonstrated a reduction in discharge rate that later returned toward initial values; these motor units had higher initial discharge rates than the other 16 motor units. In a second series of experiments, four subjects held a sustained isometric 20 % MVC for 2 min and then vibration was applied as above for the remainder of the contraction. In this case, motor units initially demonstrated a decrease in firing rate that increased after the vibration was applied. Thus muscle spindle disfacilitation of the motoneurone pool may be associated with the decline of motor unit discharge rate observed during the first 2 min of the contraction. In a third set of experiments, seven subjects performed the main experiment on one occasion and repeated the fatigue task without vibration on a second occasion. Neither the endurance time of the fatiguing contraction nor the MVC torque following fatigue was affected by the application of vibration. SO WHAT IS AN RFI? IT WAS ONE OF THE FIRST THINGS I learned about back when I started my project management career with my first large construction firm. I learned how to use these forms as a convenient and effective means of documenting the many legitimate clarifications needed on a major project. However, like most other young engineers, I also learned to use the RFI as a weapon in the ongoing battle between owners. or their designer and the construction contractors. Recently, our project team has done a few simple things to greatly reduce the waste and frustration that comes from this type of battle. The RFI form can be a great tool if used properly, and I certainly don t recommend that they be eliminated entirely. The RFI form was created to document the many clarifications that are commonly required on projects. Typically, the contractor uses the top half of the form to clarify-or request permission to vary from-the contract documents. The bottom half of the form is used to record the answer. But this seemingly simple process is plagued by a number of problems. From the contractor s perspective, RFIs are needed to secure information that should have been in the contract documents in the first place. The missing information keeps their crews from working effectively, and it makes hitting already demanding cost and schedule targets even more difficult. Owners, or their design firms, often view the RFI as a means of harassment. Both sides of the issue have legitimate complaints, and both sides cause most of their own pain.

The use of standard contracts in the English National Health Service: a case study analysis.

The use of contracts is vital to market transactions. The introduction of market reforms in health care in the U.K. and other developed countries twenty years ago meant greater use of contracts. In the U.K., health care contracting was widely researched in the 1990s. Yet, despite the changing policy context, the subject has attracted less interest in recent years. This paper seeks to fill a gap by reporting findings from a study of contracting in the English National Health Service (NHS) after the introduction of the national standard contract in 2007. By using economic and socio-legal theories and two case studies we examine the way in which the new contract was implemented in practice and the extent to which implementation conformed to policy intentions and to our theoretical predictions. Data were collected using non-participant observation of 36 contracting meetings, 24 semi-structured interviews, and analysis of documents. We found that despite efforts to introduce a more detailed ('complete') contract, in practice, purchasers and providers often reverted to a more relational style of contracting. Frequently reliance on the NHS hierarchy proved to be indispensable; in particular, formal dispute resolution was avoided and financial risk was re-allocated in compromises that sometimes ignored contractual provisions. Serious data deficiencies and shortages of skilled personnel still caused major difficulties. We conclude that contracting for health care continues to raise serious problems, which may be exacerbated by the impending transfer of responsibility to groups of general practitioners (GPs) who generally lack experience and expertise in large-scale, secondary care contracting. The Grid Stiffened Analysis Tool contract is contract performed by Boeing under NASA purchase order H30249D. The contract calls for a "best effort" study comprised of two tasks: (1) Create documentation for a composite grid-stiffened structure analysis tool, in the form of a Microsoft EXCEL spread sheet, that was developed by originally at Stanford University and later further developed by the Air Force, and (2) Write a program that functions as a NASTRAN pre-processor to generate an FEM code for grid-stiffened structure. In performing this contract, Task 1 was given higher priority because it enables NASA to make efficient use of a unique tool they already have; Task 2 was proposed by Boeing because it also would be beneficial to the analysis of composite grid-stiffened structures, specifically in generating models for preliminary design studies. The contract is now complete, this package includes copies of the user's documentation for Task 1 and a CD ROM & diskette with an electronic copy of the user's documentation and an updated version of the "GRID 99" spreadsheet.

This Final Report summarizes the activities performed by Science Applications International Corporation (SAIC) for the Option 2 Year from December 1, 1996 through November 30, 1997. The Final Report is in compliance with Paragraph 5 of Section F of the contract. This CSATD contract provides products and deliverable in the form of models, data bases, methodologies, studies and analyses for the NASA Marshall Space Flight Center's (MSFC) Engineering Cost Office (PPO3) the Program Plans and Requirements Officer (PP02), and other user organizations. Detailed Monthly Progress reports were submitted to MSFC in accordance with the contract's Statement of Work, Section TV "Reporting and Documentation". These reports spelled out each month's specific work accomplishments, deliverables submitted, major meetings held, and other pertinent information. This Final Report will summarize these activities at higher level. During this contract Option Year, SAIC expended 29,830 man-hours in tile performance of tasks called out in the Statement of Work and reported oil in this yearly Final Report. This represents approximately 16 full-time EPs. Included are the basis Huntsville-based team, plus SAIC specialists in San Diego, Ames Research Center, Chicago, and Colorado Springs performing specific tasks for which they are uniquely qualified.

Sections 10 to 13 of the Advanced Transportation System Studies final report are included in this volume. Section 10 contains a copy of an executive summary that was prepared by Lockheed Space Operations Company (LSOC) to document their support to the TA-2 contract during the first-year period of performance of the contract, May 1992 through May 1993. LSOC participated on the TA-2 contract as part of the concurrent engineering launch system definition team, and provided outstanding heavy lift launch vehicle (HLLV) ground operations requirements and concept assessments for Lockheed Missiles and Space Company (LMSC) through an intercompany work transfer as well as providing specific HLLV ground operations assessments at the direction of NASA KSC through KSC funding that was routed to the TA-2 contract. Section 11 contains a copy of a vehicle-independent, launch system health management requirements assessment. The purpose of the assessment was to define both health management requirements and the associated interfaces between a generic advanced transportation system launch vehicle and all related elements of the entire transportation system, including the ground segment. Section 12 presents the major TA-2 presentations provided to summarize the significant results and conclusions that were developed over the course of the contract. Finally, Section 13 presents the design and assessment report on the first lunar outpost heavy lift launch vehicle.

Numerous problems with the autopilot setup and analysis processes were found along with numerous problems with documentation and autopilot system information. Major areas of concern are identified along with objectives to eliminate the major areas of concern. Piccolo simulator vehicle gain calculations and Piccolo generation 2 version 2.1.4 control laws are reverse engineered. A complete modeling guide is created. Methods are developed to perform and analyze doublet maneuvers. A series of flight procedures are outlined that include methods for tuning gains. A series of MATLAB graphical user interfaces were created to analyze flight data and pertinent control loop data for gain tuning.

This third meeting of the recently completed and ongoing Russian plutonium immobilization contract work was held at the State Education Center (SEC) in St. Petersburg on January 14-18, 2002. The meeting agenda is reprinted here as Appendix A and the attendance list as Appendix B. The meeting had 58 Russian participants from 21 Russian organizations, including the industrial sites (Mayak, Krasonayarsk-26, Tomsk), scientific institutes (VNIINM, KRI, VNIPIPT, RIAR), design organizations (VNIPIET and GSPI), universities (Nyzhny Novgorod, Urals Technical), Russian Academy of Sciences (Institute of Physical Chemistry or IPhCh, Institute of Ore-Deposit Geology, Petrography, Mineralogy, and Geochemistry or IGEM), Radon-Moscow, S&TCmore » Podol'osk, Kharkov-Ukraine, GAN-SEC-NRS and SNIIChM, the RF Ministry of Atomic Energy (Minatom) and Gosatomnadzor (GAN). This volume, published by LLNL, documents this third annual meeting. Forty-nine technical papers were presented by the Russian participants, and nearly all of these have been collected in this Proceedings. The two objectives for the meeting were to: (1) Bring together the Russian organizations, experts, and managers performing this contract work into one place for four days to review and discuss their work amongst each other. Emerging patterns of crack use in Mexico City.

Recent studies in Mexico have documented a significant increase in crack cocaine use, indicating the potential for an emerging drug epidemic. Ethnographic observations and interviews were used describe the profiles and patterns of use among street-recruited crack users in Mexico City. The data came from an international research collaboration funded by the National Institutes of Health. A polythetic typology was developed based on five dimensions central to categorizing patterns of crack use behavior: frequency of use, duration of use, context, social networks, and social contracts. Four types of users were discovered applying these dimensions: dabblers, stable users, crack heads, and old heads. Although several similarities were documented between patterns of crack use in Mexico and those in the United States and Western Europe, several key aspects distinguished crack users in this population: (1) self-regulated use; (2) non-linear progression of crack; and (3) the influence of the dimensions pertaining to setting, social networks, and social contract as contributing to understanding of the previous two. Further, we provide a discussion of how specific contextual factors in Mexico may be giving rise to these emerging patterns. Compared to the U.S. and Europe, this study finds that the majority of crack users were able to self-regulate their use without major disruption to daily social functioning. As crack use spreads in Mexico and other Latin American countries, we need to recognize the importance of social context in developing more tailored health and social responses that are specific to these developing countries. Contracts with patients have become increasingly common in clinical practice and the medical literature. These include behavioral contracts for managing “difficult patients” 1, opioid contracts2–5, suicide prevention contracts6,7, and healthy living contracts8. Some physician practices have even asked patients to sign contracts promising not to litigate or post defamatory comments on the Internet9. Despite widespread adoption, few have stopped to consider the potential risks and ethical concerns with using these documents. Smoking in movies is associated with adolescent and young adult smoking initiation. Public health efforts to eliminate smoking from films accessible to youth have been countered by defenders of the status quo, who associate tobacco imagery in "classic" movies with artistry and nostalgia. The present work explores the mutually beneficial commercial collaborations between the tobacco companies and major motion picture studios from the late 1920s through the 1940s. Cigarette endorsement contracts with Hollywood stars and movie studios were obtained from internal tobacco industry documents at the University of California, San Francisco (UCSF) Legacy Tobacco Documents Library and the Jackler advertising collection at Stanford. Cigarette advertising campaigns that included Hollywood endorsements appeared from 1927 to 1951, with major activity in 1931-2 and 1937-8 for American Tobacco Company's Lucky Strike, and in the late 1940s for Liggett & Myers' Chesterfield. Endorsement contracts and communication between American Tobacco and movie stars and studios explicitly reveal the cross-promotional value of the campaigns. American Tobacco paid movie stars who endorsed Lucky Strike cigarettes US$218,750 in 1937-8 (equivalent to US$3.2 million in 2008) for their testimonials. Hollywood endorsements in cigarette advertising afforded motion picture studios nationwide publicity supported by the tobacco industry's multimillion US dollar advertising budgets. Cross-promotion was the incentive that led to a synergistic relationship between the US tobacco and motion picture industries, whose artefacts, including "classic" films with smoking and glamorous publicity images with cigarettes, continue to perpetuate public tolerance of onscreen smoking. Medical practices around the country are attempting to use these documents as a prospective defense against medical malpractice claims. Protective contractual provisions are often attacked on grounds that they are legally void as a result of unconscionability. Widespread use of arbitration clauses have been met with mixed success. Arbitration clauses that limit damages available in medical negligence cases have been stricken in some states as having provisions that impose excessive entry costs on a patient starting the arbitration process. Other provisions relating to prequalification requirements for expert witnesses are now being used with increasing frequency. Clauses have even been placed in patient contracts that address cyber postings of adverse claims against physicians. As part of the Guidance and Control Software (GCS) research project being sponsored by NASA to evaluate the failure processes of software, standard industry software development procedures are being employed. To ensure that these procedures are authentic, the guidelines outlined in the Radio Technical Commission for Aeronautics (RTCA/DO-178A document entitled, software considerations in airborne systems and equipment certification, were adopted. A major aspect of these guidelines is proper documentation. As such, this report, the plan for software aspects of certification, was produced in accordance with DO-178A. An overview is given of the GCS research project, including the goals of the project, project organization, and project schedules. It also specifies the plans for all aspects of the project which relate to the certification of the GCS implementations developed under a NASA contract. These plans include decisions made regarding the software specification, accuracy requirements, configuration management, implementation development and verification, and the development of the GCS simulator.

Moving from Paris, Pisa, and Oxford to London, Amsterdam, and Cambridge, this essay documents extensive collaborations between anatomists and mathematicians. At a time when no standard way to acknowledge collaboration existed, it is remarkable that in all the cases I discuss anatomists expressed in print their debt to mathematicians. The cases I analyze document an extraordinarily fertile period in the history of anatomy and science and call into question historiographic divisions among historians of science and medicine. I focus on Steno's Myology, showing how his collaboration with mathematician Viviani led to a geometrical treatment of muscular contraction and to an epistemology inspired by Galileo. The collaboration between Steno and Viviani enables us to interpret a major text in the history of anatomy, one whose implications had so far eluded historians.

Information for patients prior to medical intervention is one of the principles of modern medical practice. In this study, we looked at an earlier practice of this principle. Ottoman judges had record books called sicil. One of the categories in sicils was the consent documents called riza senedi, which was a patient-physician contract approved by the courts. These contracts were especially for the protection of physicians from punishment if the patient dies. It is not clear whether patients were informed properly or not. Consent for minors was obtained from parents. However, a situation where an adult does not have the capacity to consent, was not clear in these documents. Any sign of free withdrawal of consent was not found in these records. Due to the legal system of Ottoman State, these contracts were related to Islamic law rather than modern civil law. We aim, in this paper, to present a legal practice, which is possible to consider as an early example of the informed consent practice.

The overarching question for this research is: How was the pedagogic contract renegotiated in three secondary science teachers' classrooms through the use of digitally enhanced science instruction. To answer this question, data was collected via semi-structured teacher interviews, classroom observations, and analysis of classroom documents such as student assignments, tests and Study Guides. This study reveals that the everyday use of digital technologies in these classrooms resulted in a re-negotiated pedagogic contract across three major dimensions: content of learning, method and management of learning activities, and assessment of learning. The extent to which the pedagogic contract was renegotiated varied with each of the teachers studied. Yet in each case, the content of learning was extended to include new topics, and greater depth of learning within the mandated curriculum. The management of learning was reshaped around metacognitive strategies, personal goal-setting, individual pacing, and small-group learning activities. With the assessment of learning, there was increased emphasis on self-directed interactive testing as a formative assessment tool. This study highlights the aspects of science classrooms that are most directly affected by the introduction of digital technologies and demonstrates how those changes are best understood as a renegotiation of the teacher-student pedagogic contract.

The purpose of the TA-2 contract was to provide advanced launch vehicle concept definition and analysis to assist NASA in the identification of future launch vehicle requirements. Contracted analysis activities included vehicle sizing and performance analysis, subsystem concept definition, propulsion subsystem definition (foreign and domestic), ground operations and facilities analysis, and life cycle cost estimation. The basic period of performance of the TA-2 contract was from May 1992 through May 1993. No-cost extensions were exercised on the contract from June 1993 through July 1995. This document is part of the final report for the TA-2 contract. The final report consists of three volumes: Volume 1 is the Executive Summary, Volume 2 is Technical Results, and Volume 3 is Program Cost Estimates. Abstract The genus Austropurcellia is a lineage of tiny leaf-litter arachnids that inhabit tropical rainforests throughout the eastern coast of Queensland, Australia. The majority of their diversity is found within the Wet Tropics rainforests of northeast Queensland, an area known for its exceptionally high levels of biodiversity and endemism. Studying the biogeographic history of limited-dispersal invertebrates in the Wet Tropics can provide insight into the role of climatic changes such as rainforest contraction in shaping rainforest biodiversity patterns. Here we describe six new species of mite harvestmen from the Wet Tropics rainforests, identified using morphological data, and discuss the biogeography of Austropurcellia with distributions of all known species. With this taxonomic contribution, the majority of the known diversity of the genus has been documented. PMID:27199608

The Human Computer Interface Guide (HCIG) provides guidelines for the design of computer software that affects human performance, specifically, the human-computer interface. This document contains an introduction and subparagraphs on SSFP computer systems, users, and tasks; guidelines for interactions between users and the SSFP computer systems; human factors evaluation and testing of the user interface system; and example specifications. The contents of this document are intended to be consistent with the tasks and products to be prepared by NASA Work Package Centers and SSFP participants as defined in SSP 30000, Space Station Program Definition and Requirements Document. The Human Computer Interface Guide shall be implemented on all new SSFP contractual and internal activities and shall be included in any existing contracts through contract changes. Voluntary exercise is the traditional way of improving performance of the human body in both the healthy and unhealthy states. Physiological responses to voluntary exercise are well documented. It benefits the functions of bone, joints, connective tissue, and muscle. In recent years, research has shown that neuromuscular electrical stimulation (NMES) simulates voluntary exercise in many ways. Generically, NMES can perform three major functions: suppression of pain, improve healing of soft tissues, and produce muscle contractions. Low frequency NMES may gate or disrupt the sensory input to the central nervous system which results in masking or control of pain. At the same time NMES may contribute to the activation of endorphins, serotonin, vasoactive intestinal polypeptides, and ACTH which control pain and may even cause improved athletic performances. Soft tissue conditions such as wounds and inflammations have responded very favorably to NMES. NMES of various amplitudes can induce muscle contractions ranging from weak to intense levels. NMES seems to have made its greatest gains in rehabilitation where directed muscle contractions may improve joint ranges of motion correct joint contractures that result from shortening muscles; control abnormal movements through facilitating recruitment or excitation into the alpha motoneuron in orthopedically, neurologically, or healthy subjects with intense sensory, kinesthetic, and proprioceptive information; provide a conservative approach to management of spasticity in neurological patients; by stimulation of the antagonist muscle to a spastic muscle stimulation of the agonist muscle, and sensory habituation; serve as an orthotic substitute to conventional bracing used with stroke patients in lieu of dorsiflexor muscles in preventing step page gait and for shoulder muscles to maintain glenohumeral alignment to prevent subluxation; and of course NMES is used in maintaining or improving the performance or torque producing capability of muscle. NMES in exercise training is our major concern.

This, then, is the current status of the project: Since we made the switch to Intradoc, we are now treating the project as a document and image management system. In reality, it could be considered a document and content management system since we can manage almost any file input to the system such as video or audio. At present, however, we are concentrating on images. As mentioned above, my CRADA funding was only targeted at including thumbnails of images in Intradoc. We still had to modify Intradoc so that it would compress images submitted to the system. All processing ofmore » files submitted to Intradoc is handled in what is called the Document Refinery. Even though MrSID created thumbnails in the process of compressing an image, work needed to be done to somehow build this capability into the Document Refinery. The purpose of the TA-2 contract was to provide advanced launch vehicle concept definition and analysis to assist NASA in the identification of future launch vehicle requirements. Contracted analysis activities included vehicle sizing and performance analysis, subsystem concept definition, propulsion subsystem definition (foreign and domestic), ground operations and facilities analysis, and life cycle cost estimation. Industrial partners, commercial vendors, and subsystem contractors play a large role in the design and construction of modern telescopes. Because many telescope projects carry relatively small staffs, engineers are often required to perform the additional functions of technical writing, cost estimating, and contract bidding and negotiating. The skills required to carry out these tasks are not normally taught in traditional engineering programs. As a result, engineers often learn to write Request for Proposals (RFPs), select vendors, and negotiate contracts by trial-and-error and/or by adapting previous project documents to match their own requirements. Typically, this means that at the end of a contract the engineer has a large list of do's, don'ts, and lessons learned for the next RFP he or she must generate. This paper will present one such engineer's experience writing and bidding proposal packages for large telescope components and subsystems. Included are: thoughts on structuring SOWs, Specs, ICDs, and other RFP documents; modern methods for bidding the work; and systematic means for selecting and negotiating with a contractor to arrive at the best value for the project.

Improving data transparency in clinical trials using blockchain smart contracts.

The scientific credibility of findings from clinical trials can be undermined by a range of problems including missing data, endpoint switching, data dredging, and selective publication. Together, these issues have contributed to systematically distorted perceptions regarding the benefits and risks of treatments. While these issues have been well documented and widely discussed within the profession, legislative intervention has seen limited success. Recently, a method was described for using a blockchain to prove the existence of documents describing pre-specified endpoints in clinical trials. Here, we extend the idea by using smart contracts - code, and data, that resides at a specific address in a blockchain, and whose execution is cryptographically validated by the network - to demonstrate how trust in clinical trials can be enforced and data manipulation eliminated. We show that blockchain smart contracts provide a novel technological solution to the data manipulation problem, by acting as trusted administrators and providing an immutable record of trial history.

The civil work, site infrastructure and buildings for the summit facility of the Large Synoptic Survey Telescope (LSST) are among the first major elements that need to be designed, bid and constructed to support the subsequent integration of the dome, telescope, optics, camera and supporting systems. As the contracts for those other major subsystems now move forward under the management of the LSST Telescope and Site (T and S) team, there has been inevitable and beneficial evolution in their designs, which has resulted in significant modifications to the facility and infrastructure. The earliest design requirements for the LSST summit facility were first documented in 2005, its contracted full design was initiated in 2010, and construction began in January, 2015. During that entire development period, and extending now roughly halfway through construction, there continue to be necessary modifications to the facility design resulting from the refinement of interfaces to other major elements of the LSST project and now, during construction, due to unanticipated field conditions. Changes from evolving interfaces have principally involved the telescope mount, the dome and mirror handling/coating facilities which have included significant variations in mass, dimensions, heat loads and anchorage conditions. Modifications related to field conditions have included specifying and testing alternative methods of excavation and contending with the lack of competent rock substrate where it was predicted to be. While these and other necessary changes are somewhat specific to the LSST project and site, they also exemplify inherent challenges related to the typical timeline for the design and construction of astronomical observatory support facilities relative to the overall development of the project.

Standard form of contract is normally being used in Malaysia construction industry in establishing legal relation between contracting parties. Generally, most of Malaysia federal government construction project used PWD203A which is a standard form of contract to be used where Bills of Quantities Form Part of the Contract and it is issued by Public Works Department (PWD/JKR). On the other hand in Sarawak, the largest state in Malaysia, the state government has issued their own standard form of contract namely JKR Sarawak Form of Contract 2006. Even both forms have been used widely in construction industry; there is still lack of understanding on both forms. The aim of this paper is to identify significant provision on both forms of contract. Document analysis has been adopted in conducting an in-depth review on both forms. It is found that, both forms of contracts have differences and similarities on several provisions specifically matters to definitions and general; execution of the works; payments, completion and final account; and delay, dispute resolution and determination.

Risk factors for injury among construction workers at Denver International Airport.

The Denver International Airport construction project provided a rare opportunity to identify risk factors for injury on a large construction project for which 769 contractors were hired to complete 2,843 construction contracts. Workers' compensation claims and payroll data for individual contracts were recorded in an administrative database developed by the project's Owner-Controlled Insurance Program. From claims andy payroll data linked with employee demographic information, we calculated injury rates per 200,000 person-hours by contract and over contract characteristics of interest. We used Poisson regression models to examine contract-specific risk factors in relation to total injuries, lost-work-time (LWT), and non-LWT injuries. We included contract-specific expected loss rates (ELRs) in the model to control for prevailing risk of work and used logistic regression methods to determine the association between LWT and non-LWT injuries on contracts. Injury rates were highest during the first year of construction, at the beginning of contracts, and among older workers. Risk for total and non-LWT injuries was elevated for building construction contracts, contract for special trades companies (SIC 17), contracts with payrolls over $1 million, and those with overtime payrolls greater than 20%. Risk for LWT injuries only was increased for site development contracts and contract starting in the first year of construction. Contracts experiencing one or more minor injuries were four times as likely to have at least one major injury (OR = 4.0, 95% CI (2.9, 5.5)). Enhancement of DIA's safety infrastructure during the second year of construction appears to have been effective in reducing serious (LWT) injures. The absence of correlation between injury rates among contracts belonging to the same company suggest that targeting of safety resources at the level of the contract may be an effective approach to injury prevention. Interventions focused on high-risk contracts, including those with considerable overtime work, contracts held by special trades contractors (SIC 17), and contracts belonging to small and mid-sized companies, and on high-risk workers, such as those new to a construction site or new to a contract may reduce injury burden on large construction sites. The join occurrence of minor and major injuries on a contract level suggests that surveillance of minor injuries may be useful in identifying opportunities for prevention of major injures.

This document is the final report for NASA MSFC Contract NAS8-38141. The contracted effort had the broad objective of improving the launch vehicles ascent base heating methodology to improve and simplify the determination of that environment for Advanced Launch System (ALS) concepts. It was pursued as an Advanced Development Plan (ADP) for the Joint DoD/NASA ALS program office with project management assigned to NASA/MSFC. The original study was to be completed in 26 months beginning Sep. 1989. Because of several program changes and emphasis on evolving launch vehicle concepts, the period of performance was extended to the current completion date of Nov. 1992. A computer code incorporating the methodology improvements into a quick prediction tool was developed and is operational for basic configuration and propulsion concepts. The code and its users guide are also provided as part of the contract documentation. Background information describing the specific objectives, limitations, and goals of the contract is summarized. A brief chronology of the ALS/NLS program history is also presented to provide the reader with an overview of the many variables influencing the development of the code over the past three years.

Under this contract the Students for the Exploration and Development of Space Satellite number One (SEDSAT-1 or just SEDSAT) was completed and launched on 24-Oct-98. It achieved nominal orbit and activated its transponders after Delta II separation. Telemetry has indicated the internal systems are normal. However, SEDSAT has not responded to subsequent uplink commands. Telemetry has continued to be received allowing evaluation of bus performance and attempts at anomaly resolution. Anomaly resolution will continue during 1999 subsequent to the end of this contract. This final report documents activities under the contract period.

In 1995, NASA s Jet Propulsion Laboratory (JPL) contracted Redmond, Washington-based Lucidoc Corporation, to design a technology infrastructure to automate the intersection between policy management and operations management with advanced software that automates document workflow, document status, and uniformity of document layout. JPL had very specific parameters for the software. It expected to store and catalog over 8,000 technical and procedural documents integrated with hundreds of processes. The project ended in 2000, but NASA still uses the resulting highly secure document management system, and Lucidoc has managed to help other organizations, large and small, with integrating document flow and operations management to ensure a compliance-ready culture.

To analyze the multiple job contracts of physicians in the Brazilian National Health System in the State of Ceará. Documental research was performed about the work contracts of the physicians, based on data of health professional contracts in the municipalities of Ceará state, Northeastern Brazil, in 2008. Indices were created for the quantity of contracts of each physician, as well as the municipalities where each physician maintained work contracts. The distances between the municipalities where they worked was calculated in order to estimate the total weekly hours of work. Of the 7,008 physicians employed by the Ceará state, 3,751 (53.5%) maintain between two and four job contracts and 39 (0.6%) between 11 and 20 contracts. One professional maintained 20 contracts. More than half (51.9%) of the physicians had work contracts that when summed totaled more than 40 weekly working hours and 27.0% (1,894) maintained job contracts with more than one municipality. In order to increase their work income, physicians undertake various jobs, practicing their profession in different locations and various municipalities, involving constant travel and contributing to the precarious conditions of their own lives and, therefore, of the public health system.
Improving data transparency in clinical trials using blockchain smart contracts

The scientific credibility of findings from clinical trials can be undermined by a range of problems including missing data, endpoint switching, data dredging, and selective publication. Together, these issues have contributed to systematically distorted perceptions regarding the benefits and risks of treatments. While these issues have been well documented and widely discussed within the profession, legislative intervention has seen limited success. Recently, a method was described for using a blockchain to prove the existence of documents describing pre-specified endpoints in clinical trials. Here, we extend the idea by using smart contracts - code, and data, that resides at a specific address in a blockchain, and whose execution is cryptographically validated by the network - to demonstrate how trust in clinical trials can be enforced and data manipulation eliminated. We show that blockchain smart contracts provide a novel technological solution to the data manipulation problem, by acting as trusted administrators and providing an immutable record of trial history. Mechanical Anisotropy of Rat Aortic Smooth Muscle Cells Decreases with Their Contraction

Tensile properties of smooth muscle cells freshly isolated from rat thoracic aortas (FSMCs) in their major and minor axes were measured using a laboratory-made micro tensile tester. The relationship between the tension applied to a cell and its elongation was obtained in untreated cells and those treated with 10-5M serotonin to induce contraction. An initial stiffness of untreated FSMCs, normalized by their initial cross-sectional area perpendicular to the stretch direction, was significantly higher in the major axis (14.8±4.3kPa, mean±SEM, n=5) than the minor axis (2.8±1.0kPa, n=5). The stiffness increased significantly in response to the contraction, but the increase was much higher in the minor axis (59.0±9.4kPa, n=4) than in the major (88.1±13.3kPa, n=4). The difference between the two directions was insignificant in the contracted state. Observations of the morphology of actin filaments with a confocal laser scanning microscope in untreated FSMCs revealed that they were long fibers running almost parallel to the major axis, while those in contracted cells showed an aggregated structure without a preferential direction. These results may indicate that anisotropy in untreated FSMCs is caused by the anisotropic alignment of their actin filaments, and that such anisotropy disappears in response to actin filament reorganization caused by the contraction.

Effective poststroke rehabilitation care can speed patient recovery and minimize patient functional disabilities. Veterans affairs (VA) community living centers (CLCs) and VA-contracted community nursing homes (CNHs) are the 2 major sources of institutional long-term care for Veterans with stroke receiving care under VA auspices. This study compares rehabilitation therapy and restorative nursing care among Veterans residing in VA CLCs versus those Veterans in VA-contracted CNHs. Retrospective observational. All Veterans diagnosed with stroke, newly admitted to the CLCs or CNHs during the study period who completed at least 2 Minimum Data Set assessments postadmission. The outcomes were numbers of days for rehabilitation therapy and restorative nursing care received by the Veterans during their stays in CLCs or CNHs as documented in the Minimum Data Set databases. For rehabilitation therapy, the CLC Veterans had lower user rates (75.2% vs. 76.4%, P=0.078) and fewer observed therapy days (4.9 vs. 6.4, P<0.001) than CNH Veterans. However, the CLC Veterans had higher adjusted odds for therapy (odds ratio=1.16, P=0.033), although they had fewer average therapy days (coefficient=-1.53±0.11, P<0.001). For restorative nursing care, CLC Veterans had higher user rates (33.5% vs. 30.6%, P<0.001), more observed average care days (9.4 vs. 5.9, P<0.001), higher adjusted odds (odds ratio=2.28, P<0.001), and more adjusted days for restorative nursing care (coefficient=5.48±0.37, P<0.001). Compared with their counterparts at VA-contracted CNHs, Veterans at VA CLCs had fewer average rehabilitation therapy days (both unadjusted and adjusted), but they were significantly more likely to receive restorative nursing care both before and after risk adjustment.

Major airports in the world's air transportation systems face a serious problem in providing greater capacity to meet the ever increasing demands of air travel. This problem could be relieved if airports are allowed to increase their operating time, now restricted by curfews and by relaxing present limits on takeoffs and landings. The key operational issue in extending the present curfews is noise. In response to these increasing restrictive noise regulations, NASA has launched a program to validate through engine testing, noise reduction concepts and technologies that have evolved from the Advanced Subsonic Technologies (AST) Noise Reduction Program. The goal of this AST program was to develop and validate technology that reduces engine noise and improves nacelle suppression effectiveness relative to 1992 technology. Contract NAS3-97144 titled "Engine Validation of Noise Reduction Concepts" (EVNRC) was awarded to P&W on August 12, 1997 to conduct full scale noise reduction tests in two Phases on a PW4098 engine. The principles of Good Manufacturing Practice have, in the main, been universally developed for the guidance of the pharmaceutical industry rather than for transfusion services. However, these rules and guides are increasingly being adapted for use in blood centres, in the production of labile blood components and of plasma for fractionation. The guide for pharmaceutical industries produced by the commission of the European Communities is used as a model here, the nine basic requirements being those applicable to Quality Management, personnel, premises and equipment, document, production, Quality Control, contract manufacture and analysis, complaints and product recall, and self-inspection. Though having more direct application to the production laboratory preparing blood components, the majority of these requirements and principles are also directly applicable to all of the activities involved in blood collection.

The majority decision in the Lenape court case is analyzed. In this case, the Tennessee Gas Pipeline Company challenged its take-or-pay oblicagion to the Lenape Resources Corporation under the theory that the Lenape gas purchase agreement constituted an output contract and was, therefore, subject to the good faith and proportionality requirements of the Uniform Commercial Code. Tennessee`s challenge was rejected by the Supreme Court of Texas in a five to four decision, with a strong minority dissent. The paper provides background on take-or-pay contracts, details the circumstances leading Tennessee to challenge the contract, and provides the procedural history of themore » case. The majority opinion is analyzed in light of the dissent, and motivating policy considerations are discussed. A course syllabus provides a roadmap for pharmacy students to achieve course learning objectives and develop lifelong learning skills. For several decades the literature has referred to syllabi as legal documents and/or contracts between students and professors. A review of the legal precedents reveals that syllabi are not considered contracts because the courts refuse thus far to recognize educational malpractice or breach of contract as a cause of action. Syllabi do, however, represent a triggering agent for instructional dissent and grade appeals, may be binding in student appeal proceedings, and are used in judicial hearings. Pharmacy faculty members should review their syllabi and follow process improvement strategies to construct legally sound syllabi that can both enhance learning and minimize risks of student grievances and appeals.
