[Plug-in Based Centralized Control System in Operating Rooms].

Centralized equipment controls in an operating room (OR) is crucial to an efficient workflow in the OR. To achieve centralized control, an integrative OR needs to focus on designing a control panel that can appropriately incorporate equipment from different manufactures with various connecting ports and controls. Here we propose to achieve equipment integration using plug-in modules. Each OR will be equipped with a dynamic plug-in control panel containing physically removable connecting ports. Matching outlets will be installed onto the control panels of each equipment used at any given time. This dynamic control panel will be backed with a database containing plug-in modules that can connect any two types of connecting ports common among medical equipment manufacturers. The correct connecting ports will be called using reflection dynamics. This database will be updated regularly to include new connecting ports on the market, making it easy to maintain, update, expand and remain relevant as new equipment are developed. Together, the physical panel and the database will achieve centralized equipment controls in the OR that can be easily adapted to any equipment in the OR.

The equipment is developed to measure and control micro-pressure in loading experiment of plant cell mechanics. The motivation for the development of this equipment was to maintain a stationary micro-pressure on the agar of culturing cells to keep cytoactive in biology experiments. A singlechip controls the stepping motor of this equipment to drive loading equipment in the system, in order to load between 50mN and 250mN under a constant voltage. The accuracy is estimated to be +/-0.4 mN. The structure and control system of this equipment is introduced and described in detail. The experimental results show that the equipment is capable of maintaining a constant, stationary micropressure in cell culturing application and is worth of extending and applying.

Safety of emergency intubation may be improved by standardising equipment preparation; the efficacy of cognitive aids is unknown. This randomised controlled trial compared no cognitive aid (control) with the use of a checklist or picture template for emergency airway equipment preparation in the Emergency Department of The Royal Children's Hospital, Melbourne. Sixty-three participants were recruited, 21 randomised to each group. Equal numbers of nursing, junior medical, and senior medical staff were included in each group. Compared to controls, the checklist or template group had significantly lower equipment omission rates (median 30% IQR 20-40% control, median 10% IQR 5-10 % checklist, median 10% IQR 5-20% template; p < 0.05). The combined omission rate and sizing error rate was lower using a checklist or template (median 35 % IQR 30-45 % control, median 15% IQR 10-20% checklist, median 15% IQR 10-30% template; p < 0.05). The template group had less variation in equipment location compared to checklist or controls. There was no significant difference in preparation time in controls (mean 3 min 14 s sd 56 s) compared to checklist (mean 3 min 46 s sd 1 min 15 s) or template (mean 3 min 6 s sd 49 s; p = 0.06). Template use reduces variation in airway equipment location during preparation foremergency intubation, with an equivalent reduction in equipment omission rate to the use of a checklist. The use of a template for equipment preparation and a checklist for team, patient, and monitoring preparation may provide the best combination of both cognitive aids. The use of a cognitive aid for emergency airway equipment preparation reduces errors of omission. Template utilisation reduces variation in equipment location. The behavior of equipment and their light secondary attachments in large space structures under orbital excitation is studied. The equipment is modeled as a shear beam and its secondary attachment is treated as a single-degree-of-freedom lumped mass system. Peak responses of the equipment and its secondary system for a variety of vibration control mechanisms are evaluated. A novel active friction control mechanism, by varying the normal force, is suggested. The device uses a magnetic field control to minimize the stick condition, thereby reducing the overall structural response. The results show that the use of the passive vibration control devices could reduce the peak equipment responses to a certain extent. However, major reduction of vibration levels could be achieved only by the use of active devices. Using active control of the interface normal force, the peak responses of the equipment and its attachment are reduced by a factor of 10 over the fixed-base equipment response.

When a controlling station in a satellite communications system is out of order, a complex algorithm must be carried out for automatic operation of the stand-by equipment. A processor has been developed to perform this algorithm, as well as operations involving the stand-by facilities of the receiving-transmitting equipment of the station. The design principles and solutions to problems in developing the equipment for the monitoring and controlling systems are described. These systems are based on multistation access using time division multiplexing. Algorithms are presented for the operation of the synchronizing processor and the control processor of the equipment. The automatic control system and stand-by facilities make it possible to reduce the service personnel and to design an unattended station.

Automatic control equipment has been made for the nutrient content in irrigation water for hydroponic plants. Automatic control equipment with CCT53200E conductivity controller to nutrient content in irrigation water for hydroponic plants, can be used to control the amount of TDS of nutrient solution in the range of TDS numbers that can be set according to the range of TDS requirements for the growth of hydroponically cultivated crops. This equipment can minimize the work time of hydroponic crop cultivators. The equipment measurement range is set between 1260 ppm up to 1610 ppm for spinach plants. Caisim plants were included in this experiment along with spinach plants with a spinach plants TDS range. The average of TDS device is 1450 ppm, while manual (conventional) is 1610 ppm. Nutrient solution in TDS controller has pH 5,5 and temperature 29,2 °C, while manual is pH 5,6 and temperature 31,3 °C. Manually treatment to hydroponic plant crop, yields in an average of 39.6 grams/plant, greater than the yield of spinach plants with TDS control equipment, which is in an average of 24.6 grams / plant. The yield of caisim plants by manual treatment is in an average of 32.3 grams/crop, less than caisim crop yields with TDS control equipment, which is in an average of 49.4 grams/plant.

The Technical Facilities Controller is a microprocessor-based energy management system that is to be implemented in the Deep Space Network facilities. This system is used in conjunction with facilities equipment at each of the complexes in the operation and maintenance of air-conditioning equipment, power generation equipment, power distribution equipment, and other primary facilities equipment. The implementation of the Technical Facilities Controller was completed at the Goldstone Deep Space Communications Complex and is now operational. The installation completed at the Goldstone Complex is described and the utilization of the Technical Facilities Controller is evaluated. The findings will be used in the decision to implement a similar system at the overseas complexes at Canberra, Australia, and Madrid, Spain.

This paper presents a generic equipment access software package for a distributed control system using computers with UNIX or UNIX-like operating systems. The package consists of three main components, an application Equipment Access Library, Message Handler and Equipment Data Base. An application task, which may run in any computer in the network, sends requests to access equipment through Equipment Library calls. The basic request is in the form Equipment-Action-Data and is routed via a remote procedure call to the computer to which the given equipment is connected. In this computer the request is received by the Message Handler. According to the type of the equipment connection, the Message Handler either passes the request to the specific process software in the same computer or forwards it to a lower level network of equipment controllers using MIL1553B, GPIB, RS232 or BITBUS communication. The answer is then returned to the calling application. Descriptive information required for request routing and processing is stored in the real-time Equipment Data Base. The package has been written to be portable and is currently available on DEC Ultrix, LynxOS, HPUX, XENIX, OS-9 and Apollo domain.

Crewed spacecraft trace contaminant control employs both passive and active methods to achieve acceptable cabin atmospheric quality. Passive methods include carefully selecting materials of construction, employing clean manufacturing practices, and minimizing systems and payload operational impacts to the cabin environment. Materials selection and manufacturing processes constitute the first level of equipment offgassing control. An element-level equipment offgassing test provides preflight verification that passive controls have been successful. Directional control-response relationships for mining equipment.

A variety of directional control-response relationships are currently found in mining equipment. Two experiments were conducted in a virtual environment to determine optimal direction control-response relationships in a wide variety of circumstances. Direction errors were measured as a function of control orientation (horizontal or vertical), location (left, front, right) and directional control-response relationships. The results confirm that the principles of consistent direction and visual field compatibility are applicable to the majority of situations. An exception is that fewer direction errors were observed when an upward movement of a horizontal lever or movement of a vertical lever away from the participants caused extension (lengthening) of the controlled device, regardless of whether the direction of movement of the control is consistent with the direction in which the extension occurs. Further, both the control of slew by horizontally oriented controls and the control of device movements in a frontal plane by the perpendicular movements of vertical levers were associated with relatively high rates of directional errors, regardless of the directional control-response relationship, and these situations should be avoided. STATEMENT OF RELEVANCE: The results are particularly applicable to the design of mining equipment such as drilling and bolting machines, and have been incorporated into MDG35.1 Guideline for bolting & drilling plant in mines (Industry & Investment NSW, 2010). The results are also relevant to the design of any equipment where vertical or horizontal levers are used to control the movement of equipment appendages, e.g. cranes mounted to mobile equipment and the like.

Application of electric propulsion system (EPS) requires spacecraft (SC) equipping with large solar panels (SP) for the power supply to electric propulsions. This makes the problem of EPS-equipped SC control at the insertion stage more difficult to solve than in the case of SC equipped with chemical engines, because in addition to the SC attitude control associated with the mission there appears necessity in keeping SP orientation to Sun that is necessary for generation of electric power sufficient for the operation of service systems, purpose-oriented equipment, and EPS. The theoretical study of the control problem is the most interesting for a non-coplanar transfer from high elliptic orbit (HEO) to geostationary orbit (GSO).

Methods for Determining Aircraft Surface State at Lesser-Equipped Airports

Tactical departure scheduling within a terminal airspace must accommodate a wide spectrum of surveillance and communication capabilities at multiple airports. The success of such a scheduler is highly dependent upon the knowledge of a departure's state while it is still on the surface. Airports within a common Terminal RAdar CONtrol (TRACON) airspace possess varying levels of surface surveillance infrastructure which directly impacts uncertainties in wheels-off times. Large airports have access to surface surveillance data, which is shared with the TRACON, while lesser-equipped airports still rely solely on controllers in Air Traffic Control Towers (Towers). Coordination between TRACON and Towers can be greatly enhanced when the TRACON controller has access to the surface surveillance and the associated decision-support tools at well-equipped airports. Similar coordination at lesser-equipped airports is still based on verbal communications. This paper investigates possible methods to reduce the uncertainty in wheels-off time predictions at the lesser-equipped airports through the novel use of Over-the-Air (OTA) data transmissions. We also discuss the methods and equipment used to collect sample data at lesser-equipped airports within a large US TRACON, as well as the data evaluation to determine if meaningful information can be extracted from it.

A representative set of payloads for both science and applications disciplines were selected that would ensure a realistic and statistically significant estimate of equipment utilization. The selected payloads were analyzed to determine the applicability of Nuclear Instrumentation Modular (NIM)/Computer Automated Measurement Control (CAMAC) equipment in satisfying their data acquisition and control requirements. The analyses results were combined with the comparable results from related studies to arrive at an overall assessment of the applicability and commonality of NIM/CAMAC equipment usage across the spectrum of payloads.

Our newly-designed computer-controlled equipment for delivering volatile anesthetic agent uses the subminiature singlechip processor as the central controlling unit. The variables, such as anesthesia method, anesthetic agent, the volume of respiratory loop, age of patient, sex, height, weight, environment temperature and the grade of ASA are all input from the keyboard. The anesthetic dosage, calculated by the singlechip processor, is converted into the signals controlling the pump to accurately deliver anesthetic agent into respiratory loop. We have designed an electrocircuit for the equipment to detect the status of the pump's operation, so we can assure of the safety and the stability of the equipment. The output precision of the equipment, with a good anti-jamming capability, is 1-2% for high flow anesthesia and 1-5% for closed-circuit anesthesia and its self-detecting working is reliable.

Compared with the recycle of post-consumer medical equipments in medical institutions, the treatment of post-consumer home medical equipments (HME) should be consummated in the field of academic research, policy and regulatory plus corresponding supporting industries. The HME industry situation and its classification, main components and properties are reviewed in this paper. The merits and demerits of various pollution control techniques in the recycle of post-consumer medical equipments are analysed. For instance, the source control techniques to improve the property of raw materials, the end treatment technique to recycle the HME and regenerate energy are also discussed. Further, the development prospect of pollution control technique in the recycle of HME and the challenges must face up to are also probed.

By taking into account the present requirements for the equipping of the laboratories, the authors have drawn up the minimum standard list of equipment, as well as a list of additional equipment for the specialized bacteriological laboratory of a tuberculosis-controlling institution, which performs microbiological studies for the diagnosis and control of chemotherapy for tuberculosis. The specifications and characteristics of the baric types of equipment used to fit out the laboratories under the present conditions are described. Equipping the laboratories in accordance with the draw-up lists is shown to ensure a qualitative, effective, and safe work. Recommendations on how to supply the laboratories with equipment, to make the optimal choice, and to use consumables for tests are given.

The modifications for the Nuclear Instrumentation Modular (NIM) and Computer Automated Measurement Control (CAMAC) equipment, designed for ground based laboratory use, that would be required to permit its use in the Spacelab environments were determined. The cost of these modifications were estimated and the most cost effective approach to implementing them were identified. A shared equipment implementation in which the various Spacelab users draw their required complement of standard NIM and CAMAC equipment for a given flight from a common equipment pool was considered. The alternative approach studied was a dedicated equipment implementation in which each of the users is responsible for procuring either their own NIM/CAMAC equipment or its custom built equivalent.

Critical non-structural equipment, including life-saving equipment in hospitals, circuit breakers, computers, high technology instrumentations, etc., is vulnerable to strong earthquakes, and on top of that, the failure of the vibration-sensitive equipment will cause severe economic loss. In order to protect vibration-sensitive equipment or machinery against strong earthquakes, various innovative control algorithms are developed to compensate the internal forces that to be applied. These new or improved control strategies, such as the control algorithms based on optimal control theory and sliding mode control (SMC), are also developed for structures engineering as a key element in smart structure technology. The optimal control theory, one of the most common methodologies in feedback control, finds control forces through achieving a certain optimal criterion by minimizing a cost function. For example, the linear-quadratic regulator (LQR) was the most popular control algorithm over the past three decades, and a number of modifications have been proposed to increase the efficiency of classical LQR algorithm. However, except to the advantage of simplicity and ease of implementation, LQR are susceptible to parameter uncertainty and modeling error due to complex nature of civil structures. Different from LQR control, a robust and easy to be implemented control algorithm, SMC has also been studied. SMC is a nonlinear control methodology that forces the structural system to slide along surfaces or boundaries; hence this control algorithm is naturally robust with respect to parametric uncertainties of a structure. Early attempts at protecting vibration-sensitive equipment were based on the use of existing control algorithms as described above. However, in recent years, researchers have tried to renew the existing control algorithms or developing a new control algorithm to adapt the complex nature of civil structures which include the control of both structures and non-structural components. The aim of this paper is to develop a hybrid control algorithm on the control of both structures and equipments simultaneously to overcome the limitations of classical feedback control through combining the advantage of classic LQR and SMC. To suppress vibrations with the frequency contents of strong earthquakes differing from the natural frequencies of civil structures, the hybrid control algorithms integrated with the wavelet-base vibration control algorithm is developed. The performance of classical, hybrid, and wavelet-based hybrid control algorithms as well as the responses of structure and non-structural components are evaluated and discussed through numerical simulation in this study.

Computer automation of cathodoluminescence (CL) experiments using equipment developed in our laboratory is described. The equipment provides various experiments for CL efficiency, CL spectra, and CL time response studies. The automation was realized utilizing the graphical programming environment LabVIEW. The developed application software with procedures for equipment control and data acquisition during various CL experiments is presented. As the measured CL data are distorted by technical limitations of the equipment, such as equipment spectral sensitivity and time response, data correction algorithms were incorporated into the procedures. This paper demonstrates the feasibility of a low-cost approach of remotely controlling equipment. Our demonstration system consists of a PC, the PUMA 560 robot with Barrett hand, and commercially available controller and teleconferencing software. The system provides a graphical user interface which allows a user to program equipment tasks and preview motions i.e., simulate the results. Once satisfied that the actions are both safe and accomplish the task, the remote user sends the data over the Internet to the local site for execution on the real equipment. A video link provides visual feedback to the remote sight. This technology lends itself readily to NASA's upcoming Mars expeditions by providing remote simulation and control of equipment.

The Occupational Safety and Health Administration (OSHA) and the Centers for Disease Control and Prevention (CDC) have attempted to stop the spread of blood-borne pathogens by issuing several recommendations and regulations. However, unless healthcare workers comply with these standards, they are not effective. In the anesthesia care environment, the anesthetist is responsible for ensuring that the equipment is clean, and disinfected, before use. We studied the prevalence of visible and occult blood on 6 types of anesthesia and monitoring equipment identified as ready for use in 28 operating suites, in 2 facilities. The sample consisted of 336 observations of the 6 types of equipment. The equipment was inspected for visible blood and then tested for occult blood using a 3-stage phenolphthalein test. Of the 336 observations, 110 (32.7%), were positive for occult blood with only 6 showing visible blood. The presence of blood on this equipment may be in direct violation of the OSHA Blood-borne Pathogen Standard and the infection control guidelines of the American Association of Nurse Anesthetists. Furthermore, the presence of blood on this equipment may increase the risk for nosocomial and occupational exposure to viral and bacterial pathogens. Recommendations were made to decrease the risks from this contamination by redesigning equipment, increasing the use of disposable equipment, and ensuring compliance with effective infection control practices.

This project provides a combination of software and services that more easily and cost-effectively help to achieve optimized building performance and energy efficiency. Featuring an open-platform, cloud- hosted application suite and an intuitive user experience, this solution simplifies a traditionally very complex process by collecting data from disparate building systems and creating a single, integrated view of building and system performance. The Fault Detection and Diagnostics algorithms developed within the IBMS have been designed and tested as an integrated component of the control algorithms running the equipment being monitored. The algorithms identify the normal control behaviors of the equipment withoutmore » interfering with the equipment control sequences. The algorithms also work without interfering with any cooperative control sequences operating between different pieces of equipment or building systems. Analytical calculation methods of dynamic processes of the self-propelled boom hydraulic machines working equipment are more preferable in comparison with numerical methods. The analytical research method of dynamic processes of the boom hydraulic machines working equipment by means of differential equations of acceleration and braking of the working equipment is proposed. The real control law of a hydraulic distributor electric spool is considered containing the linear law of the electric spool activation and stepped law of the electric spool deactivation. Dependences of dynamic processes of the working equipment on reduced mass, stiffness of hydraulic power cylinder, viscous drag coefficient, piston acceleration, pressure in hydraulic cylinders, inertia force are obtained. Definite recommendations relative to the reduction of dynamic loads, appearing during the working equipment control are considered as the research result. The nature and rate of parameter variations of the speed and piston acceleration dynamic process depend on the law of the ports opening and closure of the hydraulic distributor electric spool. Dynamic loads in the working equipment are decreased during a smooth linear activation of the hydraulic distributor electric spool.

The object of this program was to design, build, test, and deliver a set of control electronics suitable for control of bidirectional resonant power processing equipment of the direct output type. The program is described, including the technical background, and results discussed. Even though the initial program tested only the logic outputs, the hardware was subsequently tested with high-power breadboard equipment, and in the testbed of NASA contract NAS3-24399. The completed equipment is now operating as part of the Space Station Power System Test Facility at NASA Lewis Research Center.

Trace chemical contaminants produced via equipment offgassing, human metabolic sources, and vehicle operations are removed from the cabin atmosphere by active contamination control equipment and incidental removal by other air quality control equipment. The fate of representative trace contaminants commonly observed in spacecraft cabin atmospheres is explored. Removal mechanisms are described and predictive mass balance techniques are reviewed. Results from the predictive techniques are compared to cabin air quality analysis results. Considerations are discussed for an integrated trace contaminant control architecture suitable for long duration crewed space exploration missions.

The heat is on: room temperature affects laboratory equipment--an observational study.

To evaluate the effect of ambient room temperature on equipment typically used in in vitro fertilization (IVF). We set the control temperature of the room to 20 °C (+/-0.3) and used CIMScan probes to record temperatures of the following equipment: six microscope heating stages, four incubators, five slide warmers and three heating blocks. We then increased the room temperature to 26 °C (+/-0.3) or decreased it to 17 °C (+/-0.3) and monitored the same equipment again. We wanted to determine what role, if any, changing room temperature has on equipment temperature fluctuation. There was a direct relationship between room temperature and equipment temperature stability. When room temperature increased or decreased, equipment temperature reacted in a corresponding manner. Statistical differences between equipment were found when the room temperature changed. What is also noteworthy is that temperature of equipment responded within 5 min to a change in room temperature. Clearly, it is necessary to be aware of the affect of room temperature on equipment when performing assisted reproductive procedures. Room and equipment temperatures should be monitored faithfully and adjusted as frequently as needed, so that consistent culture conditions can be maintained. If more stringent temperature control can be achieved, human assisted reproduction success rates may improve.

Management of hazards in biomedical research facilities requires the application of the traditional industrial hygiene responsibilities of anticipation, recognition, evaluation, and control to characterize the work environment, evaluate tasks and equipment, identify hazards, define exposure groups, and recommend controls. Generally, the diversity and unique characteristics of hazards faced by laboratory and animal facility employees and the short-term and low-level nature of the exposures factor into the selection of proper exposure control measures in the laboratory. The proper selection of control measures is based on a hierarchy of elimination and minimization by engineering controls, followed last by personal protective equipment when exposures cannot be eliminated. Once it is decided that personal protective equipment is needed, specific regulations and guidelines define safety standards for research facilities, including the elements of a sound respiratory protection program. These elements include respirator selection (including appropriate protection factors), medical evaluation, fit testing, training, inspection, maintenance and care, quality, quantity and flow of breathing air, and routine and emergency use procedures.

Remote operation of any equipment or device is implemented in distributed systems in order to control and proper monitoring of process values. For such remote operations, Experimental Physics and Industrial Control System (EPICS) is used as one of the important software tool for control and monitoring of a wide range of scientific parameters. A hardware interface is developed for implementation of EPICS software so that different equipment such as data converters, power supplies, pump controllers etc. could be remotely operated through stream protocol. EPICS base was setup on windows as well as Linux operating system for control and monitoring while EPICS modules such as asyn and stream device were used to interface the equipment with standard RS-232/RS-485 protocol. Stream Device protocol communicates with the serial line with an interface to asyn drivers. Graphical user interface and alarm handling were implemented with Motif Editor and Display Manager (MEDM) and Alarm Handler (ALH) command line channel access utility tools. This paper will describe the developed application which was tested with different equipment and devices serially interfaced to the PCs on a distributed network.

Since September 11, 2001, the Department of Energy has, on several occasions, revised its security posture based on identified threats and adversaries. These revisions in security posture have driven Departmental sites to upgrade their defensive and tactical equipment. Subsequent changes in the perceived threats have, in some cases, led to a reduction in the need for certain types of weapons, thus creating a pool of surplus equipment. These surplus weapons could potentially be used by other Department sites and Federal law enforcement agencies. Recent Office of Inspector General reports have raised concerns with the adequacy of controls related to defensivemore » and tactical equipment. For example, our report on Management Controls Over Defense Related High Risk Property (OAS-M-08-06, April 2008) found that administrative controls over certain defense related high risk property were not sufficient for providing accountability over these items. Because of prior reported weaknesses in controls over defensive and tactical equipment, we initiated this audit to determine whether the Department and its contractors were properly managing excess weapons inventories and selected sensitive equipment used by protective forces. Our review disclosed that the Department was not always properly managing its inventories of excess weapons and selected sensitive equipment. We identified issues with the retention of unneeded weapons at many locations and with the identification and tracking of sensitive items. More specifically: Sites maintained large inventories of weapons that were no longer needed but had not been made available for use by either other Departmental sites or other Federal law enforcement agencies. For instance, at six of the locations included in our review we identified a total of 2,635 unneeded weapons with a total acquisition value of over $2.8 million that had not been officially declared as excess - an action that would have made them available for others to use. In addition; Sites were not always identifying, tracking and properly disposing of potentially high risk and sensitive equipment. In particular, we identified control weaknesses in this area related to weapons sights and scopes. These issues occurred because the Department did not have processes in place to properly manage excess inventories of weapons. In particular, the Department does not have requirements for ensuring timely declaration of excess weapons. Additionally, certain sites indicated that they were unwilling to give up excess weapons because of the possibility that they may be needed in the future. However, other sites had a need for some of these weapons and could have avoided purchasing them had they been made available through the excess screening process. Also, we found that the Department lacks clear guidance on the identification of high risk/sensitive equipment. Except for immaterial differences, we were able to locate and verify accountability over the items of defensive and tactical equipment we selected for review. Specifically, we took statistical samples of weapons, ammunition, and other related equipment and were able to verify their existence. While these accountability measures were noteworthy, additional action is necessary to strengthen controls over weapon and sensitive equipment management. Untimely declaration of excess weapons may result in an inefficient use of scarce Government resources. Similarly, if selected high risk/sensitive equipment is not properly categorized and tracked, accountability issues may occur. To address these issues, we made recommendations aimed at improving the management of these categories of defensive and tactical equipment.« less

These constant working characteristics should be controlled if the dynamic performance of the equipment demands improvement or the dynamic characteristics is intended to change with different working conditions. Active control is a stable and beneficial method for this, but current active control methods mainly focus on vibration control for reducing the vibration amplitudes in the time domain or frequency domain. In this paper, a new method of dynamic frequency characteristics active control (DFCAC) is presented for a flat plate, which can not only accomplish vibration control but also arbitrarily change the dynamic characteristics of the equipment. The proposed DFCAC algorithm is based on a neural network including two parts of the identification implement and the controller. The Pacific Northwest Laboratory identified energy savings potential of automatic equipment-room lighting controls, which was demonstrated by the field experiment described in this report. Occupancy sensor applications have gained popularity in recent years due to improved technology that enhances reliability and reduces cost. Automatic lighting control using occupancy sensors has been accepted as an energy-conservation measure because it reduces wasted lighting. This study focused on lighting control for equipment rooms, which have inherent conditions ideal for automatic lighting control, i.e., an area which is seldom occupied, multiple users of the area who would not know if others are in themore » room when they leave, and high lighting energy intensity in the area. Two rooms were selected for this study: a small equipment room in the basement of the 337 Building, and a large equipment area in the upper level of the 329 Building. The rooms were selected to demonstrate the various degrees of complexity which may be encountered in equipment rooms throughout the Hanford Site. The 337 Building equipment-room test case demonstrated a 97% reduction in lighting energy consumption, with an annual energy savings of $184. Including lamp-replacement savings, a total savings of $306 per year is offset by an initial installation cost of $1,100. The installation demonstrates a positive net present value of $2,858 when the lamp-replacement costs are included in a life-cycle analysis. This also corresponds to a 4.0-year payback period. The 329 Building equipment-room installation resulted in a 92% reduction in lighting energy consumption. This corresponds to annual energy savings of $1,372, and a total annual savings of $2,104 per year including lamp-replacement savings. The life-cycle cost analysis shows a net present value of $15,855, with a 5.8-year payback period.« less

A cost-analysis of two approaches to infection control in a lung function laboratory.

The Thoracic Society of Australia and New Zealand (TSANZ) guidelines for infection control in respiratory laboratories are based on a 'Universal Precautions' approach to patient care. This requires that one-way breathing valves, flow sensors, and other items, be cleaned and disinfected between patient use. However, this is impractical in a busy laboratory. The recent introduction of disposable barrier filters may provide a practical solution to this problem, although most consider this approach to be an expensive option. To compare the cost of implementing the TSANZ infection control guidelines with the cost of using disposable barrier filters. Costs were based on the standard tests and equipment currently used in the lung function laboratory at The Alfred Hospital. We have assumed that a barrier filter offers the same degree of protection against cross-infection between patients as the TSANZ infection control guidelines. Time and motion studies were performed on the dismantling, cleaning, disinfecting, reassembling and re-calibrating of equipment. Conservative estimates were made as to the frequency of replacing pneumotachographs and rubber mouthpieces based on previous equipment turnover. Labour costs for a scientist to reprocess the equipment was based on $20.86/hour. The cost of employing a casual cleaner at an hourly rate of $14.07 to assist in reprocessing equipment was also investigated. The new high efficiency HyperFilter disposable barrier filter, costing $2.95 was used in this cost-analysis. The cost of reprocessing equipment required for spirometry alone was $17.58 per test if a scientist reprocesses the equipment, and $15.56 per test if a casual cleaner is employed to assist the scientist in performing these duties. In contrast, using a disposable filter would cost only $2.95 per test. Using a filter was considerably less expensive than following the TSANZ guidelines for all tests and equipment used in this cost-analysis. The TSANZ infection control guidelines are expensive and impractical to implement. However, disposable barrier filters provide a practical and inexpensive method of infection control.

A data-communication protocol has been devised to enable secure, reliable remote control of processes and equipment via a collision-based network, while using minimal bandwidth and computation. The network could be the Internet or an intranet. Control is made secure by use of both a password and a dynamic key, which is sent transparently to a remote user by the controlled computer (that is, the computer, located at the site of the equipment or process to be controlled, that exerts direct control over the process). The protocol functions in the presence of network latency, overcomes errors caused by missed dynamic keys, and defeats attempts by unauthorized remote users to gain control. The protocol is not suitable for real-time control, but is well suited for applications in which control latencies up to about 0.5 second are acceptable. The encryption scheme involves the use of both a dynamic and a private key, without any additional overhead that would degrade performance. The dynamic key is embedded in the equipment- or process-monitor data packets sent out by the controlled computer: in other words, the dynamic key is a subset of the data in each such data packet. The controlled computer maintains a history of the last 3 to 5 data packets for use in decrypting incoming control commands. In addition, the controlled computer records a private key (password) that is given to the remote computer. The encrypted incoming command is permuted by both the dynamic and private key. A person who records the command data in a given packet for hostile purposes cannot use that packet after the public key expires (typically within 3 seconds). Even a person in possession of an unauthorized copy of the command/remote-display software cannot use that software in the absence of the password. The use of a dynamic key embedded in the outgoing data makes the central-processing unit overhead very small. The use of a National Instruments DataSocket(TradeMark) (or equivalent) protocol or the User Datagram Protocol makes it possible to obtain reasonably short response times: Typical response times in event-driven control, using packets sized .300 bytes, are <0.2 second for commands issued from locations anywhere on Earth. The protocol requires that control commands represent absolute values of controlled parameters (e.g., a specified temperature), as distinguished from changes in values of controlled parameters (e.g., a specified increment of temperature). Each command is issued three or more times to ensure delivery in crowded networks. The use of absolute-value commands prevents additional (redundant) commands from causing trouble. Because a remote controlling computer receives "talkback" in the form of data packets from the controlled computer, typically within a time interval < or =1 s, the controlling computer can re-issue a command if network failure has occurred. The controlled computer, the process or equipment that it controls, and any human operator(s) at the site of the controlled equipment or process should be equipped with safety measures to prevent damage to equipment or injury to humans. These features could be a combination of software, external hardware, and intervention by the human operator(s). The protocol is not fail-safe, but by adopting these safety measures as part of the protocol, one makes the protocol a robust means of controlling remote processes and equipment by use of typical office computers via intranets and/or the Internet.

This paper describes the automatic generation of system descriptions for SCADA (Supervisory Control And Data Acquisition) systems. The proposed method produces various types of data and programs for SCADA systems from equipment definitions using conversion rules. At first, this method makes directed graphs, which represent connections between the equipment, from equipment definitions. System descriptions are generated using the conversion rules, by analyzing these directed graphs, and finding the groups of equipment that involve similar operations. This method can make the conversion rules multi levels by using the composition of graphs, and can reduce the number of rules. The developer can define and manage these rules efficiently.

A time-based concept for terminal-area traffic management

An automated air-traffic-management concept that has the potential for significantly increasing the efficiency of traffic flows in high-density terminal areas is discussed. The concept's implementation depends on the techniques for controlling the landing time of all aircraft entering the terminal area, both those that are equipped with on-board four dimensional guidance systems as well as those aircraft types that are conventionally equipped. The two major ground-based elements of the system are a scheduler which assigns conflict-free landing times and a profile descent advisor. Landing times provided by the scheduler are uplinked to equipped aircraft and translated into the appropriate four dimensional trajectory by the on-board flight-management system. The controller issues descent advisories to unequipped aircraft to help them achieve the assigned landing times. Air traffic control simulations have established that the concept provides an efficient method for controlling various mixes of four dimensional-equipped and unequipped, as well as low-and high-performance, aircraft.
Simulation of time-control procedures for terminal area flow management

Simulations of a terminal area traffic-management system incorporating automated scheduling and time-control (four-dimensional) techniques conducted at NASA Ames Research Center jointly with the Federal Aviation Administration, have shown that efficient procedures can be developed for handling a mix of 4D-equipped and conventionally equipped aircraft. A crucial role in this system is played by an ATC host computer algorithm, referred to as a speed advisory, that allows controllers to maintain accurate time schedules of the conventionally equipped aircraft in the traffic mix. Results are of the most recent simulations in which two important special cases were investigated. First, the effects of a speed advisory on touchdown time scheduling are examined, when unequipped aircraft are constrained to follow fuel-optimized profiles in the near-terminal area, and rescheduling procedures are developed to handle missed approaches of 4D-equipped aircraft. Various performance measures, including controller opinion, are used to evaluate the effectiveness of the procedures.

ASTRI is an Italian flagship project whose first goal is the realization of an end-to-end telescope prototype, named ASTRI SST-2M, for the Cherenkov Telescope Array (CTA). The prototype will be installed in Italy during Fall 2014. A second goal will be the realization of the ASTRI/CTA mini-array which will be composed of seven SST-2M telescopes placed at the CTA Southern Site. The Information and Communication Technology (ICT) equipment necessary to drive the infrastructure for the ASTRI SST-2M prototype is being designed as a complete and stand-alone computer center. The design goal is to obtain basic ICT equipment that might be scaled, with a low level of redundancy, for the ASTRI/CTA mini-array, taking into account the necessary control, monitor and alarm system requirements. The ICT equipment envisaged at the Serra La Nave observing station in Italy, where the ASTRI SST-2M telescope prototype will operate, includes computers, servers and workstations, network devices, an uninterruptable power supply system, and air conditioning systems. Suitable hardware and software tools will allow the parameters related to the behavior and health of each item of equipment to be controlled and monitored. This paper presents the proposed architecture and technical solutions that integrate the ICT equipment in the framework of the Observatory Control System package of the ASTRI/CTA Mini- Array Software System, MASS, to allow their local and remote control and monitoring. An end-toend test case using an Internet Protocol thermometer is reported in detail.

Refer to three grade health care system, the community doctors which is called General practitioner, play an important role as the gatekeeper of health care system to triage and cost control. The paper suggests that hospital clinical engineer should play similar role as the gatekeeper of medical equipment maintenance system which composed by hospital clinical engineer, manufacture engineer and third party engineer. The hospital clinical engineer should be responsible of guard a pass of medical equipment maintenance quality and cost control. As the gatekeeper, hospital clinical engineer should take the responsibility of "General engineer" and pay more attention to safety and health of medical equipment. The responsibility description and future transition? development of clinical engineer as "General Engineer" is discussed. More attention should be recommended to the team building of hospital clinical engineer as "General Engineer".

Active positioning and microvibration control has been attempted by electromagnets equipped in a bellows-type, air-spring vibration isolation system. Performance tests have been carried out to study the effects. The main components of the system's isolation table were four electromagnetic actuators and controllers. The vibration isolation table was also equipped with six acceleration sensors for detecting microvibration of the table. The electromagnetic actuators were equipped with bellows-type air springs for passive support of the weight of the item placed on the table, with electromagnets for active positioning, as well as for microvibration control, and relative displacement sensors. The controller constituted a relative feedback system for positioning control and an absolute feedback system for vibration isolation control. In the performance test, a 1,490 kg load (net weight of 1,820 kg) was placed on the vibration isolation table, and both the positioning and microvibration control were carried out electromagnetically. Test results revealed that the vibration transmission was reduced by 95%.

The DDS SDOGS Integration Manager (DSIM) provides translation between native control and status formats for systems within DDS and SDOGS, and the ASIST (Advanced Spacecraft Integration and System Test) control environment in the SDO MOC (Solar Dynamics Observatory Mission Operations Center). This system was created in response for a need to centralize remote monitor and control of SDO Ground Station equipments using ASIST control environment in SDO MOC, and to have configurable table definition for equipment. It provides translation of status and monitoring information from the native systems into ASIST-readable format to display on pages in the MOC. The manager is lightweight, user friendly, and efficient. It allows data trending, correlation, and storing. It allows using ASIST as common interface for remote monitor and control of heterogeneous equipments. It also provides failover capability to back up machines.

The present paper discusses ways to solve the problem of enhancing operating efficiency of automated electric power supply control systems of mining companies. According to the authors, one of the ways to solve this problem is intellectualization of the electric power supply control system equipment. To enhance efficiency of electric power supply control and electricity metering, it is proposed to use specially designed digital combined instrument current and voltage transformers. This equipment conforms to IEC 61850 international standard and is adapted for integration into the digital substation structure. Tests were performed to check conformity of an experimental prototype of the digital combined instrument current and voltage transformer with IEC 61850 standard. The test results have shown that the considered equipment meets the requirements of the standard.

Substation high voltage electrical equipment such as mutual inductor, circuit interrupter, disconnecting switch, etc., has played a key role in maintaining the normal operation of the power system. When the earthquake disaster, the electrical equipment of the porcelain in the transformer substation is the most easily to damage, causing great economic losses. In this paper, using the method of numerical analysis, the establishment of a typical high voltage electrical equipment of three dimensional finite element model, to study the seismic response of a typical SF6 circuit breaker, at the same time, analysis and contrast the installation ring tuned mass damper (TMD damper for short), by changing the damper damping coefficient and the mass block, install annular TMD vibration control effect is studied. The results of the study for guiding the seismic design of high voltage electrical equipment to provide valuable reference.

For the current controller cluster packet processing performance bottlenecks and controller downtime problems. An SDN controller is proposed to allocate the priority of each device in the SDN (Software Defined Network) network, and the domain contains several network devices and Controller, the controller is responsible for managing the network equipment within the domain, the switch performs data delivery based on the load of the controller, processing network equipment data. The experimental results show that the model can effectively solve the risk of single point failure of the controller, and can solve the performance bottleneck of the first packet processing.

Design requirements are generated for a deep sea heavy duty diving system to equip salvage divers with equipment and tools that permit work of the same quality and in times approaching that done on the surface. The system consists of a helmet, a recirculator for removing carbon dioxide, and the diver's dress. The diver controls the inlet flow by the recirculatory control valve and is able to change closed cycle operation to open cycle if malfunction occurs. Proper function of the scrubber in the recirculator minimizes temperature and humidity effects as it filters the returning air.

Thailand presently lacks industrial machinery required for pollution control equipment. Consequently, this equipment must be imported for both industrial and municipal waste treatment facilities. The US has both the applicable technology and manufactured goods to serve the market. There is, however, stiff competition from Europe and especially Japan, who offer financial assistance at preferential rates for these types of projects.

A collision model for safety evaluation of autonomous intelligent cruise control.

This paper describes a general framework for safety evaluation of autonomous intelligent cruise control in rear-end collisions. Using data and specifications from prototype devices, two collision models are developed. One model considers a train of four cars, one of which is equipped with autonomous intelligent cruise control. This model considers the car in front and two cars following the equipped car. In the second model, none of the cars is equipped with the device. Each model can predict the possibility of rear-end collision between cars under various conditions by calculating the remaining distance between cars after the front car brakes. Comparing the two collision models allows one to evaluate the effectiveness of autonomous intelligent cruise control in preventing collisions. The models are then subjected to Monte Carlo simulation to calculate the probability of collision. Based on crash probabilities, an expected value is calculated for the number of cars involved in any collision. It is found that given the model assumptions, while equipping a car with autonomous intelligent cruise control can significantly reduce the probability of the collision with the car ahead, it may adversely affect the situation for the following cars.

Initial information indicated that the well was experiencing an underground flow with a constant surface pressure because of a shallow hole in the 9 5/8-in. casing. The surface pressure made pipe movement inadvisable until proper pressure control equipment was in place. Several factors contributed to the overall success of this well control project. The study aims to explore the challenges and the gaps faced by Chinese Drug Control Institutes in achieving the standards of World Health Organization (WHO) Medicine Prequalification. The study was undertaken with 6 Provincial Drug Control Institutes in China from November 2012 to November 2013. The study assessed key elements required to comply with WHO Good Practices for Pharmaceutical Quality Control Laboratories (GPPQCL). For GPPQCL, the study found gaps in quality management system, control of documentation, data-processing equipment, premises and equipment, contracts, reagents (water), reference substances and reference materials, calibration, verification of performance and qualification of equipment, instruments and other devices, analytical worksheet, evaluation of test results, personnel, and validation of analytical procedures. A time-based concept for terminal-area traffic management

An automated air-traffic-management concept that has the potential for significantly increasing the efficiency of traffic flows in high-density terminal areas is discussed. The concept's implementation depends on techniques for controlling the landing time of all aircraft entering the terminal area, both those that are equipped with on-board four-dimensional (4D) guidance systems as well as those aircraft types that are conventionally equipped. The two major ground-based elements of the system are a scheduler which assigns conflict-free landing times and a profile descent advisor. Landing time provided by the scheduler is uplinked to equipped aircraft and translated into the appropriate 4D trajectory by the-board flight-management system. The controller issues descent advisories to unequipped aircraft to help them achieve the assigned landing times. Air traffic control simulations have established that the concept provides an efficient method for controlling various mixes of 4D-equipped and unequipped, as well as low- and high-performance, aircraft. Piloted simulations of profiles flown with the aid of advisories have verified the ability to meet specified descent times with prescribed accuracy.

Examination of commercial equipment technologies revealed that the functional performance requirements of space processing equipment could generally be met by state-of-the-art design practices. Thus, an apparatus could be evolved from a standard item or derived by custom design using present technologies. About 15 percent of the equipment needed has no analogous commercial base of derivation and requires special development. This equipment is involved primarily with contactless heating and position control. The derivation of payloads using commercial equipment sources provides a broad and potentially cost-effective base upon which to draw. The derivation of payload equipment from commercial technologies poses other issues beyond that of the identifiable functional performance, but preliminary results on testing of selected equipment testing appear quite favorable. During this phase of the SPA study, several aspects of commercial equipment utility were assessed and considered. These included safety, packaging and structural, power conditioning (electrical/electronic), thermal and materials of construction.

Civil air navigation equipment is the most important infrastructure of Civil Aviation, which is closely related to flight safety. In addition to regular flight inspection, navigation equipment's patrol measuring, maintenance measuring, running measuring under special weather conditions are the important means of ensuring aviation flight safety. According to the safety maintenance requirements of Civil Aviation Air Traffic Control navigation equipment, this paper developed one on-line monitoring system with independent intellectual property rights for navigation equipment, the system breakthroughs the key technologies of measuring navigation equipment on-line including Instrument Landing System (ILS) and VHF Omni-directional Range (VOR), which also meets the requirements of navigation equipment ground measurement set by the ICAO DOC 8071, it provides technical means of the ground on-line measurement for navigation equipment, improves the safety of navigation equipment operation, and reduces the impact of measuring navigation equipment on airport operation.

The HVAC Controls Evaluation Protocol is designed to address evaluation issues for direct digital controls/energy management systems/building automation systems (DDC/EMS/BAS) that are installed to control heating, ventilation, and air-conditioning (HVAC) equipment in commercial and institutional buildings. (This chapter refers to the DDC/EMS/BAS measure as HVAC controls.) This protocol may also be applicable to industrial facilities such as clean rooms and labs, which have either significant HVAC equipment or spaces requiring special environmental conditions.

An improved feedback control system to govern the cyclic operation of the power switch of a non-dissipative power conditioning equipment. The apparatus includes two or three control loops working in unison. The first causes the output DC level to be compared with a reference, and the error amplified for control purposes. The second utilizes the AC component of the voltage across the output filter inductor or the current through the output filter capacitor, and the third loop senses the output transients.
