Techno-Political Space Cooperation: A Longitudinal Analysis of NASA's Bilateral and Multilateral Agreements

NASA's international programs are both numerous and successful, with over two thousand international agreements forming a foundation of U.S. government cooperation that involved over half the United Nation's membership. Previous research, by the author, into these agreements has identified five variables underlying NASA's international cooperation efforts and these variables form a framework for explaining international cooperation behavior on a macro-level. This paper builds upon that research to effectively explain lower-level patterns of cooperation in NASA's experience. Two approaches for analyzing the space agency's history are used: aggregation of all agreements and a cluster (disaggregated) analysis of four key segments. While researchers of NASA's international cooperation often considered individual cases first, and then generalize to macro-level explanations. This study, in contrast, begins by considering all agreements together in order to explain as much as possible at the macro level before proceeding to lower tier explanations. These lower tier assessments are important to understanding regional and political influences on bilateral and multilateral cooperation. In order to accomplish this lower-tier analysis, the 2000 agreements are disaggregated into logical groupings enabling an analysis of important questions and clearer focus on key patterns concerning developing states, such as the role of international institutions or privatization on international cooperation in space technology.

The Convention on Biodiversity mandates a new approach to the discovery of natural product drugs, one that incorporates concepts of national ownership of genetic resources, intellectual property rights in traditional knowledge, and sharing of economic benefits with countries that are the source of new natural products. The International Cooperative Biodiversity Group (ICBG) program was established to support experimentation in implementation of the Convention through development and execution of international agreements for bioprospecting. The agreement of one such ICBG program, between the University of Illinois at Chicago and institutions in Vietnam and Laos, is presented here. The core elements contained in the single, five-way Memorandum of Agreement are the arrangements for intellectual property rights, treatment of informed consent, and plans for benefit-sharing (including the sharing of short- and long-term royalty benefits, capacity building, and community reciprocity). Program participants were able to develop a practical and flexible agreement that satisfies the wishes of all institutions that are parties to it.

The FETC/EPRI Biomass Cofiring Program has accelerated the pace of cofiring development by increasing the testing activities plus the support activities for interpreting test results. Past tests conducted and analyzed include the Allen Fossil Plant and Seward Generating Station programs. On-going tests include the Colbert Fossil Plant precommercial test program, the Greenidge Station commercialization program, and the Blount St. Station switchgrass program. Tests in the formative stages included the NIPSCO cofiring test at Michigan City Generating Station. Analytical activities included modeling and related support functions required to analyze the cofiring test results, and to place those results into context. Amongmore » these activities is the fuel availability study in the Pittsburgh, PA area. This study, conducted for Duquesne Light, supports their initial investigation into reburn technology using wood waste as a fuel. The Steps to a HealthierUS Cooperative Agreement Program (Steps Program) enables funded communities to implement chronic disease prevention and health promotion efforts to reduce the burden of diabetes, obesity, asthma, and related risk factors. At both the national and community levels, investment in surveillance and program evaluation is substantial. Public health practitioners engaged in program evaluation planning often identify desired outcomes, related indicators, and data collection methods but may pay only limited attention to an overarching vision for program evaluation among participating sites. We developed a set of foundational elements to provide a vision of program evaluation that informs the technical decisions made throughout the evaluation process. Given the diversity of activities across the Steps Program and the need for coordination between national- and community-level evaluation efforts, our recommendations to guide program evaluation practice are explicit yet leave room for site-specific context and needs. Staff across the Steps Program must consider these foundational elements to prepare a formal plan for program evaluation. Attention to each element moves the Steps Program closer to well-designed and complementary plans for program evaluation at the national, state, and community levels.

Several existing nuclear-related agreements already require India and Pakistan, as members, to share information. The agreements are bilateral, regional, and international. Greater nuclear transparency between India and Pakistan could be promoted by first understanding the information flows required by existing agreements. This understanding is an essential step for developing projects that can incrementally advance the sensitivity of the information being shared. This paper provides a survey of existing nuclear-related agreements involving India and Pakistan, and suggests future confidence-building projects using the frameworks provided by these agreements. The Bilateral Agreement on the Prohibition of Attack against Nuclear Reactors and Nuclear Facilitiesmore » is discussed as a basis for creating further agreements on restricting the use and deployment of nuclear weapons. The author suggests options for enhancing the value of the list of nuclear facilities exchanged annually as a part of this agreement. The International Atomic Energy Agency's regional cooperation agreement among countries in the Asia-Pacific region is an opportunity for greater subregional nuclear cooperation in South Asia. Linking the regional agreement with South Asian environmental cooperation and marine pollution protection efforts could provide a framework for projects involving Indian and Pakistani coastal nuclear facilities. Programs of the Food and Agriculture Organization of the United Nations that use nuclear techniques to increase food and crop production and optimize water management in arid areas also provide similar opportunities for nuclear cooperation. Other frameworks for nuclear cooperation originate from international conventions related to nuclear safety, transportation of nuclear wastes, worker protection against ionizing radiation, and the nondeployment of nuclear weapons in certain areas. The information shared by existing frameworks includes: laws and regulations (including internal inspection procedures that enforce compliance); lists of nuclear facilities; emergency response procedures and available resources; information related to the transportation of nuclear wastes (particularly via shipping); understanding and notification of accidental releases; and radionuclide release data from select coastal facilities. Incremental increases in the sensitivity of the information being shared could strengthen norms for Indian and Pakistani nuclear transparency. This paper suggests seven technology-based Indian and Pakistani nuclear transparency projects for consideration. Existing nuclear-related agreements provide an information-sharing framework within which the projects could occur. Eventually, as confidence increases and new agreements are negotiated, future projects could begin to deal with the accounting of fissile materials and nuclear weapons disposition and control.« less

This report is the final report for Cooperative Agreement NCC2-1105: 'In Situ Measurements of N2O and CH4 during SOLVE on the ER-2 using a new tunable diode laser instrument.' The tasks outlined in the proposal are listed below with a brief comment. The publications and the conference presentations are listed. Finally the important publications are attached. The Cooperative Agreement made possible a research effort to produce high precision and high accuracy in situ measurements of methane and nitrous oxide on the ER-2 during the SOLVE field campaign and to analyze these measurements. These measurements of CH4 and N2O were of utmost importance to studies of the ozone losses in the Arctic winter and spring. The concentrations measured over a large spatial and temporal range allowed the separation of the dynamical and chemical ozone loss. The most important results of the SOLVE program were contained in two scientific papers. This Cooperative Agreement allowed the participation of the Argus instrument in the program and the analysis of the data.

A Multi-Use Airborne Research Facility

Much of our progress in understanding the Earth system comes from measurements made in the atmosphere. Aircraft are widely used to collect in situ measurements of the troposphere and lower stratosphere, and they also serve as platforms for many remote sensing instruments. Airborne field measurement campaigns require a capable aircraft, a specially trained support team, a suite of basic instrumentation, space and power for new instruments, and data analysis and processing capabilities (e.g. Veal et al., 1977). However, these capabilities are expensive and there is a need to reduce costs while maintaining the capability to perform this type of research. To this end, NASA entered a Cooperative Agreement with the University of North Dakota (UND) to help support the operations of the UND Cessna Citation research aircraft. This Cooperative Agreement followed in form and substance a previous agreement. The Cooperative Agreement has benefited both NASA and UND. In part because of budget reductions, the NASA Airborne Science Office has elected to take advantage of outside operators of science research platforms to off-load some science requirements (Huning, 1996). UND has worked with NASA to identify those requirements that could be met more cost effectively with the UND platform. This has resulted in significant cost savings to NASA while broadening the base of researchers in the NASA science programs. At the same time, the Agreement has provided much needed support to UND to help sustain the Citation research facility. In this report, we describe the work conducted under this Cooperative Agreement.

ISR was engaged in this Research Cooperative Agreement beginning March 3, 2001 and ending March 31, 2003. During this time, a great deal has been accomplished and plans have been solidified for the continued success of this program. This report is the final report for "Measurements of Trace Gases Using a Tunable Diode Laser." The tasks outlined in the proposal are listed below with a brief comment. The publications and the conference presentations are listed. Finally, the important publications are attached. The Cooperative Agreement made possible a research effort to produce high- precision and high-accuracy in-situ measurements of carbon monoxide, methane and nitrous oxide on the WB-57 during the CRYSTAL-FACE and pre-AVE field campaigns and to analyze these measurements. These measurements of CO and CH4 were of utmost importance to studies of the radiative effects of clouds. Some important results of the CRYSTAL-FACE program were contained in two scientific papers (attached). This Cooperative Agreement allowed the participation of the Argus instrument in the program and the analysis of the data.

The Southern California Edison Company (SCE) and the US Department of Energy (DOE) entered into cooperative agreement No. DE-FC07-91ID13077 on August 23, 1991, which expired on August 3, 1996. This cooperative agreement provided SCE with DOE cofunding for participation in the DOE`s Electric and Hybrid Vehicle Site Operator Program. In return, SCE provided the DOE with quarterly progress reports which include operating and maintenance data for the electric (EVs) vehicles in SCE`s fleet. Herein is SCE`s final report for the 1992 to 1996 agreement period. As of September 1, 1996 the SCE fleet had 65 electric vehicles in service. Amore » total of 578,200 miles had been logged. During the agreement period, SCE sent the DOE a total of 19 technical reports (Appendix B). The purpose of this cooperative agreement was to develop a foundation of intelligent propulsion technologies for NASA and industry that will have an impact on safety, noise, emissions and cost. These intelligent engine technologies included sensors, electronics, communications, control logic, actuators, and smart materials and structures. Furthermore this cooperative agreement helped prepare future graduates to develop the revolutionary intelligent propulsion technologies that will be needed to ensure pre-eminence of the U.S. aerospace industry. The program consisted of three primary research areas (and associated work elements at Ohio universities): 1.0 Turbine Engine Prognostics, 2.0 Active Controls for Emissions and Noise Reduction, and 3.0 Active Structural Controls.

The fundamental characteristic of the program is that most of the work is undertaken by the USGS through joint-funding agreements, with State, regional, and local agencies providing at least one-half the funds. The main objectives of the program are (1) to collect, on a systematic basis, data needed for the continuing determi- nation and evaluation of the quantity, quality, and use of the Nation's water resources; and (2) to appraise the availability and the physical, chemical, and biological characteristics of surface and ground water through data analysis and interpretive water-resources investigations and research. During fiscal year (FY) 1995, Cooperative Program activities were underway in offices in every State, Puerto Rico, and several territories in concert with about 1,100 cooperating agencies. In FY 1995, Federal funding of $62.1 million as matched by cooperating agencies, which also provided more than $28.2 million unmatched for a total program of about $152 million. This amounted to nearly 38 percent of the total funds for the USGS's water-resources activities. This report presents examples of FY 1995 investigations, as well as information on hydrologic data collection and water-use activities.

State-Level Farmers Market Activities: A Review of CDC-Funded State Public Health Actions That Support Farmers Markets.

Introducing farmers markets to underserved areas, or supporting existing farmers markets, can increase access and availability of fruits and vegetables and encourage healthy eating. Since 2003, the Centers for Disease Control and Prevention (CDC)'s Division of Nutrition, Physical Activity, and Obesity (DNPAO) has provided guidance and funding to state health departments (SHDs) to support the implementation of interventions, including activities around farmers markets, to address healthy eating, and improve the access to and availability of fruits and vegetables at state and community levels. For this project, we identified state-level farmers market activities completed with CDC's DNPAO funding from 2003 to 2013. State-level was defined as actions taken by the state health department that influence or support farmers market work across the state. We completed an analysis of SHD farmers market activities of 3 DNPAO cooperative agreements from 2003 to 2013: State Nutrition and Physical Activity Programs to Prevent Obesity and Other Chronic Diseases; Nutrition, Physical Activity and Obesity Program; and Communities Putting Prevention to Work. To identify state farmers market activities, data sources for each cooperative agreement were searched using the key words "farm," "market," "produce market," and "produce stand." State data with at least one state-level farmers market action present were then coded for the presence of itemized activities. Across all cooperative agreements, the most common activities identified through analysis included the following: working on existing markets and nutrition assistance benefit programs, supporting community action, and providing training and technical assistance. Common partners were nutrition assistance benefit program offices and state or regional Department of Agriculture or agricultural extension offices. Common farmers market practices and evidence-based activities, such as nutrition assistance benefits programs and land-use policies, can be adopted as methods for farmers market policy and practice work. The activities identified in this study can inform future planning at the state and federal levels on environment, policy, and systems approaches that improve the food environment through farmers markets.

In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the US Environmental Protection Agency (EPA) and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act`s passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills, and knowledge into the private sectormore » for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts between industry, federal agencies, and academia are made possible through cooperative research and development agreements (CRADAs). For more than 80 years, the Federal-State Cooperative Program in North Carolina has been an effective partnership that provides timely water information for all levels of government. The cooperative program has raised awareness of State and local water problems and issues and has enhanced transfer and exchange of scientific information. The U.S. Geological Survey (USGS) conducts statewide water-resources investigations in North Carolina that include hydrologic data collection, applied research studies, and other interpretive studies. These programs are funded through cooperative agreements with the North Carolina Departments of Environment, Health, and Natural Resources; Human Resources; and Transportation, as well as more than a dozen city and county governmental agencies. The USGS also conducts special studies and data-collection programs for Federal agencies, including the Department of Defense, the U.S. Soil Conservation Service, the Tennessee Valley Authority, and the U.S. Environmental Protection Agency that contribute to North Carolina's water information data base. Highlights of selected programs are presented to show the scope of USGS activities in North Carolina and their usefulness in addressing water-resource problems. The reviewed programs include the statewide data-collection program, estuarine studies, the National Water-Quality Assessment program, military installation restoration program, and groundwater flow model-development program in the Coastal Plain and Piedmont provinces.
