Military or alternative civilian service is obligatory for all Finnish male citizens. About 70% of each annual age cohort carry out this service. The rest are given either a permanent or temporary exemption from military or civil service. The aim of this study was to investigate predictors associated with completing military service after having once been given a temporary exemption from service. The study sample consisted of 245 men who were exempted temporarily from service. The data were collected through questionnaires and register data. During the 5-year follow-up, only 21 men had completed the service following a previous temporary exemption. Completing military service was associated with an exemption based on a somatic diagnosis, having no suicidal ideation in the past, no history of parental divorce, and having physical exercise at least once a week. The results of this study support the idea of preferring to give a permanent exemption instead of a temporary exemption. However, this trend runs the risk of discharging men who could be capable of later completing the service successfully. Reprint & Copyright © 2013 Association of Military Surgeons of the U.S.

This dissertation analyzes market and environmental effects of alternative U.S. and Brazilian biofuel policies. Although we focus on corn- and sugarcane-ethanol, the advanced analytical framework can easily be extended to other biofuels and biofuel feedstocks, such as biodiesel and soybean. The dissertation consists of three chapters. The first chapter develops an analytical framework to assess the market effects of a set of biofuel policies (including subsidies to feedstocks). U.S. corn-ethanol policies are used as an example to study the effects of biofuel policies on corn prices. We determine the 'no policy' ethanol price, analyze the implications for the 'no policy' corn price and resulting 'water' in the ethanol price premium due to the policy, and generalize the surprising interaction effects between mandates and tax credits to include ethanol and corn production subsidies. The effect of an ethanol price premium depends on the value of the ethanol co-product, the value of production subsidies, and how the world ethanol price is determined. U.S. corn-ethanol policies are shown to be a major reason for recent rises in corn prices. The ethanol policy-induced increase in corn prices is estimated to be 33 -- 46.5 percent in the period 2008 -- 2011. The second chapter seeks to answer the question of what caused the significant increase in ethanol, sugar, and sugarcane prices in Brazil in the period 2010/11 to 2011/12. We develop a general economic model of the Brazilian fuel-ethanol-sugar complex. Unlike biofuel mandates and tax exemptions elsewhere, Brazil's fuel-ethanol-sugar markets and fuel policies are unique in that each policy, in this setting, theoretically has an ambiguous impact on the market price of ethanol and hence on sugarcane and sugar prices. Our empirical analysis shows that there are two policies that seemingly help the ethanol industry but do otherwise in reality: a low gasoline tax and a high anhydrous tax exemption result in lower ethanol prices. On the other hand, as expected, higher mandates, gasoline prices, and tax exemptions for hydrous ethanol lead to higher ethanol and sugar prices. Eliminating Brazilian ethanol tax exemptions and mandates reduces ethanol prices by 21 percent in 2010-11, which is very similar to the estimated effects of U.S. ethanol policies in the same time period. However, the marginal changes in Brazilian policies on ethanol prices between 2010-11 and 2011-12 are small both individually and collectively. The observed market changes can only be explained by outward shifts in fuel transportation and sugar export demand curves, and reduced sugarcane supply due to bad weather. In the third chapter, we investigate whether U.S. corn ethanol saves greenhouse gas emissions relative to the gasoline it is assumed to replace one-to-one (on an energy equivalent basis). This chapter shows that ethanol policies generate far greater carbon leakage in the fuel market than in the agricultural market, where leakage occurs in the form of land use change. Carbon leakage in the fuel market due to a tax credit is always greater than that of a mandate, while the combination of a mandate and subsidy generates greater leakage than a mandate alone. We show that corn-ethanol does not meet the U.S. EPA's sustainability threshold, regardless of the biofuel policy and whether one includes emissions from land use change. This result makes the controversy over how to measure land use change inconsequential.

Temporary disability is the condition that workers face when, as the result of illness (common or professional) or accident (work-related or not), they are temporarily prevented from performing their work and require health care. The management of temporary disability is a medical act that involves (in addition to a complex clinical assessment) obvious social, occupational and financial connotations and requires continuing medical follow-up from doctors, as well as responses to medical-legal conflicts. The regulatory framework on the subject is extensive in the Spanish setting and highly diverse in the European setting. Beyond the regulatory framework, the repercussions of temporary disability are self-evident at all levels. Although determining temporary disability is a common medical act for practicing physicians, it is not exempt from risks or difficulties arising from the assessment itself and the characteristics of practicing medical care. Established medical-legal conflicts include the processing of health data and the requirements for transferring information related to workers' temporary disability to their company's medical services. The interest and usefulness demonstrated by the data obtained from forensic medicine for public health require the incorporation of these data into general healthcare information, as it could be essential to the surveillance of worker health. In 1981, the Environmental Protection Agency (EPA) issued an interim final rule that conditionally exempted waste samples collected solely for the purpose of monitoring or testing to determine their characteristics or composition'' from RCRA Subtitle C hazardous waste regulations. This exemption (40 CFR 261.4(d)) apples to the transportation of samples between the generator and testing laboratory, temporary storage of samples at the laboratory prior to and following testing, and storage at a laboratory for specific purposes such as an enforcement action. However, the exclusion did not include large-scale samples used in treatability studies or other testing at pilot plants ormore » other experimental facilities. As a result of comments received by the EPA subsequent to the issuance of the interim final rule, the EPA reopened the comment period on the interim final rule on September 18, 1987, and specifically requested comments on whether or not the sample exclusion should be expanded to include waste samples used in small-scale treatability studies. Almost all responders commented favorably on such a proposal. As a result, the EPA issued a final rule (53 FR 27290, July 19, 1988) conditionally exempting waste samples used in small-scale treatability studies from full regulation under Subtitle C of RCRA. About 100 projects are proposed or underway to convert organic crops such as corn and grains or waste organic material into a clean usable ethyl alcohol fuel. Total production capacity could reach more than two billion gallons per year in 1985, excluding beverage and industrial uses. Congressional appropriation of approximately one-half billion dollars to DOE/USDA for loan guarantees and federal and state laws exempting excise taxes can make this ethanol fuel from biomass possible. An overview and status of the projects will be reviewed. Net energy production of ethyl alcohol from biomass and the impacts of increasing alcohol fuel use will also be discussed.

A regulation mechanism is assumed to exist and to enable completion of sexual maturity even on the basis of low-quality feed proteins. The metabolic activity at the time of qualitative transformation of the A/T ratio was significantly reduced, and this resulted in delayed occurrence of spermatogenesis as well as in retardation of body and testicular weight development.
A survey of silage management practices on California dairies.

The aim of the present study was to gather baseline information on corn silage-management practices to develop an outreach curriculum for dairy producers and growers. In spring 2013, dairy producers in the San Joaquin Valley (California) were surveyed on their silage-management practices. Response rate was 14.5% (n=160) and herd size averaged 1,512 milking cows. Harvest date was set solely by the dairy producer (53.4%) or with the assistance of the crop manager, custom chopper, or nutritionist (23.3%). On some dairies (23.3%), the dairy producer delegated the harvest date decision. Most dairies (75.0%) estimated crop dry matter before harvest, and the preferred method was milk line evaluation. Dairy producers were mostly unfamiliar with harvest rate but the number [1 (35.9%), 2 (50.3%), or 3 to 5 (13.8%)] and size [6-row (17.7%), 8-row (67.3%), or 10-row (15.0%)] of choppers working simultaneously was reported. Most dairies used a single packing tractor (68.8%) and weighed every load of fresh chopped corn delivered to the silage pit (62%). During harvest, dry matter (66.9%), particle length (80.4%), and kernel processing (92.5%) were monitored. Most dairies completed filling their largest silage structure in less than 3 d (48.5%) or in 4 to 7 d (30.9%). Silage covering was completed no later than 7 2h after structure completion in all dairies, and was often completed within 24 h (68.8%). Packed forage was covered as filled in 19.6% of dairies. Temporary covers were used on some dairies (51.0%), with filling durations of 1 to 60 d. When temporary covers were not used, structures were filled in no more than 15 d. After structure closure, silage feedout started in 1 to 3 wk (44.4%), 4 to 5 wk (31.4%), or 8 or more wk (24.2%). Future considerations included increasing the silage storage area (55.9%), increasing the number of packing tractors (37.0%), planting brown mid-rib varieties (34.4%), buying a defacer to remove silage (33.1%), and creating drive-over piles (32.6%). Survey results will serve to develop and disseminate targeted information on silage management practices at harvest, packing, covering, and feedout on California's San Joaquin Valley dairies. Much attention has been focused on renewable energy use in large-scale utilities and very small scale distributed energy systems. However, there is little information available regarding renewable energy options for midscale municipal utilities. The Willmar Municipal Utilities Corn Cob-Coal Co-Combustion Project was initiated to investigate opportunities available for small to midscale municipal utilities to "go green". The overall goal of the Project was to understand the current renewable energy research and energy efficiency projects that are or have been implemented at both larger and smaller scale and determine the applicability to midscale municipal utilities. More specific objectives for Task 2.0more » of this project were to determine the technical feasibility of co-combusting com cobs with coal in the existing WMU boiler, and to identify any regulatory issues that might need to be addressed if WMU were to obtain a significant portion of its heat from such co-combustion. This report addresses the issues as laid out in the study proposal. The study investigated the feasibility of and demonstrated the technical effectiveness of co-combusting corn cobs with coal in the Willmar Municipal Utilities stoker boiler steam generation power plant. The results of the WMU Co-Combustion Project will serve as a model for other midscale utilities who wish to use corn cobs to generate renewable electrical energy. As a result of the Co-Combustion Project, the WMU plans to upgrade their stoker boiler to accept whole corn cobs as well as other types of biomass, while still allowing the fuel delivery system to use 100% coal as needed. Benefits of co-combustion will include: energy security, reduced Hg and CO 2 air emissions, improved ash chemistry, potential future carbon credit sales, an immediate positive effect on the local economy, and positive attention focused on the WMU and the City of Willmar. The first step in the study was to complete a feasibility analysis. The feasibility analysis anticipated only positive results from the combustion of corn cobs with coal in the WMU power plant boiler, and therefore recommended that the project proceed. The study proceeded with a review of the existing WMU Power Plant configuration; cob fuel analyses; an application for an Air Quality Permit from the Minnesota Pollution Control Agency to conduct the co-combustion test burns; identification of and a site visit to a similar facility in Iowa; an evaluation of cob grinding machines; and agreements with a corn grower, a cob harvester, and the City of Willmar to procure, harvest, and store cobs. The WMU power plant staff constructed a temporary cob feed system whereby the cobs could be injected into the #3 Boiler firebox, at rates up to 40% of the boiler total heat input. Test burns were conducted, during which air emissions were monitored and fuel and ash samples analyzed. The results of the test burns indicated that the monitored flue gas quality improved slightly during the test burns. The WMU was able to determine that modifications to the #3 Boiler fuel feed system to accept com cobs on a permanent basis would be technically feasible and would enable the WMU to generate electricity from renewable fuels on a dispatchable basis.« less

Corn earworm, Helicoverpa zea (Boddie), commonly infests field corn, Zea mays (L.). The combination of corn plant biology, corn earworm behavior in corn ecosystems, and field corn value renders corn earworm management with foliar insecticides noneconomical. Corn technologies containing Bacillus thuringiensis (Bt) Berliner (Bacillales: Bacillaceae) were introduced that exhibit substantial efficacy against corn earworm and may reduce mycotoxin contamination in grain. The first generation Bt traits in field corn demonstrated limited activity on corn earworm feeding on grain. The pyramided corn technologies have greater cumulative protein concentrations and higher expression throughout the plant, so these corn traits should provide effective management of this pest. Additionally, reduced kernel injury may affect physical grain quality. Experiments were conducted during 2011-2012 to investigate corn earworm impact on field corn yield and grain quality. Treatments included field corn hybrids expressing the Herculex, YieldGard, and Genuity VT Triple Pro technologies. Supplemental insecticide treatments were applied every 1-2 d from silk emergence until silk senescence to create a range of injured kernels for each technology. No significant relationship between the number of corn earworm damaged kernels and yield was observed for any technology/hybrid. In these studies, corn earworm larvae did not cause enough damage to impact yield. Additionally, no consistent relationship between corn earworm damage and aflatoxin contamination was observed. Based on these data, the economic value of pyramided Bt corn traits to corn producers, in the southern United States, appears to be from management of other lepidopteran insect pests including European and southwestern corn borer.

Utilisation of corn (Zea mays) bran and corn fiber in the production of food components.

The milling of corn for the production of food constituents results in a number of low-value co-products. Two of the major co-products produced by this operation are corn bran and corn fiber, which currently have low commercial value. This review focuses on current and prospective research surrounding the utilization of corn fiber and corn bran in the production of potentially higher-value food components. Corn bran and corn fiber contain potentially useful components that may be harvested through physical, chemical or enzymatic means for the production of food ingredients or additives, including corn fiber oil, corn fiber gum, cellulosic fiber gels, xylo-oligosaccharides and ferulic acid. Components of corn bran and corn fiber may also be converted to food chemicals such as vanillin and xylitol. Commercialization of processes for the isolation or production of food products from corn bran or corn fiber has been met with numerous technical challenges, therefore further research that improves the production of these components from corn bran or corn fiber is needed.

Two 28-d experiments were conducted to evaluate the effects of extrusion of ground yellow corn, solvent-extracted soybean meal (SBM), and cracked whole soybeans (CWS) individually or as corn-soybean product blends on growth performance of weanling pigs. For Exp. 1, ground corn, SBM, and the corn-SBM blend were extruded at 137.5°C, 131.5°C, and 135.0°C, respectively, in a twin-screw extruder. Transit time was 60 s. Water was injected at 125 gmin during extrusion. The 5 treatments were the corn-SBM control diet and the diets with extruded (EX) corn + SBM, EX-SBM + corn, EX-corn + EX-SBM, and the EX-blend of corn-SBM. Ninety crossbred pigs with an initial average BW of 5.98 kg were allotted to 9 treatment replications with a barrow and gilt per pen. For Exp. 2, ground corn was preconditioned with water (10.0% of corn weight), and SBM was preconditioned with water and soybean oil (each at 20.0% of SBM weight) before extrusion. Raw CWS were not preconditioned. The corn, SBM, CWS, corn-SBM blend, and corn-CWS blend were extruded at 113.0°C, 132.0°C, 132.0°C, 88.0°C, and 102°C, respectively, with a single-screw extruder. Transit time was 30 s. The 8 isocaloric treatments were the corn-SBM control diet and the diets with EX-corn + SBM, EX-SBM + corn, EX-corn + EX-SBM, the EX-blend of corn-SBM, EX-CWS + corn, EX-CWS + EX-corn, and the EX-blend of corn-CWS. A total of 296 crossbred pigs with an initial average BW of 6.56 kg were allotted to 10 treatment replications. Sex and pigs per pen (3 or 4) were equalized within replication. Results for both experiments indicate that single- or twin-screw extrusion of ground corn or SBM as individual ingredients or as corn-SBM blends in diets for weanling pigs did not improve 28-d growth performance. However, for Exp. 2 weanling pigs fed the diets with EX-CWS + corn and EX-CWS + EX-corn had greater ( < 0.01) ADG and G:F, respectively, than pigs fed the corn-SBM control diet. The extrusion temperature of 102°C for the corn-CWS blend did not inactivate adequate protease inhibitors in CWS, and pigs fed that diet had poor growth performance. In conclusion, single-screw extrusion of CWS (132°C for 30 s) in diets for weanling pigs improved growth performance compared with pigs fed the corn-SBM control diet. However, twin- or single-screw extrusion of ground yellow corn or solvent-extracted SBM as individual ingredients or as corn-SBM blends in diets for weanling pigs did not improve growth performance compared with pigs fed the corn-SBM control diets.
