SummaryThe U.S. Department of the Interior has proposed to withdraw approximately 10 million acres of Federal lands from mineral entry (subject to valid existing rights) from 12 million acres of lands defined as Sagebrush Focal Areas (SFAs) in Idaho, Montana, Nevada, Oregon, Utah, and Wyoming (for further discussion on the lands involved see Scientific Investigations Report 2016–5089–A). The purpose of the proposed action is to protect the greater sage-grouse (Centrocercus urophasianus) and its habitat from potential adverse effects of locatable mineral exploration and mining. The U.S. Geological Survey Sagebrush Mineral-Resource Assessment (SaMiRA) project was initiated in November 2015 and supported by the Bureau of Land Management to (1) assess locatable mineral-resource potential and (2) to describe leasable and salable mineral resources for the seven SFAs and Nevada additions.This chapter summarizes the current status of locatable, leasable, and salable mineral commodities and assesses the potential of selected locatable minerals in lands proposed for withdrawal that span the Nevada, Oregon, Idaho, and Utah borders. In this report, the four study areas evaluated were (1) the Sheldon-Hart Mountain National Wildlife Refuge Complex SFA in Washoe County, Nevada, and Harney and Lake Counties, Oregon; (2) the Southeastern Oregon and North-Central Nevada SFA in Humboldt County, Nevada, and Harney and Malheur Counties, Oregon; (3) the Southern Idaho and Northern Nevada SFA in Cassia, Owyhee, and Twin Falls Counties, Idaho, Elko County, Nevada, and Box Elder County, Utah; and (4) the Nevada additions in Humboldt and Elko Counties, Nevada.

Between August 1 and September 6, 1988, 14 cases of non-A, non-B (NANB) hepatitis were reported in Marion County, Oregon, to the Oregon Health Division (OHD) by the county health department and private physicians. Previously, an average of less than one case per month was reported in the county. During the same period, OHD learned that eight intravenous-methamphetamine users (IVMUs) in Oregon thought to have NANB hepatitis had also been recently diagnosed with lead poisoning. A statewide media campaign describing the lead poisoning outbreak was conducted to alert IVMUs, physicians, and county health departments. In addition, OHD implemented a reportingmore » system for suspected and confirmed lead poisoning cases. The results of a pilot study to assess the risk from tsunamis for the Seaside-Gearhart, Oregon region will be presented. To determine the risk from tsunamis, it is first necessary to establish the hazard or probability that a tsunami of a particular magnitude will occur within a certain period of time. Tsunami inundation maps that provide 100-year and 500-year probabilistic tsunami wave height contours for the Seaside-Gearhart, Oregon, region were developed as part of an interagency Tsunami Pilot Study(1). These maps provided the probability of the tsunami hazard. The next step in determining risk is to determine the vulnerability or degree of loss resulting from the occurrence of tsunamis due to exposure and fragility. The tsunami vulnerability assessment methodology used in this study was developed by M. Papathoma and others(2). This model incorporates multiple factors (e.g. parameters related to the natural and built environments and socio-demographics) that contribute to tsunami vulnerability. Data provided with FEMA's HAZUS loss estimation software and Clatsop County, Oregon, tax assessment data were used as input to the model. The results, presented within a geographic information system, reveal the percentage of buildings in need of reinforcement and the population density in different inundation depth zones. These results can be used for tsunami mitigation, local planning, and for determining post-tsunami disaster response by emergency services. The marketing order regulates the handling of fresh prunes grown in designated counties in Washington and in Umatilla County, Oregon, and is administered locally by the Washington-Oregon Fresh Prune Marketing Committee (Committee). On June 1, 2010, the Committee unanimously voted to terminate Marketing Order No. 924. Since the only regulatory actions then in effect were the reporting and assessment requirements, the Committee included a recommendation to immediately suspend those activities while USDA processes the termination request. The reporting and assessment requirements will remain suspended until reinstated or permanently terminated.

IntroductionThis is a 1:24,000-scale geologic map of the Vancouver and Orchards quadrangles and parts of the Portland and Mount Tabor quadrangles in the States of Washington and Oregon. The map area is within the Portland Basin and includes most of the city of Vancouver, Washington; parts of Clark County, Washington; and a small part of northwestern Multnomah County, Oregon. The Columbia River flows through the southern part of the map area, generally forming the southern limit of mapping. Mapped Quaternary geologic units include late Pleistocene cataclysmic flood deposits, eolian deposits, and alluvium of the Columbia River and its tributaries. Older deposits include Miocene to Pleistocene alluvium from an ancestral Columbia River. Regional geologic structures are not exposed in the map area but are inferred from nearby mapping.

Medical Marijuana Legalization and Marijuana Use Among Youth in Oregon.

While the legalization of marijuana for medical and recreational use has raised concerns about potential influences on marijuana use and beliefs among youth, few empirical studies have addressed this issue. We examined the association between medical marijuana patients and licensed growers per 1000 population in 32 Oregon counties from 2006 to 2015, and marijuana use among youth over the same period. We obtained data on registered medical marijuana patients and licensed growers from the Oregon Medical Marijuana Program and we obtained data on youth marijuana use, perceived parental disapproval, and demographic characteristics from the Oregon Healthy Teens Survey. Across 32 Oregon counties, the mean rate of marijuana patients per 1000 population increased from 2.9 in 2006 to 18.3 in 2015, whereas the grower rate increased from 3.8 to 11.9. Results of multi-level analyses indicated significant positive associations between rates of marijuana patients and growers per 1000 population and the prevalence of past 30-day marijuana use, controlling for youth demographic characteristics. The marijuana patient and grower rates were also inversely associated with parental disapproval of marijuana use, which decreased from 2006 to 2015 and acted as a mediator. These findings suggest that a greater number of registered marijuana patients and growers per 1000 population in Oregon counties was associated with a higher prevalence of marijuana use among youth from 2006 to 2015, and that this relationship was partially attributable to perceived norms favorable towards marijuana use.

The North Fork John Day River Roadless Area comprised 21,210 acres in the Umatilla and Wallowa-Whitman National Forests, Grant County, Oregon, about 30 miles northwest of Baker, Oregon. The irregularly shaped area extends for about 1 mile on both sides of a 25-mile segment of the North Fork John Day River from Big Creek on the west to North Fork John Day Campground on the east. Most of the roadless area is in the northern half of the Desolation Butte 15-minute quadrangle. The eastern end of the area is in parts of the Granite and Trout Meadows 7½-minute quadrangles.

Projects completed for the NASA Office of University Affairs include the application of remote sensing data in support of rehabilitation of wild fire damaged areas and the use of LANDSAT 3 return beam vidicon in forestry mapping applications. Continuing projects for that office include monitoring western Oregon timber clearcut; detecting and monitoring wheat disease; land use monitoring for tax assessment in Umatilla, Lake, and Morrow Counties; and the use of Oregon Air National Guard thermal infrared scanning data. Projects funded through other agencies include the remote sensing inventory of elk in the Blue Mountains; the estimation of burned agricultural acreage in the Willamette Valley; a resource inventory of Deschutes County; and hosting a LANDSAT digital workshop.

The Klamath County Nursing Home, located in Klamath Falls, Oregon, was constructed in 1976. The building of 55,654 square feet currently houses care facilities for approximately 120 persons. During the initial planning for the Nursing Home, the present site was selected primarily on the basis of its geothermal resource. This resource (approx. 190/sup 0/F) currently provides space and domestic hot water heating for the Nursing Home, Merle West Medical Center and the Oregon Institute of Technology. The feasibility of installing a geothermal heating system in a planned greenhouse for the Nursing Home is explored. Prenatal care in Oregon and Washington: policy and utilization for vulnerable women.

In the prenatal period, women can have sustained contact with nurses and other clinicians, forming relationships that are likely to be health enhancing for both the woman and her unborn child. Yet, first trimester care use in Oregon dropped noticeably over the past decade. In comparison with Washington state, Oregon has not shown substantial recovery. The aim of this study was to explore potential reasons for the declining prenatal trend in Oregon. We collated county-level birth data from all Oregon and Washington counties from 2000 to 2010. A descriptive, observational, time-series regression analysis for both states assessed the influence of maternal determinants known to impact first trimester care utilization. In Oregon, two factors were significantly associated with declining first trimester care: Medicaid funding (p<.01) and maternal Hispanic ethnicity (p=.02). In Washington, there was no significant association between any assessed determinant and first trimester care. In Oregon, over the period of our study, women dependent on Medicaid and women of Hispanic origin were less likely to utilize first trimester care. A similar trend for these variables was not observed in Washington. At the time of our study, both states had different policy approaches, which may explain some of the observable patterns. Amid current healthcare reforms and rising immigration, our findings suggest the need for strong advocacy for those less able to access or utilize care.

Approximately 4,629 acres (1,873 hectares) in Grays Harbor, Pacific, and Wahkiakum Counties in Washington, and in Clatsop, Columbia, Marion, Polk, and Benton Counties in Oregon, fall within the boundaries of the critical habitat designation for streaked horned lark. In a recent decision involving a capital murder case, Oregon State Hospital v. Butts, the Oregon Supreme Court conducted a mandamus hearing to ascertain whether Oregon State Hospital (OSH) had a legal duty to comply with a Sell order from a county trial court to provide antipsychotic medications to an incompetent defendant, despite its belief, as an institution, that medication was not clinically indicated. The case is reviewed and important implications, including the court's being granted the ability to circumvent the medical decision-making process, are discussed. © 2016 American Academy of Psychiatry and the Law.

An estimated 308 ? 23 pairs of Ospreys nested in the survey area in Oregon in 1976. Major concentration centers include Crane Prairie Reservoir and the adjacent Deschutes National Forest, the coastal lakes and reservoirs between Florence and North Bend, the Rogue River, the Lane County reservoirs, and the Umpqua River. An estimated 47 percent of the Oregon population is nesting at reservoirs. Limited information is available concerning the long-term status of the Oregon population; however, the ability of the species to pioneer newly created reservoirs emphasizes that the population is utilizing new habitats.

Water-surface profiles were computed for a 19.4-mile reach of Calapooya Creek in Douglas County, Oregon. The data will enable the county to evaluate flood hazards in the floodprone areas in the reach. Profiles for floods having recurrence intervals of 2, 10, 50, 100, and 500 years are shown in graphic and tabular form. A floodway, allowing encroachment of the 100-year floods, was designed with a maximum 1.0-foot surcharge limitation. A profile for a flood that occurred in November 1961 is also presented. All data were derived from a digital computer model developed for the study.

Addressing immunization registry population inflation in adolescent immunization rates.

While U.S. adolescent immunization rates are available annually at national and state levels, finding pockets of need may require county or sub-county information. Immunization information systems (IISs) are one tool for assessing local immunization rates. However, the presence of IIS records dating back to early childhood and challenges in capturing mobility out of IIS areas typically leads to denominator inflation. We examined the feasibility of weighting adolescent immunization records by length of time since last report to produce more accurate county adolescent counts and immunization rates. We compared weighted and unweighted adolescent denominators from the Oregon ALERT IIS, along with county-level Census Bureau estimates, with school enrollment counts from Oregon's annual review of seventh-grade school immunization compliance for public and private schools. Adolescent immunization rates calculated using weighted data, for the state as a whole, were also checked against comparable National Immunization Survey (NIS) rates. Weighting individual records by the length of time since last activity substantially improved the fit of IIS data to county populations for adolescents. A nonlinear logarithmic (ogive) weight produced the best fit to the school count data of all examined estimates. Overall, the ogive weighted results matched NIS adolescent rates for Oregon. The problem of mobility-inflated counts of teenagers can be addressed by weighting individual records based on time since last immunization. Well-populated IISs can rely on their own data to produce adolescent immunization rates and find pockets of need.

A community-based public health program to provide a dental home for women covered by the Oregon Health Plan (Medicaid) in Klamath County, Oregon USA was instituted with the long-term goal to promote preventive oral care for both mothers and their new infants provided by dental managed care companies. As part of the evaluation of the program, children in Klamath and comparable non-program counties were examined in their 2nd year of life to begin to determine if benefits accrued to the offspring of the mothers in Klamath County. Eighty-five and 58.9% of the children were caries free in the Klamath and comparison county samples, respectively (RR = 1.48, 95% CI 1.13, 1.93). The mean (SD) number of teeth with any decay was .75 (2.5) in the test population and 1.6 (2.5) in the comparison population (t = 2.08, p = .04). The assessment showed that children of mothers in the Klamath County program were about one and a half times more likely to be caries free than children in the comparison counties. Additional controlled studies are being undertaken.

To develop, and implement, a social marketing campaign to increase preconception health knowledge among second-generation Latinas in Oregon. Social marketing demonstration project. Latino communities in five Oregon counties. Target populations included young Latinas (18-29 years old) born in the United States of immigrant parents in five Oregon counties, and their family members. Intervention. A radionovela, Amor y Salud, was developed that featured a Latina and her fiancé preparing for marriage and family. Social media, Web sites, and culturally relevant print materials promoted the radio campaign. Process data, social media metrics, Google analytics, online and intercept surveys were collected. Basic frequencies and descriptive statistics were used. Twelve episodes were produced in English and Spanish and played on nine radio stations a total of 2098 times. The Facebook page was viewed 11,000 times, and radionovela episodes were played a total of 776 times. Amor y Salud used mixed media--radio, social media, print materials--to encourage Latinas to consider their preconception health. Anecdotally, we heard positive comments from community members and local media regarding the radionovela; however, evaluation challenges prevent us from saying conclusively that knowledge on this topic increased.

Pygmy rabbit surveys on state lands in Oregon

The pygmy rabbit (Brachylagus idahoensis) is classified by the federal government as a species of concern (i.e., under review by the U.S. Fish and Wildlife Service for consideration as a candidate for listing as threatened or endangered under the Endangered Species Act) because of its specialized habitat requirements and evidence of declining populations. The Oregon Department of Fish and Wildlife (ODFW) lists pygmy rabbits as “sensitive-vulnerable,” meaning that protective measures are needed if sustainable populations are to be maintained over time (Oregon Natural Heritage Program, 2001). The Oregon Natural Heritage Program considers this species to be threatened with extirpation from Oregon. Pygmy rabbits also are a species of concern in all the other states where they occur (NatureServe, 2004). The Washington population, known as the Columbia Basin pygmy rabbit, was listed as endangered by the federal government in 2003. Historically, pygmy rabbits have been collected from Deschutes, Klamath, Crook, Lake, Grant, Harney, Baker, and Malheur Counties in Oregon. However, the geographic range of pygmy rabbit in Oregon may have decreased in historic times (Verts and Carraway, 1998), and boundaries of the current distribution are not known. Not all potentially suitable sites appear to be occupied, and populations are susceptible to rapid declines and local extirpation (Weiss and Verts, 1984). In order to protect and manage remaining populations on State of Oregon lands, Oregon Department of Fish and Wildlife needs to identify areas currently occupied by pygmy rabbits, as well as suitable habitats. The main objective of this survey was document to presence or absence of pygmy rabbits on state lands in Malheur, Harney, Lake, and Deschutes counties. Knowledge of the location and extent of pygmy rabbit populations can provide a foundation for the conservation and management of this species in Oregon. The pygmy rabbit is just one of a suite of species of concern associated with sagebrush habitats in the Great Basin. Because information on habitat and distribution of many species is scarce, a secondary goal of the rabbit surveys was to list all other vertebrate species encountered on surveyed sites. This information may be useful in directing future studies aimed at specific taxa.

A mineral survey of the Charles Sheldon Antelope Range and Sheldon National Antelope Refuge, in Humboldt and Washoe Counties, Nevada, and Lake and Harney Counties, Oregon, was conducted. The investigation identified areas of mineral-resource potential within the range and refuge. The range and refuge have areas of substantiated resource potential for precious opal and uranium, a demonstrated resource of decorative building stone, and areas with probable resource potential for mercury and for base- and precious-metal sulfide deposits. Reservoir temperatures, estimated from the analysis of thermal springs, indicate that a probable potential for geothermal resources exists in two areas in the range. No other energy resources were identitied in the area.

One of the Pacific Northwest's most notable outdoor recreation areas, the "John Day Country" in northeastern Oregon, is named after a native Virginian who was a member of the Astor expedition to the mouth of the Columbia River in 1812. There is little factual information about John Day except that he was born in Culpeper County, Virginia, about 1770. It is known also that in 1810 this tall pioneer "with an elastic step as if he trod on springs" joined John Jacob Astor's overland expedition under Wilson Price Hunt to establish a vast fur-gathering network in the Western States based on a major trading post at the mouth of the Columbia River.

Introduction: This study was commissioned by a consortium consisting of the Bureau of Land Management, Durango Office; the Colorado Oil and Gas Conservation Commission; La Plata County; and all of the major gas-producing companies operating in La Plata County, Colorado. Chapter 1 contains the results of the subsurface coal-bed correla-tion study, chapter 2 contains the results of the surface geologic mapping and joint measurement study, and chapter 3, contains the results of the deep-seismic study. A preliminary draft of this report was submitted to the La Plata County Group in September 1996. All of the members of the La Plata Group were given an opportunity to critically review the draft report and their comments were the basis for revising the first draft to create this final version of a geologic report on the major La Plata County gas seeps located north of the Southern Ute Indian Reservation.

This data set is comprised of three groups of temperature-depth data. All the sites are located in southeastern Oregon. The first is a set of 7 wells logged during 1993 in south central Oregon in the Basin and Range province. All these wells, with the exception of the Blue Mountain Oil well, are water wells. These wells were part of a geothermal reconnaissance of this area. The Blue Mountain oil well of this set has been described by Sass et al. (1971) as well. Gannet in the vicinity of the Vale, Oregon (Bowen and Blackwell, 1972; Blackwell et al., 1978)more » geothermal system in Malheur County. These wells were logged in 1986 during a study of the area described by Gannett (1988). There are 17 wells (plus one relog) in this data set. All these wells are in a small area just east of the town of Vale in Malheur County. The second set of data consists of a group of wells that were logged by Marshall The third set of data represents the results of an exploration project in the general area of the Lake Owyhee thermal area in Malheur County. This data set is comprised of 16 wells. This data set was collected by Hunt Energy Corporation and made available though the efforts of Roger Bowers. A small scale map of the locations of the wells is shown in Figure 1. The well location and some pertinent information about the wells is shown in Table 1. After two years of debate, community consultation, and public opinion polls, the Oregon Health Services Commission was mandated in 1989 to study prioritization as part of a package of bills enacted as the Oregon Basic Health Services Act. In March 1990 the commission released a draft list of ranked health care services for public comment... As part of the ongoing debate, the Hastings Center and the Wesley Foundation sponsored a two-day meeting in January 1991 in Wichita, Kansas, to provide opportunity for thoughtful, in-depth, informal analysis of the OBHSA model for health care reform...a majority felt that OBHSA, in the framework of progress toward larger reform goals, is an experiment worth trying. The Johnson Creek landslide is a translational, primarily bedrock landslide located along the Oregon coast about 5 km north of Newport. The landslide has damaged U.S. Highway 101 many times since construction of the highway and at least two geological and geotechnical investigations of the landslide have been performed by Oregon State agencies. In cooperation with the Oregon Department of Geology and Mineral Industries and the Oregon Department of Transportation, the U.S. Geological Survey upgraded landslide monitoring systems and installed additional monitoring devices at the landslide beginning in 2004. Monitoring devices at the landslide measured landslide displacement, rainfall, air temperature, shallow soil-water content, and ground-water temperature and pressure. The devices were connected to automatic dataloggers and read at one-hour and, more recently, 15-minute intervals. Monitoring results were periodically downloaded from the dataloggers using cellular telemetry. The purposes of this report are to describe and present preliminary monitoring data from November 19, 2004, to March 31, 2007.

To begin understanding the potential economic impacts of large-scale WEC technology, the Bureau of Ocean Energy Management (BOEM) commissioned the National Renewable Energy Laboratory (NREL) to conduct an economic impact analysis of largescale WEC deployment for Oregon coastal counties. This report follows a previously published report by BOEM and NREL on the jobs and economic impacts of WEC technology for the entire state (Jimenez and Tegen 2015). As in Jimenez and Tegen (2015), this analysis examined two deployment scenarios in the 2026-2045 timeframe: the first scenario assumed 13,000 megawatts (MW) of WEC technology deployed during the analysis period, and themore » second assumed 18,000 MW of WEC technology deployed by 2045. Both scenarios require major technology and cost improvements in the WEC devices. The study is on very large-scale deployment so readers can examine and discuss the potential of a successful and very large WEC industry. The 13,000-MW is used as the basis for the county analysis as it is the smaller of the two scenarios. Sensitivity studies examined the effects of a robust in-state WEC supply chain. The region of analysis is comprised of the seven coastal counties in Oregon—Clatsop, Coos, Curry, Douglas, Lane, Lincoln, and Tillamook—so estimates of jobs and other economic impacts are specific to this coastal county area.« less

The Community Health Improvement Partnership (CHIP) model has supported community health development in more than 100 communities nationally. In 2011, four rural Oregon CHIPs collaborated with investigators from the Oregon Rural Practice-based Research Network (ORPRN), a component of the Oregon Clinical and Translational Research Institute (OCTRI), to obtain training on research methods, develop and implement pilot research studies on childhood obesity, and explore matches with academic partners. This article summarizes the experiences of the Lincoln County CHIP, established in 2003, as it transitioned from CHIP to Community Health Improvement and Research Partnership (CHIRP). Our story and lessons learned may inform rural community-based health coalitions and academicians who are engaged in or considering Community-based participatory research (CBPR) partnerships. Utilizing existing infrastructure and relationships in community and academic settings provides an ideal starting point for rural, bidirectional research partnerships.

To assess exposure to marijuana advertising in Oregon after the start of retail marijuana sales in October 2015. We conducted a repeated cross-sectional online survey of 4001 Oregon adults aged 18 years and older in November 2015 and April-May 2016. We assessed subgroup differences by using the Pearson χ 2 test. More than half of adults (54.8%) statewide reported seeing marijuana advertising in the past month. These adults reported that they most frequently saw storefront (74.5%), streetside (66.5%), and billboard (55.8%) advertising. Exposure did not significantly differ by participant's age or marijuana use but was higher among those living in counties with retail sales (56.5%) than in counties without (32.5%). Most adults reported exposure to marijuana advertising following the start of retail marijuana sales in Oregon. People who do not use marijuana and those aged 18 to 24 years were as exposed to advertising as other groups. Public Health Implications. Advertising restrictions may be needed to protect youths and young adults from pro-use messages. Commercial free speech afforded by the First Amendment makes advertising restrictions challenging, but public policy experts note that restrictions aimed at protecting youths may be allowed.
Variations in City Exposure and Sensitivity to Tsunami Hazards in Oregon

Evidence of past events and modeling of potential future events suggest that tsunamis are significant threats to Oregon coastal communities. Although a potential tsunami-inundation zone from a Cascadia Subduction Zone earthquake has been delineated, what is in this area and how communities have chosen to develop within it have not been documented. A vulnerability assessment using geographic-information-system tools was conducted to describe tsunami-prone landscapes on the Oregon coast and to document city variations in developed land, human populations, economic assets, and critical facilities relative to the tsunami-inundation zone. Results indicate that the Oregon tsunami-inundation zone contains approximately 22,201 residents (four percent of the total population in the seven coastal counties), 14,857 employees (six percent of the total labor force), and 53,714 day-use visitors on average every day to coastal Oregon State Parks within the tsunami-inundation zone. The tsunami-inundation zone also contains 1,829 businesses that generate approximately $1.9 billion in annual sales volume (seven and five percent of study-area totals, respectively) and tax parcels with a combined total value of $8.2 billion (12 percent of the study-area total). Although occupancy values are not known for each facility, the tsunami-inundation zone also contains numerous dependent-population facilities (for example, adult-residential-care facilities, child-day-care facilities, and schools), public venues (for example, religious organizations and libraries), and critical facilities (for example, police stations). Racial diversity of residents in the tsunami-inundation zone is low, with 96 percent identifying themselves as White, either alone or in combination with one or more race. Twenty-two percent of the residents in the tsunami-inundation zone are over 65 years in age, 36 percent of the residents live on unincorporated county lands, and 37 percent of the households are renter occupied. The employee population in the tsunami-inundation zone is largely in accommodation and food services, retail trade, manufacturing, and arts and entertainment sectors. Results indicate that vulnerability, described here by exposure (the amount of assets in tsunami-prone areas) and sensitivity (the relative percentage of assets in tsunami-prone areas) varies considerably among 26 incorporated cities in Oregon. City exposure and sensitivity to tsunami hazards is highest in the northern portion of the coast. The City of Seaside in Clatsop County has the highest exposure, the highest sensitivity, and the highest combined relative exposure and sensitivity to tsunamis. Results also indicate that the amount of city assets in tsunami-prone areas is weakly related to the amount of a community's land in this zone; the percentage of a city's assets, however, is strongly related to the percentage of its land that is in the tsunami-prone areas. This report will further the dialogue on societal risk to tsunami hazards in Oregon and help identify future preparedness, mitigation, response, and recovery planning needs within coastal cities and economic sectors of the state of Oregon.

OBJECTIVES. We assessed the extent to which injury rates among American Indians in Oregon are underestimated owing to misclassification of race in a surveillance system. METHODS. The Oregon Injury Registry, a population-based surveillance system, was linked with the Indian Health Service patient registration file from Oregon, and injury rates for American Indians were calculated before and after correcting for racial misclassification. RESULTS. In 1989 and 1990, 301 persons in the Oregon registry were coded as American Indian. An additional 89 injured persons who were coded as a race other than American Indian in the registry were listed as American Indian in the Indian Health Service records. The age-adjusted annual injury rate for health service-registered American Indians was 6.9/1000, 68% higher than the rate calculated before data linkage. American Indian ancestry, female sex, and residence in metropolitan counties were associated with a higher likelihood of concordant racial classification in both data sets. CONCLUSION. Injury rates among American Indians in an Oregon surveillance system are substantially underestimated owing to racial misclassification. Linkage of disease registries and vital records with Indian Health Service records in other states may improve health-related data regarding American Indians. PMID:8484448

Nitrate levels in the ground-water aquifer underlying the central Oregon city of La Pine and the surrounding area are increasing due to contamination from residential septic systems. This contamination has public health implications because ground water is the sole source of drinking water for area residents. The U.S. Geological Survey, in cooperation with Deschutes County and the Oregon Department of Environmental Quality, studied the movement and chemistry of nitrate in the aquifer and developed computer models that can be used to predict future nitrate levels and to evaluate alternatives for protecting water quality. This fact sheet summarizes the results of that study in the form of questions and answers.

Field studies supporting the evaluation of the mineral potential of the Hells Canyon study area were carried out by the U.S. Geological Survey and the U.S. Bureau of Mines in 1974-76 and 1979. The study area includes (1) the Hells Canyon Wilderness; (2) parts of the Snake River, Rapid River, and West Fork Rapid River Wild and Scenic Rivers; (3) lands included in the second Roadless Area Review and Evaluation (RARE II); and (4) part of the Hells Canyon National Recreation Area. The survey is one of a series of studies to appraise the suitability of the area for inclusion in the National Wilderness Preservation System as required by the Wilderness Act of 1964. The spectacular and mineralized area covers nearly 950 mi2 (2,460 km2) in northeast Oregon and west-central Idaho at the junction of the Northern Rocky Mountains and the Columbia Plateau.

This report discusses the results of a mineral survey of the Middle Santiam Roadless Area (06929), Willamette National Forest, Linn County Oregon. Middle Santiam Roadless Area is adjacent on the east of the Quartzville mining district, a district that has yielded small amounts of base- and precious-metal ores. Many rock types and alteration features that characterize the mining district occur only the western part of the roadless area, and analysis of a few samples from this part of the roadless area indicates evidence of weak mineralization. The western part of the roadless area is therefore identified as having a moderatemore » potential for small deposits of base and precious metals and a low potential for large very low-grade precious-metal deposits. In September and October 1995, the Oregon Department of Energy (ODOE) and the Oregon Hanford Waste Board (the Board) carried out an ambitious public involvement process. They set out to explore new ways to better involve the public in technical issues involving the US Department of Energy (USDOE). They selected the draft Programmatic Environmental Impact Statement (EIS) on the Storage and Disposition of Weapons-Usable Fissile Materials as the subject for the public involvement effort. They selected this EIS because of its high degree of technical complexity, its potential for impacting Hanford cleanup and Oregon, its broad reach of issues involvingmore » all USDOE sites and the long lead time it allowed for preparation. The traditional process used by USDOE for public involvement seldom allows external agencies sufficient lead time to develop good public involvement processes. For this EIS, USDOE began the public involvement process very early in the development of the EIS, which allowed them the lead time they needed. ODOE and the Board have a great deal of experience in working with the public on a wide range of nuclear issues. This project was larger and more complex than anything they had attempted before. The Washougal 7.5’ quadrangle spans the boundary between the Portland Basin and the Columbia River Gorge, approximately 30 km east of Portland, Oregon. The map area contains the westernmost portion of the Columbia River Gorge National Scenic area as well as the rapidly growing areas surrounding the Clark County, Washington, cities of Camas and Washougal. The Columbia River transects the map area, and two major tributaries, the Washougal River in Washington and the Sandy River in Oregon, also flow through the quadrangle. The Columbia, Washougal, and Sandy Rivers have all cut deep valleys through hilly uplands, exposing Oligocene volcanic bedrock in the north part of the map area and lava flows of the Miocene Columbia River Basalt Group in the western Columbia River Gorge. Elsewhere in the map area, these older rocks are buried beneath weakly consolidated to well-consolidated Neogene and younger basin-fill sedimentary rocks and Quaternary volcanic and sedimentary deposits. The Portland Basin is part of the Coastal Lowland that separates the Cascade Range from the Oregon Coast Range. The basin has been interpreted as a pull-apart basin located in the releasing stepover between two en echelon, northwest-striking, right-lateral fault zones. These fault zones are thought to reflect regional transpression, transtension, and dextral shear within the forearc in response to oblique subduction of the Pacific plate along the Cascadia Subduction Zone. The southwestern margin of the Portland Basin is a well-defined topographic break along the base of the Tualatin Mountains, an asymmetric anticlinal ridge that is bounded on its northeast flank by the Portland Hills Fault Zone, which is probably an active structure. The nature of the corresponding northeastern margin of the basin is less clear, but a series of poorly defined and partially buried dextral extensional structures has been hypothesized from topography, microseismicity, potential-field anomalies, and reconnaissance geologic mapping. This map is a contribution to a program designed to improve the geologic database for the Portland Basin region of the Pacific Northwest urban corridor, the densely populated Cascadia forearc region of western Washington and Oregon. Updated, more detailed information on the bedrock and surficial geology of the basin and its surrounding area will facilitate improved assessments of seismic risk, and resource availability in this rapidly growing region.

A seven-week pumping and injection tests in the geothermal aquifer at Klamath Falls, Oregon, in 1983 provided new information on hydraulic properties of the aquifer. The Open-File Data Report on the tests includes graphs of water levels measured in 50 wells, temperature measurement in 17 wells , daily air-temperatures in relation to discharge of thermal water from more than 70 pumped and artesian wells, tables of monthly mean air temperatures and estimates of discharges of thermal water during a normal year, and tables of chemical and isotopic analyses on samples from 12 wells. The water-level measurements reflect the effects of pumping, injection, and recovery over about 1.7 square miles of the hot-well area of Klamath Falls. The pumped well, City Well No 1, and the injection well at the Klamath County Museum are components of a proposed District Heating Plan. The study was funded principally under contracts from the U.S. Department of Energy to the Lawrence Berkeley Laboratory, Stanford University, and the Oregon Institute of Technology, with coordination and chemical sampling provided under the Geothermal Research Program, U.S. Geological Survey. Support was received from the City of Klamath Falls, Klamath County Chamber of Commerce, Citizens for Responsible Geothermal Development, and many citizen volunteers. (USGS)

To examine whether comprehensive smoke-free air laws enacted in Florida, New York, and Oregon are associated with reductions in hospital admissions for acute myocardial infarction (AMI) and stroke. Analyzed trends in county-level, age-adjusted, hospital admission rates for AMI and stroke from 1990 to 2006 (quarterly) for Florida, 1995 to 2006 (monthly) for New York, and 1998 to 2006 (monthly) for Oregon to identify any association between admission rates and passage of comprehensive smoke-free air laws. Interrupted time series analysis was used to adjust for the effects of preexisting moderate local-level laws, seasonal variation in hospital admissions, differences across counties, and a secular time trend. More than 3 years after passage of statewide comprehensive smoke-free air laws, rates of hospitalization for AMI were reduced by 18.4% (95% CI: 8.8-28.0%) in Florida and 15.5% (95% CI: 11.0-20.1%) in New York. Rates of hospitalization for stroke were reduced by 18.1% (95% CI: 9.3-30.0%) in Florida. The few local comprehensive laws in Oregon were not associated with reductions in AMI or stroke statewide. Comprehensive smoke-free air laws are an effective policy tool for reducing the burden of AMI and stroke.
Comparative evaluation of ERTS-A imagery for resource inventory in land use planning

There are no author-identified significant results in this report. Evaluation has begun on ERTS-1 imagery of Crook County for use in landform interpretation and geologic mapping and interpretation. Outside of Crook County the geology team has been impressed by the display of fault patterns in southeastern Oregon and has begun preliminary analyses of these. Using the color combiner a complete timber type map of (1) all the forest land within Crook County, and (2) all the Ochoco National Forest has been completed. The timber types consist of five density classes which are correlated with different species compositions as the first step in the multistage forest inventory. Using the ERTS magnetic tape data the computer center has produced a 12 by 25 mile strip printout of bands 5, 6, and 7. The computer printouts are to be analyzed for different timber types and possible insect damage. Other results are: (1) limited number of clearcuts in eastern Oregon and in Cascades evident; (2) positive transparencies of band 5 appear to be too dark for maximum information of forested areas; and (3) much more information in the computer printouts of bands 6 and 7, than 5, when analyzing forest conditions.

Teaching scientific research topics to K-12 audiences in an engaging and meaningful way does not need to be hard; with the right insight and techniques it can be fun to encourage self-guided STEAM (science, technology, engineering, arts, and mathematics) exploration. LIB LAB, short for Library Laboratory, is an educational video series produced by Aaron J. Fillo at Oregon State University in partnership with the Corvallis-Benton County Public Library targeted at K-12 students. Each episode explores a variety of scientific fundamentals with playful experiments and demonstrations. The video lessons are developed using evidence-based practices such as dispelling misconceptions, and language immersion. Each video includes directions for a related experiment that young viewers can conduct at home. In addition, science kits for these at-home experiments are distributed for free to students through the public library network in Benton County, Oregon. This talk will focus on the development of multimedia science education tools and several techniques that scientists can use to engage with a broad audience more effectively. Using examples from the LIB LAB YouTube Channel and collection of hands-on science demonstrations and take-home kits, this talk will present STEAM education in action. Water supplies for all municipalities in Lincoln County currently (1975) are obtained from surface-water sources. Because of rapid economic development of the coastal area, it is expected that additional water will be needed in the future. Additional water can be supplied (1) by reservoirs on major streams; (2) by the expansion, in some locations, of present surface-water facilities on small streams; and (3) locally, by an additional small volume of supplemental water from ground-water sources.

The Carlton, Oregon, 7.5-minute quadrangle is located in northwestern Oregon, about 35 miles (57 km) southwest of Portland. It encompasses the towns of Yamhill and Carlton in the northwestern Willamette Valley and extends into the eastern flank of the Oregon Coast Range. The Carlton quadrangle is one of several dozen quadrangles being mapped by the U.S. Geological Survey (USGS) and the Oregon Department of Geology and Mineral Industries (DOGAMI) to provide a framework for earthquake- hazard assessments in the greater Portland, Oregon, metropolitan area. The focus of USGS mapping is on the structural setting of the northern Willamette Valley and its relation to the Coast Range uplift. Mapping was done in collaboration with soil scientists from the National Resource Conservation Service, and the distribution of geologic units is refined over earlier regional mapping (Schlicker and Deacon, 1967). Geologic mapping was done on 7.5-minute topographic base maps and digitized in ArcGIS to produce ArcGIS geodatabases and PDFs of the map and text. The geologic contacts are based on numerous observations and samples collected in 2002 and 2003, National Resource Conservation Service soils maps, and interpretations of 7.5-minute topography. The map was completed before new, high-resolution laser terrain mapping was flown for parts of the northern Willamette Valley in 2008.

Inclusive anti-bullying policies and reduced risk of suicide attempts in lesbian and gay youth.

To evaluate whether anti-bullying policies that are inclusive of sexual orientation are associated with a reduced prevalence of suicide attempts among lesbian, gay, and bisexual youths. A total of 31,852 11th-grade public school students (1,413 lesbian, gay, and bisexual individuals; 4.4%) in Oregon completed the Oregon Healthy Teens survey in 2006-2008. The independent variable was the proportion of school districts in the 34 counties participating in the Oregon Healthy Teens survey that adopted anti-bullying policies inclusive of sexual orientation. The outcome measure was any self-reported suicide attempt in the past 12 months. We stratified results by sexual orientation. Lesbian and gay youths living in counties with fewer school districts with inclusive anti-bullying policies were 2.25 times (95% confidence interval [CI], 1.13-4.49) more likely to have attempted suicide in the past year compared with those living in counties where more districts had these policies. Inclusive anti-bullying policies were significantly associated with a reduced risk for suicide attempts among lesbian and gay youths, even after controlling for sociodemographic characteristics (sex, race/ethnicity) and exposure to peer victimization (odds ratio, .18; 95% CI, .03-.92). In contrast, anti-bullying policies that did not include sexual orientation were not associated with lower suicide attempts among lesbian and gay youths (odds ratio, .38; 95% CI, .02-7.33). Inclusive anti-bullying policies may exert protective effects for the mental health of lesbian and gay youths, including reducing their risk for suicide attempts. The Strawberry Mountain Wilderness extends 18 mi along the crest of the Strawberry Range and comprises about 53 sq mi in the Malheur National Forest, Grant County, Oregon. Systematic geologic mapping, geochemical sampling and detailed sampling of prospect workings was done. A demonstrated copper resource in small quartz veins averaging at most 0. 33 percent copper with traces of silver occurs in shear zones in gabbro. Two small areas with substantiated potential for chrome occur near the northern edge of the wilderness. There is little promise for the occurrence of additional mineral or energy resources in the Strawberry Mountain Wilderness.

The Sheepshead Mountains, Wildcat Canyon, and Table Mountain Wilderness Study Areas encompass most of the Sheepshead Mountains in southeast Oregon. The mountains comprise several fault blocks of middle and late Miocene basalt, basaltic andesite, andesite, and dacite lava; pyroclastic and sedimentary rocks are minor. The three wilderness study areas have low resource potential for gold, silver, and oil and gas. A few small areas have low-to-high resource potential for diatomite, as indicated by the occurrence of low-grade diatomite. Some fault zones have a moderate potential for geothermal energy.
