    This paper analyzes the spatial spillover effect of road infrastructure on the economic growth of poverty-stricken counties, based on the spatial Durbin model, by using the panel data of 37 poor counties in Hunan province from 2006 to 2015. The results showed that there is a significant spatial dependence of economic growth in Poor Counties. Road infrastructure has a positive impact on economic growth, and the results will be overestimated without considering spatial factors. Considering the spatial factors, the road infrastructure will promote the economic growth of the surrounding areas through the spillover effect, but the spillover effect is restricted by the distance factor. Capital investment is the biggest factor of economic growth in poor counties, followed by urbanization, labor force and regional openness.

  15. Arterial roads and area socioeconomic status are predictors of fast food restaurant density in King County, WA

    Background Fast food restaurants reportedly target specific populations by locating in lower-income and in minority neighborhoods. Physical proximity to fast food restaurants has been associated with higher obesity rates. Objective To examine possible associations, at the census tract level, between area demographics, arterial road density, and fast food restaurant density in King County, WA, USA. Methods Data on median household incomes, property values, and race/ethnicity were obtained from King County and from US Census data. Fast food restaurant addresses were obtained from Public Health-Seattle & King County and were geocoded. Fast food density was expressed per tract unit area and per capita. Arterial road density was a measure of vehicular and pedestrian access. Multivariate logistic regression models containing both socioeconomic status and road density were used in data analyses. Results Over one half (53.1%) of King County census tracts had at least one fast food restaurant. Mean network distance from dwelling units to a fast food restaurant countywide was 1.40 km, and 1.07 km for census tracts containing at least one fast food restaurant. Fast food restaurant density was significantly associated in regression models with low median household income (p < 0.001) and high arterial road density (p < 0.001) but not with percent of residents who were nonwhite. Conclusion No significant association was observed between census tract minority status and fast food density in King County. Although restaurant density was linked to low household incomes, that effect was attenuated by arterial road density. Fast food restaurants in King County are more likely to be located in lower income neighborhoods and higher traffic areas. PMID:19630979

    Pennsylvania's rapid unconventional oil and gas (UOG) development-from a single well in 2004 to more than 6700 wells in 2013-has dramatically increased UOG waste transport by heavy trucks. This study quantified the amount of UOG waste and the distance it traveled between wells and disposal facilities on each type of road in each county between July 2010 and December 2013. In addition, the study estimated the associated financial costs to each county's road infrastructure over that period. We found that UOG wells produced a median wastewater volume of 1294 m(3) and a median of 89,267 kg of solid waste. The median number of waste-transport truck trips per well was 122. UOG wells existed in 38 Pennsylvania counties, but we estimated trucks transporting well waste traveled through 132 counties, including counties in West Virginia, Ohio, and New York. Median travel distance varied by disposal type, from 106 km to centralized treatment facilities up to 237 km to injection wells. Local roads experienced the greatest amount of truck traffic and associated costs ($1.1-6.5 M) and interstates, the least ($0.3-1.6 M). Counties with oil and gas development experienced the most truck traffic and incurred the highest associated roadway costs. However, many counties outside the active development area also incurred roadway repair costs, highlighting the extension of UOG development's spatial footprint beyond the active development area.     Pennsylvania’s rapid unconventional oil and gas (UOG) development—from a single well in 2004 to more than 6700 wells in 2013—has dramatically increased UOG waste transport by heavy trucks. This study quantified the amount of UOG waste and the distance it traveled between wells and disposal facilities on each type of road in each county between July 2010 and December 2013. In addition, the study estimated the associated financial costs to each county’s road infrastructure over that period. We found that UOG wells produced a median wastewater volume of 1294 m3 and a median of 89,267 kg of solid waste. The median number of waste-transport truck trips per well was 122. UOG wells existed in 38 Pennsylvania counties, but we estimated trucks transporting well waste traveled through 132 counties, including counties in West Virginia, Ohio, and New York. Median travel distance varied by disposal type, from 106 km to centralized treatment facilities up to 237 km to injection wells. Local roads experienced the greatest amount of truck traffic and associated costs ($1.1–6.5 M) and interstates, the least ($0.3–1.6 M). Counties with oil and gas development experienced the most truck traffic and incurred the highest associated roadway costs. However, many counties outside the active development area also incurred roadway repair costs, highlighting the extension of UOG development’s spatial footprint beyond the active development area.     In the summer of 1985, the U.S. Geological Survey conducted a reconnaissance geochemical survey of the Skedaddle (CA-020-612) and Dry Valley Rim (CA-020-615) Wilderness Study Areas in Lassen County, California, and Washoe County, Nevada.Skedaddle and Dry Valley Rim are contiguous wilderness study areas (WSA) located in the eastern part of the Modoc Plateau in Lassen County, northeastern California, and Washoe County, northwestern Nevada (fig. 1). The Skedaddle study area encompasses 39,420 acres and the Dry Valley Rim study area encompasses 54,480 acres of Bureau of Land Management administered public land about 25 mi east of Susanville, California. The Skedaddle study area is bounded on the east by the Skedaddle road, on the north by the Smoke Creek Road, on the south by the Wendel road, and on the west by the rim west of Wendel Canyon. The Dry Valley Rim study area is bounded on the east by the lower Smoke Creek road, the Dry Valley road, and the Pipe Springs Road. The northern boundary is the Smoke Creek Ranch road, the southern boundary the Wendel road, and the western boundary the east-side Skedaddle road. Access to the study areas is provided by several light-duty dirt roads and ways that join the boundary roads. Elevations range from 3,800 (1158 m) to 7,552 ft (2302 m). Steep rim rock walls and talus-covered canyons are common in the eastern third of the Dry Valley Rim study area, and the western third of the Skedaddle study area, while the majority of both study areas is gradually sloping, covered only by sparse sagebrush. Existing geologic maps that cover the two study areas consist of Lydon and others (I960), Bonham (1969), and Diggles and others (1986).The Skedaddle Wilderness Study Area consists of two parallel ridges, the Skedaddle Mountains and the Amedee Mountains. The ridges bound the Wendel and Spencer basins, an area of bleached and silicified rocks. Dry Valley Rim is a 17-mi (5.2 m)-long north-south-trending fault block that is situated 1,500 ft (457 m) above the Smoke Creek Desert to the east. The rim provides good exposure of the thick sequences of volcanic rocks that underlie the wilderness study area.The rocks of the study areas consist mostly of Tertiary basalt, andesite, and lahar with minor amounts of rhyolitic ash-flow tuff, rhyolite, and dacite. Surficial deposits consist of colluvium, alluvium, and talus, as well as aeolian, lacustrine, and fluvial deposits.

    White-tailed deer (Odocoileus virginianus) mortalities (n = 4,433) caused by collisions with automobiles during 2003 were modeled in 35 counties in eastern South Dakota. Seventeen independent variables and 5 independent variable interactions were evaluated to explain deer mortalities. A negative binomial regression model (Ln Y = 1.25 – 0.12 [percentage tree coverage] + 0.0002 [county area] + 5.39 [county hunter success rate] + 0.0023 [vehicle proxy 96–104 km/hr roads], model deviance = 33.43, χ2 = 27.53, df = 27) was chosen using a combination of a priori model selection and AICc. Management options include use of the model to predict road mortalities and to increase the number of hunting licenses, which could result in fewer DVCs.

    Small mollusk faunas characteristic of the uppermost part of the Wilson Grove Formation at Wilson Grove and along River Road at Trenton (Pliocene) were encountered in Sonoma County Water Agency pilot wells at Occidental Road well field between 320-500 ft (98-152 m), depth, and in the Sebastopol Road pilot well field between 560-570 ft (171-174 m), depth. These mollusks support correlations between the two wells made on lithologic grounds. A benthic foraminifer was recovered from between 380-390 ft (116-119 m), depth, in the Sonoma County Water Agency Occidental Road pilot well. Though an isolated specimen, the presence of this well-preserved foraminifer supports the environmental interpretation of less than 100 m on the continental shelf indicated by the molluscan assemblages at this site. For this marine stratigraphic interval of the Wilson Grove Formation, we suggest a relatively narrow age range of 5.3 (Miocene-Pliocene boundary) to ~ 4.5 Ma based on the stratigraphic relations of correlative marine strata around the upland margin of Santa Rosa plain and correlative strata in the Santa Cruz area, although an age between 5.3 and ~ 2.8 Ma cannot be discounted.

    Southwest China is home to more than 30 ethnic minority groups. Since most of these populations reside in mountainous areas, convenient access to medical services is an important metric of how well their livelihoods are being protected. This paper proposes a medical convenience index (MCI) and computation model for mountain residents, taking into account various conditions including topography, geology, and climate. Data on road networks were used for comprehensive evaluation from three perspectives: vulnerability, complexity, and accessibility. The model is innovative for considering road network vulnerability in mountainous areas, and proposing a method of evaluating road network vulnerability by measuring the impacts of debris flows based on only links. The model was used to compute and rank the respective MCIs for settlements of each ethnic population in the Dehong Dai and Jingpo Autonomous Prefecture of Yunnan Province, in 2009 and 2015. Data on the settlements over the two periods were also used to analyze the spatial differentiation of medical convenience levels within the study area. The medical convenience levels of many settlements improved significantly. 80 settlements were greatly improved, while another 103 showed slight improvement.Areas with obvious improvement were distributed in clusters, and mainly located in the southwestern part of Yingjiang County, northern Longchuan County, eastern Lianghe County, and the region where Lianghe and Longchuan counties and Mang City intersect. Development of the road network was found to be a major contributor to improvements in MCI for mountain residents over the six-year period.

  14. Hennepin County`s experience with heavy-duty ethanol vehicles

    From November 1993 to October 1996, Hennepin County, which includes Minneapolis, field-tested two heavy-duty snowplow/road maintenance trucks fueled by ethanol. The overall objective of this program was to collect data from original equipment manufacturer alternative fuel heavy-duty trucks, along with comparable data from a similarly configured diesel-powered vehicle, to establish economic, emissions, performance, and durability data for the alternative fuel technology. These ethanol trucks, along with an identical third truck equipped with a diesel engine, were operated year round to maintain the Hennepin county roads. In winter, the trucks were run in 8-hour shifts plowing and hauling snow from urbanmore » and suburban roads. For the rest of the year, the three trucks were used to repair and maintain these same roads. As a result of this project, a considerable amount of data was collected on E95 fuel use, as well as maintenance, repair, emissions, and operational characteristics. Maintenance and repair costs of the E95 trucks were considerably higher primarily due to fuel filter and fuel pump issues. From an emissions standpoint, the E95 trucks emitted less particulate matter and fewer oxides of nitrogen but more carbon monoxide and hydrocarbons. Overall, the E95 trucks operated as well as the diesel, as long as the fuel filters were changed frequently. This project was a success in that E95, a domestically produced fuel from a renewable energy source, was used in a heavy-duty truck application and performed the same rigorous tasks as the diesel counterparts. The drawbacks to E95 as a heavy-duty fuel take the form of higher operational costs, higher fuel costs, shorter range, and the lack of over-the-road infrastructure.« less
