Investigations were conducted to evaluate the relative benefits attainable through the exploitation of advanced technologies and to identify future research and development efforts required to permit the application of selected technologies to transport aircraft entering commercial operation in 1985. Results show that technology advances, particularly in the areas of composite materials, supercritical aerodynamics, and active control systems, will permit the development of long-range, high-payload commercial transports operating at high-subsonic speeds with direct operating costs lower than those of current aircraft. These advanced transports also achieve lower noise levels and lower engine pollutant emissions than current transports. Research and development efforts, including analytical investigations, laboratory test programs, and flight test programs, are required in essentially all technology areas to achieve the potential technology benefits.

The Y-12 Plant conducts a surface water monitoring program in response to DOE Orders and state of Tennessee requirements under the National Pollutant Discharge Elimination System (NPDES). The anticipated codification of DOE Order 5400.5 for radiation protection of the public and the environment (10 CFR Part 834) will require an environmental radiation protection plan (ERPP). The NPDES permit issued by the state of Tennessee requires a radiological monitoring plan (RMP) for Y-12 Plant surface waters. In a May 4, 1995 memo, the state of Tennessee, Division of Water Pollution Control, stated their desired needs and goals regarding the content ofmore » RMPs, associated documentation, and data resulting from the RMPs required under the NPDES permitting system (L. Bunting, General Discussion, Radiological Monitoring Plans, Tennessee Division of Water Pollution Control, May 4,1995). Appendix A provides an overview of how the Y-12 Plant will begin to address these needs and goals. It provides a more complete, documented basis for the current Y-12 Plant surface water monitoring program and is intended to supplement documentation provided in the Annual Site Environmental Reports (ASERs), NPDES reports, Groundwater Quality Assessment Reports, and studies conducted under the Y-12 Plant Environmental Restoration (ER) Program. The purpose of this update to the Y-12 Plant RMP is to satisfy the requirements of the current NPDES permit, DOE Order 5400.5, and 10 CFR Part 834, as current proposed, by defining the radiological monitoring plan for surface water for the Y-12 Plant. This plan includes initial storm water monitoring and data analysis. Related activities such as sanitary sewer and sediment monitoring are also summarized. The study of wildlife, whether in the field or in the lab, may start with a hypothesis, a literature search, or a grant proposal, but in many cases, the work will never happen unless the researcher successfully navigates a maze of permit requirements. A single project can involve multiple permits at the national and state levels, and it can take months to obtain any one permit. Therefore, permits may not have been issued at the time of protocol review, but Public Health Service Policy makes accommodations for this situation. Once in hand, however, the permits convey critical information to the Institutional Animal Care and Use Committee (IACUC): one or more government agencies have determined that the activity will not be detrimental to the population or that any detriment is justified by the scientific knowledge that will be generated. This paper assumes that IACUCs are reviewing all wildlife protocols involving live vertebrates, regardless of the current, albeit temporary, distinction made by Animal and Plant Health Inspection Service Animal Care with regard to birds. Implementing the NPDES program: An update on the WET ...
The U.S. EPA has utilized the Clean Water Act - National Pollutant Discharge Elimination System permitting program to protect waters of the U.S for over 40 years. NPDES permit effluent limitations serve as the primary mechanism for controlling discharges of pollutants to receiving waters. When developing effluent limitations for an NPDES permit, a permit writer must consider limits based on both the technology available to control the pollutants (i.e., technology-based effluent limits) and limits that are protective of the water quality standards of the receiving water (i.e., water quality-based effluent limits). WET testing is one of the water quality-based effluent limitation mechanisms available to permit writers that is useful in determining how the additive, synergistic and compounding effects of toxic effluents effect streams. This presentation will provide an overview of the current EPA NPDES permit program direction for increasing the efficacy of NPDES permits program administered by the U.S. EPA and States. The training implementation plan is expected to provide permit writers with a clearer understanding of WET requirements as established via the U.S. EPA WET test manuals, NPDES permitting regulatory authorities, and the WET science which has been long established. not applicable

A goal of the Ada language standardization effort is to promote reuse of software, implying the existence of substantial software libraries and the storage/retrieval mechanisms to support them. A searching/cataloging mechanism is proposed that permits full or partial distribution of the database, adapts to a variety of searching mechanisms, permits a changine taxonomy with minimal disruption, and minimizes the requirement of specialized cataloger/indexer skills. The important observation is that key words serve not only as indexing mechanism, but also as an identification mechanism, especially via concatenation and as support for a searching mechanism. By deliberately separating these multiple uses, the modifiability and ease of growth that current libraries require, is achieved.

This paper describes our efforts to assess the effect of airborne releases at one DOE laboratory using air modelling based on historical data. Among the facilities affected by these developments is Los Alamos National Laboratory (LANL) in New Mexico. RCRA, as amended by the Hazardous and Solid Waste Amendments (HSWA) in 1984, requires all facilities which involve the treatment, storage, and disposal of hazardous waste obtain a RCRA/HSWA waste facility permit. LANL complied with CEARP by initiating a process of identifying potential release sites associated with LANL operations prior to filing a RCRA/HSWA permit application. In the process of preparingmore » the RCRA/HSWA waste facility permit application to the U.S. Environmental Protection Agency (EPA), a total of 603 Solid Waste Management Units (SWMUs) were identified as part of the requirements of the HSWA Module VIH permit requirements. The HSWA Module VIII permit requires LANL to determine whether there have been any releases of hazardous waste or hazardous constituents from SWMUs at the facility dating from the 1940`s by performing a RCRA Facility Investigation to address known or suspected releases from specified SWMUs to affected media (i.e. soil, groundwater, surface water, and air). Among the most troublesome of the potential releases sites are those associated with airborne radioactive releases. In order to assess health risks associated with radioactive contaminants in a manner consistent with exposure standards currently in place, the DOE and LANL have established Screening Action Levels (SALs) for radioactive soil contamination. The SALs for each radionuclide in soil are derived from calculations based on a residential scenario in which individuals are exposed to contaminated soil via inhalation and ingestion as well as external exposure to gamma emitters in the soil. Idaho National Engineering and Environmental Laboratory (INEEL) is conducting an effort to characterize approximately 620 drums of remote-handled (RH-) transuranic (TRU) waste currently in its inventory that were generated at the Argonne National Laboratory-East (ANL-E) Alpha Gamma Hot Cell Facility (AGHCF) between 1971 and 1995. The waste was generated at the AGHCF during the destructive examination of irradiated and unirradiated fuel pins, targets, and other materials from reactor programs at ANL-West (ANL-W) and other Department of Energy (DOE) reactors. In support of this effort, Shaw Environmental and Infrastructure (formerly IT Corporation) developed an acceptable knowledge (AK) collection and management programmore » based on existing contact-handled (CH)-TRU waste program requirements and proposed RH-TRU waste program requirements in effect in July 2001. A proof-of-feasibility demonstration showed that high temperature superconductor (HTS) coils can be used in a high-load, active magnetic bearing in liquid nitrogen. A homopolar radial bearing with commercially wound HTS (Bi 2223) bias and control coils produced over 200 lb (890 N) radial load capacity (measured non-rotating) and supported a shaft to 14000 rpm. The goal was to show that HTS coils can operate stably with ferromagnetic cores in a feedback controlled system at a current density similar to that in Cu in liquid nitrogen. Design compromises permitted use of circular coils with rectangular cross section. Conductor improvements will eventually permit coil shape optimization, higher current density and higher bearing load capacity. The bias coil, wound with non-twisted, multifilament HTS conductor, required negligible power to carry its direct current. The control coils were wound with monofilament HTS sheathed in Ag. These dissipated negligible power for direct current (i.e. for steady radial load components). When an alternating current (AC) was added, the AC component dissipated power which increased rapidly with frequency and quadratically with AC amplitude. In fact at frequencies above about 2 hz, the effective resistance of the control coil conductor actually exceeds that of the silver which is in electrical parallel with the oxide superconductor. This is at least qualitatively understandable in the context of a Bean-type model of flux and current penetration into a Type II superconductor. Fortunately the dynamic currents required for bearing stability are of small amplitude. These results show that while twisted multifilament conductor is not needed for stable levitation, twisted multifilaments will be required to reduce control power for sizable dynamic loads, such as those due to unbalance.

A class of power converters is described for supplying direct current at one voltage from a source at another voltage. It includes a simple passive circuit arrangement of solid-state switches, inductors, and capacitors by which the output voltage of the converter tends to remain constant in spite of changes in load. The switches are sensitive to the current flowing in the circuit and are employed to permit the charging of capacitance devices in accordance with the load requirements. Because solid-state switches (such as SCR's) may be used with relatively high voltage and because of the inherent efficiency of the invention that permits relatively high switching frequencies, power supplies built in accordance with the invention, together with their associated cabling, can be substantially lighter in weight for a given output power level and efficiency of operation than systems of the prior art.

This report presents proposed modifications to several conditions of the Resource Conservation and Recovery Act (RCRA) Post-Closure Permit (PCP) for the Chestnut Ridge Hydrogeologic Regime (CRHR) (permit number TNHW-088, EPA ID No. TN3 89 009 0001). These permit conditions define the requirements for RCRA post-closure detection groundwater monitoring at the Chestnut Ridge Sediment Disposal Basin (CRSDB) and Kerr Hollow Quarry (KHQ), and RCRA post-closure corrective action groundwater monitoring at the Chestnut Ridge Security Pits (CRSPs). Modification of these PCP conditions is requested to: (1) clarify the planned integration of RCRA post-closure corrective action groundwater monitoring at the CRSPs with themore » monitoring program to be established in the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) record of decision (ROD), (2) revise several of the current technical requirements for groundwater monitoring based on implementation of the RCRA monitoring programs during 1996, (3) replace several of the technical procedures included in the PCP with updated versions recently issued by the Y-12 Plant Groundwater Protection Program (GWPP), and (4) correct inaccurate regulatory citations and references to permit conditions and permit attachments. With these modifications, the Y- 12 Plant will continue to meet the full intent of all regulatory obligations for post-closure care of these facilities. Section 2 provides the technical justification for each proposed permit modification. Section 3.0 contains proposed changes to Section II of the PCP. Modifications to site-specific permit conditions are presented in Section 4.0 (CRSDB), Section 5.0 (CRSPs), and Section 6.0 (KHQ). Sections 7.0 and 8.0 reference updated and revised procedures for groundwater sampling, and monitoring well plugging and abandonment, respectively. The proposed Mixed Waste Storage Unit (MWSU) will be located within the Area 5 Radioactive Waste Management Complex (RWMC). Existing facilities at the RWMC will be used to store low-level mixed waste (LLMW). Storage is required to accommodate offsite-generated LLMW shipped to the Nevada Test Site (NTS) for disposal in the new Mixed Waste Disposal Unit (MWDU) currently in the design/build stage. LLMW generated at the NTS (onsite) is currently stored on the Transuranic (TRU) Pad (TP) in Area 5 under a Mutual Consent Agreement (MCA) with the Nevada Division of Environmental Protection, Bureau of Federal Facilities (NDEP/BFF). When themore » proposed MWSU is permitted, the U.S. Department of Energy (DOE) will ask that NDEP revoke the MCA and onsite-generated LLMW will fall under the MWSU permit terms and conditions. The unit will also store polychlorinated biphenyl (PCB) waste and friable and non-friable asbestos waste that meets the acceptance criteria in the Waste Analysis Plan (Exhibit 2) for disposal in the MWDU. In addition to Resource Conservation and Recovery Act (RCRA) requirements, the proposed MWSU will also be subject to Department of Energy (DOE) orders and other applicable state and federal regulations. This document describes the results of the data quality objective (DQO) process undertaken to define data needs for state and federal requirements associated with toxic, hazardous, and/or radiological air emissions under the jurisdiction of the River Protection Project (RPP). Hereafter, this document is referred to as the Air DQO. The primary drivers for characterization under this DQO are the regulatory requirements pursuant to Washington State regulations, that may require sampling and analysis. The federal regulations concerning air emissions are incorporated into the Washington State regulations. Data needs exist for nonradioactive and radioactive waste constituents and characteristics as identified through themore » DQO process described in this document. The purpose is to identify current data needs for complying with regulatory drivers for the measurement of air emissions from RPP facilities in support of air permitting. These drivers include best management practices; similar analyses may have more than one regulatory driver. This document should not be used for determining overall compliance with regulations because the regulations are in constant change, and this document may not reflect the latest regulatory requirements. Regulatory requirements are also expected to change as various permits are issued. Data needs require samples for both radionuclides and nonradionuclide analytes of air emissions from tanks and stored waste containers. The collection of data is to support environmental permitting and compliance, not for health and safety issues. This document does not address health or safety regulations or requirements (those of the Occupational Safety and Health Administration or the National Institute of Occupational Safety and Health) or continuous emission monitoring systems. This DQO is applicable to all equipment, facilities, and operations under the jurisdiction of RPP that emit or have the potential to emit regulated air pollutants.« less

It was found that if the upper and lower ends of a collector were opened, large free convention currents may be set up between the collector surface and the cover glass(es) which can result in appreciable heat rejection. If the collector is so designed that both plates surfaces are exposed to convection currents when the upper and lower ends of the collector enclosure are opened, the heat rejection rate is 300 watts sq m when the plate is 13 C above ambient. This is sufficient to permit a collector array designed to provide 100 percent of the heating needs of a home to reject the accumulated daily air conditioning load during the course of a summer night. This also permits the overall energy requirements for cooling to be reduced by at least 15 percent and shift the load on the utility entirely to the nighttime hours.

Louisiana wetlands require careful management to allow exploitation of non-renewable resources without destroying renewable resources. Current regulatory requirements have been moderately successful in meeting this goal by restricting development in wetland habitats. Continuing public emphasis on reducing environmental impacts of resource development is causing regulators to reassess their regulations and operators to rethink their compliance strategies. We examined the regulatory system and found that reducing the number of applications required by going to a single application process and having a coherent map of the steps required for operations in wetland areas would reduce regulatory burdens. Incremental changes can be mademore » to regulations to allow one agency to be the lead for wetland permitting at minimal cost to operators. Operators need cost effective means of access that will reduce environmental impacts, decrease permitting time, and limit future liability. Regulators and industry must partner to develop incentive based regulations that can provide significant environmental impact reduction for minimal economic cost. In addition regulators need forecasts of future E&P trends to estimate the impact of future regulations. To determine future activity we attempted to survey potential operators when this approach was unsuccessful we created two econometric models of north and south Louisiana relating drilling activity, success ratio, and price to predict future wetland activity. Results of the econometric models indicate that environmental regulations have a small but statistically significant effect on drilling operations in wetland areas of Louisiana. We examined current wetland practices and evaluated those practices comparing environmental versus economic costs and created a method for ranking the practices.« less

This report contains the modifications in operations and design to meet the Tennessee Department of Environment and Conversation (TDEC) July 10, 1993, amendments to the regulations for Class 2 landfills. These modifications, though extensive in design and construction cost, are considered minor revisions and should not require a processing fee. Area 1 of ILF V, comprising approximately 20% of the ILF V footprint, was designed and submitted to TDEC prior to the implementation of current regulations. This initial area was constructed with a compacted clay liner and leachate collection system, and became operational in April 1994. The MITT Study Area includes the existing Mariana Islands Range Complex (MIRC), additional areas on the high seas, and a general transit corridor between Hawaii to MITT where training and testing activities may occur. The MIRC is the only major Navy range complex in the Study Area. The DoN is preparing this EIS/OEIS to renew current regulatory permits and authorizations, address current training and testing not covered under existing permits and authorizations, and to obtain those permits and authorizations necessary to support force structure changes and emerging and future training and testing requirements including those associated with new platforms and weapons systems within the MITT Study Area, starting in 2015, thereby ensuring critical Department of Defense (DoD) requirements are met. The DoN will invite the National Marine Fisheries Service, United States (U.S.) Fish and Wildlife Service (Pacific Islands Fish and Wildlife Office), and U.S. Air Force, to be cooperating agencies in preparation of the EIS/OEIS.

It is shown that a traveling-wave synchronous coilgun permits independent adjustment of the magnetic field and armature current for high velocity at low armature mass fraction. The LSS preliminary and conceptual design requires extensive iteractive analysis because of the effects of structural, thermal, and control intercoupling. A computer aided design program that will permit integrating and interfacing of required large space system (LSS) analyses is discussed. The primary objective of this program is the implementation of modeling techniques and analysis algorithms that permit interactive design and tradeoff studies of LSS concepts. Eight software modules were added to the program. The existing rigid body controls module was modified to include solar pressure effects. The new model generator modules and appendage synthesizer module are integrated (interfaced) to permit interactive definition and generation of LSS concepts. The mass properties module permits interactive specification of discrete masses and their locations. The other modules permit interactive analysis of orbital transfer requirements, antenna primary beam n, and attitude control requirements.

"The soft costs of solar — costs not associated with hardware — remain stubbornly high. Among the biggest soft costs are those associated with inefficiencies in local permitting and inspection. A study by the National Renewable Energy Laboratory and Lawrence Berkeley National Laboratory estimates that these costs add an average of $0.22/W per residential installation. Available literature and data were reviewed to quantify data requirements for computer simulation of hydrogeologic effects of liquid waste injection in southeastern Mississippi. Emphasis of each review was placed on quantifying physical properties of current Class I injection zones in Harrison and Jackson Counties. Class I injection zones are zones that are used for injection of hazardous or non-hazardous liquid waste below a formation containing the lowermost underground source of drinking water located within one-quarter of a mile of the injection well. Several mathematical models have been developed to simulate injection effects. The Basic Plume Method was selected because it is commonly used in permit applications, and the Intercomp model was selected because it is generally accepted and used in injection-related research. The input data requirements of the two models were combined into a single data requirement list inclusive of physical properties of injection zones only; injected waste and well properties are not included because such information is site-specific by industry, which is beyond the scope of this report. Results of the reviews of available literature and data indicated that Class I permit applications and standard-reference chemistry and physics texts were the primary sources of information to quantify physical properties of injection zones in Harrison and Jackson Counties. With the exception of a few reports and supplementary data for one injection zone in Jackson County, very little additional information pertaining to physical properties of the injection zones was available in sources other than permit applications and standard-reference texts.

Over 20 years of investigation by NASA and NOAA scientists and Doppler lidar technologists into a global wind profiling mission from earth orbit have led to the current favored concept of an instrument with both coherent- and direct-detection pulsed Doppler lidars (i.e., a hybrid Doppler lidar) and a stepstare beam scanning approach covering several azimuth angles with a fixed nadir angle. The nominal lidar wavelengths are 2 microns for coherent detection, and 0.355 microns for direct detection. The two agencies have also generated two sets of sophisticated wind measurement requirements for a space mission: science demonstration requirements and operational requirements. The requirements contain the necessary details to permit mission design and optimization by lidar technologists. Simulations have been developed that connect the science requirements to the wind measurement requirements, and that connect the wind measurement requirements to the Doppler lidar parameters. The simulations also permit trade studies within the multi-parameter space. These tools, combined with knowledge of the state of the Doppler lidar technology, have been used to conduct space instrument and mission design activities to validate the feasibility of the chosen mission and lidar parameters. Recently, the NRC Earth Science Decadal Survey recommended the wind mission to NASA as one of 15 recommended missions. A full description of the wind measurement product from these notional missions and the possible trades available are presented in this paper.

This report is the final product of an environmental study conducted by Western Commercial Space Center, Inc. under contract to Tennessee-Calspan Center for Space Transportation and Applied Research. The purpose of this investigation is to accurately document the current environmental and permitting processes associated with commercial space launch activity at Vandenberg AFB, and make recommendations to streamline those processes. The particular areas of interest focus on: identifying applicable Federal, state, and local laws, Department of Defense directives, and Air force regulations; defining the environmental process on Vandenberg AFB and how it relates with other agencies, including Federal and state regulatory agencies; and defining the air quality permit process. Study investigation results are applied to an example Pilot Space Launch Vehicle (PSLV) planning to launch from Vandenberg AFB. The PSLV space hardware is analyzed with respect to environmental and permitting issues associated with vehicle processing, facilities required (existing or new), and launch. The PSLV verified the earlier findings of the study and gave insight into streamlining recommendations.

One of Los Angeles County Department of Public Works` many responsibilities is to manage non-point pollution that enters the storm drain network within Los Angeles County. The management of this non-point source pollution is mandated by the NPDES guidelines under the Federal Clean Water Act. These guidelines require the County to monitor the drainage network and the storm water and urban runoff flowing through it. The County covers over 3,117 square miles, with the NPDES Permit covering over 3,100 square miles and over 2500 miles of storm drains. The quality of the ground based observing environment suffers from several degrading factors: diurnal interruptions and thermal variations, atmospheric seeing and transparency fluctuations and adverse weather interruptions are among the chief difficulties. The limited fraction of the solar surface observable from only one vantage point is also a potential limitation to the quality of the data available without going to space. Primary conference goals were to discuss in depth the scientific return from current observations and analyses of solar oscillations, to discuss the instrumental and site requirements for realizing the full potential of the seismic analysis method, and to help bring new workers into the field by collecting and summarizing the key background theory. At the conclusion of the conference there was a clear consensus that ground based observation would not be able to provide data of the quality required to permit a substantial analysis of the solar convection zone dynamics or to permit a full deduction of the solar interior structure.

A modified National Pollutant Discharge Elimination System permit was issued to the Oak Ridge Gaseous Diffusion Plant (now referred to as the Oak Ridge K-25 Site) on September 11, 1986. The Oak Ridge K-25 Site is a former uranium-enrichment production facility, which is currently managed by Martin Marietta Energy Systems, Inc. for the US Department of Energy. As required in Part III (L) of that permit, a plan for the biological monitoring of Mitchell Branch (K-1700 stream) was prepared and submitted for approval to the US Environmental Protection Agency and the Tennessee Department of Environment and Conservation [formerly the Tennesseemore » Department of Health and Environment (Loar et al. 1992b)]. The K-25 Site Biological Monitoring and Abatement Program (BMAP) described biomonitoring activities that would be conducted over the duration of the permit. ...This temporary rule amends the regulations of the Alcohol and Tobacco Tax and Trade Bureau (TTB) pertaining to permits for importers of tobacco products and processed tobacco by extending the duration of new permits from three years to five years. Based on its experience in the administration and enforcement of importer permits over the past decade, TTB believes that it can gain administrative efficiencies and reduce the burden on industry members, while still meeting the purposes of the limited-duration permit, by extending the permit duration to five years. This temporary rule also makes several technical corrections by amending the definition of ``Manufacturer of tobacco products'' to reflect a recent statutory change, and by amending a reference to the sale price of large cigars to incorporate a clarification published in a prior TTB temporary rule. Finally, this temporary rule incorporates and reissues TTB regulations pertaining to importer permit requirements for tobacco products, and minimum manufacturing and marking requirements for tobacco products and cigarette papers and tubes, and, as a result, these temporary regulations replace temporary regulations originally published in 1999. TTB is soliciting comments from all interested parties on these regulatory provisions through a notice of proposed rulemaking published elsewhere in this issue of the Federal Register.

High-quality magnetic resonance imaging and spectroscopic measurements require a highly homogeneous magnetic field. Different from global shimming, localized off-resonance can be corrected by using multi-coil shimming. Previously, integrated RF and shimming coils have been used to implement multi-coil shimming. Such coils share the same conductor for RF signal reception and shim field generation. Here we propose a new design of the integrated RF-shim coil at 3-tesla, where two independent shim current paths are allowed in each coil. This coil permits a higher degree of freedom in shim current distribution design. We use both phantom experiments and simulations to demonstrate the feasibility of this new design.

Over the past decade Houston has taken significant strides to implement and promote sustainability. Currently the City of Houston’s Green Building Resource Center stands testament to the determination of city officials to make Houston truly green. Houston was named a Solar America City by the Department of Energy (DOE) in 2008 and is part of the Texas Solar Collaboration as part of the DOE Rooftop Challenge Grant. In that time, Houston has made significant progress in addressing the challenges associated with installing solar in the City. One of the challenges related to soft costs of solar are the time andmore » associated costs related to the permitting process. From 2000 to 2010, the Houston area has witnessed unprecedented growth, with the population increasing by nearly 700,000. The City of Houston is working to address the needs of this growing population, including building the new One-Stop Code and Permitting building. The Houston Permitting Center opened in June 2011. It combines the majority of the City of Houston's permitting and licensing into one place with a mission to help customers achieve their goals while complying with the City’s regulations. Space construction will require heavy investment in the development of a wide variety of user interfaces for the computer-based tools that will be involved at every stage of construction operations. Using today's technology, user interface development is very expensive for two reasons: (1) specialized and scarce programming skills are required to implement the necessary graphical representations and complex control regimes for high-quality interfaces; (2) iteration on prototypes is required to meet user and task requirements, since these are difficult to anticipate with current (and foreseeable) design knowledge. We are attacking this problem by building a user interface development tool based on extensions to the spreadsheet model of computation. The tool provides high-level support for graphical user interfaces and permits dynamic modification of interfaces, without requiring conventional programming concepts and skills.

This Environmental Permit Compliance Plan is intended to assist the Memphis Light, Gas and Water Division in acquiring the necessary environmental permits for their proposed Industrial Fuel Gas Demonstration Plant in a time frame consistent with the construction schedule. Permits included are those required for installation and/or operation of gaseous, liquid and solid waste sources and disposal areas. Only those permits presently established by final regulations are described. The compliance plan describes procedures for obtaining each permit from identified federal, state and local agencies. The information needed for the permit application is presented, and the stepwise procedure to follow whenmore » filing the permit application is described. Information given in this plan was obtained by reviewing applicable laws and regulations and from telephone conversations with agency personnel on the federal, state and local levels. A procedure is presented for designing air-gapped energy-storage reactors for nine different dc-to-dc converters resulting from combinations of three single-winding power stages for voltage stepup, current stepup and voltage stepup/current stepup and three controllers with control laws that impose constant-frequency, constant transistor on-time and constant transistor off-time operation. The analysis, based on the energy-transfer requirement of the reactor, leads to a simple relationship for the required minimum volume of the air gap. Determination of this minimum air gap volume then permits the selection of either an air gap or a cross-sectional core area. Having picked one parameter, the minimum value of the other immediately leads to selection of the physical magnetic structure. Other analytically derived equations are used to obtain values for the required turns, the inductance, and the maximum rms winding current. The design procedure is applicable to a wide range of magnetic material characteristics and physical configurations for the air-gapped magnetic structure.

Agricultural producers and public health authorities apply pesticides to control pests that damage crops and carry diseases. Due to the toxic nature of most pesticides, they are regulated by governments. Regulatory provisions require pesticides to be registered and restrictions operate to safeguard human health and the environment. Yet pesticides used near surface waters pose dangers to non-target species and drinking water supplies leading some governments to regulate discharges of pesticides under pollution discharge permits. The dual registration and discharge permitting provisions are burdensome. In the United States, agricultural interest groups are advancing new legislation that would exempt pesticide residues from water permitting requirements. An analysis of the dangers posed by pesticide residues in drinking water leads to a conclusion that both pesticide registration and pollutant discharge permitting provisions are needed to protect human health and aquatic species. The old approach of one therapeutic for all patients with mCRC is evolving with a need to target specific molecular aberrations or cell-signalling pathways. Molecular screening approaches and new biomarkers are required to fully characterize tumours, identify patients most likely to benefit, and predict treatment response. MODUL is a signal-seeking trial with a design that is highly adaptable, permitting modification of different treatment cohorts and inclusion of further additional cohorts based on novel evidence on new compounds/combinations that emerge during the study. MODUL is ongoing and its adaptable nature permits timely and efficient recruitment of patients into the most appropriate cohort. Recruitment will take place over approximately 5 years in Europe, Asia, Africa, and South America. The design of MODUL with ongoing parallel/sequential treatment cohorts means that the overall size and duration of the trial can be modified/prolonged based on accumulation of new data. The early success of the current trial suggests that the design may provide definitive leads in a patient-friendly and relatively economical trial structure. Along with other biomarker-driven trials that are currently underway, it is hoped that MODUL will contribute to the continuing evolution of clinical trial design and permit a more 'tailored' approach to the treatment of patients with mCRC.

Under the federal Clean Air Act's New Source Review program, many companies located in or planning to locate in areas that do not meet federal air quality standards or in the Northeast Ozone Transport Region (northern Virginia to Maine) must obtain emission reductions (called offsets) of volatile organic compounds and nitrogen oxides that are greater than the new emissions that will be released. This offset requirement allows growth in industry while protecting air quality against deterioration. Despite the federal offset requirement, a formal banking and trading program is not mandated by the Clean Air Act Amendments of 1990. Still, amore » mechanism is needed to ensure that emission reduction credits (ERCs) are available for sources to use to meet the offset requirement. Currently, Maryland does not have regulations covering the sale or transfer of ERCs from one facility to another. Maryland works with industry on a case-by-case basis to identify potential sources of ERCs and to assist in obtaining them. Then, the offset requirement and the ERCs used to meet the offsets are incorporated into individual permits using various permitting mechanisms. Desiring certainty and stability in the banking and trading process, Maryland's business community has pressed for regulations to formalize Maryland's procedures. Working over several years through a stakeholder process, Maryland has developed concepts for a trading program and a draft regulation. This paper describes Maryland's current case-by-case banking and trading procedure and traces efforts to develop a regulation to formalize the process. The paper discusses complex policy issues related to establishing a banking and trading program, describes the principal elements of Maryland's draft regulation, and summarizes elements of other states' emissions banking and trading programs.« less

Prior to 1970, transuranic (TRU) solid waste was disposed of at Hanford by shallow land burial. Since 1970, TRU solid waste has been stored in near surface trenches designed to facilitate retrieval after twenty year storage period. Current strategy calls for final disposal in a geologic repository. Funding permitting, in 1983, certification of newly generated TRU waste to the Waste Isolation Pilot Plant (WIPP) criteria for geologic disposal will be initiated. Certified and uncertified waste will continue to be stored at Hanford in retrievable storage until a firm schedule for shipment to WIPP is developed. Previously stored wastes retrieved for geologic disposal and newly generated uncertified waste requires processing to assure compliance with disposal criteria. A facility to perform this function is being developed. A study to determine the requirements of this Waste Receiving and Processing (WRAP) Facility is currently being conducted.

A review of current technology for the rehabilitation and maintenance of pavement surfaces by recycling was conducted. While the primary concern was asphalt concrete recycling, a brief review of portland cement concrete recycling is included. Reports of cases involving recycling technology and lessons learned are reviewed. Recommendations are presented outlining research required to advance the state-of-the-art in a manner that will permit the U.S. Air Force to fully attain the benefits of recycling technology.

In line with the specified objectives, a Bridgman-type growth configuration in which unavoidable end effects - conventionally leading to growth interface relocation - are compensated by commensurate input-power changes is developed; the growth rate on a microscale is predictable and unaffected by changes in heat transfer conditions. To permit quantitative characterization of the growth furnace cavity (hot-zone), a 3-D thermal field mapping technique, based on the thermal image, is being tested for temperatures up to 1100 C. Computational NIR absorption analysis was modified to now permit characterization of semi-insulating single crystals. Work on growth and characterization of bismuth-silicate was initiated. Growth of BSO (B12SiO20) for seed material by the Czochralski technique is currently in progress. Undergraduate research currently in progress includes: ground based measurements of the wetting behavior (contact angles) of semiconductor melts on substrates consisting of potential confinement materials for solidification experiments in a reduced gravity environment. Hardware modifications required for execution of the wetting experiments in a KC-135 facility are developed.

An enhanced coding system for the characterization of notices of violation (NOV's) issued to radiation permit holders in the State of Texas was developed based on a series of fault tree analyses serving to identify a set of common causes. The coding system enhancement was retroactively applied to a representative sample (n = 185) of NOV's issued to specific licensees of radioactive materials in Texas during calendar year 1999. The results obtained were then compared to the currently available summary NOV information for the same year. In addition to identifying the most common NOV's, the enhanced coding system revealed that approximately 70% of the sampled NOV's were issued for non-compliance with a specific regulation as opposed to a permit condition. Furthermore, an underlying cause of 94% of the NOV's was the failure on the part of the licensee to execute a specific task. The findings suggest that opportunities exist to improve permit holder compliance through various means, including the creation of summaries which detail specific tasks to be completed, and revising training programs with more focus on the identification and scheduling of permit-related requirements. Broad application of these results is cautioned due to the bias associated with the restricted scope of the project.
