This is the fourth report in an ongoing series of studies examining how US perspectives about nuclear security are evolving in the post-Cold War era. In Volume 1 the authors present findings from a nationwide telephone survey of randomly selected members of the US general public conducted from 13 September to 14 October 1999. Results are compared to findings from previous surveys in this series conducted in 1993, 1995, and 1997, and trends are analyzed. Key areas of investigation reported in Volume 1 include evolving perceptions of nuclear weapons risks and benefits, preferences for related policy and spending issues, andmore » views about three emerging issue areas: deterrent utility of precision guided munitions; response options to attacks in which mass casualty weapons are used; and expectations about national missile defenses. In this volume they relate respondent beliefs about nuclear security to perceptions of nuclear risks and benefits and to policy preferences. They develop causal models to partially explain key preferences, and they employ cluster analysis to group respondents into four policy relevant clusters characterized by similar views and preferences about nuclear security within each cluster. Systematic links are found among respondent demographic characteristics, perceptions of nuclear risks and benefits, policy beliefs, and security policy and spending preferences. Since the inception of the Strategic Defense Initiative (SDI) there have been a multitude of comparison studies done in an attempt to evaluate the effectiveness and relative sizes of complementary, and sometimes competitive, laser weapon systems. It became more and more apparent that what the systems analyst needed was not only a fast, but a cost effective way to perform high-level trade studies. In the present investigation, a general procedure is presented for the development of PC-based algorithmic systems models for laser systems. This procedure points out all of the major issues that should be addressed in the design and development of such a model. Issues addressed include defining the problem to be modeled, defining a strategy for development, and finally, effective use of the model once developed. Being a general procedure, it will allow a systems analyst to develop a model to meet specific needs. To illustrate this method of model development, a description of the Strategic Defense Simulation - Design To (SDS-DT) model developed and used by Science Applications International Corporation (SAIC) is presented. SDS-DT is a menu-driven, fast executing, PC-based program that can be used to either calculate performance, weight, volume, and cost values for a particular design or, alternatively, to run parametrics on particular system parameters to perhaps optimize a design.

Variability in venom volume, flow rate and duration in defensive stings of five scorpion species.

Scorpions have been shown to control their venom usage in defensive encounters, depending on the perceived threat. Potentially, the venom amount that is injected could be controlled by reducing the flow speed, the flow duration, or both. We here investigated these variables by allowing scorpions to sting into an oil-filled chamber, and recording the accreting venom droplets with high-speed video. The size of the spherical droplets on the video can then be used to calculate their volume. We recorded defensive stings of 20 specimens representing 5 species. Significant differences in the flow rate and total expelled volume were found between species. These differences are likely due to differences in overall size between the species. Large variation in both venom flow speed and duration are described between stinging events of single individuals. Both venom flow rate and flow duration correlate highly with the total expelled volume, indicating that scorpions may control both variables in order to achieve a desired end volume of venom during a sting. In the wake of Hinckley, widespread public dissatisfaction with the role of psychiatrists in insanity defense litigation prompted Congress in 1984 to amend the Federal Rules of Evidence to prohibit psychiatric testimony on the ultimate legal issue of whether or not a defendant is insane. APA's Statement on the Insanity Defense served as the ably articulated premise for this evidentiary amendment. APA argued that in going beyond their psychiatric expertise by answering ultimate issue questions as to whether defendants are legally insane, experts are likely to confuse the jury and undermine public confidence in psychiatry. APA also asserted that there was an impermissible logical leap between scientific psychiatric inquiry and moral-legal conclusions on the ultimate issue of insanity. This article reviews the origins, history, and vicissitudes of the Ultimate Issue Rule and analyzes the Statement on the Insanity Defense from both a legal and psychiatric perspective on the issue of whether psychiatrists should answer the ultimate question in insanity cases. The analysis suggests that APA's conclusions are not supported on scientific or evidentiary grounds, but may be warranted as a policy consideration to safeguard the public image of psychiatry.

Changes have occurred during the past decade in the relative military strength of NATO and the Warsaw Pact, particularly as a result of the substantial growth in Soviet nuclear-capable systems and conventional forces assigned to Europe, and the momentum manifested by the Soviet Union in its deployments of intercontinental ballistic missiles. There has also been a substantial shift in West European thinking and attitudes about security and strategy. The next three sections discuss proposed "reforms" and the empirical research that addresses their effect. These reforms, including various procedural changes in definitions, burden of proof, and expert testimony, the institution of a guilty but mentally ill verdict, and the abolition of the insanity defense itself, are reviewed, along with relevant research findings and policy issues. Finally, the development of sound conditional release programs for criminal defendants found not guilty by reason of insanity is proposed as a reform option which could serve the objectives of enhancing public safety and access to appropriate treatment while continuing to meet the objectives of the insanity defense within criminal jurisprudence.

The objectives of the Strategic Defense Initiative (SDI) as outlined by President Reagan are discussed. The principal objective for SDI is as a defense against ballistic missiles. Soviet objections and a summary of US-USSR dialogue on the subject are reviewed. Most US studies have been critical of SDI. Four critical issues are addressed in depth: are defense weapons technologically feasible which have high economic leverage relative to offensive ballistic missiles; would the defense feasibility and leverage be degraded or enhanced in the technological race between weapons innovation and countermeasures; could stability be achieved during and after the transition to themore » defense dominated world envisioned by SDI proponents; would the deployment of high leverage defensive weapons increase or decrease the security of NATO Europe, and the probability of major conventional or nuclear wars. The issue of SDI may lead to a paradox that contains the seeds of catastrophe. The author concludes by warning that nuclear disarmament may eliminate the highly successful deterrent mechanism for avoiding another major world war. In a world made safe for major conventional wars by the apparent ''elimination'' of nuclear weapons, the leaders in a conventional World War III - involving unimaginable suffering, hatred, terror, and death - would be strongly motivated to introduce nuclear weapons in the crucial decisive battles. Even if diplomacy could ''eliminate'' nuclear weapons, man's knowledge of nuclear weapons can never be eliminated. Two hypotheses have been proposed recently that offer different views on the role of airway surface liquid (ASL) in lung defense. The “compositional” hypothesis predicts that ASL [NaCl] is kept low (<50 mM) by passive forces to permit antimicrobial factors to act as a chemical defense. The “volume” hypothesis predicts that ASL volume (height) is regulated isotonically by active ion transport to maintain efficient mechanical mucus clearance as the primary form of lung defense. To compare these hypotheses, we searched for roles for: (1) passive forces (surface tension, ciliary tip capillarity, Donnan, and nonionic osmolytes) in the regulation of ASL composition; and (2) active ion transport in ASL volume regulation. In primary human tracheobronchial cultures, we found no evidence that a low [NaCl] ASL could be produced by passive forces, or that nonionic osmolytes contributed substantially to ASL osmolality. Instead, we found that active ion transport regulated ASL volume (height), and that feedback existed between the ASL and airway epithelia to govern the rate of ion transport and volume absorption. The mucus layer acted as a “reservoir” to buffer periciliary liquid layer height (7 μm) at a level optimal for mucus transport by donating or accepting liquid to or from the periciliary liquid layer, respectively. These data favor the active ion transport/volume model hypothesis to describe ASL physiology. PMID:11479349

The purpose of this paper is to express the rationale for continued technological and scientific development of the modeling and simulation process for the defense industry. The defense industry, along with a variety of other industries, is currently being forced into making sacrifices in response to the current economic hardships. These sacrifices, which may not compromise the safety of our nation, nor jeopardize our current standing as the world peace officer, must be concentrated in areas which will withstand the needs of the changing world. Therefore, the need for cost effective alternatives of defense issues must be examined. This paper provides support that the modeling and simulation process is an economically feasible process which will ensure our nation's safety as well as provide and keep up with the future technological developments and demands required by the defense industry. Defensive medicine affects healthcare systems worldwide. The concerns and perception about medical liability could lead practitioners to practise defensive medicine. Second victim is a healthcare worker involved in an unanticipated adverse patient event. The role of being second victim and the other possible determinants for defensive medicine is mostly unclear. To study the condition of being second victim as a possible determinants of defensive medicine among Italian hospital physicians. A secondary analysis of the database of the national survey study on the prevalence and the costs of defensive medicine in Italy that was carried out between April 2014 and June 2014 in 55 Italian hospitals was performed for this study. The demographic section of the questionnaire was selected including the physician's age, gender, specialty, activity volume, grade and the variable being a second victim after an adverse event. A total sample of 1313 physicians (87.5% response rate) was used in the data analyses. Characteristics of the participants included a mean age 49.2 of years and 19.4 average years of experience. The most prominent predictor for practising defensive medicine was the physicians' experience of being a second victim after an adverse event (OR=1.88; 95%CI, 1.38-2.57). Other determinants included age, years of experience, activity volume and risk of specialty. Malpractice reform, effective support to second victims in hospitals together with a systematic use of evidence-based clinical guidelines, emerged as possible recommendations for reducing defensive medicine. The flexible electronics industry has adopted flexible hybrid electronic (FHE) systems as a go to market strategy. High volume products are emerging for body worn bio patches, conformal structural appliques and smart labels. These products were principally developed for volume consumer and industrial market solutions but are directly applicable to advanced defense systems. This article highlights the state of the art for bio patch, conformal and smart FHE products and identifies their dual use capability for defense systems. A discussion of the manufacturing base for FHE products is presented and current experimental prototype results and performance are shared.

The paper describes the concept of missile evolution and the development of a range of missile advancements designed to defeat the evolving array of aircraft defensive measures. The paper describes a typical military aircraft infrared signature and looks at how examination of different spectral parts of the target signature can be used to determine if an aircraft has deployed flare countermeasures. This information can then be used to trigger a missile countermeasure in attempt for the missile to continue with a successful engagement. The paper examines the Track Angle Bias missile countermeasure and details the results of over 1000 engagement simulations designed to test the effectiveness of the missile countermeasure. The paper references the work published in IRPT Volume 53, Issue 5, September 2010, Pages 372-380.

The problem of protecting user’s privacy in Location-Based Services (LBS) has been extensively studied recently and several defense techniques have been proposed. In this contribution, we first present a categorization of privacy attacks and related defenses. Then, we consider the class of defense techniques that aim at providing privacy through anonymity and in particular algorithms achieving “historical k- anonymity” in the case of the adversary obtaining a trace of requests recognized as being issued by the same (anonymous) user. Finally, we investigate the issues involved in the experimental evaluation of anonymity based defense techniques; we show that user movement simulations based on mostly random movements can lead to overestimate the privacy protection in some cases and to overprotective techniques in other cases. The above results are obtained by comparison to a more realistic simulation with an agent-based simulator, considering a specific deployment scenario.

Why do women take self-defense classes?

Given the positive benefits of self-defense training for women, it is important to understand how women come to enroll in self-defense classes. Using data from a longitudinal study of university women, I explore the reasons women give for taking a self-defense class. I find that friends' recommendations, visions of the "possible selves" they could become, and fear of violence were the most frequently reported reasons; having experienced a past assault was rarely cited as a reason for enrolling. In addition, many women who had never enrolled in a self-defense class reported having considered doing so. I explore barriers to learning self-defense and find that logistical issues such as time, money, and availability of classes were the most frequently reported reasons for not enrolling.

Strand Lighting and other companies like mine supply the lighting needs of the entertainment industry. We listen to people like Dan Flannery and Bran Ferrren as well as thousands of other creative, artistic designers, manufacturing the tools they need to bring you everything from Hamlet to Dynasty, from Masterpiece Theatre to The Price is Right. We design and manufacture dimmers, computerized control equipment for the dimmers, and lighting fixtures.It it the issue of lighting fixtures for our industry that brings me here today. The total yearly volume of the entire entertainment lighting industry is estimated at only $70 million. Compare that to the billions of the defense or medical industries.

The data requirements of mission critical defense systems have been increasing dramatically. Command and control, intelligence, logistics, and even weapons systems are being required to integrate, process, and share ever increasing volumes of information. To meet this need, systems are now being specified that incorporate data base management subsystems for handling storage and retrieval of information. It is expected that a large number of the next generation of mission critical systems will contain embedded data base management systems. Since the use of Ada has been mandated for most of these systems, it is important to address the issues of providing data base management capabilities that can be closely coupled with Ada. A comprehensive distributed data base management project has been investigated. The key deliverables of this project are three closely related prototype systems implemented in Ada. These three systems are discussed.
Defensive zeal and the uncertain self: what makes you so sure?

In Studies 1-3, undergraduates with high self-esteem (HSEs) reacted to personal uncertainty-threats with compensatory conviction about unrelated issues and aspects of the self. In Study 1 HSEs reacted to salience of personal dilemmas with increased implicit conviction about self-definition. In Study 2 they reacted to the same uncertainty-threat with increased explicit conviction about social issues. In Study 3, HSEs (particularly defensive HSEs, i.e., with low implicit self-esteem; C. H. Jordan, S. J. Spencer, & M. P. Zanna, 2003) reacted to uncertainty about a personal relationship with compensatory conviction about social issues. For HSEs in Study 4, expressing convictions about social issues decreased subjective salience of dilemma-related uncertainties that were not related to the social issues. Compensatory conviction is viewed as a mode of repression, akin to reaction formation, that helps keep unwanted thoughts out of awareness.

The relationship between defensive pessimism, self-esteem, and achievement goals is a controversial issue. The main contribution of this research is the adoption of a person-centered approach to explore the existence of differentiated profiles of university students, which combine self-esteem and defensive pessimism. In addition, we analyze whether these profiles differ in their achievement goals (learning, performance-approach, performance-avoidance, and work-avoidance). 1,028 university students took part in the study. Four student profiles were identified: (a) HSE/MDP (high self-esteem and moderate defensive pessimism); (b) LSE/LDP (low self-esteem and low defensive pessimism); (c) HSE/LDP (high self-esteem and low defensive pessimism); and (d) LSE/HDP (low self-esteem and high defensive pessimism). These four profiles differ significantly in their achievement goals. The use of defensive pessimism may involve students with either low or high self-esteem, although the two profiles follow differentiated motivational achievement trajectories.

This survey article traces the background of interest in these devices, describes the various concepts that have been experimentally and analytically investigated, and discusses the issues associated with their operation. Industry challenge to best practice risk communication.

Effective food safety and food defense risk communication helps to inform consumers without causing panic and alarm. The Risk Communication Team of the Natl. Center for Food Protection and Defense has developed a list of 11 best practices recommended for effective risk communication. These practices, designed for a food defense crisis, are currently applied to food safety issues, since fortunately a food defense crisis has yet to occur. IFT examined the utility of these best practices and the limitations on their use during food safety and food defense crises by academics, trade associations, and the government. It was hypothesized that legal and business considerations as well as the nature of the event would determine the implementation of the best practices. Through the use of focus group meetings, it was discovered that there was a low level of awareness of the best practices. However, stakeholders practiced some aspects of the recommended practices. Participants felt some of the practices were related and could be consolidated. They also agreed that a food defense event will increase the urgency of the communication and include players not typically involved in food safety issues. The challenges reported by the stakeholders varied, but legal liability, as well as the impact their communications could have on an industry, were often cited. From the government perspective, their need to act within their authorities drove some of their actions with respect to communication. Determining the differences in communication limitations during food safety against food defense events can provide key information to further developing and refining risk communications and specific messages targeted for a food defense incident. Various high-level radioactive waste from defense operations has accumulated at the Hanford Site in underground storage tanks since the mid-1940s. During the 1950s, additional tank storage space was required to support the defense mission. To obtain this additional storage volume within a short time period, and to minimize the need for constructing additional storage tanks, Hanford Site scientists developed a process to scavenge {sup 137}Cs from tank waste liquids. In implementing this process, approximately 140 metric tons of ferrocyanide were added to waste that was later routed to some Hanford Site single-shell tanks. The reactive nature of ferrocyanide in themore » presence of an oxidizer has been known for decades, but the conditions under which the compound can undergo endothermic and exothermic reactions have not been thoroughly studied. Because the scavenging process precipitated ferrocyanide from solutions containing nitrate and nitrite, an intimate mixture of ferrocyanides and nitrates and/or nitrites is likely to exist in some regions of the ferrocyanide tanks. This quarterly report provides a status of the activities underway at the Hanford Site on the Ferrocyanide Safety Issue, as requested by the Defense Nuclear Facilities Safety Board (DNFSB) in their Recommendation 90-7. A revised Ferrocyanide Safety Program Plan addressing the total Ferrocyanide Safety Program, including the six parts of DNFSB Recommendation 90-7, was recently prepared and released in March 1994. Over the past two years the Clinton administration has redirected the focus of the Ballistic Missile Organization (BMDO, formerly the Strategic Defense Initiative Organization) away from a national missile defense system and toward the development of theater missile defenses (TMDs). But the plan put forward by the administration is expensive - as much as $50 billion through the year 2010 - and it also raises several important issues about compliance with the Anti-Ballistic Missile (ABM) Treaty. A motivational analysis of defensive pessimism and self-handicapping.

Two studies examined motivational influences on and correlates of defensive pessimism and self-handicapping and investigated the relationship between these two cognitive strategies and performance attainment. The findings indicated that defensive pessimism and self-handicapping have similar motivational profiles, with the primary difference being that self-handicapping represents the absence of approach motivation in the achievement domain, as well as the presence of avoidance motivation. Self-handicapping, but not defensive pessimism, was shown to undermine performance-attainment, and performance-avoidance goals were validated as mediators of this negative relationship. Issues regarding the functional nature of the two cognitive strategies are discussed.

Ongoing human-induced changes in the composition of the atmosphere continue to stimulate interest in the effects of high CO 2 on plants, but its potential impact on inducible plant defense pathways remains poorly defined. Recently, several studies have reported that growth at elevated CO 2 is sufficient to induce defenses such as the salicylic acid pathway, thereby increasing plant resistance to pathogens. These reports contrast with evidence that defense pathways can be promoted by photorespiration, which is inhibited at high CO 2 . Here, we review signaling, metabolic, and redox processes modulated by CO 2 levels and discuss issues to be resolved in elucidating the relationships between primary metabolism, inducible defense, and biotic stress resistance. The International Conference on Applied Sciences (ICAS2014) took place in Hunedoara, Romania from 2-4 October 2014 at the Engineering Faculty of Hunedoara. The conference takes place alternately in Romania and in P.R. China and is organized by "Politehnica" University of Timisoara, Romania, and Military Economics Academy of Wuhan, P.R. China, with the aim to serve as a platform for exchange of information between various areas of applied sciences and to promote the communication between scientists of different nations, countries and continents. The topics of the conference covered a comprehensive spectrum of issues: 1. Economical Sciences 2. Engineering Sciences 3. Fundamental Sciences 4. Medical Sciences The conference gathered qualified researchers whose expertise can be used to develop new engineering knowledge that has the potential for application in economics, defense, medicine, etc. There were nearly 100 registered participants from six countries, and four invited and 56 oral talks were delivered during the two days of the conference. Based on the work presented at the conference, selected papers are included in this volume of IOP Conference Series: Materials Science and Engineering. These papers present new research in the various fields of Materials Engineering, Mechanical Engineering, Computer Engineering, and Mathematical Engineering. It is our great pleasure to present this volume of IOP Conference Series: Materials Science and Engineering to the scientific community to promote further research in these areas. We sincerely hope that the papers published in this volume will contribute to the advancement of knowledge in their respective fields.
